Following a number of scandals and unsatisfactory performance standards, Home Secretary Theresa May has confirmed that the UK Border Agency will be entirely abolished THERE’S hope on the horizon that UK immigration matters might improve for South Africans, as the Home Office has decided on a major overhaul on immigration law enforcement in the UK. Following a number of scandals and unsatisfactory performance standards, Home Secretary Theresa May has confirmed that the UK Border Agency will be entirely abolished. Its functions are to be handed back to the Home Office to deal with directly, in a crackdown to what May has called a “secretive culture” within the agency. The news comes despite an overall improvement on migration numbers to the UK. In a statement read out in parliament, the Home Secretary announced that the Border Agency had failed in its five-year history to balance the sheets. She cited an overwhelming volume of casework leading to “a historical backlog running into the hundreds of thousands” had been the chief motivation for her decision. ”The number of illegal immigrants removed does not keep up with the number of people who are here illegally,” May said while holding the previous government led by former Prime Minister Tony Blair and later by former Prime Minister Gordon Brown accountable for introducing such

an inefficient government agency. May also attacked the reactionary work culture at the heart of the agency, dealing with acute crises rather than with ongoing caseloads while criticising outdated IT systems to be taken out as the first change to be applied. This wasn’t, however, the first time that the UK Border Agency

suffered setbacks; last year, the Border Force arm of the agency had been separated in a first attempt to improve operations. The Home Secretary also announced that two separate agencies dealing with immigration matters will now be set up in future: one to deal with visa and immigration enquiries and the other focusing

on enforcing breaches of immigration rules. She also revealed that the Home Office would present a new draft bill to parliament in its next session, aimed at simplifying immigration law and its guidelines. Whether or not that will make anything easier for the 200,000 South Africans in the UK remains to be seen.

Pistorius allowed to travel after bail conditions relaxed

Murder-accused athlete Oscar Pistorius has hinted at competing at the World Athletic Championships in Moscow in August after bail conditions relaxed by GRANT MOWATT

OLYMPIC and Paralympic athlete Oscar Pistorius succeeded in having his bail conditions relaxed on Thursday after Judge Bert Bam handed down his ruling at the North Gauteng High Court in Pretoria. The Blade Runner has been granted permission to travel and he must hand his passport to his attorney for safe keeping. If Pistorius wants to travel, he must provide an itinerary to the National Prosecuting Authority (NPA) and return his passport to his attorney. Judge Bam saw no reason that Pistorius should not be allowed to travel if he were to compete in an international competition. The murder-accused athlete was originally released on bail of R1 million and the bail conditions included a ban from his Pretoria home and random drug and alcohol checks from the police. The Blade Runner has hinted at competing at the World Athletic Championships in Moscow in August.

SA scientist granted EUR 1 billion grant to draw digital map of brain

WE WILL TAKE YOU HOME/ONS DOEN DIE GROOT TREK HUIS TOE...

The eyes of the Nobel committee might turn to South Africa in the predictable future, as a neuroscientist from Cape Town receives a grant that would easily equal the GDP of a small country by SERTAN SANDERSON

A record-breaking EUR 1 billion will be paid out over 10 years to South African neuroscientist Henry Markram, who is a resident scientist at the Swiss Federal Institute of Technology in Lausanne. His groundbreaking research into re-creating the intrinsic connections within a human brain digitally by using large supercomputers will effectively map out brain functions and provide insights into many diseases such as Alzheimer’s and Autism. Markram, whose son is afflicted with autism, commented on his ambitious project: “What we are developing is a new foundation, a new instrument that will allow one to look deep into the brain, offering a more systematical approach to any disease.” The research project is expected to take at least ten years to complete and will see at least 200 scientists working under Markram in creating the world’s first digital brain.

Environment minister backs controversial legalisation of rhino horn trade

Advocates of this bill claim it could be a solution to discourage rhino poaching, which saw a record 668 of the animals killed in South Africa last year

by FLAMINIA GIAMBALVO

SOUTH Africa’s environment minister Edna Molewa is backing controversial legislation set to legalise the country’s rhino horn trade. Molewa and other advocates of the bill claim it could be a solution to discourage rhino poaching, which saw a record 668 of the animals killed in South Africa last year. But her stand is likely to be met with fierce opposition from conservationists. Molewa said for the first time in an interview that she believes it “is the right direction” to take and could be the key to saving South Africa’s increasingly threatened rhino population from extinction. “The model that we have is based on pure law of supply and demand. Economics 101. Our rhinos are killed every day and the numbers are going up. The reality is that we have done all in our power and doing the same thing every day isn’t working. We do think that we need to address

this issue of trade in a controlled manner so that we can at least begin to push down this pressure.” The proposals immediately caused outrage from environmentalists who are concerned about the wider knockon effects the bill might have in other countries with similar problems such as Vietnam and other parts of South East Asia. The stage now seems set for South Africa to push ahead with trade proposals at the next conference of the 178 member countries to the Convention on International Trade in Endangered Species (Cites), which will be hosted in Cape Town in 2016. While the South African government has made no secret it was studying the possibility of legalising the rhino horn trade, this is the first time its environment minister has publicly backed the idea. It’s a controversial tactic, and one that shows South Africa’s

