We did not get a TRO (temporary restraining order) from the Supreme Court,” Comelec Chairperson George Erwin Garcia said in an interview. He was referring to the 117 other bets who were declared nuisance candidates.
Garcia also said the placement of the 66 candidates on the ballot would be alphabetical. Meanwhile, he said the poll body is looking to start printing the official ballots in early January.
“We will be printing the ballots, estimated at 73 million, for 77 days. It's final, it's January 6. If you compute 77 days, April 14 next year, the printing will be done. That is our timeline. We have a very tight timeline,” Garcia said. The Comelec chief said the ballots should be in the municipality and city by the first week of May, so printing should be finished by April 14.
He also noted that they moved the start of the printing of the ballots from the middle of December to early next year to have time to resolve pending nuisance cases.
“The final date is Jan. 6 at all costs. At least the Comelec still has time to resolve the pending cases. With two printers of (service provider) Miru Systems, so 1.1 million per day,” Garcia said.
A total of 43,033 candidates for national and local positions have filed their certificates of candidacy for the upcoming polls.
IPSOS says most Pinoys better off post-pandemic
A SURVEY done by the international research firm Ipsos shows almost half of Filipinos feel better off economically now compared to before the Covid-19 pandemic.
Conducted from Oct. 25 to Nov. 9, the survey revealed that 49 percent of Filipinos reported an improvement in their financial situation compared to early 2020 or before the Covid-19 pandemic shut down global economic activity.
Of those who felt they were in an improved situation, 17 percent said they were "much better off," while 32 percent said they were "little better off," according to Ipsos. This optimistic outlook in the Philippines exceeds the global average of 37 percent.
The survey firm polled 22,720 participants across 32 countries, including 500 from the Philippines.
Ipsos noted that 37 percent across 32 countries said they are worse off than before the pandemic — a sentiment felt across all Group of Seven (G7) countries including Canada, France, Germany, Italy, Japan, the United Kingdom and the United States. In the Philippines, 17 percent said they are "a little worse off" post-pandemic, while 7 percent described their situation as "much worse off".
Additionally, 25 percent said they are neither better nor worse off than before the pandemic.
In terms of managing personal finances, the survey showed that 37 percent of respondents in the Philippines reported they are "doing alright", while 26 percent are "just about getting by". It said 9 percent indicated they were "living comfortably." However, 29 percent admitted finding it "quite difficult" or "very difficult" to manage financially.

DILG orders LGUs to report POGO-like activities

Government (DILG) Secretary Juanito Victor Remulla is set to issue an executive order to local executives requiring them to submit reports on suspicious activities in their localities, especially illegal Philippine Offshore Gaming Operators (POGOs).

THE Department of Justice (DOJ) has filed 41 tax evasion charges against a construction firm and a metal business firm for their utilization of ghost tax receipts to evade payment of taxes.

Why only now?
THAT’S probably a fair question to ask when the country, by reason of its geographic location at the western flank of the Pacific Ocean, is battered by 20 or more typhoons of varying intensity from mild to very strong every year. These typhoons often bring heavy rainfall and even gale-force winds that destroy flimsy homes and infrastructure such as roads and bridges. They can also cause widespread flooding that lead to damage to agricultural crops as well landslides that kill people. But it’s better late than never, it would seem, as natural disasters are a fact of life in these parts almost all year-round.
In fact, the country is considered among the most disaster-prone in the world as we also lie in the so-called Pacific ring of fire composed of active volcanoes that spit out deadly lava flows every now and then.
It’s only fitting that we now have a law providing for the establishment of permanent evacuation centers for every city and town all over the country. The goal is to ensure that when disaster strikes, Filipinos can seek refuge in storm-resilient, fully-equipped, safe, and decent evacuation centers that will be set up for displaced families affected by natural calamities, human-induced disasters, or public health crises, It is true that we cannot control natural disasters such as ferocious storms, flooding, landslides and earthquakes.
But we can at least minimize the loss of lives and allow those affected to seek shelter and be able to get assistance from government agencies such as the Office of Civil Defense (OCD) and the Department of Social Work and Development, among others, so they can resume normal lives later on.
Republic Act 12076, or the “Ligtas Pinoy Centers Act”signed recently by President Marcos Jr., is the result of the passage of Senate Bill 2451, a priority legislative measure that mandates the establishment of evacuation centers for every city and municipality.
RA 12076 provides minimum standards for the facilities and conditions of each evacuation center, ensuring they are built in safe and accessible locations, and capable of withstanding supertyphoons and seismic activity.
It also mandates essential amenities such as sleeping quarters, shower and toilet facilities, kitchens, health care stations, and standby power.
The DPWH will be responsible for the construction of new evacuation
centers and for upgrading existing structures. Local government units (LGUs) will manage and maintain these centers, which can also serve as civic centers or multi-purpose buildings when not in use during disasters.
The establishment of permanent evacuation centers is necessary as this would address the frequent disruption of learning caused by using classrooms as temporary shelters. The Philippine Development Plan cites that 35,648 classrooms in 11,522 schools have been used as evacuation centers, displacing teaching and learning activities.

