Toronto police are investigating Tuesday’s fatal two-vehicle crash involving a TTC bus and a delivery truck in the westbound lanes of Steeles Avenue at Middlefield Road. The crash took the life of a 52-year-old woman and injured 12 others.

looking at every possibility and...if any additional questions come up as a result of our investigation we’ll continue to follow those questions until we find an answer.” The collision happened on Steeles Avenue at Middlefield Road just after 11:30 a.m. Police said a westbound TTC bus was servicing a stop east

of Middlefield when an eastbound truck crossed into the westbound lanes, mounted the curb, struck a hydro pole and hit the right front corner of the stopped bus. The 52-year-old, who was boarding the bus at the time, was pronounced dead on scene. Police didn’t release her name.

However, media reports identified her as Manoranjana Kanakagasabaghy, 52. She has two grown children and a grandchild. A 43-year-old woman who had just exited the bus was also struck by the truck. She was taken to Sunnybrook hospital with life-threatening injuries. >>>POLICE, page 8

Now or never in fight to save local ash trees MIKE ADLER madler@insidetoronto.com Property owners in Toronto have about two weeks left to protect whichever ash trees can still be saved, say people involved in fighting the emerald ash borer beetle. A tiny invasive pest, the beetle was found near Hwy. 404 in North York in 2007. It has exploded across Toronto, slowly killing every ash tree it finds - around 860,000 in the city’s yards, parks, streets and ravines. The only proven defence is a pesticide called TreeAzin, but it must be injected between June 1 and Aug. 31, when the tree’s vascular tissues can use it to kill beetle larvae under their bark. Toronto’s infestation, much of it still hidden in seemingly healthy trees, is so advanced next summer may be too late for most ash tree owners to try the pesticide. “The time is running out,” Josef Ric, Toronto Urban Forestry’s acting supervisor of forest health care confirmed in an interview yesterday. The City of Toronto’s online resource page on the beetle (www.toronto.ca/trees/eab. htm) includes a map showing the infested areas in February 2012, but Ric said the map will be taken down because it’s obsolete; the beetle is simply everywhere, he said. “It’s very aggressive. It has surprised everybody.” City contractors injected 4,000 trees with TreeAzin last summer and are treating 9,000 more this year -

ash along streets or in parks selected, ward by ward, for being in good condition and not showing a lot of the leaf dieback that first marks the infestation’s effects. At eye level, contractors staple small green aluminum plates on the injected trees, a sign of the city’s commitment to keep injecting them every two years until the pest is gone. The city has removed and destroyed 4,000 dead ash trees this year on municipal land, and marked 4,700 more with dots of bright orange paint, to show trees that are dying and doomed. It has also planted 15,000 replacement trees in a variety of species, said Ric, adding next summer good candi-

dates for TreeAzin may still be found, but predicted there will be far fewer. “What we’ve done so far (in selecting for injections) is almost final.” As the peak of ash mortality in the city approaches Ric guessed that will be “next year, probably, and the year after” - ash looking OK now may soon be dead or in severe decline. Businesses or homeowners with ash trees on their land are on their own as they weigh the considerable cost of injections with the cost of removing their trees. The Canadian Forest Service and other agencies are testing natural predators for the beetle, parasitic wasps, but it’s thought it will take 10 years for the ash borer popu-

lation to crash along with its food supply. Michelle Bourdeau, program manager for LEAF - Local Enhancement and Appreciation of Forests - said TreeAzin, provided a tree’s infestation is not visible already, is worth a shot. “It’s likely cheaper to treat if you’ve got a large tree,” than pay to remove it, she said this week. “It’s an irreplaceable thing.” TreeAzin applicators must be licensed, and property owners should get more than one quote, said Bourdeau, adding a few interested people on a street should ask for a group discount. The non-profit group, which combined with

neighbourhood volunteers to alert 2,800 households in Scarborough’s Highland Creek Watershed to the ash borer in canvasses last month, advises people to plant trees as a response to the continuing losses to Toronto’s tree canopy, even if they had no ash trees on their land. The city will plant a tree in front of homes for free in spring or fall, and LEAF has a subsidized back yard planting program that recommends suitable species and locations, and for which homeowners pay $150-220 a tree. “It really is a communitywide issue,” said Bourdeau, whose group has also recruited “EAB ambassadors” to spread news of the

