MEMBERS of the Vice Presidential Security and Protection Group (VPSPG) will be temporarily replaced with new military and police personnel, Armed Forces chief of staff Gen. Romeo Brawner Jr. said.
Brawner said this was triggered by a subpoena issued by the Philippine National Police against several members of Vice President Sara Duterte’s security detail.
“The reason why we are doing this is because VPSPG members will be investigated. Because they have a subpoena,

it means to say they (security detail) cannot fulfill their duty to protect and secure the Vice President. That is why we are temporarily pulling them out and replacing them,” the military chief said.
Duterte, however, immediately rejected the idea, saying under no circumstances will she accept the new person-
nel to be assigned to the VPSPG.
“I have friends who will arrange for my security in case we will have a problem with the AFP, in particular the Presidential Security Command,” she said in a press conference yesterday.
The Vice President, who earlier lamented that threats against her life were not being taken seriously, questioned the heightened security measures for her.
Brawner, however, underscored the need to ensure Duterte’s security.

President Marcos expressed confidence in the agreements’ potential to benefit the Philippines.
“I look forward to the implementation of several bilateral agreements in culture, energy transition, legal cooperation, artificial intelligence and digital economy, the improvement of government activities, visa waiver for holders of diplomatic, special, and official passports, and investment cooperation,” President Marcos said.

PRESIDENT Ferdinand Marcos expressed support for Palestine and called for peace in the Middle East during the International Day of Solidarity with the Palestinian People.
In a statement on Wednesday, President Marcos said the Philippines stands with Palestinians in their hope for lasting peace and prosperity.
“We stand united with the Palestinian people—men, women, and children—in their collective aspiration for an enduring peace and prosperity,” the president said.
He raised concern over the worsening humanitarian crisis in Gaza and the rising tensions in the region, urging all sides to avoid further violence and work toward peaceful solutions.
“We condemn all attacks against civilians and civilian structures, which have resulted in an alarming number of casualties, particularly women and
children, and restricted access to food, water, medicine, and other basic needs,” he said.
The president also called for unimpeded humanitarian aid to reach those in need, stressing that peace in the region can only be achieved through dialogue and diplomacy.
“We recognize that the conflict can only be resolved through diplomatic engagement, dialogue, and comprehensive negotiations rooted in international law,” he said.
The Filipino leader reaffirmed the country’s support for a two-state solution, seeing it as a path to a fair and lasting peace.
According to the recent World
Health Organization report, over 11,000 deaths, including thousands of children, due to continuous airstrikes and ground operations were recorded.
Meanwhile, Gaza’s health system is on the verge of collapse, with hospitals overwhelmed by casualties and severe shortages of medical supplies, food, and fuel. Displacement has forced thousands into overcrowded shelters, further straining limited resources
The International Day of Solidarity with the Palestinian People, observed every Nov. 29, highlights the Palestinian struggle for self-determination and the need for a peaceful resolution to the Israeli-Palestinian conflict.
Presidential adviser on poverty alleviation Larry Gadon, for his part, asked the Supreme Court to initiate a motu proprio disbarment proceeding against Duterte for her kill threat against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos and Speaker Martin Romualdez. Duterte, in a press conference yesterday, said her office will file counter-charges against the PNP.
“Initially, we are filing charges against them as well for disobedience, for kidnapping and for robbery,” she said.
The Vice President likewise questioned the subpoena issued by the National Bureau of Investigation for possible violations of the Anti-Terrorism Act and the Cybercrime Prevention Act.
of the Quad Comm, which he said was committed to uncovering the truth.
He pointed out how the Quad Comm has uncovered evidence linking the illegal drug trade to POGO operations, revealing how drug money is funneled through these gaming businesses.
“The money flow from this drug trade is being used to acquire landholdings, influence and corrupt government officials and employees who conspire with drug traders in offering protection and fake identities, that undermine the security of our country,” Barbers emphasized.
Also during Wednesday’s hearing, the Philippine Drug Enforcement Agency (PDEA) sought to expose the nexus between POGOs, drug syndicates and corporate fraud.
PDEA Deputy Director General Renato Gumban presented a matrix showing how transnational syndicates exploit legal loopholes and corporate structures to facilitate drug trafficking, money laundering, and questionable land deals involving foreign nationals.
Gumban traced the investigation’s origins to a joint operation on September 24, 2023, which led to the seizure of 560 kilograms of shabu valued at ₱3.6 billion in Mexico, Pampanga.
The operation, conducted by PDEA, the National Bureau of Investigation, the Bureau of Customs, and the National Intelligence Coordinating Agency uncovered the drugs in a warehouse owned by Willie Ong, also known as Cai Qimeng. Ong, an incorporator of Empire 999 Realty Inc., acquired the land on which the warehouse was built with alleged assistance from dismissed Mexico Mayor Teddy Tumang. Empire 999 is a Pampanga-based POGO hub that the Quad Comm has included in its investigation for its alleged links to illegal drugs. Ralph Rirao
“I find it laughable that they are looking at possible violations of the Anti-Terrorism Law. They are trying to reach whatever properties and assets I have. This is the playbook they used on Rep. She insisted that her statement that she contracted someone to kill the First Couple and the Speaker should something happen to her was “not actionable.”
“There is no active threat if I am not dead. There is nothing illegal with what I said,” Duterte said.

He emphasized the vital role of Congress in supporting economic policies that drive growth. “At this brief visit, I reaffirmed the Philippines’ commitment to further strengthen our bilateral ties, progressing towards new spheres of engagement,” President Marcos said. He also acknowledged the UAE’s contributions to the Filipino community, which he described as a cornerstone of their relationship.
“I expressed the appreciation of the Philippines for the UAE government’s care and respect for the Filipino community in the UAE,” Mr. Marcos said.
“In response, the UAE President commended the Filipino people for their contributions towards UAE’s development,” he added.
He also thanked Sheikh Mohamed for understanding the abbreviated visit, noting the President’s need to oversee relief and reconstruction efforts in typhoon-hit areas back home. The cardinal also appealed to other influential individuals to refrain from fanning the flames of discord.
“I ask all the leaders of goodwill from different sectors of our society to do what they can to prevent the escalation of political and personal conflicts,” Advincula said.
For his part, former Senator Panfilo Lacson urged the foreign business community to help bring about sobriety in the country.
Speaking before the American Chamber of Commerce in Mindanao, Lacson
said prolonged tension between the two highest elected officials would only discourage potential investors from doing business in the Philippines.
“While the perennial warmongers whose pastime is to make their day complete with their passion for gossip and entertainment… the majority of us who are sober and discerning feel sad and concerned how this development could affect the future of our country,” he told American businessmen.
Meanwhile, former Senator Bam Aquino called out those using the name of his slain uncle, Ninoy Aquino, as fodder for political rhetoric.
On Ninoy’s 92nd birth anniversary on Wednesday, the younger Aquino said political stakeholders should avoid dragging the icon of Philippine democracy into their squabbles.
He was referring to Vice President Duterte’s remark, wherein she said in Filipino, “Didn’t the whole country resist when their family [Marcoses] killed
Benigno Aquino, Jr.?”
“These past days, we have heard on several occasions the mention of Ninoy Aquino in political squabbles. What I can say is, don’t drag Ninoy Aquino into your political fights,” Aquino said.
The former lawmaker stressed that his uncle’s legacy was all about “his fight for a just and peaceful society, affordable education, and a government that is not corrupt.”
However, senior officials of the Armed Forces of the Philippines (AFP) assured that the feud between the country’s two highest-ranking executives has not created a schism within the ranks of the military.
During a Commission on Appointments (CA) confirmation hearing at the Senate, AFP Deputy Chief of Staff Lt. Gen. Jimmy Larida said there are no ‘grumblings’ within the organization.
“100 percent none, Sir,” he told Senate President Pro Tempore Jinggoy Estrada in response to a direct question.
In a separate interview, AFP Sergeant Major, FCMS Feliciano Lazo also assured that the military, particularly the enlisted personnel, will remain professional and non-partisan.
“Our soldiers know better, they will not take part [in a military uprising]. They cannot be enticed [by the Dutertes] to join for their personal interests,” Lazo said in Filipino.
As this developed, the Philippine National Police (PNP) presented to the journalists several video snippets supposedly showing how Duterte supporters gathered at the Edsa Shrine were being transported and paid for their participation in the protest action.
PNP spokesperson Brig. Gen. Jean Fajardo pointed out that there was a logbook of those who allegedly received payment to attend the gathering.
The supposedly paid participants were promised P500, but according to the police spokesperson, some complained they only received P200. Rex Espiritu

“Pursuant to the order issued by the RTC Pasig, today po, November 27, by 4 p.m., we expect na we will be transferring the custody of Apollo Quiboloy to Pasig City jail,” Fajardo said.
The religious leader is under the custody of the PNP Custodial Center in Camp Crame in Quezon City but he is currently staying at the Philippine Heart Center amid his extended medical furlough.
Quiboloy, who calls himself as the “Son of God,” is currently facing a non-bailable qualified human trafficking charge under Section 4(a) of Republic Act No. 9208, as amended, before a Pasig court.
Quiboloy is also facing charges under Section 5(b) and Section 10(a) of Republic Act 7610 or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act.

