lier the end was near for Ford, but couldn’t believe it. “It didn’t seem fair,” he said, for a man who had “finally confronted his personal demons,” undergone rehabilitation, and restored his family life. Ford, an Etobicoke councillor for 10 years before his single mayoral term, had a “passion for politics, a passion for people,” but could express himself too
bluntly, too awkwardly, said Kelly. By late 2013, Toronto Council had stripped away most of Ford’s powers as mayor and given them to Kelly, who took over as acting mayor when Ford entered a rehab program for three months in 2014. Bas Balkissoon, the plainspeaking veteran MPP for Scarborough-Rouge River, stepped down from the job on Tuesday, and no one in his riding seems to know why. Premier Kathleen Wynne issued a statement March 22 saying Balkissoon, a Liberal MPP since 2005, had resigned, effective immediately, She added a byelection will be called within six months. Balkissoon, who was previously a Scarborough and city councillor, “has been a dedicated public servant for his community as a city councillor and MPP,” the premier said. Even his own staff weren’t given details about the decision during what his constituency assistant described as a “brief call” on Tuesday. “I’m very emotional, and shocked as everybody else,” said the assistant, who didn’t want his name released. “He wished everybody well, and that was it.” Later, the same staff member said Balkissoon would release his own statement on his resignation, but it was not received by press time. Loyal to the Liberal party and usually blunt, Balkisson was never in cabinet, but did serve as deputy speaker of Ontario’s >>>VETERAN, page 27

Scarborough girls skate with the Marlies TARA HATHERLY thatherly@insidetoronto.com A team of young Scarborough hockey players got to hit the ice with the Toronto Marlies at Ricoh Coliseumlast Wednesday. The Scarborough Sharks Girls Bantam BB team earned the opportunity to play with the pros by helping out in the community. The Sharks squad was selected from a group of Toronto teams who submitted profiles of their community contributions for a chance to win a surprise practice with the Marlies, care of Scotiabank. Only the parents and coaches knew the Sharks had entered, and won. On Tuesday, the players were told to “Shark up” and report to Ricoh Coliseum the next day. When they arrived at the downtown rink, the surprises started. They scored some jerseys and other swag from Scotiabank before getting to line the tunnel from the dressing rooms to high-five Marlies players headed to the ice to practice. After getting to watch the Marlies at work, the girls suited up for their chance to practice at the AHL arena. A couple minutes after the Sharks skated out, the Marlies surprised them by coming back out to practice with them. The pros helped the

Sharks work on skills like passing and shooting, before playing shinny with them. “It was absolutely fantastic,” 13-year-old Sharks left-winger Jenna Trantau said after the practice, with a huge smile. “The guys are great, and it was amazing.”
A big Marlies fan, Trantau’s favourite player is right-winger Connor Brown. “We see them on the TV all the time, and it’s exciting (to practice with them),” she said. “It’s cool to see it all happen in front of you, and what happens behind the scenes.”
Another right-winger, Matt Frattin, is 14-year-old Sharks player Maya Tomaiuolo’s favourite Marlies player. Tomaiuolo, who plays centre and right wing, said her friends are going to be pretty jealous she got to skate with the AHL team. “It’s a once-in-a-lifetime opportunity,” she said. “It’s very fun, and exciting.” The Sharks got to visit the Marlies dressing room for autographs after leaving the ice. Marlies Captain Andrew Campbell said the team enjoys opportunities to engage with kids in the community. “Guys love doing it,” he said. “It’s a lot of fun for all of us.” He added it helps Marlies players stay in touch with their roots. “You see what it’s like with the grassroots level, and the fun and excitement that they bring when they’re on the ice,” he said. “It helps put things in perspective for you, you know, how to approach the game when you’re on the ice.” Women’s hockey has been surging in popularity lately, with increased exposure for female teams and stars helping to inspire more youths to take up the sport. “It’s awesome,” said Campbell. “The level of play is getting so much better, and there’s so many more girls that are playing the game now and enjoying the game. It’s awesome to see. It’s on the world stage
now, which is great.” The Scarborough Sharks Girls Bantam BB team has had lots of success on the ice. The team is gearing up to defend its 2015 provincial championship win at this year’s tournament. Playing a team sport like hockey can help kids be successful off the ice as well, noted Lucy Celebre, branch manager of Scarborough’s Cedarbrae Scotiabank. “It’s really, too, about developing little leaders, because with teams, people learn to lead,” she said of the Scotiabank Community Hockey Sponsorship Program, which sees all of the bank’s branches sponsor kids’ hockey teams and programs. “It’s about the team, building friendships, relationships. That’s what happens in life, you’ve got to learn to work together with people, and be committed and dedicated, and persevere,” she added. “And it’s not only about the sport, it’s about giving back too and being part of the community, and instilling that in the kids.” Celebre said it felt unbelievable to watch Scotiabank give young players the opportunity to skate with their hockey heroes. “You cannot beat this, it was phenomenal,” she said. “This is a life-changing experience, honestly. These kids will remember this forever.”

