| The long-awaited election day is finally upon us. As more than 9,000 South Africans prepare to vote in London on Wednesday 30 April, we bring you everything you need to know about making your mark, including how to navigate the scheduled tube strike to reach SA House… by staff reporter

IT’S time to make your mark. South Africans abroad will cast their votes on Wednesday 30 April, a week earlier than South Africa’s election date, on Wednesday 7 May. London, with 9,863 South Africans registered to vote, will see the highest international voter turnout by far, although how many people will be scared away by the tube strike remains to be seen. If you submitted a VEC10 form to confirm your intention to vote abroad and it was approved, you are eligible to vote at your chosen embassy. If you haven’t received an email confirmation, check your spam/ junk folder – many people have found theirs there. The only voting station in the UK is at South Africa House, Trafalgar Square, which will be open from from 7am to 9pm on Wednesday 30 April. Under no circumstances can votes be cast on any other date. Take your green, bar-coded South African ID book; smartcard ID; or valid Temporary Identity Certificate AND your valid South African passport or temporary passport to the foreign mission indicated on the confirmation you were sent via email or text. It is expected that anyone with special needs (pregnant, with babies/young children, elderly, disabled etc) will be given priority in the queue – please make yourself known by alerting any officials or volunteers who can assist you. What will happen inside the voting station: • Your thumbnail is marked with indelible ink. • Your ID book is stamped. • You receive one ballot paper (the national ballot) • You mark the ballot in secret, place and seal it in the unmarked envelope given to you. • The unmarked envelope is placed in another envelope that is marked with your name and ID number. The use of two envelopes is to ensure the secrecy of your ballot (the outer envelope is discarded before counting). • The envelope is placed in a secure ballot box for special votes. | The big day is almost here! You registered to vote abroad, filled in your VEC10 form and have your passport and ID book ready – only to discover there’s a tube strike this week! Certainly an inconvenience for those travelling both within and from beyond London – but don’t let it stop you from voting. Here’s a handy guide to your London transport options to the ballot box passport as well as your ID book in addition to having registered previously and having filled out the online VEC10 form in preparation. by staff reporter South Africans wanting to cast their votes in London on Wednesday 30 April are advised to factor in extra time for transport to and from the SA High Commission on the day due to strike action by RMT Union members. The strike will affect tube services from around 9pm on Monday 28 April until the morning of Thursday 1 May (and again from Monday 5 May until Friday 9 May). Transport for London said in a statement, “We will run as many trains as we can but there will be disruption, with some stations closed. Last trains will be earlier than usual on strike days. Where we can operate services, trains will run from around 7am, or as soon as possible after that, and they are expected to conclude around 11pm, with no service beyond that. However the last services from central London may depart significantly earlier than this, at around 9.30pm.” Docklands Light Railway, London Overground, river boats, rail services and buses will not be affected by the industrial action. However, delays to your journey might still be caused by other commuters opting for alternative methods of transportation. The polling station in London will be open only on Wednesday 30 April 2014 from 7am to 9pm, giving you a total of 14 hours to cast your vote. BAKERLOO LINE Trains will run between Queen’s Park and Elephant & Castle around every six minutes in both directions. Please check at the time of your journey as this service may not run all day. “Until the fat lady sings” – an election exclusive with Helen Zille

| Western Cape Premier and Democratic Alliance (DA) leader spills the beans in conversation with Sertan Sanderson in Cape Town time because she had run out of money completely for her campaign she asked me to bail her out, and I said I would certainly try. I then made her an offer that she accepted. So I thought, ‘well, this time it’s for real’ and so I waited for it to turn out to be for real. But I think she backed off when a couple of people around her got cold feet. Anyway, I’m over with that. After all that, I’m over it, and it won’t happen again. In any event, Mamphela has spent her political capital because she’s not going to do very well in these elections and there’s not much she can bring to any other party now.

By sertan sanderson Helen Zille – you’re party leader, premier, former mayor, former journalist… a lady of many hats. How do you deal with all the challenges, the scrutiny, and even the adversity that you have to face in your various professional capacities? There’s no adversity. None at all. You don’t get a day off but no one conscripted into this job, I do it willingly and I do it with a lot of enjoyment. Nothing’s predictable, every day is different and that’s the best part about it. And I’ll tell you what: it’s much easier than raising two boys. But what criticism upsets you the most personally? And how do you deal with criticism? Well, I am who I am. I try to improve all the time and I try to deal with my faults all the time. But being white is not one of my faults because there’s nothing I can do about it. But I’m an empathetic person and I try to be empathetic with all things I do, be that as a mother or as a party leader. Since you took over leadership of the DA ten years ago you’ve managed to double voter numbers – if current predictions are to be believed. How did you achieve that? I have a great team! My best skill is to choose the right people in the right positions. I’m very good at that. And if you pick the right people for the right positions the rest takes care of itself. In your day-to-day campaigning, what ideas do you find you have to challenge the most? So much of our politics in the past has been rooted in the politics of racial divisions. We have to

overcome that and to build a new majority on the basis of value – not racial divisions. That’s our biggest challenge. I think people expect some form of payback for the past, and I understand that because the government of the day ran a very evil system, and people were very bruised by it, very hurt, and very disadvantaged. We have to do whatever we can to address the past without entrenching race as the category for doing that permanently. What does the DA try to do to that end? Our approach at the DA is to give talented people real opportunities to rise very quickly through the ranks by broadening opportunity, not by manipulating outcomes for the politically connected. And that’s what we would like to see elsewhere as well. The ANC doesn’t allow any of that, especially not for talented individuals because they could inherently become a threat to Jacob Zuma and his cronies. In the ANC, you get cronies catapulted right up the ladder to all kinds of positions to keep it safe for Jacob Zuma. At the DA, we’re completely against that. And with the damning Nkandla report being published by the public protector, people can see what the ANC really stands for. It’s a frightening report. And if people can’t wake up after that then I don’t know what will make them wake up. So what are your expectations for the upcoming elections then? My one superstition is not predicting elections until the fat lady sings. So I have to wait for that to happen. But I think we will grow. I hope we’ll grow quite nicely, and that will again confirm that the DA is the only party that has grown in every single national election. What do you think will change for the other parties then?

