Cops can help ICC in ‘private

THE Philippine National Police (PNP) clarified that its officers “in their own personal capacity” are not precluded from cooperating with the International Criminal Court (ICC) in its investigation into the Duterte administration’s so-called war on drugs.

In a press briefing on Monday, PNP spokesperson Brig. General Jean Fajardo explained that while the PNP as an organization refuses to work with the ICC, there is no legal or administrative impediments preventing individual police officers from volunteering information to the international tribunal.

In a joint statement, PDP-Laban chairman Senator Aquilino Pimentel III and party president former senator Manny Pacquiao denounced what they described as reckless actions and inflammatory statements by the “rogue faction...(that) falsely claims to represent our political party.”

Her statement prompted the National Bureau of Investigation to issue a subpoena for possible violations of the Anti-Terrorism Act, while her supporters gathered at EDSA Shrine.

One of the complainants, former presidential peace adviser Teresita Quintos Deles, accused Duterte of insulting the rule of law.

“The Vice President has reduced public office to a platform for violent rhetoric, personal enrichment, elitist entitlement and a shield for impunity,” Deles said.

The complaint was filed at the House Secretary General’s Office and was endorsed by Akbayan Rep. Perci Cendaña, but it remained unclear if it will get the backing of the one-third of lawmakers needed to move to a Senate trial.

The complainants included former presidential adviser on the peace process Teresita Quintos Deles; Fr. Flaviano Villanueva; running priest Fr. Robert Reyes; Randy Delos Santos, the uncle of 17-year-old drug war victim Kian Delos Santos; Francis Aquino Dee; Leah Navarro; Sylvia Estrada Claudio; Alicia Murphy; Sr. Mary Grace De Guzman; and former Magdalo Rep. Gary Alejano, among others.

They were accompanied by Mamamayang Liberal party-list first nominee and former senator Leila De Lima, who acted as the group’s spokesperson.

While Marcos’ allies hold a majority in the House of Representatives, the President has publicly called such efforts a waste of time.

The PN identified the Russian submarine as UFA 490, a Kilo II-class dieselelectric submarine of the Russian Navy. It was initially sighted 80 nautical miles (approximately 148 kilometers) west of Cape Calavite, Occidental Mindoro on November 28.

He disclosed that the Navy’s BRP Jose Rizal (FF150) established radio communications with the submarine, which confirmed its identity, crew complement, and navigational intent.

The Russian vessel stated it was only seeking shelter from a storm and was awaiting improved weather conditions before proceeding to Vladivostok.

Philippine naval forces, including FF150, escorted and monitored operations to ensure the submarine’s compliance with maritime regulations within the Philippine Exclusive Economic Zone (EEZ), Trinidad noted.

De Lima also underscored the significance of the impeachment complaint:

“Public office is not a throne of privilege; it is a position of trust. Sara Duterte has desecrated that trust with her blatant abuses of power. This impeachment is not just a legal battle but a moral crusade to restore dignity and decency to public service.”

Among the possible violations of the Constitution and existing graft and corruption laws listed in the complaint are Duterte’s alleged failure to properly account for the P125 million in confidential funds granted to the OVP in 2022 as well as for over P650 million in additional confidential and intelligence funds for the OVP and Department of Education in 2023.

The Vice President was also accused of amassing P111 million in personal accounts and hundreds of millions in joint accounts with her father, former President Rodrigo Duterte, between 2007 and 2015; and having a direct involvement in extrajudicial killings through the Davao Death Squad during her terms as Davao mayor.

The complaint alleged that Duterte

enabled and protected fugitive Pastor Apollo Quiboloy, who is accused of human trafficking and child abuse.

It also listed what the complainants described as the Vice President “public meltdown on Nov. 24, 2024, where she admitted having contacted someone to kill high-ranking officials, including President Marcos and Speaker Romualdez, should her life be endangered.”

Lawmakers on Monday said while they respect the President’s appeal not to pursue impeachment proceedings against the Vice President, citizens have the constitutional right to file such complaints and they are duty-bound to act on them if filed.

“We respect the opinion of the President. His statement says a lot. However, we cannot stop anybody here from filing or any citizen for that matter from taking interest in an impeachment complaint,” House Assistant Majority Leader Pammy Zamora said.

Fellow Assistant Majority Leader Zia Alonto Adiong added Mr. Marcos’ message was an appeal, not an order, and reflected the President’s respect for the independence of the legislative branch.

1-Rider party-list Rep. Rodge Gutierrez added: “This is a constitutional mandate. The process of impeachment is in our Constitution. Should there be any complaints filed, we are dutybound to hear it out, check the merits, and give it due process.”

House Secretary General Reginald Velasco noted that “addressing an impeachment complaint is not a discretionary act for the House of Representatives but a constitutional obligation.”

“The House of Representatives remains committed to conducting the proceedings with transparency, impartiality, and full respect for the rule of law. This constitutional mandate is a vital function of Congress in maintaining public trust in government institutions,” Velasco said.

“We call on all parties to allow the legal process to take its course, ensuring that truth and justice prevail,” he added.

Under the Constitution, the House has 10 session days from the filing of the verified impeachment complaint to include it in the order of business, and three days thereafter to refer it to the House committee on justice.

The House justice committee has then 60 session days to submit a report to the plenary, after which the leadership has 10 session days to calendar it for resolution.

As this developed, the Philippine National Police said it still has not received any credible information on the supposed documented threat against the Vice President.

“Our Vice President is saying that she has documented threats...We have not been given a copy of those,” PNP spokesperson Brig. Gen. Jean Fajardo.

“We are presuming and assuming the Presidential Security Command was furnished this documented threat. The PSC has direct authority when it comes to the security of our President and Vice President,” Fajardo added.

Duterte earlier clarified her statement of having contacted someone to kill the First Couple and Romualdez was meant to highlight the threat to her own security.

“Their call for public disturbance and their misuse of the party name for selfish political motives is a betrayal of the principles on which PDP-Laban was founded—principles centered on justice, peace, and the rule of law,” Pimentel and Pacquiao said in a joint statement.

“The Philippines has faced enough challenges, and the last thing our nation needs is division and destabilization at the hands of those who prioritize personal agendas over the welfare of the Filipino people,” they added.

The Pimentel-led faction urged the public to “discern truth from manipulation and to avoid being swayed by those who exploit our nation’s political landscape for their gain.”

“The actions of this rogue faction are neither representative of PDP Laban’s ideals nor the aspirations of its founding members and loyal supporters,” the joint statement read.

“PDP-Laban remains committed to genuine public service, nation-building, and advancing the interests of every Filipino, not to sow discord but to foster unity and progress. Let us move forward in solidarity, respecting our institutions and focusing on solutions that uplift our people.”

The Duterte patriarch ran and won the presidency in 2016 under the ticket of PDP-Laban, which was initially a coalition formed by the Lakas ng Bayan party, founded by the late former Senator Benigno Aquino Jr. in 1978, and the Partido Demokratiko Pilipino, established in 1982 by Pimentel’s father, the late former Senator Aquilino “Nene” Pimentel Jr.

As of now, Senator Robin Padilla serves as party president of the Duterte-led PDP.

The Philippine National Police on Sunday said it is still monitoring the situation at the EDSA Shrine even as the number of Duterte supporters gathered there have dwindled. The PNP said it would not interfere with the gathering as long as traffic is not affected.

The police also released a video showing some supporters being offered money in exchange for their presence at the shrine.

The NBI had already summoned the Vice President last week over the same issue, but agreed to reset the hearing to Dec. 11 after Duterte requested for a new schedule.

Meanwhile, an official of the Department of Justice (DOJ) vowed to continue their probe of the Vice President despite being told to “shut up” by Ombudsman Samuel Martires.

Martires’ statement was a reaction to Andres’ earlier pronouncement that Duterte “is not immune from suit and can be subject to any criminal and administrative case” and that it is within the Ombudsman’s authority to act on the matter.

