A two-alarm house fire caused heavy damage and some tense moments at a Scarborough bungalow yesterday morning. Karen Elliott was walking her son’s dog Niko when she saw flames coming from the main front window of the home, at 20 Tyne Court near Danforth and Brimley roads, around 10:40 a.m. A Good Samaritan was held back from entering the

home because the fire was too intense. “Somebody was trying to get into the house and other people were saying ‘No, don’t go in’ because you could see the smoke coming out,” Elliott said. “Everybody was trying to help. People were running... trying to do something, looking around, just trying to see what they could do.” District Chief Stephan Powell of Toronto Fire Services said the >>>FOURTEEN, page 13

Youth jobs, safety among new MPP’s priorities Mitzie Hunter keeps Scarborough-Guildwood seat for Liberals in provincial byelection MIKE ADLER madler@insidetoronto.com Mitzie Hunter, the new Liberal MPP for Scarborough-Guildwood, says she’s determined to strengthen the community she was elected to represent. “I’ve always worked hard to build strong communities and now I will continue that journey as your MPP for Scarborough-Guildwood,” she said Thursday night to a standing room-only crowd at the Rembrandt Banquet Halls on Progress Avenue after being declared the winner of the byelection. Hunter said her priorities in office will be those residents of the riding share, including creating jobs for youth, community safety, seniors, healthcare and expanding the Scarborough subway – a point that elicited the most cheers from the crowd. She thanked her volunteers, the other candidates and her parents, “for raising me to believe in myself and knowing I can do anything I put my mind to.” Her win maintained her party’s dominance in Scarborough, where all seats have been Liberal red for a decade, by fending off a strong challenge by Progressive Conservative Ken Kirupa, a realtor, and New Democrat Adam Giambrone, a former Toronto councillor who finished third. Unofficial results for all polls show

Mitzie Hunter, left, celebrates her Scarborough-Guildwood provincial byelection win Thursday night with Premier Kathleen Wynne.

Hunter received 35.8 per cent of the vote, Kirupa was at 30.8 per cent and Giambrone had 28.4 per cent. Green candidate Nick Leeson was a distant fourth with 2.2 per cent, while six additional candidates in the riding split another 2.9 per cent. Hunter was on leave from her post as CEO of the Greater Toronto CivicAction Alliance, an advocacy group dealing with regional issues, including public transit.

During the campaign, she said being an MPP was another chance to work on improving things she cares about. “I’m stepping into this with a tremendous sense of purpose,” she said. “I’m doing this for the long run, so I can see some results.” Hunter was previously a vice president of Goodwill Industries of Toronto and for four years was CAO of Toronto Community Housing Corporation. Though she isn’t a resident now,

her campaign portrayed her as someone whose Scarborough roots were deep, as well as being a “transit champion” and community builder. Hunter attended Winston Churchill Collegiate and the University of Toronto Scarborough before starting her first business, a marketing and communications company, while living in Scarborough. She had said she would move to the riding if victorious in the byelection.

In a twist, Civic Action Chairperson John Tory, who publicly praised Hunter after her nomination as “just the kind of person we need offering herself for election,” is also the former Ontario PC party leader, and canvassed the riding on Kirupa’s behalf in the later stages of the campaign. As the night wound down at Kirupa’s campaign office on Kingston Road, the PC candidate admitted he was saddened by the results, saying he hoped voter turnout would be higher. “I don’t know how people still vote for Liberals after all these scandals, after all this money wasted,” Kirupa said. “I hope they will make the right decision next time.” Though he had been to Hunter’s victory celebration to congratulate her, Kirupa said he wasn’t going to give up his fight for accountability at Queen’s Park and to bring subways to Scarborough. The party in ScarboroughGuildwood had increased its share of the vote – Margarett Best, the Liberal MPP Hunter replaced, received 50 per cent in 2011 – and the next general election and a Tory win in the riding could come soon, Kirupa said. “We can do it, but we just have to do it a little bit differently.”

