Pair of local school pools no longer needed for city rec programs MIKE ADLER madler@insidetoronto.com Pools at two Scarborough secondary schools and a mid-town elementary may close forever this spring, after funds were unexpectedly withdrawn by the City of Toronto. The decision has upset some public school trustees, but a local councillor this week argued continuing support for the Wilfrid Laurier Collegiate pool added up to a “very expensive lease for (a) low percentage of users.” The province doesn’t pay school boards to operate pools, but the city agreed to “utilize” 33 school

pools for recreational programs, keeping them open until at least June 2017. On Feb. 26, the city told the Toronto District School Board that, starting in September, city recreation programs will stop using the pools at Wilfrid Laurier, Bendale Business and Technical Institute, and Brown Junior Public School on Avenue Road. Dropping the city’s contribution means the cash-starved board must find $578,000 to keep the pools open past June, and the TDSB estimates it could make only $45,000 selling community use permits at all three pools. Bendale is a Midland Avenue

school that the board is planning to demolish after building a new school to replace Bendale and its neighbour, David and Mary Thomson Collegiate. The pool at Wilfred Laurier, however, is one of the best in Toronto for swim meets and was recently renovated to improve its air circulation and to add touch pads, said Jerry Chadwick, the local board trustee, adding the Guildwood neighbourhood around the school has few recreational facilities. But Paul Ainslie, the local councillor, said all city-run programs at the Guildwood Parkway school can be relocated to pools less than five

kilometres away. “There is a lot of programming space in all of these pools,” including the Toronto Pan Am Centre on Morningside Avenue, he added. For years, the Laurier pool has had no leisure swim in winter or summer, due to a lack of demand, and there were no complaints received last summer when construction shut down the facility temporarily, Ainslie added. Chadwick conceded community use of the pool has definitely dropped, but added, “the students extensively use this pool and they’re part of the community.” The Ward 19 trustee said he’d be

particularly saddened to see the end of a program providing female-only swimming instruction at Laurier for girls who, for cultural or religious reasons, can’t swim in public. They haven’t had opportunities before to learn swimming, Chadwick said. The TDSB budget committee reacted to the city’s move by passing a motion this week informing the city it had not given the board proper notice to cancel the funding this year. The TDSB committee, which also includes Chadwick as a member, will consider any response from the city when it meets again on March 22.

Toronto Board of Health proposal to open safe injection sites for drug users in three neighbourhoods is bound to make many residents uncomfortable, but it is the right thing to do. Put quite simply, these sites will save lives and make our entire city safer. That being said, if you live in Parkdale, south Riverdale or the Yonge/Dundas area you are rightly feeling some concern. Residents will be asking themselves if safety in the area will be compromised, if they at risk of being flooded with heroin and fentanyl addicts looking to shoot up. In the face of these numbers, to do nothing would be both irresponsible and immoral on the part of the health department and our city’s leaders. “All lives are important, and nurse-supervised safe injection sites save lives,” said Angela Robertson, executive director of the Queen West-Central Toronto Community Health Centre in Parkdale, one of the proposed safe-injection sites. The South Riverdale CHC and a Toronto Public Health office known as The Works near Yonge and Dundas are also proposed safe injection sites. All three facilities already offer safe injection kits and have experience. They were identified as the best spots for the safe injection sites since they have the busiest needle exchanges in the city. Their staff say the existing services prevent the spread of hepatitis C and HIV among drug users. But more still needs to be done. Many addicts visiting these centres are homeless, and since they often use quickly and in public, most often alone, they are at high risk of a lethal overdose. Providing a safe place for them to do this lessens the chance of death or disease. The board of health will offer further recommendations on the safe injection sites this summer, once community meetings are held in the identified areas. We encourage you to take part in these meetings and learn the facts about this proposal.

Young, powerful artistic talent on display Scarborough’s got talent. No, I’m not just referring to the already made celebrity prowess of The Weeknd and FeFe Dobson, or Stephan James, who plays track and field legend Jesse Owens in the recently released Race. I’m talking about a burgeoning, grassroots pool of talent, possibly just a few years away from similar international fame, but more importantly, capable of uniting and mobilizing the next generation of leaders. It doesn’t take much more than a Monday night spent at Burrows Hall Community Centre to realize the power of youth arts, and to realize that power lives in Scarborough. In case you’ve been living under a rock for the last four years, what I’m referring to is R.I.S.E. (Reaching Intelligent Souls Everywhere), the brainchild of a group of young creative minds, led by Scarborough resident Randell Adjei.