desperation to stop the poaching crisis. Despite a slew of militarystyle efforts to halt the killing of rhinos for their horns, already this year at least 158 have been poached, the majority of them at the Kruger National Park. South Africa is home to both the white rhino and the black rhino. White rhinos, which trophy hunters wiped out almost entirely by the late 19th century, are now near threatened, according to the Red List of threatened species. There are far fewer black rhinos, which are critically endangered. Proponents of legalisation argue that restricting rhino horn sales has a similar effect to alcohol prohibition in the United States, which created a black market for alcohol. Earlier this month, four scientists expressed similar sentiments, writing in the journal Science that the rhino horn ban has been ineffective and that a regulated market would better protect the animals.

Cameron Platter: ‘Everyday Apocalypse’ South African artist Cameron Platter’s first UK exhibition runs from 27 March to 20 April

by STAFF REPORTER

JACK Bell Gallery presents ‘Everyday Apocalypse’, South African artist Cameron Platter’s first exhibition in the UK. These drawings form part of an ongoing, projected 10-year series of large-scale documentary drawings. Works from the same series will be included in ‘Imaginary Fact: South African Art and the Archive’, which is an upcoming exhibition for the South Africa Pavilion at Venice’s 55th Biennale. Platter thinks of these pencil on paper works as “Nomadic Murals”, as Le Corbusier considered tapestries. His drawings are a series of interlinking thoughts and meditations, capturing the most fleeting moment as well as the most expansive scene, linked together to form a singular metanarrative. Translating contemporary reality, Platter’s work fills the ordinary and the marginal with incendiary new meaning. Working from everyday experience with transitory subjects considered delinquent, sordid and lowbrow, he reconnoitres notions on the outside fringes of popular culture to create a highly edited, violent, personal, cynical, symptomatic and abstract vision. In this exhibition, his stance on the fringe, both conceptually

and geographically, highly personal and distinct aesthetic, obsessive work methods, and non-conformist approach, come together to form a singular poetic moment. Platter’s approach is to make stories, pictures, and objects that are documents of contemporary morality. These explore a reality stranger than fiction through fantasy, satire and subculture, and using themes appropriated from the universal concerns of sex, love, violence, beauty, advertising, food, battle scenes, pornography, writing, politics, religion, crime, dancing, lust, greed, things falling apart, and spaceships. Platter was born in 1978 in Johannesburg. He graduated with a BFA in painting from the Michaelis School of Fine Art, Cape Town, in 2001. Recent exhibitions include ‘Impressions from South Africa, 1965 to Now,’ Museum of Modern Art, New York; ‘Rencontres Internationales,’ The Centre Georges Pomidou, Paris and Haus Der Kultur, Berlin; Le Biennale de Dakar 2010, Dakar, Senegal; ‘Coca- Colonization,’ Marte Museum, El Salvador; and ‘Absent Heroes,’ Iziko South African National Gallery. His work appears in the permanent collections of, among others, MoMA, New York; The FRAC des Pays de la Loire, France; and the Iziko South

African National Gallery. His work has been highlighted in The New York Times, Vice Magazine, NKA Journal of Contemporary African Art, Artforum, Utflukt, and Art South Africa. He now lives and works in KwaZulu-Natal and Cape Town. 27 March to 20 April 2013. Jack Bell Gallery 13 Masons Yard St James’s London SW1Y 6BU www.jackbellgallery.com Tuesday – Saturday 11am – 6pm

3:00am-5:00am – Jesus word gevange gehou by Caiaphas se paleis.

Ponteus Pilates was sy hande in onskuld.

Human Rights Day

‘IF you chose to celebrate Human Rights Day, I hope you left out the rights to life, freedom and security of the person, privacy, expression, assembly and association.
’ Simon Williamson is a gifted South African writer. He no longer lives in South Africa. Simon speaks of mourning Human Rights day in South Africa, and let’s face it, right now with our country so prolific in the news for all the wrong reasons, many are thinking the same. One day to remember human rights. One day to think about what it means to be safe, acknowledged, worthy of being part of a country where you as an individual counts. How many can raise your hands and vow you are treated as human by the government? Do you feel protected, trust the police, the medical or educational systems you pay taxes for? How many of you are reading this far from your place? Not everyone wants everything. Most simply want a right to work, provide for their families and live a simple life. To sleep without fear and in return, will pay their taxes for good teachers, health

