DOJ thanks Timor Leste for granting Teves' 2nd extradition

THE Department of Justice (DOJ) on Thursday said it is extremely grateful to Timor Leste for ruling again in favor of the country's extradition request to bring back home expelled Negros Oriental 3rd District Rep. Arnolfo Teves, Jr.
The former lawmaker is currently facing murder charges lodged against him before a Manila court for the killing of former Governor Raul Degamo and several others.
"This is a resounding victory for the Filipino people, a testament of our present government's unyielding commitment to attain real time Justice at all costs,” said Justice Secretary Jesus Crispin Remulla.
The agency shared it expected no less than a second grant of extradition by Timor Leste, which only affirms the stance of the government that there is merit in the request and that they made the right decision the first time around.
The DOJ said the second round of extradition hearings was a result of the procedural objections made by the camp of Teves, despite bringing it up as a "late appeal" after wholeheartedly and voluntarily participating in a proceeding he only refuted after receiving an "unfavorable decision."

PRESIDENT Ferdinand Marcos Jr. has established the Office of the Presidential Adviser for Marawi Rehabilitation and Development (OPAMRD) to lead efforts in rebuilding Marawi City and its neighboring areas, following the devastation caused by the 2017 siege.
Mr. Marcos issued Executive Order No. 78 on Nov. 28, creating the OPAMRD to streamline and accelerate government programs for the city’s rehabilitation and development.
The new office will be controlled by the Office of the Special Assistant to the President (OSAP) and headed by a Presidential
Adviser for Marawi Rehabilitation.
“The Office of the Presidential Adviser for Marawi Rehabilitation and Development (OPAMRD) is hereby created to integrate, coordinate, and accelerate the implementation of all government PAPs related to the rehabilitation, development, and restoration of peace,
and order in Marawi City and other affected localities,” the President said in issuing the order signed by Executive Secretary Lucas Bersamin.
The OPAMRD is tasked with advising the President on all matters related to Marawi’s recovery, overseeing and coordinating strategies and projects, and ensuring alignment with local government units (LGUs) and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
It will also monitor the implementation of presidential directives and submit bi-annual progress reports to the President through the Office of the Executive Secretary and OSAP.

HOUSE Deputy Majority Leader and La Union Rep. Paolo Ortega V on Thursday said he was not surprised by the Philippine Statistics Authority’s (PSA) confirmation that “Mary Grace Piattos,” an alleged recipient of confidential funds from Vice President Sara Duterte’s office, does not exist.
Ortega described the finding as “expected,” given the dubious nature of the names linked to the disbursement of confidential funds by the Office of the Vice President (OVP) and the Department of Education (DepEd) under Duterte.

THE National Capital Region Police Office (NCRPO) reported that its 24-hour operation on December 3 yielded 3,047.63 grams of shabu and 1.1 grams of marijuana, valued at P20 million. The 24-hour operation also led to the arrest of 71 individuals. The NCRPO said this highlights its commitment to eradicate illegal drugs and protect communities from their harmful effects

cessful. A total of 49 operations resulted in the arrest of 133 individuals and filing 18 cases, it said.
Confiscated bets amounted to P33,765.00, reflecting NCRPO’s continuous effort to curb illicit gambling activities in the region.
In its campaign against loose firearms, the NCRPO conducted 16 operations, resulting in the surrender or seizure of 17 firearms. Seventeen individuals were arrested, with seven cases filed. This initiative aims to reduce firearmrelated violence and ensure public safety.

Bicam panel set to finalize work on budget
THE bicameral conference committee reconciling the Senate and House of Representatives versions of the 2025 General Appropriations Act is set to finalize its work next week, Senate President Francis Escudero, quoted by ABS-CBN News, said. Escudero said the committee will meet on Dec. 9 or 10, depending on members’ schedules.
“Hopefully by next week, there will be a meeting to discuss and approve proposals from the House and Senate staff on the reconciliation of the budget,” he said.

After typhoons, firm engages in relief ops
A RENEWABLE energy solutions provider has initiated relief operations to assist its host community and neighboring towns which have been devastated by five major storms that swept Cagayan Valley and other parts of Northern Luzon.
In the aftermath of tropical storm Nika, the SN Aboitiz Power-Magat (SNAP-Magat) provided assistance to its host community of Ramon. The corporation also provided assistance to the provincial government of Isabela shortly after typhoon Ofel struck.

farm hatches six crocodile eggs
KALIBO, Aklan—The management of the Kalibo Ostrich Farm at Barangay Tigayon, Kalibo bared Thursday that it has been able to hatch six baby crocodiles in captivity. In an interview at his residence in Barangay New Buswang, Kalibo , Ramon Dio said the parent-crocodiles were turned over to him by the Biodiversity Management Bureau of the Department of Environment and Natural Resources in Western Visayas based in Iloilo. "Aside from the six baby crocodiles, there are still scores of eggs that are yet to be hatched on our farm. I hope they will survive," Dio said.
The DENR regional office rescued the reptiles along with other animals from a zoo in Dumaguete City in November last year. Education chief visits typhoon-hit CamSur schools