Remembering Rob Ford, man of the people T
here’s a reason Rob Ford was elected Toronto’s mayor in 2010, and it’s the same one that is now being expressed across the city as news of his death sinks in. At the age of 46, Ford lost his battle with a rare and aggressive form of cancer Tuesday morning; family members were at his side at Mount Sinai Hospital. With his death comes an end to a controversial and, at times, bizarre run of Toronto politics. But unpacking all of that is for another day. Today, we need to mourn and pay our respects to a man who had a profound impact on the city he loved and the people who lived in it. While we remember Rob Ford, the politician, we must also our view remember him as a father who leaves a wife and two young chilHis love of dren, aged eight and 10. Our deep Toronto was condolences go out to them and to the entire Ford family. reciprocated From the first campaign he won as councillor in Etobicoke North back in 2000, Ford always had a populist “man of the people” persona. He was genuine with that, and people gravitated toward to it. Here was a guy who unapologetically loved his sports, and his barbecues. Many in the city saw themselves in him: the average guy who was going to stick it to the so-called “elites” who thought Toronto was theirs to rule. Many voters loved that. And they loved Rob Ford. He was unbeatable in every race he ran for councillor, and when he announced he would seek the mayor’s seat in 2010, many of those “elites” scoffed. But Ford knew what they didn’t – he had deep and loyal support from those who proudly called themselves members of Ford Nation. Some of his populist success was built on tapping into resentment by those who felt excluded by the megacity’s political system – particularly those in Scarborough, North York and Etobicoke, who felt they’d been treated as second-class citizens since amalgamation. Ford may have exploited that feeling. A feeling which resonated with him personally. Rob Ford was what he was, and he always fought hard for what he believed in. He will be greatly missed by the city that he loved.

column
Rob Ford: a lesson in not making assumptions I think I first met Rob Ford in former Etobicoke Councillor Doug Holyday’s office on the second floor of Toronto City Hall, back in 2000. Rob had just won an election up in Ward 2, and he’d come down to see Holyday, bringing along his big brother Doug before settling in. It’s funny, at first I thought Doug might be the new councillor – he was the aggressively friendly one, while Rob stood politely back: smiling a bit nervously, not saying much, rocking from one foot to the other. He was an easy guy to underestimate; an easy guy not to notice. And the first time we met, I did both. Mea culpa. Over the 16 years between his arrival at City Hall and his death in a hospital bed just a few hundred metres north and west of it, Ford taught me otherwise. He came to City Hall with two clear and simple objectives: if not to reduce the size of government here,
david nickle the city then highlight where it was overstuffed, and to provide customer service to his constituents. He did this both by taking lessons from his father, former Progressive Conservative MP and labelmaking entrepreneur Doug Ford Sr. He didn’t win votes at Toronto Council. But he did win votes in his northwestern Etobicoke ward, and then, improbably, across the entire city in 2010, and again in his Ward 2 stomping grounds in 2014. His simple, straightforward narrative caught on. It made him unbeatable, at least electorally. Of course, Rob Ford was entirely fallible, as beatable as anyone both politically and personally. For the first couple of years as mayor, Ford ran a tight ship on council, winning many votes and pushing his small
government agenda even when fiscal and organizational realities seemed to make that impossible. The vehicle registration tax was repealed; former mayor David Miller’s baby Transit City, cancelled; garbage collection west of Yonge Street was contracted out. In his first year, Ford used the last Miller-era budget surplus to orchestrate a property tax freeze. It all fell apart. But we know all about that. His plan to build a subway on Sheppard Avenue East didn’t survive council. A conflict of interest trial nearly cost Ford his job. A video of Ford smoking crack cocaine revealed a substance abuse problem of profound and humiliating depth, along with terrible displays of rage and racism and vulgarity that put Toronto in the crosshairs of international late-night television comedy. You could make a joke out of it, and many did. But really, it was sad and hurtful,
and at times very frightening and dangerous. And then there was the cancer. You can’t make a joke out of that. It tortured him for awhile, teased him with hope and, as is cancer’s wont, came back for what turned out to be the kill. The last time I talked with Rob Ford was a couple months ago, when he’d come back to City Hall in the midst of bouts of the chemotherapy that couldn’t save him. We did a little interview outside a committee room, and talked a bit. It was a nice conversation. He told me the doctors thought the chemo was working, that he was feeling pretty dragged out and often felt quite ill, but at least this time his hair wasn’t falling out. He took that as a good sign, and I agreed it might just be. Mea culpa.

