Mela slated for Scarborough Separately and together, performers schooled in five South Asian languages will take the stage in Scarborough this Saturday to “recognize the diversity within South Asians and to celebrate our contributions to Canada.” The first Toronto Mela, a free nonprofit festival in Albert Campbell Square from noon to 9 p.m., features more than 50 singers, dancers and

Liu remembered as ‘nice lady’ by neighbour Human remains found in Scarborough and Mississauga identified as local woman MIKE ADLER AND ANDREW PALAMARCHUK scm@insidetoronto.com Guang Hua Liu, whose remains were found in watercourses in Scarborough and Mississauga, was a Scarborough single mother of three who lived in a quiet cul-desac of row houses in Agincourt. Liu, 41, a Canadian citizen of Chinese descent who used the English name Heather, was the owner of a now-defunct licensed spa on Eglinton Avenue near Kennedy Road in Scarborough. Reports say it was Forget Me Not, east of Kennedy. Peel Police said Liu, a woman who stood 5’1” tall and had thin permanent eyebrows and long straight auburn and brown hair, was last seen by friends at her business, which was “no longer

in operation,” at around 6:30 p.m. Aug. 10. A homicide investigation began at 11:30 a.m. Aug. 15 when a citizen found human remains, a foot, near Hewick Meadows Park near Eglinton Avenue and the Credit River in Mississauga. Police found a head and two hands nearby later in the week. On Saturday, a man found human remains in a creek near Sheppard Avenue and Kennedy in Scarborough. The next day, a reporter found a bag containing human flesh in the same area. Police wrapped up their search of the Kennedy and Sheppard area Tuesday afternoon. “We did have officers finishing up ground search as well as the marine unit going through some of the waters there,” Toronto police
Const. Wendy Drummond said Monday afternoon. Also on Monday, police reportedly searched a hotel room at the Scarborough Inn on Sheppard east of Kennedy, located near a section of Highland Creek where human remains were found on the weekend. Still searching Peel Regional Police haven’t yet determined a cause of death, but on Tuesday afternoon said DNA testing had confirmed remains found at both watercourses belonged to Liu. Police said there are still human remains “outstanding at this point.” A neighbour at 850 Huntingwood Ave., a cul-de-sac of homes near
Kennedy, said Liu had lived in a home across from hers for four years with a grown son, who she said was attending college. Liu “was a nice lady” but did not speak English well, so their conversations were limited, said the woman, who didn’t want her name published. The area, she added, is “very safe, very nice. We never had a problem here. This is shocking to everybody who lives here.” Also on Tuesday, Mike Del Grande, the local councillor, said he wanted to express his abhorrence at the manner of Liu’s death. “Obviously, our thoughts go out to her children, her family,” he said. “And we hope that the monster who did this will get caught.” The investigation is being led by Peel police. Toronto police’s 42
Division and homicide squad are assisting with the investigation. Anyone with information is asked to call Peel’s homicide and missing person bureau at 905-4532121, ext. 3205. Liu is not the first spa worker from Scarborough to become a victim of homicide. On Feb. 8, 2004, Yan Jun Liu, 35, of Scarborough, along with Walter Xian Chen Zhang, 40, of North York and Zhu Xia Lin, 41, of Markham were gunned down while inside the Mirage Spa, at 7170 Warden Ave., in Markham. The victims were then placed into Zhang’s red Ford Explorer and driven to a church on Woodbine Avenue where they were discovered. York Regional Police have maintained a $100,000 reward in the unsolved triple murder.

Toronto police investigate a four-vehicle crash at the intersection of Steeles Avenue and Tapscott Road yesterday morning. A 46-year-old man, who driving a silver Acura, was taken to hospital by air ambulance to be treated for life-threatening injuries.
A 46-year-old man is in critical condition following a four-vehicle crash at Steeles Avenue and Tapscott Road yesterday. Police said a northbound Acura was making a left turn onto westbound Steeles when it was struck by an eastbound GO pickup truck at 7:53 a.m. Two cars, which were stationary, were also hit. Firefighters had to extricate the
occupant of the Acura. He suffered life-threatening injuries and was airlifted to Sunnybrook hospital. No one else was hurt. “We do have some witnesses from the scene, but we’re always looking for more,” Const. Clint Stibbe said. Police closed Steeles between Markham Road and Eastvale Drive for more than five hours as they investigated. Police are asking witnesses to the collision to call the traffic services unit at 416-808-1900.