EDUCATION Secretary Juan Edgardo Angara, along with other Department of Education (DepEd) officials and stakeholders, visited typhoonstricken schools in Camarines Sur to turn over essential learning, teaching, and digital materials.
Gainza Central School received UNICEF donations that included teaching packs, student kits, classroom materials, and digital tools to aid in learning recovery. On the other hand, Bula Central School, meanwhile, received learning packs and whiteboards from USAID's Advancing Basic Education in the Philippines (ABC+) Project.
Angara thanked the UNICEF and USAID for their assistance in reinforcing DepEd’s learning recovery efforts.
Angara also monitored the situation of Minalabac National High School which was heavily damaged by flood. He also visited Rodriguez National High School where he checked on the school’s unique digital classroom equipped with computers and internet access, used for coding lessons by senior high students.
During his Bicol tour, Angara also inaugurated Camarines Sur’s first learning and development center for teachers, the Academy of Inclusive Learning and Development (iLEAD). The facility offers training programs for professional growth, allowing educators to customize their learning paths.
“For us at DepEd, this is just an initial visit. Rest assured that more actions will follow. You can count on us to continue advocating for quality education for every child,” Angara told the teachers.
Accompanying the Secretary were Camarines Sur 2nd District Rep. LRay Villafuerte, Gov. Luigi Villafuerte, and other DepEd officials from the central and regional offices.
Five hurt after Navy chopper crashes at Sangley airport
A PHILIPPINE Navy helicopter on Thursday morning crash-landed at the Sangley Point Airport in Cavite City, resulting in minor injuries to two pilots and three crewmembers. The Navy announced that “all similar aircraft will be temporarily grounded” pending completion of an inquiry on the accident.
Navy spokesman Commander John Percie Alcos said the AgustaWestland AW109 helicopter was conducting a functional check flight after completing its 400-hour scheduled maintenance inspection when the accident occurred.
The aircraft was already in its third sortie when it crashed while attempting to land. All five people on board sustained minor injuries, Alcos said. He said a thorough investigation is underway to determine the cause of the crash. The probe would revolve around checks and maintenance activities performed on the aircraft, he added.
In a press statement, the Navy confirmed helicopter NH432 was involved in the incident during a training and maintenance flight activity. The crash occurred at about 10:18 a.m.
“Emergency response teams, including fire and medical personnel, were immediately deployed to the scene. No casualties were reported, and all personnel on board, though with minor injuries, were conscious and safely transported to the 15th Strike Wing Hospital for medical evaluation,” it said. Solon hopes FRLD will deliver the goods

A LEGISLATOR has expressed hopes the Philippines will be able to secure huge funding for climate finance at the ongoing United Nations Framework Convention on Climate Change (UNFCCC) meeting, being the first host-country of the Fund for Responding to Loss and Damage (FRLD) board.
“The ongoing meeting of the FRLD board in the Philippines, which was selected as the inaugural country-host of this UNFCCC-created panel, presents a splendid opportunity for our country to lobby for greater international financial support for climate mitigation and adaptation,” said Camarines Sur Rep. Luis Raymund Villafuerte.
On the opening day of the FRLD board meeting earlier this week, Natural Resources Secretary Ma. Antonia Loyzaga cited the need for “vibrant, strong and inclusive” multilateralism or unified international action to deal with the unique challenges faced by climate-vulnerable countries such as the Philippines.