THE Senate has reinstated the original P50 billion funding for the Armed Forces of the Philippines (AFP) Modernization Program, which aims to enhance the country’s sovereignty.
Senator Ronald Dela Rosa expressed his gratitude to Senator Grace Poe, who chairs the Committee on Finance, for restoring the National Expenditure Program level of the Revised AFP Modernization Program at ₱50 billion.
He emphasized that this funding not only supports the modernization of the military but also represents a commitment to the freedom and sovereignty of the nation.
“I am certain that this additional funding for our armed forces will not
only provide them with new and technologically advanced military equipment but, more importantly, boost their morale and confidence. You have made them feel that they are not alone in defending our motherland,” he stated.
The Senate approved House Bill No. 10800, or the 2025 General Appropriations Bill (GAB), on its third and final reading on Tuesday.
Dela Rosa was the first to disclose that the House of Representatives had proposed to reduce the funding for the AFP Modernization Program from P50 billion in the National Expenditures Program (NEP) to P40 billion in their version of the GAB.
He criticized this decision, stating that reducing the budget by P10 billion
contradicts the statements of politicians who claim to support the AFP, especially when the military is defending the country’s territories, particularly in the West Philippine Sea. As a graduate of the Philippine Military Academy, Dela Rosa noted that the budget cut would affect the morale of the soldiers.
Dela Rosa is among the senators scheduled to participate in the bicameral conference committee meeting on the 2025 GAB, which is set for November 28 to November 30.
Lawmakers from both houses of Congress will convene during this meeting to reconcile the differing provisions of the Senate and House versions of the budget bill.

AICS will continue in the Central Office, Satellite Offices, and across the 16 regional field offices of the agency.
“We just want to make it clear
that the DSWD will still provide up to P10,000 cash aid to our AICS clients. This won’t be interrupted by the suspension of our Guarantee Letters (GL) at all,” Morata said.
More than 6.5 million Filipinos facing difficult circumstances were provided by the DSWD with aid amounting to P40.9 billion through the AICS program from January to December 2023.
The amount of assistance released under the AICS program in 2023 represented a 98.5 percent utilization of the fund worth over P41.5 million.
The number of clients served under the AICS in 2023 is more than four times the program’s annual total tar-
get of 1,691,869 beneficiaries.
“We would like to clarify that the temporary halt in the issuance of GLs does not mean that we can no longer provide assistance to our kababayans who are dealing with crisis and difficult situations,” Morata said.
Morata stressed the DSWD’s Central and Field Offices will continue to facilitate requests for other types of assistance under the AICS program, such as medical, burial, funeral, food and transportation in the form of outright cash.
The DSWD earlier announced that the issuance of GL will be temporarily suspended after December 13 this year and is set to resume early January next year.
Solon asks for more funds for Sulu gov’t services
DEPUTY Minority Leader and Basilan Rep. Mujiv Hataman asked the Department of Budget and Management (DBM) to secure the funds needed to finance the provincial government’s operations of Sulu, that includes essential services to the people.
Hataman made the appeal after the Supreme Court has declared as final the exclusion of Sulu from the Bangsamoro region.
The SC recently decided on several motions for reconsideration on its exclusion of Sulu from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), a decision that has become final and executory.
Hataman pointed out that Sulu’s exclusion from BARMM entails a direct responsibility for the national government to provide its funding. Maricel V. Cruz
PNP says Roque may no longer be in PH
THE Philippine National Police (PNP) is now looking into the possibility that former presidential spokesperson Harry Roque already left the Philippines even though an order for his arrest from the House of Representatives was issued.
Police spokesperson and Public Information Office chief, Police Brigadier General Jean Fajardo said that the PNP will confirm with the Bureau of Immigrations (BI) and other sources if the former Palace Spokesperson has already left the Philippines.
The National Bureau of Investigation (NBI) said on Tuesday that they received unconfirmed information that Roque has already left the country.
NBI Director Jaime Santiago said that their claim was based on the statement pronounced by Vice President Sara Duterte in a late-night media conference on Saturday where she hinted that Roque has left the Philippines.
“Look at Secretary Harry Roque, he doesn’t want to leave the country because his children will be left behind. But look at him, he just left,” Duterte said. Vince Lopez