benefits, pension for those lonely days of growing old and weary. We all know about Maslow’s hierarchy – financial security, personal security, love and belonging, you get the picture? So where does this fit in with Human Rights day? “It founds universal human rights on the basis of freedom, justice and peace.’ Quoted from the Parliament of South Africa’s website. Umm, freedom. I for one am delighted not to be living in the Apartheid South Africa anymore. Check. Justice… tricky one here. Peace? Such a beautiful word, peace. So elusive still. Fighting this awful winter in Britain, my daughter asked me where was the perfect place to live. I guess it has to be somewhere where peace exists. Now I can hear you all saying, there is no such place, the world at large is at war, everything is difficult, no-one can be totally at peace. But I am the Optimist. I do believe in peace. And it begins with you. If you can make peace with yourself, and then your neighbour, your community, it will spread. If you give yourself credit, take charge of your human rights to live the way you want to, within the scope of others, and give them the right to be human too, imagine the possibilities. The real problem with Human Rights day is that each one nowadays only wants what they desire. It’s MY right. But then we get into the good walls make good neighbours scenario instead of having no walls. The ANC must begin to think of others needs and not their own. Leaders should lead people and not ideals, be progressive and get over the blame. Comrade is such a old, old tired word. Try ‘friend’. So I say, forget about Human Rights Day, make every day Human Rights day. Not that difficult.

SA pianist Mervyn Africa plays at Vortex Jazz Club UK-based South African musician Mervyn Africa leads his seven-piece band as they play from his new album Remember The Carnival

by STAFF REPORTER

LEADING South African jazz pianist and composer Mervyn Africa will perform at Vortex Jazz Club in London on Thursday 11 April at 8pm. Mervyn has been one of the great names of African jazz for the last 30 years. His brilliant technique and ability to create sumptuous piano improvisation and composition drawing from his rich cultural and musical background has made him one of Africa’s greatest pianists. In this performance he leads his seven-piece band as they play from his new album Remember The Carnival– a big band recording that sparkles with creative inventiveness. Leaving his homeland in 1981, Mervin settled in the UK searching out work in the bands of fellow exiles such as trumpeter Hugh Masekela, percussionist Julian

Bahula and saxophonist Dudu Pukwana. With drummer Brian Abrahams and Russel Herman he was a co-founder of the Afro/ jazz group District Six, touring and recording two albums before finally leaving the group in 1987. Subsequently he toured as a pianist with the singer Carmel, contributing compositions and arrangements to her album ‘Set Me Free’. Mervin Africa has established a strong reputation both as a solo performer and band leader. His quartet as heard on the album Mellow Mayhem blends the natural combination of African township music and jazz. In 1990 he composed and performed a concerto commission by the Greater London Arts Council. Africa’s musical talents have extended into composing music for TV documentaries, drama and film.

His many collaborations with other artists such as Courtney Pine and David Jean Baptiste has led to a great demand for both his group and solo performances. Mervyn creates sumptuous piano improvisation and composition drawing from his rich cultural and musical background. He draws on influences ranging from classics or carnival songs through township jazz to a Malay musical musical heritage. His performance style, in which songs or storytelling might enter a concert just as naturally as a host of musical directions, leaves the audience in no doubt about his dynamic, direct approach. Louis Moholo-Moholo Octet to play at Vortex Jazz Club by STAFF REPORTER

THE Louis Moholo-Moholo Octet returns to the Vortex Jazz Club on Sunday 14 April at 8.30pm. Louis Tebugo Moholo (born 10 March 1940, in Cape Town), is a South African jazz drummer who, together with Chris McGregor, Johnny Dyani, Dudu Pukwana and Mongezi Feza comprised the Blue Notes. Hounded by apartheid they left South Africa in 1968, ostensibly to play at a music festival in the south of France. They never went back. After France, they made their way to London where they formed part of a South African exile community that made a profound contribution to

British jazz. Their style of playing, their influences and their radical stance encouraged and nurtured other British jazz musicians who were looking for more experimental approaches. Moholo was a member of the Brotherhood of Breath, a big band comprising several South African exiles and leading musicians of the British free jazz scene in the seventies and is the founder of Viva la Black and The Dedication Orchestra. His first album under his own name, Spirits Rejoice on Ogun Records, is considered a classic example of the combination of

British and South African players. In the early 1970s, Moholo was also a member of the afro-rock band Assegai. The Louis Moholo-Moholo Octet consists of: Louis Moholo-Moholo – drums John Edwards – bass Alexander Hawkins – piano Jason Yarde – saxophones Ntshuks Bonga – saxophones Henry Lowther – trumpet Alan Tomlinson – trombone Francine Luce – vocals Also coming up at Vortex: SA pianist Mervyn Africa Vortex London Details as above - Tickets: £10

SA band Civil Twilight brings Nashville sound to London’s Borderline Fast-rising South African band based in Nashville, Tennessee launches new album with London show

ONE part Nashville and three parts South African, Civil Twilight will release their new single ‘Fire Escape’ here in the UK on 15 April. With its distorted basslines and stadium-esque vocals, the track is taken from their forthcoming sophomore album Holy Weather, due for a UK release on 8 April. The band will play a headline show at London’s Borderline on 9 April to follow. Civil Twilight

are Steven McKellar, his brother Andrew, Richard Wouters and Kevin Dailey. Steven, Andrew and Richard grew up in Cape Town, best friends since childhood. While their South African roots provided much inspiration, the three friends grew restless and relocated to Los Angeles. Their self-titled debut was recorded in South Carolina after which Steven, Andrew and Richard settled in