WHAT’S the latest on the ongoing investigation by the International Criminal Court of former president Rodrigo Duterte’s bloody war on drugs?
Former Bayan Muna Rep. Neri Colmenares has been closely monitoring developments on this case. He believes the ICC may have finally wrapped up its probe into the alleged crimes against humanity case against Duterte and is now preparing for trial.
Colmenares, one of the lawyers of the families of extrajudicial killing victims and accredited counsel of the ICC, recently said the court was now encouraging the police and other possible insiders to testify as witnesses, even as the original set of witnesses would already suffice.
Where to now, ICC? —“—
This process alone, he added, is a “new phase in the process of holding Duterte accountable for his crimes against humanity,” and “a welcome development that brings us closer to achieving justice for the victims and their families.”
The next ICC move, after it has determined the evidence is already strong and probably preparing for trial, should be the issuance of an arrest warrant to ensure Duterte’s presence at the proceedings, according to the lawyer.
Another development in this case is the launching by the ICC of a witness appeal microsite to collect “credible information” about the drug war that left thousands dead during Duterte’s time from 2016 to 2022.
This new platform would help in facilitating a new set of evidence against the other respondents in the case aside from Duterte.
Progress in Duterte’s case has yet to be formally announced by the ICC itself, although there had been earlier pronouncements from various parties that made filings before the Hague-based tribunal.
In January, former Sen. Antonio Trillanes IV said a warrant was underway against Duterte, predicting it would come in the middle of 2024. But so far, there’s been no indication that an arrest warrant for Duterte et. al. is forthcoming.
The House of Representatives, meanwhile, has been conducting congressional hearings about the drug war killings during the Duterte administration.
The evidence unearthed here by legislators could prove vital in proving the former president’s culpability for crimes against humanity.
The quad committee investigating the drug war crimes, however, said it would not voluntarily give the transcripts to ICC investigators, but conceded these could be accessed through their website and other official social media pages.
While President Marcos Jr. has maintained his position of non-cooperation with the ICC, the Department of Justice has said it is willing to let our courts handle cases on their own. But this could be problematic since our courts have not been known to deliver swift justice.
When he was still the president, Rod-
rigo Duterte rejected the ICC investigation, calling the tribunal “useless” and made good on his threat to withdraw the Philippines from the Rome Statute, the treaty that created the ICC.
Although the Philippines ceased to be a member of the court on March 17, 2019, the ICC last year cleared the way for an investigation into the drug war deaths and other suspected rights abuses, and said their prosecutors still had jurisdiction over the alleged crimes because they occurred when the Philippines was still an ICC member.

When Duterte finally appeared last month before the House quad committee, he not only reiterated that he would assume full responsibility for all the killings tied to his brutal war on drugs but also dared the ICC to “come here and start the investigation tomorrow.”
He even urged the ICC to “hurry up and to come here and start the investigation tomorrow,” a line he would repeat throughout the hearing.
“This issue has been left hanging for so many years. It’s been so long… I might die soon, and they might never get to investigate me,” he said. “Let them come here, and if I am found guilty, I will rot in prison.”
Will the ICC accept the Duterte challenge? We really hope so.
President Marcos Jr. had initially said the government would not cooperate with the ICC, but he has since backtracked from this position and later said he would not prevent the international tribunal from conducting any investigation.
According to police data, more than 6,200 people died in antidrug operations under Duterte’s presidency, during which police insisted they were forced to kill suspects in self-defense.
Human rights groups believe the real toll in Duterte’s war on drugs to be far greater than the official count of more than 6,000, with between 20,000 to 30,000 drug users and small-time peddlers killed in mysterious circumstances by unidentified gunmen, thereby making it truly a crime against humanity and clearly falling under the jurisdiction of the ICC.

Japan’s push for fossil fuels

From 2020 to 2022 it funded around $6.9 billion on average each year in coal, gas, and oil projects around the world. In particular, Japan is among the world’s largest buyers of Liquified Natural Gas and is aggressively developing alternative fuels to power their fossil fuel plants like hydrogen and ammonia. Domestic demand for Japanese gas has been declining in recent years, so therefore, the government and utility companies set out to dump their excess gas on other countries.
Japan led the formation of the Asia Zero Emission Commission, with members from Southeast Asia and Australia. This regional alliance presents a facade of promoting net zero technologies and permits harmful energy sources.
Climate change: Crucial concern
CLIMATE change, described by climatologists and weather experts as today’s defining crisis, appears on a rampage worldwide and happening at breakneck speed.
The Philippines itself, which dangerously lies on the path of cyclones from the vast Pacific, has had 16 typhoons this year, with the back-toback weather disturbances lashing the main island of Luzon in just three weeks last month with at least 160 people killed.
This has raised concern, given that no corner of the globe is immune from the devastating results of climate change, which became a major issue in the 1980s.
But we take comfort in the words of UN Secretary-General Antonio Guterres, who underlined in September “the climate emergency is a race we are losing, but it is a race we can win.”
We look at statistics and see that rising temperatures are causing destruction of the environment, natural disasters, weather extremes, food and water insecurity, economic disruption, conflict and terrorism.

Critics say this move is the commercialization of education; the administration says it’s the ultimate form of experiential learning – nothing teaches capitalism better than living in a minimall.

Japan’s recent push to finance gas projects over renewable options is not only locking countries into fossil fuel dependency but is also derailing Asia’s shift to renewable energy.
Nowhere is this more evident than in the Philippines and Bangladesh, two nations ripe with renewable potential yet heavily reliant on fossil fuels. With the Philippines’ only native gas
field, Malampaya, set to be depleted by 2027, the Philippine government has set its sights on building and operating new LNG import terminals to welcome an influx of foreign gas, which is welcome news for the Japanese.
The close entanglement between Japanese and Philippine business elites plays a critical role in enabling the dirty Japanese agenda to play out on Philippine shores.
This was evident in 2021 when JERA, one of Japan’s largest power utility companies, bought a sizable chunk of shares from a local energy giant, Aboitiz, which owns a fleet of fossil fuel plants themselves.