NOT since events like EDSA Uno and EDSA Dos, the December 1989 coup attempt against Cory, or calamities like the Mount Pinatubo eruption and Typhoon Yolanda has the international media been so agape at events in the country.
The elected Vice-President has issued threats to kill the President, his lady and the Speaker of the House. Unthinkable?
After her congressional detractors had been interminably investigating “in aid of legislation” how she spent her confidential funds, “killing her slowly” prior to an obviously intended impeachment and eventual conviction by the other House, the straw that broke the camel’s back came to be.
That straw was the unjust detention of her chief of staff, the daughter of FVR ally Joe Lopez, brother of Davao’s highly respected Bagobo chieftain Elias Lopez who became a congressman and pride of the Sigma Rho fraternity. What made Zuleika Lopez’ detention more unbearable for Lady Sara was her chief of staff being cited in contempt by motion of her sworn enemy, the leftist France Castro, convicted by a court of law but on appeal.
So the long embattled vicepresident decided to go for broke. “Tinaob ang bangka,” Tagalogs would say.
She strode into the premises of her enemies and after visiting a despondent Zuleika, ensconced herself in her brother Pulong’s office for the night. Unused to such occurrence, her enemies ordered the transfer of Zuleika to the Women’s Correctional, an act of clear highhandedness.
Inday Sara was indignant and then said she had hired an assassin to avenge her death, which she presumed could only be ordered by her three identified enemies.
All the King’s men immediately denounced her “dastardly” plan, unmindful of her “conditional” declaration. And then, their King belatedly reacted, in deadpan facial expression.
He read from a script provided by his newly-minted press secretary, whose style I know too well, with such queer statements like truth being held “tokhang” and “chicheria”. This scripted day-after reaction was in contrast to Inday Sara’s cri de coeur in the dead of night and her clear concern for her traumatized staff.
On Monday, the Torquemadas resumed their inquisition, but unexpectedly, their target who earlier refused to dignify their efforts, strode into the House. Suddenly, they were “tameme” at her presence. Their intended prey was before them, yet they could not
pounce on her. “Nabahag ang buntot,” Tondo tough guys describe. And only Antipolo’s Acop was unfazed. Instead, Attorney Bitrics (whatever that means) pounced on a befuddled old lady, the disbursing officer who was just telling the truth about her actions, unaware of its legal consequences. Once more, another traumatized employee was hospitalized. Another “kurot sa puso,” in the esteem of the “masa” and at the expense of her inquisitors.
Who will prevail in this political war?
The House playbook is all too familiar. The scripts they read from were prepared for them by their coaches from a law firm that 24 years back did something against Erap to install their client GMA to power.
The following day, Lady Sara reminded the nation that Ninoy Aquino had been assassinated without a fall-back plan, which in her case, she called a “revenge plan”. Someone must have whispered to her that yesterday, November 27, was Ninoy’s 92nd birthday had he lived.
How, pray tell, could they prosecute her if she is already in the grave, “killed” by her presumed killers? “Conditional” threat she explains her sensational declaration, and whether she had that in her mind all along, or it was an afterthought, is now immaterial.
The NBI summoned her to appear tomorrow to “identify” her hired assassin. Maybe she will say it is Jason Bourne.
But wait, the drama does not end. For in a near-midnight presser in Davao, the former president, with a “war” red background presiding in another red-draped table came to his daughter’s aid. They hardly speak to each other, but times like these, blood is thicker than water.
There he said that he would talk to the soldiers of the Republic and ask them how they could stand having a “drug addict” as their commanderin-chief for the next four years.
Trust the former president when it comes to drama and shock pronouncements.
Who will prevail in this political war between the House of IlocosIloilo-Leyte with ancestral origins from Fujian and Spain, as against the House of Davao-Cebu with ancestral origins from Guangzhou and Lanao?
The nation is kept in tenterhooks, a favorite description of the former president. Meanwhile, we all lose.
NEVER in my years of observing our politics have I seen a Vice President publicly announce that he or she has spoken with someone to kill the President if anything happens to her. Our political discourse has not only become toxic but could also become deadly. Clearly, her threat has to be taken seriously by the administration. In the United States or elsewhere, this kind of a threat would have resulted in criminal charges already. Being a lawyer herself, she should have known better than to utter those words and expect the government not to react. In a way, she herself may have forced the administration to confront the
THE Philippine National Police counts on a total number of 228,000 personnel to maintain peace and order through the country whose population now stands at approximately 114 million.
For comparison, in 2017 or seven years ago, the PNP had 160,000 personnel while the total population stood then at 104 million.
If the ideal police-to-population ratio is 1 cop for 500 people then and now, the PNP has already achieved its goal and can adequately perform its basic mission to serve the protect the public.
But isn’t the PNP too top-heavy for its own good?
Newly confirmed by the Commission on Appointments, Interior and Local Government Secretary Jonvic Remulla thinks so, and therefore wants to whittle down the number of police generals from 153 to 25.
view, there was nothing wrong with what she said because it was conditional. Her threat will only be executed if she dies. Not being a lawyer, I do not know if there is such a thing as a conditional threat.
situation in the manner that PBBM announced. Otherwise, the public will think that the government is afraid or helpless.
There is no other way to take her statement but at face value.
Last Monday however, the VP said that what she said was “maliciously and logically taken out of context”. But it is difficult to see how her explicit statement could be taken out of context except to take it at face value. From her point of
In the past several months, the VP has also given three puzzling and rambling interviews which could only be termed as bizarre. As Vice President, she is just a heartbeat away from the presidency and must act in a manner commensurate with her high government position. As Senate President Francis Escudero stated, it was very unbecoming of the Vice President to have done what she did.
I do hope that she is all right and that this last outburst of hers was just a result of all her frustrations related to the ongoing House hearings regarding how her confidential funds were spent. The hearings may indeed be all politics as she is claiming. Still, Congress, due to the nature of our political system of checks and balances, does have the right to conduct the hearings. And
While that piece of bad news is likely to send shivers down the spines of those likely to be affected by the downsizing of the PNP top brass, Secretary Remulla, however, has given an assurance that no one will be fired. “We are not firing anyone. We are not removing anyone. We are waiting for their retirement. And we will formulate a policy whether or not we will replace the generals who are retiring.”
Promotion has become a right rather than a privilege.
This should allay fears of any grumblings in the top echelon of the PNP.
The DILG chief wants the agency to study whether the star rank is really necessary or deserving in every position, or whether a colonel would suffice. This would be an ongoing process, he said.
Earlier, Remulla said he wanted to trim the number of generals as part of his efforts to reform the PNP, which he described as currently “very top-heavy” and is in need of
if the confidential funds were spent without any irregularities, it should be easy to prove it and get it over with. Now if she continues to resist and stonewall the investigation, that will be her own lookout. In the last two surveys, her trust and approval ratings have plummeted and this was mainly because of her actuations related to the hearings. A simple change in attitude could reverse this trend if she wants.
Perhaps, she could also take a page from the way her predecessor handled how she was treated by her father’s administration. When FVP Leni Robredo’s office budget was reduced to the barest minimum, she simply continued working stoically, with the public never hearing a complaint from her. Her office was further commended by the Commission on Audit as a model on how to liquidate public funds. The presidential election is still more than three years away and that is considered a lifetime in politics. But time flies so fast that before we know it, it is already being played
streamlining to “flatten” the organization. He cited as an example the case of the PNP’s National Capital Regional Police Office (NCRPO), which is currently headed by a police general while his deputy is also a police general.
“Why do you have two generals with the same rank occupying a position higher than the other? The area police command, nine of them now with three personnel behind them,” he asked.
The new DILG chief deserves support in his plan to review the promotion process in the PNP, where promotions are made every three years, compared with that in the Armed Forces of the Philippines, where promotions are made every five years.
Remulla is correct in pointing out that the PNP has become “very bloated” and promotion to general “has become a right rather than a privilege…I propose that it should be based on merit and need and function.”
That is how it should be. But at the same time, streamlining the PNP to make it a lean and mean institution should boost rather than diminish the morale and welfare of the country’s main law enforcement agency.
out right now and this coming midterm elections may just show us a glimpse of how the 2028 election is likely to go. VP Duterte, instead of creating a tempest, should concentrate on marshalling her political forces to prepare for the May 2025 midterm elections.
But since a big problem is already upon us, the public will have to see how this situation created by the VP unfolds. The PNP and the National Bureau of Investigation have already stated that the threat will be investigated. Will it be simply treated as a criminal investigation or a political one? If politics intrudes into the issue, we are talking impeachment which will derail the attention of the country away from government recovery efforts due to the recent six typhoons. If it will be primarily a criminal investigation, then the trajectory would be different. Let’s wait and see what happens next and hope that it will not go out of hand for the sake of the country which is already experiencing so many problems.
CHINESE Defence Minister Dong Jun
has been placed under investigation for corruption, a report said Wednesday, the latest official to fall in a sweeping crackdown on graft in the country’s military.
Citing current and former US officials familiar with the situation, British newspaper the Financial Times said the investigation into Dong was part of that broader probe into military corruption.
If confirmed, Dong would be the third Chinese defence minister in a row to fall under investigation for corruption.
Asked about the report at a regular briefing on Wednesday, Chinese foreign ministry spokewoman Mao Ning said it was just “chasing shadows” and did not offer further information.
A former navy commander, he was appointed defence minister in December following the surprise removal of predecessor Li Shangfu just seven months into the job.
Li was later expelled from the ruling Communist Party for offences including suspected bribery, state media said. He has not been seen in public since. His predecessor, Wei Fenghe, was also kicked out of the party and passed on to prosecutors over alleged corruption. AFP
ACEASEFIRE between Israel and Hezbollah in Lebanon took hold on Wednesday after more than a year of fighting that has killed thousands, with displaced people returning home in the south, against warnings from both sides.
The truce, which began at 4:00 am (0200 GMT), should bring to a halt a war that has forced tens of thousands of people in Israel and hundreds of thousands more in Lebanon to flee their homes.
Since early Wednesday, traffic on the road leading to the main southern city of Sidon has been congested, as hundreds of displaced people returned to their homes following the truce, AFP correspondents said.
AFP journalists saw cars and minibuses packed with people carrying mattresses, suitcases and blankets heading
south, with some honking and singing in celebration.
The Israeli military warned that residents of south Lebanon should not approach military positions and villages its forces had called to be evacuated.
“With the entry into force of the ceasefire agreement and based on its provisions, the IDF (military) remains deployed in its positions inside southern Lebanon,” military spokesman Avichay
Adraee said in a post on X.
“You are prohibited from heading towards the villages that the IDF has re-
WASHINGTON’S decision to give anti-personnel mines to Ukraine is the biggest blow yet to a landmark anti-mine treaty, its signatories said during a meeting.
Ukraine is a signatory to the Anti-Personnel Mine Ban Convention which prohibits the use, stockpiling, production and transfer of landmines.
The United States, which has not signed up to the treaty, said last week it would transfer landmines to Ukraine to aid its efforts fighting Russia’s invasion.
Ukraine President Volodymyr Zelensky has called the mines “very important” to halting Russian attacks.
Ukraine receiving US mine shipments would be in “direct violation” of the treaty, the convention of its signatories said in a statement released late Tuesday.
“In the 25 years since the Convention entered into force, this landmark humanitarian disarmament treaty had never faced such a challenge to its integrity,” it said.
“The Convention community must remain united in its resolve to uphold the Convention’s norms and principles.”
Ukraine’s delegation to a conference on progress under the anti-landmine treaty in Cambodia on Tuesday did not mention the US offer in its remarks.
In its presentation, Ukrainian defence official Oleksandr Riabtsev said Russia was carrying out “genocidal activities” by laying landmines on its territory.
Riabtsev refused to comment when asked by AFP journalists about the US landmines offer on Wednesday.
Ukraine’s commitment to destroy its landmine stockpiles left over from the Soviet Union was also “currently not possible” due to Russia’s invasion, defence ministry official Yevhenii Kivshyk told the conference. AFP
quested to be evacuated or towards IDF forces in the area.”
Hours into the truce, Lebanon’s army said it was “taking the necessary measures” to deploy forces south.
“The army command calls on citizens to wait before returning to frontline villages and towns that Israeli enemy forces have penetrated, awaiting their withdrawal,” it said in a statement.
Hezbollah-affiliated rescuers also warned displaced people not to return to their homes until authorities issued an official statement saying the ceasefire has completely taken effect.
The Iran-backed group is also organising media tours of Lebanon’s south and east and Beirut’s southern suburbs Wednesday morning as displaced people return to their homes en masse.
The war has seen swathes of Lebanon pounded by air strikes, and Israeli troops deployed across the border to battle Hez-
bollah militants. It began with Hezbollah launching cross-border strikes in support of its Palestinian ally Hamas following its October 7, 2023 attack on Israel. Hamas itself welcomed the ceasefire in Lebanon and said it was ready for its own in Gaza.
US President Joe Biden announced the ceasefire agreement on Tuesday, as Israeli Prime Minister Benjamin Netanyahu said his ministers had agreed to a halt.
In an interview with Al Jazeera before the truce came into force, US envoy Amos Hochstein said Israeli forces positioned two to three kilometres (1.2 to 1.8 miles) from the border with Lebanon “will remain in place for now”, and leave gradually over the next 60 days, beginning in the “next several days, or first couple of weeks”.
“But there is a lot to do in these 60 days,” Hochstein said in the interview. AFP
INDONESIANS voted on Wednesday to pick local leaders in the country’s biggest simultaneous regional election, with President Prabowo Subianto seeking to consolidate his grip on power. More than 200 million people were eligible to vote to choose dozens of governors and mayors, and 415 regents, with some candidates linked to ex-leader Joko Widodo, known as Jokowi, vying for coveted positions seen as paths to higher office.
The race to become Jakarta governor was the main focus, with political parties viewing the position as a stepping stone to the presidency. Jokowi successfully won a presidential election after serving as the capital’s governor for two years. Polls were open from 7:00 am to 1:00 pm across the vast archipelago nation’s three timezones, and voting was largely smooth in Jakarta, where some organisers set up makeshift booths at schools and by the roadside. Grocery seller Reni Apriani, 54, said she wanted the next Jakarta governor to focus their attention on tackling the issues plaguing the megalopolis, including flooding. AFP
Indonesia’s regional voting a test for Prabowo Seoul hit by record November snowfall
SOUTH Korea’s capital was blanketed Wednesday by the heaviest November snowfall since records began over a century ago, the weather agency said.
The Korea Meteorological Administration said 16.5 centimetres (6.5 inches) of snow fell by 7:00 am (2200 GMT Tuesday), compared to Seoul’s previous record of 12.4 cm on November 28, 1972. Coincidentally being the first snow of the season in Seoul, it is

