TTHERE is no move yet to designate Vice President Sara Duterte as a terrorist even as she was subpoenaed by the National Bureau of Investigation for possible violations of the AntiTerrorism Act, an official of the Department of Justice said.

HE Philippine National Police (PNP) is reopening its investigation into the 2020 murder of Philippine Charity Sweepstakes Office (PCSO) board secretary Wesley Barayuga.

On Sunday, PNP Chief Police General Rommel Francisco Marbil said he ordered the reopening of the cold case after whistleblower Police Lt. Col. Santie Mendoza told the House Quad Committee that he helped carry out the killing at the behest of ex-PCSO general manager Royina Garma.

"She is not being designated as a terrorist," Justice Undersecretary Jesse Andres said in an interview with dzBB.

"There is no such thing being done to the Vice President now. She should not preempt the government," he added.

Andres said Duterte is being held accountable for the threatening statements she issued against President Ferdinand Marcos, First Lady Liza Araneta-Marcos and Speaker Martin Romualdez.

Mendoza narrated before congressmen how Garma allegedly facilitated the PCSO official’s roadside assassination on July 30, 2020 by providing the necessary information about his schedule, details about his vehicle and the funding necessary to carry it out.

"The threat was not just in the mind because she already started to act on it... She herself said that she had spoken to someone, identified the targets—three names—with clear instructions on what to do,” Andres said.

The whistleblower also implicated incumbent National Police Commissioner Edilberto Leonardo in the planning of the murder.

Barayuga was a retired police general and lawyer who supposedly threatened to expose corruption within the PCSO shortly before he was shot dead in Mandaluyong City.

“We are temporarily disabling features on our official Facebook page to deny trolls a platform for their suspicious activities,” AFP public affairs office chief Colonel Xerxes Trinidad said in a statement on Thursday.

“Troll farms are a menace to society and we choose not to empower inauthentic actors in their coordinated attempt to spread disinformation and malinformation,” he added. He apologized and asked for patience from legitimate followers who will be affected by the move.

Garin, a representative of Iloilo's first district, said that the proposed ₱39 billion budget for AKAP would directly benefit over 12 million lowincome Filipinos struggling to make ends meet.

“The Bilyonaryo article is malicious and unfounded,” Bautista said in a Viber message, referring to the website that published the said story. “Bilyonaryo is inconsistent,” he added. "AKAP is very helpful for lowincome workers. Under the AKAP, we are able to help those who are also helping themselves," Garin stated. Garin made the statement as the bicameral conference committee began Thursday its deliberations on the proposed P6.352 national budget for 2025.

Garin said AKAP serves as a safety net for individuals who often fall through the cracks of traditional social protection programs, including near-poor individuals who are not covered by the 4Ps (Pantawid Pamilyang Pilipino Program).

Duterte earlier said she contacted someone to kill the First Couple and the Speaker should something happen to her.

He said Duterte's kill threat also has political implications.

“We have to understand that in the proper context. The Vice President is the beneficiary if ever the President’s office is vacated by death or incapacity,” he said.

Duterte claimed the NBI probe on possible ATA violations was meant to access her assets and properties.

“I find the violation of the anti-terrorism law funny since they’re trying to access my properties and assets," she said.

Duterte said she and Mr. Marcos have already reached the “point of no return.”

“If I get impeached, then that’s my end,” she said.

As this developed, House Assistant Majority Leader and Taguig Rep. Amparo Maria Zamora on Thursday called on the House Committee on Good Government and Public Accountability to postpone its November 29 hearing to give Duterte time to respond to the NBI subpoena.

“These are serious allegations that demand Vice President Duterte’s full attention and cooperation,” Zamora said.

“The House Blue Ribbon Committee’s hearing can be rescheduled to allow the Vice President to focus on the NBI inquiry without distraction.”

Duterte earlier committed to attending the House hearing, which is investigating her alleged misuse of P612.5 million in confidential funds allocated to the Office of the Vice President (OVP) and the Department of Education (DepEd) during her tenure as education secretary.

However, Zamora argued that the NBI investigation takes precedence due to its significant implications for public trust and national governance.

For its part, the Philippine National Police said it is ready to face potential charges from Duterte over a recent altercation during the transfer of her chief of staff, Zuleika Lopez, to the Veterans Memorial Medical Center.

“That is always the right of anybody to file a case against the police, especially if they feel that they were aggrieved. We welcome that and we will wait for the case to be filed before we make a statement,” PNP Criminal Investigation and Detection Group (CIDG) chief Brig. Gen. Nicolas Torre III said.

Committee, Taguba—currently detained for his role in processing the shipment—said he was standing by his 2017 statement despite continued harassment and death threats.

“I did not recant in my affidavit on Pulong Duterte and the others,” Taguba said during questioning by Batangas 2nd District Rep. Gerville Luistro.

He admitted apologizing to the then-presidential son in a press conference amid intense pressure but said it was not a retraction.

Taguba accused the Davao Group of manipulating Customs operations through key intermediaries, including Davao City Councilor Nilo “Small” Abellera.

He claimed he paid Abellera a P5million “enrollment fee” to avail of the group’s services and gain access to Pulong.

Abellera, who was present during the hearing, admitted meeting Taguba in Davao City but denied receiving money from him, stating that his requests had been rejected.

“What we are emphasizing here is that the AFP is a non-partisan organization. As our [Chief of Staff General Romeo Brawner Jr.] has already stated, our Armed Forces is united and professional,” AFP spokesperson Colonel Francel Margareth Padilla said earlier.

“So, with all of these things, we respectfully request that we are shunned away from political issues,” she added.

On Wednesday, Surigao del Norte Rep. Robert Ace Barbers also exposed the use of trolls to undermine the House Quad Committee’s ongoing probe into extrajudicial killings, Philippine Offshore Gaming Operators (POGOs) and drug trafficking.

The Quad Comm’s lead chair said POGOs and illegal drug syndicates were funding the smear campaign to discredit members of the investigating panel and intimidate whistleblowers.

Taguba also implicated Carpio and alleged that money was funneled through Davao Group operatives like “Tita Nani.”

"They said Pulong Duterte will fix things once I give the money,” Taguba recalled, describing his interactions with the operatives.

He also detailed the harassment he endured after naming Pulong and Carpio during a congressional hearing, including threats against his life and his family.

“Even my mother, they planned to have her killed,” he said.

The shabu shipment, which originated in China, was intercepted in a warehouse in Valenzuela City in 2017, but questions remained about the true ownership of the contraband.

As this developed, former senator Antonio Trillanes IV told the Quad Comm he intends to "put away for life" former President Rodrigo Duterte through the International Criminal Court.

Trillanes made his return as a resource person of mega-panel during its 12th hearing on Wednesday, Nov. 27.

During his hour-long presentation, he detailed Duterte's alleged deeplyrooted links to illegal drugs.

The review comes as several lawmakers criticized that the administration’s decision to cut rice tariffs did not result in significantly lowering the market prices of rice, despite costing the government some P12 billion in foregone revenues, ABS-CBN News reported.

Economic managers earlier trumpeted that the tariff cuts would see rice prices falling by P5 to P6 as early as the first month of its implementation, which was August.

But the Philippine Statistics Authority (PSA) earlier noted in its October inflation report that rice inflation climbed to 9.6 percent in October, compared to 5.7 percent in September.

The PSA noted that the rice tariff cuts,

"I'm determined to pin him down through the ICC. And that's all I need. It's enough to put him away for life," he said.

"What I presented is to shatter that false narrative that he peddled to the Filipino people that he really hates illegal drugs," Trillanes added.

The ICC has been looking into alleged crimes against humanity committed under Duterte, particularly in his bloody war on drugs that left anywhere between 6,000 to 30,000 people dead.

Most the fatalities were believed to be cases of extrajudicial killings (EJKs).

The Department of Justice, for its part, on Thursday assured the initiative to investigate EJKs during Duterte's term will be transparent and untainted by political machinations.

Justice Undersecretary Jesse Andres also acknowledged the possibility of Duterte appearing before the DOJ task force probing cases of EJKs during his administration.

"It is not because we want to call him, but it is our obligation to give him the opportunity to be heard within the context of an investigation with due process, assisted by his counsel,

which the government implemented in July, had yet to result in significant rice price cuts. Instead of a P5 reduction, which was the lower end of the forecast, rice prices had gone down by less than P0.50 by October, which was already the third month of the tariff cuts.

The faster annual inflation of rice was a big factor in the faster headline inflation clip in October.