A 2023 study indicates that the country has a solar energy potential reaching 50.17GW, possibly supplying 80 per cent of the total electricity demand by 2041. Bangladesh could build a robust clean energy sector if investments aligned with these opportunities. For Bangladesh, Japan is financing projects that perpetuate pollution and increase reliance on imported fuel, slowing progress on renewables. Its loans and grants for LNG projects and gas-fired power plants have positioned Japan as one of the primary backers of Bangla-

Stage protests outside Power Mac Center while holding signs that read, “Down with Capitalism, but First, Let Me Post This on My iPhone.” For Filipinos: Why stop at UP Diliman? Roll out corporate malls to all state universities. Nothing says progress like turning every student into a walking billboard.
UP Diliman, once a pillar of academic freedom, now resembles a bustling marketplace, where knowledge is traded for profit, and the pursuit of truth is often overshadowed by the clinking of cash registers.
The question is, what will be left when the last student has traded their idealism for a latte?

PARIS — French lawmakers on Wednesday voted to oust the government of Prime Minister Michel Barnier after just three months in office, a historic move which hurled the country further into political uncertainty.
For the first time in over sixty years, the National Assembly lower house toppled the incumbent government, approving a no-confidence motion that had been proposed by the hard left but which crucially was backed by the far-right headed by Marine Le Pen. Barnier’s rapid ejection from office comes after snap parliamentary elections this summer which resulted in a hung parliament with no party having an overall majority and the far-right holding the key to the government’s survival.

SEOUL — A landmark defense pact between North Korea and Russia, signed by its leaders in June, has gone into effect after the two sides exchanged ratification documents, North Korea’s official KCNA news agency said Thursday.
The formalization of the treaty comes as the United States and South Korea have accused the nuclear-armed North of sending more than 10,000 soldiers to help Russia fight Ukraine. Experts say North Korean leader Kim Jong Un is keen to acquire advanced technology from Moscow and battle experience for his troops in return. BEIRUT — Syrian government forces were locked in heavy fighting around the central city of Hama on Thursday, trying to halt an advance of Islamist-led rebels, a war monitor said.
By late Wednesday, the Syrian Observatory for Human Rights said rebel fighters had “surrounded Hama city from three sides.”
“Violent clashes took place during the night between the rebels and the regime forces”, particularly in the Jabal Zayn alAbidin area, just north of Hama, said the Britain-based monitor.
The head of the Observatory, Rami Abdel Rahman, said government troops were engaged in “fierce resistance and trying to stop the rebels’ advance.” Hama is strategically crucial for the army, serving as a buffer to protect the capital Damascus. The clashes follow a swift offensive by Islamist-led rebels who, in just days, seized significant territory, including Syria’s second city, Aleppo, from President Bashar al-Assad’s control. AFP
on Thursday banned ex-defence minister Kim Yong-hyun from leaving the country over his role in a martial law declaration that plunged the country into turmoil, Yonhap news agency said.

ARELLANO University received the biggest financial assistance in the volleyball program of organizers of the recent 2024 Shakey’s Super League Pre-Season Championship.
The school received a check of P1.759 million from the organizers, who raised a total of ₱13,936,050 from donations during the tournament.
“It’s a great help. We cannot deny na hulog ng langit iyan,” said Arellano University sports director Peter Cayco after receiving the check from Shakey’s Pizza Ventures General Manager Oliver Sicam during a ceremony on Wednesday afternoon in Malate.
The total amount was raised through the pizza chain’s promotion of the Shakey’s Super League Bundle. The rest of the funds were distributed to the 18 participating schools, which are preparing for the coming National Collegiate Athletic Association and University Athletic Association of the Philippines seasons.
Cayco said that while the majority of the funds will be for their volleyball program and the needs of their athletes, they will also allocate some funds to other sports disciplines.
Jose Rizal University received P902,008 in funding, while the College of St. Benilde and Letran got P896,758, and P855,908 respectively.
The Sherwin Meneses-coached National University, which beat La Salle in a 23-25, 25-18, 25-16, 25-20 Game 2 victory, won a third straight Shakey’s Super League Collegiate Pre-season Championship title last November 24 at the Rizal Memorial Coliseum.
The Lady Bulldogs drew strength from the pair of Alyssa Solomon and Bella Belen, who were also around last year.

—Unexpected heavy rains fell hard, forcing organizers to suspend play twice, but those were not enough to derail the determined Luisita and Manila Southwoods Team 2 from claiming the Fil and Am championship titles at the close of the seniors’ edition of the 74th Januarius Fil Am Invitational.
Luisita assembled another 121 points to finish the tournament at 448 in the Fil Championship, while runner up Manila Southwoods Team 1 returned with 114 for 443.
Abe Rosal showed why he was Luisita’s consistent performer as he led the way with 34 points. Benjie Sumulong scored 30 and Damas Wong and Ferdie Barbosa contributed 29 and 28 for Luisita.