obituary
Rob Ford succumbs to cancer at age 46 DAVID NICKLE dnickle@insidetoronto.com Councillor Rob Ford was amalgamated Toronto’s third mayor, who in a single term of office transformed city government even as he sharply divided public opinion and through his personal life drew intense and often unwelcome international attention. He died Tuesday after a long battle with a rare form of cancer. At the time of his death, Ford, 46, was serving as Ward 2 Councillor (Etobicoke North), an office he originally assumed in 2000 at the age of just 30. It was the same year he married his high school sweetheart, Renata Brejniak. Ford, the youngest son of former Progressive Conservative MPP and Etobicoke businessman Doug Ford Sr., grew up in Etobicoke, attending Scarlett Heights Secondary School where he played football, and attended Carleton University to study political science. He spent a year there, joining the football squad, but not playing, and returned to Toronto, to work at the family’s label-making business, Deco Labels and Tags. Ford ran for city council and was elected in Ward 2. He quickly became known as a sharp critic of government spending, particularly of fellow councillors using office budgets for city business and matters that seemed personal. From the beginning, Ford made a point of submitting annual office budget expenses totalling only $2. It later emerged he was drawing on his personal wealth to subsidize his office, leading to a change in expense rules requiring all office expenses – even those subsidized personally – be publicly declared. He fought for small government in other ways, particularly during the council’s annual budget debate, and he became known for his combative style, often going head-to-head with colleagues. He got into hot water in 2002 when he called Ward 7 (York West) Councillor George Mammoliti a “Gino-boy,” which resulted in a human rights complaint. He also got into trouble for more general remarks on the floor of council. He once said that he admired Chinese workers because “they worked like dogs” and argued against funding AIDS-prevention programs because he believed that one could only contract the disease as a homosexual or by using injection drugs. But Ford also became known as a city councillor as a politician who returned calls personally and also took steps to assist callers – whether from his own ward or not.