The ANC is in the process of irreparable decline. The ANC is past the point of no-return to be salvaged internally. It’s only a question of time to see its disintegration become final. That can drag on though because weak parties can remain in politics on the old brand for a very long time. The big challenge is for us to consolidate the moderate, non-racial centre to back the constitution, as the militant left is also on the rise. If we can keep our own growth-momentum, if we can stabilise and if we can develop from here then we will hold the balance of power in the next election. When we achieve that outcome I’ll be happy that we’ve done our job.

“We are in a race against time to protect our constitution” Were you trying to consolidate the moderate centre when you tried to attract Mamphela Ramphele to come on board? Yes, because it makes not sense to have Agang, which has almost identical policies to what we have in the same field. We’ll just divide the opposite voters into smaller and smaller units, and that just makes the ANC stronger. So it doesn’t help at all to have another party in the field proposing exactly the same solutions for South Africa. We need to be together and grow the moderate, non-racial centre. What exactly happened there when you failed to unite with Agang? Well, what happened has been going on for at least five years. Mamphela had come right to the brink of joining us on two or three occasions, and had always pulled back for one reason or another. This

So if you had to be part of a coalition government in the future, could you envision a coalition with the ANC? It depends on who will have left the ANC by then. I could easily envision a coalition with people who back the National Development Plan of the ANC. It makes all kinds of sense with people who back the constitution as well, who back non-racialism, who back an open-market economy. There are people in the ANC, who back all those things, and the DA backs them as well. There is a lot of common ground between the ANC and the DA in the National Development Plan. We had our plan for 8 per cent growth and 6 million new jobs long before the ANC had their National Development Plan, and the two are very similar so it gives us a strong overlap. But the ANC can’t implement their National Development Plan because they are too divided internally. As an opposition party, where would you say the current ANC government’s main shortcomings lie? The big challenge of a democracy is to get away from the big individuals and to move to the big institutions that can hold power to account. Among the big institutions that will outlive any big individual leader, you need an independent judiciary, a strong and independent police and defence force. You need an independent prosecuting authority, as you need an independent electoral commission. You need a whole range of institutions. And we have good institutions: we have the public protector, the Independent Communications Authority of South Africa and so on. All of those institutions are very important to build up as big, strong and independent institutions to hold power to account and to prevent power-abuse and to stop corruption. But the ANC have continued building the politics of the big individual, and Jacob Zuma is that individual. He deploys his allies into key positions of state

that should be independent, and the deal is that he looks after them and they look after him. In that way they undermine the institutions of our democracy instead of building their independence. Looking back one day, we will all say that this was the ANC’s most egregious mistake, undermining the institutions of our democracy. But before it comes to undermining democracy, the ANC will undermine itself with its internal division.

Is the constitution safe? No, they aren’t. And it’s not that I believe that the ANC is going to change the constitution, but what they’ve shown us is that you can undermine the intention of the constitution without changing a single word. If you make sure you manipulate the Judicial Service Commission to get ANC judges, if you deploy an ANC cadre into being the National Director of Public Prosecutions, if you staff all independent institutions with your friends then you break down the very core of constitutional democracy, which is the principle of equality before the law. So now we’re seeing that the president is sitting with 763 unanswered counts of corruption, money-laundering, fraud and various other things against him, and he has managed to avoid coming to court for five years because his man is in charge of the prosecuting authority. So we have a situation where equality before the law is obviously questionable at the highest level, and so we can’t say that our constitution is safe. Indeed I would say that we are in a race against time to protect our constitution. But let’s face it, Zuma has another five years as president. Jacob Zuma has five more years as president, but because he is surrounded by people who are dependent on his largesse, you can be jolly sure that it will be one of that corrupt network that will try to take over from him. And we know that the ANC isn’t serious about stopping corruption because they want to continue using the state to make all their cadres rich. Don’t get me wrong, I’ve got a very cordial

personal relationship with him, but that doesn’t mean that I think his policies are good. I think his policies are disastrous.

What about the impeachment campaign against President Zuma? How is that coming along? We do what we can to chip away at the battlements, block by block. I certainly think that we’re making the price of Jacob Zuma for the ANC very, very expensive in terms of his brand and in terms of his public profile, and also believe that many people will be determined to get rid of Jacob Zuma within the ANC, and change the ANC from within. What they’re going to learn, much to their disillusionment in the next couple of years, is that the ANC is beyond the point noreturn and can’t be changed from within. Then they’ll have to make the decision that many South Africans have already made and come on-board with the DA. So you expect a lot of defections? I expect a lot of voters to leave before the people who are dependent on the system leave. I don’t like people to cross the floor if they’re public representative. I want voters to change their minds and hold public representatives to account. And that’s already happening, proving that our democracy is going strong. As we’re celebrating 20 years of democracy, what do you think the next 20 years hold for South Africa? We live in a democracy now but things are going to be a bit rough for the next five years as I see it, because we’re going to have a lot of movement on the political left among the populists and the Marxists. But even if they win in a few places, in 2016 the local government election will be what’s needed to demonstrate just how much they’re going to mess up the places that they govern. We only need that contrast to show how much better the DA governs when we govern. So we are ‘all systems go’ for the Union Buildings, and this election is an important step in that direction. What about that extreme left-wing element? For instance, how do you feel about the prospect of Julius Malema in parliament? We’re going through an interesting period in politics now. Yes, Malema will get his seat, no question, but if he’s declared insolvent then he’ll have to give up that seat. That’s a real likelihood at the moment

because he owes the taxman R16 million rand, although he hasn’t had a proper job in his life so I don’t know where he got that R16 million from. But if he’s declared insolvent, he’ll have to give up that seat and leave parliament whether he’s even voted in or not.