beetle and what people can do about it. One of the first who signed on last year was Holly Pagnacco in Guildwood, where 80 per cent of trees are mature white ash. Drawn to Guildwood four years ago by its urban forest, Pagnacco said she devastated to learn the five on her property are all white ash. She had them all injected, a process in which an applicator drills holes near the bottom of the trunk and attaches small pressurized TreeAzin canisters. It seems to be working: untreated trees on neighbours’ lots already look worse, and downy woodpeckers, which feed on the borer, are seen pecking at their bark, she said. As a volunteer ambassador, Pagnacco has distibuted flyers about the beetle and talked to Guildwood residents at local events. She’s met many who don’t know whether their trees are ash or not, or who have the mistaken belief injections in a neighbour’s trees mean theirs will be fine. “A staggering amount of people are saying they’re just going to wait it out,” Pagnacco said, adding she is certain the infestation in all untreated trees will be fatal. Guildwood, in a few years, is “going to look like a hurricane came through,” she predicted, sadly. “I can hear chain saws right now.”

oug Holyday’s empty seat at Toronto City Council needs to be filled and a decision has to be made soon as to whether it’s through appointment or byelection. Many have spoken out in favour of a byelection, including Mayor Rob Ford who’s stated that it’s what people want, what they deserve, to be able to democratically elect their own city representative. Ford’s trying to arrange a special council meeting this month where he hopes to get council’s support in pushing it through. The only voice of opposition so far has been Holyday himself. Though he would normally favour a byelection, due to the fact that the general municipal election is just around the corner 2014), he believes it’s our view (October more practical to fill the seat with appointment. Filling empty anIt’s because of these circumseat by election stances, that we have to agree. Even if council votes for a not practical byelection and the process is expedited, a new councillor won’t be voted in until late this year, perhaps early next and then council will officially only be in session for seven months – a time during which campaigning for the fall election will be swinging into high gear. And though the price tag for a byelection (pegged at $175,000 to $225,000) may be a drop in the bucket from a city wide perspective, there’s no question some other good use could be found for it. If Ford wants to keep to his cost-cutting mandate, here’s a place to do it. An appointment should be made and it should be someone who’s from the ward and has a proven track record of involvement in that community. The people of Ward 3 certainly deserve that. But, to avoid giving this person an unfair advantage heading into the fall election, council should insist that the appointee refrain from entering the race in 2014. With all this discussion about what people want, there’s one opinion that’s notably absent from this debate: that of the people. Residents – particularly those in Ward 3 – need to tell the city’s councillors and the mayor what they prefer to have happen. Exercise your democratic right, email them (cc us) and make sure that whatever happens – it’s because you really wanted it and not just because someone said you did.

Replacing Holyday: a bone of contention Filling former Etobicoke Centre Councillor Doug Holyday’s Ward 3 council seat will make for a contentious meeting later this month. Reassuringly, council will probably make its decision according to policy and select someone representative of the area. The trouble is, it will do so because it cannot decide otherwise. In filling a vacancy, council established a policy to fill vacancies through byelection if held before Nov. 30 prior to an election year, or otherwise through appointment. In this case a byelection cannot be organized before January of 2014, which is an election year. So according to policy, council ought to make an appointment. Advocates of this perspective point out that a byelection will cost up to $225,000, and only six council meetings remain in the term.

david soknacki beyond the headlines So it is surprising that Mayor Rob Ford is in favour of a byelection. “You cannot put a price on democracy,” he says. Equally surprising is the view from some of his spendthrift colleagues who have discovered frugality and are in favour of an appointment. While the opposing sides may not want to publicly declare their interests, their motivation is transparent. Should council decide in favour of a byelection, the mayor will have an excellent place to run field trials for next year’s election. He can expect a friendly reception in Etobicoke to launch ideas, the opportunity to find new campaign workers, another excuse to canvass door-to-door, plus the bonus of having someone else pay for the

campaign. With the mayor’s experienced team, home turf and willingness to use political muscle, the elected candidate will have obligations to the mayor – obligations that will come for repayment during the balance of the term and into the next mayoral campaign. On the other side, the mayor’s opponents are looking to their very different interests. Should council make an appointment, the new councillor will be very aware of the limits to the mayor’s power. By convention, if not always practice, the new councillor inherits the office and committees of his predecessor, and does not seek election, severely limiting the ability anyone to exert influence. In short, it suits council to create a new member loyal to itself rather than to the mayor. Council is likely to make that decision. Here is a case where

the mayor stands against city policy, is in favour of higher cost, and takes a stand directly contrary to the personal advancement of many councillors. Further, he has lost control of council, including a number from his executive committee. In the past, the community council where the vacancy occurred held a special session, and full council concurred in the local decision. Usually the appointee came from the community council area, and was similar in outlook to the former councillor. It may happen again, mainly because council is so deadlocked. Members have enough respect for local tradition, even if only to preserve their own privileges, and they will listen to the remaining members from Etobicoke.

