Death by sniper

Newly opened library in Scarborough has focus on Aboriginal culture

A 37-year-old man found dead in his Scarborough home’s driveway last fall was shot by a skilled sniper, police say.

Clinton Elliot Yow Foo was killed while talking on the phone outside his home near Kingston and Ellesmere roads just before midnight Sept. 30.

“This was a shot that was made at a considerable distance (200 yards),” Det. Sgt. Tam Bui said Tuesday (April 19).

“It was made at night in the dark. It was windy, and Clinton was on the move when he was shot, so I believe that this person has some considerable skill or some training.”

There are many mysteries surrounding the murder: • Why did the sniper leave behind his rifle near the crime scene?

• Who was Yow Foo talking to when he was killed? (Police believe he was on a long distance call and described the person on the other end as an eyewitness to the murder.)

• The friend who found Yow Foo dead has now disappeared.

• Yow Foo’s family believed Yow Foo was out of the country in July but police have confirmed this was not the case. Instead, it’s believed he may have been in St. John’s, Newfoundland, and police want to speak with the person or people he was with on the trip.

The murder weapon, a lever action Browning BLR short magnum rifle, was fitted with a Bushnell Legend scope and a 13-22 inch Champion bipod, police said.

“This rifle has a connection to the Montreal area.

I cannot go into details as to how we know that,” said Bui, noting the high-powered

weapon was located during “the expanded crime scene search.”

Yow Foo was found by a friend more than two hours after the shooting.

Police have additional questions for the friend but can’t locate him.

“We’re urging that person to come forward to us,” Bui said.

Yow Foo was the subject of a Durham Regional Police gun and gang investigation in 2009.

“Clinton had some ties to organized crime groups in the Toronto area,” Bui told reporters. “We have recovered evidence at the crime scene in general that indicates that Clinton was involved in criminal (drug) activity.”

Police plan to use a social media strategy to crowd source information on the case.

“We will consider releasing some additional photographs, evidence, clues, for a lack of a better term, in the days to come,” Bui said.

Yow Foo was the city’s 39th murder victim of 2015.

A library with a focus on Aboriginal culture has opened in Scarborough.

“It will encourage literacy in the community and get everyone reading together,” said Tara Johnson of Native Child and Family Services, adding the library would provide “a sense of community through reading.”

The library, located in the basement of the Scarborough Child and Family Life Centre at 156 Galloway Rd., opened last Friday.

It only has 600 books, all donated, and will only be open Fridays between 4 and 6 p.m.

But Keith McCrady, a senior supervisor at the centre, said there are plans to get more books and expand library hours.

“The library is a true community effort because it developed through volunteerism,” he said.

“People volunteered to build bookshelves, people volunteered to do the cataloguing, so I really feel proud that our community was able to come together.”

“We also have some reference books for people who want to learn more about Aboriginal culture,” McCrady said.

“It’s open to everyone.

There will be no barriers for people to come, and they’ll have access to internet and the computers and things like printing, photocopying and faxing.”

Mickey Holmes, who attended the library’s opening with her three-year-old grandson Cameron, said the library will be of great benefit to children in the area.

“They have more books here about our culture,” she said.

“It’s fantastic. I love the idea that now we can come and enjoy the library along with the centre.”

Though a woman jumped f r o m t h e In d o - Ma l a y a Boardwalk beside a Sumatran tiger cage Saturday to retrieve her hat, very few visitors at the Toronto Zoo disobey its signs warning against getting too close to the animals.

But such things have happened, and one long-ago incident cost a Scarborough

boy his right arm.

“Most people respect posted signs. They’re posted for a reason,” Jennifer Tracey, a zoo spokesperson, said Monday.

The unknown woman, caught on video as she landed next to a cage for the seven-year-old male tiger, Hari, was not in immediate danger.

The endangered animal – there are only around 3,200

Sumatran tigers left on the planet – is OK, too, Tracey said.

The zoo holds “mock events” each year, preparing for situations which are far worse.

“You need to plan for these scenarios and hope that they never happen,” Tracey said.

This is the third incident in three years where zoo visitors were found to have broken the rules by getting

too close.

In May 2014, two teenagers on a school trip from Michael Power High School in Etobicoke jumped a fence to get themselves next to Humphrey, a polar bear cub.

The students were apparently caught by staff, and they later posted their selfies with the friendly cub on Instagram, making them easy to identify.

That August, a small crowd of people pushed their way through an unlocked barrier beside the zoo’s outdoor giant panda habitat.