THE Philippines’ campaign in the AFF Mitsubishi Electric Cup is yet to start but this early, the Men’s National Football Team is already getting some hits.
A source has told us that some of our neighboring countries and competition in the tournament will make it hard for us to secure our players featuring in their respective domestic leagues. Initially, there were no club fixtures scheduled in December. This would have allowed our players to come home to Manila and be available for the Mitsubishi Electric Cup.
Our source, however, revealed they recently found out that some Southeast Asian leagues have decided to schedule
some of their games in December. This development, while not entirely shocking and unexpected, will surely impact our campaign. We need all the best possible and available players for the squad, but aside from injuries, paperworks and other commitments, we have to deal with this reality that clubs are not really obligated to release players that could help end our title drought in the biggest football event in the region. These clubs, whether they will admit it or not, are expected to help their national team’s cause in their own “little and subtle” ways. On another note, the Mitsubishi Cup will serve as a preview of a bigger power play in the region. In the race for football supremacy, several countries have been on full speed when it comes to naturalizing players to boost their respective squads. For several weeks now, Indonesia
has been very active in announcing several acquisitions to its national team. Even Vietnam has joined the fray. Other countries are expected to do the same sooner or later – which is actually legal and within their right to do so.
Several years ago, the Philippines has been the subject of criticisms, ridicule and insults for having the Azkals with players coming from different parts of the globe. We have seen the worst comments and derogatory remarks from fans of our rivals because of our players who they see as not Filipinos, but rather foreigners. They are wrong, of course, because these players are Filipinos no matter how foreign their names sound, and their faces look. They may come from Iceland, Norway, Germany, Japan and the United States, to name a few, but they are true-blooded Pinoys.
Now our rivals have upped the ante. They have naturalized players, to include those players with local lineage, left and right. We can expect a very different Asian Cup Qualifiers by March next year.
I just hope that fans who have been so critical of our Azkals will be ready to reap what they sow. Just like what

Aside from the podium finishers, the event drew an impressive roster of seasoned speedcubers ensuring a high-level and exciting competitions.
I’ve been saying in the past, if you are too eager to give bull, then be ready too to get the shit in return. Criticisms, insults and ridicule go both ways. I just hope, however, that at the end of the day, when all the shitstorms, passion and rabid adulation of our respective national teams have subsided, we can all relax and watch the beautiful game in peace.
Speaking of rabid adulation, our previous column regarding the possible new moniker for the team formerly known as the Azkals have generated various reactions, mostly bad actually, to include the mundane and the hilarious. Funny due to the fact that several fans have reacted violently to the suggested Fighting Filipinos moniker without actually reading the whole column. Saddening also that there are still so many out there who can’t seem to get past the headline and yet have so much to say.
A recent chat with someone close to the national team made it clear that there is nothing definite yet on the new moniker.
“A new moniker is not set in stone,” the source said.
While the reaction so far is an indication, “we will just have to let this play
out and see what comes up and what sticks with the fans,” the source added. The source admits that no matter what the new moniker will be, someone will always have something negative to say.
“I feel that they would be mad at any new moniker no matter what it was at this point. Just have to see what eventually sticks,” the source explained.
This person also believes that success will eventually calm even the worst critic of the moniker change.
“When we start winning, they’ll end up loving whatever the new moniker is,” the source added.

VETERAN Amani Aguinaldo will lead a 40-man pool being prepared for selection as the Philippine national men’s football team gets ready for the ASEAN Football Federation-Mitsubishi Electric Cup Championships in late December.
The 29-year-old Aguinaldo has been with the national team since 2013, when he played for the under-19 squad.
Philippine Football Federation’s national training director Freddy Gonzalez noted Aguinaldo’ presence in the roster, now being studied by national coach Albert Capellas.
“It’s amazing that Amani has been around this long. He has the experience,” said Gonzalez.
Aguinaldo last saw action for Team Philippines when it beat Tajikistan, 3-0, for third place in the King’s Cup in the province of Songkhla last October. Gov’t vows to further cut rice prices to tame inflation

AGRICULTURE Secretary Francisco Tiu Laurel Jr. on Thursday committed to further reducing rice prices following the release of inflation data showing the benefits of lower rice costs for impoverished Filipinos.
The Department of Agriculture (DA) launched on Thursday the Ricefor-All program across Metro Manila, offering rice at P40 per kilogram under the KADIWA ng Pangulo initiative.
“If international rice prices keep falling, the peso remains stable, and tariffs stay low, well-milled rice prices could drop further,” Laurel said.
He said the P5 billion in additional funding from the President would bolster interventions like Rice-for-All and the P29-per-kilo rice program.

