It’s also a place you’ve probably never heard about, hidden as it is in a plaza off Markham Road north of Finch Avenue. Its supporters hope to change that with the charity’s first big gala fundraiser this Saturday at Estate Banquet Hall and Event Centre on Nugget Avenue. FCS started two years ago without government funds, and needs donations to help pay its rent and keep up with the demand for services. Need for youth shelter cited at Scarborough budget consult MIKE ADLER madler@insidetoronto.com Along with pleas for school breakfast programs and the arts, City of Toronto Budget Committee members heard Scarborough needs a youth shelter badly. Marika Goode, a former

executive director of Second Base, questioned whether its current managers were free to sell the shelter, which closed in October. Goode told councillors last Wednesday she’s heard the three-storey Kennedy Road building, appraised in 2003 at $2.7 million, “has been sold at

a discount of $2 million.” Though leased from the A n g l i c a n C h u rc h o f t h e Epiphany for 40 years, Second Base was “purpose-built, dedicated, and donated by the taxpayers” when it started operating in 1993, she said. Its independent non-profit board has said it was forced to

close Second Base due to rising financial pressures, and is interested in selling the building. “I’m a taxpayer like you are. Don’t we want the best deal for our tax dollars?” asked Goode, who, along with some other former directors and employees, have said the closure was unnecessary.

They also believe removing the facility is an added hardship for homeless local teens who once filled its 60 beds. “Where are our kids in Scarborough going to go? Where are they going right now?” Goode asked the group of councillors, which included >>>CITY page 29

Trustee candidates make their pitch at debate Byelection for Scarborough-Rouge River TDSB trustee seat slated for Monday MIKE ADLER madler@insidetoronto.com Lots of questions were asked this week of 15 people seeking a school trustee job in Scarborough-Rouge River, but they came down to one question. Why you? Seeking to answer during an allcandidates debate, Aasia Khatoon, citing the late Bob Marley as an inspiration, sang the chorus of Get Up, Stand Up - right after declaring her opposition to legalization of marijuana and to the province’s “irresponsible” sex education curriculum. Jack Wang unzipped a backpack and took out a stack of canvassing forms to show the audience he’s listening “to all the parents and kids” in the ward. Arjun Sahota grabbed a large chart showing his strategic “road map” for the Toronto District School Board from now to 2020. Voters in the Ward 21 byelection on Monday, Jan. 25, should choose someone with a plan, he said, telling them to “look at relevant experience, not just any experience.” But others said they have a plan too. Neethan Shan, once a public school trustee in Markham, said he believes in “inclusive education,” declaring curriculum and teaching staff in the ward should reflect

The only candidate actually defending the updated sex education lessons was Simone Si, who said the curriculum’s opponents “have a lot of misinformation and myths.” Si, a social worker, stood by the lessons when Kabirul Mollah, another candidate, asked her whether they are age-appropriate and “respecting multicultural societies like Scarborough.” Dwight Mclean, a contractor who’s also running for trustee and stressed students need better guidance, asked Si if it’s appropriate to teach children “they (can) reproduce by having relations with the same sex?” “Telling people that gay people exist will not make them gay,” responded Si, adding the curriculum “teaches children to respect the differences between people.” At one point, Si suggested to

Khatoon running in opposition to the sex ed lessons meant getting into provincial politics to remove them, leaving her little time for other issues in her northeast Scarborough ward. “I never said I am going to cancel it or completely take it off,” replied Khatoon. “I can bring in the people like (Progressive Conservative Leader) Patrick Brown, like (former Toronto Mayor) Rob Ford.” Wang said many parents told him they worry about the curriculum, “so I told them, ‘OK, let’s do a survey,’” which he promises to bring to the board. More than one person reminded Shan he has also run in Scarborough for positions as an MPP and on council. Chen, after nine years as trustee, was elected as an MP in October. Can we look for you to stay as trustee, one woman asked Shan, and not use the job “as a platform” to move elsewhere? “It’s not about how long you stay,