Nashville. It’s here in Nashville where they met Kevin, inviting him to join Civil Twilight to write and record Holy Weather. Part written to explore the nature and culture of the people of Nashville, Holy Weather has received acclaim for its intricate maze of story-telling across both South Africa and America. Steven’s vocals come forth in an eerie falsetto that can only be described

as a cross-pollination of Jeff Buckley and Thom Yorke. Richard’s drums are pounding reminders that the drummer always steers the ship along its voyage, while Andrew’s guitars alongside the newest addition of Kevin on keyboards and vocal harmonies create intense musical waves. Wages to rise for many South Africans in 2013 Grant Thornton survey reveals wages and recruitment likely to increase in 2013

GRANT Thornton’s International Business Report suggests that South Africans will receive higher wage increases than workers in most other countries in 2013. The report, which is based Nedbank Golf Challenge on interviews with 3450 chief print executive officers in November and December 2012, appears to indicate that 68 per cent of South African businesses will increase salaries in line with inflation this year. More than 26 per cent of South African business will increase wages by more than inflation, and only 5 per cent will not increase wages at all. In the remaining BRIC countries (Brazil, Russia, India and China), only 15 per cent of businesses

are likely to offer above-inflation wage rises. “South Africa’s labour unions and collective bargaining councils ensure that employees get salary increases every year, which sets the tone for the private sector,” managing partner of Grant Thornton Cape, ad(Page 1 9/7/12 Ian Scott, said in12:38:51 a statement. “However, while pay rises are certainly a necessity to help eradicate poverty concerns, unrealistic wage hikes will only bring added pressure to an ailing economy,” Scott added. Scott voiced concern about the skills shortage epidemic, which is exacerbated by lack of qualifications and experience. “South Africa urgently needs to address the enormous dichotomy between the skills shortage and unemployment,” he said.

“We need to find innovative solutions, for example, initiatives that allow a percentage of the total workforce to be treated more flexibly.” The report also showed that 43 per cent of the country’s businesses took on more staff and in Gauteng this figure was 48 per cent. That level is similar to increases for other BRICS countries, which averaged a 45 per cent increase. Another area in which South Africa performed well, was in relation to staff retention. “When questioned about staff retention, more than a third of SA businesses (37 per cent) experienced no staff retention problems, while only 7 per cent of BRIC businesses claimed the same,” said the report.

IN an attempt to gain better access into the local markets, global brewery conglomerate SABMiller announced last week that will begin brewing a cassava beer in Ghana. The move follows the launch of the first commercially produced cassava beer, Impala, in Mozambique 18 months ago, which has been extremely profitable. SABMiller’s strategy reflects the changing demographics and eocnomics of Sub-Saharan Africa, analysts say. As more people move out of poverty, their discretionary income increases and they no longer need to brew cassava at home. A local subsidiary of SABMiller, Accra Brewery, will

brew the cassava beer, called Eagle. The cassava beer is also expected to benefit Ghana’s local economy. Currently, cassava, a starchrich root vegetable, has little commercial value to farmers. Commercial brewing opens the way to cassava’s transformation into a cash crop. However, with the launch of Eagle Beer, cassava could become a cash crop for the local community to sell commercially. In addition, Eagle is also seen as a way to actually reduce dangerous drinking behavior in Ghana, says a spokesman for SABMiller. Home brews of cassava are often times crudely made, containing high levels of alcohol.

Motsepe to head BRICS Business Council by LUCILLE DAVIE

SOUTH African businessman Patrice Motsepe was named chairman of the newly formed BRICS Business Council at the fifth BRICS summit in Durban on Tuesday. “A key measure to further increase intra-BRICS trade and investment is the establishment of the BRICS Business Council which we are launching at today’s session,” President Jacob Zuma told delegates gathered at the city’s International Convention Centre. “The Council will serve as a platform to strengthen and promote economic, trade, business and investment ties between the business communities of the five BRICS countries.” The aim of the council will be to provide technical support and advice, and facilitate the implementation of multi-lateral

business projects among its five members, Brazil, Russia, India, China and South Africa. This will help promote the growth of the BRICS countries, and to challenge the dominance of developed countries. The council will facilitate co-operation between the five countries in manufacturing, financial services, skills development, small and medium enterprises, and developing greenfriendly economies. It will also aim to promote trade and industry among the countries. One of its first tasks will be to establish sector working groups, to improve communication among business leaders. The BRICS countries have each nominated five business leaders to make up the council. The four other South Africans who will serve on the body are Business