he Canadian National Exhibition has been one of Toronto’s great summer traditions since 1879. Whether you are a newcomer to this city or a bornand-bred Torontonian, the Ex is one of those experiences that make living here special. Many residents hold memories of visits to the fair with family and friends as a key part of their summer. Perhaps they remember going on their first roller coaster, maybe it was the old wooden Flyer, seeing a big-name band play at The Grandstand, or eating a special food that only seemed to be available at the Ex. our view For those spending their first summer in Toronto, it’s a chance Celebrate end to create family memories and of summer traditions of their own. The CNE, which opened with a trip last Friday and continues until to the fair Labour Day, also marks the official countdown to the start of the new school year for youngsters across the city. It’s a bittersweet time as summer marches to its end, and that’s why the 18 days of the Ex mean so much to those who attend. Along with going to the Ex as a visitor, the fair is also a huge employer for local youngsters. The economic impact of the CNE to Toronto, though, goes beyond youth employment. According to the CNE, it had 1.31 million visitors last year, with many of them coming from out of town, spending their tourists dollars not only at the Ex but also other sites across the city. Along with economic benefits, the Ex is also a place for many young people to highlight skills ranging from dancing to accordion playing to baseball. And speaking of baseball, the Ex is home to one of the province’s most prestigious peewee tournaments. The 56th annual Lions-CNE Peewee Baseball Tournament is now underway at the ballpark located near the Dufferin Gate. Local teams competing in this year’s tournament are from East York, Scarborough, North York, North Toronto, Etobicoke, and a squad from the Toronto Playgrounds league. Other teams participating come mostly from the Greater Toronto Area, with squads this year also travelling in from Stratford and Niagara Falls. The champs of the first tournament back in 1956 were from the East Riverdale playground league, but it’s been 10 years since a Toronto-based team, the Agincourt A’s of Scarborough in 2002, took a title. To the editor: Thanks to the five drivers who were alert, kind and patient during a scary episode I encountered recently. While waiting at the stop light at Brimley and St. Andrews roads, my dog broke loose and darted across the street. A driver had to slam on her brakes as did the drivers of four other cars. I apologize for the scare. My Yorkie was spooked and ran erratically in and out of the stopped cars. The kind drivers waited until the dog was safe with me then were gone before I was able to acknowledge them. Heartfelt thanks and thumbs up to these outstanding citizens.

Will our streets ever be safe? To the editor: The Danzig Street tragedy is another in a series of crimes that illustrates to the citizens of Toronto their streets are not as safe as they think nor are they as secure as politicians and police would like us to believe. Again, as we have witnessed, armed gangs are allowed not only to secretly transport concealed weapons but are free to fire them in the open and at will – all aimed to maim and to kill without impunity. Not being warned or advised their homes, their schools or, in this case, their local street was not safe, consequently, killing innocent young citizens such as Shyanne Charles and Joshua Yasay. In the aftermath, what was to follow this horrific incident was nothing less than an endless parade of apologetic politicians and sorrowful police wear-
ing masks made more of forlorn faces than honest emotion, while trying to explain away this type of inexplicable violence as perhaps nothing more than a random shooting. We, the public, are told in a calming but controlling voice, in all probability, this will never happen again. As the saying goes, police have the area covered, while politicians play their politically correct games of polishing their own image by continuing to talk endlessly and seemingly senselessly with one another about the city, without ever asking any of its citizens what their opinion might be. All of the rhetoric is directed away from the subject of any other possible or future attacks by these criminals, whom I have named “urban terrorists.” Their sole responsibility is to instill a sense of
terrror into the minds and hearts of Toronto’s citizens. They are the definition of ‘terrorists,’ and should be treated in a way that reflects the seriousness of their crimes. Needless to say, they are still roaming the streets. So how it be said Toronto is safe? Is it accurate to say Toronto’s image has been protected and properly preserved once more by evasive rhetorical tactics and ineffective action instigated, all by our politicians in power? I ask Premier Dalton McGuinty, Mayor Rob Ford and Police Chief Bill Blair to say the streets are indeed absolutely safe, and no such acts of gang terrorism shall ever occur in this city again. It’s time to get people talking: MP To the editor: Re: ‘Our police budget must be discussed in communities,’ Editorial, Aug. 17. Your editorial is consistent with my conversations and meetings with the residents of Danzig Street. Repeatedly, I have been told the local community wants a police “relationship,” not merely a police “presence.” I know from the police perspective that there are resource issues; however, the present system is not working and is clearly unsatisfactory from a number of perspectives. If two people are dead, 23 injured and 200 potential witnesses did not see anything, then you know that you have a problem. The couple has four children, eight grandchildren and one great-grandchild. They have lived most of their married life in the Cliffcrest community of Scarborough.