THE Commission on Elections (Comelec) new contractor Miru Systems of South Korea has made a full delivery of the automated counting machines (ACMs) to be used in the May 2025 midterm polls ahead of schedule.
The Comelec said it has received all of the 110,620 ACMs ordered from Miru “one month ahead of the government’s mandated timeline for preparations for next year’s local and national elections.
Comelec chairman George Garcia said early delivery of the ACMs “exem-
plifies the efficiency and expertise of the country’s new election provider, Miru Systems,” he said.
“As an experienced election provider, we understand the importance of delivering on the government’s milestones. We are proud to have finished delivery of our new and more sophis-
ticated machines, and will continue to work diligently with the COMELEC as these machines undergo strict quality control and security tests,” Miru vice president Ken Cho said in a statement.
“We are very thankful to Miru Systems because they made it easier for the Comelec to deliver the ACMs,” Garcia said
“The good thing for the early delivery is that we can conduct hardware assessment tests,” Garcia added.
All machines and election peripherals are undergoing hardware acceptance tests at the COMELEC warehouse in Biñan, Laguna. A random 5 percent of the machines will also undergo stress testing. So far none of the machines that

SENATOR Risa Hontiveros on Wednesday commended Department of Foreign Affairs (DFA) Istanbul consul general Shirlene Mananquil for her efforts to convince the Indonesian government to send home Mary Jane Veloso and serve her sen-

IN recognition of his pivotal role in advocating transparency and accountability in government service, CIBAC Rep. Eddie Villanueva was honored as Freedom of Information (FOI) Awardee by the Presidential Communications Office (PCO).
Villanueva was an author of the FOI bill in 18th and 19th Congresses. The measure seeks to empower citizens with access to government information, thereby promoting transparency and accountability.
“We, in CIBAC Party-List [group], believe that the real antidote to corruption is the power of an informed and engaged citizenry. Thus we keep on filing the FOI bill time and time again.” said Villanueva.
“The FOI bills seeks full public disclosure of government transactions in all branches of the government - subject to clear and limited exceptions,” he
added, emphasizing that the bill is designed to foster a more transparent and accountable government.
Since 2001, CIBAC has consistently championed the FOI bill, pushing for its enactment as the implementing law of the people’s constitutional right to access to information on matters of public concern.
Acknowledging the difficulties faced in advancing the FOI bill, the CIBAC lawmaker expressed stronger resolve to further push the passage of the bill, highlighting its crucial role in the anti-corruption crusade in the government.
“This award breathes unto us a renewed sense of determination and inspiration to see the FOI bill enacted into law. Thank you very much,” said Villanueva. Former CIBAC Rep. Domeng Rivera received the award on behalf of Vil-
Veloso’s repatriation.
“I think the team effort you all made back then is why Mary Jane Veloso is still alive today and is now able to go home, which is a prime example of what we often refer to as a whole of government approach. So once again, thank you very much and long live to you,” Hontiveros said in Filipino.
Veloso was arrested in 2010, at an Indonesian airport for carrying a suitcase filled with 2.6 kilograms of heroin. In October of same year, she was sentenced to death by firing squad. The execution was halted in 2015 after Philippine authorities detained a woman believed to have recruited Veloso for drug trafficking.
have undergone hardware acceptance testing have been rejected.
Meanwhile, the software being used for the elections is likewise undergoing a rigid source code review by industry professionals and election stakeholders, and will also undergo international certification.
Miru and COMELEC have been consistent in inviting media and stakeholders to be present throughout these crucial preparations.
The final delivery consists of the last batch of 9,860 machines, complete with hard cases, power cords, and adapters. Miru also provided an additional 600 machines as contingency for no additional costs.

AMID the reduction of the Philippine Health Insurance Corporation’s (PhilHealth) 2025 budget, health advocates on Wednesday inquired where the government has allocated the sin tax revenues earmarked for the people’s health-care system.
“To our right to health or to beg for health?” the group asked.
During the weekly Pandesal Forum at the Kamuning Bakery in Quezon City, Dr. Juan Antonio Perez III, an ex-undersecretary and executive director of the Commission on Population and Development, said the budget slash for PhilHealth would badly affect its members.
“Defunding social health insurance is the solution to PhilHealth’s issues. By redirecting healthcare funds to theMedical Assistance for Indigent and Financially Incapacitated Patients (MAIFIP) program or ‘pagmamakaawa,’ the government has just reinforced the notion of begging for healthcare from the politicians,” he said.
“It benefits the politicians more than the patients,” he added.
Under the National Expenditure Program for 2025, PhilHealth requested a P150 -billion budget to cover the premiums of 25.28 million indirect contributors.
However, the House of Representatives and the Department of Budget and Management appropriated only P53.26 billion worth of premiums to cover14 million indirect contributors only.
Instead of allocating funds for PhilHealth, Congress prioritized MAIFIP.
The group branded the system as a way for politicians to exercise patronage politics. PhilHealth has not been receiving the entirety of its shares of tobacco and sweetened beverage taxes. The sin tax reform law or Republic Act 11346 mandates that 80 percent of 50 percent of the total revenue from