priya ramanujam MILLENNIAL MIND What started out as a few people gathering to share spoken word performances has grown into a weekly event experienced by upwards of 100 people who travel to from as far away as Brampton and Mississauga. Singers, poets, rappers and more take to the mic each week delivering uplifting, thought-provoking and entertaining pieces that keep the audience, which ranges from high school students to people well into their 30s and beyond, snapping their fingers and craving more. Art is indeed alive and well among Scarborough youth. In January, the City of Toronto budget committee met with Scarborough community members. Aside from the pressing need identified for a youth shelter, given last year’s

closure of Scarborough’s Second Base Youth Shelter, funding for arts programs, particularly for youth, was requested. Scarborough Southwest Councillor Gary Crawford was quoted as saying that while $5 million was “kind of sitting there,” city council still had to decide whether or not to put it in the budget. This shouldn’t even be a question. Funding for the arts is vital. Imagine how the momentum of movements like R.I.S.E. could be amplified and sustained if more arts funding could make its way into our neck of the woods. Instead of one night a week, perhaps Scarborough could have multiple nights and venues and art disciplines for residents to look forward to. Some of these talented young people could even make a living off of their art, as both artists and arts facilitators. It’s no secret Scarborough is grappling with serious

economic and social challenges, including poverty, youth unemployment, and a lack of affordable housing, so it may be difficult to understand advocating for arts funding from any level of government. But the arts allow people to be a part of something larger than themselves, to share their stories, and to connect with other likeminded individuals. The arts, as I remember every time I attend R.I.S.E., give people hope. Surely, that is a worthy return on investment for Toronto. Priya Ramanujam is a lifelong Scarborough resident. Heat, hot water have been scarce at two public housing buildings >>>from page 1 of her building for years. As a reporter visited, finding her radiators cold, on Monday, Gill said there had been no hot water since the previous Tuesday. “I called so many people – management, 311 – and nothing is happening. We don’t know what to do,” she said. Gill introduced visitors, including Joy Robertson, leader of a group called Scarborough Residents Unite, to several neighbours who had similar complaints. “Everyone has a kettle in their washrooms, kettle or a stove,” Gill said. Built at one corner of Markham Road by the province 50 years ago, 3181 Eglinton has 103 apartments, while 3171 has 161. Boilers broke during the December 2013 ice storm. The company that installed new ones months later “made an error and it took them a while to realize what it was,” said Gary Crawford, the local councillor. On Tuesday, Crawford said he had been unaware of the heat and hot water issues, but learned from a local manager that TCHC was working to fix the problem. In a letter from a TCHC contact, the councillor was told it “wasn’t until a technician was on-site in February that it was identified to be a fault in the boiler installation.” That resulted in a purchase order for parts that could make a permanent fix, “and those parts will be available March 21st,” the letter said, while Crawford was told temporary repairs would be completed that day. Crawford, who acknowledged the timing of this to be “a little suspect,” said what’s happened to the two buildings is part of a citywide struggle as Toronto’s public housing authority looks for larger investments in repairs. Murray said tenants with problems are told to call a client care centre staffed 24 hours a day. There were 10 calls about a lack of heat from October to the end of 2015 coming from 3181 Eglinton, with five from the same tenant, she said. During January and February, there were just three more heat complaints, and all were resolved, said Murray, who described the boilers as a “nagging problem” that hopefully ends next Wednesday. “It’s very frustrating for us; it’s much worse for the tenants.”

Staff will “camp out” in the building, if necessary, to keep the boilers on before the repairs are made, Murray said. The buildings are managed by Del Management Services (DMS) Property Management. On Tuesday, Rob Watt, the company’s co-owner and chief operating officer, said technicians had been working all morning, and three of the four boilers were up and running. There have been “some issues on and off” with heat and hot water in the buildings, but they have “never been completely without hot water or heat,” he said. Tenants say the buildings have

other issues, too. There are mice, and leaking pipes, like one on the parking garage ceiling of 3181 Eglinton that Robertson said she took pictures of last year. On Monday, the pipe was leaking again. “I don’t think they fixed it. They patched it,” she said. Several storeys of exterior bricks fell off 3171 Eglinton last April, an accident TCHC found resulted from design and construction flaws. Some tenants were moved out before brick cladding was later stripped off the rest of 3171. It will be replaced, Murray said, at a cost of millions, but “I’m not sure what the start date is.”