Several people walked up beside the male panda, Da Mao, and one media report suggested some were poking the irritated animal with

None of this was as bad as an incident in August 1985, when three boys found their way to an enclosure holding two dozen Artic wolves on the zoo’s periphery.

Rising murder rate a cause for concern, not fear

e are 112 days into 2016.

In those 112 days, the homicide rate in Toronto has doubled from the same time last year according to the Toronto Police Service. That’s alarming any way you look at it.

As of Monday, 26 people have been murdered in the city. Some in broad daylight, others in the middle of the night. Residents awoken by gunshots, alerting them to another funeral, another cordoned off community, another family grieving.

But these crimes in the early part of the year, are not an indicator Toronto is embarking on a murderous rampage of vendettas.

A Toronto police investigator (who spoke on condition of anonymity) interviewed by The Mirror addressing this spate of violence the city, directly connects the our view in increase in murders to the abanof the controversial Public needed donment carding practice by officers.

Police advocates say that cardto help ing is the thin line between those solve crime who obey the law and those who do not. But the fact is, carding is a relatively recent innovation and Toronto police have been solving and preventing crimes for decades before such a program existed.

One thing that hasn’t changed in that time is us: people who are willing to keep an eye on the streets, and who help police investigate when a crime occurs.

Crime Stoppers has been an effective way for the public to help keep Toronto safe for a long time. The tip line is anonymous. Use it.

The carding debate is actually a distraction from the real matter at hand. What we should be talking about is the state of our city and how we can ensure it remains safe for everyone - no matter your race, age or gender.

Toronto has a population of 2.6 million people, numbers from 2011 show. Twenty-six murders among 2.6 million people is not a very high ratio, but each one has a devastating impact on those who knew and loved the victim. These numbers, though, are not indicative of a city where people are shuttering themselves away, afraid to leave their homes.

What is needed is more active participation from the public to help prevent crime and bring criminals to justice. The more active we are in reporting crimes and suspicious behaviour, the safer we will be. And hopefully by next year this time, 26 lives will be saved.

Drums of city’s cycling war seem to be silenced It is springtime and even in this slow, hesitant, let’sbe-honest-way-too-chilly springtime, it’s hard not to think about bicycles.

Now that is not to say we all think the same thing about bicycles.

Alongside light rail, UberX, the Gardiner Expressway and subways, subways, subways, the place of two-wheeled locomotion divides opinion in this town better than a curbseparated bikeway.

It was only six years ago that an entire election was fought over bicycles, after over-reaching cycling advocates managed to convince council to paint bike lanes on Jarvis Street.

That was it: the ‘war on the car,’ and everybody was in: the motorists from Don Mills and Leaside and Rosedale, who favoured Jarvis as a fast route downtown; the bicyclists who favoured Jarvis Street as a less bumpy alternative to the cracked and heaving lanes on Sherbourne a few

david nickle the city streets over. And of course politicians and newspaper editorialists, who found the controversy to be an effective delineation of the left and the right in matters of urban planning.

The lanes didn’t last long after the 2010 election.

Bizarrely, that removal led to a kind of truce.

Councillor Denzil MinnanWong, who chaired the Public Works and Environment Committee, created a Berlin Wall of sorts on Toronto’s roads, pushing the creation of fully separated cycle tracks: first on a no-longer-bumpy Sherbourne, and then through the downtown on Wellesley, Richmond and Adelaide Streets. Bicycles and cars on these streets have their own separate but parallel routes. It seems to be working out well.

Now here we are, in

the spring of 2016, and on Monday, April 25, the Public Works and Infrastructure Committee is taking another step towards what might be a permanent armistice. The committee will be looking at a half-million dollar pilot project, to put cycle paths on Bloor Street West. It’s a short stretch, two and a half kilometres long, between Shaw Street and Avenue Road. If council goes along with the plan, it will go in in September. Oh, what a difference six years and a few cycle tracks make! In 2010, the city’s cycling office might have been proposing a pilot to cross the Rubicon.

Bloor Street has long been the prize in the eye of cycling advocates, because of its city-spanning scope.

One could take Bloor Street and the Danforth all the way from Scarborough to Etobicoke, in a single notvery-sweaty ride (Bloor and Danforth don’t have any challenging hills to speak of). The late former mayor

Rob Ford would have printed up a whole new batch of fridge magnets to rally the troops.

These days? John Tory took care when asked about it this week to explain this was only a pilot project and would be assessed without bias when it was finished.

But the drums of war seem largely silent.

At the same committee meeting, councillors will be considering a few other bike lane projects – these ones, the old-fashioned paint-on-pavement kind.