Toronto Community News moves to new office building The Toronto Community News (TCN) building and production facility will be moving down the street this weekend. TCN will move from its offices at 100 Tempo Ave. in North York to 175 Gordon Baker Rd., essentially two buildings to the west. The new building will be visible from Hwy. 404, between Steeles and Finch avenues. “It’s a larger, brighter facility, which will allow us to maintain our distribution activities under one roof,” said Metroland Central vice president and TCN publisher Ian Proudfoot. TCN telephone service will be disrupted Friday between 5 and 9 p.m., to redirect the telephone lines. Inquiries during this period can be made to our general telephone number, at 416-493-4400. Existing telephone numbers from the Tempo location will be maintained.

TTC’s new board must remember transit riders T
here’s been a lot of to-ing and fro-ing on the transit file this past year. But as the dust settles on the subway-versuslight-rail battle for the future of transit – the hiring and firing of chief general managers – the prospect of new taxes to pay for new subways, our attention slipped away from a more quotidian matter: the question of governance. It came up earlier this year as Toronto City Council voted to keep Karen Stintz as chair of the TTC and replace a commission of Mayor Rob Ford loyalists with members from council’s centre and left wings. That shift – a response to the mayor’s role in the firing of transit boss Gary Webster – was half the plan. The other half was the introduction of an old idea: citizen members, appointed by council, would sit on the TTC along with elected officials. This was something Ford wanted to do holusbolus, but council went a more moderate route, agreeing to create an 11-member commission with four citizen appointees and seven councillors.