it’s about the work you do while you’re there,” said Shan, adding his life’s calling is to use his voice for people. “This is one of the many ways I’ll do it.” Wang said he’d try to reduce local youth unemployment by bringing employers to the classroom. Kwesi Johnson, another candidate, wants to bring industry experts to a yearly forum to help students make decisions. “I’m passionate about youth work. I have credibility,” he said. Noah Ng, the ward’s trustee until his defeat by Chen in 2006, said he’s “the most experienced candidate out there,” and more than any other stressed trustees must work within the system to enhance school programs. “I’d like to continue the good governance that’s there,” he said. Ron McNaughton, local trustee from 1997 to 2003, also seeks a return. Retired, he can give 100 per cent of his time, he said. “Trustee is not a part-time job, as many of you would expect.” George Lin said the board needs a young voice like his. He said student isolation is growing because video games “are more addicting,” and peer-to-peer mentoring is a solution. Mollah wants parents to work with teachers on individual plans for student success, and Sonny Yeung wants the trustee job so he can look for savings at the board. “If we achieve one per cent, it’s better than nothing,” he said. Also participating Tuesday were candidates Kuga Kasilingam and Sandeep Srivastava, who want to focus on reducing high school dropout rates. Yama Arianfar, Austin Han, Andy Nguyen, Piravena Sathiyanantham and Sahl Syed are also running, but weren’t there.

Social Planning Toronto will be hosting four community meetings to talk about its future direction and what its priorities should be over the next five years. What do we need to do and know about our city’s changing demographics, be they cultural or financial; proposed residential and business developments and the impacts they will have on existing neighbourhoods; differing health-care needs and the challenges in serving an aging population; the need for green spaces and recreational opportunities; and, of course, our clogged roads and numerous transit plans? These all affect life in the city, and our voices need to be heard on these issues. Taking the opportunity to be an engaged citizen, rather than just a complaining resident, is crucial to our city’s future. We encourage residents to attend one of the Social Planning Toronto meetings over the next week. Budget balancing a haphazard process If all goes through as planned, it looks as though Mayor John Tory will have passed two out of two unsustainable annual city budgets by February. In 2015, you may recall, Toronto’s budget committee found itself in a panic over the end to pooling grants from the province, that had helped Toronto deal with the cost of social housing that is much higher here than in other GTA municipalities. City officials thrashed about trying to find a way to fill the $86-million hole and eventually approved a complex plan to loan itself money from its capital reserves, a move that might, absent another robust year of land transfer tax-collection, have squeezed the city for years to come. As it was, surpluses and reserves helped minimize the debt that Toronto will eventually have to repay to itself. That was a lucky break. And maybe there will

david nickle the city be another lucky break, after Toronto Council gets through with this year’s budget. This time, there’s no unexpected trouble that’s shown up to mess up a perfectly balanced budget. Rather, the city administration has made it clear Tory and Toronto Council have created pressures that a simple balance-sheet budgeting exercise can’t resolve. To whit: an inflationary property tax increase as Tory has insisted on can’t deal with either the growing cost of simply standing still, or the many enhancements and improvements that council and the mayor approved and announced this year. Politicians, the city manager said, would have to come up with solutions. So on Monday, budget chief Gary Crawford brought forward a solution.

It involves an old-fashioned raid on reserves, recalibrating various revenue projections to more optimistic numbers, and demands on big-ticket agencies like the Toronto Transit Commission and the Toronto Police Service to simply do more with less. It is not exactly what happened in 2015, but it is in the spirit of it. Toronto will dig into its rainy-day reserves and ask for an arbitrarily large amount of economizing from its management staff, and keep the city lurching along for another year. It’s easy to shrug when you look at this, because so many Toronto budgets have been balanced in exactly this haphazard way – hoping a booming economy will keep the land transfer tax revenue high, dipping into savings, stretching staffing resources – and things always seem to have turned out OK. Roads are more or less fixed, programs in one form

or another are delivered, and life in Toronto’s many neighbourhoods goes on. So why not simply continue along this route? When erosion is this slow in its effect, is it erosion at all? The short answer is yes. The long answer is that with the declining dollar and sluggish economy, at some point the land transfer tax is going to plateau and decline along with real estate sales. If Toronto isn’t prepared for that with a reasonable attitude toward taxes and revenues, that erosion will quickly turn into a collapse. That may happen by Tory’s third budget given the indicators. And that will mean this one will be the last time councillors can avoid making the difficult choices they should have made long ago. When that time comes, they’d better have a plan B.

