Tiu Laurel Jr. expressed support for a proposed rice emergency declaration, which would address persistently high rice prices.
He pointed out that such a declaration would empower the National Food Authority (NFA) to release its buffer stock at affordable prices.
"If declaring a rice emergency allows us to sell NFA's nearly 6 million bags of rice at flexible prices to the public, then that's definitely a good move," Tiu Laurel said on Thursday.
The DA is also intensifying efforts to combat rice profiteering by introducing competition through the Rice-for-All program.

Marcos: Reconvening bicam not an option
By Charles Dantes and Ralph Rirao
PRESIDENT Ferdinand Marcos Jr. on Thursday rejected proposals to recovene the bicameral conference committee to iron out outstanding issues in the ratified budget bill for 2025.
Mr. Marcos likewise assured the public there will be no reenacted budget as he vowed to complete the review and sign the measure into law before December 31.
“No, that is not in the procedure,” he said in a chance interview yesterday.
should make the proper evaluation. There must be a recommendation from the Board of Pardons and Parole for it to be elevated to our President before he grants executive clemency or pardon,” he added.
“There is no procedure to return it to the bicam. It’s finished already in the House, it’s finished already in the (Senate) —it’s finished in Congress. They are done," he added. He said it is now up to the executive to complete the review of the ratified budget bill, which will
result in a presidential veto of line items to ensure that resources are directed toward essential projects and programs.
"I think we'll be able to do it before the year ends," President added.
While the budget was initially slated for signing today (December 20), the President explained that additional time is needed to vet certain provisions, particularly items added during bicameral deliberations.
He noted that some projects included in the budget lack proper documentation or clear objectives, raising concerns about transparency and accountability.
Congress leaders earlier said they respect the decision of the President to veto line items in the 2025 national budget.
“It’s part of the legislative process and the system of checks and balances in our Constitution,” Senate President Francis Escudero said.
“The Executive is well within its rights and prerogatives to review, study and make line item vetoes—as is usually done every year with the General Appropriations Bill—especially given its length, complexity and detail,” he added. Senator Grace Poe, for her part, said the President's decision to re-
view the bill ratified by the bicameral conference committee is “a sign of a healthy democracy.”
The chair of the House committee on appropriations, Rep. Elizaldy Co, also commended the President “for his commitment to ensure that the national budget aligns with the country’s priorities.”
“This approach exemplifies the strength of our democratic processes and the effective system of checks and balances in our government," Co said.
“We stand prepared to work alongside the President to refine the budget, ensuring it serves the best interests of all Filipinos,” he added

He cited the gravity of the decision, emphasizing the need to uphold the rule of law and protect the integrity of democratic institutions.
“This decision is not made lightly but with a deep sense of responsibility to ensure accountability at the highest levels of government,” he said.
He cited several contentious actions and statements by Duterte as grounds for impeachment, including death threats against President Marcos, First Lady Liza Araneta-Marcos and House Speaker Martin Romualdez, which he described as “deeply troubling.”
The impeachment complaint was based on the findings of the House good government and public accountability committee, which revealed that several supposed recipients of confidential funds were apparently fictitious individuals, among other

“This investigation is not about blame; it is about finding solutions. Our goal is clear: to ensure that every peso in Philhealth’s coffers works for the benefit of its members – the hardworking Filipino people who contribute month after month,” Romualdez said.
PhilHealth president Emmanuel Ledesma Jr. earlier reported that as of October 2024, the agency has a P150 billion surplus, P281 billion in reserves, and an investment portfolio nearing P489 billion.
Ledesma cited PhilHealth’s financial stability and announced plans for a 50 percent increase in coverage for

The obligation becomes a moral one,” Ligutan said. He said Duterte failed to show documentary evidence of payment of rewards or proof that her information gathering was successful, citing inexcusable negligence to ensure that the taxpayers’ money was properly spent.
The third impeachment rap accused Duterte of willful public fund misuse after it was exposed that alleged beneficiaries of her confidential funds, such as Mary Grace Piattos, Kokoy Villamin, Alice Cresencio and Milky Secuya, apparently did not exist.
"We are citing culpable violation of the Constitution. We are also invoking betrayal of public trust, plunder, malversation, technical malversation and bribery," Ligutan said.