If people can have ready access to evacuation facilities when flooding due to typhoons or other natural or man-made disasters take place, then residents in affected communities will be able to immediately move to the permanent evacuation centers rather than use classrooms, gyms, or even churches to seek shelter until the emergency ends and they can safely go back to their homes. The goal is to provide families fleeing from natural and manmade calamities with safe and secure surroundings and prevent further loss of lives and injury.
President Marcos Jr. has emphasized that the construction of fully equipped evacuation centers under the Ligtas Pinoy Centers Act reflects the government’s commitment to provide immediate relief to families affected by calamities.
He himself has admitted that he does not want such evacuation centers to be frequently used and that he can “only pray that we have fewer calamities.”
He has ordered the Department of Public Works and Highways to ensure that the evacuation centers are immediately constructed and finished on time but should be compliant with building standards.

Forging peace, one step at a time
THOSE old enough from the 1970s to the 1990s would no doubt be familiar with regular news reports of armed encounters between government forces and the Maoist-led New People’s Army in various parts of the country from north to south, and between the military and Muslim rebels in southern Philippines.
The government was fighting a two-pronged war then, one against the communist-led NPA, and the other against Muslim separatists. But with an uncertain political situation with both economic and social impacts, calls for peace gained momentum over the years.
The Cory Aquino government initiated peace talks with the Communist Party of the Philippines, NPA and their political arm, the National Democratic Front, in 1987. But the peace talks collapsed soon enough due to disagreement on the demand by the CPP-NPANDF to share political power through a coalition government.
The succeeding administrations of Fidel Ramos, Joseph Estrada, Gloria Macapagal-Arroyo, Noynoy Aquino and Rodrigo Duterte all tried to resume the stalled peace talks with the CPPNPA-NDF, but to no avail, as the rebels took a hardline position on continuing their “protracted people’s war” and seizing control of state power.
The Marcos Jr. administration again initiated the resumption of peace talks with the CPP-NPA-NDF and an-
station. The optics are terrible. Moreover, one has to wonder about the menu. Will the feast include symbolic dishes like sinigang sa intriga or adobo ng alibi? If the party doesn’t feature a dessert called “Contempt Cake,” it’s a missed branding opportunity.
Complications and repercussions
Should Duterte prioritize her party over her probe, she risks setting a precedent for “Accountability Lite,” where officials dodge serious inquiries with a calendar full of social events.

Seven guards were killed in a strike in Rafah, while another attack left five guards dead in Khan Yunis, agency spokesman Mahmud Basal said.

ILAGAN City– The non-government organization Go Wow of Isabela’s second legislative district marked last week its 13th year with a Christmas party at the Capital Arena with Las Piñas Rep. Camille Villar as keynote speaker.
Villar emphasized the crucial role of every woman in the community, emphasizing the importance of women in society and serving as the foundation for families that contribute considerably to community development.
“The role played by women is valued, and we are brave and resilient no matter what challenges come our way,” Villar stressed.
On the other hand, Isabela 2nd District Rep. Ed Christopher Go delivered a motivational message to the GO Wow
officers and members, highlighting the significance of empowering women to build a brighter future for everybody. Go also thanked Senator Mark Villar for the P50-million assistance for the ongoing development of an arena complex in San Mariano town and with additional sum committed for the project. Meanwhile, former congresswoman Ana Cristina Go, founding president of GO WoW and incumbent chairperson of the Nagkaisang Magsasaka ng Isabela Agriculture Cooperative (NMIAC), thanked her son, Rep. Ed Christopher Go, for his unwavering support to the organization.

PH clubs win 19 fencing golds in Malaysia tilt

FENCERS from three Philippine clubs accounted for 17 of the record 19 gold medals, to go with six silvers and 25 bronzes in the recent 3rd Malaysia Fencing Federation (MFF) Minime International.
The duellers from the QC-SEP Fencing, Alabang Fencing, University of the East Fencing and Canlas Fencing made their presence felt during the meet that was held from Nov. 30 to Dec. 5 at the Tan Sri Hamzah Arena in Kuala Lumpur, Malaysia.
Varsity prospects Christine Morales and Yuri Canlas emerged as the winningest Filipino fencers, by claiming four each for CF, which took in 15 gold medals.
Morales, who is set to compete for University of the East next year, snared the Under-12 women’s foil and epee individual mints.
Tabamo bags silver, leads strong PH bid at Asian Elite