“I want voters to change their minds and hold public representatives to account. And that’s already happening, proving that our democracy is going strong” Speaking of voting, what’s the state of expat voting now after all the campaigning that the DA has done to simplify it with the Electoral Amendment Act? One of the best things expats can do is voting. And every vote counts. As it is 35,000 expats have registered to vote around the world, and about 10,000 of them in the UK. Hopefully all of them will vote, and hopefully the majority of them vote DA, which means that on that remainder we can get another seat in parliament on the expat vote. Our past experience shows that the vast majority of expat voters are DA. They tend to have a value set that agrees with the DA. They believe in the open-opportunity society for all, which we advocate, and are interested in helping us create that in South Africa. Many South Africans are returning home now. What does that mean in the political context in the region? I think it gives us good news. It gives us the news that people think we are going to succeed with this democratic transition. So I’m very excited that lots of people, who previously doubted that we ever could or would succeed and who had left South Africa are now returning because they feel reassured that we’re doing well. And if we get democracy right in South Africa, I hope that it will spread across the continent. So ultimately we all have a crucial role to play to make sure that this succeeds. So, Premier, when you’re not busy building towards that success, when you’re not campaigning, governing and massive holding rallies across the country, what do you do to relax? Well, I try to follow the rugby. But if that fails, I spend my time talking to people like you.

by sertan sanderson THE following are presented in no particular order - especially not in any order of supposed relevance, as none of these political parties have ever made it into Parliament. But with your help… 1) Front Nasionaal There are some people who like to pretend that 1994 never happened and that the Nats are still in power. It is fair to say that the newlyformed Front Nasionaal Party and a few other such associated rightwing groups seem to appeal to these tannies and ooms. They all advocate Afrikaner self-determination and campaign for a referendum for those who identify as Afrikaners. While they do that we just see the ‘mental’ in ‘fundamental’. 2) Dagga Party Well, this one is a bit obvious perhaps and doesn’t require much explaining – these fellows think that all our problems would melt away if only dagga were made legal. But whatever the party may be ‘potting’, they first have to ‘weed’ out their internal problems, as the Independent Electoral Commission (IEC) has threatened to reject the ‘party’ party on the ballot paper until it managed to get its registration fees together, but only at 4:20pm on closing day. Well, it’s not like we expected the Dagga Party to jump the ganja with sorting out their application any time sooner anyway. 3) K.I.S.S. Party While K.I.S.S. can variably stand for “Keep It Straight and Simple”, “Keep It Simple, Stupid”, and “Keep It Sharp Sharp” by the party’s own admission, the tradition of the K.I.S.S. party (which manages to get a good few thousand votes each election) follows a libertarian school-of-thought, spearheaded by senior citizen Claire Emary, also known as Claire C. Gaiford. The party is reportedly based out of Heidelberg, Gauteng, and is not expected to improve on its performance.

4) Al Jama-ah Al Jama-ah is an Islamic movement, which is in support of sharia law and other Islamic principles. Needless to say, there would be some predictable clashes with the South African constitution should the party’s plans ever come to fruition. However, Al Jama-ah is only running for the second time this year while trying to get its votes from Cape Town’s Muslim population, so there’s no need to panic. What we know at least is that Al Jama-ah is considered to be a rather a moderate organisation, especially compared to another Islamic movement in SA, Hizb-ut Tahrir, which – on account of its questionable views and activities has been banned in many countries. 5) Equal Rights Party A rainbow party for the rainbow nation – what else could be more appropriate? Despite gay marriage being legal in South Africa and discrimination against homosexuals being outlawed, SA still battles with many equal rights issues driven by homophobia, which the Equal Rights Party hopes to address. However, there doesn’t seem to be a clear strategy involved, as the party failed to register at national level. Maybe in 2019? 6) UBUNTU PARTY Ubuntu seems to be a fashionable term that is thrown around to create a certain “feel-good” notion about community. However, the Ubuntu Party wants to take things to another level – the party appeals to lift our consciousness into a new sphere and free ourselves from our limitations, not just politically but – first and foremost - spiritually. With community at the centre of the movement, the Ubuntu Party looks for members who can contribute whatever their talents and strengths may be to move everyone into a realm of liberation. In short, it’s less “Amandla” and more “Kumbaya”. 7) Patriotic Alliance What is interesting about the Patriotic Alliance is not so much

what the party tries to achieve (by its own admission it identifies and competes with the main South African opposition, the Democratic Alliance), but rather who leads the party. The top two positions are occupied by bank-robber turned motivational speaker Gayton McKenzie and Ponzi-scheme-fraudster turned businessman Kenny Kunene. Kunene, known as the “sushi king” (for his verypublic love of the Japanese delicacy) had flipflopped between the ANC and the Economic Freedom Fighters (EFF) before finding his political home with the Patriotic Alliance, and is hoping to seal a future in politics with the obscure party. 8) Africa Independent Congress Our comrades over at the Africa Independent Congress split from the ANC over a spat defining the borders of the Eastern Cape and KwaZulu-Natal provinces, but their little movement has become about much more than just gerrymandering provincial boundaries. The AIC has its own programme and seeks to define South Africa as a multi-party democracy, however, the party has recently tarnished its reputation as an opposition voice by campaigning to collect signatures to ban gay marriage. 9) WASP Following the events at the Lonmin Marikana mines in 2012, the Workers and Socialist Party (WASP) was formed to use the muscle of collectivism to the favour of workers. The newly incorporated WASP calls for the nationalisation of all mines and other industries in South Africa under the tried-andfailed Marxist model. Membership numbers are vague, but it is alleged that the National Transport Union fully supports the new political party. After talks with Julius Malema’s EFF last year the two parties failed to merge, leaving the landscape of extreme left politics in South Africa fragmented. 10) Kingdom Governance Movement The Kingdom Governance Movement calls for a “broad platform as a prophetic voice” so it can “advance the kingdom of God on the earth.” Started by former ANC member Mkhangeli Matomela, it reportedly takes direct inspiration from the Holy Spirit and is otherwise busy rejecting Satan until the Messiah is due back. It is rather exhausting trying to make sense of its 15-page manifesto, but they definitely get the prize for best Photoshop logo design.

