Police are looking for a man after a 19-year-old man was shot in the stomach outside a Scarborough apartment building Saturday.

Emergency crews were called to Lawrence Avenue and Brockley Drive, one block east of Midland Avenue, at 6:14 p.m.

The victim was taken to hospital in critical condition.

“Police set up a perimeter.

Police dog services responded,” Const. Wendy Drummond said.

The gunman is described as black, in his early 20s with short dreadlocks.

He wore green shorts and a baseball cap.

The Toronto Police Service has extended its Pixels for Pistols gun amnesty program until June 30.

Originally slated to run until June 17, the guns-for-cameras program was extended by nearly two weeks as a result of continued community interest – with more than 100 firearms and 4,000 rounds of ammunition turned over to police since June 3.

Under the Pixels for Pistols

program, all residents of Toronto who turn in a firearm to police will receive an Olympus digital camera and Henry’s Camera School of Imaging gift certificate – worth a total of $175.

The process of surrendering your unwanted guns is really quite simple.

Toronto residents have to contact Toronto police at 416808-2222 and a police officer will arrive at your address and take the firearms. People are urged to remember they are not allowed to bring their firearms to a police station or Henry’s store.

Guyana celebration in Scarborough

Rare American elm tree saved Scarborough tree one of few to survive Dutch Elm Disease

The most fortunate American elm tree in Scarborough, one of the few in Toronto to live through Dutch Elm Disease, appears to have survived a battle with its current owner.

A Willowhurst Crescent resident applied to remove the tree in March of 2011 to build a detached garage behind his home, where the elm was “in conflict” with the plans.

The city refused to grant the permit. Instead, Urban Forestry staff suggested ways to build the garage that protected what they called “an especially valuable and significant tree.”

The homeowner, however, applied to Scarborough’s Committee of Adjustment for a variance to build the garage larger and higher than zoning allowed. The committee approved the variance last February, and the owner reapplied for a tree removal permit.

A report to Scarborough Community Council said American elms “can only tolerate a minimal amount of stress,” but added the species can live for centuries and “given its current health and demonstrated ability to resist

the disease, preservation is recommended.”

Elms that survived the disease may yield genetically resistant offspring that could one day see the species return to Toronto, the report said.

The importance of the tree, which is in the Maryvale area, prompted Sarah Doucette, a Parkdale-High Park councillor and the city’s tree advocate, to personally ask Scarborough councillors not to allow its removal.

“I understand that there are alternative ways to accommodate the owner’s need for a new garage and (I) urge him to explore these other options,” Doucette wrote last month.

Michael Thompson, the local councillor, at first said he was ready to defer the matter to September, as discussions with the owner weren’t as fruitful as he hoped.

Later, though, Thompson announced the man had agreed to a compromise that would allow the garage to be built.

“A miracle has just happened,” he said. “The tree is being saved; the tree’s not being removed.”

Councillors then voted to deny the permit.

Tow truck meeting set for Scarborough Scarborough residents who have been towed off a road or parking space in Toronto may want to attend a meeting about licensed tow trucks next Tuesday.

The City of Toronto is reviewing fees charged by the towing industry and wants opinions from the public at the consultation session, 6 to 8 p.m. at the Scarborough Civic Centre, 150 Borough Dr. Other topics the city says will be covered in the review include tow truck drivers’

body shop recommendations, insurance scams, driver service and safety, practices at Collision Reporting Centres and coercion and intimidation by tow truck drivers.

Another session, meant just for tow truck drivers and owners, is set for the civic centre today from 1 to 4 p.m.

The committee will examine findings of the consultation this fall.

Fringe Festival a city tradition S

ummer is a great time to be in Toronto. Across the city, there is a smorgasbord of street festivals, cultural attractions, and other events that make Toronto a popular destination for tourists and offers residents a chance to experience parts of Toronto perhaps previously unknown to them.

Many of these festivals, through the dogged efforts of volunteers, have become strong annual traditions – and sparkplugs for the city’s economy.

One of those traditions is the Toronto Fringe Festival, the city’s largest theatre festival. It has served as a launching pad for theatrical careers, and several productions, including the likes of Da Kink in My Hair, have gone on to significant runs in theatrical and television formats.

This year’s festival, the 25th annual, is running from July 3 to 14. Over those 12 days, there are 148 shows (more than 1,100 total our view performances) taking place in 35 venues.

But this isn’t just a ‘downtown’ Festival tells thing, even if most of the festival venues are largely located at or stories of near the downtown core. communities When one factors in the contributions of the talented actors, writers, and directors, the Fringe is truly a unique reflection of Toronto’s make-up.