Unity SA CEO Nomaxabiso Majokweni, Zungu Investment Company executive chairman Sandile Zungu, Sekunjalo Investments CEO Iqbal Surve, and Transnet CEO Brian Molefe. The Black Management Forum (BMF) has welcomed Motsepe’s appointment, reports Sowetan. BMF MD Nicholas Maweni told the newspaper: “The council will give us an opportunity to have a business body that will highlight economic opportunities and issues facing each country. Each member country will provide market access to its BRICS partners.” Benefits for South Africa South Africa, which joined BRICS in 2010, has already seen benefits coming out of its membership of the group, with a reduction in its trade deficit with its BRICS partners. In 2012, South Africa’s total trade with its BRICS partners stood at R294-billion, an increase of 11% on the 2011 figure of R264-billion. Trade with Brazil grew to R20billion in 2012, up from R18billion in 2011. Trade with Russia grew 45% from 2012 to 2011, from R3-billion to R5-billion. And trade with India, South Africa’s sixth largest trading partner, grew to R67-billion in 2012, from R53billion in 2011, a jump of 26%. China is South Africa’s largest bilateral trading partner, with trade growing to R201-billion in 2012, up from R188.42-billion in 2011, growth of 7%. “A number of important agreements will also be signed by ministers in the fields of arts and culture, agriculture, defence, education, energy, science and technology, transport and other legal frameworks,” Zuma said. A Declaration of Strategic Partnership was signed with Russia on Tuesday, while several agreements were signed with China. Progress has also been made on plans to establish a BRICS Development Bank, to cater specifically for the needs of the bloc, in particular reducing their dependence on the World Bank and the International Monetary Fund (IMF). -southafrica.info

You’ve spent your whole career working in Africa. Can you tell me about your most recent endeavours? I spent time as the chairman of the International Sugar Organisation Council, but I have since retired. My most recent professional position was as the General Manager and CEO of Bonsucro, which is the organisation that has developed an environmental standard for sugarcane. It is also the world’s first metric agricultural standard. I was able to get this standard recognised by the European Union during my time at Bonsucro. I am currently a vice chairman of the Business Council for Africa. What are your feelings on where Africa is headed economically? I think Africa stands at the dawn of a very exciting decade...Europe and the EU are emerging from eight years of very difficult economic conditions, but it is very clear that that the corner has been turned, the medicine is going to work, the euro is stabilising, Germany is seriously pushing ahead with massive economic potential this year, and you’re going to have, within the EU, a

great resurgence of manufacturing, and you’re going to have a great need for a lot of the raw materials that Africa can provide. So, in a sense, you’re going to have a rediscovery – or a re-ignition – of Western demand for African products that will counterbalance the ongoing Chinese, Indian, Korean and Japanese demand for raw materials in Africa...there will probably be a continuing rise in commodity prices in products like sugar, where the outlook is excellent. How do you ensure this economic growth occurs in a sustainable manner? A lot of the responsibility for that environmental management will lie with the private sector, it’s got to be a market-driven initiative. And there are signs that companies are beginning to take the environment into consideration. We’re beginning to see it in the case of agricultural products. “We’re beginning to see the popularity of certification and fair trade, which are good examples of environmental initiatives, but it’s wider than that, you’re beginning to see labeling, consumer choices are being exercised on all kinds of commodities.

region near Cape Town. I also visit KwaZulu-Natal to visit friends and do most of the tourist activities like hiking and game watching in the Pietermaritzburg area and in Durban – where we have good friends from the sugar industry. How does life in Britain compare to South Africa? What I appreciate most about South Africa is the space. The weather is fantastic. South Africa, in a sense, is still very much a ‘frontier country’ and it’s got a frontier spirit – a can do spirit. And that comes across when you leave South Africa. That

How does South African society differ from Britain’s? [In] South Africa you really do have a melting pot of people. You don’t have that in Britain. You just have English as the official language, alongside Welsh. [South Africa’s] kaleidoscope, that mosaic, of differentiation is what I think is what hugely separates the two countries.

How do you feel about South Africa’s future? I know it’s been a bad year for South Africa, but one must take a sort of historical view of change. The Italian theorist Antonio Gramsci always said, ‘The old order is dead, the new order has yet to be born and the interregnum is a variety of morbid symptoms.’ I think, at the moment, South Africa is in that window of transition from an old order to a new order and a great deal of adjustment must take place...I think the political climate is actually quite robust. From reading the South African papers on a daily basis, I am struck by the democracy at work. It’s full of robust opinion. It’s not a country for wilting violets, politically. Obviously, Marikana was a complete tragedy, but the steps are being taken to ensure that there is no future repetition of that kind of violence. How often to you go back to South Africa? I try to go back once or twice a year. Normally when I go back, I see family in the Pretoria

attitude is wonderful. The people are spontaneous and friendly. And in that respect it is a warm contrast to the reserve of Northern Europe, especially this time of the year.