My thoughts on this 20th anniversary of the Rainbow Democracy

It’s a tired old t-shirt slogan, but imagine the shock when it was worn, read and understood for the first time: when history repeats itself it takes tragedy and turns it into farce. Historical comparisons can be lethal. To balance one evil deed with a repeat exercise is pointless. The death of one human being because of careless politics should be enough to fuel the anger of a nation. During and after apartheid, it was tempting to equate National Party brutality with the horror of Nazi extermination. Just because we did not kill six million blacks, does not make us better than those who killed six million Jews. Adolf Hitler is always the obvious touchstone for forewarning of a similar future. He is also the theatrical role model for those who do not look further towards his evil legacy but rather at his inventiveness in convincing the masses to support his skewed vision of a better future. Hitler was democratically-elected by the voters in Germany. He did not seize power. His promises to a degraded populace roused them to optimistic hope, not clinical analysis. He promised land for those who needed more - Lebensraum. He demanded economic control of the wealth of the nation to be in the hands of the people, and not in the foreign grasp of the enemy, the Jews. His rousing hysterical rhetoric even inspired an amateur fascist in Ventersdorp to threaten an AWB-led civil war in our country. And most of us believed Eugene Terre’blanche, because he was so convincing. Luckily sex raised its

timely head, or was it a sexy blonde called Jani? Julius Malema is not an enigma. He is what you see, what you hear and what you get. If he has managed to conquer the mysteries of Google and study the past monsters of political bullshit, it shows. If his spit-splattered rhetoric is instinctive, it terrifies. He speaks for a majority that has no hope of redemption from poverty and voicelessness. After 20 years of promises they are still waiting. They have no enjoyment of the African rain sent by the gods, to recall one of Malema’s memorable images. Why? Because of no municipal drainage, the rivers will drown their children. They have no food, no medicine, no cars, no BlackBerries. Julius has all those props of Bantu-bling, but it only makes his glibness more believable. And so in carbon-keeping with his historical and often hysterical mentors – those glorious lethal gasbags called Fuhrer, Stalin, Mugabe, Gadaffi and Bart (Simpson) – our clown prince Juju leads red-beret’d onslaughts via national TV, promising logical needs. You will be redeemed if you follow my lead. We will take the land (Lebensraum); we will reclaim our economy from white control (Jews). Adapt your party leadership to our needs, or we will get rid of you! As made clear to the dithering German leadership from a soapbox in Munich’s local beerhall full of swastikas, not red berets. (If in doubt, Google Weimar Republic and Adolf Hitler 1929) Statistics deaden the spark of renewal. How do we educate millions of youth still half-taught and furious that their dreams are fading? How do we wrestle the stagnant earth from the tired useless white farmers who are more

attached to whisky and Sewende Laan than feeding a nation? Huge percentages unemployed, uneducated, unfocused and unhappy. Happy Birthday Rainbow Nation. Our greatest concern was that those young voters who were born after Nelson Mandela kicked official apartheid into the toilet of history, would not register to vote in the upcoming general election. We were right. Most shrug and see no point in getting involved. One has to agree with them when the leadership of our land has become corrupt, inept and careless. We are also selling the election incorrectly, with adverts underlining the importance of voting ‘for the community’, ‘for the country’ and ‘for Madiba’. No one is honest enough to point out that voting is the most selfish act we are allowed in a democracy: to vote for ourselves. Say to the born-frees that it’s not about the rot at the top, or the pointlessness of involvement with a corrupt political game. You are voting for your future, your life, your dream. Take that vote as the key to your door to the rest of your life. If you don’t bother to open it, you will left behind. Democratically-elected governments worldwide are finding democratically acceptable ways to destroy democracy. So do not be surprised, shocked, offended or deceased when the Commanderin-Chief from Limpopo sooner than later becomes the democratically-elected Fuhrer of the Nation. It happened before and was a tragedy. It hasn’t got long to go to become our farce. There is a simple birthday message that could carry our rainbow beyond the next mine dump: South Africa? Don’t boo. Thuli Madonsela makes Time Magazine’s Top 100 list | The South African Public Protector makes it on the coveted list of the 100 most influential people in the world, as her recent report on President Jacob Zuma’s Nkandla extravaganza seems to have already secured her place in history

by sertan sanderson Public Protector Thuli Madonsela welcomed the announcement that she would be featured on Time Magazine’s list of the world’s top 100 influential people. With this level of popularity, she will join the ranks of ladies in politics like former US Secretary of State Hillary Clinton and German Chancellor Angela Merkel as well as entertainers such as Beyonce Knowles and Miley Cyrus. The annually compiled list claims that it is aimed at recognising “activism, innovation and achievement of the world’s most influential individuals”. Published in its 11th year now, however, it also features controversial figures such as North Korean leader Kim Jong-un.

Madonsela said that she felt humbled by the gesture, adding that she was surprised that her “modest efforts” were acknowledged outside of South Africa. She underlined that the support of her team in identifying misspent government funds while eradicating corruption was key to her success: “Like several other accolades that have been bestowed on me, my inclusion in the list is not only a recognition of my contribution as an individual, it is an acknowledgement of the selfless efforts of the public protector team at large.” Madonsela’s recent report into President Jacob Zuma’s R246 million worth of upgrades at his homestead in Nkandla, KwaZulu Natal, catapulted her

into the public eye last month. Her criticism of the president’s spending and the ANC’s ongoing support of the president earned her much admiration among South Africa’s critical masses. However, not everyone has come out in her support since the report was published. Disgraced former national police commissioner Bheki Cele said publicly that she should stop “acting like she is God,” referring to her new-found popularity on account of her damning Nkandla report, “Secure in Comfort”. In her report, Madonsela specified that Zuma and his family had benefitted unduly from various upgrades passed as security-related necessities, and demanded the president to repay some of the costs.