NEDA Secretary Arsenio Balisacan, quoted by reports, did not disclose the agency’s recommendation to the President but noted that the report presents the current picture of the rice market.

“We’re now finalizing the report, we’ll submit that report to the President, hopefully tomorrow. So, I can’t disclose what is in that report yet, because I want to give the President for the first opportunity to read what that is,” the official said.

so that it will be in conformity with the requirements of the rule of law," Andres said.

Justice Secretary Jesus Crispin Remulla created the task force through Department Order (DO) 778 on Nov. 4.

The Task Force will be under the Office of the Secretary of Justice Prosecution Staff (OSJPS) chaired by a Senior Assistant State Prosecutor and co-chaired by a Regional Prosecutor, with nine members from the National Prosecution Service (NPS). It is mandated to investigate, conduct case build-up and file necessary charges, if warranted, against the perpetrators as well as those involved in the EJKs during the previous administration’s anti-illegal drugs campaign.

"Spare no one, hold accountable every personality who had a hand in the senseless killing perpetrated by abusive persons in authority during the past admin's anti-illegal drug campaign," Remulla ordered following the issuance of DO 778.

Earlier, the DOJ said the alleged offenses may fall under Republic Act No. 9851 or the 2009 law on Crimes against Humanitarian Law, Genocide and Other Crimes of Humanity.

The government meanwhile is planning to roll out its Kadiwa Rice-for-All program where rice at P42 per kilo will be sold at major public markets. In a statement, Department of Agriculture (DA) Secretary Francisco Tiu Laurel Jr. said the DA is now in talks with importers who committed to supply Kadiwa rice at P42 per kilo.

Tiu Laurel said the move is seen to help bring down the retail price of rice while maintaining healthy market competition.

The official said that selling P42 per kilo of rice in major public markets was arrived at after the DA saw a discrepancy between reduced tariffs on imported rice and the “unusually high” prices at the retail level.

Balisacan said the government remains focused on reducing food prices, but noted that the depreciation of the peso and recent calamities have affected the price of rice, which he says is hovering at P50 per kilo.

She reiterated the urgency of restoring funding for AKAP, stressing its critical role in supporting millions of Filipinos who are often overlooked by existing social programs.

"This program bridges the gap for those who are ineligible for regular assistance yet are vulnerable due to low wages and the high cost of food and other essential items," she added. AKAP is designed to provide targeted social assistance to individuals who do not belong to the poorest sectors but are affected by economic challenges, such as high inflation. It aims to help Filipinos afford basic goods and services despite limited income.

“This high credit rating will really encourage a lot of confidence for the international investors to come into our country and, so far, there is a lot of interest in our country,” the Department of Trade and Industry chief said For his part, Socio-economic Planning Sec. Labor groups demand wage hike in protest

SEVERAL labor groups will stage

a protest march on Bonifacio Day to demand a P150 wage hike, an end to contractualization (“endo”), and political dynasties.

Members of the Nagkaisa Labor Coalition, Kilusang Mayo Uno, Sentro ng mga Nagkakaisa at Progresibong Manggagawa, reiterated the call for legislated wage hike of P150 or more and the abolition of provincial rates to help workers cope with inflation and the intensifying cost of living crisis, the abolition of endo (contractualization) in both private and public sectors and end to violence against women as part of broader reforms for social justice.

The labor groups also expressed frustrations over the lack of government attention to labor’s pressing issues saying the Labor Committee in Congress has stopped deliberating on the matter since May while Senators did not pass the P100 wage hike bill.

“While exacting accountability from the past administration is a good agenda to pursue,” the labor leaders insisted that sidelining key labor reforms, such as legislating wage hike and ending the scourge of labor contractualization, is perpetuating a state of national calamity.

«Workers are tired of being shortchanged by regional wage boards while Congress and Malacañang remain silent on their struggles,» the coalition said.

The labor groups also emphasized the compounding effects of recent typhoons, which have devastated communities across the country. Many workers, already struggling with low wages, are unprepared to recover from these disasters.

CBCP: Stop mining in Palawan

OFFICIALS of the Catholic Bishops Conference of the Philippines (CBCP) on Thursday called for a 25-year moratorium on mining in Palawan, expressing serious concerns over environmental degradation and the impact on local communities.

In a pastoral letter, Bishop Socrates Mesiona of Puerto Princesa, Bishop Broderick Pabillo of Taytay, and his predecessor retired Bishop Edgardo Juanich, called for an immediate halt to the expansion of

mining activities in Palawan, known as the country’s “Last Ecological Frontier”.

“We are calling for a 25-year moratorium or suspension on the approval of any mining applications and mining

expansions,” the bishops said.

The prelates emphasized the need for further studies and careful planning before approving any new mining projects in Palawan.

They also called for the designation of “no-go zones” for mining, particularly in ecologically sensitive areas such as old-growth forests and watersheds.

The bishops raised alarm over the increasing number of mining exploration permits in the province, which now includes over 67 applications covering over 200,000 hectares across Puerto

Phivolcs records minor eruption in Taal Volcano

THE Philippine Institute of Volcanology and Seismology (Phivolcs) on Thursday said a minor phreatic eruption was recorded in Taal Volcano, Batangas.

The eruption yesterday occurred at 5:46 a.m. “This event produced a 1500-meter white plume that drifted southwest,” the Phivolcs advisory read.

A volcanic earthquake was recorded over the volcano on Wednesday. Taal Volcano emitted 6,307 tons of sulfur dioxide, and that a weak emission of plumes reaching up to 500 meters tall was observed that drifted to the southwest direction.

A long-term deflation of the Taal Caldera and a shortterm inflation of the general northern and southeastern flanks of the Taal Volcano Island were monitored. Phivolcs reiterated that Alert Level 1 is maintained over Taal Volcano, citing the volcano is in abnormal condition and should not be interpreted to have ceased unrest nor ceased the threat of eruptive activity. Entry to Taal Volcano Island, a permanent danger zone, especially in the vicinity of the main crater and Daang Kastila fissure, is still prohibited. Rio N. Araja

A UNITED States marine traffic monitor on Wednesday said he spotted at least 83 Chinese militia and fishing vessels off Pagasa Island in the West Philippine Sea.

At least 83 Chinese militia and fishing vessels were observed near Pagasa Island in the West Philippine Sea (WPS) on Wednesday, according to an expert tracking the presence of Chinese ships in the region.

“Marine Traffic confirms at least 83 China militia and fishing ships within Philippines Thitu (Pag-Asa) Island’s territorial

On Tuesday, Powell reported that up to 75 Chinese ships were seen off Pag-asa Island, saying it was “by far the largest China vessel swarm I’ve ever seen” in the area.

“By far the largest China vessel swarm I’ve ever seen off Philippine Thitu (Pag-Asa) Island.

The refusal prompted PCG personnel from its substation in Limay, Bataan to perform a more detailed inspection.

A composite team from the PCG initially discovered nine undocumented Chinese crew members as opposed to the ship manifest stating it had only eight Filipino crewmen.

A follow-up inspection found four more undocumented Chinese

“Additionally, a uniform resembling that of the People’s Liberation Army was found on board, raising significant concerns regarding the intentions of these undocumented individuals,” the PCG said.

Following the operation, the PCG advised relevant government agencies to investigate the presence of the Chinese nationals in their respective areas of responsibility.

OPINION

I’D GIVE it to Vice President Sara Duterte—she knows how to stir a hornet’s nest. But what should we expect? She is the padawan (apprentice) of a Jedi master, and the mindform is a power of the Force.

Even by her standards, however, Inday Sara’s meltdown at 2 a.m.—just before the witching hour—on a Friday was way over the top.

She apparently realized this, albeit belatedly, as she tried to inject some sanity into her histrionics during the devil’s hour. But her attempt to justify her diabolical design clashed with her training as a lawyer.

Let’s rewind to the profanity-laced rampage where she detailed her plan for revenge in case she is taken from this world prematurely, with the entire world listening, thanks to international media coverage.

Stressing not once but twice that she wasn’t joking, Inday Sara claimed she had contracted an assassin to kill President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and his cousin, House Speaker Ferdinand Martin Romualdez, in case she was liquidated.

She would later describe the apparent testate or a legally valid will, as ‘revenge from the grave.’

After her tirade was characterized as an ‘active threat’ by the President’s Executive Secretary requiring security action, the Vice President toned down her bombast and emphasized that hers was merely preemptive self-defense, in case attempts on her life succeeded.