In 2010, Ford kept a promise he’d repeated for three terms and ran for mayor, after then-mayor David Miller announced he would not seek a third term. Ford handily defeated his opponents, despite several more scandals emerging during the campaign. Ford’s brother, Doug Ford Jr., was elected to council in Ward 2 that same year. Ford ran on a simple slogan, “stop the gravy train,” arguing the city was wasting millions of dollars and he knew where to find savings. He promised to scrap a light rail plan, Transit City, that was unpopular among voters in Scarborough and Etobicoke, and instead build a subway along Sheppard Avenue East. When he was elected, Ford immediately rallied council around several changes. His first act as mayor was to announce that “Transit City is dead” and then-Premier Dalton McGuinty, whose government was funding the project, was quick to comply. He scrapped a $60 vehicle registration fee that was imposed by Miller’s council, and supported a plan to have the Toronto Transit Commission declared an essential service, forever removing the spectre of transit strikes in Toronto. He also instituted a core service review, looking for ways to save money through the cancellation of services. That review, conducted by KPMG for the city, found there were fewer savings than Ford claimed. Other plans failed. Ford promised to phase out the municipal land transfer tax but was unable to do so. He attempted to gain approval for a
Sheppard subway, but council didn’t go along. Ford continued to return phone calls and troubleshoot issues constituents brought to his attention. He and his family hosted annual Ford Fests, where he would invite any and all to partake of beer, barbecue and live music. His support remained high among a group of voters that he called Ford Nation. During his mayoralty, Ford maintained his interest in football, coaching at Don Bosco Catholic Secondary School. He also operated a football charity, raising money to buy equipment for high school teams. This latter activity nearly cost him the mayoralty when, in 2012, he spoke against an Integrity Commissioner’s report demanding that he repay donations from lobbyists made to the charity while he was a councillor. That action had Ford standing trial for conflict of interest, during which he was nearly removed from office – saved only in appeal court. The following year, issues of substance abuse overtook the mayoralty. The Toronto Star reported Ford attended a military event inebriated and used city staff to purchase alcohol for him – and then along with the website Gawker, revealed the existence of a video showing Ford smoking crack cocaine. Ford repeatedly denied having done so, even as Toronto police commenced an investigation of the allegations, until finally in the fall of that year, Ford reversed his position and admitted it during a scrum. Toronto Council took the unusual steps of removing all but his statutory
powers as mayor. For visitation During this and funeral time Ford’s antics details, visit attracted internaus online at tional attention, insidetoronto .com and Ford became a favourite target of late-night American talk shows. Although he publicly claimed he was no longer using alcohol or drugs, Ford nonetheless continued to do so through early 2014, after registering for re-election. When more videos emerged of his behaviour, Ford signed up for a rehab program and took a leave of absence. He returned in fighting form, but a cancer diagnosis in the summer of 2014 led to his last-minute withdrawal from the mayoral race. With minutes to spare before nominations closed, Ford registered for his old seat in Ward 2, while Doug joined the mayor’s race. Despite undergoing chemotherapy at the time for two tumors in his abdomen, Ford easily won Ward 2, while Doug came in second to John Tory. Ford spent his final years in municipal politics offering sharp criticism to the policies emerging from Tory’s mayoralty, undergoing successful surgery for the initial tumors and attending meetings far sooner than his doctors advised. In 2015, he announced a second set of tumors had been found and entered into another round of chemotherapy, which was not successful. Ford is survived by his mother Diane, his wife Renata, his daughter Stephanie and his son Doug, brothers Randy and Doug, and sister Kathy.
Rob Ford was “a man who spoke his mind” and brought “deeply-held convictions” to his career as a city councillor and as mayor, said Toronto Mayor John Tory in giving tribute to his predecessor at City Hall on Tuesday. Ford, who had held the Ward 2 Etobicoke North seat on Toronto Council since 2014, was a frequent critic of Tory’s policies and when they briefly ran against one another in the 2014 mayoral race, was a tough debater, according to Tory. “When he and I would engage in debate, he would turn to me when someone else was speaking and say, ‘Buddy, I’m about to knock you out cold,’” Tory told reporters at City Hall, just hours after Ford’s death was announced at Mount Sinai Hospital. “He would then deliver what blow he had, but once that was done he would smile and move on.” Tory was flanked by members of council for the brief news conference, a part of the memorials for Ford at City Hall Tuesday afternoon. In addition to the news conference, flags outside City Hall and other civic buildings were flown at half staff, and a book of condolences was set out in the rotunda. Tory praised Ford for his love of Toronto and its people. “I’ve known Rob Ford for many years,” he said. “He was a man who spoke his man and ran for office because of the deeply-held confictions he had. Rob Ford reached directly to people across the city with a phone call here and a visit there, and I know many people who are touched by his gregarious nature. I’ve been listening to some of the tributes that came immediately after his passing, including my colleagues who saw it was possible to disagree with him and also get along.” Tory said that he visited Ford in hospital two weeks ago, and told him that he and council looked forward to the councillor’s return to City Hall. “As much as there were times when there were lots of disagreement, we wanted him sitting in that seat. We all would have wished him the return to good health...He was above all else a profoundly human guy whose presence in our city will be very much missed.”

Scarborough needs its own safe injection site: health centre CEO MIKE ADLER madler@insidetoronto.com The head of one of Scarborough’s community health centres says the day may come when the area gets a safe injection site of its own. “ T h e re’s d e f i n i t e l y a need in Scarborough,” Jeanie Joaquin, CEO of Scarborough Centre for Healthy Communities, said
this week. The city’s public health board met Monday, when it approved safe injection centres in south Riverdale, Pa rk d a l e, a n d d ow n town near Yonge-Dundas Square. T h e t h re e l o c a t i o n s, announced last week, will still need federal as well as city council approval, but were picked partly because they are already home to the
busiest needle exchange programs in Toronto. City health officials have said they’re concerned about the rising number of overdose deaths across Toronto – there were 206 in 2013 – and say the three nurse-monitored safe injection sites will save lives, because addicts using them won’t have to inject in a hurry or alone. A study found “about half of people who inject drugs
surveyed said they would not travel more than 10 blocks” to use a safe site, and only 28 per cent would go further than one kilometre. That suggests the Riverdale site is too far to go for most people in Scarborough injecting heroin or fentanyl. T h e re a re p l a c e s i n Scarborough, however, where addicts regularly get clean needles and other supplies to reduce the harm
Midland Avenue, and at Warden Woods Community Centre near St. Clair and Warden avenues. The city will have to weigh the outcome of the threesite pilot, including public reaction, before expanding to other sites, Joaquin said. But she said she agrees such a site in Scarborough would make things safer for users and help with the safe disposal of used needles.