In September, Toronto’s Civic Appointment Committee will be making recommendations about who those four citizens should be. Toronto city manager Joe Pennachetti has hired NAFOR Executive Recruiting to pre-select candidates, and the committee will be looking at their report in September. Hard to say who will be on that list, but in a letter NAFOR has given a sense of the size of the pool – 485 applied – and the criteria they’re using. High requirements The most qualified candidates meet some high requirements: they will understand large project management, have experience working for large boards and large companies and will have strong management skills, honed in the public, private or non-profit sectors. If the commission has
four of these sorts on board, the politicians will find themselves outclassed in terms of organizational management: municipal politicians, particularly the ones in Toronto, arrive with more populist CVs. They also may find themselves further isolated from the people who matter most in the transit equation: namely, the riders who are navigating an increasingly crowded, expensive and frankly spotty service as they make their way about the city. For the past year and a half, those riders could be excused for feeling a little like pawns in a highlevel political chess game between council and the mayor. It would be wrong to say that riders have been utterly voiceless in this age of Twitter and Facebook. However, it would go a long way to righting the imbalance, to have one or two citizen appointees whose major contribution to the debate was in their understanding of the rider’s experience. n David Nickle is The Mirror’s city hall reporter. Rosie MacLennan, Canada’s gold medal winner in women’s trampoline at the London Olympics, will be at the Toronto Zoo this Saturday.
Olympic gold medallist MacLennan at zoo event Canada’s gold medallist from London 2012 is coming to the Toronto Zoo this Saturday to share her sport of trampoline – and maybe do a few flips. Rosie MacLennan, who won the gold in women’s trampoline, will be on hand along with fellow members of the Canadian Trampoline Team, Karen Cockburn (three-time Olympic medallist) and Jason Burnett (2008 Olympic silver medallist). The Olympians will be on hand from 1 to 3 p.m. at the event hosted
by Springfree Trampoline. The event runs from 9:30 a.m. to 5 p.m. to safely introduce children to the sport of trampoline. There will be two trampolines at the event, which children will be allowed to try out. There will be an opportunity for autographs, as well as photos with the team. The rehabilitation work at Bridge Site Nos. 37-210/1 and 37-210/2 is currently proposed to be carried out in four (4) construction stages. THE PROCESS Victoria Park Avenue Bridges over Highway 401 The proposed rehabilitation of Bridge Nos. 37-210/1 and 37-210/2 (Victoria Park Avenue Bridges) was included in the Preliminary Design and Class Environmental Assessment Study that investigated improvements to Highway 401 from Leslie Street to Warden Avenue, and followed the approved planning process for a Group ‘B’ project under the MTO Class Environmental Assessment for Provincial Transportation Facilities, 2000 (MTO Class EA). This project was deemed approved in September 2011, since the planning was completed in accordance with the requirements of the MTO Class EA, with the process documented in a Transportation Environmental Study Report (TESR). As part of the planning process, the Ministry is committed to preparing a Design and Construction Report (DCR) for the rehabilitation of Bridge Nos. 37-210/1 and 37-210/2 (Victoria Park Avenue Bridges) which will document the detail design proposal for public review. The DCR will be released for public review and comment at the completion of the detail design study. Notification of Study Completion and DCR Submission will be published in local newspapers and mailed to those on the project mailing list. Bridges at Highway 401 and Highway 404/Don Valley Parkway Interchange The proposed rehabilitation of Bridge Site Nos. 37-323 and 37-327 at the Highway 401 and Highway 404/ Don Valley Parkway Interchange is following the process for a Group ‘C’ project under the MTO Class EA. The environmental assessment process documentation to be prepared for this component of the project is an Environmental Screening Document (ESD), which is not made available for public review and comment. Mitigation measures to address potential environmental effects of the proposed works, as identified in the ESD, will be specified in the construction contract documents. The Lancia family is still hoping the generosity of the community will send them to London to watch Adam Lancia compete in the Paralympic Games. The family held a sale at Variety Village and raised nearly $500, of which they’ve donated $50 to Variety Village, and they’ve also raised another $884.50 through donations, but they are still far from their goal. With the $1,000 from Proctor and Gamble, which is giving $1,000 to moms to help them get to the Games, they still need another $7,300. With the Games opening Aug. 29 time is running out. “We really need the public’s help,” Said Lancia’s mom, Elizabeth. Lancia, 32, previously competed at the 2004 games in Athens and in 2008

Province announces $20 million in funding to deal with youth violence issues Plan comes in wake of Danzig Street shooting DAVID NICKLE dnickle@insidetoronto.com The provincial government will be putting $20 million into programs to prevent youth violence – funding programs that will provide employment, expand policing and increase after-school programs – in the wake of the mass shooting on Danzig Street. The plan, announced yesterday by Ontario Children and Youth Services Minister Dr. Eric Hoskins, is a broad-based plan touching on enforcement and prevention, and based on recommendations from the Roots of Youth Violence report, co-authored by former MPP Alvin Curling and Roy McMurtry in 2008. Curling will become a special adviser to Hoskins on the program. NEW INVESTMENTS The program features several new investments, and the continuation of some others, notably the TAVIS (Toronto Anti-Violence Intervention Strategy) and PAVIS (Provincial Anti-Violence Intervention Strategy) programs, which will now be funded permanently. CrimeStoppers rewards will be doubled when the tip leads to the prevention of gun violence. The Summer Jobs for Youth Program will be expanded to provide 320 new after-school jobs during the school year, increasing to 440 part-time jobs in 2013. The ministry will also launch a privatesector jobs initiative, and will provide summer employment for 220 more young people through school board employment, providing summer recreation activities for