Scarborough’s Kelly named new deputy mayor, will replace Holyday DAVID NICKLE dnickle@insidetoronto.com Scarborough-Agincourt Councillor Norm Kelly is Toronto’s new deputy mayor – a position that will become official as soon as Etobicoke Centre Councillor Doug Holyday either resigns, or the provincial government makes his election as MPP

for Etobicoke-Lakeshore official. Kelly, 71, spoke with reporters Friday afternoon to make Mayor Rob Ford’s job offer official. “Ladies and gentlemen of the fourth estate, the Mayor has invited me to be the Deputy Mayor of the City of Toronto and I’ve accepted the invitation to serve the resi-

dents of the City of Toronto, the City I love, in this new capacity,” said Kelly before taking questions. Kelly said the new job as Mayor Ford’s wingman will mean he’ll likely resign as chair of the city’s Government Management Committee. He wouldn’t speculate on how his new role would evolve. “I haven’t sat down with

the mayor and discussed how our relationship would be carried out in the next year and a half,” he said. “Until that happens, anything I say would be speculative.” The role of deputy mayor has altered significantly depending on the mayor himself, Kelly acknowledged. Under Mayor Mel Lastman, former councillor Case Ootes

played a prominent role, often acting as spokesperson for both the mayor and the city and taking the lead in labour negotiations. Under David Miller, former councillor Joe Pantalone played a diminished role. But Holyday has been a key member of Ford’s administration, carrying out difficult negotiations with the city’s

unionized employees, and stepping up on behalf of the mayor as legal challenges and scandal overwhelmed the administration. Kelly said as deputy mayor, he would commit to supporting the core of Ford’s mandate and agenda.

Sustainability rooted in city I

t’s a city tradition, rooted in agricultural beginnings, and it’s just around the corner. Starting Aug. 16 and running through Sept. 2, the Canadian National Exhibition takes over the lakefront at Exhibition Place. An annual event, it’s one that typically marks the end of the summer. Hard to believe it’s almost that time of year again. As issues of sustainability gain an increasing foothold in the public consciousness, it’s important large-scale events – including ones like the Ex, which generates $60 million in economic activity for Toronto – take a leadership role to reflect this change. The Ex proudly boasts the title of “greenest fair in North America.” According to event organizers, for the past three consecutive fairs, the CNE has been awarded Eco Logo certificaour view tion – the first large-scale event in North America to achieve this Agricultural designation. Much has changed since the opportunities fair began in 1879. Today its agricultural elements – which this abound year includes interactive features such as magic show Agri-Magic and farm tour AgVenture – are part of a much larger array of offerings. But while the range of features to the nearly 1.4 million expected to attend the fair has increased, its agricultural roots remain. But in the city, it’s not just events like the Ex where one can experience agriculture. Here in Toronto, it’s heartening to see a number of positive sustainability initiatives emerge around urban farming. There’s the Toronto Urban Farm, located at Jane Street and Steeles Avenue at Black Creek Pioneer Village, which opened last year. It’s a partnership between the city and the Toronto and Region Conservation Authority that teaches youth and the community about urban organic farming. There’s the residential fruit-picking program Not Far From the Tree, which partners volunteer pickers with property owners who have trees ready for harvest. The yield is split between the property owner, the volunteers and a local social service agency. Tips on how to start a community garden are available on the city website. On a small scale, there are plenty of ways to improve your community through sustainability. Whether it’s by joining a community group in your neighbourhood or lending your time and expertise to a community garden, the opportunities are there.

We’re now into Daylight Losing Time

W

ell, I hate to be the bearer of bad tidings folks, but it’s now official: the days are getting shorter. Not the 24-hour days. They’re still 24 hours, last I checked. Not to worry. I was referring to the day’s part of days. The sunlight part. Sadly, they’re dwindling as we speak. Sorry to have to be the one to break it to you, but it’s better you heard it from me than a stranger. Not that daylight losing time should come as a surprise to anybody. The same thing happens every year at this time. You can set your watch to it. (Actually you set your watch to daylight saving time not daylight losing time but you know what I mean.) The point is: if we know the days always begin getting shorter at the very same time year after year, why does the transition always sneak up on us?

jamie wayne BUT SERIOUSLY That’s a good question and one I’ve given a lot of thought lately and I believe I’ve come up with at least three contributing factors. The first is that the fading sunlight happens so gradually in its initial stages that it is barely perceptible to the naked eye. It’s such a subtle transformation that you feel it before you actually visibly process it. So you know is you feel differently, but you don’t know why exactly. The second is that with the growing fascination and dependency on technological devices in our daily lives, each year we tend to get more and more out of touch with the natural things around us. The third and the biggest factor, for my money, is the impact of global warming. Due to the balmier and