Lawmakers, however, argued that PhilHealth’s growing reserves and investments have not translated into significant relief for Filipino families burdened with rising healthcare costs.
As for the zero subsidy for PhilHealth under the ratified budget bill for 2025, the President said he is okay with it as the state insurer has substantial reserves.
"PhilHealth has P500 billion in reserve, while their yearly expenditure is less than P100 billion. Even with the reduced allocation, they have sufficient funds to continue operations," Mr. Marcos said.
He said PhilHealth’s challenges lie not in funding but in processing claims efficiently.

"If we really want to tackle those exploiting certain rice brands, this is the best way to hit them where it hurts—their pockets," Tiu Laurel emphasized.
The Rice-for-All program, which offers rice at P40 per kilo through KADIWA ng Pangulo kiosks, is expanding to include more public markets and grocery outlets, he added. Ten additional locations have been added this week, bringing them to 24 in total.
WalterMart branches in Metro Manila will also join the program next week.
Newly added locations include Langaray Market, Kaunlaran Market, and Phase 9 Bagong Silang Market in Caloocan City; Agora Market in San Juan City; Kalentong Market and Addition Hills Market in Mandaluyong City; Muños Market; Marikina Public Market; Navotas Agora Market; and New Marulas Public Market.
The DA plans to further expand the Rice-for-All program to other regions in the country by early 2025.
Last week, Tiu Laurel called on lawmakers to restore the powers of the NFA to intervene in the rice market and stabilize prices.
During a House Quinta Committee hearing, he explained that re-empowering the NFA to sell rice directly to the public would strengthen the government's ability to influence rice prices and protect consumers.
He lamented that the NFA's role has been significantly curtailed since the passage of the Rice Tariffication Law (RTL) in 2019.
The law removed its authority to import rice and sell it directly to the public, restricting the agency to procuring palay from local farmers and solely for buffer stocking.
“I believe if we want to control the situation, it is better to restore all the powers of the NFA. It just has to be managed by honest people. This will provide a long-term solution to the [surging rice prices] problem,” he told the consolidated panel tasked to address food issues.

The data was corroborated by Pulso Ng Pilipinas — another independent survey provider — wherein Singson's favorability jumped to 22.75%, the most of any national candidate for 2025.
Though ranked 20-23 in the survey result, Singson’s new voter preference rating makes him the most improved senatorial candidate.
Singson’s campaign team sees the rapid rise as a positive development and a sign of growing support for his candidacy.
Singson's soaring popularity among voters in key regions like the National Capital Region (NCR), Northern Luzon, and Central Luzon has been nothing short of remarkable. His support in the Visayas and Mindanao regions leaves room for growth and further strategic maneuvers.
Experts say the reason for his growth is largely attributed to his remarkable