Andres said his statement was taken out of context, as he was only explaining that the Ombudsman can take over the jurisdiction of any cases under its mandate, such as graft, plunder, bribery, and other offenses committed by public officials. Rio Araja

In September, Philippine National Police (PNP) Chief Police General Rommel Marbil ordered police commanders to start identifying possible hot posts for the 2025 polls.

The PNP will also determine if additional personnel would be needed to deploy in certain areas this early in anticipation of possible election-related violence.

Incidents against elected and aspiring local officials have been reported in different parts of the country. One of the latest incidents was reported in Tantangan, South Cotabato where a former barangay chairman who has filed for candidacy for vice mayor in the 2025 midterm elections was shot dead on November 18.

The Commission on Elections (Comelec) meanwhile said 300,000 individuals found to have multiple voter registrations are considered “flying voters” and would face charges should they cast their votes in the May 2025 midterm elections.

Poll chairperson George Garcia said around 300,000 voters were able to transfer their voter registration to another place, where they are not residents, through the use of a barangay residence certificate.

He also warned that the Comelec will file criminal and administrative cases against barangay chairpersons found to have erroneously issued barangay certificates that resulted in the influx of voter registration in some areas ahead of the 2025 May elections. Garcia said voters who were issued questionable barangay certificates were an “upgraded” form of flying voters. "Upgraded in the sense that it was covered by a legitimate document

in the form of barangay residence certificate to prove that the applicant is a resident of the area where he or she intends to vote," he explained.

The poll body observed an “unusual” increase in new registered voters recorded in several areas in the country, including Makati City and Cagayan de Oro.

“Last year, we delisted some 500,000 double and multiple registrants. By our assessment, 100,000 of them were deliberate (attempts). Registration of more than once for purposes of being a flying voter is considered as an election offense,” according to poll spokesman Rex Laudiangco.

An election offense case is punishable with one to six years imprisonment, removal of right to vote and disqualification to hold public office. The spokesman said the filing of charges should serve as a warning against those planning to apply for more than one registration. Vito Barcelo

Meanwhile, the ICC has opened an online portal where witnesses, including former and current law enforcement officers and government officials, may submit information about crimes committed as part of the previous administration’s anti-drug campaign.

Quiboloy will no longer seek transfer to PNP jail, says counsel

THE legal counsel of Kingdom of Jesus Christ (KOJC) leader Pastor Apollo Quiboloy said the religious leader is no longer keen on insisting on the transfer of the religious leader from Pasig City Jail to the Philippine National Police (PNP) facility in Camp Crame.

Israelito Torreon said they still feel that Quiboloy will be more secure in Camp Crame, considering the supposed security threats against him.

“But knowing that, you know, the political air is not for us, it might be useless for us to insist on what we think is right for him, so might as well go with the tide and persevere and overcome,” Torreon, quoted by ABS-CBN News, said.

Torreon noted that they have a pending motion for reconsideration on the decision of the court which granted the prosecution’s move to transfer Quiboloy from Camp Crame, where he was first detained, to his current detention cell inside the Pasig City Jail.

Torreon was at the Department of Justice (DOJ) for the continuation of the preliminary investigation on the malicious mischief complaint filed by former President Rodrigo Duterte, as the administrator of the KOJC properties, against former Interior and Local Government Secretary Benhur Abalos and PNP chief General Rommel Marbil.

Torreon said Duterte will be filing on December 16, 2024, his reply affidavit to the counter-affidavit filed by Abalos and other respondents.

Torreon was further quoted as saying that the KOJC, through another set of lawyers, will be filing counter-affidavits to the illegal assembly, obstruction of justice and other cases filed by the government against church members in Davao City which were dismissed and re-filed in Manila.

THE Metropolitan Manila Development Authority (MMDA) will not allow mall-wide sales promotions during the holidays.

Gabriel Go, chief of the MMDA Special Operations Group Strike Force, said the ban is meant to lower traffic congestion ahead of the Christmas rush.

Mall operators have also adjusted mall opening hours to 11 a.m. to 11 p.m. or midnight.

The MMDA had earlier begun implementing traffic management measures to ease the expected heavier traffic congestion during this holiday season.

Starting Monday, November 18, until midnight on December 25, all road right-of-way excavation activities in Metro Manila will be suspended. This includes road reblocking, pipe-laying, road upgrading, and other excavation works that could disrupt the smooth flow of traffic.

However, government flagship projects such as bridge repairs and construction by the Department of Public Works and Highways, flood interceptor catchment projects, and emergency leak repairs are exempt from this suspension.

Mall and shopping center owners in Metro Manila have also agreed to adjust their opening hours to 11 a.m., one hour later than the usual 10 a.m., until Christmas Day.

“The closing time for malls will depend on the operators’ preferences, but we encourage them to extend their hours to give the public more time for errands and last-minute shopping,” said MMDA chairman Don Artes.

There are 131 malls in the National Capital Region, with 29 located along Epifanio de los Santos Avenue.

While mall-wide sales will not be permitted, individual stores or outlets in the malls may hold sales on weekdays, provided that no announcements, advertisements, or tarpaulins are displayed. The MMDA has also implemented a ban on daytime deliveries to shopping malls and commercial centers. Deliveries will only be allowed at night, from 11 p.m. to 5 a.m. the following day, except for perishable goods such as food and ice.

THE Office of Civil Defense (OCD) said at least 226 families are staying in different evacuation centers in Bicol after rains triggered flooding in parts of Camarines Sur, Sorsogon, Masbate, and Catanduanes, Claudio Yucot, director of the OCDRegion 5, quoted by ABS-CBN News, confirmed that the number of evacuees in each town includes: Camarines Sur, 62 families; Sorsogon, 61 families; Masbate, 57 families; Catanduanes, 46 families.

Officials are also monitoring the Mayon Volcano as there are several lahar deposits in its south and southwest portions, Yucot said.

Residents living near and around the volcano are asked to evacuate once the rain is measured at 40 millimeters per hour, he said. So far, the measurement is only at 200 millimeters in 24 hours, which is below the baseline for evacuation, he said.

THE Sandiganbayan has upheld its decision of not guilty to Senator Jinggoy Estrada on one count of direct bribery and two counts of indirect bribery

The anti-graft court dismissed the motion for reconsideration filed by the prosecution in an eight-page ruling on November 27, 2024. The motion was dismissed due to double jeopardy which states that if a person is charged with an offense and the case is terminated either by acquittal or conviction or in any other manner without the consent of the accused, the latter cannot again be charged with the identical offense.

Estrada released a statement on Monday stating that he is already expecting the

same result and noted that the dismissal of the appeal would allow him to fully focus on his job as a senator.

“Although I anticipated this decision, I still hoped that the court would side with me because, in their previous ruling, they stated that the case of direct and indirect bribery lacked merit or basis.”

The Philippine Drug Enforcement Agency (PDEA) on Monday meanwhile cleared Senator Bong Go of any involvement in the Philippine Offshore Gaming Operation and illegal drugs.

One-stop service

OVER a hundred informal workers in Siargao have registered at a One-stop service to gain access to social protection, livelihood support, and employment opportunities.

The International Labour Organization (ILO) and the Department of Labor and Employment (DOLE) have partnered with Lokal Lab at the Tinabangay (helping together in the local dialect) to hold a One-stop service registration held on 29-30 November 2024 in General Luna, the tourism hub.

The initiative assisted hundreds of informal workers in the agro-fishery, tourism, digital freelance, and micro and small enterprise sectors under the ILO’s Rise from multiple crises through the integrated formalization of informal economy and Rebuilding Better Coconut Economy projects.

DSWD launches food security program

THE Department of Social Welfare and Development (DSWD) has launched its newest initiative to ensure food security during disasters and calamities through ready-to-eat food (RTEF) packs.

– Food and Nutrition Research Institute (DOST-FNRI) to create the ready-to-eat meals to fill the critical gap when traditional cooking facilities or utensils are limited or unavailable in disaster affected areas,” said Dumlao who is DSWD spokesperson.

She pointed out that the RTEF is the product of a year-long research by the DOST and its partner-organizations.