She even asked, and here I paraphrase:

Why would I want the president killed?

How would I benefit from such an untimely death?

Hello?

Earth to Sara. Even a first-year law student would tell you that the Constitution has a clear provision on succession if a sitting president can no longer discharge his duties.

But this is all smoke and mirrors—a diversion to draw attention away from the real issue: The corruption surrounding the disposition of confidential funds in the Office of the Vice President and the Department of Education, a Cabinet portfolio Inday Sara held until July of this year.

In total, we’re talking about over P500 million in public funds whose usage didn’t comply with the standards for confidential funds—a fact brought to light by a memo from the Commission on Audit, which the OVP sought to suppress by

asking COA not to report to Congress.

Isn’t that obstruction of justice?

But how could she stop COA from submitting those reports to Congress, particularly the House of Representatives, which is charged by the Constitution with the duty to oversee how taxpayers’ money is spent?

COA is required by law to provide copies of those reports to Congress and the Office of the President.

And what is the role of the VP’s chief of staff, Zuleika Lopez—whose detention in the House and later to the Veterans Memorial Hospital—is apparently the fuse that sent Inday Sara to run amuck, in all of this?

She said she was not joking.

Twice.

Well, Lopez is one of three signatories to the liquidation reports for the OVP’s confidential funds that were sent to the COA. Surely, she knows or has information on who Mary Grace Piattos is. Heck, she may even have a hand in providing the alias to that informant, if such a person really existed.

Inday Sara said Lopez had expressed her intention to resign as OVP chief of staff to care for her mother.

The VP said Lopez would testify at the House hearings but wasn’t clear on what her testimony would contain.

Clearly, all these controversies could end, and she could shield her people from future stress if Inday Sara testifies in Congress under oath.

The truth will set your people free, Inday Sara.

Kaiju Sotto

When I read comments about Kai Sotto’s sterling performance against the New Zealand Tall Blacks basketball team describing him as “Kaiju”, I had to look up its meaning online. What I found out is that “Kaiju” is a Japanese term that literally means “strange beast” and is usually translated as “monster” in English. Well, the term to describe Kai is well-deserved, as he has vastly improved his basketball skills over the past several years and could bring Gilas Pilipinas to greater heights in the years ahead, together, of course, with his teammates under the competent tutelage of Tim Cone.

Ransomed by love

LAST Thursday, in a media lunch for alternative media and student media groups, I shared why my memoir is entitled Ransomed by Love: A happy changemaker’s unfinished life.

First, because my life can be summed up as love stories - romantic, platonic, eros, philia, agape, with persons (Titay, my sons, family, friends, my exes, even those who have ghosted me), peoples (indigenous peoples, young people, the poor, our people, my students and mentees), the Philippines (how I love this country!), the planet (how I love nature!), and above all God, the Trinity of Father, Son, and Spirit.

Second, because it is that love - being loved and loving back, being forgiven and forgiving in turn - which has ransomed me, saved me from my captivity. This includes my mental health challenges - being neurodiverse (Aspergers was the term used before), ADHD, and bipolar - and more recently my stage 4 prostate cancer. Add to that volatile storm sinfulness, selfishness, and recklessness and you have a perfect storm.

In the memoir, I tell stories of my failures, of suffering and causing suffering, of hurting and being hurt. But love ransoms me again and again. And that is why I am a happy

changemaker - human rights lawyer, climate justice activist, environmental defender, indigenous peoples rights advocate, teacher and mentor.

I did emphasize how important it was to rest, to take care of one self and of each other, to find time for good conversations, listen to music, appreciate art, pray.

It is an unfinished life but already it is full of love stories.

Ransomed by love is a memoir of sickness, solitude, and solidarity. But more than anything, it is a memoir of hope.

When I started writing this book, my body and heart were broken. I thought I had only six months to live. It turned out that my expectation of death was premature. I am now on my third overtime extension. I would like to think that life is more like basketball than football, with unlimited overtime periods, and does not end with a penalty shoot-out.

In this memoir, I share lessons of my life of 65 years to the next generation so they may face the future with insight and confidence.

EDITORIAL

Thankful for knowing better

IT’S still Thanksgiving on the other side of the globe, even if it is already Friday here in the Philippines.

No single country, however, has a monopoly in gratitude, and so for today, for a change, and in defiance of all the toxic things happening in our nation and in the world, we take a moment to acknowledge the things we are grateful for.

We are grateful for the ceasefire between Israel and Hezbollah. We do not know what fate awaits the Middle East in the coming days, but the breather is most welcome especially given the death, destruction and disruption that confront civilians who suffer the most.

2024 is more complex and challenging than 1959 when I was born. Yet we are better equipped today to deal with these challenges than when I was born 65 years ago.

I believe future generations will do better than us.

I can see my sons Eman, Rico, and Rafa will be better than my wife Titay and me.

I know my students and the people I mentor will be better than me. They have better technology. They are more connected. They will be more mobile. Above all, they have the knowledge and the wisdom we can leave them.

My intention is for this memoir to help future generations build on the experiences and lessons of those of us who went before them. To them, I offer this book as testimonial and guide.

Here is what some colleagues have written about the book:

Here at home, we are thankful that we are able to pick up from the wrath of nature as seen in the six nearly consecutive storms that came our way. We grieve the lives that were lost, however, and we hope we do right by them by being better able to protect ourselves and our communities in the future.

In defiance of toxicity

We are grateful that more Filipinos are attuned to what is happening in our country, intently following the news as it relates to human rights, social justice, and transparency in the use of public funds. Still, we are thankful that many Filipinos are able to think independently and critically, not immediately believe what they see or read or hear online -- and may they increase in the days to come.

China to ‘resolutely crush’ Taiwan’s independence bid

CHINA on Thursday vowed to “resolutely crush” any attempts for Taiwan independence, as the self-ruled island’s President Lai Ching-te is set to embark on an overseas trip.

Beijing claims Taiwan as its own territory and baulks at any official contact Taipei has with other countries.

Responding to a question on whether China’s military would take countermeasures against Lai’s Pacific tour, Wu Qian said: “We firmly oppose official interaction with China’s Taiwan region in any form.”

“The Chinese (military) shoulders the sacred mission of safeguarding national sovereignty... and will resolutely crush all secessionist attempts for Taiwan independence,” Wu, a spokesperson for China’s defence ministry, told a press conference.

Taiwan’s Lai will stop over in Hawaii and the US territory of Guam during a trip to three Pacific island nations, Taiwan’s Presidential Office said, in his first overseas trip since taking office in May.

Lai will depart Saturday for a visit to the Marshall Islands, Tuvalu and Palau -- the only Pacific islands among Taiwan’s 12 remaining allies.

Beijing opposes international support that gives a sense of legitimacy to Taiwan and has blocked Taipei from many global forums and whittled down its diplomatic allies.

It has refused to rule out the use of force to seize Taiwan and in recent years has ramped up military activity around the island. AFP

Russia launches aerial attack on Ukraine’s energy sector

3 dead in South Korea from heavy snow

HEAVY snowfall blanketed South Korea for a second consecutive day Thursday, resulting in three deaths overall and disrupting flights and ferry services, authorities said.

The snow caused three fatalities in Gyeonggi province around the capital Seoul, officials said, including one person killed when a tent-style garage collapsed during snow removal. Another died when a golf practice net gave way amid the extreme weather. The prolonged snowfall led to the cancellation of 156 flights and disrupt-

ed 104 ferry services across 79 routes, the interior ministry said.

The second day of snow came after Seoul on Wednesday recorded its heaviest November snowfall since records began over a century ago, according to the country’s weather agency. The record snowfall also marked the capital’s first snow of the season. Up to 40 centimetres of snow accumulated in parts of the capital by 11 am (GMT 0200), the interior ministry said, while other areas outside Seoul saw snow piles reaching nearly 45 centimetres.

The second day of snow prompted the city government to deploy 11,000 personnel and 20,000 pieces of equipment for snow removal operations in the capital.

Authorities reported 131 temporary power outages, with 46 restored by the end of Wednesday. While the heavy snow advisory was lifted in Seoul, it remained in effect in many southern regions outside the capital, with some areas still experiencing snowfall at a rate of around one centimetre per hour, the Korea Meteorological Administration said. RUSSIA’S army on Thursday launched a massive attack on Ukraine’s energy sector, forcing emergency power outages as temperatures dropped to freezing across the country.

Ukraine’s energy grid has been heavily targeted since Russia invaded in February 2022, with Kyiv accusing Moscow of “terror” tactics by trying to plunge Ukrainian cities into darkness and cut off heating to civilians throughout the winter.