For December, as of this writing, Singson's Facebook page has garnered bigger numbers in the last five days than in all of November combined, and is on a clear pathway towards becoming the #1 Facebook page for all national candidates before the end of the year. Other senatorial candidates with increased voter preference are: Richard Mata – from 12.38% to 16.63%; Gringo Honasan – from 24.29% to 25.58%; Camille Villar – from 25.71% to 26.25%; and Imee Marcos – from 30.41% to 30.83%.
Tangere conducted the December 11 to 13 survey with a sample size of 2,400 respondents. The breakdown of respondents by region is as follows: 23% for Northern Luzon, 23% for Mega Manila, 20% for Southern Luzon, 20% for Visayas, and 23% for Mindanao. The survey was conducted with 95% confidence and a margin of error of +/—1.96.
He further explained that the process is now in the hands of the DOJ, which will determine how to proceed based on the evidence and the recommendations provided.
The president noted that the evaluation process is still in its early stages and emphasized the importance of thorough assessment.
On Wednesday, the House Quad Committee recommended filing crimes against humanity charges against former President Duterte, Senators Ronald Dela Rosa and Christopher "Bong" Go, and others over alleged extrajudicial killings during the drug war. The recommendation, adopted by the House on Wednesday, follows 13 hearings into EJKs, illegal drugs, and offshore gaming operators. Quadcom Chair Robert Ace Barbers said Duterte admitted to the existence of the Davao Death Squad and a reward system for police tied to campaign funds.
The panel also proposed bills to classify EJKs as heinous crimes, ban POGOs, and strengthen antimoney laundering laws.
A DOJ official meanwhile said recommendations to file crimes against humanity charges against Duterte will undergo prompt and rigorous scrutiny by prosecutors, and assured that no unsubstantiated harassment suits will be lodged.
Speaking to reporters, DOJ Undersecretary Hermogenes Andres said that prosecutors will be independently evaluating all the documentary evidence that will be sent to it by the House of Representatives Quad Committee (quadcom).
Andres said the DOJ has already established a task force on extrajudicial killings, and has started to collect evidence.
“If the evidence warrants, we will proceed with the filing of cases through the National Prosecution Service. But we assure everyone kami po ay nakakasiguro na hindi po kami magpapa-file ng (we assure that we will not file a) harassment case. But when the evidence warrants, ‘pag meron po tayong sapat na ebidensya (if we have sufficient evidence), we will hold people accountable,” Andres said.
He noted that under the latest DOJ rules, the NPS will lead the case build-up in coordination with law enforcement agencies, along with the task force on EJKs.
The House Quadcom on Wednesday recommended the filing of crimes against humanity charges against Duterte and others. The charges would be pursued under Section 6 of Republic Act 9851, known as the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity. The other officials named include former Philippine National Police (PNP) chiefs Oscar David Albayalde and Debold Sinas, P/Colonels Royina Garma and Edilberto Leonardo, as well as Palace aide Herminia “Muking” Espino.

956 PUVs get holiday special permits
By Rio N. Araja

on Thursday disclosed it has granted 956 special permits enabling public utility vehicles to operate during the Christmas and New Year holidays.
LTFRB chief Teofilo Guadiz III said the agency approved special permits for 956 units, out of 988 applicants.
He reminded the operators and drivers that the special permits are valid only from Dec. 20 until Jan. 10 next year.
To grant special permits to almost a thousand units across the country is crucial in maintaining efficient public transportation for commuters during the holiday rush, Guadiz said.
“We are glad to announce that we have approved 956 special permits for PUVs this Christmas and during the first 10 days of 2025. They are expected to cater to more commuters this holiday rush, ensuring an efficient and safe travels for all,” he said. As usual during holidays marked by surge of passengers to and from the provinces, the LTFRB accepts applications for special permits for PUVs, including buses.
Guadiz said he is optimistic that the number of approved special permits this year will greatly help the anticipated exodus of travelers to and from their hometowns.
“By doing this, we hope that we can at least contribute to the safer and merrier celebration of the Filipino people this Christmas. We ensure that other matters in terms of keeping them safe this Christmas, such as ensuring PUVs are safe to travel and terminals are efficient and convenient, will also be prioritized,” he added.
PNP accelerates drive vs. online sale of firecrackers

THE Philippine National Police (PNP) steps up its drive to curb the widespread online sale of illegal firecrackers in a bid to ward off injuries and fatalities during New Year revelry.
PNP chief Gen. Rommel Francisco Marbil on Wednesday said he has directed the Civil Security Group (CSG) and the Anti-Cybercrime Group (ACG) to intensify their monitoring and go after the online sellers of unsafe firecrackers.
“As for the ACG, they are conducting cyber patrols. Our CSG, meanwhile, is in charge of issuing permits to transport. However, those using motorcycles, they don’t have any permits to transport these firecrackers. These are dangerous and cannot be easily imported,” Marbil told

Marbil said the police would conduct regular inspections and monitoring to prevent the sale of illegal firecrackers.
“We will confiscate them. We have a list and the police know what these illegal firecrackers are. These are harmful as these can cause fires,” he added.