Later in the afternoon, the DSWD will hold the national convention of Project LAWA (Local Adaptation to Water Access) and BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) to be attended by stakeholders, including local chief executives.

The national convention will serve as a platform to foster collaboration, knowledge sharing, and capacity-building for Project LAWA and BINHI implementers at the local and national levels.

The project’s accomplishments for the year 2024 will also be presented at the convention to be facilitated by special assistant to the secretary for Special Projects Isabel Lanada.

The Project LAWA at BINHI is a risk resiliency initiative of the DSWD that aims to build climate and disasterresilient communities by assisting them to construct water reservoirs to meet the challenges of the dry spell and the rainy season.

“This national convention marks the culmination of Project LAWA at BINHI’s 2024 implementation and the official launch of the RTEF to the nation,” Dumlao said.

Teodoro seeks funds for HADR facility in CDO

“But despite that, we need the support of the local government and the Congress because once this is done, we need a budget to run it, so it is not just the cost. The construction cost is also big. Costs are needed to maintain and use it correctly because a good facility is also a waste (of money) if we will not spend on maintenance,” he added.

Solon eyes revival of PH’s duty-free exports to US

A SENIOR legislator has asked the new secretary of the Department of Trade and Industry (DTI) to further boost Philippine exports by aggressively pursuing the revival of the preferential duty-free status of local products granted by the United States to the Philippines during the previous Trump administration.

Camarines Sur Rep. Luis Raymund Villafuerte suggested during the recent CA hearing on the interim appointment of Ma. Cristina Aldeguer-Roque as trade secretary that with Trump’s reelection as American president, she could prioritize lobbying in the White House and the US Congress for the renewal of the preferential treatment earlier accorded the Philippines under the US Generalized System of Preference (GSP) program.

Villafuerte urged Roque to work with Philippine ambassador to the US Manuel Romualdez on lobbying the incoming Trump administration to restore the Philippines’ GSP zero-tax privilege.

This GSP granting duty-free entry to certain products of 122 designated beneficiary-countries (BDCs) and territories, including the Philippines, was renewed by Trump in 2018 for a two-year period until end-December 2020, under the Omnibus Spending Bill for the US that he signed in March 2018.

Villafuerte said that in their two previous meetings, he was impressed with Roque’s enthusiasm and energy to promote domestic trade and investments.

“I think the single biggest act that can impact our country by boosting our export sector on your watch as DTI secretary is for you to work towards the renewal of the GSP granted by the US government to Philippine exports. This expired on Dec. 31, 2020,” Villafuerte said.

“This GSP privilege had granted dutyfree status to Philippine exports to the US.

So if that can be fully renewed by the US Congress, it will boost our exports because the landed costs [of our products] will decrease because there is no duty.”

A SCHOOL principal in a Palawan town was arrested in a buy-bust operation for alleged possession of suspected shabu worth P4,828.

The Philippine Drug Enforcement Agency conducted the operation in Barangay Alfonso XIII on Dec. 1 in collaboration with the Quezon police force.

The suspect identified only as Christoph, 42, was a high-value target, the PDEA said.

A CLASH between soldiers from the Army’s 2nd Infantry Division (2ID) New People’s Army (NPA) rebels broke out anew over the weekend in the boundary of barangays Pag-asa and Dumagmang, both of Labo, Camarines Norte.

According to the 201st Infantry Brigade, the troops were conducting routine security operations in response to a report by the local villagers on the presence of armed groups in their community.

The firefight started Saturday morning when the rebels fired upon the approaching troops from ambush position.

THE Senate Committee on Finance has approved a proposal by Senator Sherwin Gatchalian to increase funding for textbooks and learning materials with additional P300 million. In the proposed 2025 national budget, P300 million will be added to the original P12.4 billion for textbooks and learning materials, especially for Grade 3 and their teachers.

The Senate recently approved the final version of the national budget.

“I thank the Senate Committee on Finance for approving the extra P300 million for buying textbooks and teaching materials,” Gatchalian said during discussions on the proposed 2025 budget for the Department of Education (DepEd) and its attached agencies.

Point of no return

I DON’T know what the Dutertes are up to, but daughter Sara’s has said that she has already commissioned somebody to assassinate President Marcos Jr., together with First Lady Liza Araneta Marcos, and Speaker Martin Romualdez in the event she herself gets killed.

I am surprised at Sara Duterte. She is a lawyer but she doesn’t seem to realize that threatening the President with assassination is tantamount to an assault on national security, and considered a crime. Now, Santa Banana, the National Bureau of Investigation has summoned her for investigation for her grave threats!

My gulay, now the former President Duterte is calling on the military and the police to intervene to amend what he calls a “fractured administration” and calling BBM a “drug addict.” The father, also a lawyer, does not seem to understand that he committed a crime, not only bordering on sedition, but almost a “coup” by the armed forces.

The Dutertes, father and daughter, seem to have a limited vocabulary: “kill, kill, kill”. The Duterte father had wanted, when he was President, to have everybody involved in illegal drugs killed. The daughter, the Vice President, now is threatening to assassinate the Marcoses and Speaker of the House. Truly, like father, like daughter. And Santa Banana, what we are now seeing on the part of the Dutertes is no joke.

The case of the daughter, as the Vice President, threatening to have BBM assassinated, should be taken seriously. Very seriously. And the Vice President, who committed a crime, should be charged criminally. Nobody is above the law, Santa Banana!

The unfolding drama, Sara claimed, is all due to the accusation that she misused and abused the budget of the Office of Vice President and the Department of Education. And if indeed she misused and abused her intelligence and confidential funds, she should answer and be held accountable. Sara’s critics in Congress now want her to be impeached. And her critics have enough evidence and proof for her impeachment. Truly she should be impeached.

In the case of her father, the former President, if the Department of Jus-

tice finds him guilty of sedition, he should be charged and made accountable. Calling on the military to intervene in what he called a “fractured administration” is a very dangerous comment and if indeed Duterte committed the crime of sedition, he should be jailed. My gulay, nobody can just go around calling for the military to intervene and take over the government since this would entail a possible coup.

A good question arises: Why is the Vice President doing what she is doing knowing full well that threatening the life of the President isn’t only a grave threat but a threat to national security? It is for this reason that the move of the NBI to investigate is timely.

Another question crops up: Is Sara doing what she is doing just because her critics in Congress have already cut her budget for 2025? Or is it for something else? Like for instance, is it connected to her ambition to run for President in 2028? Does she want to look like a victim of the Marcos Administration?

In the case of the Duterte father, what is he really up to? What is his game plan in having the Armed Forces intervene in what he calls a “fractured government”? Or, is he just making all the noises to show the people that he can still be a threat if indeed something can happen, knowing that there are many discontented people in the AFP who are liable to do something crazy like a coup?

In any case, the fact that the NBI is already making the Vice-President explain her grave threat against President Marcos. Santa Banana, nobody must be able to get away with threatening the President.

As for reconciliation between the Marcoses and the Dutertes, as Sara herself said, the relationship is already at the point of no return -- even as the President said “never say never.”

“ATTENDANCE” can sound elementary, something schools or offices routinely check to determine one’s compliance with the rules.

Even in the age of virtual meetings and online correspondences, physical presence remains important. It conveys a willingness to block one’s time off for a specific conversation, hear what the other party has to say, and focus on the issues at hand – no other distractions.

Sometimes, attendance is optional. One does not have to be present, but one chooses to be there, nonetheless. If the person agrees to the invitation, it shows that they believe it is important, and that they hold whoever invited them – the person or the institution, in high regard. They commit to speak the truth and answer questions to shed light on the matter.

In other times, attendance is required. The requirement puts additional pressure on the person, and out of a sense of duty and a desire to show goodwill, they present themselves. Not showing up shows defiance, even contempt.

Our tour guides told us -- and we soon discovered -- that Santa Fe is one of America’s “most historic, artistic, and fascinating cities and has been described as “The City Different” decked in cultural fusion with “echoes of the past alive in the present.”

