Youthtopia celebrates potential of Scarborough MIKE ADLER madler@insidetoronto.com Youthtopia, a free show this Saturday, is about the potential of Scarborough youths, and their power to speak through song, dance and poetry. The event is billed as “Scarborough’s biggest youth arts showcase.” Youthtopia also asks young people to think about Scarborough, “what it could be, and what their ideal of Scarborough is,” said Aleem Sufi, outreach and events co-ordinator for Agincourt Community Services Association, one of the local agencies sponsoring the show. Youthtopia was originally meant to showcase the youth of Dorset Park, a district along Kennedy Road south of Hwy. 401. Performers slated However, in auditions over the past three months the show expanded to include performers from all of Scarborough, Sufi explained. In all, 17 acts are expected to take the stage and perform from 5 to 9 p.m. during the event at the Scarborough YMCA, on Town Centre Court near the Scarborough Centre RT Station. Two fire stations in eastern Scarborough are slated to lose one truck each in a move to hold down the Toronto Fire Services budget. And while the department is promising only “a marginal increase in response times” after the cuts, at least one Scarborough councillor isn’t so sure. “I want to know the coverage we expect is still maintained,” said Ron Moeser, who expected to meet today with Toronto Fire Chief Jim Sales to discuss Station 215, which is in his Scarborough East ward. “If that’s compromised, then I’m going to be upset about it.” As part of his department’s proposed 2013 gross operating budget of $369 million, Sales presented a plan to close one Swansea fire station altogether and, in four other stations, cut the number of trucks from two to one. Station 215 is on Lawrence Avenue East at Centennial Road. Station 213, which is in the same district (www.toronto.ca/fire/stations/

Ed Kennedy, president of the Toronto Professional Fire Fighters Association, said the reorganization will have a “significant impact” on response times, enough to put residents and firefighters at risk. Instead of arriving at a fire simultaneously, a second truck near one of the two Scarborough stations could be 30 seconds or a minute behind the first, Kennedy said. “In our business, seconds make the difference, not minutes.” Kennedy said the five stations were targeted because they respond to the least amount of calls, but they still respond to on average 1,000 per year and cutting them back is “not fair to someone around the corner,” he said, suggesting nearby residents should call councillors to say “this cannot happen.” Assigned to Station 215 himself, Kennedy said the area has seen population growth, particularly in
Port Union. A single truck may also be missing from a fire hall, “two or three times, minimum” during a week for training or maintenance, he said. The Lawrence Avenue station is also responsible for responding to emergencies at chemical plants in the Manse Valley area, which are linked to a siren warning system as part of special precautions. Moeser said every possible effect from the cut, including a “worst-case scenario,” must be examined. He admitted there are budgetary pressures across the city and “part of our job is to look at working efficiently” but said he wants to make sure no one in the community is put at risk. Raymond Cho, councillor for the Malvern and Burrows Hall areas, could not be reached for comment about Station 213 this week. The city’s 2013 operating budget is set to be approved next month. Toronto Council is also expected next March to hear results of an organizational study, which could change how the city’s fire and emergency medical services are delivered.
Benefit concert set for family that lost everything in house fire RAHUL GUPTA rgupta@insidetoronto.com Organizers of a benefit concert for a Cedarbrae family are asking the community to come out in support of a family who lost everything in a recent house fire. The concert, in support of the Hickman family, takes place Thursday, Dec. 20, at P.C. Ho Theatre in the Chinese Cultural Centre of Greater Toronto at Sheppard and Progress avenues. The event features performances from the acapella quartet Cadence as well as a children’s choir from the Bendale Bible Chapel. Toronto Raptors announcer Herbie Kuhn will be the emcee and a raffle is planned, said co-organizer Carri Brown. Tickets are $20 and all benefits will go to the Hickman family, who lost all of their possessions in the three-alarm fire, which started in the early morning of Nov. 4 at their home on Cedar Brae Boulevard. Brown organized an earlier fund-
raiser at Cedarbrook Public School where she teaches, but wanted to come up with a seasonal event that would provide entertainment and a few hours of distraction for the Hickmans, who have had to temporarily relocate to a house near St. Clair Avenue and Kingston Road. “I started thinking about what else we could do,” said Brown, who currently teaches the Hickmans’ 10-year-old daughter, Sabrina. “An idea of an uplifting evening kept coming into my mind.” Co-organizer Patsy Hamilton said the benefit concert, one of several fundraisers organized to assist the Hickmans, shows the resolve of the community to come together and help a family in need. “It’s such a blessing,” she said. “We’ve seen involvement from so many people.” Heather Hickman can’t believe the kindness total strangers have shown her family since the fire. “It’s just been so overwhelming, from the extent of the devastation

