Police believe it will take at least a couple of more days to identify the torso that was found in a suitcase in Lake Ontario near Bluffers Park Wednesday. A postmortem examination began at 1 p.m. yesterday. Police were called to Bluffers Park at the foot of Brimley Road at 11:21 a.m. Wednesday after a man and a woman on jet skis found the suitcase about two-and-a-half kilometres from shore. The boaters towed the suitcase to shore where the coroner determined it contained a badly decomposed human torso. Michelle Mears of Bluffers Park Marina said the two boaters used the public boat launches at the park and aren’t marina members. Toronto Police spokesperson Const. Wendy Drummond said investigators are awaiting autopsy results. She said police won’t know for a couple of days whether the torso is related to an existing ongoing investigation. Scarborough resident Guang Hua Liu, a 41-year-old single mother of three, was last seen by friends Aug. 10. Her foot, head and hands were found near Hewick Meadows Park in Mississauga; more of her remains were discovered along a section of Highland Creek in Scarborough. A former boyfriend was arrested in Liu’s murder. Police had said some of Liu’s remains had not been found. Drummond wouldn’t speculate on the identity of the torso.

Two teens face mischief charges after area bus shelters vandalized Two 17-year-old males from Pickering face 47 mischief-related charges after a total of 34 bus shelters were damaged in Ajax, Pickering and Scarborough over the Labour Day long weekend. Police said the shelters sustained damage to their tempered glass panes between Friday evening and early Tuesday morning. Fifteen

shelters were damaged in Durham Region and 19 were damaged in Scarborough. The teens were also charged in connection with 13 incidents of vehicle damage that took place Aug. 13 and 14. Court case adds confusion to shark fin ban Toronto’s ban officially took effect at start of month MIKE ADLER madler@insidetoronto.com The City of Toronto’s shark fin ban went into effect Saturday, but a legal challenge may make it difficult to charge restaurateurs serving the fins before a court decision this fall. A group called FARGA (Fair and Responsible Government Alliance) says it filed an appeal of the ban on July 26, “on the basis that the city exceeded its authority in passing such a bylaw,” which will be heard Nov. 5 in a downtown courtroom. The bylaw banning sale and possession of the fins was passed last October but came into effect Sept. 1 to allow stocks of fins to be used. Though the city has not agreed to hold off enforcement, Glenn De Baeremaeker, a Scarborough councillor who pushed for the ban, said he did not think it will happen until after the challenge is resolved. He is angry with FARGA members for what he considers a last-minute gambit. “I think they’re just motivated by money,” he said this week. In its submission, FARGA introduced four applicants it said are members of Toronto’s Chinese community and “consumers and suppliers of shark in soup and shark fin food products,” including Hughes Eng, 86, who “is personally affected by the ban on shark fin products because he can no longer lawfully eat shark fin soup.” Barbara Chiu, a former executive director of the Toronto Chinese Business Association, said she “has

personally received racist emails critical of the Chinese community of Toronto’s cultural tradition of consuming shark fin soup,” while Peter Tam, manager of a family business which counts on imports of shark fins for 20 per cent of its revenue and has “been forced to relocated the part of the business that sells shark fins outside the City of Toronto at a significant cost.” The fourth applicant, Jacky Ma, manages a restaurant, Crown Prince Fine Dining, which expects to lose part of its banquet and wedding business, “as shark fin soup constitutes an important part of these events.” Ma said his inability to serve the soup “will cause many potential customers to choose a restaurant in the neighbouring municipalities where shark fin products are not banned.” Love of shark fin soup and the practice of finning – cutting off shark fins caught in nets and leaving the sharks to die – has been blamed for dramatic declines in numbers of sharks around the world, and there are resulting fears species of the important ocean predator could be driven to extinction. But FARGA argues shark protection is not a valid municipal activity. “There is no shark fishing in Toronto, or even in Ontario,” its application says, arguing eating or possessing shark fin in Toronto is not a threat to anyone here. The city didn’t have the power to ban the fins, as the federal government could, and the bylaw