The architectural influences in this capital city can be immediately seen but what sets homes apart is the adobe style -- with traditional adobe created from whatever people have handy like straw, clay and mud.

This distinctive city of the American Southwest has Pueblo style architecture most prevalent in New Mexico, which is often blended with Territorial Revival architecture.

We were fortunate to have gone to the steps of the city’s San Miguel Mission, built around 1610, considered the oldest church in the continental United States.

This was built by and for Tlaxcalan Indians who arrived from Mexico south of here who accompanied Spanish colonists to Santa Fe.

In the end, the measure of leaders is the ability and willingness to show up at uncomfortable, even difficult times. This, not threats and noise and tears, is real mettle.

Near the three tourist attractions is the Cathedral Basilica of Saint Francis of Assisi, magnificent in French Romanesque style, a deep contrast to Santa Fe’s surrounding adobe buildings. The church, at the Cathedral Plaza, was built between 1869 and 1886 in hopes of bringing Catholicism to the Southwest.

At the Basilica after the 11.15 am Sunday Mass, we were able to have a few lines with the cathedral’s rector, Very Rev. John Cannon, who prayed over Rose, who recently lost her older sister Carmen, to help her deal with her loss and for the eternal rest of her 78-year-old sister. The priest’s blessing for the strangers -- from the Philippines -- was a touching page of a memory in this city not far from the Rio Grande, the 2,019-km border of the United States and Mexico.

Iran rapper released after serving jail term

Toomaj Salehi, who was jailed for involvement in nationwide protests, has been released from prison after serving his term, the judiciary said.

Salehi, 34, was arrested in October 2022 after publicly backing demonstrations that erupted a month earlier, triggered by the death in custody of Iranian Kurdish woman Mahsa Amini.

The singer had used his songs and social media to back the protests that followed Amini’s death days after her arrest for an alleged breach of the Islamic republic’s strict dress code for women.

Sweet-toothed bear lured out of Japan supermarket

TOKYO—A bear that rampaged through a Japanese supermarket for two days was lured out with food coated in honey, trapped and due to be killed on Monday, local officials said.

Japan has a growing problem with bears, with a record six human fatalities from attacks and more than 9,000 of the animals killed in the previous fiscal year.

In the latest incident, police received an emergency call early Saturday that a bear had wounded a 47-year-old man in a supermarket in Akita, on Japan’s main island of Honshu.

A gash on the man’s head “will take at least a week to heal once his stitches get removed, according to a doctor”, a police spokesman told AFP.

The supermarket was evacuated with the animal left inside, where it laid waste to the meat department, according to the Asahi Shimbun daily. Finally early Monday, the bear walked into a trap containing “rice bran, bananas, apples, and bread, all coated with honey”, an Akita official told AFP. AFP

Pelosi’s long-standing support for Taiwan has infuriated China, which responded to her visit to Taipei in 2022 with massive military drills around the island.

Lai and Pelosi discussed “China’s military threats toward Taiwan”, presidential spokeswoman Karen Kuo told reporters, describing the 20-minute call between the “long-time friends” as “warm and amicable”.

A-bomb survivors to collect Nobel after crowdfund

Nihon Hidankyo said Monday a 30-strong delegation will collect its Nobel Peace Prize in Oslo after a crowd-funding campaign to pay their travel costs. Those going to the December 10 ceremony will include group co-chair Terumi Tanaka, 92, who witnessed the 1945 Nagasaki bombing as a child, as well as other survivors and their children.

With money provided by the Nobel Committee not enough to cover the travel expenses of such a large delegation, the group launched a crowd-funding campaign, which has so far raised over 36 million yen ($240,000).

Hidankyo member Jiro Hamasumi, 78, told reporters on Monday that the group

was “very surprised” that the campaign raised 10 million yen on the first day alone.

“I’m delighted to say that our delegation will be able to go,” Hamasumi said.

He was in his mother’s womb when the United States dropped the first atomic bomb on Hiroshima on August 6, 1945.

His father, who was at work just a few hundred metres (yards) from the epicentre, was killed.

“I hope I can speak from my own experience (in Oslo) about our desire not to see another victim, and that nuclear weapons must never be used,” Hamasumi said.

BAGUIO—Luisita came through with a better team score in the second round at the short and tricky Baguio Country Club layout, but still saw its lead sliced down by Manila Southwoods as the rivalry continued in the 74th Januarius Fil Am Invitational.

After a 102 in the first round, Luisita put in a 104 for a 206 total anchored on the 30 of Abe Rosal, who once again led the defending champ’s balanced scoring. Benjie Sumulong supported with 29, Chino Raymundo contributed 25 and Ferdie Barbosa added 20 in the five-toplay, four-to-count format.

Perpetual Help taps Bequillo to coach Altas’ football team

PERPETUAL Help has formally tapped alumni coach Adrian Bequillo to lead the Perpetual Altas Football Team as it returns to the National Collegiate Athletic Association for Season 100 this year.

Bequillo, currently an AFC-B licensed mentor with international coaching experience in Japan and Vietnam, has been appointed as the new head coach of the Men’s Football Team. Previously, he led the University of Perpetual Help System Jonelta - Biñan Football Team and won the Women’s and Boy’s Futsal Titles in the NCAA South in 2018.

Benquillo, who played for the Altas in 2011 and 2012 under coach Miguel Cajes, said that he wants to have a good fight in the NCAA when the Altas Booters return after a six-year leave of absence.

“Since my players are coming from different cultures, we are in the process of making adjustments for the system that I want for the team,” said Bequillo.

“Right now our players are from the grassroots’ program, going through tryouts to form a competitive team this NCAA season. What I can promise the Perpetual community is that we will give a good fight. We are not only preparing for this season, of course, but also for the upcoming NCAA seasons,” Bequillo added.

The team is inviting other football teams and clubs for friendly matches at the Molino Field to keep sharpening their skills.

The Perpetual Altas football team won the NCAA championship in 1990 under coach Rey Salonga, who is now a Barangay Councilor in Pamplona III, Las Pinas City. The second championship was in 1998, under coach Miguel Cajes.

SAVOUGE, a team deeply rooted in inclusivity, has shattered barriers and expectations in the Spikers’ Turf. Under the unwavering leadership of coach Sydney Calderon, the Spin Doctors have proven that talent and passion know no boundaries – especially when it comes to gender.

The team, composed predominantly of LGBTQ+ athletes, embodies a unique and powerful spirit both on and off the court.

Calderon, a volleyball enthusiast and successful owner of the top aesthetic center, sees her team as a platform for change.

“I wanted to give LGBTQ+ players the chance they deserve, opportunities often denied by traditional teams,” she said in Filipino.

Calderon’s vision is clear: volleyball is not just a game but a purpose-driven endeavor. Her players are inspired to perform not only for victories but to showcase their unyielding passion and talent.

“I want them to realize that playing with purpose is as important as winning. It’s about breaking stereotypes and proving that their gender identity doesn’t define their skill set,” said Calderon.

Despite their remarkable early-season performance of four straight wins, the Spin Doctors faced adversity after back-to-back losses. These setbacks, however, became a turning point. Calderon steered the team through intense training and mental toughness seminars, fostering resilience and unity.

“Our defeats opened our minds. We learned

from them, and it strengthened our goal to make it to the semis,” said Calderon.

Savouge’s camaraderie is palpable. LGBTQ+ members, alongside their male teammates, have created a vibrant and cohesive environment.

“Their energy is infectious. They make training lively, and that spirit translates into the games,” said Calderon.

Their inclusivity isn’t just an internal dynamic, but it’s a public statement that volleyball is for everyone, regardless of gender.

Through social media, the Spin Doctors have garnered a devoted following, but they remain grounded. Calderon believes their strongest opponent is not external but internal – overcoming doubts and pressure to stay true to their goals.

But for the last two days at Camp John Hay, he said that the team will have a different approach.

“The game plan is a one-on-one approach. If we can get strokes, especially in the last three flights, so much the better. If we can do that, we would probably be up by two or three points,” Mendoza also said.