Hospital visitors deserve parking rate break: patient advocate Cutting of revenue tool could not come at a worse time, says Ontario Hospital Association MIKE ADLER madler@insidetoronto.com Hospital parking fees “break the bank” and are a barrier to the care visiting loved ones can provide, a Toronto patient advocate says. Francesca Grosso, whose elderly mother has been hospitalized for long periods, said the city’s hospitals often charge more for parking than its top hotels. Hospitals have maximum daily rates of up to $28, but if you leave – say, to pick up a child at school – the clock starts again, she said. “I’ve had times when I’ve had to pay 25 bucks three times a day,” said Grosso, a board member of the advocacy group Patients Canada. She called regulations announced by Ontario’s Liberal government this week to make hospital parking more affordable for frequent visitors

Ontario hospitals, Dale said, “are now at a turning point” after four years with no increase in their base operating funding, and it’s harder for them to improve their buildings, equipment, or communications technologies. Gary Hepworth, chair of the Etobicoke chapter of Canadian Association of Retired Persons (CARP), said his group welcomes the changes, “as hospital parking fees are an unwelcome burden for families already undergoing a lot of stress due to the hospitalization of a loved one.” Hepworth said CARP members would like to see the changes earlier than October, and their one concern is whether hospitals will try to recover the lost revenue with “some other fee or charge.” Grosso, who lives in midtown Toronto, said she knows hospitals are strapped for money and parking is lucrative, but “you’ve got people at

a great start. Starting Oct. 1, hospitals that charge more than $10 a day will have to provide passes for five, 10 and 30 days at half off the daily rate. Those passes must come with in-and-out privileges and be transferable between patients and caregivers. Hospitals are also being told not to raise their daily parking rates for the next three years, the province said. In response, the Ontario Hospital Association said the government encouraged hospitals to generate revenue that would help cover their operating expenses, and this decision to cut a revenue source could not come at worse time. “Revenue generated from parking fees is always used for patient care, towards the purchase of capital equipment and projects, infrastructure, clinical research, and dayto-day operations such as

their most vulnerable point” paying too much. Robert Biron, CEO of The Scarborough Hospital, said his institution has maintained the lowest parking rates among

comparable Greater Toronto hospitals since 2009. TSH already has multi-use passes, but they are structured differently, said Biron. Parking does pay some hos-

pital costs, and it’s too early to tell whether the new regulations will affect the finances of TSH, he said, adding if they do, a new revenue source must be found.

Storefronts give but don’t receive In the plazas of northeast Scarborough, between South Asian restaurants and grocery stores and beauty boutiques, something good is happening. People, knowing the seniors, newcomers, and poor of their community need help, have started providing that help themselves. They opened small storefront community centres. They didn’t wait for government grants. Frontline Community Services, off Markham Road north of Finch Avenue, looks like a typical settlement agency, but everyone working there volunteers. FCS squeezes free programs out of its 900 square feet: English lessons, computer classes, arts, movement therapy and a tax clinic. Most important, volunteers will speak for clients, many of whom speak only Tamil, and go wherever they must to get clients whatever they need. “We’re filling in the gaps other institutions should be providing,” says volunteer

Here, our purpose is to go the extra mile.” Born in Sri Lanka, director Vijaya Kula arrived in Canada at 22, the only member of her extended family with a command of English. She started to “do small things” for them and got into social work. Two years ago, she started FCS with friends because, as a settlement councillor working for another agency in Malvern, her resources for helping people are too limited. At her volunteer job, she says, income level or immigration status don’t matter: “Services are for everyone who needs services.” Not far to the east at Sheppard and Morningside avenues is A Place For You, an unrelated but similar store-

front offering any kind of help people say they want. Backed by a local church but welcoming everyone, A Place For You opened last spring and gives away everything from foot care to hot drinks to help with homework. These pop-up charities share some challenges. First, they have no advertising budgets, and not enough people know where they are. Second, they need more donations and volunteers to keep up with demand. (FCS, which hosts its first fundraising dinner this Saturday, charges minimal membership fees.) But what they’ve done inspires. There are enough empty plaza stores on this city’s outskirts to hope other community storefronts are already there, unknown except by word of mouth or posters at a mosque, church or temple. Behind that wedding supply store could be the help you need.