balmier weather, which seems to start earlier and earlier every year we’re all getting sucked into thinking it’s going be endlessly sunny all the time. Which brings us to the matter at hand. Though I too am well aware that fading sunlight is an inevitable occurrence as we inch our way toward the fall, it’s always a struggle for me to accept. That’s because, for me, sunlight and summer go hand in hand. And sunlight first thing on a summer morning sets the tone for the whole day. The earlier it’s out, the better, I say. Ditto for sunlight at the end of a summer day. The later it lasts the better, too. I get the same jolt from the joy of light still visible on the way home each day that I do on the way out first thing in the morning. The only difference is that in the morning sunlight energizes me and the eve-

ning it revitalizes me. So what’s a fella to do as we move farther and farther away from sunlight when we wake up and sunlight when we go home and closer and closer to darkness when we wake up and darkness when we go home? Don’t sweat the same stuff, that’s what. Just keep taking things one step at a time, mindful that things will work out just like they always do. That’s because no matter how bleak things may look now, as sure as summer turns to fall, fall will turn to winter, winter will turn to spring and spring back to summer. In short, before you know it, once again, you’ll be able to see the sunlight at the end of the tunnel. Jamie Wayne is a lifelong columnist, who takes writing very seriously. The topics? Not so much. the mirror takes a closer look at the city’s driveway bylaw

our exclusive look

Bylaw battle frustrates resident

City tells Empringham Drive man his driveway is illegal, must be changed ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com

I

t was a call that Frank Watson now regrets. The Scarborough resident phoned the city in July 2011 to request improvements to the curb appeal of his property. He believed a snowplow had hit and damaged the cut curb and retaining wall at the end of his driveway. In addition, a portion of the pavement at the end of his driveway was cracked. That piece of land is also city property. He wanted the city to repair the damage. The call two years ago triggered a dispute between the city and Watson over the illegal driveway he didn’t know he had. Watson said the city initially told him the damage would be fixed within a few years. He called the city again in 2012 and then earlier this year when he was told someone would make the repairs within a week. Instead of repairs, Watson received a Notice of Violation. It turned out a curb cut made at the end of his property in the 1980s contravened a city bylaw. The cut in the curb helped make way for a two-car driveway at his single-car garage home on Empringham Drive. Watson, who bought the house in 2008, was told the city would replace the damaged depressed curb with a regular curb at no cost to him. He was also told he would have to place a patch of grass behind the new curb, an area that is now a part of his driveway. A city worker had spray painted the word ‘grass’ on the area where the grass should be placed. But on July 19 “grass” was replaced with the word sod, and sod was also spray painted on a portion of the driveway next door. Watson said he feels singled out. He said bylaws should be enforced equally “to the tens of thousands of quote unquote ‘illegal driveways’” in the city. “If they are applied to them, then I will go along with it.” Since June, Watson has talking with city officials and local politicians in an attempt to resolve the

issue. Watson described the dispute as an “extreme aggravation” that has taken up much of his time. He said he wants the city to just smooth down the damaged cut curb, repair the damaged retaining wall and fix the crumpled pavement at the end of his driveway. notice from city “If they don’t want to fix it, don’t do anything, just leave everything as is, and I’ll be happy.” But that likely won’t happen. John Pursley, supervisor of right-of-way management, said the curb will be restored to its original configuration and sod will be placed up to 18 inches behind the new curb. He said the property owner will not be charged for the work. “We were invited to the property, we took a look, the curb is damaged, and that’s the way it will be repaired,” Pursley said. “It will be fixed so therefore it’s in compliance.” On July 27, Watson received a notice from the city stating construction will begin July 29. It never did. Watson is the fourth owner of the property, which was built in 1986. Watson said a previous owner widened the driveway in 1987 with permission from the thenCity of Scarborough. “This property was grandparented, which means that it does not have to be changed at all,” he said. Ward 42 Councillor Raymond Cho (Scarborough Rouge River) said he wants to come up with a solution that would satisfy both Watson and the city. “If you look at it from one angle, it’s a very simple matter that there’s a bylaw and the city staff have to act on the bylaw,” he said. “But we all have to look at what’s the human side of the whole thing, and that’s equally important, maybe more important.” Watson wonders why the city is wasting its resources on what he calls a frivolous case, noting

his property, as is, isn’t harming “any person in existence on this planet.” He said he’s adamant about the

issue because “if the powers that be can walk over you on a little item like this, it’s going to keep multiplying geometrically until

you have no rights left.”