Zimbabwe’s ‘ghost voters’ threaten election’s credibility

Nearly a third of registered voters are dead, with 2,344 people born between 1901 and 1909, therefore aged between 101 and 110 years, on the voters’ roll. A dubious figure in a country where the average life expectancy is a mere 44 years by FLAMINIA GIAMBALVO

ZIMBABWE’S Finance Minister, Tendai Biti, has expressed concerns over rampant corruption in the voting system which might plague the country’s upcoming elections. General elections, expected in July, should end a shaky coalition government between Tsvangirai’s Movement for Democratic Change (MDC) and President Robert Mugabe’s Zanu-PF party, but a report published last year shows that nearly a third of registered voters are dead. The independent Zimbabwe Election Support Network’s (ZESN) report said that the anomalies opened the way for “double voting and other rigging intentions”. The group found 2,344 voters between the ages of 101 and 110 still on Zimbabwe’s voting roll. Biti, who had previously described Mugabe as ‘seductive’ said, “There’s massive challenges

with the voter registration exercise. It’s the integrity of the election we are talking about.” A new electoral register is a key demand of the Movement for Democratic Change , which has accused President Robert Mugabe ‘s Zanu-PF party of counting “ghost voters” in its own favour. After conducting an audit of the roll, the ZESN reported that 27% of people registered to vote were dead. “The computer test revealed that 2,344 people born between 1901 and 1909, therefore aged between 101 and 110 years, were on the voters’ roll,” it said. “Nine people born between 1890 and 1900, aged between 111 and 120 years, are registered voters.” This is a dubious figure in a country where the average life expectancy is a mere 44 years. The Finance Minister further expressed concern at statements by his peers in the coalition

EU lifts sanctions on Zimbabwe in lead-up to elections

1st Contact Visas

As sanctions and restrictions on Zimbabwe are beginning to be eased, implications for the future remain unclear ZIMBABWE’S recent referendum has prompted the European Union to lift widespread sanctions on South Africa’s neighbour to the north, as Britain is starting to improve diplomatic relations with the country as well. This change in international relations between Zimbabwe and the EU comes in response to the recently-held public poll on a number of constitutional matters, which reportedly were conducted peacefully. These changes include the EU’s lifting of frozen assets belonging to at least 27 individuals as well as an end on

travel restrictions to many political leaders. Zimbabwe’s President Robert Mugabe, however, remains on the list of targeted sanctions. Despite the ongoing travel ban imposed on Mugabe, the country’s leader managed nonetheless to travel to EU-member state Italy last week to congratulate new Pope Francis. About ten other individuals, expected to belong to the team of Mugabe’s security chiefs, will also remain on the list. The lifting of sanctions comes in advance to the Presidential elections in Zimbabwe to be held before June of this year. They were originally imposed in 2002

in response to disputed elections. It is understood that the EU is attempting to give reassurances of good will for peaceful and democratic elections to take place later this year, however, the sanctions could be reapplied at any moment if the country is perceived to lose its course. The ZANU-PF leadership in Zimbabwe has maintained that the sanctions and restrictions had been politically motivated in reaction to Zimbabwe’s government programme of land reform, in which white land owners were forced off their properties under the threat of violence.

government that Western observers will not be allowed to monitor the vote.”As a country we should have nothing to hide … (and therefore) anyone whether from Timbuktu, Beijing or Bali… you should be allowed to come.” Biti said there was a need to ‘vaccinate’ the vote against violence as “self evidently in the last few weeks there have been signs, sprouting shoots of violence… potential replication of the 2008 status quo.” Biti was appointed finance minister in 2009 as part of the government for National Unity following the long period of violence and social upheaval , which plagued the country’s 2008 elections. The election network said that its researchers had found more than 185,000 cases of the same voters being listed in two or more voting constituencies during Zimbabwe’s last vote.

IN a world where better air links have brought once far-flung destinations into easy reach, the choice of holidays can be overwhelming. The following destinations, however, should be seen within a few years or you might never see them in their current form at all. Moreover, tourism to many of these sites, if you purchase and travel sustainably, can make a dramatic contribution to the locals’ effort to manage climate change and preserve what they can. 1. The Maldives In some ways the poster child for climate change, the beautiful nation of the Maldives offers 1,192 islands for you to explore - however, most of them are made of coral, and are therefore extremely vulnerable to a warming ocean. At an average 1.5m above sea level, the 325,000 Maldivians have already started scouting to buy a new home on the Indian mainland. Other island chains like Kiribati, the Seychelles, the Solomons, Micronesia and Tuvalu are facing what the president of Palau called ‘a slow-moving tsunami’ as beaches are eroded and water tables become salinified. 2. Bangladesh Like the coral islands of the Pacific and Indian Oceans but much greater in scale, Bangladesh’s 150m people are immediately and totally vulnerable to even small rises in sea level, being the vast delta of the Ganges and other rivers that drain much of the Himalayan lowlands. However, all those people have created a rich and immersive cultural experience in a country also studded with exquisite Buddhist temples and Mosques - some of the former in their second millennium of continuous use.