CHIANG MAI—Filipino boxer Marvin Tabamo secured a silver medal, leading a strong Philippine contingent at the recent ASBC Asian Elite Men and Women Championships 2024 in Chiang Mai, Thailand.
Tabamo, representing the Philippine Army, fell short of gold after losing by unanimous decision to Uzbekistan’s Asilbek Jalilov in the men’s 51-kilogram final. Prior to the final, Tabamo showcased his prowess, defeating Siiovush Mukhammadiiev of Ukraine via unanimous decision in the first round, Wang Xiangkun of China via split decision in the quarterfinals, and Hsu Po Hau of Taiwan with a referee-stoppage victory in the semifinals.
FEU, La Salle face off in UAAP women’s football finals
FOR their fourth consecutive campaign, Far Eastern University and De La Salle University will face off in the UAAP Season 87 Collegiate Women’s Football Tournament championship tomorrow (Saturday) at the Rizal Memorial Stadium. The Final will kickoff at 5 p.m. In their elimination round encounters, the two teams were evenly matched.
Judie Arevalo’s late equalizer salvaged a 1-1 draw for FEU on October 30, while an own goal from La Salle’s Chenny Dañoso handed the back-toback defending champions a narrow 1-0 win on November 30.
The Lady Tamaraws, winners of the Season 85 and 86 titles, secured their finals berth with dominant performances in the elimination round, amassing 22 points from seven wins and one draw in just five matches.
Captain Inday Tolentin, the league’s top scorer with seven goals, will lead the charge as FEU aims to continue its remarkable run. Despite their recent dominance, FEU head coach Let Dimzon is cautioning her players against overconfidence, reminding them of the unpredictability of finals football.
“Kailangan lang talaga maging composed yung players, and again, they have to stay on the ground,” said Dimzon. “Di porket nakuha na namin from the last season and we were able to win the games last season. Kailangan pa rin we have to be focused and kunin kung ano yong objective namin for this season. Kailangan talaga mag-champion.”

One of the most heartbreaking moments came in Fajardo’s semifinal bout against Uzbekistan’s Adkha Mukhiddinov in the men’s 63.5kg division. Despite scoring a knockdown with a solid counter right hand in the second round, Fajardo was surprisingly deducted a point.
Not done yet, Morales also won golds in U12 foil and epee teams, silver in the U17 foil team, and two bronze medals in the U14 foil individual and in the U14 sabre team. More medals made it to Canlas’ hands, after she took home golds in the U10 foil and epee teams, and two bronze medals in U12 foil individual and U12 foil team.
UE sophomore Willa Galvez had two golds, first after she retained her U14 women’s foil title by stopping UE teammate Yuna Canlas in the allFilipino finals, 14-13.
Galvez’s second gold came in the U14 women’s foil team with Hannah Belarmino of Ateneo/Calle de Armas, and CF’s Lily Juico and Bea Ong, along with a bronze medal in the U14 women’s epee with Juico, Sarina del Rosario of Republic Fencing and UE teammate Mika Ragot.
QC-SEP’s Rainer Cadiente came up with a great international debut, outplaying Gabriel Chua of Xavier, 9-5, to win for the gold medal in the U12 men’s foil.
Camp John Hay 1 retakes Fil Am golf lead
BAGUIO—Camp John Hay Golf Team 1 got another big game from local star Paolo Wong to retake the lead and move closer to the Fil-A division title after three rounds in the 74th Januarius Fil Am Invitational at the Baguio Country Club.
Wong, regarded as one of the most successful amateurs to come from the City of Pines, paced his team with 33 points—an impressive score against a tough BCC par-61 layout. Melchor Rabanes and Emilio Curran chipped in 26 apiece and captain Leo Corpuz added 23 for CJHGC’s 108 and 363.
“It’s a slight lead, but we’ll take it. It is nice to be up heading to the final day,” CJHGC team captain Corpuz said.
Forest Hills Team 1, which took control of the second round at Camp John Hay, slid to second as it produced only 95 points for a 54-hole total of 361. Don Breganza carded 27, Joshua Buenaventura supported with a 24, while Pierre Ticzon and Adrian Romero each made a 22.