Children’s park needed near Scarborough Civic Centre To the editor: Re: ‘Anticipated improvements around Scarborough C i v i c C e n t re i n 2 0 1 4 ,’ Community, Aug. 1 I noticed some references to the “civic centre” or “hand of God” park. The article stated the park was “little-used” and that the “earth berms discourage visitors.” That was news to me. For several years I lived at 61 Town Centre Ct., which is a

five-minute walk from the park. I walked in the park many times and enjoyed the peaceful serenity that’s there – have you seen the tree commemorating Terry Fox’s visit to Scarborough that’s planted there? Oftentimes, I would see others sitting on a bench or relaxing at a picnic table. It appeared to be regularly used from March through to November. The earth berms were created, I suppose, to

bring a sense of peace from the busy, noisy, smoggy roads. This fact was not missed by me, as the park seemed to be living up to Toronto’s Park motto, “A City Within A Park.” Levelling the earth berms will almost certainly create, “A Park Within a City.” I think putting a dog run in the park is a great idea and long overdue. Many people living in the condos need a convenient place to take their dogs. I believe the one thing that

Mayor will miss Doug Holyday

n a couple of days it’ll be official. Doug Holyday, the former mayor of Etobicoke, councillor for Ward 3 (Etobicoke Centre) and deputy for Mayor Rob Ford will have left the building, to become Toronto’s lone Progressive Conservative MPP at Queen’s Park. Will Ford miss him when he’s gone? Based on Holyday’s agile defence of the mayor’s nocturnal ramblings last weekend at the Taste of the Danforth? Almost certainly. The mayor has been in this apparently inebriated place before: in this case in a state that most reasonable observers would surmise to be impaired, alone, near his SUV, looking for a party and finding one amid a gleeful crowd of east-Danforth revellers and their snapping, filming cellphone cameras. Social media was abuzz; the mayor’s colleagues on council, aghast. Once again, Toronto’s news

david nickle the city media gathered outside the elevator in front of Ford’s office, to follow up on Ford’s assertion Sunday on radio that he’d just had “a couple” of beers and the whole thing was blown out of proportion. Holyday came out swinging, suggesting that those media – and presumably the good people of Greenwood and Danforth – were exaggerating the mayor’s condition, hounding him as no other politician has been hounded, and he worried about the “toll” all this attention would take on the mayor. When a reporter asked: what about the “tone” of the mayor’s behaviour, Holyday feigned lawyerly mystification at what that word meant. When another reporter asked about the seemingly sloshed mayor’s proximity

to his vehicle, counselcum-deputy-for-the-mayor Holyday demanded to know if the journalist was accusing Ford of driving drunk and if he knew that to be so for a fact. The only bone that he threw (at least the only one not aimed at an eye) was acknowledging that the mayor might not get enough sleep sometimes, and should get a driver. When Norm Kelly, Holyday’s named replacement, spoke with the media just hours before the mayor’s arrival on the Danforth, he made it clear that he was fundamentally interested in the well-being of the city and left it at that. Other allies on the executive committee weren’t much more supportive following the Friday night crawl. There are few such as Holyday left on council who will defend the mayor. He’ll be missed all right.

Thousands of children and adults leave the condos everyday for school and work. However, predominantly moms and young children are left in the condo-crete jungle and really need somewhere to be able to meet other parents, go for a

safe walk and play safely. An investment in young children in this area is vital. Perhaps a savvy, creative architect could get the vision, meet the challenge and design a park that meets the needs of dog owners, young families and the general public – if space permits. Sivam’s A Gun & A Ring at Montreal film festival A Scarborough filmmaker’s latest feature, A Gun & A Ring, will screen at the 37th Montreal World Film Festival, which starts next week. Lenin M. Sivam’s fictional stories in the film are about “a single gun and a wedding ring” as well as “the harsh realities faced by different generations of Tamil Canadians who try to rebuild their lives in an adopted land, but are unable to let go of their pasts that were framed

by violence, death and conflict in Sri Lanka,” a release this week said. A previous Sivam feature, 1999, an exploration of Tamil youth gangs that once fought in the streets of Scarborough, was informed by the director’s interviews with ex-gang members and youth workers. The Montreal festival runs from Aug. 22 to Sept. 2. The local premiere of A Gun & A Ring is Sept. 28 at the York Cinemas in Richmond Hill.