continued his inspiring run at the ICTSI The Country Club Match Play Invitational, dominating 17th-seed Arbole with a 6&4 victory to secure his spot in the quarterfinals of the P2 million championship at the TCC course here on Wednesday.
Depilo, a 52-year-old veteran from Davao, displayed unwavering composure following his shocking win over top-seeded Tony Lascuña the previous day.
Capitalizing on early birdies at the par-5 second hole and the tight No. 4, Depilo built a comfortable lead that proved insurmountable.
“Naka-tsamba lang uli,” he humbly remarked, brushing off praise for his performance. Despite his growing confidence, Depilo acknowledged the unpredictable nature of match play.
“Medyo tumaas ang kumpiyansa pero mahirap pa rin sabihin kung hanggang saan ito. Sa match play, patatagan na lang ng dibdib,” he added, signaling his focus on resilience.
Depilo’s victory highlights a trend in this year’s tournament, where five lower-seeded players advanced through eight matches under the scorching heat. His next challenge will be 18-year-old Hyun Ho Rho, who edged out Eric Gallardo, 3&1, to advance.
Rho’s youthful exuberance and stellar form make him a formidable opponent as he aims for his first maiden win.
A former PGT Q-School topnotcher, Rho also emerged as the highestranked player remaining in the competition after the surprising eliminations of third-seeded Reymon Jaraula and No. 6 Jhonnel Ababa.
THE spotlight shifts to Cebu as local youngsters gear up to showcase their tennis prowess in the Lapu-Lapu City National Junior Championships, which kick off today (Thursday, Nov. 28).
The five-day, Group 2 event, hosted in collaboration with Dunlop, drew nearly 200 aspiring athletes eager to secure top honors and earn valuable ranking points across various divisions. The tournament forms part of the nation’s longest-running talent search, spearheaded by Palawan Pawnshop president and CEO Bobby Castro. Matches will be played across two venues – Lapu-Lapu Tennis Club and New Mandaue Tennis Club – to accommodate the high number of participants.
Tournament organizer Bobby Mangunay anticipates a thrilling competition, with players determined to make their mark during this leg in Central Visayas. In the boys’ 18-and-under category, RB John Lataza, John Matthew Lambating, Chad Cuizon and Cyril Paster headline the list of competitors, promising intense battles for the division’s crown. Similarly, the girls’ premier class will see fierce competition among Davanee Velasco, Mari Tare, Danica Diamante and Jayne Calva.
The boys’ 16-and-U category features standout players such as Matthew Morris, Gil Niere,
STA. ROSA, Laguna—After an upset-laden opening round, the Ladies The Country Club Match Play Invitational saw a return to form, with four higher-seeded players asserting dominance to book their spots in the semifinals at the TCC course here on Wednesday.
Daniella Uy, showcasing a mix of precision and power, followed up her Round of 16 win over Apple Fudolin with a commanding 7&6 victory over Kayla Nocum, setting up an intriguing semifinal clash with Florence Bisera.
The fifth-seeded Bisera, the highest-ranked player left in the draw after the shocking eliminations of the top four seeds – including Harmie Constantino, Sarah Ababa, Chihiro Ikeda and Gretchen Villacencio – secured her place in the semis with a solid 4&3 triumph over Rev Alcantara.
Bisera’s sharp play and tactical approach have positioned her as a serious contender for the title.
On the other side of the draw, defending champion Mikha Fortuna once again proved her grit to move two wins away from retaining the crown she won in
lopsided fashion over Laurea Duque last year.
Following a nail-biting win over Jiwon Lee on the 19th hole in the first round, Fortuna edged Kristine Fleetwood with a narrow 1-up victory. However, her path to back-to-back titles faces another stern test as she takes on a determined Marvi Monsalve, who dispatched Pamela Mariano, 3&2, with steady play.
Uy, the 2023 LPGT Order of Merit champion, overwhelmed Nocum with a strong start and sharp putting. She fired three straight birdies from No. 7 and posted a two-under score through 12 holes, leaving her opponent no room for recovery.
“I’m more confident with my driving, and my approach shots and putting have improved,” said Uy, who has gained momentum following her recent Taiwan campaign.
While she acknowledges the high expectations after her emphatic 0win over Nocum, she remains focused. “I just need to work on my putting and not expect too much.”
But Bisera is equally determined, seeking to add

NSAs full force behind POC chief
A WELCOME celebration for a new baby boy at Chef Jessie’s at Rockwell segued to a show of full support behind Abraham “Bambol” Tolentino, who is seeking a fresh four-year term as president during the Philippine Olympic Committee’s (POC) elections on Friday. Tolentino and national sports association (NSA) leaders were to savor sumptuous food and interesting conversation on sports to welcome POC secretarygeneral Atty. Wharton Chan’s youngest son, Drake. But it became a get together that was enough to mimic a POC General Assembly with Tolentino earning the commitment of dozens of NSAs—61 of them eligible to cast their votes for president, first and second vice presidents, treasurer, auditor and members of the Executive Board.
Ricky Vargas, now chairman of the boxing association but a top honcho at the Manuel V. Pangilinan Group, was most vocal in supporting Tolentino’s bid to head the POC and add on the three gold medals won in the Olympics under his watch—weightlifter Hidilyn Diaz’s in Tokyo 2020 and gymasts Carlos Yulo’s two titles in Paris 2024.
“I’m solidly for the continuation of the programs of Bambol [Tolentino],” Vargas said. “He’s been able to help not only the POC stature, but bring up the stature of the POC and he also helps many athletes.”
“We need a man like him especially in the POC where politics is painful,” he added.

In the doubles, she and Aludo, also seeded second, upset the top-seeded pair of Kosaka and Ching Laam Lai from Hong Kong with a solid 6-3, 6-3 win in the final.
The triumph in Taipei added to Madis’s incredible streak this year, which includes five singles’ titles.
These victories began in July at the J30 Makati PHINMA Week 1 and Week 2 events and continued with J60 titles in Colombo, Sri Lanka, and Nonthaburi, Thailand, before her latest success in Changhua.
She has also secured four doubles’ titles during this period, all with Aludo as her partner.
Starting with zero points and no ranking in July, Madis’s meteoric rise in the World Junior Rankings will now see her break into the top 300.
Madis looks forward to competing in two major tournaments in Hong Kong this December.

PUERTO PRINCESA—Rookie Rose Jane Barcelona of Sorsogon had three goals and got her second one on Day 4 of the 2024 Batang Pinoy national championships at the Ramon V. Mitra Sports Complex here. The 16-year-old Barcelona, a seventh grader at Gallanosa National High School, leaped to her best attempt at 10.99 meters, to claim the gold medal in the girls' under-16 triple jump finals.
This was higher than the Irosin-based Barcelona's 10.64, which allowed her to gain her first mint in the 2024 Palarong Pambansa in Cebu City last July. She would have done better at 11.30 meters, but Barcelona fouled out on her attempt at that distance. Passi’s Jazzybelle Mesterio settled for the silver at 10.64 meters, while Natalie Pablico (Caloocan) took the bronze at 10.32 meters.
“Masaya po. Nagbunga po ang training ko,” said Barcelona, who earlier captured a mint in the long jump action at 5.07 meters while seeking a podium finish in the 100-meter sprints as well.
Meanwhile, Negros Occidental’s Marianne Pedales topped the girls' U16 shotput in 9.72 meters, Navotas’ Jayson Prades ruled the boys' U16 racewalk in 9:41.21 and Ilocos Sur’s Jane Bundoc outpaced her rivals distaff side at 11:48.7. Pasig stayed in the lead in the race for the overall honors, with 44 golds,