THE Energy Regulatory Commission (ERC) approved the collection of P3.05 billion from consumers to cover 70 percent of uncollected payments in the ancillary reserve market. This is expected to result in higher electricity prices.
The ERC said the National Grid Corporation of the Philippines (NGCP) will collect the amount over three months for Luzon and Mindanao consumers and six months for Visayas consumers. The rate impact will be P0.124 per kilowatt-hour (kWh) for Luzon and Visayas and P0.033 per kWh for Mindanao.
Individual distribution utilities and electric cooperatives may see higher increases, with Meralco estimating a P0.40-per-kWh hike.
The collection will start in January 2025. The decision follows the ERC’s review of the Independent Electricity Market Operator of the Philippines’ (IEMOP) recalculation of reserve trading amounts for February and March 2024.
The ERC suspended the implementation of the billing and settlement in the co-optimized energy and reserve market on March 26, 2024, due to concerns over the Price Determination Methodology. The initial amount submitted by NGCP for billing and collection was over P9.1 billion, but IEMOP recalculated the amount after the suspension.

A LEADING American economist warned that the Philippines’ tobacco excise tax rate had reached a “prohibitive range,” as evidenced by declining government revenue.
“Based on the Philippines’ experience with ever-increasing tobacco tax rates and subsequent revenue declines, it seems that tax rates have exceeded the revenue-maximizing rate and ventured into what is known as the ‘prohibitive range’ of taxation,”
said Dr. Arthur Laffer, founder and chairman of Laffer Associates, an economic research and consulting firm.
Laffer, a former member of President Ronald Reagan’s Economic Policy Advisory Board, is the author of the Laffer Curve theory, which illustrates the relationship between tax rates and government revenue.
“The phenomenon of declining tobacco tax collections in the Philippines can be explained using the Laffer Curve — the relationship be-
tween tax rates and tax revenue. Tax revenues increase with increasing tax rates until a revenue-maximizing point is reached, after which further increases in tax rates result in declining tax revenue,” Laffer said in an emailed interview.
“Of course, the government should take steps to realign tobacco tax rates closer to the revenue-maximizing rate. Doubling down with further revenue-losing tax rate increases is never a sensible solution to a tax revenue loss,” he said.

THE Department of Transportation (DOTr) adjusted the operations schedule of major rail lines in Metro Manila to accommodate the anticipated surge of passengers during the holiday rush.
DOTr Secretary Jaime Bautista said the schedule adjustments aimed to accommodate more commuters in preparation for the Christmas and New Year celebrations.
“On select days, our trains will operate earlier in the morning and later into the night to offer greater convenience to passengers during the holiday season,” Bautista said.

DOE’s green energy auction moved to 2025
THE Department of Energy said Thursday the planned Green Energy Auction (GEA-3) involving 4,475 megawatts of new renewable energy capacity, covering both non-feed in tariff (FIT)-eligible and FIT-eligible technologies will likely be pushed back to January.
“We have the GEA3, which will be done….January of next year,” Energy Undersecretary Felix William Fuentebella said at the sidelines of the 2024 Energy Investment in Pasay City. The DOE is waiting for the release of the Price Determination Methodology for the Green Energy Auction Reserve price from the Energy Regulatory Commission before it can move to the auction proper. The DOE earlier planned to conduct the GEA-3 late this year. Under the previously released terns of reference for GEA-3 , the DOE said it is auctioning 100 MW for geothermal projects for delivery in 2025 to 2027, 300 MW of impounding hydro for delivery from 2028 to 2030 , 4,000 MW pumped storage hydro for 2028 to 2032 and 75 MW of run-of-river hydro for 2027 to 2029.
The supply contract for FITeligible renewable energy projects will be for 20 years, starting from the commercial operation date (COD).
Non-FIT-eligible projects will also have a 20- year delivery period, beginning from their respective CODs.