As mayor, Ford was behind important policy decisions at City Hall, such as declaring the TTC an essential service, and privatizing waste collection west of Yonge Street, Kelly said.
Public Meeting
HELP PLAN TRANSIT IN YOUR AREA Stouffville Line Metrolinx, an agency of the Province of Ontario, is working to transform the way the region moves by building a seamless, convenient and integrated transit network across the Greater Toronto and Hamilton Area (GTHA). Over the next ten years, Metrolinx is embarking on a massive transformation of the existing GO rail system to deliver a whole new rapid transit experience to your community. With frequent two-way, all-day train service 7 days a week, you’ll have more options to get you where you need to go. We want to hear from you. Please join us at the next community meeting for an update on the Stouffville Corridor Program and to discuss the current construction activities happening in your area. Other topics will include future electrification, grade separations and the Agincourt GO Station.
When it came to the city’s labour contracts, he added, “He’s the guy, essentially, who said, ‘We can’t have jobs for life. The taxpayers can’t afford it.’” Ford didn’t flaunt his family’s wealth, and was a good guy to know, said Mike Del Grande, who served as budget chief during Ford’s first three years as mayor. “He rose because the little guy was fed up with how the administration (at city hall) was working.” Ford, as mayor, “wasn’t a numbers man, a detail man,” but was smart enough to surround himself with people who could accomplish his agenda, said Del Grande, now a trustee with the Toronto Catholic District School Board. “He removed the car registration tax, and the city still lived,” said Del Grande, while the city balanced the budget and brought the police budget increase to zero. Detractors would say he wasted money as well as saved it, but a lot of improvements to the city’s financial health were accomplished on Ford’s watch, recalled Del Grande, who eventually resigned from his budgeting role. “The drug thing was a shock to
everyone,” he added, but said Ford – throw whatever names you want at him – was never afraid to stand alone when voting at council. “He was fearless when it came to acting on this stuff,” Del Grande said. “He still came out on top. He was his own man.” Michelle Holland, who also served on Ford’s executive until resigning in 2012, called him a true champion for the city. He was “unrelenting in his viewpoints,” even when compromising would have been better, Holland said, but added “that strength allowed for some changes at city hall,” and savings were found for taxpayers as a result. “Rob Ford held a vision; I think that’s what appealed to people. He made promises and he kept them,” she added. “It’s a blow, certainly, to the residents of Toronto,” said Michael Thompson, another Scarborough councillor who was on Ford’s executive, but by 2014 called for the mayor to resign. “He had flaws, but in the end he was a good guy, and I’m really saddened by his passing.”

Mayor Tory praises Trudeau budget for support of transit
The site is wheelchair-accessible. Translators will be available.
Mayor John Tory sang the praises of Prime Minister Justin Trudeau’s first federal budget — specifically for funding promised for public transit infrastructure that will be distributed based on ridership, and affordable housing. “Today the federal government released a budget that recognizes cities are the very best investment,” said Tory, following the release of the federal budget on Tuesday afternoon. “They have listened to our issues, they understand our priorities and they are committed to a strong partnership with Canada’s biggest city. This is truly a city’s budget.” Tory was joined by TTC Chair Josh Colle and Housing Advocate Ana Bailao to speak to two areas of investment: a three-year plan to invest $3.4 billion in public transit over three years nation-wide, and to flow some portion of an $11.9 billion infrastructure plan into housing.

While Tory admitted that both of these new expenditures wouldn’t deal with the city’s $2.6 billion 10-year capital plan for public housing repair, or fix the TTC’s $2.7 billion state of good repair backlog, he said both pledges were a good start. He said that because the transit funding is based on ridership, Toronto should see a much larger share. “Toronto is home to some 7.8 per cent of Canada’s population but the TTC carries more than 26 per cent of total transit ridership,” he said. “This new increased share will make a major impact on the TTC’s state of good repair and work for a stronger and more reliable transit system.” Tory estimated that could mean “hundreds of millions” of dollars of new transit funding coming to Toronto. – David Nickle