In the Am Championship, Manila Southwoods Team-2 (123-227), showed a depth of talents as three players scored 30 points or more to wrest the lead over Srixon-IMG (108-226).

Joseph Tambunting carded a twoover 71 worth 34 points. Other scorers for Southwoods were Monet Garcia (33), Ryan Abdon (30) and Thirdy Escaño (26).

As the competition shifts to BCC, Mendoza stressed: “We will just have to play our regular games. BCC is tough and we need to come up with as good scores as possible.

PUERTO PRINCESA—Philip Adrian Sahagun made a spectacular splash in the swimming competition of the BIMP-EAGA Friendship Games, claiming the Philippines’ first gold medal at the Ramon Mitra Sports Complex.

Representing the Philippines’ Team A, the 21-year-old triumphed in the boys’ 200m individual medley with a time of 2:13.52, narrowly edging Indonesia’s Hidayatullah Aril, who clocked 2:13.83. Sahagun’s teammate, Rodolfo Apilado III, completed the podium with a bronze finish of 2:20.82, in a hard-fought final.

“I didn’t expect to win,” admitted Sahagun, a third-year BS Entrepreneurship student at La Salle. “Two weeks ago, I just wrapped up the UAAP, and I didn’t have enough time to prepare because I wanted to rest. I even took a week off from training. But my mindset was to swim for the Philippines.”

Despite feeling the strain in the final lap, Sahagun’s determination carried him through. “I started feeling the pain in my body, but when I saw my opponent closing in, I told myself, ‘I won’t let go of this gold,’” he shared. Sahagun later doubled his gold tally in the 4x100m freestyle relay. Together with his teammates, the squad clocked an impressive 3:44.05, defeating Malaysia’s Team B (3:50.05) and Indonesia (3:55.73). With more events ahead, including the 200m IM, 200m backstroke, 100m backstroke, and 4x100m medley relay, Sahagun remains focused on contributing to the Philippines’ medal haul. AMRO: PH economy to grow 5.8% in 2024, strengthen in coming years

The Philippine economy is expected to strengthen further with easing inflation and a less restrictive monetary policy, according to the ASEAN+3 Macroeconomic Research Office (AMRO).

strong domestic demand and a pickup in external demand. Headline CPI inflation is projected to fall to 3.2 percent in 2024 from 6.0 percent in 2023, and maintain at 3.2 percent in 2025,” AMRO said in its latest report. AMRO said a holistic strategy would be required to bolster the Philippines’ potential growth. The government should implement timely measures to upskill and reskill labor and attract foreign direct investments

while encouraging technology transfer and upgrading.

“To lift growth potential, it is important to develop a comprehensive strategy to enhance productivity and competitiveness. This includes further infrastructure investment and continued development in digitalization as well as promoting a sustainable economy,” it said.

AMRO’s assessments are highlighted in the 2024 Annual Consultation Report on the Philippines, based on its annual consultation visit from Aug. 27 to Sept. 6, 2024.

AMRO noted that in the first three quarters of 2024, the Philippine

economy grew steadily at 5.8 percent, bolstered by a recovery in public consumption and construction investment, as well as export recovery. The strong labor market helped boost domestic consumption, despite the elevated underemployment rate.

Inflation continued its declining trend from 2023, mainly driven by lower global commodity prices, the government’s inflation-containing measures, and tight monetary policy.

It said that on the external front, the current account improved with a narrowing merchandise trade deficit. Net financial account inflows increased, and international reserves remained sufficient.

BOI bullish on free trade with US under Trump

THE Philippine government is optimistic that the Philippines-Korea Free Trade Agreement (PH-Korea FTA) will enter into force before the end of 2024, following its ratification in Korea. Department of Trade and Industry (DTI) undersecretary for the International Trade Group (ITG) Allan Gepty said that the agreement is on track for implementation, pending the issuance of an Executive Order (EO) by President Ferdinand Marcos Jr.

“For it to be implemented, there has to be an executive order. The President will approve it. I think that will be tabled for discussion for mid-December,” Gepty said.

He said that while there are still procedural steps to complete, the government is confident about the agreement’s timeline.

Gepty highlighted the potential benefits of the FTA for Philippine businesses.

“By next year, it will significantly impact our members as tariff reductions take effect. Starting January, another round of cuts will be implemented, providing substantial advantages for our exporters,” he said.

“We are very hopeful that Trump 2.0 will be a net positive for the Philippines,” Rodolfo said, highlighting the Trump administration’s previous openness to a bilateral FTA with the Philippines during his first term.

Rodolfo said that in November 2017, during the Philippines’ ASEAN chairmanship, a joint statement confirmed the US’s willingness to explore a bilateral trade deal.

Then-US Trade Representative (USTR) Robert Lighthizer cited this in a Senate hearing, identifying the Philippines as a strong candidate for a first bilateral FTA under the Trump

administration.

“President Trump has consistently shown support for closer economic relations with the Philippines, including advancing discussions on an FTA and critical minerals cooperation,” Rodolfo said.

He noted that Trump’s approach to trade, particularly his focus on trade imbalances, bodes well for the Philippines.

Unlike China and Vietnam, which hold significant trade deficits with the US, the Philippines maintains a relatively modest surplus of $4 billion in goods trade.

STRONGER improvement in operating conditions in the Philippine manufacturing sector lifted production in November 2024, according to S&P Global. The latest PMI data from S&P Global showed production levels expanded at a faster pace as demand continued to strengthen, with companies also gearing up for anticipated sales growth in the coming months.

The S&P Global Philippines Manufacturing PMI — a composite single-figure indicator of manufacturing performance — rose from 52.9 in October to 53.8 in November, marking the 15th consecutive monthly improvement in the health of the Filipino manufacturing sector, and one which was the most marked since mid-2022.

A reading above 50 indicates an expansion of the manufacturing sector compared to the previous month. Employment, input buying and post-production holdings also saw increases, the latter rising for the first time in four months, reflecting a proactive approach to meeting higher production needs, it said.

S&P Global said optimism for the year ahead reached a 22-month high.

“November saw the Filipino manufacturing sector ramping up production in anticipation of greater sales in the coming months. Hiring, purchasing activity and postproduction inventories were also raised in preparation. New sales recorded further growth, as demand conditions continued to improve,” said Maryam Baluch, economist at S&P Global Market Intelligence.

“However, some supply-side challenges acted as headwinds, as adverse weather conditions resulting from the recent typhoons hitting the country and rising inflationary pressures make a difficult environment for manufacturers. Nonetheless, firms remained optimistic about future output, with hopes that improved demand trends and the upcoming election year will provide a boost to the sector,” said Baluch. Typhoons which made landfall over the past month and their impact led to longer lead times for inputs. The incidence of delays was the most marked since October 2021. The latest data also indicated a further escalation in inflationary pressures, with input costs and output charges climbing at their fastest rates in 21 months, respectively, it said.

The Joint Application for approval of the Power Supply Agreement (“PSA”) entered into by and between LEYECO V and SPI, is being submitted to the Honorable Commission for its review and approval pursuant to Sections 252 and 45(b)3 of Republic Act No. 9136, otherwise known as the Electric Power Industry Reform Act of 2001 (the “EPIRA”), Rules 5, Section 4(e)4 and 11, Section 55 of its Implementing Rules and Regulations (IRR), Rule 20(B) of its Rules of Practice and Procedure, and other pertinent rules and regulations and; STATEMENT OF FACTS

6. Section 23 of the Electric Power Industry Reform Act of 2001 (EPIRA) mandates that a distribution utility has the obligation to supply electricity in the least cost manner to its captive market, subject to collection of retail rate duly approved by this Honorable Commission. In relation to this, Section 45 (b) of the EPIRA expressly allows distribution utilities to enter into bilateral power supply contracts subject to the review of this Honorable Commission. The same are consistent with the State’s policy to ensure the quality, reliability, security, and affordability of the supply of electric power. BRIEF DISCUSSION OF THE COMPETITIVE SELECTION PROCESS

7. Through a Memorandum of Agreement (MOA), ten (10) Electric Cooperatives (EC) of Region 8 agreed to conduct a joint procurement for their baseload requirement for the period of 2024 to 2033. The joint procurement was referred to as the Region 8 Joint Competitive Power Supply Procurement (R8 JCPSP). LEYECO V is a member EC under R8 JCPSP.