The overnight strikes come after two weeks of dramatic escalation that has seen both sides launch new weapons to gain an upper hand ahead of Donald Trump being inaugurated as US president in January.

Ukraine’s Energy Minister German Galushchenko said power infrastructure was “under massive enemy attack” after a countrywide air alert was issued for incoming missiles.

The air force reported a string of Russian cruise missiles and attack drones heading for cities across the country, including the capital Kyiv, Kharkiv in the northeast and the Black Sea port city of Odesa.

“Once again, the energy sector is under massive enemy attack. Attacks on energy facilities are taking place across Ukraine,” Galushchenko said. National power grid operator Ukrenergo had “urgently introduced emergency power cuts”, he added, as temperatures dropped to around 0 degrees Celsius (32 degrees Fahrenheit).

Energy provider DTEK said Ukrenergo was introducing emergency power outages in the regions of Kyiv, Odesa, Dnipro and Donetsk.

The nationwide attack was ongoing as of 08:00 am (0600 GMT), according to messages from the air force. AFP

IN BRIEF

Meta CEO Zuckerberg dines with Trump

MARK Zuckerberg joined Donald Trump for dinner at his Mar-a-Lago estate Wednesday, with an advisor to the president-elect saying the tech billionaire “wants to support the national renewal of America.”

The 40-year-old chief executive of Meta -- which owns Facebook, Instagram and Whatsapp -- has been carefully trying to mend ties with Trump. Both men have had a strained relationship over the years, with Facebook being among social media networks that banned Trump after the attack on the US Capitol on January 6, 2021.

But on Wednesday, a Meta spokesperson said: “Mark was grateful for the invitation to join President Trump for dinner and the opportunity to meet with members of his team about the incoming Administration.”

In a statement, the spokesperson added that it was an important time for the future of American innovation.

The ruling Chinese Communist Party “has decided to suspend Miao Hua from duty pending investigation”, Wu Qian, a spokesman for Beijing’s defence ministry, told a press briefing. Wu did not provide further details about the charges against Miao, an admiral and a member of Beijing’s powerful Central Military Commission (CMC).

But “serious violations of discipline” are commonly used by officials in China as a euphemism for corruption.

Beijing has deepened a crackdown on alleged graft in the armed forces over the past year, with Xi this month ordering the military to stamp out corruption and strengthen its “war-preparedness”.

The intensity of the anti-graft drive in the military has been partially driven by fears that it may affect China’s ability to wage a future war, Bloomberg reported citing US officials this year.

The removal of Miao reveals the “endurance of corruption and discipline issues across the system in the PLA, despite the strong efforts made by Xi,” one expert told AFP.

Quezon sweeps Biñan, captures MPBA crown

THE Quezon

Tangerines reigned supreme in the 2024 Maharlika Pilipinas Volleyball Association (MPVA), completing a finale sweep of Biñan Tatak Gel 1-Pacman

Partylist with a 25-19, 24-26, 25-18, 25-15 win in Game 2 on Wednesday night at the Quezon Convention Center in Lucena.

The Tangerines had an easy way this time around compared to a fivesetter escape act in Game 1 and with their home crowd behind capped a magnificent title conquest right in their first season in the MPVA as an expansion squad.

Rhea Mae Densing was named the MPVA Most Valuable Player, capping her coronation with 17 points on 17 hits as Quezon ruled the first home-and-away season of the MPVA founded by former Senator and also MPBL chairman Manny Pacquiao.

Densing fired 22 points in Game 1, where the Tangerines pulled off a 2519, 23-25, 25-18, 21-25, 17-15 comeback win on the road at the Alonte

Sports Arena in Laguna. Quezon – one of the two expansion franchises along with Valenzuela in the nine-team upstart league – had a stellar 16-2 record in its MPVA debut en route to the sweet title.

Mary Grace Borromeo rifled in a game-high 18 points while Game 1 hero Cristy Ondangan and seasoned spiker Mycah Go added 16 points each to back up Densing in yet another scattered onslaught for Quezon,

The Fighting Filipinos

SEVERAL players set to play for the AFF Mitsubishi Electric Cup 2024 will arrive this weekend to join the national training camp starting on December 2 at the Rizal Memorial Stadium.

Freddy Gonzalez, the Philippine Football Federation’s Director of National Senior Teams and concurrent manager of the Philippine Men’s National Football Team, said most players who were fixtures in the two previous windows, will be back. Those who are based in Southeast Asia, particularly those playing in Indonesia and Thailand, will fly back to Manila earlier than some of their teammates.

“So guys like John-Patrick Strauß, Scott Woods, Jeffrey Tabinas and Jesse Curran will be released by their respec-

tive teams after their Champions League games,” Gonzalez said. He also revealed that Michael Kempter, Bjorn Kristensen, and Paul Tabinas will be in Manila by December 8. Dylan Demuncyk, who is still nursing an injury, will likely miss the team’s opening game in the Mitsubishi Cup, but is expected to suit up for the second game. Alex Monis is in the country for several days now, practicing with Kaya FC Iloilo. Gonzalez also revealed that Sebastian Rasmussen will miss the tournament because of a hamstring injury, while Joshua Grommen remains questionable due to some personal concerns. Gerrit Holtmann and Santi Rublico will be available after the group stage.

“No new players for now, because they were not able to meet the deadline set by the organizers,” Gonzalez said.

Despite this, Gonzalez also revealed that coach Albert Capellas has invited several players to meet him in Manila.

These players include David Choiniere, Rocket Ritarita, Andrei Leopold, Adrian

Ugelvik and Pocholo Bugas.

Choiniere has expressed his intention to play for the Philippines after much prodding from Kempter. His younger brother, Mathieu, is Kempter’s teammate. Mathieu, however, can no longer play for the country because has been capped already by Canada.

“He wants to see personally how they play,” Gonzalez added.

Gonzalez is optimistic that the elder Choiniere will be available for the country once the Asian Cup qualifiers begin in March next year, along with the Markanich Brothers, Josef Baccay, Cole Mrowka and other high-profile prospects.

“So by March, we will see a whole different team. We’re scheduling the Markanich brothers to come home soon and finish their paperworks,” Gonzales said.

Speaking of another issue that fans are hoping to be addressed soon, someone told The Designated Kit Man that he is hoping the men’s national football team will get a new moniker soon. He even made a suggestion that the team formerly known as the Azkals should be called Fighting Filipinos moving forward. He reasoned out that lately, the team has been fighting so many concerns and problems on and off the pitch and yet remains steadfast and determined to turn around for the better. Just like what the

Wanting no let-up from a massive Game 1 win on the road and especially eyeing no potential winner-take-all Game 3, the Tangerines clicked from all cylinders marked by a 10-point win in the clinching fourth set. Quezon’s lone defeat was in the extended second set, 24-26, as it dominated the gritty third-ranked Biñan side after its semifinal series upset win against twice-to-beat armed Bacoor.

Erika Jin Deloria, the First Best Outside Hitter, had 18 points while Shane Carmona added 15 for the Volley Angels in a commendable runner-up finish in the MPVA backed by Extreme One-Stop Shop Appliances, ASICS, Mikasa and Gerflor with MPTV and Outcomm as broadcast partners. Second Best Middle Blocker Zenith Perolino also added 10 points for Biñan that scored 25-21, 26-24, 25-21 and 25-18, 25-18, 25-16 victories against Bacoor in the semis to gain a shot at Quezon.

Loteyro, Cabitac share limelight in Samahang Plaridel golf meet

LARRY Loteyro captured top honors in the 8th Samahang Plaridel Golf 2024 at the Villamor Air Base Golf Club in Pasay City last Nov. 26.

Loteyro, who represented leading IT services provider ActionLabs, emerged with the low gross score of 78 to bag the championship in the event organized by the Association of Philippines Journalists Samahang Plaridel Foundation, Inc, and sponsored by PAGCOR, PCSO, San Miguel Corporation. Philippine Sports Commission and JD Legaspi Construction. PSC chairman Richard Bachmann and PCSO chairman Felix Reyes made the ceremonial tee, along with APJ— Samahang Plaridel president Evelyn Quiroz, Atty. Ric Diaz of NBI and Engr. Mike Marquez. Quiroz also awarded the trophies and prizes to the winners, assisted by Samahang Plaridel vice president Andy Sevilla. Sharing the limelight was Rizal Provincial Board member Fernando Jun Cabitac, who took the Low Net championship with an 80 and the longest putt at Hole No. 18. The other winners in the event also supported by House Speaker Martin Romualdez, Rizal Park Hotel, Construction Workers Solidarity (CWS) Partylist, and Philippine Airlines are Jojo Castro as Class A champion with a gross score of 78 and Christian Adrenida as Class A runner-up with 82; Emmanuel Delima as Class B champion with 71 and Don Lerit as Class B runner±up with 91; and Mark Reyes as Class C champion with 101 (72) and Reuben Terrado as Class C runner— up with 100 ( 73).

ordinary Filipinos have to battle through everyday because of disasters, whether natural or manmade and the national tragedy that is Philippine politics.