RCBC bullish on credit card spending in fourth quarter

RIZAL Commercial Banking Corp. (RCBC), the financial arm of the Yuchengco Group, said it expects credit card spending to increase 50 percent in the fourth quarter of 2024 from a year ago, as people will likely spend on retail and travel.
RCBC Credit Card president Arniel Vincent Ong said the bank expects a significant rise in spending particularly on toys, hobbies, electronics, clothing and department stores.
BSP, banks complete test of Project Agila
THE Bangko Sentral ng Pilipinas (BSP) and participating financial institutions (FIs) finished testing of Project Agila, which will enable FIs to transfer funds to each other even outside regular business hours, including evenings, weekends, and holidays.
The transactions can be securely supported by open-source distributed ledger technology through Oracle Cloud Infrastructure. Project Agila is a proof-of-concept of the BSP’s Central Bank Digital Currency (CBDC) at the wholesale level. The evaluation with FIs covered functional, performance, security, exploratory, end-toend, and programmability testing.
“Wholesale CBDCs are expected to enhance liquidity management, reduce settlement risks, and support financial stability,” BSP Governor Eli M. Remolona Jr. said. “Insights from this project will guide the BSP’s CBDC roadmap. Our goal is to leverage new technologies to further enhance the efficiency and resilience of the national payment system,” he added.
CBDCs are digital money denominated in the national unit of account and are direct liabilities of the central bank. Wholesale CBDCs may be used by commercial banks and other FIs for interbank payments, securities transactions, and cross-border payments.
Project Agila aims to help the BSP and participating FIs explore and test the potential of CBDCs, while evaluating if this technology can help improve the country’s large-value payment system.
The growth is driven by gift-giving traditions, the demand for tech upgrades and the custom of buying new clothes and accessories for the holidays, he said.
Spending on travel, groceries and restaurants is also expected to rise as families and friends celebrate the extended holiday season together.
“RCBC Credit Card is seeing strong growth in card usage from current and new cardholders. As of the third quarter, there were more than 1.2 million cards in force and a 43-percent growth in issuing billings compared to the same period last year,” Ong said in a statement.
“Historically, the highest spending occurs during the last quarter of the year. Last year, the increase in spending for the 4th quarter compared to the 3rd
quarter was nearly 20 percent,” he said.
To help make holiday shopping more affordable, RCBC Credit Cards teamed up with top establishments to offer zero-percent installment plans and Buy Now, Pay Later options.
The bank also offers special deals where cardholders can receive free items or discounts with purchases at partner stores nationwide.
“Our ‘Spend Anywhere’ promotion allows cardholders to earn cash rebates for domestic and international spending, along with generous, nocap rewards points for their purchases,” Ong said.
THE Government Service Insurance System (GSIS) said it allocated more than P514 million for its emergency loan program to benefit 23,469 active members and old-age/disability pensioners residing or working in the provinces of Quirino, Apayao and Aurora; and Santiago City and Cabagan town in Isabela. EU companies in PH support free trade deal

COLLABORATION, digitalization and innovation are at the forefront of strategies European businesses in the Philippines plan to adopt to maintain a competitive edge, according to the 2024 ECCP Business Sentiment Survey conducted by the European Chamber of Commerce of the Philippines (ECCP).
A significant 82 percent of respondents highlighted the importance of collaborating with local partners and customers as critical to staying competitive.
The study emphasized that collaboration is a crucial element in building strong relationships and gaining a deep understanding of the domestic market—an essential strategy for European companies aiming to expand their presence in the Philippines.
Digitalization emerged as the second most critical factor, with 63 percent of respondents identifying it as a prerequisite for success.
The growing reliance on technology reflects businesses’ efforts to streamline operations, boost efficiency and deliver innovative solutions that meet the evolving demands of the market.
The survey also noted the support of European companies on the resumption of negotiations for the EU-Philippines free trade agreement (FTA) with 85 percent of respondents viewing it as critical to their business strategies.

THE Toll Regulatory Board (TRB) has issued revised rules mandating cashless or contactless transactions for all vehicles traveling expressways to streamline toll collection and reduce traffic congestion.
Under the revised implementing rules and regulations (IRR) approved by the TRB on Nov. 25, 2024, toll operators are required to convert existing toll facilities that feature “cash only” toll transactions to accommodate electronic toll collection methods, such as RFID stickers.
Expressway operators are also directed to intensify information and education campaigns promoting the migration of toll expressway users from cash payments to contactless methods, like ETC system devices, through traditional and social media.

The TRB encouraged the enrollment/registration of ETC devices/RFID stickers to the interoperability project to mitigate the installation of multiple devices/ stickers on a motor vehicle and avoid multiple readings by ETC/RFID antennas at toll lanes.
The agency advised motor vehicles with two or more ETC devices/ RFID stickers to remove old, inactive stickers to avoid slow antenna reading/detection.
All toll expressway users are required to have a sufficient ETC/ RFID load balance before exiting a payment lane at the toll plaza.
The TRB said motor vehicles exiting the toll expressway with insufficient balance processed after the toll plaza would be processed and penalized.

After the performance, the eloquent young talent expressed her gratitude for the mentorship of Alcasid, calling it a “blessing” to be guided by such a legendary figure.
“It’s been amazing. Tito Ogie is not just a talented mentor but also an icon of OPM. I was nervous at first, but he taught me how to connect with the audience. I’m grateful to call him my mentor,” she added.
Kryzl didn’t miss the chance to fan-girl with her favorite P-pop girl group noting that her “bias” is BINI.