For example, this year, North York’s Dayna Chernoff stars in Soup Can Theatre’s Love is a Poverty You Can Sell 2: Kisses for a Pfennig.

The Fringe is also a vehicle for stories about the city’s neighbourhoods. In 2011, the festival debuted Expect Theatre’s Awake, a production which told a mix of heartbreaking and hopeful stories from north Etobicoke’s Rexdale community.

Scarborough rapper Urvah Khan appeared as herself, performing two of her original songs. Awake was shortlisted for a Toronto Arts Foundation award this year.

This city has long had a strong theatre arts community. The continued growth of the Fringe Festival (this year is the biggest yet) suggests it’s getting stronger.

Healthy communities have a healthy artistic component. There are plenty of ways to get involved.

Whether it’s catching a show or volunteering with the Fringe, or considering volunteering your time and talent to one of several local community theatre groups, the opportunities are there.

fter a sluggish start, the Toronto Blue Jays have been the hottest team in major league baseball during the month of June and you can feel the excitement building all over town.

It’s standing-andscreaming-room only on the Jays bandwagon.

Census takers have been working around the clock chronicling the growth in Jays Nation whose numbers are escalating by the second. And the Rogers Centre is sure to be a sellout for the team’s next home game, which is on Canada Day against the mighty Detroit Tigers.

It’s not all fun and games for the fans in Toronto who are discovering the sport for the first time, mind you.

Getting up to speed on the decidedly voluminous vernacular of baseball is one tall order for newbies.

To help ease the understanding of the lingo, here are some of the most com-

Q. I’m going to my first ever game next week. My friends who follow baseball all say the most exciting thing they experience at the ballpark is a stand-up triple. What is that anyhow?

Q. What’s a sacrifice?

A. Having the courage to order the happy meal even after the server told

you they’ve run out of your favourite toy.

Q. What’s the infield fly rule?

A. Always make sure it’s done up.

Q. What does it mean when they say the shortstop has pair of really soft hands?

A. I’ll defer to the best expert on that one, the well-known Madge.

According to Madge, “It’s probably the Palmolive. You know he’s soaking in it right now.”

Q. What does it mean when a hitter is caught looking?

A. Likely that Beyonce is at the game and is sitting right behind home plate.

Q. What’s the sweet part of a bat?

A. If you tickle those little rascals right under one of their wings. They really can’t resist that. But please, let’s stick to baseball questions, OK? Vampire Q & A Week is not until Halloween.

Q. I heard the announcer say this last night when I was listening to the New York Yankees game on radio: “It’s the bottom of the fifth, the bags are loaded and two are out.”

What was he referring to exactly?

A. The activity in the top row of the nosebleed section, no doubt. It can get pretty rowdy up there from what I hear.

Q. Last and certainly not least, this is one I’ve always wondered about. What is the exact definition of a perfect game?

A. That’s easy. When your boss asks you to join him and the rest of the company’s movers and shakers in the corporate luxury box on the firm’s prestigious, invitation-only, all-youcan-gorge night.

Rational analysis needed in maternal services debate To the editor: Re: ‘Panel hears concerns over hospital’s plans,’ Community, June 4.

Your article was unacceptably one-sided. It gave the impression the issue was simply whether or not to close the maternal services department at the General division of The Scarborough Hospital.

You gave 23 inches of column space (out of a total of 27 inches) to critics of this plan, who relied more on pushing emotional buttons than on rational analysis.

In reality, the question is which maternal services department should be closed, the one at the General branch or the one at the Birchmount branch.

You failed to note that if the General department is closed, there are maternal services available about seven minutes away, at Scarborough Centenary, whereas if the Birchmount department is closed, there

will be no maternal services in north Scarborough, from south of Hwy. 401 all the way up to Markham-Stouffville Hospital.

Underserviced North Scarborough is already underserviced with its current population of 380,000, and that is projected to climb to almost 427,000 in the next eight years.

This puts the matter into a decidedly different light from the one cast by your article.

Closing the maternal services department at Birchmount will cause unacceptable hardship for all the diverse residents of north Scarborough, and that should outweigh the personal preferences of a small number in the south who have other options available to them as it is.

Opposition killed wind turbines To the editor: Re: ‘Scarborough could have been home to wind turbines in lake: Toronto Hydro,’ News, June 6.

The study showed what was expected – that a viable wind farm could have been sited out in Lake Ontario, close enough to the city to keep transmission losses low.

By verifying the wind models, the study also has the secondary impact of improving the accuracy of the future study decisions in other sites.

Unfortunately it will take a better government in Queen’s Park to actually take the lead in combating global climate change.

And, unfortunately, to

elect such a government will require both a better electoral system and better citizens than Ontario currently possesses.