Canada miner to expand PH operations

Corp. disclosed plans to expand its operations in the Bicol region.
B2Gold and its local partner Filminera Resources Corp. presented their plans to explore areas within their mining tenement in Aroroy, Masbate during a courtesy visit to Trade Secretary Cristina Roque.
“B2Gold’s decision to expand operations in the Philippines reflects the confidence global investors have in our strong policies, strategic reforms and the highly skilled workforce under the leadership of President Ferdinand Marcos Jr.,” said Roque.
B2Gold Philippines Exploration Corp. was incorporated earlier this year, and its office was launched during the Team Canada trade mission in Manila.
B2Gold said that since its operations began in 2013, it demonstrated a strong commitment to responsible mining practices at its Aroroy site in Masbate.
The company’s environmental initiatives include mangrove reforestation, ocean rehabilitation through reef restoration, establishing nurseries for endangered plant species and cultivating fruit-bearing trees.
B2Gold said it focused on expanding skills and livelihood training for local residents, providing jobs for nearly 2,000 direct and contract workers.
These efforts played a key role in Aroroy’s growth, contributing to its upgrade from a fourth-class to a firstclass municipality, it said.
The gold miner also highlighted the Philippines’ crucial role in the company’s success, citing the country’s strategic location, logistical advantages and skilled workforce.
It said the mine achieved six consecutive years of operation without workplace injuries or accidents.
BIR vows to crack down on fake PWD card scam
Bureau of Internal Revenue (BIR) Commissioner Romeo Lumagui Jr. said Thursday he ordered all BIR officials to coordinate with other government agencies in the fight against the sale and use of fake person with disability (PWD) identification cards (ID).
Lumagui said the tax evasion scheme caused revenue loss of P88.2 billion in 2023 alone, based on a recent Senate investigation.
“People who sell and use fake PWD IDs are not only committing tax evasion, they are also disrespecting legitimate and compliant PWDs. The discount given by law to PWDs is for the improvement of their well-being and easing of their financial burden. It is not some common discount card that is accessible to the general public. Expect the BIR to run after fake PWD ID sellers and users,” Lumagui said in a statement.
He said the 1987 Constitution recognizes the rights and needs of
PWDs, and Republic Act No. 7277, as amended by RA 10754, was enacted to provide PWDs the opportunity to participate in mainstream society by offering benefits upon the presentation of a PWD ID.
The benefits include a 20-percent discount and an exemption from value-added tax (VAT) on certain goods and services for their exclusive use and enjoyment.
“Unfortunately, unscrupulous individuals have exploited this system by selling fake PWD IDs to those fraudulently seeking to claim these benefits. These fake IDs are not only sold on the streets but also through online marketplaces, making them easily ac-
cessible,” the BIR official said.
The BIR noted that on Dec. 5, 2024, the Senate committee on ways and means conducted a public hearing on Senate Resolution No. 1239 on the use of fake PWD IDs. The hearing highlighted the adverse effects on businesses and the government due to the proliferation and misuse of fake PWD IDs. The goal of the resolution was to find solutions to stop the sale of such fake IDs and prevent those without disabilities from taking advantage of benefits intended only for PWDs.
The BIR expressed gratitude to the Senate for its help to stop the scheme, which is detrimental to government revenues.
The BIR said it recognizes the harmful effects of the widespread use of fake PWD IDs on the economy, as the government loses revenue that should be collected and used to finance various projects.
STATE-RUN Bases Conversion and Development Authority (BCDA) said Thursday it welcomes the Supreme Court’s (SC) final ruling, denying all motions for reconsideration filed by CJH Development Corp. (CJH DevCo) and its third-party respondents.
The SC upheld BCDA’s right to recover the 247-hectare property in the John Hay Special Economic Zone.
“The said motions for reconsideration are denied with finality as no substantial arguments were presented to warrant the reversal of the questioned decision…No further pleadings or motions will be entertained,” the SC said in its Oct. 22, 2024 resolution. The Clerk of Court issued an entry of
judgment on the same date, certifying that the April 3, 2024 decision was officially recorded. The decision reversed the July 30, 2015 ruling of the Court of Appeals and reinstated the March 27, 2015 order of Branch 6, Regional Trial Court of Baguio City in Civil Case No. 7561-R. It also reaffirmed the 2015 arbitral award, reinstating the writ of execution and notice to vacate, requiring CJH DevCo and its claimants to leave the leased premises in Camp John Hay.

A Merry Bright Christmas in Bairan, Cebu

But after years of hardships, a long-awaited blessing descended upon their village. Electrification finally reached Barangay Bairan. The scattered lights residents once saw from afar, lighting up neighboring barangays, now illuminates the very area where they live.
Arnulfo Tiempo, Analou Obaob, and Neky Kanlom were among the residents of Barangay Bairan who benefited from the Sitio Electrification Program electrified by power distribution utility Visayan Electric Company, a subsidiary of Aboitiz Power Corporation (AboitizPower) and the second largest private utility in the Philippines.
This year, they, along with their ka-barangays, will celebrate their Christmas the way they never experienced before; one filled with bright and colorful lights. In addition to regular fluorescent lights, their homes are now adorned with twinkling lights and other decorations that add to the spirit of the holidays. Life after the Sitio Electrification Program
Arnulfo, who is a backyard hog grower, faced a lot of challenges in raising his livestock due to the absence of electricity, one of which is the difficulty of assisting his sows during the delivery of piglets.
Everything changed when Visayan Electric brought electricity to Barangay Bairan through the Sitio Electrification Program, a national government project that aims to connect far-flung barangays to the electrical grid of distribution utilities such as Visayan Electric.
For Arnulfo, electric-powered light did not only provide assurance for his family’s safety but also for his pigs, which are his main source of income that sustains his family’s needs.
Aside from benefiting his livestock, a new opportunity also came to his home after having electricity; in the form of one of his children starting to receive tailoring work.
Naa napud mi tahi-anan, sa akong bata, sukad naa nami kuryente. Tabang lang mi sa akong misis,” Tiempo said.
(Since we got electricity, one of my kids now accepts commissions as a tailor.
My wife and I help from time to time).
For her part, Analou, who is a barangay health worker and farmer, can now manage her time more efficiently, especially in helping her husband with farming, which their family financially relies on.
When electricity came to Barangay Bairan, her volunteer work as a barangay health worker, with all of the paperwork, can now be done at night, which gave her more time to help her husband with the farming.
Apan karon nga naa nami kuryente, makatabang nako sa akong bana sa buntag unya ari na lang nako trabahoon sa gabii,” Obaob said. (Now that we already have electricity, I can help my husband in the morning and I can do my volunteer work at night).
Neky, a Grade 9 student, said that school life also changed with the arrival of electricity, making her life easier as she can now do her homework after dark and have more time to prepare and
study her lessons for the following day.
Before, she struggled with her academics because, like Arnulfo and Analou, she only relied on a kerosene lamp, or a “lamparilla”, which really restricted her academic performance. However, with electricity, a significant change has manifested in her efforts to excel in her academics.
Neky said the gift of electricity pushed her to do more in her academics, teaching her time management.
Hope for Christmas
Like their ka-barangays, Arnulfo, Analou, and Neky had the dream of having electricity in their remote village. This collective aspiration was fulfilled by AboitizPower in 2023, signifying the beginning of the fulfillment of many other hopes and dreams they wish to see come true.
Arnulfo continues to hope and dream that his small backyard hog business will grow significantly, allowing him to continually sustain his family. Along with this dream, he envisions a joyful Christmas for his family.

