EMPOWERING LOCAL YOUTH TO SUCCEED Mission: to inspire and empower positive change in the lives of young people through jobs, education, and stewardship. Vision: to improve economic and social vitality while increasing pathways out of poverty. Heart of Oregon is a Central Oregon non-profit engaging local opportunity youth, ages 16-24. We are powerfully engaging a generation of young people to believe in themselves and achieve self-sufficiency.

A YEAR LIKE NO OTHER We are all very familiar with the trials of 2020. At Heart of Oregon Corps, we underwent program closures and delays, funding disruption, and a constantly changing landscape of rules and recommendations. We also dug in, reinforced partnerships, and flexed our innovation muscles. A few ways we pivoted and persevered this year: • YouthBuild converted to an all-online education platform within three weeks of closure last spring, and 32 young people achieved their GED/HS diplomas. • We created a 25-page COVID-19 Protocol with input from a risk-management consultant. This living document informs all operational safety procedures such as COVID-19 specific Personal Protective Equipment (PPE), physical distancing and transportation guidelines, daily health screens, and reduced crew sizes. • We formed a Review and Response team that meets regularly to keep up with regulations and recommendations. • HOC received Payroll Protection Program (PPP) federal funding, which enabled us to curtail interruptions to the wages and stipends our youth and staff rely on while programs were suspended. • When already-committed state funding was withdrawn, we launched an urgent fundraising appeal that raised more than $30,000 in a week to support our COYCC summer program. • In response to George Floyd’s murder, HOC formed staff-led and board-led dialogue circles and is preparing for a Diversity, Equity, and Inclusion organizational assessment. While we served fewer young people than in a typical year due to program closures, cancellations, and modified crew size after reopening, we have continued to make the health and well-being of our youth, staff, and community our top priority. HOC has not had any documented COVID-19 workplace spread and is working hard to keep it that way. We enter 2021 grateful to our youth, partners, and staff who have dedicated themselves to our mission, and we are determined to continue navigating this time in order to be here for Central Oregon young people for generations to come. USING DATA TO EMPOWER YOUTH Data Driven Impact, HOC’s three-year data initiative, is now in its third and final year. The initiative has three main phases: 1. Design a regionally aligned system blueprint; 2. Develop system infrastructure and train users; 3. Launch and sustain systems to improve service and demonstrate impact. As of October 1, 2020, HOC fully launched all organization-wide forms and metrics tracking. Q: So, why is this exciting? A: For the first time, there is a unifying set of metrics to track HOC’s impact as a whole. That means we are better able to show how we meet our mission, and where we can improve. Ultimately, this enables us to better serve our young people because we are able to report data and analyze it in ways we previously couldn’t, like to increase equity in the organization. Q: Will youth notice any changes? A: One immediate result we are excited to share with our young people is the creation of an internal set of certificates that youth can earn during their time in program upon completion of tasks related to leadership, post-secondary education, and careers or hours spent on a job site. When youth hit a milestone, they earn a certificate and are celebrated by staff and their peers. These achievements can also be shared with future employers, creating an additional tool for success as our young people exit our programs. 2020 Annual Report • 5

OUR YOUTH: JUAN CARLOS After a rough start with Heart of Oregon Corps last year, Juan Carlos has re-enrolled and now has very strong attendance, great relationships with crew leaders, and is growing as a corpsmember every day. He shows responsibility by doing his part and he keeps trying. He is always willing to help others out when needed, uplifting the group he works with and bringing them together. “I am just so glad that I completed my term. YOUTHBUILD: ABOUT THE PROGRAM Transform your life and role in society by earning your GED, high school diploma, or college credits; learning job skills; and serving your community through building affordable housing. As a member, you’ll divide your time among classroom, construction sites, and leadership development alongside your cohort—aka, your new best friends.
OUR YOUTH: AUSTIN Austin recently completed HOC’s YouthBuild program, earning his second AmeriCorps education award, and is currently employed in retail. While at HOCYB, Austin earned his NCCER certificate in construction, OSHA 10 certificate, and completed his high school diploma during this challenging year. Austin lives out HOC’s community values and his willingness to help out his peers is inspiring.

MADRAS THRIFT STORE: ABOUT THE PROGRAM If you’re a Jefferson County student living with a disability and you would like to gain retail and customer service skills along with countless other workplace soft skills, there’s a place for you at the Thrift Store in Madras. As a participant, you may earn credit in your Youth Transition Program for your time at our store and earn Goal Engagement Incentive bonuses along the way based on your individual progress. The skills you’ll learn will prepare you for future employment opportunities, and you’ll have fun at the same time.* The Thrift Store recruits directly from school districts in Jefferson County and serves youth from Madras High, Culver High, Transition Center, Bridges, and Roots. Youth must be an enrolled student and/or in the Youth Transition Program. *The Thrift Store is scheduled to reopen in Spring 2021. Please check our web site or call (541) 633-6874 for updates. OUR YOUTH: DELLA If anyone knows HOC programs, it’s Della— she has participated in 5 of our 6 programs: the Thrift Store, Camp LEAD, AmeriCorps, Stewardship, and COYCC! After progressing through multiple terms and achieving various scholarships, Della has achieved her dream of going to college at COCC. Now Della combines Stewardship with her COCC class schedule as she continues to pursue her goals. Della has a smile that will light up a room, is friendly to everyone, especially new corpsmembers, and is always positive and consistent. Fellow corpsmembers and staff agree that “her actions, accomplishments, and dedication to working through different HOC opportunities have made a difference in others’ lives, and encouraged them to keep doing good work and getting things done.”

COYCC: ABOUT THE PROGRAM CENTRAL OREGON YOUTH CONSERVATION CORPS Calling Central Oregon teens, we have summer jobs for you! Do you love being in the outdoors? Or, perhaps it’s a place you haven’t yet explored? Either way, COYCC is an awesome opportunity for you this summer. You’ll work for eight weeks, Monday-Thursday (hello three-day weekends!!). You’ll earn over $3,000 in wages, make great new friends, work alongside US Forest Service specialists learning hands-on skills, and get to see incredible places in the National Forests. Plus, you can earn a school-to-work high school credit and add work experience to your resume.
OUR YOUTH: KATIE Katie, from La Pine, worked the 2019 and 2020 COYCC summer seasons with the Crescent Ranger District. The crews working in this district work in beautiful landscapes and have some of the best work assignments out of the COYCC crews. They also have the hardest work and hike the longest distances. Katie has demonstrated amazing resilience in her hard work and shown up for her crew not just physically but also as a friend and a leader. Bill Kujawa, who works for the Crescent Ranger District, reports: “Katie is an excellent communicator on paper, in person, on the computer, and over the FS radio. She sounded like a 15-year veteran Wilderness Ranger when she called in and out on the Forest Service radio—incredible job!”

CAMP LEAD: ABOUT THE PROGRAM LEADERSHIP/EMPOWERMENT/ADVOCACY/DEVELOPMENT Camp LEAD is a week-long program for young people who experience disabilities. Campers come out of LEAD with new friends, heightened self-confidence, and real-world skills that translate to future successes. Participants do natural resource work during the day, cook camp meals together, and join in campfire activities in the evenings. Work alongside fellow campers as you make friends, build relationships, and push your limits. All camping gear is provided.