So long as important decisions are made on the basis of pandering to NIMBY pressures, we will have to put up with greenhouse gases and nuclear waste as the consequences of our thirst for

power.

It’s not just the bad example we are setting, but also the legacy we are leaving for future generations.

It appears the only power we will be getting from wind will be that of NIMBYs complaining about things they don’t like.

Tar sands are bad for Scarborough To the editor: Re: ‘Canadian Energ y Pipeline Association disputes Mulcair’s statements,’ Letters, May 30.

Sometimes I get tired. I opened up my Scarborough Mirror the other day, and there was a letter from the tar sands pipeline lobbyist criticizing NDP leader Thomas Mulcair.

I was so angry. Mulcair is doing his job. Questioning a project that could hurt

Canadians, hurt citizens who live in Scarborough.

• Tar sands oil doesn’t float.

There is a reason our lakes and rivers are no longer protected under the Conservative omnibus bills.

• They don’t know how to clean up bitumen. In Mayflower, Arkansas, they resorted to paper towels.

• Mayflower residents have experienced headaches, stomach pains, nausea, fainting. People near the spill will

not likely move back into their homes.

• The Keystone 1 pipeline in the U.S. suffered 12 spills in its first year.

• The tar sands oil is the most sulfurous and acidic form of oil. It truly is dirty.

It’s gonna spill.

• Who picks up the externalities? It will be us, the taxpayers.

But beyond all that, I believe James Hansen, retired NASA scientist, when he said

development of the tar sands would mean “game over for the climate”.

So, yes I’m tired. Tired of the government that uses my tax dollars for the financial gain of big oil, both in subsidies and commercials on TV trying to convince me how great the tar sands are.

But I’m not dead, so when you hear someone booing tar sands propaganda in the movie theatre, that’s me.

Hospitals study possible merger

Directors of The Scarborough Hospital and Rouge Valley Health System voted separately last Wednesday “to determine what benefits a merger of two hospitals will provide to the Scarborough community.”

The Central East Local Health Integration Network, a regional overseer which approved the study yesterday, ordered the hospitals in March to create an “integration plan” between TSH General and Birchmount campuses and RVHS Centenary.

Members of a joint Integration Leadership Committee (ILC) told the TSH board their group, supervised by the LHIN, supports a full merger.

“Right away it was like silos fell down between the two hospitals,” said Lyn McDonell, a TSH board member on the committee.

“We felt strongly that merger seemed to be the (option) that had the most potential.”

The TSH board expected to hear the report of an expert panel on two proposals the LHIN said required more study, the elimination of the birthing centre at the General and a division of programs turning the Birchmount into a centre for day surgery and the General into the facility for operations requiring overnight stays.

before the TSH board Monday night, but even these major proposals will be rolled into the work of the ILC. “Everything’s on the table,” said TSH CEO Robert Biron, who argued Scarborough’s hospitals have suffered a lack of operating and capital funds because they are split, an arrangement he called “to some degree dysfunctional.”

As the province forces hospitals into “a more competitive model,” those in Scarborough need a way to “obtain our fair share,” he said.

“We’re much better positioned if we do that together.”

The proposed changes, which would give the hospital a single Maternal Newborn and Women’s Health Centre at Birchmount while making the smaller Agincourt campus a centre for day surgery, were controversial and opposed by more than 300 physicians and two Scarborough MPPs. The Central East Local Health Integration Network in March noted this lack of support and “the absence of any detailed implementation planning” for the proposals,

saying an expert panel would have to address concerns and risks before they could be approved.

An eight-member group was named last month, and its leader, Dr. Blair Egerdie, was to present its findings to the TSH board after The Mirror’s press time.

The board had expected to hear from the panel last Wednesday, but its report was not completed in time.

If approved, the recommendations will go before a LHIN board meeting on July 24 at a place yet to be determined. Whatever happens, though, the study of a possible merger between the hospital and Rouge Valley Health System Centenary could change any plans for TSH.

“The days of hospitals doing everything for everybody” are changing, said Dr. Robert Ting, the group’s president. “We have to decide what our community needs and focus on certain areas.”

Dr. Eric Hurowitz, MSA vice president, said a merged hospital should draw better medical students and staff. “If you want to recruit the best, you’re not going to recruit them to a place that does a little bit of this and a little bit of that,” he said.

Ting added, however, there is a “general feeling we’re underfunded as a community” in Scarborough and finding efficiencies for a merger will be difficult. “We also need to push to make sure the government funds us adequately to do the work that we need to do.”

So much enthusiasm for a merger was expressed, Warren Law, a TSH board member who is not on the ILC, cautioned colleagues the appropriate time to make the case was “down the road.”