Last year, they did more than 100 tax returns for people with low incomes. Some clients hadn’t filed for years, but needed to in order to get Old Age Security or other government benefits, director Vijaya Kula said last week. Language is a big barrier when local people, many of them older and speaking only Tamil, need to visit a doctor, ride a bus, or order at a restaurant, said A.C. Tharvaratiyam, who teaches English at the small storefront community centre two hours each week. Unlike some English-as-asecond language classes, his instruction is open to people regardless of immigration status or income. Scaled back SmartTrack plan in the works DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory’s city-spanning SmartTrack transit plan will be scaled back, with light rail replacing heavy rail at the western end of it, according to a set of reports released by Toronto staff and the University of Toronto. But even in its scaled-back form, the viability of the massive transit project relies on conditions that may not be possible: a five-minute headway between trains, and the ability to ride the trains running on GO lines at Toronto Transit Commission fares. The two reports were released Tuesday, and Tory was quick to modify what had begun as an iron-clad election promise: to run heavy rail lines from Markham through Scarborough and downtown Toronto, and west through Etobicoke. “Now that these expert studies are available you will not find me digging in my heels on projects that don’t make sense, cost too much or don’t provide the most efficient service to our residents,” he said. “When it comes to projects like this we ultimately have to rely on the expertise of our planning team.” Toronto’s planning team unveiled its qualified support of the plan at a technical briefing after Tory’s statement. First among the recommendations was a major change: to abandon plans to build a heavy rail corridor west of Mount Dennis. The corridor would need to be tunneled for “significant stretches” that would raise construction costs – ranging from $3.6 billion to $4.8 billion for a northeastern corridor, and between $3.7 billion and $7.7 billion for the Eglinton corridor. Extending the Eglinton LRT along Eglinton would, in contrast, cost $1.3 billion. And projected boardings on the LRT by 2031 would be three times higher than the Eglinton heavy rail alignment, and twice as high as a northern alignment. The city also commissioned a ridership forecast for the entire route, prepared by U of T professor Eric Miller. He looked at a number of variables, and found SmartTrack would be an effective release for congestion on the Yonge line, assuming certain conditions applied. First, riders would have to pay a TTC fare; the more expensive GO Transit fare would be a disincentive. Second, trains would have to operate frequently, about five minutes apart.

Both of those are challenges, in that the trains would be operating on GO lines and any fare integration would likely be an amount between the lower TTC fares and the higher GO fares. As well, running more frequent service along lines currently used by less-frequent GO trains would mean there would need to be significant track construction so trains from one service didn’t run up against those of the other. Staff told reporters that absent a fare integration and decent headway, it was unlikely the SmartTrack plan would be recommended at all. Parkdale-High Park Councillor Gord Perks, a frequent critic of Tory’s transit plans, suggested those conditions and others were impossible to meet. “The other thing that makes it impossible is the physical configuration of the track and the capacity at Union Station,” he said. “They’ve got four problems that can’t be solved in order to get the optimum outcome.” Perks suggested the city would be better served by simply buying more buses. TTC chair Josh Colle, meanwhile, offered a more optimistic reaction, calling SmartTrack “a positive development for Toronto’s transit and transportation network.” He wrote in a prepared statement: “The SmartTrack ridership projections released today suggest that local commutes on our regional rail system could significantly decrease the pressure on the overburdened Yonge subway by as much as 17 per cent,” he said. “SmartTrack will also integrate with existing busy TTC bus routes and help transit riders travel quickly and seamlessly across our city.”