A sixth floor apartment below the roof at 3181 felt a bit warmer than Gill’s apartment Monday, but in the storage closet a leak dripped down a blanket into buckets on the floor. It’s been dripping for more than two months, and during a recent storm was pouring like a faucet, said Saira Aziz. “They said they’re going to send someone. They never came.” She and her siblings told visitors they “never” feel heat from the radiators in winter, and hardly get any hot water. “If you complain for something they never come. And they never do anything about it,” Aziz said.

Cycling’s become a real choice for commuters in Toronto’s core, but in Scarborough that choice seems a long way off. While bicycles have gotten more lanes downtown, councillors in Scarborough voted in 2011 to erase bike lanes on Pharmacy Avenue and Birchmount Road. “Over the last 20 years a striking divergence in cycling occurred between Toronto’s central and outer wards,” says the Toronto Centre for Active Transportation (TCAT), noting Scarborough has just one of the city’s 96 bicycle shops. The group has announced two community bicycle hubs in southwest Scarborough, opening this June, it said are a way to start closing the gap. “After a comprehensive search we found two excellent project partners with strong and wellestablished ties to the communities they serve, and who are both committed to improving active transportation in Scarborough,” Marvin Macaraig, TCAT’s coordinator for the project, said in a release. Each hub will offer people “free access” to bicycles, tools and related programs, including bike mentorship for newcomers, do-ityourself repair clinics, and familyfriendly group rides, TCAT said. One hub will be at Birchmount Bluffs Neighbourhood Centre on Birchmount Road, where executive director Enrique Robert said the centre north of Kingston Road looks forward “to helping build bike culture in Scarborough with the goal of increasing the health of residents, while improving community equity.” The other hub will be at AccessPoint on Danforth, part of Access Alliance Multicultural Health and Community Services, on Danforth Avenue in Oakridge. Access Alliance is “excited at the long-term potential of this project to make cycling culture accessible outside of the downtown core,” said Axelle Janczur, the community health centre’s executive director.

Robbie soccer tournament to celebrate 50 years at gala The Robbie International Soccer Tournament is marking its 50th year this summer, and special gala celebration is slated for April 9 in honour of the milestone. Started in Scarborough with its first soccer tournament in 1967, the 50th version of the tourney goes this June and July.

A Scarborough institution, the Robbie is the largest youth soccer tournament for charity in the world. Supports CF research It has a world wide reputation for its commitment to soccer and

to its support for Cystic Fibrosis Canada. Since it’s inception, the Robbie has raised more than $1.6 million for cycstic fibrosis research while also raising awareness among the thousands of boys and girls who have taken part in the tournament. The Saturday, April 9, gala, Cheers

Toronto to host 2017 Invictus Games Prince Harry’s Invictus Games are coming to Toronto. The military man, and fifth in line to the British throne, made the announcement Wednesday via video. The third installment of the Invictus Games will be held in the city in September 2017, he announced.

The international sporting event for wounded, injured and sick Armed Forces members and veterans was founded by the prince, after he was inspired by an event held in the United States called the Warrior Games. The inaugural Invictus Games were held in London

in 2014, and this year’s Games will take place in Florida in May. “The Invictus Games in Toronto will have more competitors, more participating nations and more sports than ever before,” Prince Harry said in the video, adding he plans to visit Toronto for the official countdown.

A housing complex in southwest Scarborough is getting the Toronto Community Housing Corporation’s “first urban farm.” People who go to its open house event Friday, March 18, will get free seeds and more information about what the urban farming project is all about.

Gordonridge Place, near Danforth Road and Midland Avenue, has had a community garden for years, but the housing authority says the farm project will be a model for other communities that don’t have easy access to healthy food. “The farm will be a place where food, training and cul-

Safe injection sites proposed for three Toronto neighbourhoods Toronto’s public health authorities say opening safe injection sites in Parkdale, South Riverdale and downtown near Yonge-Dundas Square will save lives and make those neighbourhoods safer. Their recommendation, released at a City Hall press conference Monday, was presented as the city’s response to a rising number of overdose deaths – up 41 per cent in a decade – from heroin and fentanyl.