Biron insisted the ILC is “starting from a blank slate” and no decision to merge had been made.

TSH was created when Scarborough General merged with the former Salvation Army Scarborough Grace (now the Birchmount) in 1998, the same year Centenary Hospital merged with Ajax and Pickering General Hospital to form RVHS, whose Durham campus is not included in the study.

In 2011, Dr. John Wright, the former TSH CEO, initiated study of a merger between TSH and Toronto East General Hospital in East York, but the work was shelved last year

after objections from medical staffs of both hospitals, residents and the LHIN, which noted the East General was outside its jurisdiction.

The LHIN then directed TSH to explore other options for a merger involving hospitals, including RVHS, which are inside its territory. It made the specific demand in March for TSH and RVHS to form the ILC and present an integration plan by Oct. 15.

Members of the TSH board said the timetable for the $1.1 million study, its costs split between the hospitals, was too brief, and asked the LHIN to extend its deadline by as many as 60 days.

The LHIN’s board responded to this request (not matched by the RVHS board) yesterday morning, at a meeting at Scarborough longterm-care home Shepherd Village, by granting a 30-day extension.

This means the merger study will go to both hospital boards for approval in mid-November, and assuming it is approved by both, to the LHIN on Nov. 27.

Public and stakeholder consultation on a possible merger, which had been scheduled to start Aug. 1 and end in mid-September, can now be extended through October.

In a statement the LHIN issued

yesterday, Scarborough-Agincourt MPP Soo Wong, who has criticized the idea of a merger, said lengthening the engagement process was the right thing to do. “Community members are eager to participate and it is important to include the community ever step of the way,” she said.

This would be the first “facilitated” integration of two hospitals done under LHINs, a system set up

by Ontario’s Liberal government to supervise and fund healthcare in the province on a regional level.

The sole ILC representative for residents using TSH is Paul Rook, a retired high school teacher who leads the hospital’s community advisory council. He said exploring multiple options for integration would be confusing.

“The other options are still there if we run into significant concerns,” Rook said. “My role is to keep questioning them on (the merger option), and I will.”

Former Scarborough Expressway land sold for housing development

The City of Toronto is selling another piece of the long-shelved Scarborough Expressway, and a local councillor isn’t happy with the result.

Scarborough Community Council approved a zoning change on land along Lawrence Avenue East just east of Manse Road allowing 23 new homes on Asterfield Drive and extending the street to Lawrence.

The 4332 to 4340 Lawrence parcels, like land in the Manse Valley to the south, were once part of the route of a planned eastern extension of the Gardiner Expressway into Scarborough. The city bought the land in 1984, and it was declared surplus in 2011.

Scarborough East Councillor Ron Moeser and Allen Elias, a local resident, said neighbours want an Asterfield extension to end in a cul-de-sac.

Moeser accused the developer, represented by Jason Park of Dentons Canada LLP, of not listening to the community.

Park, though, said a culde-sac would mean longer response times for the new homes from Toronto police’s 43 Division and the Emergency Services station on the south side of Lawrence.

S c a r b o r o u g h C e n t re Councillor Michael Thompson said he “might try the same thing” as Moeser if he were local councillor for the project, but as a member of Build Toronto, the city

agency selling surplus land, he couldn’t support the residents over a deal benefitting all Torontonians.

“If this applicant were to take this to the (Ontario Muncipal Board) we would have no chance,” said Thompson, adding, “If those who do business with the city can’t have confidence in their relationship with the city, then we’re in trouble.”

“If it’s all about money, why even bother going out to the community?” responded Moeser, who made a motion supporting a change in the Official Plan to block Asterfield’s connection to Lawrence.

Moeser was alone in voting to change the plan and opposing the development proposal.

According to a release, Toronto Animal Services works hard to keep up with the high intake of cats into

its shelters and tries to find good homes for as many cats as possible.

Some are born into feral cat colonies and live long enough to reproduce before their life is cut short by the hardships of living on the street.

Other kittens are born into homes where owners have not spayed or neutered their cats.

When people adopt a kitten or cat from Toronto Animal Services, they receive a pet that is microchipped, vaccinated and spayed/neutered so it cannot reproduce.

United Way funded agencies in city to receive an extra two per cent ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com

Two hundred agencies across Toronto will receive a two per cent boost in funding from the United Way this year, the charity announced.

The money comes from last year’s United Way Toronto campaign, which raised $116

million.

“That enables us to maintain the support that we have always given to our agencies as well as provide them with this one time incremental two per cent,” United Way Toronto President and CEO Susan McIsaac said at a press conference to announce the funding hike on Friday.