8. Under the MOA, the Federation of Rural Electric Cooperatives in Region 8 Association, Inc. (FRECOR 8) was tasked to supervise and facilitate the transaction process, documentary requirements, and operational coordination among the member ECs of the R8 JCPSP.

9. A Joint Board of Directors (JBOD) was also created composed of General Managers and Board Presidents of the member ECs, which acts as the governing and policy-making body of the R8 JCPSP.

10. The JBOD passed Board Resolution No. 2023-11-002, Series of 2023 constituting the R8 Joint Bids and Awards Committee (JBAC) for the R8 JCPSP. A Joint Technical Working Group (JTWG) and a Joint Secretariat were also created.

11. The R8 JCPSP was for the procurement of an aggregate power supply of 190 MW, divided into two (2) lots: Lot 1 for 162 MW, which commences in 2024, and Lot 2 for 28 MW, which commences in 2027. The R8 JCPSP followed the policy and rules prescribed under the Department of Energy (DOE) Department Circular No. DC202306-0021, and Energy Regulatory Commission (ERC) Resolution No. 16, Series of 2023.

12. On 15 December 2023, R8 JCPSP Bidding Documents were submitted to NEA. NEA then issued a Certificate of Conformity No. NEA-RAO-COC-2024-02 dated 22 March 2024 when found the R8 JCPSP’s Bidding Documents to be consistent with the latest posted 2023-2032 Power Supply Procurement Plan of the member ECs of the R8 JCPSP. NEAlikewise allowed the member ECs of the R8 JCPSP to proceed with the CSP.

13. Thereafter on 6 and 13 April 2024, the Invitation to Bid and Terms of Reference were published in the Manila Bulletin newspaper.

14. There was likewise a local publication under the Leyte Samar Daily Express and the EV Mail. Invitations to power suppliers were also sent through electronic mail and postings were made in the DOE CSP Portal and respective EC websites.

15. On 12 April 2024, Invitations to CSP Observers were sent to attend the PreBid Conference, including NEA, DOE, ERC, consumer representatives, community representatives, interested civil society organizations and consumers, and the Regional Development Council for Eastern Visayas.

16. On 23 April 2024, the JBAC conducted its Pre-bid Conference 1. During the Pre-bid Conference 1, the comments and questions submitted by the bidders were reviewed and discussed.

17. On 18 May 2024, Supplemental Bid Bulletin Nos. 03 to 05 were issued and were posted on the DOE CSP Portal. They referred to amendments to the Terms of Reference, amendments to instruction to bidders, and amendments to the draft power supply agreement based on the comments and clarifications from the bidders of Pre-Bid Conference 1.

18. On 22 May 2024, the JBAC conducted the Pre-Bid Conference 2 to provide another opportunity for the bidders to seek clarification on the Bidding Documents and revisions made therein. CSP Observers were invited again.

19. On 08 June 2024, the JBAC issued the Final Instructions to Bidders, Final Terms of Reference, Supplemental Bid Bulletin Nos. 06 and 07 and other documents as requested by bidders in preparation for the submission and opening of bids. Invitations to CSP Observers were sent to attend the submission and opening of bids on 25 to 26 June 2024. 20. On 25 June 2024, bidders submitted their respective bids for Lot 1 and Lot 2. The bids were opened on June 25, 2024 for Lot 1 and on June 26, 2024 for Lot 2 in the presence of JBAC, participating bidders, CSP Observers and an Independent Auditor.

21. On 1 to 3 July 2024, the JBAC conducted a postqualification evaluation of the lowest calculated bids for Lot 1 and Lot 2.

22. On 3 July 2024, the JBAC issued Resolution No. 02, Series of 2024, recommending to the JBOD to award the power supply agreements to the following bidders for Lot 1 for the period of supply of 2024-2033: Bidder Capacity (Lot 1) Therma Luzon Inc. 81 MW Sual Power Inc. 50 MW KEPCO SPC Power Corp. 31 MW

23. Further, the JBAC issued Resolution No. 03, Series of 2024, recommending to the JBOD to award the capacity of 28 MW for Lot 2 for the period of supply of 2027-2033 to TLI as the bidder having the lowest calculated responsive bid.

24. Consequently, on 3 July 2024, JBOD approved JBAC’s Recommendation to award the Power Supply Agreements to the bidders with the lowest calculated responsive bids for Lot 1 and Lot 2 through JBOD Resolution No. 2024-07-001 and 2024-007-002, respectively.

25. After its receipt of NEA’s Notice to Issue Award dated 13 August 2024 last 14 August 2024, on 19 August 2024, the JBAC issued a Notice of Award to TLI for the 81 MW baseload demand under Lot 1 of the R8 JCPSP, which was acknowledged byTLI on 20 August 2024.

26. On 29 August 2024, FRECOR 8 timely submitted to NEA the finalized draft PSA together with the Board Resolution and the justifications to the changes made in the PSA for the issuance of the Notice to Execute Agreement. Despite several follow ups made, it was only on 13 September 2024 when FRECOR 8 received NEA’s Notice to Execute Agreement dated 12 September 2024.

27. Thus, on 13 September 2024, LEYECO V and SPI executed the Power Supply Agreement (PSA), commencing on the latter of the two dates: (i) September 15, 2024 or (ii) immediately after the issuance by the ERC of a Provisional Authority, or Interim Relief, or Final Authority, until 25 December 2033 with a contract capacity of 13 MW. Hence, this

Within five (5) Days after the satisfaction of the conditions referred to in this Section, each Party shall send a written notice to the other Party confirming satisfaction of such conditions. Within five (5) Days from receipt of written notice from the Seller, the Buyer shall then inform the Seller of the Effective Date, which date shall be confirmed by the Seller.

(d) ERC Approval

d.l. The Parties shall jointly file the application for the approval of the Agreement (“ERC Application”) with the ERC. Parties shall exert its best efforts to secure the ERC approval of the Agreement within a reasonable time.

d.2. In the event that ERC issues any decision on the ERC Application which effectively modifies or amends any of the terms of the Agreement including provisions on amounts payable under the Agreement, and which requires an amendment thereof, the Seller may file a motion for reconsideration of such decision within fifteen ( 15) Days from receipt thereof, and before the decision attains finality.

d.3. In the meantime, upon receipt of the ERC decision requiring amendments to the Agreement, the Parties shall cooperate in good faith to address the ERC modification of the Agreement and/or to negotiate amendments to the Agreement. In the event that the Parties agree to an amended Agreement, the Parties shall file the amended Agreement for approval by the ERC within thirty (30) Days from the execution of such amended Agreement.

(e) Reduction of Contract Capacity

From time to time upon and after the implementation of Retail Competition and Open Access (RCOA), Green Energy Option Program (GEOP), Renewable Portfolio Standards (RPS), Metering programs, and other similar government programs, Buyer shall deliver to Seller written notice within thirty (30) Days prior to the target effectivity specifying the name of the affected customer, capacity and when such reductions shall take place, provided that actual reduction of Contract Capacity shall take place upon the receipt of ERC approval. Any such reduction shall be implemented pursuant to Schedule 6 of this Agreement. All other terms and conditions of this Agreement shall remain in full force and effect

(f) Outages Except in cases of Force Majeure events, the Seller shall guarantee continuous supply even during Scheduled and Unscheduled Outages of its Facility throughout the term of this Agreement.

(TSPI) said Monday it signed an engineering, procurement and construction (EPC) contract with the Power Construction Corporation of China Ltd. along with its affiliates, marking a significant milestone in building the world’s largest integrated solar photovoltaic (PV) and battery facility.

TSPI, a subsidiary of Solar Philippines New Energy Corp. (SPNEC), is constructing a 3,500-megawatt peak solar power plant paired with a 4,500 MWhr battery energy storage system in Central Luzon which is estimated to provide clean energy to more than two million households.