THE government posted a rare budget surplus of P6.3 billion in October 2024 on the back of a 22.63-percent jump in revenue collections which outpaced the 11.08-percent increase in expenditures, the Bureau of the Treasury said Wednesday. It was a huge improvement from the P34.4-billion budget deficit registered in October 2023.
“Thus, the year-to-date deficit narrowed to P963.9 billion, which stands at only 64.94 percent of the P1.48 trillion full-year program,” the Treasury said. Revenue collections in October amounted to P473.1 billion, up by P87.3 billion from the same month last year, driven by robust growth in both tax and non-tax collections. The P3.8-trillion 10-month revenues also surpassed last year’s performance by 16.83 percent to P542.4 billion.
It represented 88.20 percent of the P4.27-trillion revised full-year program. The Treasury said of the 10-month revenues, 85.68 percent, or P3.23 trillion came from taxes, which grew by 11.40 percent or P330.1 billion yearon-year.
The remaining 14.32 percent or P539.4 billion were from non-tax sources, which climbed at a faster rate of 64.93 percent to P212.3 billion from a year ago.
The Philippines’ economic managers are undeterred by politics, as they welcomed the news that S&P Global Ratings (S&P) raised the Philippines’ credit rating outlook to “positive,” indicating a possible upgrade to an “A-” rating within 24 months.
“All branches of government are focused on fulfilling their various functions in a whole-of-government approach towards our agenda for prosperity,” the economic managers said in a statement. They issued the statement in the wake of increasing political noise ahead of the 2025 mid-term elections and after S&P Global Ratings (S&P) raised the Philippines’ rating outlook,
Bangko Sentral ng Pilipinas (BSP) Deputy Governor Bernadette Romulo-Puyat says financial education empowers Filipinos by enabling them to manage debt, grow income, save, invest, and avoid scams. The BSP and its partners shared their initiatives and experiences in promoting financial literacy at the two-day Financial Education Stakeholders Congress using digital technology and other tools. The event focused on ways to empower Filipinos to make betterinformed decisions in areas such as savings, investment, and retirement planning, contributing to an improved quality of life.
while keeping the sovereign credit ratings at investment-grrade “BBB+”. Special Assistant to the President for Investment and Economic Affairs Secretary Frederic Go, Finance Secretary Ralph Recto, Budget Secretary Amenah Pangandaman and National Economic and Development Secretary Arsenio Balisacan said the Philippines is determined to achieve an A rating, and the Marcos administration
is ensuring that the transformation of the economy would not be set back by political challenges.
The Bangko Sentral ng Pilipinas said an improved rating or outlook helps the government borrow at lower interest rates, allowing it to fund more services and infrastructure. This also helps businesses borrow at lower rates, helping fund expansion and job creation.
“The BSP welcomes S&P’s decision. This reflects the work the government has done to improve the economic, fiscal, and monetary environment, enabling strong growth to continue,” said Bangko Sentral ng Pilipinas (BSP) Governor Eli Remolona Jr.
THE Philippines signed a financing agreement worth $500 million with the World Bank-International Bank for Reconstruction and Development (WB-IBRD) to rebuild over 3,000 climate-resilient schools damaged by typhoons nationwide in order to support students’ learning needs. The Infrastructure for Safer and Resilient Schools Project involves the repair, rehabilitation, retrofitting and reconstruction of damaged school facilities affected by natural hazards between 2019 and 2023 from all regions
outside Metro Manila.
“I thank the World Bank for being a trusted partner in our journey towards climate resilience and economic security for Filipinos. Damaged school buildings directly threaten this goal, as these spaces are where we shape our nation’s most valuable asset— our youth,” Finance Secretary Ralph Recto said.

SINGAPORE—Meralco PowerGen Corp., the power generation arm of Manila Electric Co. is in talks with engineering, procurement and construction (EPC) contractors for its coal plant expansion in Quezon province and Toledo City, Cebu with a combined capacity of 1,280 megawatts to help boost the country’s baseload power requirement.. Meralco PowerGen president and chief executive Emmanuel Rubio said they are seeking a certificate of exemption from the coal ban from the Department of Energy for the 1,200-megawatt Atimonan ultra-su-
tizing investments in resilient school buildings to secure a better future for our children and our country,” he said.
The DOF said of the total project cost of $555.56 million, about 466.07 million euros or $500 million equivalent would be financed by WB-IBRD, while the remaining would be shouldered by the Philippine government. Atimonan One Energy Inc. is developing the Atimonan coal project, while Toledo Power Co. (TPC) is developing the Toledo coal plant, an expansion of the existing 82-MW coalfired project in Daanglungsod, Toledo City. San Miguel to open wider SLEx stretch in December
By Darwin G. Amojelar
SAN Miguel Corp. said the new 6x6-lane configuration of the South Luzon Expressway (SLEX) from Susanna Heights in Muntinlupa City to Calamba, Laguna — with two additional lanes on both southbound and northbound sides — will open in December 2024 in time for Christmas.
The at-grade expansion, undertaken by San Miguel unit and SLEX concession holder SMC SLEX Inc., is proceeding on schedule, with the 29-kilometer stretch slated to open in the third week of December.
SMC chairman and chief executive Ramon Ang said the construction on the section from Calamba to Sto. Tomas, Batangas and the expansion of some 20 bridges connecting the SLEX main carriageway would be completed by July 2025.
“This December, as our countrymen prepare to celebrate Christmas and travel more to spend time with friends and family, they can look forward to a wider, better SLEX. This will help in significantly reducing traffic buildup during the Holiday rush,” Ang said.
“The SLEX expansion is a major undertaking that entailed significant effort and investment, and a lot of patience and cooperation from motorists and stakeholders. We are very glad that motorists can soon enjoy faster trips to and from Southern Luzon,” he said.
Ang said that ensuring that SLEX is fully operational throughout the construction period has been a consistent priority of the company.
“Our contractors and project teams continue to do everything they can to minimize impact on vehicle traffic,” he said.
“We want to assure our motorists that we will continue to work as efficiently as possible, and minimize disruptions to their travel as we complete the expansion,” he said.
Electric co-ops still slow in restoring power to the provinces
FALLEN electric poles and interrupted power services are the telltale damage of a violent typhoon.
Time and again, electricity supplies in the provinces are disrupted by the strong winds of tropical storms, just like the four successive typhoons that swept Luzon in just over a week this month.
And more often than not, electric cooperatives (ECs) are slow in restoring power to their respective franchises. The poor response from a public service provider like ECs after a disaster is inexcusable—they should be at the forefront of recovery efforts.
Providing reliable and sustained power supply is the mandate of the ECs. This includes restoring electricity immediately to ease the sufferings of typhoon victims.
Typhoons Marce, Nika, Ofel and Pepito hammered Central and Northern Luzon this month. At least 27 ECs operating in 21 provinces from seven regions, according to the National Electrification Authority (NEA). were affected by these violent storms. The ECs as a result were forced to temporarily shut down their operations, leaving residents and commercial establishment in those areas without electricity for several days.
Restoration efforts from the ECs are snail-paced, with many customers still clamoring for full supply. The NEA estimated the cost of damage to ECs at over P40 million.
Lack of capital impedes the capacity of ECs to respond to disasters. Unlike large distribution utilities (DUs), most ECs in the country have inferior infrastructure and do not have the technical expertise to meet the demands of consumers.
The ECs receive government financial support and technical assistance from NEA to implement and operate approved electrification programs.
In spite of investment efforts to improve their operations and provide better customer service, however, ECs are not ready to respond against calamities.
ECs are taking a longer time to restore power supply in areas where the typhoons made landfall. NEA said even a week after the sky cleared, 314 of 376 municipalities (83.5 percent) covered by the affected electric cooperatives were either fully or partially energized.
Compared in Metro Manila and other neighboring provinces under the franchise areas of Manila Electric Co. (Meralco), power was restored immediately. DUs like Meralco have superior technical expertise, experience and a reliable crew to quickly address the situation.
When storms developed into super typhoons, the ECs in contrast were forced to shut down their operations to prevent more damage to their infrastructure.
The ECs, thus, must build robust infrastructure to ensure the provision and distribution of enough energy to power up residents and business establishments, and successfully deal with extreme weather events.
DUs like Meralco have offered ECs technical expertise in power distribution, a capability that no other DUs or ECs in the country can provide.
Meralco is now in talks with several ECs in the south, especially Batangas, where there is high clamor for the DU to enter and team up with ECs to upgrade power distribution and customer service in the province.
Meralco has the financial capability to infuse more capital to improve consumer services through adequate investment in infrastructure, systems and personnel training and development
Meralco is the largest private-sector electric distribution utility company in the Philippines covering 39 cities and 72 municipalities. It accounts for 55 percent of the country’s electricity supply.
As I have said in my recent piece here, inefficient electricity distribution outside of Metro Manila is the bane of residents and businessmen.
Supply disruptions and blackouts in the provinces are frequent occurrences that test the patience of consumers. ECs do not offer long-term solutions to justify their role as public service providers.
A recent study by the Philippine Institute for Development Studies (PIDS) summed it up: electricity supply interruptions are wreaking havoc on local economies.
Lack of capital impedes the capacity of ECs to respond to disasters.
“Blackouts are not just inconveniences; they are economic hemorrhages that drain local government coffers, stifle business operations, and compromise public services,” says PIDS.
“It’s time to acknowledge that the outdated infrastructure, lack of investment in renewable energy, and resistance to regulatory reforms are not just internal issues but are contributors to the economic bleed-out of the localities they serve,” the PIDS study added.
ECs should accept the offer of Meralco. It is time for ECs to put up or shut up.