Planners in Public Spaces meet today in Scarborough JUSTIN SKINNER jskinner@insidetoronto.com The City of Toronto’s planning department is giving residents a chance to come out and learn a bit more about the processes and procedures that help shape development in their neighbourhoods. A new outreach initiative dubbed Planners in Public

Spaces (PiPS) will bring planning staff out to address the public on planning matters in general. Pop-up locations will be opened across the city from today through Thursday, Sept. 19 giving residents a chance to talk to staff who provide council with reports on developments. “The public only sees us

when there are big planning meetings on controversial developments or studies,” said Toronto planner Giulio Cescato. “We thought ‘where are the chances to meet with the public on a more regular basis?’” In attending the sessions, members of the public will have a chance to learn more about the various pressures

That event will give participants a chance to build a city out of LEGO blocks in the square and will also feature walking tours of the area hosted by the Downtown Yonge BIA. That event will take place from 11 a.m. to 3 p.m. Planners will also hand out surveys at the various sessions asking for community feedback. Cescato said the planning department hopes to continue the program on a more regular basis even after the currently scheduled sessions end in mid-September.

Work with a local Realtor Look for a Realtor who works in the area and knows the ins and outs of the community. Asking friends, family and colleagues for references is a great place to start. Another good way to find a Realtor active in the area is to go to open houses in the neighbourhood.

Get a home inspection

In Ontario, a home inspection reports on the condition of the roof, structure, foundation, drainage, heating, cooling, plumbing, insulation, walls, doors and electrical system. The cost of a home inspection can vary so do your research and make sure to choose a qualified home inspector who will also inform you of the scope and limitations of the inspection.

Check with the city Visit your local building department and find out if any new developments are planned. Check to see how many owners have applied to build homes or additions that are larger than the by-law permits – this gives an indication of the neighbourhood’s future.

July housing market up vs. 2012 numbers Greater Toronto Area realtors reported 8,544 residential sales through the TorontoMLS system in July 2013. Total sales were up by 16 per cent compared to July 2012. Over the same period, new listings added to TorontoMLS and active listings at the end of the month were up, but by a substantially smaller rate of increase compared to sales. “Last month’s sales represented the best July result since 2009 and was the third best July result on record. Despite recent increases in average borrowing costs, home buyers are still finding affordable home ownership options in the GTA,” says Toronto Real Estate Board President Dianne Usher. “We are a year removed from the onset of stricter mortgage lending guidelines and many households who put their decision to purchase a home on hold have reactivated their search. An increasing number of these households are getting deals done.” Reflecting tighter market conditions, the aver-

age selling price for July sales was up on a yearover-year basis by eight per cent to $513,246. The low-rise market segment continued to be the driver of overall price growth. It should be noted, however, that the average condominium apartment price was also up by more than the rate of inflation on an annual basis. The MLS Home Price Index (HPI) was also up on a year-over-year basis for all major home types. “We are forecasting continued average price growth for the remainder of 2013 and through 2014 as well. Months of inventory for low-rise homes remains near record lows, suggesting that sellers’ market conditions will remain in place in the second half of 2013,” says Jason Mercer, TREB’s Senior Manager of Market Analysis. “An increase in listings in 2014 would lead to more balanced market conditions and a slower pace of price growth next year, albeit still above the rate of inflation.” – TREB

Families express concerns over police shootings ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Several people who lost loved ones to police shootings shared their stories Tuesday and called for change on how police deal with those in crisis. “There are good cops out there, but there are some that are failing us, and the justice system is failing us because they’re allowing them to get away with it,” said Scarborough resident Jackie Christopher, whose son O’Brien was shot and killed by police in North York in 2004. “O’Brien was in a park, contained. He was not going anywhere. Why did they have to shoot him?” The news conference, co-hosted by the Ontario Federation of Labour (OFL), was held just prior to a lunchhour rally for 18-year-old Sammy Yatim at YongeDundas Square. Yatim was shot by a police officer while wielding a