to the way the community has come together,” said Hickman from the rented house where she and the rest of the family are staying for the next four months. Hickman, who works at the Olive Bar and Grill in Bridlewood Mall, was fast asleep when her daughter Sabrina came into her bedroom complaining about smelling smoke. Thinking it was outside, the mother of three went outside to check. She felt an intense heat coming from the garage. She opened the door to see a bright orange “fireball”. Immediately she rushed into the house and collected the rest of the family plus their three dogs and ran back outside. “It was right out of the movies,” said Hickman. She said neighbours and friends came by providing clothing and supplies, comforting the grief-stricken family as the home burned. Victim Services Toronto also arranged for the Red Cross to drop off clothes
and coupons for groceries. The fire caused widespread damage to the house. And because the family didn’t have insurance,

Blood donor clinic to be held in honour of student A blood donor clinic will be held in honour of a local student. Jessica Dunn, 13, is a Grade 8 Joseph Howe student who is battling osteosarcoma. This summer, she had her leg amputated and had four tumors removed from one lung and is in the hospital now preparing for more surgery on her other lung. Re: ‘Chow for mayor a cynical move by the left wing,’ Letters, Dec. 7. I fail to see a power grab being implemented by the left at city hall. It appears to me when any controversy erupts the left becomes the scapegoat. It never occurs to some that Mayor Rob Ford is the master of his own fate, as it seems that for him any rule of law matters not. This means to me that he was rightly ordered out of office by the judge. We have nothing to fear from the left. Rather any politician who tries to help the poor, to uplift those in need and care about the planet we live on, is an obvious choice for mayor. Olivia Chow has all these attributes and she would be my choice for Toronto’s next mayor. Kathleen Matthews
Budget leaves police chief with limited options
A
t the centre of the debate over freezing the Toronto Police Service budget is the question of whether residents will remain safe. Police Chief Bill Blair originally thought that limiting his budget expenditures to last year’s level would have consequences. But the Police Services Board unanimously voted to approve the budget without an increase. Afterwards Blair was quoted as saying: “I’d keep Toronto safe if it was just me and two other guys. Whatever is available to us, we’ll just go out and do our best.” Although Torontonians are grateful for the enthusiasm, fortunately we have more than three police officers. Chief Blair still commands 5,320 uniformed officers and a budget of almost $930 million. Yet given his earlier concerns, residents may wonder whether they will remain safe, and how he plans to keep them so. Toronto’s backdrop of