singles out a food enjoyed by a particular ethnic community, and so “has unfairly stereotyped the Toronto Chinese community as being uniquely cruel to animals,” the group says. The city’s Municipal Licensing and Standards department says the bylaw “is currently enforced on a complaint basis,” which means the city “is in a position to accept complaints, and if complaints are received, an investigation will follow,” said Bruce Hawkins, a spokesperson for the department. Asked if charges – which can bring escalating fines of $5,000 on a first offence to $100,000 for a third – could be laid before the court issues a decision, Hawkins said issuance

of a summons is at the discretion of an investigating officer. There are signs that restaurateurs believe a complaint would not be worth the risk. A t C a s a Im p e r i a l o n t h e Scarborough side of Steeles Avenue this week, shark fin has been replaced in the restaurant’s delux dinners ($268 for two, $458 for four) by braised swallow’s nest soup with fresh crab meat. Copies of a flyer from the Toronto CBA arguing against the bylaw, “An Unfair and Irresponsible Act,” were available by the front door. In the second-floor food court of Pacific Mall, just across Steeles in Markham, however, diners could get shark fins prepared nine different

ways at Shark’s Fin City, which displayed a set of shark fins and a jaw in a glass case behind the counter. The shark items range in price from shark fin stewed with egg for $5.50 to shark fin with mushroom and sea cucumber for $21.99. “I think the restaurant owners should be ashamed of themselves because they’re contributing to wiping” out shark species, De Baeremaeker said. He said he doesn’t blame diners in restaurants for wanting to try shark fin – since most people don’t know how drastically sharks have declined – but said those serving the fins must “know what they’re doing is not sustainable.” De Baeremaeker said members of the public are increasingly saying no to shark fins at banquets, and the practice of serving them, “is going to end, just like the trade in ivory was ended,” he said. “If you take off one menu item, nobody’s going to go out of business.” Finning has been banned in Canada since 1994 and the federal Department of Fisheries and Oceans says the country’s relatively small commercial fisheries for spiny dogfish and porbeagle sharks are “wellmanaged and sustainable.” North York Councillor David Shiner, who voted against the bylaw, agreed yesterday protecting sharks was not within the jurisdiction of city councillors. Though he said he believes shark finning is wrong, people importing fins into Canada are not doing anything illegal, he said. The bylaw was “a bunch of political stunts by some of my colleagues,” Shiner added, referencing the moment De Baeremaeker guided a floating toy shark through the Toronto Council chambers before a debate.

Police seeking info on pair of jewelry store robbery suspects

Police are seeking help from the public in identifying this man who is considered a person of interest in an investigation into a jewelry store robbery in the Kennedy Road and Sheppard Avenue area in May.

Police have released security camera images in the hopes of solving a Scarborough jewelry store robbery. Police said two masked men, one armed with a hammer, walked into the store near Sheppard Avenue and Kennedy Road and smashed several display cases at 10:45 a.m. on May 4. The men obtained several trays of assorted jewelry. The robbers are described as 5’7” to 5’9” tall and weighting between150 to 170 pounds. One had a hammer with a wooden handle and wore a dark blue hooded jacket, a black baseball cap with a

light brim and blue jeans. The other was carrying a black backpack and wore blue jeans, a black baseball cap and a blue jacket with white leather sleeves and a logo on the left side. Prior to the robbery, a man wearing a similar jacket was in a nearby coffee shop. Police are classifying the man as a person of interest and have released security camera images of him. Police are looking for a man after a 38-year-old woman was sexually assaulted in Scarborough Saturday. Police said the woman was walking on a pathway from Mornelle Court to Military Trail when a man approached her quietly from behind, sexually assaulted her and fled around 8:10 p.m. The suspect is East Indian, about 25 years old, 5’7” tall with dark brown hair and a thin build. He wore a white shirt and black pants. Anyone with information is asked to call Det. Const. Stepanenko at 416-808-4370.