DA asked to halt carabeef imports from FMD-hit areas
THE Federation of Free Farmers (FFF) and the MAGSASAKA partylist (MPL) called on the Department of Agriculture (DA) to immediately suspend carabeef imports from footand-mouth disease (FMD)-affected areas in India to safeguard the local livestock industry.
FFF board chairman Leonardo Montemayor and MPL president Argel Joseph Cabatbat highlighted findings from a July to August inspection by the DA’s Bureau of Animal Industry (BAI), which revealed that FMD remains prevalent in Maharashtra and Telangana, states where several exporters supplying the Philippines operate processing facilities.
The BAI also disclosed that the Indian government failed to notify the World Organization for Animal Health (WOAH) about these outbreaks, raising concerns about transparency and biosecurity.
Despite these findings, Montemayor and Cabatbat expressed surprise that the DA’s National Meat Inspection Service (NMIS) conducted site visits to exporters in these affected states in October.
The NMIS report will inform the DA’s review of accredited facilities supplying carabeef to the Philippines.
The two leaders said the Philippine livestock sector, particularly swine producers, still grappling with the widespread African swine fever (ASF), could not endure another outbreak.
They reassured stakeholders that suspending imports from Maharashtra and Telangana would not significantly impact local manufacturers of corned beef, hotdogs and similar products. Othel V. Campos

The company said of the P1 billion fresh capital raised, it would use P250 million for the establishment of PHINMA Hospitality’s TRYP by Wyndham hotel in Saludad, the group’s first mixed-use master-planned 21-hectare township in Bacolod City.
Another P210 million will be for the development of Union Insulated Panel Corp.’s state-of-the-art facility in Pampanga province.
The group also budgeted P200 million for projects of PHINMA Properties in emerging cities outside Metro Manila
including Bacolod, Cebu and Davao.
It allocated P 170 million for 58 projects secured by PHINMA Solar Energy Corp. under the Green Energy Auction Program and P114 million for the construction of Philcement Corp.’s modern cement manufacturing facility in Davao del Norte.
The cement plant will have production capacity of 2 million metric tons annually.
The offer consisted of 50 million shares priced P 20 apiece. AB Capital & Investment Corp. acted as the issue manager, book runner and lead underwriter for the transaction.

The study also revealed a growing reliance on self-sufficiency, as Filipinos perceive financial freedom as a personal responsibility rather than something institutions can fully support.

ACEN has a 65-percent economic stake in the wind farm.
ACEN recorded a 24-percent increase nine-month net income to P8.14 billion from P6.6 billion a year ago, driven by newly operational plants as its operational generation portfolio reached 3 gigawatts (GW).
ACEN said this expansion was underpinned by a 31-percent growth in attributable renewable energy generation and strong net selling position in the Wholesale Electricity Spot Market, the electricity spot market. The company said new renewable energy plants, operationalized earlier in 2024, continued to contribute significantly to year-to-date growth in generation output and in turn financial performance.

ANNE Curtis felt ecstatic when her wax figure was unveiled yesterday at a hotel in Makati City. The unveiling was attended by her mom Carmen sister Jasmine, and some of her friends and fans.
In an interview with Manila Standard Entertainment, the 39-year-old actress and TV host was all smiles, expressing mixed emotions about the support she received from her supporters, joining her in what she calls “a very important milestone for her as a pursuer of dreams.”
“It proves to show that no matter where you are in the world, you can be a pursuer of dreams. You can dream, you can dream big as long as you work hard to make it happen,” the It’s Showtime host said. “It’s about time for Filipinos to make a name all around the world.”
The wax figure wears an elegant creamcolored Dior ensemble, which she wore to Tiffany and Co.’s event in New York in April 2023.
“I wanted to have a classic and chic look because it’s going to be forever, and it will be immortalized. That’s why we chose this dress. And this look is exactly the look that I wanted to keep. And of course, we have the mic. Hindi pwedeng hindi mawala ang said Anne, who is the first Filipino actress and TV host to have a wax figure in the renowned museum.
“We thought it would be great for my wax figure to wear a costume that’s elegant and timeless. So when we chose this dress together with some jewelry pieces, everything just fell into place. It represented my classic style, which blended well with my passion for performing and hosting. This look was precisely who I am and how I wanted to inspire people who will engage with my wax figure,” Anne went on.
“As for the microphone, it has played a big part in my career as a TV host, giving speeches for UNICEF Philippines as a Goodwill Ambassador, or even singing,” she laughed.
The multimedia superstar also becomes the newest Filipino to be displayed at Madame Tussauds’ starstudded halls. She also made history as the first-ever Filipino actress and host to be displayed at the Hong Kong Glamour Zone, alongside Hollywood A-listers Brad Pitt, Nicole Kidman, Lady Gaga, Chris Hemsworth, and more.

“I am beyond lucky to have been given this opportunity. This was a dream come true for me, especially to join artists at Madame Tussauds whom I also look up to. I can’t wait to be there with my fellow Filipinos and for our kababayans in Hong Kong to visit us,” she said.
With Hong Kong being one of the top destinations for Filipinos, Madame Tussauds ensures every visit is thrilling and unforgettable. By featuring Anne alongside other Filipino icons, the attraction aims to create a must-visit spot that resonates well with Pinoy tourists. They promise an experience where everyone can celebrate “Pinoy Pride” while enjoying an engaging and interactive space in the heart of Hong Kong’s vibrant metropolis.
Madame Tussauds Hong Kong’s Head of Sales and Marketing, BoBo Yu, expressed her excitement: “It was so great to work with Anne throughout the entire process of creating this. With her wax figure, we hope to bring a piece of home to our Filipino visitors. We’re also looking forward to the interactions her fans will have with the wax figure as we foster a platform where Filipinos shine.”