New Malden child deaths return “inconclusive” post-mortem results

| As initial autopsy results fail to bring the tragic deaths of three severely disabled children into context, more information about the expat family’s background comes to the surface

by sertan sanderson THE post-mortem examinations carried out on three South African children found dead last week at a five-bedroom house on Thetford Road in New Malden, south-west London, have returned inconclusive results, according to Scotland Yard. The police said the examination “did not establish a cause of death”, adding that further tests had been ordered at Great Ormond Street Children’s Hospital, where the initial autopsies on the Clarence children had been conducted two days after their deaths. Scotland Yard had reported that the two

three-year-old twin boys named Ben and Max and a four-year-old girl named Olivia had, however, been pronounced dead on the scene. There were speculations in the meantime that the bodies of the children may have been lying dead for several days before the police were alerted to the case. It was further revealed that the children’s mother, South Africanborn Tania Clarence, 42, has been charged with their murder at Wimbledon Magistrates’ Court, and is expected to appear at the Central Criminal Court at the Old Bailey in the course of May.

She did not enter a plea after confirming her identity in court. Tania Clarence remains in custody during ongoing court proceedings. The children’s father, South African native Gary Clarence, was also present at the Magistrates Court where Mrs. Clarence was charged with three counts of murder, having to return from South Africa during holidays with the couple’s sole surviving daughter, Taya. The couple’s three children were reportedly suffering from a severely life-limiting genetic disorder called “Spinal Muscular Atrophy” and were in need of constant special care. Commonly known as ‘floppy baby syndrome’ it is a severely disabling condition and can typically shorten life expectancy to single digits in most instance although there are exception in severity. The couple’s eldest daughter Taya did not suffer from the inherited disorder. The family’s home had only recently been fitted with lifts for wheelchairs to accommodate the children’s sever disabilities. Despite receiving assistance from nannies and special carers, a friend of Tania Clarence’s went on record with the press, saying that she was suffering to cope with the stresses of rearing three disabled children. Neighbours described the couple in highly positive terms, saying that they were “really, really lovely people”.

South Africa ‘deserves to celebrate’ – Kgalema Motlanthe

| Deputy President Motlanthe, who is on a three-day working visit to the UK, said that South Africa was a different country on all levels to what it was two decades ago by STAFF REPORTER South Africa’s celebration of 20 years of democracy is hard earned and well deserved, Deputy President Kgalema Motlanthe said at a ceremony to mark the historic occasion at South Africa House in London on Thursday. “My gut reaction to this celebration is that we deserve it. We have earned it in many remarkable ways,” Motlanthe said. “We have earned this historic moment through the epochal struggles we launched to free the South African population from the clutches of a backward and indeed inhuman ideology.” The 27 April 2014 will mark two decades since South Africans of all races voted in the country’s first free and fair election in 1994, ushering in a new democratic dispensation. Deputy President Motlanthe, who is on a three-day working visit to the UK, said that South Africa was a different country on all levels to what it was two decades ago: “We are a shining example of what humanity can do

to bring about a better world.” The biggest task facing the country was to ensure a growing and prosperous economy to ensure a better life for all South Africans, especially those coming from a background of historic exclusion, he told the audience at South Africa House. “Without a growing economy to extricate South Africans from the abyss of poverty, unemployment and inequality, democracy holds no meaning. In fact, no democracy can survive under conditions of want, penury and social bleakness,” he said. Motlanthe said the legacy of former President Nelson Mandela, who passed away in December, was underscored by the preamble of the Constitution: that South Africa belongs to all who live in it, black and white. This should not be seen as a facile slogan, he said. Instead, South Africa was a microcosm of the world, where people from all corners had chosen to live. “Similarly our anti-apartheid struggle was a broad front

comprising members of all sections of our society.” All South Africans had a good reason to celebrate the benefits attained through freedom – and so do the people of the world as a whole, he said. The celebrations, however, did not represent the end of the journey but a start to address the challenges of unemployment, poverty and inequity. Motlanthe acknowledged the role played by the international community in the struggle for equality – as well as the importance of continued bilateral relations. At the reception hosted by new High Commissioner Obed Mlaba, the South African-born actress Ruth Rosen gave a reading of Mandela’s favourite poem ‘Invictus’ by William Ernest Henley. The proceedings concluded with rousing performances by an ensemble of South African musical legends including Pinise Saul, Adam Glasser, Don Laka and Eugene Skeef.

Queen Elizabeth congratulates South Africa on 20 years of democracy

| The Queen, David Cameron and Chinese President Xi Jinping are some of the world leaders who have congratulated South Africa on its 20 years of freedom by staff reporter Queen Elizabeth II, British Prime Minister David Cameron, Chinese President Xi Jinping and US Secretary of State John Kerry were among the international leaders who sent South Africa messages of congratulations on reaching 20 years of democracy on Sunday. “On the occasion of the Republic South Africa celebrating 20 years of democracy, it gives me great pleasure to send the people of South Africa my warmest congratulations,” the Queen said in a statement. “My family and I have enjoyed a special and significant relationship with South Africa over the years. The links between our two countries have deepened and matured since South Africa’s transition in 1994, and long may that continue. I send my best wishes for the happiness, security and prosperity of the people of South Africa in the next 20 years and beyond.” Prime Minister David Cameron said South Africa’s struggle to achieve freedom and democracy

“has shown the world how much can be achieved with courage and determination… The South African people have shown us all that a process of reconciliation and forgiveness can truly lead to a brighter future.” Also on Sunday, Chinese President Xi Jinping sent a message to President Jacob Zuma, on behalf of the Chinese government and people, congratulating the county on the 20th anniversary of its founding. US Secretary of State John Kerry said in a statement: “On this 20th anniversary, we reflect on South Africa’s transformation in these two decades as a testament to the power of reconciliation, forgiveness, and hope. “As you prepare to hold general elections – your fifth in the postapartheid era – we remember the spirit of that historic election in 1994, one filled with tremendous hope, goodwill, and promise for a better future.” US Ambassador to South Africa Patrick Gaspard, meanwhile, posted a message on the US embassy’s website on Saturday,