declining crime rates is promising. The most recent data show substantial decreases in all forms of crime, with the exception of a minor jump in the murder rate. Part of the reason is demographics, since the section of population most engaged in crime, young men, is declining. Part of our crime reduction is due to the intelligent use of technology. And part of the reason is smarter policing. Yet the Police Services Board, in combination with city council, has given Chief Blair a tough assignment. With a budget consisting of more than 90 per cent in labour costs, he must look at the number and productivity of
his staff. He begins from a difficult position, since the board agreed to a collective agreement that keeps Toronto’s officers the highest paid in Canada. It follows that Chief Blair must get more out of his workforce. He will probably start with reviewing his organization, and work to reduce the practice of two-officer patrols. Although these and other changes are essential, it’s easier said than done. The biggest challenge to achieving enough productivity gains is due to the size and power of the police union, the Toronto Police Association. While Blair can do his best to increase productivity, the Toronto Police Association is vigilant, well-financed and accustomed to grievances. The Police Services Board is already anticipating legal challenges should Blair downsize his organization or attempt productivity gains contrary
to union wishes. Under the rigid labour system now in place, change will probably come at the pace of retiring officers. As individuals leave, Blair will then have some ability to redeploy officers. However, it is in the union’s interest, and also within its ability, to limit productivity increases generated by these changes. And so we come back to questions of whether Torontonians will remain safe, and how Chief Blair can make that assurance with constrained resources. Thanks to fewer young men in our population, adequate investment in technology and a history of smart policing, Torontonians will be safe. West Hill to host atom AA Ontario hockey championships The West Hill Minor Hockey Association, which is part of the Greater Toronto Hockey League (GTHL), will be hosting Ontario 2013 atom AA championships in April. The association was competing against teams from across the Greater Toronto area to host the championships. “We are confident the West Hill committee will put on a great event that the players, parents and coaches will truly enjoy,” said Scott Oakman of the GTHL. Impressive record The Golden Hawks AA atom has a record of 31-4-1 so far this season and team co-chairs John Beatt and Al Megahy said the team is looking forward to the spring competition. “We are very excited and proud that the championships are coming to Scarborough,” said Beatt. “We have assembled a great team of volunteers and are looking forward to a hosting an event to remember.” West Hill has been involved in minor hockey since 1953, and currently has one of the largest house league programs in the GTA. Also, the West Hill atom AA
team recently donated toys to the Uncle Neil and Friends Annual Toy Mountain Show in Scarborough. Neil Haden has been holding the charity event since 2005 and has donated 38,000 toys for the Salvation Army to distribute. Haden hosts the music show and audience members donate a unwrapped toy as their admission. “The West Hill Golden Hawks atom AA team (under the tutelage of coach John Beatt) have once again been an incredible example of kids helping kids,” said Haden. “When young people jump on board and show us what we can accomplish together it makes me glow. Thanks guys. With hearts as big as these kids have, I see a lot of trophies and accolades in their future.” West Hill’s atom AA team is made up of Owen Coyle, Jean-Luc Foudy, Lukas Hasse, Jacob Hickey, Josh Horsley, Steven Klinck, Anthony Lamanna, Connor McKee, Michael Novielli, Riley Oliver, Jack Platana, Owen Porter, Logan Vetro, Ethan Vine, Brayden Vitor and Owen Willis. Bottle and Spoon Christmas show The Bottle and Spoon Christmas Show, a Scarborough tradition this time of year as local kaiso and soca performers “pass the torch” to a new generation, is ready to charm again this Sunday. Children and youth are taught to compose and sing by calypso legend Dick Lochan and the Juno-Award winning Jayson Perez of Scarborough. The annual show is a fundraiser to produce a Pass The Torch CD - seventh in the series that shows their skills. Bottle and Spoon is an event “which has mesmerized the attendees who go every year, as the kids do have talent that should not go unnoticed,” spokeperson Henrietta Akit said in a release for the group, promising the Sunday’s show will be exhilarating and “you will be star struck as the young
performers make a name for themselves.” Doors open at 4 p.m. for the 5 p.m. show, which is at Ritchie’s Place on Victoria Park Avenue south of Eglinton Avenue East. Copies of the CD will be on sale there for $10.