Fighting Filipinos, anyone?

One last thing, it saddened me that one of my favorite teams, if not the favorite, went down without a fight. From being the much-feared Red Lions, nagmukha silang mga kuting.

San Beda played their worst game in Season 100 of the NCAA last Saturday. They were completely dominated in all fronts, except maybe in the number of consultants and assistant coaches on the bench, by an inspired and more importantly, prepared College of St. Benilde Five. Coach Chris Tiu really did his homework against a hapless Mendiola squad, which hardly reminded anyone present at the Cuneta Astrodome why they were the defending, and eventually deposed, champions.

The Blazers got off to a roaring start and kept attacking all game long, even putting up a 30-point lead, 70-40, enroute to a 79-63 win to cut short the Red Lions’ reign and arrange a finals duel against the equally scorching Mapua Cardinals. The Finals start tomorrow at the Big Dome.

Both the Blazers and the Cardinals are hoping to end decades of title drought in the NCAA. Benilde is gunning for its first championship in the last 24 years. The

Cardinals, on the other hand, are hoping to end 33 years of futility. Mapua took the first finals’ berth after dispatching Lyceum Pirates, 89-79, in the other Final 4 match up. Incidentally, current coach Randy Alcantara was part of the last Mapua team to win an NCAA crown.

I’m just hoping that my beloved team will be able to bounce back next season. They should learn from the humbling experience they received from the Blazers and use it as the primary motivation in playing consistent basketball for all their games next year. This is the bare minimum, considering the massive support the team has been receiving year in year out from the Bedan community. Compared

generated more attention than the other varsity teams, which won titles, some even sweeping the men’s, women’s and junior divisions of their respective tournaments in the NCAA. Stay safe. Stay happy peeps! For comments or questions, you can reach The Designated Kit Man at erel_ca-

Fortuna, Bisera seal showdown for TCC crown

STA. ROSA, Laguna—Fortuna moved

one step closer to claiming back-toback titles as she displayed a steady yet calculated performance to defeat Marvi Monsalve, 3&1, in the semifinal round of the ICTSI The Country Club Match Play Invitational at the TCC course here on Thursday.

Fortuna, a former national team standout, has been drawing on the same form that led her to a breakthrough victory on the Ladies Philippine Golf Tour last year. As she heads into the championship match against Florence Bisera, she remains confident yet grounded.

Bisera secured her finals spot with a hard-fought 1-up victory over Daniella Uy in a tense semis duel.

“I feel the same as last year, but I’m not setting any expectations. If I win, then I win. I’ll just play my game and enjoy,” said said Fortuna, exuding calm confidence. With her steady play and smart decision-making, she has proven that success lies not just in power but in patience and precision.

Her approach has proven successful, much like last year when she dominated Chihiro Ikeda in the semis and overpowered amateur Laurea Duque in the final to claim her maiden LPGT title, also at this demanding course.

Fortuna, who edged Kristine Fleetwood, 1-up, in the quarterfinals, expressed pride in her consistent performance throughout the tournament.

“From the first round, it’s been tough, but I’m happy with the results. I’m proud of myself,” said the University of Oklahoma alumna. Although she has yet to clinch a victory in the regular LPGT circuit, her determination to claim another title is unwavering.

Rho rallies past Depilo, battles Villacencio next

STA. ROSA, Laguna—Hyun Ho

Rho staged a dramatic comeback to claim the first semifinal berth in the ICTSI The Country Club Match Play Invitational, edging Rico Depilo on the 19th hole in a pulsating quarterfinal duel at the TCC course here on Thursday.

Facing a daunting three-hole deficit with just four holes to play, the 18-year-old Rho displayed nerves of steel. He birdied the par-4 No. 14 and capitalized on Depilo’s errors to win Nos. 16 and 17, leveling the match heading into the final hole.

Depilo managed to force an extra hole but faltered when his approach on the tricky par-4 No. 1 found water,

handing Rho the hard-fought victory. Rho now faces 29th-seeded Arnold Villacencio in the semis. Villacencio continued his giant-killing run by ousting No. 21 Dino Villanueva, 3&1.

“I was 3-down going to No. 14, but I birdied it and won Nos. 16 and 17 to make it all square,” said Rho, who has come close to claiming titles before but has yet to break through on the Philippine Golf Tour.

The other semis matchup features seasoned veteran Jay Bayron taking on Albin Engino, both of whom pulled off upsets against higher-seeded opponents. Their victories continue the trend of surprises in the season-ending championship sponsored by ICTSI.

Barba is PH’s first, only GP Dressage equestrian judge

VITTORIO “Vic” Barba has brought pride to the Philippines in the world of equestrian sports, becoming the country’s first certified Grand Prix Dressage Judge through the International Federation for Equestrian Sports (Fédération Équestre Internationale or FEI).

A 1995 Southeast Asian (SEA) Games champion, Barba has since become an FEI 3 judge and a prominent figure in the Australasian dressage circuit.

As a judge, Barba emphasizes mental fitness as a cornerstone of his preparation. In a previous interview, he shared insights into how he maintains his readiness for high-stakes competitions.

“As an FEI judge, our mental fitness always needs to be at its peak during CDIs. I make it a point to read up on rules and guidelines, attend as many FEI seminars as possible,

and engage in discussions with colleagues. These steps keep me sharp and informed,” Barba said in a previous interview.

Barba served on the ground jury for two landmark events -- the inaugural FEI Asian Championships in Pattaya, Thailand, and the first-ever CDI (Concours de Dressage International) held in Shanghai, China.

These events not only showcased his judging acumen, but his commitment to the development of equestrian sports in the region as well.

Barba’s equestrian journey began

with eventing—an intense competition combining dressage, cross-country, and show jumping.

However, a pivotal meeting with Ulla Salzgeber, who would later become an Olympic medalist, changed his trajectory.

Ulla encouraged and guided him, ultimately helping Barba secure the SEA Games’ championship in 1995. Even today, he continues to share his passion as a trainer and coach, conducting clinics across the Philippines and other countries, including Indonesia, Singapore, Vietnam, and Japan.

Barba is a fashion designer— a career he finds surprisingly complementary to the sport. According to him, the artistry and precision required in fashion mirror the discipline needed in equestrian dressage. Adding to his creative pursuits, Barba coined the term “hortography” to describe his l ve for photographing horses, combining his artistic eye with his equestrian passion.

Toyota rolls off PH-made next generation Tamaraw

TOYOTA Motor Philippines Corporation (TMP) has unveiled the highly anticipated Next Generation Tamaraw, which is expected to drive local sales upon its official launch on Dec. 6, 2024.

TMP chairman Alfred Ty projects initial monthly sales to range between 1,200 and 1,500 units, with an ambitious target reaching 2,000 units, positioning the Tamaraw among Toyota’s top three best-selling models in the Philippines.

“At 2,000 per month, that’s twothirds of the Vios sales, which averages 3,000 units monthly,” Ty said during the roll-off ceremonies at the TMP plant in Sta. Rosa, Laguna.

The iconic nameplate, proudly manufactured at TMP’s Santa Rosa plant in Laguna, represents Toyota’s commitment to supporting the Philippine economy and local automotive

manufacturing.

Built on Toyota’s International Multi-Purpose Vehicle 0 (IMV 0) platform, the Tamaraw aims to empower micro, small, and medium enterprises (MSMEs) while offering versatility and durability.

With an annual production capacity of over 54,800 units, TMP’s Laguna facility now produces three completely knocked-down (CKD) models: the Vios, Innova, and Tamaraw.

TMP invested P5.5 billion for new parts manufacturing, including stamping, and mold and die, including P1.1 billion for a new 1.5-hectare body conversion facility.

The TMP Conversion Factory is a regional breakthrough, capable of customizing Tamaraw units into three body styles—dropside, utility van, and aluminum van—with gas and diesel engine options.