Quezon City buildings receive fresh coats of paint

A KOREAN company provided several government buildings in Quezon City with fresh coats of carbon-neutral heat-insulation paint that will lead to energy savings and reduced electric bills in a project organized by the Ministry of Environment of the Republic of Korea (ROK).

Onsemiro Co. Ltd., a global paint manufacturer, implemented the project titled “Green Technology Overseas Local Demonstration”. It was hosted by the Korea Environmental Industry & Technology Institute (KEITI).

The eco-label-certified heat insulation paint was applied to the Galas Police Station, Senior Citizens Protection Center and Child Protection Center buildings in Quezon City. For the police station, about 2 gallons of blue paint, 8 pails of primer and 35 pails of top coat were used, Onsemiro said in a statement.

The company said it is also poised to work with the city government of Manila in 2025 to apply the technologically-advanced paint to public buildings in the capital.

Onsemiro said the special paint “can practically realize energy savings and electricity bill reduction in Philippine buildings, in a country with an annual average temperature of over 30o” and widespread use of air conditioning, especially during the torrid summer months.

“Instead of using general paint during construction, energy can be saved and expensive electricity bills can be reduced by simply finishing with insulation paint,” the company said.

The Korean company thanked the ROK Ministry of Environment, KEITI, and the local government of Quezon City for allowing them to demonstrate the effectiveness of their heat insulation paint.

Electricity costs in the Philippines are among the highest in the world and in the upper half of Southeast Asia, more expensive than its neighbors such as Singapore, Thailand, Indonesia and Malaysia, according to a report of a global energy think-tank.

Sy Jr. was affectionately known to his relatives and close friends as Big Boy. That has remained his nickname.

At the time of SMDC’s entry the Philippine real estate industry had a number of significant players, but the dominant player was Ayala Land Corporation of the Ayala Group. Over the years SMDC gradually moved to the top of the Philippine real estate industry.

To be sure, SMDC’s operations have been very well financed. As a part of one of this country’s largest conglomerates, it has had access to abundant resources. Where a number of real estate industry players experienced difficulties during the 2008 world financial turmoil, SMDC operations proceeded in crisis-free fashion.

Last month Henry T. Sy Jr.’s baby observed an important milestone – its 20th anniversary. A Property Trade Show displaying SMDC’s achievements during the last 20 years was the highlights of the observance.

SMDC built a staggering total of 183,000 residential units around the nation during its first two decades of existence. But Henry T. ITALPINAS Development Corp. (IDC) has partnered with Dusit International, one of Thailand’s leading hotel and property development companies, to manage its planned hotel developments in Northern Mindanao.

IDC said Monday its wholly owned subsidiary IDC Prime signed an agreement with Dusit International to operate the two upcoming hotel developments located in Bukidnon and Cagayan de Oro.

The first hotel project Dusit Princess Moena, will be located within IDC’s Moena Mountain Estate in the uplands of Manolo Fortich, Bukidnon.

Slated to open by the last quarter of 2029, this proposed 1.5-hectare mixeduse development will consist of an eight-story green building as well as a grouping of luxury villas.

The second hotel, Dusit Princess Firenze, is also scheduled to open by the last quarter of 2029. The hotel will be located within IDC’s Firenze Green Tower project, in the Limketkai area in Cagayan de Oro.

The proposed 14-story mixed-use green building will consist of commercial, residential, and hotel areas, as well as first class amenities and parking.

Private sector boosts efforts to attain food security goals

THE Private Sector Advisory Council (PSAC) – Agriculture Sector, along with President Ferdinand Marcos Jr., are advancing efforts to promote food security and sustainability through the Brown Rice/Single-Pass Rice Initiative and the Half-Cup Rice Initiative.

The programs, discussed during the 8th PSAC meeting in Malacañang, focus on reducing rice waste, encouraging healthier consumption habits and improving the nation’s rice self-sufficiency, last Wednesday.

PSAC lead convenor and Aboitiz Group president and chief executive officer Sabin Aboitiz estressed the importance of the initiatives.

“These efforts go beyond just addressing food security. They represent a meaningful step toward sustainability, healthier living and making more efficient use of our resources. By increasing awareness of brown rice’s benefits and addressing rice wastage through the Half-Cup Rice Initiative, we can collectively create impactful change,” he said.

The Brown Rice Initiative aims to position brown rice as a healthier and more sustainable alternative to white rice.

With its nutritional advantages, higher milling recovery and lower production costs, brown rice has the potential to increase the country’s rice self-sufficiency from 80 percent to 90 percent.

“Promoting brown rice adoption is not just about a healthier option— it’s about building a more resilient and sustainable future for Filipino agriculture,” said Aboitiz.

The Half-Cup Rice Initiative seeks to reduce rice waste by piloting smaller portions in government institutions and encouraging responsible consumption through public campaigns.

Marcos seeks united front to deal with challenges of climate change

PRESIDENT Ferdinand Marcos Jr. called on Filipinos to act and work together on addressing the pressing challenges posed by climate change during the highlight event of the Global Warming and Climate Change Consciousness Week (CCC Week).

BAGUIO City, one of the country’s major tourist destinations, pledged to pursue its own sustainability goals and work for a circular economy.

Baguio City Mayor Benjamin Magalong vowed to keep a green tourism program and stressed the importance of waste-to-resource initiatives, adding they are part of the core elements of the city’s sustainability pursuit.

COP29 talks end with yearly pledge of at least $300b

RICH nations pledged to contribute at least $300 billion annually to the global fight against climate change as UN climate talks came to a contentious end last week in Baku, Azerbaijan.

Developing nations who had sought over $1 trillion in assistance called the agreement “insulting” and argued it did not give them the vital resources they required to truly address the complexities of the climate crisis.

After two weeks of intense negotiations, delegates at COP29, formally the 29th Conference of Parties to the UN Framework Convention on Climate Change (UNFCCC), agreed to provide the

funding annually, with an overall climate financing target to reach “at least $1.3 trillion by 2035.”

Countries also agreed on the rules for a UN-backed global carbon market. This market will facilitate the trading of carbon credits, incentivizing countries to reduce emissions and invest in climate-friendly projects.

These were among the big-ticket issues decided upon as the summit, underway since November 11 in the enormous Baku Stadium in the Azerbaijan capital, ran into double overtime.

Other steps forward at COP29 included extension of a program centered on gender and climate change and agreement on support for

the least developed countries to carry out national adaptation plans.

This summit had been dubbed the ‘climate finance COP’, and representatives from all countries were seeking to establish a new, higher climate finance goal. The target, or new collective quantified goal (NCQG), will replace the existing $100-billion goal that is due to expire in 2025.

In the closing days at COP29, negotiating teams from the developed and developing worlds were deadlocked over a final deal, with reports that representatives for least developed countries and the Alliance of Small Island States (AOIS) had walked out of the talks.UN News

Degraded peatlands in 177 countries put climate goals at risk

BAKU, Azerbaijan—177 out of 193 UN member states have peatlands–critical carbon sinks and biodiversity hotspots, yet agriculture, urbanization, deforestation and industrial activities put them–and the essential ecosystems services they provide–at risk everywhere.

This is shown in the Global Peatland Hotspot Atlas, published last week by the UN Environment Program (UNEP). The atlas provides evidence for the need to enhance protection and restoration of peatlands, along with investments in research and monitoring.

The Global Peatland Hotspot Atlas: The State of the World’s Peatlands in Maps released during the UN Climate Change Conference in Baku (COP29), introduces updated hotspot maps of global peatland distribution, highlighting the threats they face and the opportunities for peatland restoration and

conservation. “Peatlands, nature’s carbon vaults, can make or break global climate goals,” said Susan Gardner, Director of the UNEP Ecosystems Division. “Found in almost every country, peatlands do not just store vast amounts of carbon, they provide essential services that millions of people rely on daily. Their

protection is a fundamental investment in human wellbeing.”