PH stocks edge lower on higher US inflation data
PHILIPPINE stocks ended lower Thursday, mirroring the mixed results of other markets as investors digest the latest US inflation report.
The Philippine Stock Exchange index ended at 6,641.35, down by 1.36 points, or 0.02 percent, while the broader all shares-index closed at 3,756.07 lower by 2.48 points, or 0.07 percent.
US inflation rose to 2.7 percent in November, which was within economists’ expectations, boosting expectations of another rate cut by the Federal Reserve.
“The local market’s sideways movement for the day ended in the negative territory as investors maintained a cautious stance, quickly taking advantage of the intra-day gains,” Philstocks Financial Inc. research head Japhet Tantiangco said. He said the weakening of the peso against the US dollar also weighed on the bourse. The peso closed at 58.24 against the dollar Thursday, slightly up from 58.28 Wednesday.
Value turnover improved to P5.87 billion, above the year-to-date average of P5.17 billion. Foreigners were net sellers, with net outflows at P381.81 million.
The services led the sub-sectors, increasing 0.72 percent. Properties lost the most, declining 0.98 percent. Decliners edged advancers, 96 to 82.
Century Pacific Food Inc. was the top index gainer, advancing 4.90 percent to P44.95, while ACEN Corp. was the worst index performer, dropping 5.96 percent to P3.47.

Aboitiz unit switches on Calatrava solar project in Negros Occ.

ABOITIZ Renewables Inc. (ARI), the renewable energy arm of Aboitiz Power Corp., energized the 173-megawatt peak (MWp) Calatrava Solar Project in Negros Occidental, adding much-needed capacity to the Visayas grid.
“Calatrava is our fifth energized solar facility and the largest capacity thus far in AboitizPower’s growing solar generation portfolio,” said ARI president Jimmy Villaroman.
“It adds more clean energy to the power mix, as well as valuable green jobs to the community,” he said.
He said the project would not be possible without the help of the National Grid Corporation of the Philippines to connect the plant to the grid.
“They have helped us energize the facility to deliver power through the Calatrava substation,” he said.
AboitizPower energized 512 MW of energy projects to date, including the 159-MWp Laoag Solar and 94MWp Cayanga-Bugallon Solar power plants in Pangasinan, the 17-MW Tiwi Binary Geothermal Power Plant in Albay and SN Aboitiz Power’s 24MW Magat battery energy storage system (BESS) in Isabela.
It also switched on the 45-MWp Armenia Solar Project in Tarlac last month.
AboitizPower has over 1,000 MW of disclosed projects from various indigenous energy sources, while constantly pursuing opportunities to grow its portfolio for solar, hydro, geothermal, wind, and energy storage systems.
RCR redesigns older buildings to lure tenants

RL Commercial REIT Inc. (RCR), the real estate investment trust company of property developer Robinsons Land Inc., said it is sprucing up its old office buildings to lure more tenants back to the workplace.

The new law allows non-resident tourists to claim VAT refunds for goods worth at least P3,000 purchased from accredited stores, provided these items are taken out of the country within 60 days.
The program is projected to boost tourist spending by 30 percent, creating significant opportunities for micro, small, and medium enterprises (MSMEs) showcasing locally made products.

cal poultry. The ban covers poultry meat, dayold chicks, eggs and semen used for artificial insemination.
The order also directs veterinary quarantine officers to confiscate affected commodities imported from The Netherlands, except for shipments in transit or those arriving at local ports that meet specific criteria.
Poultry products should have been slaughtered on or before Nov. 3, 2024 to be exempt from the ban, excluding heat-treated products.
Residential sales in Metro Manila dropped double-digit in 11 months
LEECHIU Property Consultants reported a double-digit decline in residential sales in Metro Manila as of November 2024 despite a strong underlying demand.
“As developers recalibrate their selling strategies, this might provide an opportunity for buyers waiting in the sidelines to enter the market and invest in residential properties,” said Roy Golez, director of research and consultancy at Leechiu.
Leechiu said that as of November 2024, sales take-up dropped 63 percent compared to the full year of 2023, while new project launches were about half of last year’s volume.
The tempered market presents a strategic opportunity for buyers, as developers adjust marketing tactics and enhance inventory offerings with value-added features, it said.
While demand drivers remain resilient, residential condominium sales in Metro Manila in the first 11 months of 2024 accounted for only 63 percent of full-year
2023 levels.
The Bangko Sentral ng Pilipinas also reported a decline in residential real estate loans granted nationwide as of the second quarter of 2024.
Although new condominium launches increased quarter-on-quarter in the fourth quarter of 2024, total launches in 11 months represented only half of the full-year 2023 project count, indicating developers’ cautious approach amid the slower sales environment.
Minimal changes in rental rates and asking prices in prime areas like Bonifacio Global City and Makati resulted in stable rental yields, with no significant quarter-on-quarter movement.
Quezon City recorded the highest residential condominium take-up across all market segments, followed by Pasig and Manila. Historically, Quezon City has maintained the largest inventory, with Ortigas Center (Pasig) ranking second and Manila fourth.
DTI: Ban on sale of FLARE, SHFT vape brands