Nurture Scarborough and we will ‘bloom where we’re planted’ I have a little secret to share. My heart breaks when my six year old tells me one of her classmates is moving away, leaving Scarborough for a newer master-planned commu-
nity in the 905. Moving outward in a caravan became a familiar trend, an exodus, if you will, bleeding and beginning in the late 1980s. The sprawl grew hot. Many
and Providence Villa, shared crush-spotting TTC bus rides, discovered house and bhangra music, stopped for patties, roti or sweet-and-sour chicken – now raise their young families in rapidly developing Pickering, Ajax, Whitby, Markham, and Brampton. Some (this shall be whispered) didn’t feel Scarborough was as safe and ideal anymore; there were too many “seedy” corners, and “questionable” activities were happening. We had a lack of things to do, manufacturing jobs were leaving, yet housing stock was increasingly expensive. Despite the lure of the spacious, more affordable homes in the exurbs, or, conversely, the recent explosion of shoebox downtown condos, I decided to stay in the eastern 416 with my two daughters, committed to the idea of blooming where I’m planted. I recognize the unique
of my lovely childhood friends – kids of different cultures who roamed our glorious green spaces alongside me, who were candy striper volunteers at The Scarborough Hospital

due to shrinking child populations in certain areas. It’s critical our neighbourhoods be balanced between young and elderly, that families want to remain and grow here. The political will from Mayor John Tory is there. Signs that renewal is happening: “infill” condos and townhouses are popping up at major intersections, more non-profit agencies are focussed on settlement, family services, and job searching, a Scarborough Business Association has been created, and the University of Toronto at Scarborough is developing a restaurant app to promote our great entrepreneurs. We need unwavering positivity, a strong will, and we’ll bloom where we’re planted.

potential of diverse Scarborough. While there is always the need to revitalize and improve upon what I know are decent bones, it’s worthwhile for me to be close to public transit, ESL teaching jobs, public schools, community centres, an unparalleled “embarrassment of riches” of delicious and wellpriced foods from proud diasporas, and quiet solitude in nature. Crucial to add that Scarborough north of Hwy. 401 is confirmed as one of the safest police divisions in the GTA. In a huge city, that is priceless. How to attract more young families to our ever-changing, mixed, complex slice of Toronto? An aging community must be replenished. The smacking reality is we have 24 schools in danger of closing

Black Lives Matter brings racial realities to the forefront WILL KOBLENSKY ykg@insidetoronto.com A group of people walked past the Leafs’ game broadcast, filling the back of a North York bar to hear about Canadian racism. The ‘Why Should I Care about the Black Lives Matter movement?’ panel discussion attracted a room of about 50 listeners and offered sobering lessons on racial realities over pints at The Rose & Crown earlier this month. Akio Maroon, an internationally recognized human rights activist, and Etobicoke’s Andray Domise, cohost of Canadaland Commons, were joined by Gordon Cudjoe, a Canadian Association of Black Lawyers board member, to speak about the African Canadian experience. “In Canada we are masters of deception to ourselves, we are masters of lying to ourselves” Domise said. “We don’t want to face up to what’s happening on our side of the border.” Domise spoke about a pattern of persecution through a textbook’s worth of historical facts that rarely find their way into white people’s conversations, he claimed. Between

the 1910 temporary ban on African Americans entering Alberta under the guise of it being too cold, and the 1964 demolition of an entire black Halifax community called Africville, Canada’s history has been chalk full of anti-black oppression, he said. “It’s amazing to me that we will hand out the key to the city to a
Toronto rapper,” Domise said, referring to Drake. “While at the very same time... judges, defence lawyers and prosecutors have used rap lyrics to try and indict black people.” Cudjoe, a criminal defence lawyer, said Canadian law has enshrined the police’s right to harass black people
without provocation. A 2007 Supreme Court decision against two black men, Wendell Clayton and Troy Farmer, where police officers had no apparent reasonable grounds to search the men’s vehicle, has given law enforcement across the country legal precedent to search any black man at any time, he said. Maroon, who on the day of the panel received a Women In Leadership award at Queen’s Park, voiced her condemnation of police stops. “There’s no such thing as a nice or friendly conversation when I’m being stopped and asked for my reason for where I’m going (by police), why I’m where I’m at, and for ID,” she said. “There is no friendly way of singling me out and treating me like garbage, treating me like a criminal.” Though the provincial government banned the practice of carding, many still report being stopped by police without cause, Domise said. The conflict over carding coupled with last summer’s police shooting death of Andrew Loku has sparked new fire into an heated movement. “Whenever an officer shoots some-
one in the United States you know who they are immediately and if they’ve been charged,” Domise said. “The officers who shot Andrew Loku, we should know their names.” The old adage of Canada hosting a rosier racial cohesion than the U.S. holds no weight with the three speakers, each offering personal perspectives on the load they carry. Cudjoe advised whenever you encounter a black person to remind yourself they are a human being and not just a black face. Maroon challenged the audience to dive into uncomfortable conversations. “Reach out to your friends who make the stupid joke,” she said. “The joke is not stupid. It is hurtful, it is harmful, and it perpetuates the type of violence folks have to live with every single day.” Domise argued the solution doesn’t involve white people talking with black people about how aware they are: “When you’re having Thanksgiving dinner and your cousin makes that racist remark and you just roll your eyes because this is the way they are. Guess what? I’m going to have to deal with them at some point.”