Overcoming the stigma of social housing T

he perception that Toronto Community Housing Corporation (TCHC) properties breed crime is one that newly hired president and CEO Eugene Jones is trying to overcome. “Crime comes to social housing,” said Jones when he toured an apartment building near Jane Street and Finch Avenue with Mayor Rob Ford earlier this summer. “Social housing doesn’t cause crime.” He added their goal was to do what they can to deter criminal our view activity from coming on their Partnerships property. Credit should be given where create safer it’s due. The Scarborough Mirror communities has featured recent events in TCHC neighbourhoods, demonstrating the positive work by the social housing company to help create a safer environment for residents. A couple of weeks ago, TCHC in partnership with Maple Leaf Sports and Entertainment’s Team Up Foundation, launched the KickStart program at Downsview Park designed to teach soccer skills to kids aged six to 12, while also providing them with valuable self-esteem, fair play and leadership lessons. Participating youth from neighbourhoods such as Mabelle in Etobicoke, Lawrence Heights in North York, and Kingston-Galloway, all got the opportunity to experience something new – and positive. As Jones noted, it allowed the children to look up to new role models and make new friends. In the city’s west end, residents living in two TCHC buildings in the Dundas Street West and Scarlett Road area will be celebrating the two-year anniversary of their tenant food-sharing program this Wednesday. That initiative came about through the hard work and perseverance of a group of resident volunteers in partnership with the Daily Bread Food Bank and Four Villages Community Health Centre. In both cases, TCHC residents weren’t able to work in isolation to improve their own living conditions. Partnerships were integral in slowly helping overcome the stigma of TCHC communities as unsafe. But there’s still work that needs to be done, highlighted most recently by the violent incident that took place at a TCHC site on Danzig Street in July. In the wake of that gun violence, which killed two people and wounded 23 others, Ann-Marie Moulton, outreach co-ordinator for Progress Church that serves the Kingston-Galloway neighbourhood said, “If you’re in a community where you’ve never talked to your neighbours, you are a problem.” Toronto Community News is a division of Metroland Media Group Ltd. Scarborough native Orlando Franklin will put it all on the line this Sunday night as he returns to his familiar job – as right offensive tackle for the Denver Broncos. And at least one media prognosticator has put some lofty expectations on the former Scarborough high school student who also played eight years for the Scarborough-based Toronto Thunder football squad, by including him on his 2012 ‘breakout’ list. team’s offensive snaps. Franklin credits the support of his no-nonsense mom and his participation in football for helping him rise above a tough childhood that saw stints in a homeless shelter, foster

homes and even some minor run-ins with the law as a young teenager. He split a couple of years of high school between the now closed Timothy Eaton Business and Technical Institute and Sir

Franklin’s mentor – volunteer coach Roberto “Bubba” Allen – eventually finished runner-up out of the hundreds of entries, earning the Scarborough organization $2,000 for equipment. Earlier this year in the off-season, Franklin was at St. Patrick’s Catholic Secondary School in east Toronto, and provided this little snapshot of the difference between college ball and the NFL. “It’s a lot faster. In college I was able to bully people. I was able to muscle a lot of people. But in the NFL, everybody’s big, everybody’s strong and on top of that these guys are grown men with families so that’s their way of income so they’re not going to let you bully them like in college.” Another difference, he added, is that “every play in the NFL, it really counts compared to college. In college, you got players that take off plays all the time but in the NFL that’s not the case.” Denver opens the season at home against the Pittsburgh Steelers Sunday night, 8:20 p.m. (eastern standard time).