saying: “As someone who grew up in the United States and who is acutely aware of the struggles that we have had in perfecting our own union and creating a more equal society, I can recognize that South Africa is still a beacon and an example of what is possible. “As President Obama has said, we are seeing an awakening in Africa, with new growth and possibility. South Africa is still the shining example, as a country with a mature finance sector, a vibrant press corps, an aengaged civil society, independent courts and levels of government transparency unparalleled in the region. “Having only served six months as US Ambassador, I am already convinced that it is the young people in particular who will be the ones to step forward and realize the great potential of this remarkable nation. They are the real treasure of this country. Laurie’s first tour to the UK was at the end of 2012 after she signed with UK booking agent Bob Paterson. Her 10-date tour was a huge success, and was coupled with the UK release of her album, Six Winters. The album received rave reviews (No Depression gave it 10/10 and Uncut gave it 8/10) and her live performances captured the attention of a number of journalists who gave her shows very favourable reviews. Laurie released her fourth album Border Crossing last year. Since surfacing with her remarkable debut, Unspoken, back in 2007, Laurie has meticulously crafted a career that has turned her into a singer-songwriter of substance. South African and Zimbabwean writers on shortlist for £10,000 Caine Prize

| South Africa’s Diane Awerbuck and Zimbabwe’s Tendai Huchu are shortlisted for this year’s Caine Prize for African Writing By staff reporter Writers from South Africa, Zimbabwe, Kenya, Ghana and Zambia have been named on the shortlist for the 2014 Caine Prize for African Writing. The five shortlisted names were announced this week by Nobel Prize winner and Patron of the Caine Prize, Professor Wole Soyinka, as part of the opening ceremonies for the UNESCO World Book Capital 2014 celebration in Port Harcourt, Nigeria. The Caine Prize, awarded annually for African creative writing, is named after the late

Sir Michael Caine, chairman of the Booker Prize management committee for nearly 25 years. The prize is awarded for a short story by an African writer published in English (indicative length 3,000 to 10,000 words). An “African writer” is normally taken to mean someone who was born in Africa, or who is a national of an African country or has an African parent. To commemorate fifteen years of the Caine Prize, each shortlisted writer will be awarded £500. The winner of the £10,000 prize will be announced at a celebratory dinner at the Bodleian Library, Oxford, on Monday 14 July. The Chair of judges, awardwinning author Jackie Kay MBE described the shortlist as “Compelling, lyrical, thoughtprovoking and engaging. From a daughter’s unusual way of grieving for her father, to a memorable swim with a grandmother, a young boy’s fascination with a gorilla’s conversation, a dramatic faux family meeting, to a woman who is forced to sell her eggs, the subjects are as diverse as they are entertaining.” She added, “The standard of entries was exceptionally high, so much so that it was very difficult for the judges to whittle it down to a shortlist of only five. We were heartened by how many entrants were drawn to explorations of a gay narrative. What a golden age for the African short story, and how exciting to see real originality – with so many writers bringing something different to the form.”

Alongside Kay on the panel of judges this year are the distinguished novelist and playwright Gillian Slovo, Zimbabwean journalist Percy Zvomuya, Assistant Professor of English at the University of Georgetown Dr Nicole Rizzuto and the winner of the Caine Prize in 2001 Helon Habila. Once again, the winner of the £10,000 Caine Prize will be given the opportunity of taking up a month’s residence at Georgetown University, as a Writer-inResidence at the Lannan Center for Poetics and Social Practice. The award will cover all travel and living expenses. The winner will also be invited to take part in the Open Book Festival in Cape Town in September 2014, the Storymoja Hay Festival in Nairobi and the Ake Festival in Nigeria. The African winners of the Nobel Prize for Literature, Wole Soyinka, Nadine Gordimer and JM Coetzee, are Patrons of The Caine Prize. Last year the Caine Prize was won by Nigerian writer Tope Folarin. He has subsequently signed up with the Lippincott Massie McQuilkin literary agency and is working on his first novel The Proximity of Distance. The book of the 2014 prize will be published with the this year’s workshop stories in a forthcoming anthology which will be launched at the award dinner in July 2014 and published by New Internationalist and seven copublishers in Africa.

Dates for the Diary This year the shortlisted writers will be reading from their work at the Royal Over-Seas League on Thursday 10 July at 7pm and at the Southbank Centre on Sunday 13 July at 5pm.

| President Mugabe pleads poverty on BBC programme, as Zimbabweans brace themselves for starvation By sertan sanderson Zimbabwean President Robert Mugabe revealed on a BBC documentary that his salary is currently set at $4,000 per month (or $48,000 per annum). Previous estimates had placed his salary at more than twice that amount, however, the public statement by the Zimbabwean leader does not qualify as an official record. “I am earning $4,000 just now. Because of the hard times this is what we decided on that we should recognise the hard times at the moment,” the 90-year-old Zimbabwean leader said in an interview with British-Ghanaian journalist Roy Agyemang on the BBC documentary Mugabe at 90. The quoted number would place Mugabe as the lowest-salaried president in southern Africa. His neighbour to the north in Zambia,

President Michael Sata, has been reported to earn over $82,000 a year, while Angolan President Jose Eduardo dos Santos accounted for a salary of about $60,000 annually. However, neither of the three African leaders can hold a candle to South African President Jacob Zuma, who is currently salaried at $21,000 a month (or $252,000 annually), placing his statesponsored income amid the world’s top three democratically elected leaders (between US president Barack Obama and UK prime minister David Cameron). Despite the reported $4,000 salary, President Mugabe’s personal wealth still goes on to rank him among Zimbabwe’s highest earners. Mugabe is estimated to have accumulated a net worth of $10 million, with his private Harare residence also priced at about another $10

million. In a country with 80 per cent unemployment and one of the highest corruption indices in the world, it is plain to see that President Mugabe will obviously find himself in a wealthy minority. Despite these imbalances the Zimbabwean President has also managed to throw two lavish parties recently, one for his 90th birthday and the other for the wedding of his daughter Bona Mugabe, which had respective price-tags of $41 million and $10 million, and both were at least partly funded by the taxpayer. When Zimbabwe was going through a famine in 2000, Robert Mugabe managed to boost his own bank balance with a few thousand extra dollars by miraculously winning the state lottery that year. Woolworths set to acquire Australia’s David Jones