VMX stars strip up passion in latest GL films
TWO bold films examining strong emotions and intricate relationships were recently presented by VMX.
One of them is Pin/Ya , a gripping Girl’s Love (GL) tale helmed by Omar Deroca and starring Candy Veloso and Angelica Hart
The film, which premieres today on the popular streaming platform, delves deeply into themes of lust and desire and selfdiscovery.
“It offers viewers a passionate narrative that is as provocative as it is emotional,” Deroca told Manila Standard Entertainment “What’s new with this GL? You have to watch it to understand when I say we went all out in making this movie.” Veloso, known for her bold and versatile acting, is no stranger to GL films and embraces this genre once again in Pin/Ya . She plays Pinlee, a woman whose relationship with her best friend, Aya (played by Angelica Hart), evolves into something much more complex. Set in a vast pineapple plantation in Bukidnon, the story follows Pinlee and Aya from childhood to adulthood as they navigate the boundaries between friendship and love.
The film explores the growing connection between the two characters, made more intriguing by the passionate love scenes that follow.
“The production team was amazed at the intensity of our love scenes,” Hart shared. “There are a lot of love scenes in this movie, and it’s exciting to see how the relationship between Pinlee and Aya develops.”
The lead stars admitted that they have become more comfortable doing GL, mainly for the reason that it’s easier to perform sensitive scenes without thinking about any restrictions or fear of inadvertently crossing boundaries.
“Most of my projects have been GL or sometimes include
threesomes,” Veloso explained. This honesty about her role in the genre is refreshing, as Candy brings a raw authenticity to the screen. She further mentioned her preference for acting opposite women. “Women are more enjoyable for me because there are no restrictions, and there’s no malice involved, unlike when I have a love scene with a man,” Hart said.
The relationship between Pinlee and Aya takes a darker turn when Pinlee’s father intervenes, brutally stopping their sexual exploration, leaving emotional scars on Pinlee that affect her for years. As the story unfolds, secrets come to light, and the past catches up with the characters, offering a glimmer of hope for healing after years of pain.
“This isn’t just about physical attraction but about the emotional and psychological scars they endure,” Hart added, reflecting on the depth of the film’s themes.

GROWING up, Mindanao has always had a special place in my heart.
My mom, a proud Mindanaon, ensured her family spent summers and Christmases exploring her hometown. I have vivid memories of beach hopping, sightseeing, and indulging in durian ice cream, tarts, and candy bars. Mindanao was always an adventure waiting to happen.
Over the years, I’ve witnessed Mindanao evolve and transform. Beyond the stunning natural beauty, the region has a unique cultural energy and a welcoming spirit that often go unnoticed. It’s certainly a place where tradition meets modernity, where diverse communities coexist, and where opportunities abound. But this narrative, the richness of Mindanao in different aspects, has long been diminished in the mainstream media.
That’s why the launch of the Mindanow Network at the Manila House Private Club on December 2 feels like a homecoming of sorts for a Mindanao adoptee like me. This groundbreaking 24/7 channel, brought to us by the creators of Lakbay TV and the Living Asia Channel, promises to finally put the spotlight on Mindanao.

PETS like cats and dogs have long earned the reputation of being not only adorable animals but also beloved companions that many treat as part of their families. Most of these pets serve as stress relievers that never fail to bring a smile to people’s faces after a long day, which has led to many of them taking on roles such as emotional support animals (ESAs) or pets that provide support to individuals with mental health disabilities.
However, despite how a pet may show affection for their owners, not all pets are suited to become ESAs. During a roundtable discussion at the UPaw Fair 2024 held in UP
The resource speakers of the roundtable discussion with the organizers of the UPaw Fair 2024 Diliman last Nov. 16, Animal Care and Disease Control Division Quezon City Veterinary Office Division Chief Dr. Rey del Napoles explained the criteria for pets to be recognized as emotional support animals.
“It starts with a good human-animal bond. The animal has to establish a good bond with a human right away. They should not be selective in who they link to and should have the capacity to be able to identify if a person needs them. A skittish cat or dog won’t be able to become an emotional support animal because it would cause a lot of problems,” said del Napoles.
With UP Diliman being home to many stray cats and dogs that interact with students, the roundtable discussion delved into the topics surrounding ESAs such as the importance of neutering, the proper way to rescue stray animals, and how to interact with animals for the first time.
The discussion featured insights from other resource speakers such as UP Diliman Emotional Support Animals Program OVCSA head Khrysta Imperial Rara, who shared how some of the university’s ESAs have helped students, Utak at Pusa admin Eleanor Agulto, who explained how neutering can help in
The resource speakers also discussed UP Diliman’s ESA program that consists of dogs that are mostly strays and are currently residing in the university’s Kamia Residence Hall. They also shared that the program, which was helpful to many students in relieving them from the stress that comes with their workload from school as well as their private lives, has also been adapted by UP Visayas.
“I want to encourage students to give animals a chance. I know some people grew up not fond of animals because of reasons like allergies in the family but even while you’re here, why not try to get to know our ESAs and learn more about the advocacy that comes with them,” said Rara.
Apart from the round table discussion, the UPaw Fair 2024 also featured activities such as a pet parade where cats and dogs walked around the campus while dressed in fun costumes of cartoon characters and several raffle draws featuring special prizes. There were also various booths offering pet-related items ranging from pet food to onthe-spot pet portraits.
The event was hosted by Utak at Pusa, the flagship project of the animal welfare organization Friends of Campus Animals (FOCA UP).