school initiative which raised around $2,000. Patrons of the Olive also donated money and gifts in support of the family. “It just restores my faith in people,” she said. But for that to happen, her unranked, upstart University of Michigan women’s volleyball team (27-11) would have had to have pulled off yet another upset last night in a U.S. College final-four game against third ranked University of Texas (27-4) in Louisville, Kentucky. from 2006 to 2009 she helped lead the volleyball team to four straight Toronto District School Board (TDSB) city championships, and in two of those years (2007/08) reached the Ontario Federation of School Athletic Association (OFSAA) quad-A championship match – settling for silver in both tournaments. At the same time she also helped her Durham Attack club win three straight provincial club championships (2008-10). Prior to that she suited up for the Scarborough Titans club. Cross has been a key cog for Michigan all season as reflected by the fact she was just named on Wednesday to the American Volleyball Coaches Association (AVCA) 2012 All-America third team – the only member of her team to receive such an honour. S h e’s a l s o t h e o n l y Canadian on her team – although, ironically, born on the fourth of July. A workhorse, she’s played
every set of every match, ending up third in her Big Ten conference in blocking, averaging 1.254 blocks per set. She also averages 2.57 kills a set and boasts a team-high .308 hitting percentage. She also played a key role in getting her Wolverines team, which wasn’t even one of the 16-ranked teams heading into the NCAA championship tournament, into the final four with their key 3-1 upset quarterfinal win over second-seeded Stanford (2025, 25-20, 25-20, 25-20) last Saturday. Cross contributed 15 kills and nine digs. The Wolverines road to the final four also included an upset win over ninth-ranked Louisville in the second round. Cross warmed up for the U.S. collegiate season as the only Toronto resident on Canada’s national women’s volleyball team competing in the Pan Am Cup this past summer.

Project, an organization which will distribute the shoeboxes filled with items to women in shelters across Toronto this holiday season. “They may not be in mainstream society at home with decorations but they are special,” volunteer Veronica Fazio said. The shoeboxes let the women know somebody is thinking of them, especially over the holidays, she said. You can help by putting together a shoebox containing approximately $50 worth of items these women would not be able to afford for themselves. Suggestions include pajamas, mitts, hats, scarves, body lotion, makeup other than concealers and foundation, perfume, chocolates, brushes or combs, toothbrushes and toothpaste, TTC tokens, phone cards and gift certificates to fast food outlets or stores such as pharmacies or department stores (please indicate the value of the card).

Donors can put together the shoeboxes alone or get together with friends and/or family to lighten the financial load on just one contributor. Donors can decorate their box with a holiday bow but don’t wrap the shoebox as it must be inspected before it can be distributed. City employees exceed goal for United Way fundraising The City of Toronto’s public service employees have given United Way Toronto a welcome shot in the arm, donating a cheque for more than $1 million to the charitable organization. City employees from the Toronto Public Library, the Toronto Parking Authority, Toronto Region and Conservation Authority and other city-run agencies had set a lofty $1.1 million fundraising target. All told, they raised, $1,125,000, surpassing their goal for the 12th straight year. “Yet again, City of Toronto employees have come together and made a real difference,” said Susan McIsaac, United Way Toronto president
and CEO. “Their contributions will support a network of agencies in every corner of Toronto, but also long-term strategies for improving our community today and in the years ahead.” The funds raised will go toward supporting many of the United Way Toronto’s roughly 200 member agencies, which in turn provide support out to some of the city’s most vulnerable citizens. “On behalf of city council, I applaud staff for the important part each plays in serving a great city and its people,” said Scarborough Southwest Councillor Gary Crawford.