Scarborough duo play key role for men’s wheelchair hoops team NORM NELSON nnelson@insidetoronto.com The Canadian men’s wheelchair basketball team were right where they wanted to be last night – in a position to advance to the London 2012 Paralympic Games gold medal game. And a couple of Scarborough natives, who are both longtime members of Variety Village in Scarborough, have played key roles. Abdi Dini and Adam Lancia (who just recently moved to Nova Scotia from Scarborough) are both veterans – Dini, 31, in his second Paralympic Games and Lancia, 32, his third. Canada was set to play Great Britain Thursday night in one semifinal while the other had the United States taking on Australia. The medal games (bronze and gold) are slated for Saturday. Both athletes spoke to The Mirror prior to heading to London. Lancia said, “we all feel a certain amount of pressure to perform.” Heading into last night’s game, Canada has certainly performed – like a steamroller – winning its quarterfinal game on Wednesday 77-51 over Spain. Dini was a workhorse, logging the most minutes of any Canadian, at just over half an hour, and scoring four points. And Canada rolled through its preliminary round with wins, in order, over Japan (68-53),

Great Britain (70-54), Poland (83-65), Germany (73-66) and Columbia (68-42). Both Scarborough natives have played significant minutes in all the games. Dini has only been under 20 minutes court time in one game (he was just under 18 minutes against Columbia). But there’s no doubt what their ultimate goal is. As Dini related: “We’ve done a lot of preparation since last summer. Our goal, like any other team, is to make it to the gold medal game.” On paper they’ve got a good chance. With the preliminary round win, Team Canada now sports a 4-0 record over Great Britain over four Paralympic Games. But Great Britain, this time around, was slated to have a sold-out crowd at the North Greenwich Arena behind them. Lancia began shooting hoops in 1989 and learned about wheelchair basketball from Archie Allison, an employee at Variety Village. He continued to play wheelchair basketball for Variety Village until he started playing in Europe in 2009. Dini is originally from Somalia, where he was injured by a roadside bomb. Termed in the Paralympic media guide as a quiet leader who leads by example, the Variety Village club member began playing wheelchair basketball in 1996 and joined the senior men’s national team in 2008.

United Way sets fundraising goal JUSTIN SKINNER jskinner@insidetoronto.com United Way Toronto is looking to Torontonians to share more than their time and money this year. The organization, which funds some 200 health and social service agencies across the city, is also asking residents to share their ideas on how to build a stronger Toronto. Members of many of those agencies dropped by Commerce Court yesterday as United Way Toronto unveiled its latest initiative, Imagine a City, at its annual fundraising campaign launch. Imagine a City calls on people to go online and share ideas they feel will strengthen Toronto. United Way Toronto president and CEO Susan McIsaac will blog regularly at www. imagineacity.ca, as will 10 guest bloggers from various service agencies. “It’s an opportunity for everyone in the community to sign up and share their ideas for how to build a better city,” McIsaac said. “One of the things we’ve realized is that people out there have so many great ideas and we want to hear them.” Guest blogger Kadeem Robin of East Metro Youth Services – one of the United Way’s member agencies – will blog about the importance of positive role models for young people. “Not having a role model when I was younger caused me to seek out other people to fill that role,” he said. “I first noticed it when I was young and walking in the snow, back when Toronto got a lot of snow. I realized it was easier

to walk in the footsteps of someone else.” Robin benefited from East Metro Youth Services’ programs and now hopes to let others know of the impact they can have by being a positive role model, or simply by supporting the United Way. While the launch of Imagine a City marked a major part of the United Way’s campaign launch, the organization also unveiled its fundraising target for the coming year. United Way Toronto has set a $116 million target, $1 million more than the amount raised last year. “We know it’s going to be tough, but the agencies we fund really, really need the money,” McIsaac said. “What they’ve told us is that the demand has increased and it’s increasingly difficult to get (outside) funding as well.” McIsaac said agencies that provide youth services and employment services seem to have had a particularly rough go of it over the past year. “Those agencies are under pressure and we want to give them the support they need,” she said. Marg Campbell, executive director of Delisle Youth Services, said United Way funding is vital to her agency’s success. Delisle receives roughly $400,000 annually from the United Way, with the funding allowing them to offer counselling, a group home, a day treatment program, arts programming, mental health support and other services for youth across the city.