THE Department of Trade and Industry (DTI) censured vape brands FLARE and SHFT for coming out with false posts that allegedly sought to mislead the public into believing that they were compliant with state regulations and were licensed to sell their products.
It said FLARE came up with a post falsely claiming full compliance with regulations, while SHFT improperly shared unauthorized photos of DTI staff to make it appear that it already has a green light to conduct business.
“The DTI firmly disputes misleading social media posts from vape companies FLARE and SHFT. These posts misrepresent the Department’s role and violate consumer protection laws, including RA 7394, or “The Consumer Act of the Philippines, which prohibits false, deceptive, or misleading advertisements,” the agency said in its website.
“Under Department Administrative Order No. 2 [2007], false, misleading information, or concealing material facts is also prohibited,” it said. It said the only brands with valid Philippine Standard (PS) licenses are authorized to sell in the Philippine market are DON BARS, KLIQ, ONE BAR, PHANTOM VAPE, RELX, TOMORO, TRUEZ, VAGEND and X-VAPE.
The DTI urged vape businesses to secure and maintain valid PS licenses to ensure that their products meet safety and quality requirements before being distributed. It warned that non-compliance would result in penalties or suspension of trading.
The Office for the Special Mandate on Vaporized Nicotine and Non-Nicotine Products, their Devices, and Novel Tobacco Products (OSMV) previously found FLARE guilty of failing to comply with all the necessary requirements under Republic Act No. 11900 or the Vaporized Nicotine and Non-Nicotine Products Regulation Act.

THE Department of Energy (DOE) said Thursday it will hold the 5th Round of the Green Energy Auction Program (GEA-5), exclusively dedicated to offshore wind projects, in the third quarter of 2025.
The DOE said in a statement it would soon release the notice of auction (NOA) and terms of reference (TOR), outlining the timeline, procedures and guidelines for GEA-5 participation. It said the auction marks a significant milestone in the Philippines’ journey toward OSW power generation by 2028.

BSP, JICA extend tie-up on CRD project
THE Bangko Sentral ng Pilipinas (BSP) agreed with Japan International Cooperation Agency (JICA) to continue the partnership on Credit Risk Database (CRD) project designed to widen access to financing for small and medium enterprises (SMEs).
BSP Governor Eli Remolona, Jr. and Chief Representative of JICA Philippines Office Sakamoto Takema presented the signed ‘records of discussion’ for the second phase of the CRD project in a ceremony at the BSP head office in Manila on Dec. 11, 2024. The document formalizes the agreement between the BSP and JICA to transition CRD to permanent operations, explore new services and outline the next plan of action for the project. The CRD generates a credit score that financial institutions can use to assess the capacity of SMEs to pay loans. This broadens access to finance as it promotes risk-based lending, which reduces dependence on collateral for approving loans.
BSP and JICA started building the CRD in 2020. During the project’s first phase, they developed both the SME database and a credit-scoring model and tool. In October 2023, they began deploying the credit-scoring tool to financial institutions participating in the CRD project.

THE Philippines is fast becoming a hub for Swedish businesses, with an average of five companies exploring investments or partnerships in the country every month, according to Johan Lennefalk, Trade Commissioner of Sweden to the Philippines.
Many Swedish firms are seeking local distribution or business partners, while others are considering setting up regional offices.
“Every day, I receive inquiries from Swedish companies interested in the Philippine market. Currently, over 50 Swedish companies operate in the Philippines, spanning industries such as energy, IT-BPO, pharmaceuticals, transportation and consumer goods,” Lennefalk said during the 2024 Market Report for the Philippines Thursday. The report showed the disparity of bilateral trade, with Swedish exports to the Philippines reaching $159 million in 2023, while imports amounted to $64 million. THE country’s two budget airlines are optimistic about their prospects for 2025, fueled by the recovery of both domestic and international tourism.
“This year has been a transformative one for AirAsia Philippines. As we look back, this year was one of recovery, resilience, and above all, optimism. It hasn’t all been smooth sailing,” said AirAsia Philippines chief executive Ricky Isla.

ALYSSA Marie Redondo added another runner-up honor for the Philippines by finishing second runner-up at the Miss Intercontinental 2024 pageant on Saturday, held on Tal Avenue in Sharm El Sheikh, Egypt.
Redondo also won the Best in Swimsuit award and the Power of Beauty special award, which secured her a spot in the final Top 7.
Maria Cepero of Puerto Rico was crowned Miss Intercontinental 2024, while Georgette Gabriela Musrie Efesia of Venezuela was named first runner-up. Bui Khanh Linh of Vietnam, Celina Weil of Germany, Kenyatta Beazer of the USA, and Amanda Peresu Moyo of Zimbabwe rounded out the Top 7 as third, fourth, fifth, and sixth runners-up, respectively.