| South African retailer Woolworths is set to buy Australian department store chain David Jones for R21.4-billion (A$2.1-billion), in a deal that will create a leading southern hemisphere retailer with 1 151 stores across 16 countries By staff reporter The deal will make Woolworth one the 10 biggest department store operators in the world, and one of the largest companies listed on the Johannesburg Stock Exchange. “We have great respect for David Jones - it is a truly iconic Australian retail business,” Woolworths CEO Ian Moir said in a statement on Wednesday. “Woolworths is a proudly South African company with an enviable history and track record. Our businesses are closely aligned in terms of our target markets, and we look forward to growing a southern hemisphere champion from our South African base.” Woolworths has operated successfully in Australia for over 15 years already through its

subsidiary, Country Road Group, which operates the Country Road, Trenery, Witchery and Mimco brands. David Jones is an iconic Australian brand at the premium end of the clothing business, occupying a similar customer positioning in Australia to Woolworths in South Africa. “DJs”, as many know it, also stocks gourmet food and wine and high-end beauty products. One of Australia’s oldest department stores, it has 38 branches across the country and flagship stores in Sydney and Melbourne. According to Woolworths, the combination of the two will provide “significant advantages that will benefit both companies and their customers. The group will have increased scale that will

drive significant efficiencies and economies through enhanced global sourcing and be able to benefit from the shared seasons and trends.” Working with David Jones’ management team, Woolworths plans to speed up the Australian company’s strategic initiatives to improve its position and performance. The company said it had identified a number of initiatives “which it believes will deliver at least R1.4-billion (A$130-million) per annum in earnings before interest and tax per annum within five years”. As part of this turnaround strategy, Woolworths said it was committed to developing its South African supply chain and boosting exports from the

southern African region. “All the products that we have from South Africa and the SADC [Southern African Development Community] countries, which is about 40% of our total offer, will flow into David Jones,” Moir told Business Day on Wednesday. The transaction is subject to a number of conditions, including approvals by both sets of shareholders According to Woolworth, the David Jones board of directors “has unanimously resolved to recommend its shareholders vote in favour of the transaction, in the absence of a superior proposal and subject to an independent expert concluding that the transaction is fair and reasonable and in the best interests of David Jones shareholders”.

This is no small wonder in the light of the fact that it is estimated that in excess of 4,500 families lives’ are currently placed on ‘hold’ by the UK Home Office, not counting the thousands of families who decided not to apply, as they do not meet the minimum income criteria. Background In July 2012 the UK Home Office introduced new rules that require a minimum income threshold of £18,600 in order to sponsor the settlement of the spouse, partner, fiancé or proposed civil partner in the UK, with a higher threshold for any children also sponsored: £22,400 for one child and an additional £2,400 for each further child. The new rules caused a public outcry and have obviously had a huge impact as the financial requirement is simply out of reach for many applicants. The issue was taken to court, and in July 2013, the UK High Court found the controversial UK immigration rules requiring the minimum income as ‘unjustified and disproportionate’ where the sponsor is a refugee or a British citizen. Following this judgement the UK Home Office announced

that it will place all decisions that do not meet the minimum income threshold criteria on hold, until further notice. This pause in considerations is still continuing today. The UK Home Office furthermore filed an appeal against the July 2013 judgement. The appeal was heard in the Court of Appeal in the beginning of March 2014, and judgment on the appeal is currently awaited. Whatever the outcome of the challenge, things could possibly change again soon, as legislation is expected that will set out the Government’s definition of the balance between the financial requirements for spouse and visa applications and the public interest. Implication for family migration applicants In order to clarify the current situation regarding family migration applications, BIC would like to point out the following; The new rules only apply to applications made on or after 9 July 2012. It is still possible to apply for a spouse/partner or child application under the UK family migration rules, but if you do not meet the minimum income threshold, the UK Home Office will ‘pause’ consideration of your application until further notice. If you do meet the minimum

income threshold requirement, your application will be considered as usual, and should you fulfil all the other requirements, you should be successful in your application. Applications that will be refused based on the other requirements not being met, such as the English language requirement, and that the relationship must be genuine and subsisting, will be continued to be processed and decided as normal. If your application has been ‘paused’ and you withdraw your application, you will receive your passport back, but will lose your application fee. Is there an alternative? A Springbok Test jersey has made its way home after 51 years thanks to Australian prop Benn Robinson’s careful couriering during the Waratahs’ recent tour to the Republic. According to a report in the Sydney Morning Herald, Robinson was asked by a former Wallaby, Jim Miller, to deliver the jersey safely to David Malan, the son of former Springbok hooker Abie Malan who had captained the Boks during the 1963 four-match Test series against Australia. Miller was a member of that Australian touring team who surprised all and sundry by sharing the series 2-all with the Springboks. He had found the jersey at the back of a cupboard while preparing to sell

the family home in Sydney and retire on his farm. Worrying about sending it in the post, he knew the Waratahs prop was heading on tour to South Africa and that’s when Robinson received the call. As soon as Robinson was on tour to South Africa, he met up with David Malan, who is the proud owner of his father’s rugby jersey collection, at a Cape Town hotel and Malan finally got to hold the special jersey. “I have had my dad’s collection of jerseys for the last 40 years, he gave it to me when I was 12 or so,” Malan said. “I’ve always cherished them, but the jersey he wore as the Springbok captain – which is quite different from his other ones – that shirt was missing.”

The 1963 Wallabies are regarded as one of the finest-ever to tour SA during a period in which the Boks were dominant. They were the first team since the 1896 British Isles to win two consecutive tests in a series in SA, going on to draw the four-match Test series and winning on the Highveld – a feat they were unable to achieve again for 47 years until finally in 2010. Abie Malan (78), who played 18 tests for South Africa, lives on his farm in Upington. He was unable to meet Robinson in person but chatted over the phone and still maintained the keen sporting rivalry with Australia by saying a few cheeky words. “Tell [Miller] he can keep the jersey, I’d rather have the house in Sydney,” Malan was reported to have said.

the world’s elite players. In 2013 he won the British Open and followed it with victory in the US Open to capture his first Grand Slam title. In both tournaments he beat world number one David Wagner. He finished the year ranked second in the world. In January, Sithole finished runnerup in the singles and doubles at the Australian Open. Describing Jomo Sono’s award, the Presidency said: “For his commitment and dedication as a footballer. His excellent contribution to the development of football and young talent is commendable.” Nicknamed “The Black Prince”, Sono was a wonderfully skilled player. He could control the game from the midfield and was able to fashion some eye-opening goals.