Peatlands are unique and rare ecosystems that, despite only covering around 3-4 percent of the planet’s land surface, contain up to one-third of the world’s soil carbon, which is twice the amount of carbon found in the world’s forests.

Locally, peatlands help regulate and purify water, support local livelihoods and reduce the risks of fires, drought and floods. The report finds that peatlands provide habitats for over 1,000 vulnerable‚ endangered and critically endangered plant and animal species. Beyond benefits to surrounding communities, protecting peatlands is critical for mitigating climate change. The city government is pushing plastics circularity in communities, green tourism and sustainable food systems for implementation in the succeeding years.

Donna Tabangin, city planning, development and sustainability officer and the action officer of the Local Circular Economy Action Team, highlighted the significance of the collaborative effort. She noted that the outcomes of these discussions would play a pivotal role in shaping the lives and lifestyles of Baguio’s residents.

Funded by a €60 million (P3.67 billion) grant from the European Union, the Green Economy Program of the Philippines (GEPP) will run from 2023-2028 in collaboration with the national government, LGUs and the private sector.

The program links European and Filipino partners to foster a circular economy and the reduction of plastic waste. It also aims to improve energy efficiency, promote renewable energy use and climate change mitigation and adaptation.

Using a whole-of-nation approach, the program is focused on sustainable and inclusive growth through investments, technology transfer and job creation.

Power Industry Reform Act of 2001 (the “EPIRA”), Rules 5, Section 4(e) and II, Section 5 of its Implementing Rules and Regulations (IRR), Rule 20(B) of its Rules of Practice and Procedure, and other pertinent rules and regulations and; STATEMENT OF FACTS

6. SOLECO has been sourcing its electricity requirements of 4MW from Palm Concepcion Power Corporation (PCPC) and the remaining demand from the Wholesale Electricity Spot Market (WESM) since September 26, 2024, following the expiration of its Emergency Power Supply Agreement with GNPower Dinginin Ltd. Co. THE CONDUCT OF COMPETITIVE SELECTION PROCESS

7. Through a Memorandum of Agreement (MOA), ten (10) Electric Cooperatives (EC) of Region 8, including SOLECO, agreed to conduct a joint procurement for their baseload requirement for the period of 2024 to 2033. The joint procurement was referred to as the Region 8 Joint Competitive Power Supply Procurement (R8 JCPSP).

8. Under the MOA, the Federation of Rural Electric Cooperatives in Region 8 Association, Inc. (FRECOR 8) was tasked to supervise and facilitate the transaction process, documentary requirements, and operational coordination among the member ECs of the R8 JCPSP.

9. A Joint Board of Directors (JBOD) was also created composed of General Managers and Board Presidents of the member Ecs, which acts as the governing and policy-making body of the R8 JCPSP.

10. The JBOD passed Board Resolution No. 2023-11-002, Series of 2023 constituting the R8 Joint Bids and Awards Committee (JBAC) for the R8 JCPSP. A Joint Technical Working Group (JTWG) and a Joint Secretariat was also created.

11. The R8 JCPSP was for the procurement of an aggregate power supply of 190 MW, divided into two (2) lots: Lot 1 for 162 MW, which commences in 2024, and Lot 2 for 28 MW, which commences in 2027. The R8 JCPSP followed the policy and rules prescribed under Department of Energy (DOE) Department Circular No. DC2023-06-0021,6 and Energy Regulatory Commission (ERC) Resolution No. 16, Series of 2023.7

12. On 15 December 2023, R8 JCPSP Bidding Documents, including Invitation to Bid, Terms of Reference, and Instructions to Bidders, were submitted to NEA. NEA then issued a Certificate of Conformity No. NEA-RAO-COC-2024-02 dated 22 March 2024 when it found the R8 JCPSP’s Bidding Documents to be consistent with the latest posted 20232032 Power Supply Procurement Plan of the member Ecs of the R8 JCPSP. NEA likewise allowed the member Ecs of the R8 JCPSP to proceed with the CSP.

13. Thereafter on 6 and 13 April 2024, the Invitation to Bid and Terms of Reference were published in the Manila Bulletin newspaper.

14. There was likewise a local publication under the Leyte Samar Daily Express and the EV Mail.

15. Invitations to power suppliers were also sent through electronic mail and postings were made in the DOE CSP Portal and respective EC websites.

16. On 12 April 2024, Invitations to CSP Observers were sent to attend the PreBid Conference, including NEA, DOE, ERC, consumer representatives, community representatives, interested civil society organizations and consumers, and regional development council for Eastern Visayas.

17. On 23 April 2024, the JBAC conducted its Pre-bid Conference 1. During the Prebid Conference 1, the comments and questions submitted by the bidders were reviewed and discussed.

18. On 18 May 2024, Supplemental Bid Bulletin Nos. 03 to 05 were issued and were posted on the DOE CSP Portal. They referred to amendments to the Terms of Reference, amendments to instruction to bidders, and amendments to the draft power supply agreement based on the comments and clarifications from the bidders of Pre-Bid Conference 1.

19. On 22 May 2024, the JBAC conducted the Pre-Bid Conference 2 to provide another opportunity for the bidders to seek clarification on the Bidding Documents and revisions made therein. CSP Observers were invited again.

20. On 08 June 2024, the JBAC issued the Final Instructions to Bidders, Final Terms of Reference, Supplemental Bid Bulletin Nos. 06 and 07 and other documents as requested by bidders in preparation for the submission and opening of bids. Invitations to CSP Observers were sent to attend the submission and opening of bids on 25 to 26 June 2024.

21. On 25 June 2024, bidders submitted their respective bids for Lot 1 and Lot 2. The bids were opened on 25 June 2024 for Lot I, and on 26 June 2024 for Lot 2 in the presence of JBAC, participating bidders, CSP Observers and an Independent Auditor.

22. On 1 to 3 July 2024, the JBAC conducted a post-qualification evaluation of the lowest calculated bids for Lot 1 and Lot 2.

23. On 3 July 2024, the JBAC issued Resolution No. 02, Series of 2024, recommending to the JBOD to award the power supply agreements to the following bidders for Lot 1 for the period of supply of 2024-2033: Bidder Capacity (Lot 1) Therma Luzon Inc. 81 MW Sual Power Inc. 50 MW KEPCO SPC Power Corp. 31 MW 24. Further, the JBAC issued Resolution No. 03, Series of 2024, recommending to the JBOD to award the capacity of 50 MW for the period of supply of 2024-2033 to SPI as the bidder having the lowest calculated responsive bid.

25. Consequently, on 3 July 2024, JBOD approved JBAC’s Recommendation to award the Power Supply Agreements to the bidders with the lowest calculated responsive bids.

26. After its receipt of NEA’s Notice to Issue Award dated 13 August 2024 last 14 August 2024, on 19 August 2024, the JBAC issued a Notice of Award to SPI for the 50 MW baseload demand under Lot 1 of the R8 JCPSP, which was acknowledged by SPI on 20 August 2024.

27. On 29 August 2024, FRECOR 8 timely submitted to NEA the finalized draft PSA together with the Board Resolution and the justifications to the changes made in the PSA, for the issuance of the Notice to Execute Agreement. However, it was only on 13 September 2024 when FRECOR 8 received NEA’s Notice to Execute Agreement dated 12 September 2024.

28. Thus, on 13 September 2024, SOLECO and SPI executed the Power Supply Agreement (PSA), commencing on the Effectivity Date and from such date, shall remain in force and effect until 25 December 2033 with a contract capacity of 4 MW, unless sooner terminated in accordance with the PSA and upon approval by the ERC.

29. Hence, this instant Joint Application for the approval of the PSA between SOLE CO and SPI. Salient Features of the PSA.

30. The PSA between SOLECO and SPI contains the following salient features: Sale and Purchase of Energy/Capacity Subject to and in accordance with the terms of this Agreement, Seller shall make available and sell to Buyer, and Buyer shall purchase from the Seller for the consideration described in Section 6, the energy and capacity from and after the Delivery Date until the expiry of the