Some 206 people in Toronto died after injecting drugs in 2013, said Trinity-Spadina Councillor Joe Cressy, chairperson of the city’s drug strategy panel. “It’s a painful number and these deaths are preventable,” Cressy said. “More people will die needlessly unless we act.” A report to the Toronto Board of Health next Monday says cubicles for injection under the supervision of a nurse should open at a Toronto

Public Health facility downtown called The Works, the Queen WestCentral Toronto Community Health Centre, and the South Riverdale Community Health Centre. The three facilities are already the busiest needle exchanges in the city, and their staff say the existing services prevent the spread of hepatitis C and HIV among drug users. But many addicts visiting these centres are homeless, and many still use quickly and in public,

most often alone, meaning they are at high risk of a lethal overdose, authorities say. Not all are ready or able to stop injecting drugs, said Angela Robertson, executive director of the Queen West CHC. “All lives are important, and nurse-supervised safe-injection sites save lives.” The city’s health department said injection drug users visited such harm reduction services across

Toronto 100,000 times in 2015, and almost 1.9 million needles were distributed last year, along with other supplies. Dr. David McKeown, Toronto’s medical officer of health, said the benefits of safe injection sites are proven by research. McKeown will report back to the board in July, after public meetings on the safe injection sites take place. – Mike Adler

Trio face armed robbery charges Three men are facing numerous charges in connection with an armed robbery at a computer business near Kennedy Road and Steeles Avenue. According to Toronto

police, three men entered a computer repair business in an industrial area on March 9. Police allege the men tied up a 59-year-old man, robbed him of property and also took his car.

Rouge Valley hospital supporters appear split on panel proposals MIKE ADLER madler@insidetoronto.com As two hospitals spanning Scarborough and West Durham wait for the province to decide their future, supporters of one hospital seem split on what should happen.

Ontario Health Minister Dr. Eric Hoskins recruited eight expert panelists last year to advise him on The Scarborough Hospital and Rouge Valley Health System. Panelists led by Sunnybrook CEO Barry McLellan recommended building new hospitals in

both Scarborough and Durham, as well as other large investments, but told Hoskins to re-organize local hospitals first. Their advice was to join the two TSH campuses to RVHS Centenary, and to merge the RVHS campus in Ajax to Oshawa’s

Lakeridge Health. Rouge Valley’s board declared itself “unanimous in its opposition” to breaking up RVHS on Dec. 18, the day the panel report was released, but the hospital’s Medical Staff Society has taken no position. As Hoskins continues to sit on the report, thinking it over and listening, according to local MPPs, to what stakeholders are saying, some at RVHS are making their opposition public. They launched a Save Our Hospital campaign last week, asking physicians and residents to tell Hoskins the RVHS “should remain whole and not divided along municipal boundaries,” and also that the hospital “should remain within the Central East LHIN.” The province’s Central East Local Health Integration Network covers Scarborough, Durham and points east as far as Peterborough. The eight-member panel concluded Scarborough and Durham are “in many ways different communities,” and should have separate health care planning and one hospital corporation each. The Rouge River Valley between Scarborough and Durham “is often seen as a functional divide” between the two, the panel added, leading to speculation the province may also redraw LHIN boundaries to remove Scarborough from the Central East. Dr. Joe Ricci, spokesperson for Save Our Hospital, said such a change would not be “appropriate or effective.” Ricci, who joined what would later become Rouge Valley in 1986, and is medical director of the regional cardiac care program based at RVHS Centenary, said his campaign already has broadbased support around both RVHS campuses. The territory covered by RVHS – East Scarborough, Pickering and Ajax – is “a genuine com-

munity” the hospital serves well, said Ricci. Like other RVHS officials objecting to the hospital being broken up, Ricci said the panel’s views on the hospital aren’t backed by evidence, and there was important data on the flow of patients in Durham “they didn’t have or see.” “We’d like there to be a pause (in the province’s decision-making), for them to see what we see as a reality,” Ricci added. But Dr. Romas Stas, who has worked at the Ajax-Pickering site since 1972, said most residents from the area felt its 1998 amalgamation with Centenary shouldn’t have happened, and want out. “There was never an opportunity to really do much about it” until now, said Stas, who co-founded Friends of the Ajax Pickering Hospital in 2006. Friends has publicly embraced the panel’s report and its recommendations, which Stas declared “a win-win situation for everyone,” as well as a chance to put disagreements between the hospitals behind. “The sooner the minister moves on it, the better.” Stas said the regional programs created under the current LHIN will continue, though maybe under different leadership. Resistance to the panel’s advice, he said, reflects a corporation trying to preserve itself, and not necessarily looking at what’s best for communities it serves. After the panel report was released, RVHS CEO Andree Robichaud said she would promote the four-campus merger as a better choice than a threecampus one that splits Ajax and Centenary. Rouge Valley’s leadership has backed away from this during the past two months, and now suggests it simply favours “further integration” of programs across the LHIN. The position of Ricci’s group appears similar. “I’m not focused on a merger,” he said.