TMP Company president Masando Hashimoto said the New Generation Tamaraw has at least 25 percent local content in its initial production phase and will slowly increase localization as it ramps up production of the model.

Toyota Asia Region Deputy chief executive Hao Quoc Tien lauded the facility as “the first of its kind in Southeast Asia,” highlighting its potential to bolster regional competitiveness.

The Tamaraw’s local production is also generating upstream benefits, as TMP’s suppliers—including new and returning parts-makers—have invested P500 million in plant expansions and equipment procurement.

NATIONAL Economic and Development Authority (NEDA) Secretary Arsenio Balisacan on Thursday expressed optimism about the country’s economic prospects following an improved credit rating outlook from S&P Global Ratings. Speaking at a press briefing, Balisacan highlighted the significance of the credit rating upgrade to “positive,” saying it reflects progress in fiscal consolidation and economic reforms.

“The upgrade acknowledges our achievements, particularly in stabilizing fiscal conditions and improving our debt and deficit metrics,” Balisacan said.

“This also aligns with our efforts to pass and implement reforms that enhance the economy’s long-term potential,” he said.

With the positive outlook, Balisacan said the Philippines aims to secure an “A” credit rating within the next 24 months. Such a rating would position the country as a prime borrower, reducing borrowing costs for both the government and private sector.

“An ‘A’ rating would lower the cost of capital, making credit more affordable,” Balisacan noted.

Balisacan also reported on a high-level meeting held earlier in the day with President Ferdinand Marcos Jr., economic managers, and congressional leaders. The discussions centered on accelerating priority projects under the Philippine Development Plan.

“The President emphasized, and we all agreed, on the importance of ensuring the completion of high-priority projects, especially those aimed at enhancing food security and improving infrastructure,” Balisacan said.

He said the administration remains committed to funding critical initiatives, particularly those supported by official development assistance (ODA), in the 2025 budget.

“These projects are essential for achieving the socio-economic transformation we envision,” he said.

Capital-raising activities to hit P120b in 2025—PSE

THE Philippine Stock Exchange (PSE) is expecting capital raising to reach P120 billion in 2025, up 51 percent from P79 billion this year.

PSE president and chief executive Ramon Monzon said in a disclosure to the stock exchange Thursday that capital raising is expected to pick up next year after tepid activity in 2024. The P120 billion capital raising target for this year will include followon offerings, stock rights offerings, and private placements.

Megawide bags contract to build Caticlan terminal

MEGAWIDE Construction Corp.

has obtained the contract to design and construct a new passenger terminal building (PTB) at the Caticlan Airport, gateway to Boracay Island, which is owned and operated by Trans Aire Development Holdings Corp. (TADHC), a subsidiary of SMC Infrastructure.

“This will be another exciting opportunity for Megawide to be able to work with one of the country’s largest and oldest conglomerates, San Miguel Corp. (SMC), and help realize its vision of a world-class facility at Caticlan Airport. We hope to impart our engineering excellence and be able to integrate our sustainable methodologies to this landmark development,” Edgar Saavedra, chief executive and chairman of Megawide said.

SMC, through SMC Infrastructure, has been keen on developing major airports in the Philippines, which includes the Godofredo P. Ramos Airport in Aklan Province, more popularly known as Caticlan Airport.

The conglomerate is also undertaking the development of the New Manila International Airport in Bulakan, Bulacan, and the rehabilitation of the Ninoy Aquino International Airport in Manila.

“Our search for a partner-contractor who shares our vision of modernizing airports in the country has concluded with our partnership with Megawide,” Ramon Ang, chairman and chief executive of SMC said.

“We believe that Megawide’s track record of building key infrastructure through efficient and sustainable practices will help us deliver a world class facility within our committed deadline,” he said.

Ang earlier said SMC Infrastructure wants to complete the new PTB in “less than three years “ to welcome more tourists to Boracay and other nearby destinations.

Ground-breaking for the new terminal is eyed by December 2024, or before the yearend.

Megawide, known for its verticallyintegrated engineering, procurement, and construction (EPC) operations, complemented by a Precast and Construction Solutions (PCS) business, is expected to provide efficiency and environmentally-friendly processes throughout the development.

“Next year, I think we can do about P120 billion. This year, we only have three initial public offerings (IPOs), and these are small ones. But we also had big preferred and follow-on offerings,” Monzon said.

The three companies that went public this year were OceanaGold Philippines Inc., renewable firm Citicore

Renewable Energy Corp., and NexGen Energy Corp.

Top Line Business Development Corp., a Cebu-based fuel retailer, earlier postponed its planned P3.2 billion IPO to the first quarter of next year amid volatile market conditions.

Meanwhile, Monzon is still hopeful that the PSE could finalize a deal to acquire the Philippine Dealing System Holdings. Corp. (PDS), even as negotiations are ongoing.

The PSE owns 20.98 percent of the issued and outstanding capital stock of PDS Holdings, the operator of the country’s fixed-income trading plat-

form. The PSE seeks to acquire up to 100 percent of PDS to unify the capital markets. Monzon said the PSE is still in talks with existing shareholders of PDS, including the Bankers Association of the Philippines (BAP), the Singapore Stock Exchange, Whistler Technology, Tata Consultancy Services, San Miguel Corp., and the Financial Executives Institute of the Philippines. The Securities and Exchange Commission (SEC) granted the PSE in December 2023 exemptive relief that will enable it to acquire full ownership of PDS.

DA launching KADIWA rice program in major markets

THE Department of Agriculture

(DA) will launch the KADIWA Rice-for-All program in major public markets to provide affordable rice and address persistently high retail prices.

Agriculture Secretary Francisco Tiu Laurel Jr. said the initiative responds to the gap between reduced rice import tariffs and high market prices.

“Despite lower tariffs and declining global prices, retail prices remain unusually high,” he

said, noting wholesale prices of imported rice are only P37 to P38 per kilo.

Since Executive Order No. 62 reduced rice tariffs from 35 percent to 15 percent in July, the DA has worked with importers and retailers to encourage price cuts, but results have been slow.

“We’ve avoided selling rice in major markets to protect vendors’ livelihoods, but without significant price reductions, we have no choice but to step in,” Tiu Laurel said.

The DA is partnering with importers to offer Kadiwa rice at P42 per kilo, ensuring affordable options for Filipino families while promoting market competition.

The program’s nationwide rollout will involve

collaboration with other government agencies under the KADIWA ng Pangulo program, established through a 2023 inter-agency agreement.

Tiu Laurel highlighted the positive impact of EO 62, which has stabilized rice inventories amid growing demand from disaster relief efforts and declining local production due to El Niño and typhoons.

“Without the tariff cut, prices would have been even higher. While prices rise quickly, they drop much slower—if at all. We remain committed to pushing them down,” he said.

The DA’s priority, he emphasized, is ensuring Filipino families have access to affordable rice, despite ongoing challenges.

particularly those run by women or supporting climate finance, empowering businesses and fostering inclusive and sustainable economic growth across the region.”

In this region, 43 percent of formal SMEs are either unserved or underserved by financial institutions.

Globe invested P41 Billion in capex as of the first nine months of the year, lower by 24 percent compared to the same period in 2023.

About 91 percent of this amount was allocated for data requirements to guarantee that customers have uninterrupted access to digital solutions and connectivity services, ensuring seamless and consistent user experience.

Globe had built 684 new cell sites and upgraded 2,723 existing mobile sites to LTE technology as end of September 2024.

THE Intellectual Property Office of the Philippines (IPOPHL) launched a comprehensive roadmap to harness the economic potential of homegrown intellectual property (IP) assets, positioning the Philippines as a global leader in creativity and innovation.

The Philippine Intellectual Property Strategy (PHIPS) 2025-2030 envisions the Philippines as a “HapagIsipan,” or “Banquet of Ideas,” where creativity, innovation, and collaboration converge to drive economic growth, protect cultural heritage, and advance sustainable development goals.

“We see the Philippines as a global hapag—a platform for innovation

where ideas thrive, IP-backed products flourish, and economies grow,” said IPOPHL Director General Rowel Barba during the annual stakeholders’ forum held November 26, 2024.

He emphasized the importance of collaboration and innovation in building an ecosystem that maximizes IP’s potential.

The term “hapag,” meaning “table” in Filipino, symbolizes a shared platform for nations, industries, and individuals to create, commercialize, and consume IP-driven products and services.