“I’m excited we’ve completed another good year.

We had strong financial results.”

The 200 agencies will receive a total of $77 million.

The remainder of the money raised in last year’s campaign was designated to specific charities by donors

and also went toward operating costs.

“I’m really grateful to Torontonians for all of their support,” McIsaac said.

Hundreds turned out for United Way’s annual meeting morning at the King Edward Hotel which featured a panel discussion on city issues and the unveiling of a campaign

video.

McIsaac said United Way Toronto will focus on four priorities over the next five years.

They are youth employment, providing services in the city’s 13 priority neighbourhoods, building a strong stable community sector and “identifying emerging

trends and issues and creating a response to that so that as issues arise we have the capacity to respond to them.”

United Way Toronto will launch its annual campaign and announce its new fundraising goal in early September. The campaign will go until the end of January.

says Put LRT underground wcouncillor The province should back up recent comments by the provincial transportation minister and build a new light rail line completely underground, says a Scarborough councillor.

Taking issue with Minister of Transportation Glen Murray’s contention in early June that the Eglinton Crosstown light rail transit line (LRT) is a subway – since the majority of its planned route runs underground below Eglinton Avenue West – ScarboroughAgincourt Councillor Mike Del Grande said the entire 19-kilometre line should be built below street-level.

At last Tuesday’s meeting of Scarborough Community Council, Del Grande introduced a motion calling for all of the Crosstown, in light of Murray’s remarks, to run underground.

Currently, the line is slated to emerge from a tunnel east of Don Mills Road before continuing at street-level to its eastern terminus at Kennedy station.

The motion was adopted by a majority of the 10-member council.

Officially known as the Greater Toronto CivicAction Alliance, the group announced last week that 116 politicians – 31 of them from Toronto including Premier Kathleen Wynne – have signed the pledge calling on the province to adopt Metrolinx’s recent recommendations for new taxes and user fees.

With the summer coming, Toronto’s Licensing and Standards Committee will be looking at ways to deal with the ultimate local scofflaws: urban racoons.

The committee has before it a request

by St. Paul’s Councillor Josh Matlow to find a way of “mitigating the negative impacts of urban wildlife.”

Matlow wants to see a report coming back by February, finding out how the city monitors urban wildlife and how the city might reduce their impact on Torontonians.

The committee meets Thursday.

LIGHTING ON TABLE ◗NUISANCE

Also on the agenda for the Licensing and Standards Committee is a request from Matlow to find a way to switch off nuisance lighting.

Currently, the city only enforces complaints about direct lighting shining onto residents’ properties.

Matlow wants to see if there’s a way to mitigate against lighting that still annoys, even if it shines elsewhere.

A Birchmount Park Collegiate grad is still the fastest man in Canada – just not the same one as last year.

This year the honour goes to 21-year-old Aaron Brown, born and raised just west of Scarborough in Toronto Beaches, winning the 100-metre sprint event at the national track and field championships which wrapped up on the weekend in Moncton.

He won it Saturday, June 22, with a time of 10.25 seconds, just ahead of Sam Effah of Calgary in a time of 10.33 seconds.

Both runners qualify for the world championships which will be held in Moscow, Aug. 10 to 18.

Not qualifying, however, was defending champion Justyn Warner, also a Birchmount Park Collegiate grad, finishing in fifth place (10.36 seconds).

Ironically it was Brown that finished fifth last year and

then pulled out of the 200m qualifying final because of a nagging injury. But he still got to join Warner, who turns 26 on June 28, at the London 2012 Olympics through a ‘rising star’ exemption.

Both ended up as semifinalists in London.

Brown, who attends the University of Southern California, came into the national championships hot on the heels of a great finish to his U.S. College season, finishing fifth in both the 100m and 200m events at the U.S. college national championships. Growing up in the east end, he attended Bowmore Road Public School (in the area of Gerrard and Bowmore streets).

WOMEN’S 100M The fastest woman in the country also spent part of her youth growing up in the east end.

Emmanuel, 21, also a London Olympic vet, won the 100m (11:48) and finished second in the 200m (23:03). Her key rival was Kimberly Hyacinthe, 24, who accomplished the mirror image – winning the 200m (22.91) and finishing second in the 100m (11.55).

Emmanuel, last year, also did the mirror image (winning the 200m, second in 100m).

Both will advance to the world championships.

At last year’s London Olympics, Emmanuel competed in the 200m, reaching the semifinals. She grew up in Scarborough, returning to Barbados for a couple of years with her family to take care of her grandmother, and then returning to the city. Her last two years of high school were at Vaughan Road Academy in York and East York Alternative School.