Toronto’s Mukherjee named as new chair of Canadian police boards’ association Toronto Police Services Board chair Alok Mukherjee will have some added responsibilities over the next year, after he was tagged earlier this week to chair the Canadian Association of Police Boards for the 20122013 term. Mukherjee has been a citizen appointee and chair of the Toronto Police Services Board since 2005, succeeding city councillor Pam McConnell. He has held the job under two mayors – David Miller and Rob Ford. Mukherjee was elected chair at the association’s 23rd annual conference in Victoria, B.C. on Monday. The Canadian Association of Police Boards is comprised of 75 municipal police services boards across the country.

n Sex assault suspect sought
Police are seeking the public’s help in a sex assault investigation. Police allege a 39-year-old woman was sexually assaulted on an eastbound TTC bus near Eglinton and Warden avenues around 6:40 p.m. Aug. 10. The suspect got off the bus in the Eglinton and Birchmount Road area. The suspect is 28 to 32 years old, 5’8” to 5’10” tall with long wavy black hair, a full beard and a light brown complexion. He was wearing a light blue, long-sleeved shirt and beige khakis and was carrying a blue nylon backpack. Daytime home invasions have police alarmed Couple and toddler tied up by intruders who threatened to kill the child ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Police are alerting the public to three daytime home invasions where residents, including a toddler, were tied up. The incidents occurred in North York and Scarborough during a fiveday period, police said. At 10:30 a.m. Aug. 10, two men posing as gas company workers went to a house in the Yonge Street and Sheppard Avenue area and told the homeowner they were there because of a smell of gas. After the 49-year-old female resident let the men in, they pulled out a firearm and a Taser, tied up the woman and her 47-year-old husband and ransacked the home. The suspects stole jewelry, cash, identification and a grey 2010 BMW X3 SUV with Ontario licence plate AJJJ 624. One suspect is white, 30 to 40

years old and about 5’9” tall. The other is white, about six-feet tall with a goatee and a stocky build. Both wore blue construction overalls. “The victims in this home invasion were not injured, but they were left tied up for a significant amount of time,” Staff Insp. Mike Earl told reporters during a Friday morning news conference at police headquarters.
“We also want to ensure that the public is aware that they should be checking for identification, ensuring who they’re opening the door to before they allow strangers in.” At 3 p.m. Aug. 12, two masked men slid open a patio door at a home on Parsell Square near Neilson Road and Sheppard Avenue and tied up a man, a woman and their three-year-old child.
“The mother and the father also had duct tape placed over their mouths,” Earl said. “The individuals threatened to kill the three-year-old child if they did not comply.” The family was watching TV when the bandits entered. One suspect was armed with a handgun. The thugs fled with jewelry and cash. One suspect is white, 25 to 35, 6’2” tall with short black hair and a slim build. He wore a black baseball hat, a light grey tracksuit and gloves. The other is white, 25 to 35 and 5’3” to 5’5” tall and also wore gloves. At 1:30 p.m. Aug. 14, three young men entered an apartment at 25 Cougar Ct. near Markham Road and Eglinton Avenue and tied up and assaulted a 64-year-old woman and her 23-year-old grandson. The suspects ransacked the apartment for about an hour before they fled. Police believe a key was used to get into the unit. No weapon was seen. Police released security camera images of one of the suspects. He is described as black, 5’8” to 5’10” tall and wore dark clothing. Another suspect is black, 5’8” to 5’11” tall and wore a black and white
hijab scarf and a white kurta. The third is black and 5’8” to 5’11” tall. “Their faces were not recognizable during the home invasion because they were wearing disguises,” Earl said. Police don’t believe the three home invasions are connected. “There are so many dissimilarities,” Earl said. But there are some similarities: all happened in the middle of the day while residents were home. All victims were tied up, and police don’t know why they were targeted. “There doesn’t seem to be any reason to be targeting these individuals,” Earl said. “They don’t seem to be people that are involved in criminal activity.” There were 53 home invasions in the city so far this year, the same number as this time last year. Police want residents to be more vigilant. “If you see strangers in neighbours’ backyards contact the police, strangers with faces disguised in hallways contact the police,” Earl said. Anyone with information on the home invasions is asked to call the holdup squad at 416-808-7350 or Crime Stoppers anonymously at 416-222-TIPS (8477).