After 55 years, drug store employee not looking to retire john lyon LYON AROUND positions of cashier, merchandiser, assistant manager, and manager since his humble beginnings. When asked how he keeps in such good physical condition, the wiry Forbes says he works out regularly. “There was a TTC strike in 1974 and I started to ride my bike to work. I continued to ride to work regularly up until two to three years ago when it got to be too much.” Over the years, Forbes would sometimes cycle between Shoppers stores delivering products in a pinch. “He’s probably the most energetic of all the staff,” says pharmacist Peter Yoo. “He flies up and down those stairs. It’s a wonder he doesn’t hurt himself.” Forbes is very self-effac-
ing, noting he has worked with nothing but fantastic people over the years at all his Shoppers locations. “He doesn’t care about himself, to tell you the truth. Any time you want him he is there for you. He never calls in sick. Even if we call for someone else, he will come by and say, ‘Did you call me?’,” says long-time co-worker Bokan Abdullah. Forbes is still known to clock out at 5 p.m. but work until 8 p.m. some days. He is proud of the fact that the Parkwoods store fared well in nationwide Shoppers Drug Mart contests in the 1970s and ’80s when he managed the store. Probably had something to do with the 80-hour weeks he was pulling at the time. A self-admitted workaholic, he has cut back to a more reasonable 40-hour work week for a man of his...experience.
Since he has been working temporarily at Parkway Mall as the Parkwoods store is being redeveloped, many customers have been asking him when he is coming back to Parkwoods. “That makes me feel good,” he says. Forbes has seen many changes in drug retailing over the years, includ-

Shoppers Drug Mart at Parkway Mall threw a party recently for 55-year employee Gordon Forbes, complete with a gift of a Blue Jays jacket and cap for the almost septuagenarian. Gord is the face of Shoppers Drug Mart in this community. Providing quick, courteous service as a Shoppers employee since 1961 has made him a local institution of sorts. “No, no immediate plans to retire,” says Forbes. No immediate plans to retire after 55 years in the drug business, first with Koffler Drugs at Bayview and York Mills, and since 1972 at Parkwoods Village Plaza. He hopes to work five more years. Starting in 1961 at the age of 14 as a “pop boy” making a whopping 60 cents per hour, he was paid in cash every night. He would sweep up, put out the garbage, and put away the paper and tobacco orders. He has held the

Veteran MPP Balkissoon steps down >>>from page 1 legislature. Balkissoon was first elected in a byelection, winning the riding convincingly in 2005 after Alvin Curling retired. In 2014, the Trinidad-born Balkissoon got 39 per cent of the vote and beat both
New Democratic contender Neethan Shan and Progressive Conservative candidate Raymond Cho, also a local city councillor. The coming byelection is likely the last contest for Scarborough-Rouge River, which will be reorganized to
match federal ridings. The Scarborough-Rouge River constituency office will remain open, handling day-to-day requests, until the byelection is called. For more on this story, visit us at www.scarboroughmirror.com