Essentials of Rule 13-A of Civil Procedure
(Part 1)
RECENTLY, the Supreme Court incorporated a new Rule 13-A in the Rules of Civil Procedure underscoring the “need to amend Rule 13 of the 2019 Amendments to the 1997 Rules of Civil Procedure to provide for mandatory electronic filing and service for civil cases only in the first and second-level courts” (A.M. No. 19-10-20-SC).
It was in 2019 when the Supreme Court introduced electronic filing and service for the first time in the Rules of Civil Procedure. This move proved to be providential as the COVID-19 pandemic hit the following year.
Under A.M. No. 19-10-20-SC, for complaints and other initiatory pleadings, it is mandated that filing shall be made by: “(a) submitting personally the original paper…; (b) sending the paper by registered mail; or, (c) sending the paper by accredited courier. In the case of [personal filing], the clerk of court shall endorse the date and hour of filing of the complaint or initiatory pleading” (Section 3).
For registered mail and accredited courier filing, “the date of mailing of the complaint or initiatory pleading and payments or deposits, as shown by the post office stamp on the envelope or the registry receipt, shall be considered as the date of filing, payment, or deposit in court [and] [t]he envelope shall be attached to the record of the case” (Section 3).
“After the complaint or initiatory pleading has been filed through any of the three modes [mentioned]…, the filing party shall subsequently email the complaint or initiatory pleading in digital file format to the court [together with]… [its] annexes, appendices, or exhibits… [T]he electronic transmittal of the complaint or initiatory pleading… must be made within 24 hours from the completeness of the primary mode of… filing” (Section 3).
“No court shall act upon any complaint or initiatory pleading unless the latter’s filing is accompanied by the electronic transmittal… [I]f the electronic transmittal is not completed before the period, the complaint or initiatory pleading shall be deemed not filed, regardless of the completeness of the primary mode of its filing” (Section 3)
“Digital files must be transmitted by the filing party or counsel to the official email address of the court where the case is pending. A directory of the official email addresses of the lower
courts maintained by the Supreme Court of the Philippines is available at https://sc.judiciary.gov.ph/court-locator/” (Section 8).
On the other hand, “[t]he filing and service of non-initiatory pleadings, written motion, notice, appearance, demand, offer of judgment, or similar papers shall only be made by transmitting them in digital file format through email. The date of the electronic mailing shall be considered as the date of filing and service” (Section 4).
It was in 2019 when the Supreme Court introduced electronic filing and service for the first time in the Rules of Civil Procedure’
“Digital copies of the additional accompanying documents of noninitiatory pleadings, written motion, notice, appearance, demand, offer of judgment, or similar papers… shall likewise be filed and served through email.” The court-bound papers “not emailed to the court shall be deemed not filed, and those not emailed to the party or their counsel shall be deemed not served” (Section 4).
“The form and substance of the contents of the digital files filed in court shall be controlling. If the court determines… that there are material discrepancies between the paper copy and the electronic copy of a paper filed with the court, the court may impose an appropriate sanction or refer such finding to the proper office for disciplinary action against the lawyer, law firm, or party responsible for the filing” [Section 9 (d)].
“Upon motion… a court may expressly waive the requirement of electronic transmittal [for]: (i) annexes, appendices, exhibits, or other accompanying documents to pleadings or other court submissions not readily amenable to digitization in the prescribed digital file format; and (ii) sealed and confidential documents or records.”
“These… may be filed [or served]… personally, by registered mail, or by accredited courier…” (Section 12).
What’s going on in Abra?
WITH two of its top officials placed under preventive suspension by Malacañang, Abra now finds itself in the grip of a legal dispute that could upset the fragile political situation in the province amid the midterm elections next year and prevent the timely delivery of vital services to its people. Here’s what happened, as far as we could gather from news accounts.
On Dec. 2, 2024, Executive Secretary Lucas Bersamin ordered the preventive suspension for 60 days of Abra Gov. Dominic B. Valera based on a complaint lodged by Feber Alzate Palcon, wife of the late Bucay, Abra town councilor Juan Palcon who died in 2023.
Palcon claimed Valera violated the 1991 Local Government Code by installing another person to replace her husband despite a provision that allows the political party of the deceased councilor to name a replacement.
She said her husband’s party, the National Unity Party, endorsed her to serve her husband’s unfinished term until the 2025 elections.
Earlier, on 23 Sept. 2024, the Office of the Executive Secretary had