There are 11 of these, and they’re all over the place: most, it’s true, a quick pedal from the downtown, but one up on Sheppard West crossing the Addington Greenbelt. These kinds of lanes used to be big fights too, and maybe they still will be. But in these early days of the season...Hope springs eternal.

Metroland Toronto papers record strong readership in report If you’ve heard that people don’t read newspapers anymore, think again.

Readership of weekly community newspapers in Ontario is very strong, according to the Community Newspaper Readership Report released by BrandSpark International. The report, conducted in partnership with Metroland Media, found that 73 per cent of Ontarians surveyed have read at least one of the last four issues of their Metroland Media community newspaper. Metroland Media Toronto publishes nine community newspapers – The Beach Mirror, The Bloor West Villager, The City Centre Mirror, The East York Mirror, The Etobicoke Guardian, The North York Mirror, The Parkdale-Liberty Villager, The Scarborough Mirror and The York Guardian.

Most notably, just under nine in 10 (87 per cent) younger adults surveyed between the ages of 18‐35 are reading their community newspaper as much or more often this year than last year. That number jumps to 92 per cent for all adults surveyed. “I think it’s fair to say that we were surprised at the strength of community newspapers in light of how print in general is perceived,” said Mark Baltazar, vice-president and partner at BrandSpark International. “These findings reinforce how much local information matters to Ontarians.

Community newspapers are playing a major role in the lives of the people we studied, keeping them connected to what’s going on in their own backyards.”

Compared to last year, 13 per cent of the people surveyed indicate that they are reading Metroland newspapers more often while almost 80 per cent have not changed their readership habits. Only 6 per cent of the people indicate they are reading it less. “This news certainly reinforces the feedback that we’ve heard from our readers across the province,” said Michelle Digulla, vice‐president of marketing at Metroland Media. “There is a strong appetite for the community‐level,

RVHS says its position was unfairly represented To the editor: Re: ‘Still waiting for better hospital’, Mike Adler’s Edges of Toronto column, April 14.

I would like to respond to this opinion piece that fails to represent the position I am hearing from our community. I am concerned with the mistaken and unbalanced description of Rouge Valley Health System’s (RVHS) position in the column.

Recently, the Scarborough/ West Durham Panel Report was released, which was intended to address infrastructure needs as well as improve access and integration of acute health care services in the Scarborough and West Durham region.

RV H S we l c o m e d t h e reports findings, which made many overdue recommendations regarding investments to Scarborough and Durham hospitals. However, the proposal to split Rouge Valley Health System has unfortunately caused division within the community. This proposal was a surprise to those in the community, a move that would involve breaking-up a well-functioning and inte-

grated hospital. Your columnist states “Hoskins, silent on this up until now, stalled on when he’d respond to the expert report, but then Rouge Valley came along, seeking to drive the report’s directions into the nearest ditch”. This is completely false.

In fact, on several occasions Rouge Valley has publicly supported the need for infrastructure investments, and has asked the Minister to move forward on these. This position was clearly presented at Scarborough Community Council on April 5th, when I outlined in detail why RVHS must remain an integrated system of care.

The Save Our Hospital Committee, who has received hundreds of petitions insisting that the hospital must remain intact, acknowledges that the Scarborough community has not been engaged in this important decision.

Your columnist failed to provide this perspective.

Your columnist also states: “But RVHS, with a campus in each region, hates this idea, arguing the heavyweights got it wrong; its border-spanning

health system ‘community’ and what CEO Andree Robichaud calls its ‘market share’ must be preserved, it says.” I consider this misleading and untrue.

RVHS’s concern is for the needs of patients, and not about market-share. In fact, the data proves that a RVHS community exists. This community must be considered and engaged when making decisions that are in the best interest of patients. We believe that dividing RVHS will disrupt the way patients access care, and as a result, affect patient care.

This is an important issue for the community and it is unfortunate that your columnist failed to provide this balance in his piece. I am hopeful that the Minister of Health will announce a decision to continue with their direction for increased integration and regional care that puts patients first. With the exception of the recommendation that would see RVHS divided, we are supportive of the panel report.

The Smart Track strategy to serve Scarborough’s northern residents will run north/south along the Stouffville GO line to downtown Toronto’s Union station, hitting Scarborough’s Milliken and Agincourt neighbourhoods, with more frequent service and added stops. This makes for a far less insane daily commute for

my Scarborough Rouge-River brethren. To say this is an improvement over the original and outrageously ineffective 3-stop Scarborough “stubway” plan is an understatement.

Also causing a spring in my step is the growing representation of Scarborough for positive events. Tory chose the Scarborough Civic Centre as the site of his New Year’s levee and skating party this

year, which was a fantastic and symbolic gesture.