PRIDE in restrooms lifted the Muntinlupa City Government to the spotlight of the 2024 Oro Inodoro Awards, as the local government unit bagged two trophies, including the Grand Winner Award, for its excellent public restrooms.
The awarding recognized the best restrooms in various parts of the country through three major categories, namely Offices and Schools, Commercial and Retail, and Parks and Terminals. The Muntinlupa LGU also finished on top of the Offices and Schools Category, edging other finalists University of Santo Tomas and Manila Broadcasting Company.
Gusto nating magkaroon ng pleasant experience ‘yung mga gumagamit ng ating comfort rooms. Importante ang CR sa lahat ng facilities,” said Engr. Dynadelle Aranda, Muntinlupa City Government City Engineer/Acting Building Official, who also touted their wastewater management. “Sa pamamagitan ng ating sariling STP (Sewage Treatment Plant), we make sure na bago natin i-discharge ang wastewater, malinis po ito. Importante siya hindi lang para sa sanitation kundi sa health ng buong komunidad.” Calle Café, a restaurant in España, Manila, took the plum in the Commercial and Retail category, beating the Grand Ballroom in Okada Manila and Cleanfuel’s C5 Amvel branch.
Meanwhile, Palacio De Memoria, a cultural landmark in Parañaque, won the Parks and Terminals major award over worthy finalists Vista Terminal Exchange and Ninoy Aquino International Airport (NAIA) Terminal 3. The Parañaque Integrated Terminal Exchange (PITX) earned the special award called Banyo
ng Bayan, or the people’s choice award, which is judged through social media likes. Ayala Malls Cloverleaf took another special award titled Banyo Para Sa Lahat, which measured features that make restrooms inclusive and accessible to marginalized groups such as differently-abled persons, various gender expressions, and parents who need childcare equipment like diaper changing stations.
The grand winner took home a cash prize worth P30,000, while category winners and special awards winners each netted a P10,000 prize. The winners were honored in a ceremony held in Rizal Park Hotel, Manila, on Nov. 19, which the United Nations proclaimed as World Toilet Day.
Marie Antonette De Ocampo, Maynilad’s SAVP and Head of Corporate Affairs and Communication, underscored the importance of the often-overlooked public restrooms. “The Oro Inodoro Awards remind us that public restrooms are reflections of our collective values and our commitment to providing safe and dignified spaces for all. By recognizing these exceptional establishments, we
set a benchmark for others to aspire to and reinforce the idea that hygiene and sanitation are cornerstones of a healthier, more sustainable Metro Manila,” she said.
Oro Inodoro Awards, backed by Maynilad Water Services, Inc., is an annual awarding program that has been recognizing the best public restrooms in the country since 2016. The backbone of Oro Inodoro Awards lies in how a public restroom provides ginhawa to Filipinos. Beyond aesthetics and cleanliness, it takes into account accessibility, comfort, responsible wastewater management, and eco-friendly practices in running and maintaining the public restrooms.
Randolph Estrellado, Chief Operating Officer of Maynilad, emphasized in his keynote speech that a clean public restroom does not just provide conveniences, but promotes public health and dignity.
“Let us not forget that sanitation is a shared responsibility. May we all be reminded that maintaining clean and safe facilities is a communal effort—one that requires collaboration among government agencies, private organizations, and every individual who uses these spaces,” Estrellado said.
“Maynilad reaffirms its commitment to pushing for greater access to proper sanitation and wastewater management. We look forward to working hand in hand with you all, to build communities that value hygiene and sustainability, ensuring that these ideals are carried into the future,” he elaborated.
Engr. Zmel Grabillo, SAVP and Head of Wastewater Management Division at Maynilad, is proud to see a set of finalists who committed to do their part. “We have seen institutions with their own sewage treatment plants. Talagang ginugulan para sa ikabubuti ng kanilang mga palikuran. This demonstrates responsible wastewater management, which eventually safeguards and protects the environment and the community,” he said.
The Oro Inodoro Awards, formerly called Golden Kubeta Awards, took in nominations from netizens through the Kubeta PH Facebook page Finalists went through an evaluation and audit process conducted by a panel of experts.

Filipinos urged to prioritize health as the holiday season nears
With the holiday season approaching, health experts and organizations are encouraging Filipinos to consider wellness-focused gifts for their loved ones, emphasizing the importance of family health and well-being.
The Philippines continues to face significant health challenges, including undernutrition, but progress is on the horizon. The World Health Organization projects that between 2018 and 2025, up to 13.7 million Filipinos could experience improved health and well-being. Advocates say the holiday season is an opportune time to promote healthier lifestyles and inspire long-term wellness.
“By prioritizing health, families can enhance their quality of life,” said a representative from LAC Philippines, a health and wellness supplement retailer. “Wellness-focused choices lead to more vibrant, meaningful time spent together.”
In line with National Children’s Month this November, LAC Philippines highlighted products designed to support children’s health, including LAC Calcium Fit™ Junior with Vitamin D and LAC Vitamin C Junior Gummy. These supplements aim to boost bone health, immunity, and overall growth in children.
For adults, the retailer pointed to products such as LAC Taut® White and LAC Taut® Rejuvenate+ Premium Collagen, which target skin health and anti-aging through antioxidant-rich and collagen-boosting formulas.
While gift-giving remains a holiday tradition, advocates are urging families to focus on thoughtful, health-oriented presents that can contribute to longterm well-being. By doing so, they say, families can not only enjoy the season but also invest in a healthier, happier future.
Health experts also stress that wellness is a collective effort. Beyond material gifts, shared activities like cooking nutritious meals or engaging in physical exercise can strengthen family bonds and encourage healthier habits.
“Investing in health means investing in more time together,” the LAC Philippines representative said. “It’s a gift that lasts far beyond the holidays.”

IN THE Philippines, breast cancer is one of the most prominent diseases that plague many women across the country. According to a 2022 study by the World Health Organization (WHO), the Philippines recorded 33,079 breast cancer patients, one of the highest numbers in Asia.
However, many breast cancer patients face problems not only with the toll of the disease on their bodies, the high cost of treatments, and the difficulty of accessing treatments but also with late diagnosis due to the stigma surrounding breast cancer itself.
Malu Cortez del Rosario, the chairman of Kasuso Foundation, a non-profit organization that aims to empower and assist indigent breast cancer patients through early detection and patient navigation, told Manila Standard Life that many women tend to hide their diagnosis
from their families as a way to protect them.
“Sometimes, they try to handle it by themselves. There were cases when families would not be aware that it had been going on for years and would only find out about it when these women couldn’t hide it anymore because the rotten scent of cancer would be too strong,” said del Rosario.
“When they can’t hide it anymore, they would naturally start telling their families about it. But by then, it would have already been too late,” she added.
With such developments often being fatal to women, del Rosario asserted the need to help and support breast cancer patients amidst the stigma and promote proper care for breasts even at a young age.
“Before, we didn’t openly call it breast cancer. We didn’t even say the word suso. We have to break the stigma and make sure that it is known that what we are fighting for is the wellness of our suso,” said del Rosario.
Aiming to take on a role to help those who suffer from breast cancer, Lay Bare Waxing Salon has collaborated with Kasuso Foundation for a campaign that will support patients under their care. A portion of every Brazilian service booked at the waxing salon will be donated to the Kasuso Foundation. Along with this, Lay Bare has launched a special Bare Confidence tote bag for P150. P50 will also be donated to the foundation for every tote bag sold.
Lay Bare Waxing Salon cofounder and chairman Fiona Hilario told Manila Standard Life that she believed their partnership with Kasuso Foundation for an important cause was ideal.
“They were very welcoming, and we thought this was an ideal partnership since Lay Bare caters to mostly women,” said Hilario.
Del Rosario expressed her gratitude for the partnership as it would be helpful to the foundation’s continuous move toward improving the lives of those who suffer from breast cancer.
“Cancer has to be treated for a long time, and you have to have the proper tools. It’s not something that you can do alone, and you would need all the support you can get,” she said.
Lay Bare’s “Wax for a Cause” initiative runs until Jan. 15, 2025, at participating Lay Bare and Lay Bare Plus branches.

“[This is] a partnership that brings together two leaders in their respective fields, serving up the best for our community. PVL, the country’s top professional women’s volleyball league, continues to showcase the incredible athleticism, showmanship, and determination of its athletes,” Go said.
Speaking more about the partnership, Go emphasized that Watsons Philippines and PVL aim to support the athletes who inspire millions of Filipinos to pursue their own wellness journeys, highlighting that Watsons’ mission goes beyond offering products—it’s about helping individuals unlock their full potential, both on and off the court.
“We aim to be the driving force that
helps them unlock their fullest potential.
While PVL has captivated the nation with the incredible energy and talent of its athletes, we at Watsons believe we can take this league to even greater heights,” added Go.
“With our expertise in health and beauty and our deep connection with our customers, we are here to help sustain and strengthen the players’ ability to excel on the court and beyond, and to enrich the experience of every passionate PVL fan who cheers them on,” he continued.
On the other hand, Sports Vision Management Group Inc. president
Ricky Palou shared his excitement for what the collaboration will bring to PVL, particularly with the upcoming season, which will be historic as it is set to be the longest in PVL history, running for five consecutive months.
“This conference is special in the sense that it will be the longest conference in the history of the PVL. This will be five straight months, more or less, of action to determine which team will emerge as the nation’s best,” Palou explained.
“It will also push our athletes to keep themselves in tip-top shape, to be the very best versions of themselves
through hard work, perseverance, and the guts to pull it all together for the right to be called PVL Champions,” he continued.
The volleyball competition also promises to showcase not only the athletes’ skill and determination but also the importance of maintaining peak physical condition, which aligns perfectly with Watsons’ core mission of promoting health and wellness.
The partnership promises to bring more than just health and beauty products to the PVL community. Both Watsons and the PVL are committed to providing a holistic approach to well-being, one that includes
physical health, mental resilience, and a sense of community.
Go and Palou both expressed confidence that the collaboration will resonate with both athletes and fans, inspiring the next generation of volleyball players while elevating the wellness of the entire Filipino community.
“Through this partnership, we can unlock new opportunities, open doors to connect with more fans, foster healthier and more vibrant communities, and inspire the next generation of volleyball players to pursue their dreams in volleyball and beyond,” Go added.