SmartTrack ‘makes sense’ says FAST GTA group MIKE ADLER madler@insidetoronto.com SmartTrack, Mayor John Tory’s promise to Torontonians, is in such flux even a group formed to support it looks stalled. FAST GTA, or Friends and Allies of SmartTrack, launched in October, promising to host town halls, speak to community groups and generally bring its cause to the public. It accomplished none of that. But the fall is a challenging time to launch anything and gain people’s attention, Alvin Curling, chair of FAST GTA’s advisory board, explained last week. Curling, a former Scarborough MPP and diplomat, said FAST GTA would be more active now that talk of SmartTrack is returning to the city. “We’re in a higher gear now,” he said. “What’s important is to get the people understanding SmartTrack and the city moving on it.” What may be slowing the group down is that while it exists to promote Tory’s “ingenious” plan for a commuter rail system, it takes no position whatever on how to pay for it, where stations should be, what rides should cost, or anything else. The group avoids all comment, for instance, on the western section of SmartTrack along Eglinton Avenue, by far the most difficult and expensive part of what Tory, as a mayoral candidate in 2014, said would be a 22-stop, $8-billion line running in seven years.

“Should we take a position on all these things? We take a position that SmartTrack makes sense,” Curling said. Expectations for the plan have fallen since Tory took office. Most of the routes are on GO Transit rail corridors controlled by the province’s Metrolinx and in October, Metrolinx CEO Bruce McCuaig told the city running SmartTrack as “an independent and parallel service would be unaffordable and unworkable.” The province is improving the rail corridors for a Regional Express Rail (RER) system for 15-minute, peak-time GO train service. The transit agency now says it’s working with the city “to integrate key elements” of SmartTrack with RER. “We see SmartTrack as an incremental increase to the fully funded GO service expansion underway now,” said Alex Burke, a Metrolinx spokesperson. “We have been working from a concept that, as the primary service on GO rail corridors, GO trains and fleet would operate SmartTrack service. That is to say, SmartTrack would operate on GO Transit rail corridors.” Scarborough Centre Councillor Chin Lee, a SmartTrack supporter, seems to accept the plan is now just an add-on to increased GO service. The province may add a station or two, perhaps one at Cherry Street that will help develop Toronto’s port lands, he said. SmartTrack’s backers – in the city

and York Region – will have to see what other stations make sense. If Toronto wants 10-minute service, the city will have to pay for it, Lee said. Tory promised SmartTrack would cost taxpayers nothing, and there’s growing doubt much of the cost could be paid through tax increment financing, which depends on developers building around stations. There’s been talk the city may have to sell part of Toronto Hydro or another asset to raise the cash instead. Would Lee agree to that? “I will leave myself open to what makes more sense,” the councillor said, adding he needs to ask his constituents first about each potential sale. If they don’t like it, he’d say “hands off,” he said. Curling said SmartTrack’s friends were at least able to talk to many MPs elected last fall, and like what they hear from the new Liberal government. “We’re getting much more traction there,” said Curling, who maintained differences with Metrolinx can be ironed out. FAST GTA recently posted a petition that urges politicians from all levels of government to “make some decisions about transit” in order to “get it built,” without saying what that means. Former North York mayor Mel Lastman had posters when he was pushing for a Sheppard subway, Curling recalled. “If there’s money people want to throw in, we will have buttons.”

Woman dies after crash at Steeles and Pharmacy Senior dies after being A 36-year-old woman hurt in a crash in Scarborough last Thursday has died. The collision happened at Steeles and Pharmacy avenues at 11:28 a.m. Police said the woman was making a left turn onto southbound Pharmacy from westbound Steeles when her Mercedes-Benz B250 was struck by an eastbound tractor-trailer driven by a 59-year-old man.

A 79-year-old man is dead after being hit by a vehicle in Scarborough Sunday. Police said the senior was crossing Sheppard Avenue at Chichester Place (east of Victoria Park Avenue) when a westbound 2001 Honda CR-V driven by a 36-year-old man struck him at 7:37 p.m. The pedestrian was declared dead at the scene.

Police officers examine the damage after this car and a transport truck collided and took down a light standard on Steeles Avenue at Pharmacy Avenue Thursday.