knife on an empty streetcar on Dundas Street, west of Bathurst Street, July 27. “It should not have happened because I was at that (coroner’s) inquest for O’Brien every single day, and I know the recommendations that came out of there,” Christopher said. “None of the recommendations were followed. Otherwise Sammy would have been alive today, and it’s time we do something about it.” Yatim’s shooting was caught on video, and posted on YouTube. OFL executive vicepresident Ir win Nanda called Yatim’s death totally

avoidable. “But what is more alarming is the remarkable similarities this case has with other police shootings in Toronto and elsewhere across the province,” he said, adding what sets the Yatim case apart is it was caught on video. Nanda said the video shows Yatim posed no immediate threat to any officer or the public. “Sammy Yatim wasn’t just killed by a spray of police bullets. He was killed by a total breakdown in the policing system,” he said. “Literally decades of reports, inquests and recommendations are gathering dust on police station shelves while the bodies of victims are piling up.” On Monday, police chief Bill Blair announced retired Ontario associate chief justice Dennis O’Connor will review the service’s use of force options in dealing with emotionally disturbed people. Scarborough teams ready for CNE peewee baseball tournament SEAN DURACK active@insidetoronto.com An annual rite of summer for many rep peewee baseball players in the province, the venerable Canadian National Exhibition’s peewee baseball tournament, from Aug. 16 to 29, is heading in to its 57th year. And, as usual, Toronto will be well represented. Organizers have tinkered with some aspects of the 32-team, single-knockout tournament over the years to address changing trends and shifts in demographics across the city and province. Several years ago organizers introduced a seeding system to help eliminate disparity and reduce the use of the “blow out rule” at the triple-A tournament. This year organizers have taken things a step further by introducing A-level teams into the fold. “For the first time ever we have pre-selected eight

teams from rural or smaller Ontario centres. Generally, they compete at the A-level as opposed to triple-A,” said Marvin Pearl, a retired high school gym teacher and a tournament organizer for the last 30 years. Those A-calibre teams will begin the tournament competing against each other for the first two rounds in a single-elimination format. “By the time they get to the quarter-finals they will come up against stronger teams.” The losing team in the quarter-finals on both sides, explains Pearl, will play in a consolation game called the Ron Pegg Cup. Ron Pegg is a long standing tournament committee member and a former executive with the Ontario Baseball Association. “The demographics from year to year, the number of peewee aged kids changes in some areas is the difference. Sometimes they can’t

come up with a team so our numbers tend to fluctuate every year,” he said. This is by no means an indication of waning interest. “The enthusiasm and attraction is still there,” said Pearl, adding entry into the tournament comes with free day passes for the Exhibition, which is a big hit with kids. “There have been a dozen coaches over the years that have played in this tournament and one in particular said to me ‘I had a great experience here and I want my players to get that same experience.’” Toronto will be represented at the peewee tournament by North York-A, North Toronto Expos, East York AA, Leaside, Scarborough-A, Scarborough AAA, Martingrove, Bloordale, Etobicoke and Royal York.

Brown made his remarks, following his 100m semifinal race Sunday at the world championships. His time of 10.15 seconds put him in fifth place behind triple-Olympic gold medalist Usain Bolt who won the semifinal heat in 9.92 seconds. Bolt then went on to win the world championship final in 9.77 seconds. “I got out pretty well, obviously Usain’s (Bolt) acceleration is crazy. I was running next to him out there,” said Brown, following the semifinal heat. “No complaints here, happy with how I performed. I’m just going to focus on 4x100-metres now.” Brown, who will embark upon his senior year on a track scholarship at the University of Southern California in September, qualified for the world championship semi-

final race with an identical 10.15 second race in his qualifying heat, finishing second. Brown has made it a habit of running into Bolt at the big races, having also raced alongside Bolt at the 2012 London Olympics in the 200m semifinal. Aaron Brown, a graduate of Scarborough’s Birchmount Park Collegiate who grew up in Toronto’s east end, wasn’t on the Canadian relay team that had a surprise bronze medal quickly stripped from them at the 2012 London Olympics by a lane violation. But he will be on the Canadian relay team gunning for redemption at the 2013 Moscow world track and field championships. “I feel like I’m part of the team that wants redemption after what happened in London (2012), even if I wasn’t part of it,” said Brown, 21, in an interview posted on the Athletics Canada website. “We have a goal, we want to medal, we want to be on the podium.” And he’ll likely have another Birchmount Collegiate grad in the mix in Justyn Warner, 26, who was a part of the Canadian relay team in London.