PHIPS 2025-2030 outlines four core strategies to position the Philippines as a global IP hub by enhancing public understanding of IP’s value,

empowering creators to transform ideas into market-ready ventures, fostering partnerships to boost IP development and commercialization, and by leveraging artificial intelligence and digital innovations to strengthen the IP ecosystem.

The strategy introduces bold measures to integrate IP into the nation’s economic framework like the IPbacked Financing, investment banking services for IP, and expanding IP-driven exports.

The Hapag-Isipan strategy supports existing laws like the Philippine Creative Industry Development Act, Innovative Start-Up Act, leveraging IP as an engine of Åeconomic growth.

PH boosts transport infra to enhance connectivity

The Philippine government is modernizing airports and building new railways to transform the country’s transportation landscape.

Transportation Secretary Jaime Bautista said the Philippines needs to catch up in terms of infrastructure to speed up the country’s economic growth, which will translate into inclusive progress.

According to the International Institute for Management Development’s (IMD) 2024 World Competitiveness Ranking for infrastructure, the Philippines ranks 61st out of 67 countries. This was a drop from the 58th spot in 2023.

“We need to catch up in infrastructure development to be able to accelerate economic progress. Our government firmly believes an efficient transport system would lead to inclusive economic growth,” said Bautista.

MPTC holds 3rd transport conference

METRO Pacific Tollways Corporation (MPTC), the leading toll road developer and operator in the Philippines, continued championing progress, sustainability, and road safety in its 3rd Transport Conference, held on November 14, 2024, at The Golden Ballroom in Okada Manila.

The annual conference, a dedicated platform for strengthening relationships and fostering collaborations with stakeholders, brought together key industry leaders from the country’smajor bus and trucking organizations, jeepney associations, and UV Express groups. The conference featured insightful discussions, expert presentations, and panel sessions focusing on highly anticipated topics in the transport industry, including digital transformation, sustainable mobility, disaster risk prevention, infrastructure trends and advancements, and community engagement.

Among the prominent speakers were Sen. Raffy Tulfo, Chairman of the Senate Committee on Public Services and Senate Committee on Migrant Workers, Hon. Jaime Bautista, Secretary of the Department of Transportation (DOTr), and His Excellency FranzMichael Skjold Mellbin, Ambassador of the Kingdom of Denmark to the Philippines and Palau.

Bautista said aming the big-ticket airport projects of the government are the modernization of Ninoy Aquino International Airport, Laguinduingan Airport, Bohol-Panglao International Airport as well as airports in Kalibo, Puerto Princesa and Iloilo.

In the railways sector, Bautista identified the North-South Commuter Railway, LRT-1 Cavite Extension, Metro Manila Subway, MRT-7, MRT4 and Subic-Clark-Manila-Batangas Railway.

Bautista said these major projects aim to ensure efficient commuter mobility and increased inter-island connectivity.

He said that once these mega transport projects are completed, they are “bound to stir up the status quo” in the transport sector.

“Overarching goal of these projects is to improve mobility and connectivity because we find the status quo in the transport sector unacceptable,” Bautista said.

Bautista said expressways are also being built or expanded to link the regions with Metro Manila and other urban centers.

The DOTr is also studying the Manila Bay-Pasig River-Laguna Lake River Ferry (MAPALLA)—a highcapacity, low carbon ferry system that will link Manila Bay and Laguna Lake through the Pasig River.

Another road project is the upcoming Southeast Metro Manila Expressway that will stretch from Taguig through Pasig, Marikina and San Mateo along the C6 highway in the eastern section of the metropolis.

Meanwhile, Bautista said the Philippines is pushing for vehicle and road safety, accident prevention, carbon neutrality and regulation of the automotive industry consistent

An unforgettable 7th Manila Fashion Runway

Beauty queens and up-and-coming models graced the 7th Manila Fashion Runway (MFR) with a stunning show, held exclusively at Avery Towers in Quezon City.

Dubbed “Not your ordinary runway,” MFR is the brainchild of executive producer Rikki Dela Peña, Philippines Face of Tourism 2022, and Miss Universe-Philippines 2024 Lucban. The event has become a much-anticipated celebration of highclass collections from esteemed local designers. This year’s MFR supported the youth scholars of the ERDA Foundation, which aids marginalized Filipino youth through education and support programs. It also extended assistance to animals and pets affected by recent typhoons.

The 7th MFR showcased creations by talented designers Nathalie Sheen, Jayanne Rochiel, Christiana, and Mar Montes, along with promising student models from the Block Master School for Models.

WE HAVE so many good things to say about How to Spot a Red Flag by director Dwein Baltazar , particularly for how it serves as the perfect platform for its lead stars to explore more mature themes in their performances.

Baltazar, known for her knack in romantic comedies, brings a refreshing and contemporary lens to the complexities of modern love in this series, led by Donny Pangilinan and Belle Mariano—fondly celebrated as the iconic duo, DonBelle.

At a recent media conference and fan meeting, the director shared how effortless it was to work with Donny and Belle.

“I didn’t have to work on their chemistry,” she said. “They’re so comfortable with each other on and off screen,” she continued, even referring to DonBelle as the most popular love team today. As for the series, she described it as “light, comedic, and a breath of fresh air.”

Their senior co-stars, Mylene Dizon and Angel Aquino, agreed wholeheartedly. They even teased fans with hints of off-screen closeness between DonBelle, which the duo playfully brushed aside. Instead, the pair focused on how the series represents a milestone in their careers.

The series, which premiered on Nov. 25, dives into the issue of catfishing—a digital-age phenomenon many viewers will find relatable. Belle stars as Cha Fontanilla, a young woman who forms a connection with Matt Flores (Donny) through an online forum. But her budding romance takes a surprising turn when she learns Matt isn’t the person she’s been chatting with. The real Matt, unaware his identity was used for

How to Spot a Red Flag is the first original collaboration between Viu and ABS-CBN’s Dreamscape Entertainment after producing several adaptations. The series highlights the acting chops of Belle, known for He’s Into Her and Can’t Buy Me Love, and Donny, alongside Jameson, celebrated for roles in 2 Cool 2 Be 4gotten and Ang Babaeng Allergic sa WiFi

“Their combined performances promise to draw viewers into this humorous yet heartfelt exploration of modern relationships,” the director added.

Meanwhile, DonBelle talked about how La Union serves as a stunning setting for their series. Known for its beaches and surfing culture, the province not only serves as a picturesque backdrop but also enhances the story’s appeal. The scenic locales are sure to captivate viewers while offering a peek into one of the country’s top travel destinations.

“Masaya magtrabaho sa La Union and it gives the series a chill vibe,” Belle said.

Beyond its engaging storyline and beautiful visuals, the series tackles themes of identity, trust, and the complexities of love in the digital era.

“And that’s what people should look forward to in this series,” Donny added.

It engaged mallgoers with multi-sensory effects, including the aroma of kare-kare, while lead actors Piolo Pascual, Alessandra de Rossi, and Sam Milby appeared on screens to simulate dropping ingredients into the pot.

Earlier this year, GIGIL earned accolades at Korea’s MAD STARS festival for campaigns with Grab and Closeup. It was also ranked as the No. 1 agency in the Philippines and No. 2 in the Asia-Pacific region by Campaign Brief’s The Work.

“This win highlights the growing influence of Filipino creativity on the global stage,” Yrastorza added. “It’s a testament to how ideas deeply rooted in our culture can resonate universally.”

Replacing Chef Chico, a drama series celebrating Filipino culinary traditions, served as the ideal canvas for GIGIL’s groundbreaking activation. The campaign demonstrated how culturally inspired ideas can deliver strong business results, solidifying GIGIL’s reputation as a leader in experiential marketing.

Draft beer is life at Blackwood

DRAFT beer lovers swear by the drink’s freshness and flavor.

Served straight from the keg, brewing is done within the last few days, unlike bottled beer, which may have been on the shelves for weeks.

The flavorful draft beer at Blackwood Bar has developed a loyal following, which began more than 10 years ago when the bar first opened in Taguig. Back then, serving beer on tap versus its bottled version seemed like a practical choice.

Chef JunJun de Ocampo shares, “The bar was small, and we didn’t have enough space to store beer bottles.”

Besides, the chef enjoys a cold mug of draft beer after a long day in the kitchen and happily shares the good vibes with his bar guests.

Determined to spice up the nightly happy hour with draft beer, Chef JunJun made sure that every mug came from a freshly opened keg, which is stored at the proper temperature to maintain freshness. “Fortunately, Blackwood never had leftovers; kegs are always empty, which guarantees that a fresh one is opened the following day.”