York Spadina Subway Extension can’t be completed without more money RAHUL GUPTA rgupta@insidetoronto.com The TTC needs an additional $400 million to finish the Toronto York Spadina Subway Extension (TYSSE). The money, 60 per cent, or $240 million of which needs to come from the City of Toronto, won’t account for extra construction work for the northern extension of the Spadina line, which isn’t projected to open

until late 2017 at the earliest. Instead, said TTC CEO Andy Byford, it’s for settling outstanding legal claims made against the project, which now has a budget of $3.2 billion. “That amount of money needs to be put aside for known claims from that we know have merit and do need to be funded, and also potential exposure to claims,” said Byford Friday, following a media tour of the York

University station site now under construction. “As with any major project, (TYSSE) has received a number of claims from contractors, and we think there are a number to come. Last March, Byford was able to convince the board, and later Toronto Council, to approve adding $150 million to TYSSE’s budget to pay for a third-party consultant company to manage the remaining construction work needed to complete the 8.6-kilometre extension. Hospital parking prices to drop The cost for visitor parking at hospitals during extended stays will decrease in 2016, the Ontario government pledged this week. The move, announced by Ontario Minister of Health Eric Hoskins, will require hospitals which charge more than $10 a day for parking to offer passes 50 per cent less than the regular rate for stays of five, 10 and 30 days. The passes can be transferred between patients and caregivers, allow for unlimited in-and-out privileges and remain valid for one year. In addition, parking rates will freeze for three years, and after that can only increase at the rate of inflation. Scarborough Music Theatre named Best Community Theatre Group Scarborough Music Theatre (SMT) has been voted – for two years in a row – the Best Community Theatre Group by an online theatre-focused website. “It’s back-to-back wins,” said spokesperson Catherine Huculak

All options to be looked at: Goodwill CEO TARA HATHERLY thatherly@insidetoronto.com Now what, was the question everyone wanted answered when Keiko Nakamura — CEO of Goodwill Industries of Toronto, Eastern, Central and Northern Ontario — appeared at a hastily-arranged press conference Monday afternoon. One day after officially announcing the closures of 16 stores, 10 donation centres and two offices in Toronto, Mississauga, Brampton, Newmarket, Barrie, Orillia and Brockville, Nakamura spoke briefly inside the organization’s warehouse in Scarborough, at 350 Progress Ave. She delivered a five-minute statement, before taking five minutes of questions and hurriedly leaving, as reporters were still asking questions. A representative, who tried to whisk her away even earlier than the five minute mark during questioning, siad she was too busy to stay and answer everyone’s questions.

“I have to talk to the various experts to help me through this process,” Nakamura said when asked if Goodwill’s hundreds of employees would receive any compensation or severance packages following the abrupt job losses. Staff who showed up for work at the organization’s stores Jan. 16 and 17 were shocked to find themselves locked out and unemployed. The Canadian Airport Workers Union represents 450 of the workers. “We didn’t even get advance notice from the company,” said union vice-president Artan Milaj in an emailed statement. “The 450 workers are now suddenly without jobs, which is devastating on its own, but Goodwill stores also help a lot of low-income people with community programming and affordable shopping. We need to get these stores open and our members back on the job.” At the press conference, Nakamura said the organization is continuing to speak with the union.

Reportedly, the union and organization’s collective agreement requires Goodwill to give workers 30 to 60 days notice before potential store closures. “All of our locations, our stores, our business offices, our employment-training centre, will be closed until further notice,” said Nakamura, when asked if the stores could reopen in the future. “Over the series of the next few days, we will be looking at all the options,” she added. Though the organization’s board of directors all resigned Friday, before the closures, Nakamura said she had met with the board about the closures and they had provided her with “clear instructions” on how to move forward and handle the situation. The closures do not any affect any other Goodwill Industries locations in other areas, including other Canadian provinces, which are operated separately.