Why does it take two years to fix heat? When four storeys of exterior brick fell off one side of 3171 Eglinton Ave. E. last April, the city briefly cared. No one seems to mind much, however, that tenants of the Toronto Community Housing ( TCHC) midrise and its twin, 3181 Eglinton E., suffered through at least two years with little or no heat or hot water. The city’s public housing authority took that long to realize all four boilers the buildings share were installed incorrectly, and to get parts necessary to fix the problem. While the TCHC was figuring this out, living with intermittent heat and cold water became normal. Seniors, children and others in the buildings adapted as best they could. They showered at friends’ homes, and heated water in portable stoves and kettles. Meanwhile, they continued paying rent to the City of Toronto, the landlord that should have met their basic needs. “We are tenants here, not prisoners,” Saira Aziz, who
mike adler edges of toronto lives in 3181, said this week. “We are not living in a jungle, we are human beings.” Last week, Aziz and other tenants opened their apartments to visitors, including a reporter. The next day, TCHC said the parts will arrive this Wednesday. Meanwhile, a management company executive, admitting to “issues on and off” with heat and hot water, said three of four boilers were up and running already. Funny, then, that Aziz on Monday said nothing changed. “I don’t have any heat,” she said, and as for water, her son showers at 5 a.m., and by 7 a.m. the hot water’s gone. Oddly, TCHC says it only got three complaints about the heat in the first two months of this year. You’d think there’d be more. Perhaps tenants stopped complaining after the first cold winter. Maybe complaints were, you know, lost.
When people complain, said Amandeep Gill, another tenant of 3181, they’re told, “You’re the only one who calls for this reason.” I’d been to this corner of Scarborough Village before, in 2011, when advocacy group Toronto ACORN protested “slum-like conditions” at 3171 by bringing reporters there. “There’s a general disrespect toward residents with low incomes,” Joy Robertson, the leader of Scarborough Residents Unite, said last week. Many TCHC buildings are falling apart and it’s hard to keep them going on the authority’s meager repair budget. The city knows that; we know that, too. But the snail’s pace of investigation, suspect recording of complaints, and deep disinterest allowing people at 3171 and 3181 Eglinton to go without necessities for so long; those things cannot continue.

More government funding sought in bedbug battle JUSTIN SKINNER jskinner@insidetoronto.com After years of relentless torment, one former downtown Toronto resident is calling on all levels of government to step up their efforts in fighting the ongoing bedbug crisis. The woman, who asked to be referred to only by her first name, Kathleen, first came into contact with the bugs
while volunteering in a community centre in Regent Park six years ago. What ensued was a living hell that led her to move to Etobicoke to get away from the insects and eventually saw her move out of Toronto altogether. “It’s more than just bugs – after a little while, the trauma kicks in,” she said. Kathleen said her troubles became far more severe when
her landlord found a loophole to evict her after the bedbug problem persisted in her building. From there, she moved “from one infested building to the next” before finally winding up in a women’s shelter. “I had to throw away everything I owned several times, I lost my job because I couldn’t work, I wound up with (posttraumatic stress disorder,)” she said. “It’s relentless – you
literally feel them crawling all over you, and you wind up with blood and fecal traces all over your mattress.” Kathleen said she is hoping all three levels of government will step up and provide funding for scientific research to find permanent solutions to the bedbug problem. Treating the problem using current pest control methods is a mere Band-Aid, with the bugs often
returning before long. She noted an information campaign to let people know about the problem should be another top priority. To r o n t o Co m m u n i t y Housing resident and tenant representative Daniel Snihur, who has also felt the bite of bedbugs, joined Kathleen and fellow activist Eliza, who was dressed as a bedbug, at a protest outside Toronto City
Hall last Friday. He said he has spent entire nights awake looking out for bedbugs in hopes of getting rid of them or preventing them from biting his son. The activists said they are hoping their pleas reach government ears and force action. They have started an online petition to garner support at www.change.org/p/e-lisetoronto-bedbug-crisis

Seedy Saturday coming to Blessed Cardinal Newman If you have no garden at all, Scarborough’s Seedy Saturday is still a place where you can learn how to grow your own food. The annual gardening and green fair, returning April 2 to Blessed Cardinal Newman High School, is a place for both experts and beginners. At one workshop, Keith D’Silva will teach you how to grow fresh salad greens indoors, all year round. “Sometimes the best ideas
are simple ideas,” said D’Silva, a researcher for AccessAlliance, a community health centre with a neighbourhood hub on Danforth Avenue. People in Scarborough have a strong need to grow their own food, but many don’t have much space, money or time, he said. D’Silva follows the methods of a Vermont author Peter Burke, who started planting each day and harvesting indoor vegetables before they
grow to full maturity. “It only requires a few minutes each day,” D’Silva said, adding people can buy some supplies needed at a dollar store. Other seminars at this Seedy Saturday, from 11 a.m. to 4 p.m. at the school on Brimley Road, south of Kingston Road, include advice on how to plant seeds. Cyclists can bring their bikes for a workshop on gear and brake maintenance.
The fair continues with the traditional free exchange of seeds, but also hosts heirloom and organic seed vendors, as well as organizations for nature, park, plant and garden lovers. There will be children’s activity tables organized by Dr. Norman Bethune College and St. Agatha’s Catholic School. Learn more at scarboroughseedysaturday@gmail.com or www.facebook.com/SSSGFair