A modern masterpiece that will awaken faith and touch hearts
IF ISHMAEL Bernal were alive today, how would he react to the reimagination of his iconic film Himala? This is what I asked National Artist Ricky Lee during the grand launch of Isang Himala, an adaptation of the 1982 film and 2003 musical.
“I think as his friend, I know he’d be happy and amazed. I think he’d also be challenged that the work he did before has given birth to different versions. I can only imagine looking at his expressions already. Ishmael liked discourse, so he’d be happy to see this version. We’re happy to be doing this,” Lee told Manila Standard Entertainment
“Bernie wouldn’t be happy if you made your version just by copying the original. But if he’d see another version of Himala that is a different Himala, I think he’d really be happy. He might even rise from his grave,” he added in jest.
Sharing his inspiration for revisiting the material in today’s context, Lee explained how Isang Himala remains a powerful narrative in today’s world, where people continue to search for hope and faith.
“For me, what we’re doing now is a tribute to the film made in 1982. Since it was released back then, it became a musical on stage, and now it has been made into a film based on the musical. I believe it will continue to have different versions, and our storytelling about miracles will go on,” Lee said.
As one of the official entries to the 50th Metro Manila Film Festival (MMFF), the film promises to deliver an emotional and visually stunning experience for audiences this Christmas season.
Meanwhile, director Pepe Diokno, who won MMFF’s Best Director last year for Gomburza, revealed his passion for this adaptation, emphasizing that the heart of the movie lies in its emotional depth, focusing on the raw struggles and conflicts faced by the characters. The film delves into the complexities of faith, human desires, and the darker sides of hope, creating an emotionally moving narrative that invites viewers to reflect on their own beliefs and the choices they make.
“The themes and issues discussed in the original films are timeless. Unfortunately, these are the same issues that we face today in our society—issues of faith and blind faith, issues of truth and non-truth, issues in our society, and how we deal with
each other. Elsa’s story has so many layers, and whether you watch it as a child, a parent, a neighbor, or a friend, there will always be a part of the story that will touch your heart. That’s the experience I wanted to share with the audience,” shared the director.
The grand media conference gathered the film’s cast and crew, including Aicelle Santos who steps into the iconic role of Elsa. The launch also welcomed cast members, including Bituin Escalante, Kakki Teodoro, and David Ezra, among others.
The trailer premiere offered a breathtaking glimpse into the world of Baryo Cupang, showcasing its rich visuals, emotionally charged scenes, musical direction, and songs by Vincent A. De Jesus. THE Metro Manila Film Festival (MMFF) kicked off its promotional efforts for its 50th edition with a Grand Media and Fan Con at Quantum Skyview Gateway Mall 2 in Araneta City. The event, which offered a sneak peek into the festival’s much-anticipated entries, brought together filmmakers, cast members, and fans in one venue.

Alongside a slew of never-before-seen feature films, there will also be a raft of innovative documentaries from the United States and further afield.
“The Sundance Film Festival remains steadfast in its commitment to elevating unique and urgent voices in independent storytelling. Audiences can expect a 2025 program that showcases varied and vibrant filmmaking globally,” said legendary actor Robert Redford , Sundance Institute’s founder and president.
Trailers, behind-the-scenes footage, and promotional materials from the ten official entries were showcased to give audiences a preview of what to expect this holiday season.

The category will also offer a first look at Gladstone – fresh from her success in Martin Scorsese ’s Killers of the Flower Moon – in The Wedding Banquet , about two gay couples who trade a green card marriage of convenience for help with fertility treatment.
Griffith, meanwhile, stars alongside Juliette Lewis in By Design , a tale about a woman who swaps bodies with a chair, and finds everyone likes her better as a piece of furniture.
Alongside cinematic glitz, festivalgoers will also be able to take their pick of innovative documentaries, including two that examine America’s relationship with law and order.
The Perfect Neighbor traces how a seemingly minor neighborhood dispute in Florida escalates into deadly violence, using police bodycam footage and investigative interviews to expose the consequences of Florida’s “stand your ground” laws.
Meanwhile, Predators looks at the rise and fall of a popular television show in which child abusers were lured to a film set, where they would be interviewed and eventually arrested.