Video gambling sites dismantled Police believe they have dismantled an illegal video gaming operation after executing search warrants at 11 cafes and one house Thursday. Goode told them the city should investigate whether the volunteer board has authority to sell “this public entity,” but also asked for $4 million “to replace the shelter we lost. It’s greatly needed.” A tense exchange followed between Goode and Berardinetti, Second Base’s local councillor. “Are you aware there’s a $600,000 debt on the facility?” asked Berardinetti, who said the city is looking for another youth shelter site in Scarborough. The Scarborough Southwest councillor, however, said most displaced or homeless youth who could have gone to Second Base were going to downtown shelters instead, “because they choose to live in the downtown rather than in Scarborough.” Goode suggested this wasn’t true, and that uproot-

ing homeless youth from a familiar Scarborough environment “causes all kinds of additional issues,” even if they can find a spot downtown. “I think this issue is burning hot and we need all of our collective efforts to fix it,” she told Berardinetti, who later said she didn’t know anything about a sale. “ I d o n’t k n ow w h a t she’s talking about. At all,” Berardinetti said in an interview after the meeting. The building has an outstanding mortgage on it. A city report last November said Second Base was given zoning specific for a youth shelter, but a shelter for adults is also a permitted use. The report said the city was “not currently interested” in buying the building because community organizations were discussing a possible sale, including YWCA Toronto, which offered to buy Second Base as a replacement location for its Beatrice House transitional shelter for women and children. described low-income person, asked the budget subcommittee what would happen to free TTC rides given out to clients by shelter or social agency workers in tokens, when tokens are replaced by the Presto pass. Shelley Carroll, a North York councillor, said the TTC is working on a daily pass to hand to shelter and social service clients, “a cardboard version of Presto that you can use for one day.” D’Bi Young Watah of Watah Theatre amazed politicians and audience members alike by launching into an impassioned spoken word performance. She then appealed for more city funding for arts programs. In Scarborough, where youth are living on the margins, such programs are a crucial necessity, she said, and can give young people a future. Watah said the programs and city arts funding were being cut, but Crawford said that wasn’t correct and, in fact, arts funding has risen considerably for three years.

Budget balancing act requires dip into reserve funds DAVID NICKLE dnickle@insidetoronto.com The route to the balancing of Toronto’s 2016 budget became a little clearer Monday as budget chief Gary Crawford put forward a plan to keep taxes low and fund some but not all of the enhancements approved by Toronto Council last year. But critics say the plan put forward at Monday’s budget

committee meeting – and endorsed by Mayor John Tory – will simply end up digging Toronto into a deeper financial hole in years to come, because the budget would make up the $51-million gap by using one-time sources of funding and reserve funds. But Crawford maintained that the plan would allow council to invest in at least some of the areas that Toronto Council approved in 2015, and

would maintain property tax increases at 1.3 per cent – the rate of inflation, as promised by Tory. “The focus has an affordable budget at 1.3 per cent, and we have achieved that,” said Crawford. “But we’ve included the good majority of investments that people want.” In fact, the budget as proposed by Crawford funds about 40 per cent of the wish-

list that council approved. Axed from the budget’s $57 million in enhanced services are student nutrition inflationary enhancements, daily grooming of Toronto beaches, enhanced winter maintenance for parks paths, new and enhanced express bus services among other things. But Crawford maintained that various important enhancements are included. The city’s arts funding remains intact, and the budget proposal puts $5.3 million into poverty reduction – most of the $5.7 million council requested. It also provides for earlier TTC services on

Sundays, more TTC fare inspectors and measures to make streetcar service more reliable. “There were a number of things that we looked at and they were important, but we thought they were nice to have,” said Crawford of those areas that didn’t make the cut. The plan also finds money by asking various departments to find more efficiencies. The Toronto Police Services budget would be reduced by $3 million gross and net, and asks police to find savings by freezing discretionary expenditures, and asks the Toronto

The budget also demands that the Toronto Parking Authority surrender a one-time dividend of $5 million and demands another $5 million from the Toronto Port Lands Corporation, and an increased $5.5 million from payments in lieu of taxes, based mainly on revised estimates. More money will come from the city’s shelter, support and housing administration’s Social Housing Stabilization Reserve, and from holding back the city’s contribution to the National Child Benefits Supplement Reserve.