3. The Great Barrier Reef The reef stretches over 2300km, or from Cape Town to Bulawayo - and all of it an hallucinogenic seascape of sea snakes (17 kinds), fish (1,500 species), six kinds of turtles - and all based on coral reefs, which are living things highly susceptible to changes in ocean salinity and temperature. Don’t delay if you would see this vast natural monument at its best. 4. Polar Bear Country The loss of polar sea ice threatens the future of the world’s coastal cities, but it is polar bears whose present is changing. A small town in Canada’s Hudson Bay called Churchill has become home a yearround population of 900 polar bears in search of food. Join the many who come to see them every year by tundra buggies or helicopter and, while you’re there, make a donation to the WWF as it fights to conserve these and other habitats (prime months: Nov-Oct). 5. The Alps Containing some of the most beautiful landscapes on Earth, the Alps also stand to lose their glaciers by 2030. This will change much of the dynamics of the powdery winter snow worshipped by skiers. In 2006, Swiss ski-resort owners resolved to wrap glaciers in wool, hemp and plastic blankets to stave off the final melt. Your best bet is to book at only high-altitude ski resorts like Zermatt or Val Thorens. 6. Venice Along with the Maldives, Venice is perhaps the most famous victim of anthropogenic climate change. But la Serenissima is highly unlikely to see mid-century, despite the billions spent on sea defences. Take a good book on the early Renaissance and

some stylish wellies and head there over your next long weekend (better safe than sorry). 7. Mount Kilimanjaro The surreality of an ice cap above the savannah has drawn explorers and climbers to Kilimanjaro for decades. However, when the ice is gone (circa 2020, after a 12000-year run) you can still marvel at the unique ecosystem, the views and the wildlife around the highest free-standing mountain in the world. 8. New Orleans The beautiful French and Creole city sold to the USA in 1803 is the mouth of the Mississippi River and the hometown of jazz and, arguably, blues and rhythm & blues. Lovers of music and jambalaya should get there before the next superstorm as rising sea levels mean the levees are unlikely to hold forever. 9. Galápagos Islands, Ecuador The islands which, for Darwin, could be read as a history of natural selection, still offer a wealth of life forms found nowhere else. The Galápagos are already subject to a controlled number of tourists; hurry to see their otherwordly beauty before visits are restricted further. 10. Athens One of the greatest storehouses of ancient culture on the planet is also warming much faster than most of Europe. According to the Centre for Future Studies, the Greek capital will become a summer no-go zone by 2010, with 40°C highs and worsening smog, with an all-time high of 45°C recorded in sight of the Parthenon in 2008. However, a sunhat and perhaps a litre or so of retsina should see the more intrepid traveller through a few days of Hellenic sightseeing.

MIND THE RUCK ROB FLUDE

Namedropping

by ROB FLUDE

THOSE who have seen the first few scenes of the movie Baseketball will recall the hilarious mocking of professionalism in baseball in the USA. The movie’s writers, South Park creators Matt Stone and Trey Parker, go to extraordinary satirical lengths to poke fun at how fickle that players, teams and fans have become, changing allegiances at a whim, generally due to commercial reasons. “Soon it was commonplace for entire teams to change cities in search of greater profits. The Minneapolis Lakers moved to Los

Angeles where there are no lakes. The Oilers moved to Tennessee where there is no oil. The Jazz moved to Salt Lake City where they don’t allow music. The Raiders moved from Oakland to LA back to Oakland. No-one in LA seemed to notice.” The bottom line was that fans became less and less interested in the sport, as if they had become immune to the results; a win was replaced with a loss two days later and a win the next day. Teams were equally rapid in changing, as the corporate machine swept up lesser teams and their fans to forge stronger partnerships. Stadium names were futile; the Preparation H Arena and the Maxi Tampon Stadium being two such ridiculous associations! Lately this has been the case - granted, probably not as ruthless – in South African rugby. Ellis Park has recently returned to its former name after obtaining the rather historically-agnostic name of Coca-Cola Park, in the main due to the soft drinks giant not renewing their sponsorship with the former Super Rugby franchise. Commercially, it makes sense to Coca-Cola, but why did the Ellis part disappear in the first place? King’s Park has also just undergone a change; after several years as the Sharks’ key sponsor,

NO more the cocky upstart, threatening to revolutionise the world and demolish all in its wake. With its sixth edition starting Monday, the swashbuckling, colourful and money-laden Indian Premier League (IPL) has now become one of the cricketing calendar’s regular features. South African who’s who in IPL 2013 Of the sixteen South Africans taking part man of the moment AB de Villiers will once again be starring for the Royal Challengers of Bangalore. The wicket-keeper batsman has been in imperious form of late for the Proteas and will be hoping to carry that form into the IPL. De Villiers’s understudy as the Proteas’ wicket-keeper is the promising youngster Quinton de Kock who will be lining up for one of this season’s new franchises, Sunrisers Hyderabad. Alongside the explosive 20 year-old will be one of the IPL’s most experienced pacemen in Dale Steyn as well as JP Duminy (although injury could omit him) and Rusty Theron providing a strong South African contingent for this year’s new boys. Another franchise with a whole host of South Africans are the Delhi Daredevils, with paceman Morne Morkel, T20 specialist Roelof van der Merwe, Johan Botha and Gulam Bodi who played so well for the Highveld Lions in last year’s

Champions League. Tournament favourites Chennai Super Kings will feature Morne’s brother Albie as well as South Africa’s T20 captain Faf du Plessis. Alongside these two will be the young Chris Morris, bought in this year’s auction for a staggering US$650,000. Wayne Parnell will be hoping to build his reputation and will be playing under the guidance of coach Allan Donald for last year’s wooden-spoons, the Pune Warriors, who will be without Graeme Smith this year after choosing not to renew his contract. Another promising youngster playing this year is David Miller of the King’s XI Punjab. He will be plying his trade alongside the likes of Adam Gilchrist and Mike Hussey, so the young left-hander shouldn’t have too far to turn for some sage advice and inspiration. Finally, playing alongside Ryan McLaren for defending champions Kolkata Knight Riders will be the living legend that is Jacques Kallis, one of the star picks of the league. Only two teams this year will feature no South Africans – Mumbai Indians and Rajasthan Royals (so at least we know who we won’t be rooting for!). You can catch the opening game of IPL 2013 on Wednesday afternoon (2.30pm GMT) with defending champions KKR lining-up against the Delhi Daredevils, hopefully the all-star cast of South Africans will be the leading lights this season.