How Jazper Tiongson’s
talent and passion led to a flourishing career as events host
HEN I think back to my early days in the media industry, one of the most vibrant personalities I encountered was Jazper Tiongson, now a go-to events host and rising content creator.
We were batchmates at a media agency soon after graduating from university in 2006, and it was clear that Jazper’s heart was set on something onstage. I often thought he was destined for an entertainment career. Watching his journey unfold over the years has been truly inspiring.
“I might have had good study habits and good genes,” Jazper smilingly answered when asked about his childhood.
Energy and drive were apparent in Jazper’s childhood. Growing up in Malolos, Bulacan, he excelled academically and was consistently at the top of his class, graduating as grade school valedictorian from La Consolacion University. But academics were just one side of the story.
Jazper was equally passionate about extracurricular activities, leading school organizations, performing on stage, and even representing his school in various competitions. Whether it was
newscasting, quiz bees, journalism, or singing, Jazper embraced every opportunity to learn and grow.
Looking back on his childhood, Jazper shared, “I managed to be a ‘bibo kid’ [lively kid] back then, being at the top of my class while leading different school clubs and performing on stage for most of our school programs.” This natural inclination for public speaking and performing was harnessed over the years and set the stage for his future career.
Academic excellence
Jazper’s academic journey continued at the University of the Philippines Diliman, where he graduated magna cum laude with a degree in Broadcast Communication. Beyond his studies, he immersed himself in various organizations, serving as president of both the UP Communicators for Good Governance and UP Green Minds (environmental advocacy organization), and co-
founding the UP Radio Circle.
His commitment to education and community leadership provided him with the tools to articulate ideas effectively, understand different perspectives, and connect with diverse audiences—skills that are now at the heart of his success as an events host.
“The opportunities to learn from books, people, and the dynamics of these experiences naturally paved the way for me to be articulate, empathetic, and well-equipped for hosting,” Jazper explained.

ITALIAN fashion designer Giorgio Armani once said that “perfume is the invisible, yet unforgettable accessory.” It is like a piece of clothing and a way of presenting ourselves to the people. Perfume is more than a fragrance, it’s a connection to emotion, memory, and mood.
Renowned perfumer Renato Lopena Jr. believes that the scents we choose are deeply personal and have the power to evoke feelings, manifest intentions, and reflect who we are. During the grand launch of local perfume brand Alchemy, the scent expert shared insights into the fascinating world of perfumery.
“We often hear the EDT, EDP, parfum, so what are these? These are the different fragrance concentrations. So we have eau de fraiche, eau de toilette, eau de parfum, and parfum,” Lopena began. “So technically, the Eau de Fraiche is the lowest dosage of perfume concentration, and then parfum is the highest concentration. So technically and ideally, the higher the concentration, the more long-lasting it is, the stronger it is.”
“Number one is your skin chemistry or how your skin reacts to the fragrances. It varies from person to person. And then number two, how the fragrance is constructed. Sometimes, even if it’s EDP, it performs better than the parfum,” he continued, explaining the things to consider when it comes to the longevity of a fragrance.

Jazper’s journey into hosting began serendipitously during his high school years. As president of the Student Council, he was tasked with hosting the culmination of their Intramurals.
The positive reactions from his audience— students, teachers, and even the Augustinian Sisters— impressed upon him something lifechanging.
“The crowd reaction, plus the compliments after ‘the gig,’ sparked a great feeling. I realized this is something I’d love to explore,” Jazper recalled. From that point on, hosting opportunities began to multiply, leading him to gigs at UP Diliman and beyond.
Jazper initially pursued corporate jobs (media planning-buying and advertising sales) but recently pursued hosting and content creation full-time. What started as a school task quickly blossomed into a calling.
Navigating challenges and embracing the craft
Like any career, hosting comes with its challenges. Jazper admitted that in the early days, facing larger crowds was daunting.
“It really was about gaining more experience to master how to manage an audience and get comfortable taking the lead as a host,” he shares. Over time, he honed his skills, developing strategies to handle unforeseen issues, such as technical glitches or program delays, with poise and creativity.
Preparation is key for Jazper, who compares his process to that of an athlete. He ensures he is physically, mentally, and emotionally prepared for each event. “I appreciate being familiar with the program and the people involved beforehand,” he says. On the day of the event, his hyper-observant nature allows him to adapt seamlessly and engage the audience effectively.

“Her endorsement gave me a bigger audience and allowed more people to discover my passion and talent. I’m truly grateful for people like her who are selfless in sharing the light,” Jazper heartfully shared.
For Jazper, the most rewarding aspect of his career is the connections he forms. “The friendships I forge are on top of the list,” he explained. He also enjoys the diversity of events he hosts, from energetic inter-school competitions to elegant corporate gatherings. Each event is an opportunity to learn, adapt, and bring something unique to the table.
Jazper’s ability to stand out in a competitive industry lies in his authenticity and commitment to self-improvement. “I just embrace my uniqueness. You have to see and appreciate your light first,” he emphasized. His formula for success—combining talent with good character—has earned him a reputation as not just a skilled host but also a reliable and personable collaborator. What’s next
As Jazper looks to the future, his goals include launching a podcast, conducting workshops, and possibly venturing into music. He dreams of hosting his own travel or lifestyle show and expanding his impact through inspirational talks. Hosting Miss Universe Philippines for two consecutive years remains a career highlight, solidifying his place as one of the industry’s brightest talents. For aspiring hosts, Jazper offered this advice: “Be yourself. Know that you don’t have to compare yourself to others because being you is already a brand in itself. Love the craft, and everything else you need will follow.”
The journey from a bright-eyed “bibo kid” to a sought-after events host is a story of passion, perseverance, and authenticity. It’s been an honor to witness Jazper’s growth, and there’s no doubt that his star will continue to shine and jazz up any event.