The civic centre area also boasts Scarborough’s gorgeous new library – an architectural gem.

The future is here.

Is end to carding reason why number of city murders on the rise?

ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Homicides in Toronto are up 100 per cent from this time last year, and a veteran police investigator believes the end of carding has “definitely contributed” to that.

“Especially in our at-risk neighbourhoods where there’s been a lot of violence, we’re not having the same amount of contact,” said the investigator, who spoke on condition of anonymity. “The community

contacts or interactions are probably down 90-plus per cent citywide, and you’ve almost seen that same correlation with the amount of shootings, and homicides have increased as a result as well, so I think they go hand in hand.”

Carding involved officers stopping citizens in high-crime areas and storing their details in a police database. “When you looked at 200,000 police interaction contacts, that was a real preventative thing,” said the investigator, who has been

As of Monday, April 18, there were 26 murders in Toronto this year compared to 13 at that point in 2015. There were also a total of 108 shooting occurrences so far this year, a 58.8 per cent increase over this time last year.

But what we see in Toronto is that over the last five to 10 years the homicide rate has been pretty consistent, so these things tend to average out by the end of the year.”

Medical Officer of Health McKeown to retire The Medical Officer of Health for the City of Toronto is retiring.

D r. D a v i d Mc Ke ow n announced his decision last Friday. He will retire in July.

Dr. McKeown is a physician specialist who has worked in the public health field for more than 30 years. He has also served as the Medical Officer of Health for East York, the Region of Peel and the former City of Toronto prior to amalgamation.

Recently, Dr. McKeown was instrumental in supporting the need for supervised injection services in Toronto.

During his time as medical officer for the city, he influenced provincial legislation on e-cigarettes, menu labelling and artificial tanning and implemented local bylaws on tobacco control and enhanced transparency in public health reporting and monitoring.

“On behalf of the Board of

Health, I would like to express my sincere thanks to Dr. McKeown for his leadership, many accomplishments and demonstrated commitment towards improving health in Toronto,” said St. Paul’s Councillor Joe Mihevc, chair of the Board of Health.

Haircut story falls on deaf ears When my wife and I started having kids, the gender of the little beasts seemed somewhat unimportant. Everyone just wants healthy children right? And by hoping for one gender over another you seem to be almost tempting the gender and gene people don’t you?

So when she looked at me all those years ago with those big doe eyes and said, “Honey, let’s start a family” the gender of the kids really was not top of mind if you know what I mean.

I hadn’t really been thinking about it too much during the younger years either. The girls seemed easy enough.

Less squirting during diaper changes. Fold A Check. Slot B, Check.

Lots of hugs and kisses at bed time. I even got them into things I would like. No to gymnastics or ballet and yes to hockey and baseball.

Well done me!

But as my youngest daughter Rachel recently turned 13 I have entered uncharted territory. Two teenage girls

And boy do I feel stupid. By that I mean the girls make me feel stupid because they know just about everything there is to know!

Some of the things that have become incredibly obvious lately are that I have absolutely no taste in clothes, I am an idiot, old fashioned, afraid of technology, cheap, rude, and I don’t know anything. Sometimes all in the same day!

I had what I considered to be a good guy story that happened to me this week, but unfortunately I had no one that would appreciate it in the house. I was looking for an inexpensive haircut and went into one of the many inexpensive salons we see in Scarborough. The sign outside said $10 for a haircut. I usually

pay $8, but today was payday, and I was feeling flush.

The salon seemed nicer than the price suggested, so I inquired. The gentleman said that the $10 guy was not there, but would be in the next day. He unfortunately was the $25 guy, but since the sign said $10 he would give me a special today – only $20. Special.

I politely left, and went elsewhere, tucking the extra $10 inside my wallet for the next time one of the girls says, “Dad can I have some money for a school trip, lunch, church function, dress down day (fill in the blank).”

I told the $25 haircut story at home. Nothing. Crickets.

Oh, sorry, I am cheap.

Oh well, at least I have Crosby the male dog at home, and my 10 bucks. He and I can weather the storm together. Only seven more years to go!

A runaway chicken spotted in southeast Scarborough during the morning rush Tuesday was taken into custody, Toronto police said.

Police tweeted the bird was causing traffic disruptions near Kingston and Galloway

roads around 7:45 a.m.

In other chicken news, police were called to Reesor Road and Finch Avenue for a report of headless chickens dumped on the roadway yesterday morning.

Officers arrived and saw that the chickens were in fact not headless.

Police believe the chickens may have fallen off a truck and don’t suspect “fowl” play.