ABSA Bank made way for clothing manufacturer Mr Price, whose 2-year sponsorship ceased as of January 1st, 2013. Like Ellis Park, it is currently being referred to by its traditional name. Fans probably never stopped using that name anyway, apart from maybe its nickname, The Shark Tank. Similarly, Western Province Rugby adopted the approach a number of years ago of re-naming Newlands to Norwich Park, Newlands. It went from bad to worse when Investec lent its name in place of Norwich, which then contracted simply to Investec Park.

Ask any die-hard Vee-Pee fan; Newlands will always be Newlands. Thankfully the powers that be have followed a more sensible approach and re-renamed it Newlands, but now it is referred to as DHL Newlands. The point is that while I accept that sponsorships of teams and stadia are part-and-parcel of sport, these names should be particularly sacred. At club level, I am a little more understanding, but international teams enter an even more hallowed turf. Who could forget the Clear New Zealand Black Caps cricket team, or currently the Blue Label Telecoms Proteas’ T20

squad? Ridiculous. Those who are familiar with Melbourne will attest to this constant changing of the guard; in 2000, the Colonial Stadium opened up in the Docklands to host rugby league, AFL, rugby union and cricket. It has since been called Telstra Stadium and is currently Etihad Stadium, making it three names in 13 years! That’s worse than the re-naming of streets and municipalities in South Africa! Those who challenge me on a corporate level: could you imagine Lord’s, Twickenham or the MCG or Lord’s changing their names? Not on your life.

BLITZBOKKE CROWNED CHAMPIONS IN TOKYO World Series win moves SA to second position behind NZ and ahead of Fiji in impressive comeback from 12-0 at the break

by STAFF REPORTER

SOUTH Africa won the Tokyo Sevens on Sunday morning when they beat New Zealand 24-19 in the Cup final of round seven of the HSBC Sevens World Series. It was a repeat of the USA final, which South Africa also won in February. The result moves the Springbok Sevens rugby team onto 100 World Series points and up to second spot on the log, 32 behind New Zealand and two ahead of Fiji.

The Springbok Sevens and Fiji are now the only teams to have won two tournaments so far this season. It was a remarkable Cup success for the South Africans who lost their first pool match on Saturday against Hong Kong champions Fiji. They shrugged off that setback and managed to battle their way through to the knockout stages. Paul Treu, the Springbok Sevens coach, described the final win as amazing.

“It is not every day you manage to beat New Zealand twice in a Cup final. We just wanted to get our fastest team out there and it worked. I’m also pleased for Cecil Afrika – to come back from injury and to play like that is special . “We are still missing Kyle (Brown) because of injury. To be consistent like New Zealand you need your key players fit. I hope this will give us good momentum going into the Rugby World Cup,”

said Treu. Both sides scored three tries in the final, but the Blitzbokke also got a penalty goal in the second half - by Branco du Preez, who converted all three tries - to keep the gap open on the New Zealanders. Impressive young speedster Seabelo Senatla, experienced playmaker Afrika and wing Cornal Hendricks dotted down for the South Africans in the final. They fought back from 12-0 down

at the break, which made the victory even more impressive. New Zealand got their third try right at the end of the match. Earlier on Sunday, the team beat Samoa 19-12 in the quarterfinals after they were also forced to fight their way back from 12-0 down. Substitute Senatla raced away to score in the corner while Du Preez added a magnificent conversion from the side to clinch a hard-fought win. France made the Blitzbokke work hard for their 14-12 win in their semi-final. Hendricks and Senatla scored converted tries to book their side a deserved final showdown with New Zealand. Meanwhile, the IRB has confirmed the pool draw for round eight of the HSBC Sevens World Series, the Emirates Airline Glasgow Sevens at Scotstoun Stadium on 4-5 May 2013. The Glasgow tournament will be crucial in deciding which of the current teams will need to re-qualify as core teams next season. In Glasgow South Africa head Pool A and face arguably the toughest of the groups with matches on day one against Samoa, Kenya and Canada. Tournament hosts Scotland were drawn in Pool B, which is headed by New Zealand, England and Portugal. The bronze winners in Tokyo, Australia, start in Pool C with matches against Fiji, Argentina and Spain. France were the first team drawn into Pool D and they face USA, Wales and the Rugby World Cup Sevens hosts, Russia. - SARugby.net