He first played for Orlando Pirates, but then headed to North America where he played for New York Cosmos, Colorado Caribous, Atlanta Chiefs and Toronto Blizzards. After his retirement in 1982, Sono returned to South Africa and purchased the Highlands Park Club, renaming it Jomo Cosmos in honour of the team that brought him to the USA. Although the club is currently in the South African First Division, it has over the years enjoyed a number of successes, including winning the Telkom Knockout Cup three times. Before the formation of the Premier Soccer League, it also won the National Soccer League title in 1987. Among the players who played for Sono at Cosmos before going on to

earn themselves lucrative overseas contracts were Mark Fish and Helman Mkhalele. He is known for having a good eye for talent. He also made a telling contribution to Bafana Bafana when he took charge of the national team as a caretaker coach after Philippe Troussier was fired just before the 1998 Africa Cup of Nations. With the team in disarray, a disaster was predicted by many. Instead, with Sono leading, Bafana made it all the way to the final, where they lost to Egypt.

Monday 28 April saw the parks and pitches across this fair English capital adorned by guys and gals alike, all ready to show the other teams what they are made of. Whether you’re a shiny new player, or well-seasoned – our Spring league of 2014 is set to be our best one yet! Both at Clapham Common and Regents Park, the past week has seen amazing turnouts for our beginners coaching sessions. What was even better to see was that the girls almost outnumbered the guys! (You go girls!). Getting more women involved is fantastic, as Touch is one of the only sports where Men and Women play alongside each other at Elite levels. It was awesome to see the ease that all the beginners picked up the basic skills with. Clapham Common leagues (once again being greedy), filled up in no time at all, Regents Park and Clapham/Wandsworth only just have room for dessert and Hyde Park, Putney/Wandsworth, Surrey Quays and Richmond could all go back for seconds (but with spaces filling up quickly, get in before you miss out!) With many familiar teams, but also quite a big number of new ones, the next 8 weeks of competition will be a fierce one! Will the 2013 winners maintain their titles with ease, or, will they taste the sharp end of defeat against some new competition? With numbers for our Superleague competition also being at an all-time high – make sure to watch this space (or follow all the happenings on our Facebook page), for the battle royale about to unfold. The 10 best mixed teams as well as the 6 best ladies & men’s teams from all across London competing to be titled O2 Touch London Super League champs, these games will surely showcase some amazing skillsets from our players.

By staff reporter Five South African sports stars were honoured with National Orders on Freedom Day, 27 April, in an investiture ceremony at the Sefako Mapogo Makgatho Presidential Guest House in Pretoria. Top athlete Caster Semenya, swimming star Cameron van der Burgh, Paralympic standout Fanie van der Merwe, wheelchair tennis ace Lucas Sithole and footballing great Jomo Sono all received the Order of Ikhamanga in bronze. The Order recognises citizens who have excelled in the fields of arts, culture, literature, music, journalism and sport. According to Dr Cassius Lubisi, the chancellor of the National Orders and Director-General in the Presidency, “National Orders are the highest awards that our country bestows on its citizens and eminent foreign nationals,

who have contributed towards the advancement of democracy and who have made a significant impact on improving the lives of South Africans.” The Presidency described Caster Semenya’s nomination as follows: “For her outstanding contribution in the sporting field of middle distance track running. Her performance against all odds has made the country proud.” Semenya burst onto the international athletics scene at the 2009 IAAF World Championships in Berlin when she won gold in the 800 metres at the age of only 18. Her winning time was a sensational 1:55.45. Two years later, at the IAAF World Championships in Seoul, Semenya fought her way back from injury to claim silver in the 800 metres. The following year, at the London Olympic Games, she won another silver medal, to help South Africa finish 23rd on the medal table,

significantly up from 70th in Beijing four years earlier. Describing Cameron van der Burgh, the Presidency said: “For his display of dignity and grace in his performance on international stages as a swimmer, while firmly rooted in South Africa and training at home. He has shown determination and strength and has portrayed continuous excellence in the field of aquatic sport.” Van der Burgh’s promise was first shown in 2007 when he won bronze in the 50m breaststroke at the Fina Aquatics World Championships in Melbourne. In 2008 and 2009, he was the overall winner of the Fina World Cup. In 2009 he set his first long course world record in in the 50 metres and year captured gold in the 50m at the Fina World Aquatic Championships in Rome. His achievements in 2010 included gold in the 50m and 100 metres at the Commonwealth Games and victory in the 100m at the World

Short Course Championships. The highlight of his career thus far occurred at the 2012 London Olympics when he won gold in the 100m in a world record time of 58.46 seconds. Last year, he was crowned world champion in the 50m and also picked up a silver medal in the 100m at the Fina World Championships in Barcelona. “For his excellent contribution in the field of Paralympic athletics. He has pushed past physical impediments to shine as a man of courage,” the Presidency said of Fanie van der Merwe’s award. Van der Merwe competes under a T37 classification for athletes with cerebral palsy. He won gold in both the 100 and 200 metres at the 2008 Beijing Paralympics, with his 200 metres victory coming in a world record time of 23.84 seconds. In 2011, he bettered that world record to 23.10 seconds at the All Africa Games in

Maputo. At the Paralympics in London in 2012 he snatched gold in the 100 metres again, edging out China’s Liang Yongbin in a photo finish to win the final in a world record equalling time of 11.51 seconds. Tennis star Lucas Sithole was recognised by the Presidency thus: “For bearing witness to resilience. He pushes past his limitations to achieve the seemingly impossible and has made history in the process.” At the age of 12, Sithole lost both legs and his right arm when he fell under a train. Then, in 2005, when the sport was launched in South Africa, he was invited to a wheelchair tennis camp. He instantly took to the sport and by the following year was representing his country. Since then, Sithole has continued to make strides in quads tennis. In recent years, he has become one of