Metrolinx also questioned about rising price of Presto fare system RAHUL GUPTA rgupta@insidetoronto.com A spending report on provincial agencies released this week by the Ontario auditor general criticizes Metrolinx for “overly optimistic” projections for annual ridership on the upcoming Union Pearson Express air rail link (ARL). Metrolinx, which is building the link connecting Union Station with Pearson International Airport, estimates around 1.8 million riders will take the line during 2015, its first year of existence, to increase to three million by 2018. But AG Jim McCarter’s report, released on Wednesday questions those estimates given the link’s potential high fare cost of between $20 and $30 for a one-way ticket compared to similar North American air rail connections which range from $1.60 to $13. AIRPORT RAIL LINK While Metrolinx has not finalized fare costs, the report says the provincial transit planning agency failed to take into account negative feedback from residents during a 2011 study, which indicated 75 per cent of the respondents wouldn’t use the service if it costs more than $22.50. “We believe that the ARL’s high
fare will negatively affect the projected ridership capture rate,” states the report, which recommends Metrolinx should regularly update its forecasting to ensure the most accurate ridership estimates. The report also questions preliminary estimates on the ARL’s annual operating budget, suggesting the $30-million figure provided by Metrolinx could increase to an estimated $50-million if the provincial government seeks to recoup capital costs – estimated to be $456 million by the report – for the project. Metrolinx also faced criticism for cost overruns associated with the Presto fare system which have ballooned to more than $700 million, from an estimated $250 million, if costs for developing next-generation card readers are considered. According to the report, the “tap on” fare card for the GTHA is now among the most expensive in the world. The report also says Presto’s current limitations prevent municipal transit agencies from eliminating old fare systems, resulting in a mere 18 per cent usage rate among GTHA transit services. Among 905 transit agencies that number drops to six per cent. At a recent board meeting Metrolinx officials said a majority of GO riders, around 400,000, now use Presto.
The TTC recently signed an agreement with Metrolinx to install Presto next generation card readers on all vehicles by 2016. The auditor general’s report, which is released annually and looks at the spending history of various Crown agencies, also listed as a concern costs associated with ongoing renovations to Union Station, such as the restoration of the train shed roof covering passenger platforms and tracks. The price tag for the renovations could reach $270-million which would be 25 per cent more than what Metrolinx originally estimated. REPLACE RAIL SWITCHES A recently completed project to replace more than 100 rail switches for changing tracks in the Union Station rail corridor has ended up costing taxpayers $87-million- more than double initial projections of $38-million. Metrolinx spokesperson Anne Marie Aikins said the planing agency accepted the findings of the report. “Metrolinx has already implemented many of the AG’s recommendations and will have completed the remainder as quickly as possible,” said Aikins in an email. David Salter, press secretary for provincial transportation minister

Bob Chiarelli, said Metrolinx had already addressed several concerns stated in the report, including securing the Canadian intellectual property rights for Presto from developer Accenture, which will hold on to the international rights for the technology. Salter said cost overruns from the Union Station revitalization could be attributed in part to the need to replace dated technology from the past century. “There were a lot of challenges dealing with that very old infrastructure,” said Salter yesterday morning. “When you’re dealing with plans from the 1920s, some of them could be wrong, so the project was more expensive than anticipated.” He said Metrolinx would engage in more pilot projects to gain a better understanding of the costs and risks entailed before approving a multiyear commitment. Even with the cost overruns, Salter said Metrolinx as an organization has consistently stayed within its capital budget. While no final decisions have been made regarding fares for the ARL, he said the eventual ticket price would be comparable with other services around the world. Having the ability to travel on the entire TTC system without limit on the same fare within a fixed timeframe would greatly benefit women who disproportionately rely on public transit, a York University professor told the city’s budget committee this week. Deputing before the city’s budget committee on Monday, Tricia Wood encouraged the TTC to follow the example of other cities and adopt time-based transfers as a way to penalize riders, like women, who use the transit service in a “chain fashion” several times in a given day. This would come as a welcome relief for women who juggle work and family responsibilities, she said. “You can go very short distances to pick up or drop off kids or grab milk, or anything like that, and you have to pay a fare every single time,” said Wood following her deputation on behalf of the advocacy group Women in Toronto Politics. Wood acknowledged the “tight corner” the TTC is in having to deliver service on a limited budget with the lowest level of government subsidy in North America. TTC spokesperson Brad Ross declined to comment in-depth about the usage of time-based transfers, but in a tweet said the TTC was considering its options as it prepares to adopt the Presto fare system as of 2016. – Rahul Gupta