When Blackwood moved to Greenfield District in Mandaluyong after a couple of years, draft beer lovers happily followed and continued to enjoy their San Miguel Pale Pilsen draft and San Miguel Light draft. Just recently, Blackwood started serving the

San Miguel Blanca and Cerveza Negra also in draft.

While it may seem like the bar is fully supported by the top beer company, Chef Jun quickly joked, “We just take our beer seriously,” he said.

To complement the much-loved drink, Blackwood offers a mix of bar favorites and comfort food on their menu.

“Most of our dishes go well with beer,” he said. Their version of the popular “sisig” uses goat meat instead of pork, which started as a “request” from a guest from the province. “It became a staple since beer lovers also enjoy eating goat dishes.”

Guests also ask for their freshly popped chicharon. Be prepared to see it served straight from the stove, complete with bursts of umami. This popular chichirya is cooked upon order. Another interesting chow is Blackwood’s “Streetcart Special,” which includes treats like homemade pork longanisa , squid balls, fish balls, and kropek.

Those who prefer pizza and pasta can try the Spaghetti and meatballs and the flakey-crusted pizza (bacon and truffle, four cheese, jamon serrano with arugula). The chef said that while pizza is a hands-down favorite, it’s very filling, hence the light, flakey crust.

If you think you’ve reached your limit, slow down and ask for a bowl of Sisig batchoy to keep the tummy warm.

Moreover, to avoid a possible hangover, ask the bartender for Blackwood’s Citrus Cooler. The fruity spritzer eases intoxication with its refreshing taste – a nice mix of lemon, lime, and orange muddled with tartar and mint and topped with cucumber.

A golden investment for every Filipino

INVESTING in luxury items such as jewelry and gold is something that people have varying views about. While some think that buying such items is only for the sake of vanity and showcasing one’s wealth, there are those who can see the value in having them around in case of financial emergencies.

Since gold is known for being resilient against inflation, it is considered a reliable asset that can help preserve and potentially increase one’s wealth.

However, with the expensive cost of buying these items, many people tend to stray away from such purchases altogether despite knowing that it can be helpful for them.

Eager to inform more people about the benefits that come with investments as well as make them more accessible, the Palawan Group of Companies has introduced its very own Palawan Gold, an affordable collection featuring gold coins and bars.

Bearing various designs of notable endemic birds in Palawan photographed by photographer and bird enthusiast Attorney Mike Gomez, the collection features 5 gold bars and a gold coin weighing from one gram to 20 grams. The collection includes the 1-gram Palawan BlueFlycatcher, 2-gram Palawan Sunbird, 3-gram Blue Paradise Flycatcher, 5-gram Blue-headed Racquet-Tail, 10-gram Palawan Hornbill, and 20-gram Palawan Peacock-Pheasant. The 1g, 2g, and 3g pieces can also be bought as a 6-gram Trio Set. Apart from being an investment, the gold pieces are also part of the Palawan Group’s commitment to preserving the natural heritage of Palawan.

“Palawan Gold values the rich natural resources of the Palawan province. This is why our bars are inspired by the unique endemic birds that live in the region,” said Palawan Gold Brand Manager Rona Juan “It is not just a gold

investment. It also serves as a tribute to the richness of Palawan’s biodiversity,” she added.

With the Palawan Gold collection launched last September to various branches of Palawan Pawnshop, President and Chief Executive Officer of the Palawan Group of Companies Karlo Castro noted that the pieces from the collection are of high quality.

“Each piece is crafted to the highest standards, ensuring our customers invest in a product that combines exceptional quality with lasting value and price stability,” said Castro. The launch of the collection is part of the Palawan Group of Companies’ commitment to financial inclusion, which aims to empower every Filipino to access affordable, secure, and meaningful investment options.

“P25,000 in a day? Manipis ‘yan (That’s chicken feed), Ma’am,” Kuya Jeff, not his real name, opened up about how much money he was earning as a driver’s license fixer not too long ago.

For six months, the 32-year-old man engaged in illegally helping individuals obtain a driver’s license by offering shortcuts to bypass the standard processes such as written tests, practical exams, or long wait times. For a fee, fixers use their connections with insiders in the licensing system to fast-track applications. With the short stint, Kuya Jeff earned a lot of money and purchased three cars but was eventually caught and terminated from his job. During a long ride through Manila’s chaotic traffic—heightened by the looming Christmas rush—I struck up a conversation Kuya Jeff, who is now a ride-hailing app driver. What began as a casual banter turned into an eye-opening exchange. He revealed that after obtaining a bachelor’s degree and passing the civil service examination, Kuya Jeff was a proud government employee. That was until he got entangled in what he described as a deeply-rooted and systemic form of corruption. I was taken aback, but his honesty about his life lessons intrigued me.

Now earning just a fraction of what he used to earn as a fixer, Kuya Jeff told me he had learned valuable lessons from his past mistakes. With his permission to share his story, though under the condition of anonymity, I promised Kuya Jeff that his experiences would remain a story of growth rather than shame. Here are

Confessions of a former ‘fixer’

some of his realizations.

1. Never engage in anything illegal

The first lesson he shared was simple yet profound: don’t get involved in illegal activities, no matter how easy or tempting they seem. His role as a fixer involved working with people who wanted to bypass the proper process of obtaining a driver’s license. For a fee, Kuya Jeff could ensure they would get their license without the hassle of exams or waiting in line. “ Madali ang pera (Money was easy),” he admitted, but his actions eventually caught up with him. Kuya Jeff was audited, investigated, and fired. That moment was a turning point in his life. He realized the fleeting nature of money earned from dishonest work and the long-term consequences it brings. “It [The money] was not worth the risks,” he said.

on sudden wealth—lavish dinners, drinking sessions with friends, gifts for friends and family, and excessive spending. But his newfound riches disappeared as quickly as they came.

2. Be mindful of your spending During his time as a fixer, Kuya Jeff earned more than he ever thought possible. He described the thrill of “feasting”

“Nagpaka-‘overnight millionaire’ ako” [I acted as an overnight millionaire],” he said with regret. He learned the hard way that being generous without thinking about the future leads to longterm struggles. Now, he emphasized the importance of investing wisely and living within your means. His voice was full of conviction.

“By offering competitive pricing and flexible payment options, we are removing the barriers to ownership, empowering more Filipinos to secure this valuable asset,” said Castro. The Palawan Gold collection is available in more than 600 Palawan Pawnshop branches all over the country and the PalawanPay app, with the recent price being P5,850 per gram. It will soon be available through the official Palawan Gold Facebook page.

Customers who have a Palawan Suki Card or will pay through the PalawanPay app will be able to avail of a P50 per gram discount on their desired gold pieces. Palawan Gold also has an exclusive “Bili-Sangla” payment option which allows customers to begin their investments in gold with only a 10 percent down payment.

For more information about Palawan Gold and other services, visit www. palawanpawnshop.com/ or www. palawanpay.com/.

3. Slow but steady wins the race Leaving the fixer life meant starting over. Driving for a ride-hailing app wasn’t as easy, but it was honest and steady. He learned to appreciate the value of slow, consistent effort over quick, ill-gotten gains. The pride he now feels in earning money legally far outweighs the fleeting satisfaction of easy cash.

4. Corruption is deeply rooted, but change starts with you Kuya Jeff also reflected on the larger issue of corruption. “Malalim na ang corruption doon, Ma’am [Ma’am, corruption is deeply-rooted],” he said, referring to government agencies. Yet, Kuya emphasized that eradicating it starts with individual choices. By refusing to engage in corrupt practices, no matter how systemic they seem, each of us can contribute to meaningful change.

5. “Kapag pala ang pera galing sa masama, madaling mawala.” (If money comes from doing wrong, it won’t stay with you for long.) Finally, he shared an important truth: money earned through dishonest means vanishes quickly. Whether it’s through unforeseen expenses, poor financial decisions, or simply bad luck, ill-gotten gains are never a foundation for lasting security. Kuya Jeff blamed his series of misfortunes on karma or the idea that what goes around comes around.

As our conversation ended, I reflected on the wisdom he had gained. His story is a reminder to put a premium on doing what is right in a reality where temptations abound. Most importantly, it’s a call to live honestly, knowing that the true rewards of life come from integrity and effort.

Kuya Jeff’s story left me with hope—not just for individuals like him who have turned their lives around, but for a struggling society like ours. That is something we can still fix, one small act of honesty at a time.