Overseas work as choice
THE Marcos Jr. administration is on the right path in emphasizing its commitment to jumpstart programs aimed at making working overseas an option rather than a necessity.
In remarks before a recent gathering in Malacañang Palace where the President handed out awards to outstanding individuals and organizations overseas, he conceded that millions of Filipinos are migrating internationally for better work opportunities.
“Our dream is to, one day, make overseas work a choice rather than a necessity,” he said. “We continue to implement reforms in governance and economic development to provide our people with opportunities here at home,” he added.
During the ceremony, the President recognized 13 honorees for bringing pride to the Philippines and Filipinos overseas. Their contributions span three main areas: improving the lives of overseas Filipinos, actively taking part in national development, and promoting the Filipino community worldwide.
The Marcos administration is in fact already involved in safeguarding the rights of overseas Filipino workers and their families.
These include strengthening labor agreements with foreign coun-
also placed Vice Gov. Maria Jocelyn Valera-Bernos under preventive suspension to prevent her from exerting undue influence or pose a threat to the safety and integrity of the records and other evidence in the case.
The suspension of the two Abra officials follows close on the heels of a complaint filed on Oct. 8, 2020 by Dr. Voltaire Seares before the Office of the Ombudsman against then Gov. Valera-Bernos for oppression, abuse of authority and conduct unbecoming of a public official.
Bernos had ordered a lockdown of the Dr. Petronilo Seares Memorial Hospital in Bangued due to a COVID-19 case in June 2020. Seares, the hospital’s administrator, said this deprived the public of essential healthcare services during the pandemic, a claim contradicted by Bernos.
Bernos was able to file on time a Special Civil Action for Certiorary and Prohibition with Urgent Prayer for a Temporary Restraining Order and/or Writ of Preliminary Injunction.

A TRO was issued by the Regional Court on Sept. 3, 2024 to maintain the status quo ante until further notice.
Meanwhile, the DILG Undersecretary for External Legal Affairs issued a memorandum on Sept. 4, 2024 stating clearly that in the decision of the case, “its effects are stayed” and the designation of Russell Bragas as Acting Vice Governor of the province of Abra is “effectively held in abeyance.”
Amid all this, Vice Gov. ValeraBernos has already issued an urgent appeal to President Ferdinand Marcos Jr. to step in and mediate the ongoing political standoff.
She said the Office of the Governor and her office are in a state of confusion because of the unclear suspension orders issued by the Office of the Executive Secretary and the Department of the Interior and Local Government.
“We are concerned that this will result in chaos in terms of providing public services because the people of Abra are the ones suffering due to the lack of due process in issuing sus-
haste.
The national government should embark on a comprehensive program to address the urgent need for job creation and increased productivity.
Apart from ensuring utmost protection of workers’ rights and welfare, the national government should also provide free capacitybuilding training to increase the skills and competence of our workers to make them more competitive and highly marketable even in the domestic job market.
There’s an estimated 10 million Filipinos now living and working in more than 200 countries. Their dollar remittances to their families back home represent a significant chunk of our gross domestic product every year.
Even then, we cannot ignore the fact that outward migration on a regular basis deprives our country of labor we also need to propel economic and social advance at a sustained pace in the years ahead.
If we’re to make overseas employment an option father than a necessity for our labor force, then we should create the ideal conditions for them to earn decent wages, keep their families intact and their enhance their role, as the Constitution mandates, as a primary social economic force.
pension orders…The public service process must be orderly because this is what the people of Abra deserve,” she pointed out. Bersamin has defended the decision to suspend the two top provincial officials. The Valeras, he said, should accept that there is an ongoing process, and they have been suspended in accordance with pre-existing, not whimsical, rules.”
But the appeal of Vice Gov. Maria Jocelyn Valera-Bernos for President Marcos Jr. to mediate the legal tussle between the Office of the Executive Secretary and the Department of Interior and Local Government, on the one hand, and the court decision to hold in abeyance the suspension orders against the two top provincial officials, on the other, could help ease the tense political situation in Abra, and allow the two sides to work out a win-win solution that would ultimately benefit the province and its people as a whole.

DepEd, LRA sign partnership on school buildings
By Ralph Harvey Rirao
THE Department of Education (DepEd)
formalized a partnership with the Land Registration Authority (LRA) to accelerate the construction of school buildings and facilities and address long-standing issues with untitled properties that often hinder infrastructure projects.
The partnership, led by DepEd Secretary Angara and LRA Administrator Gerardo Panga Sirios, aims to convert manually issued land titles under DepEd into electronic titles a step in addressing the perennial issue of classroom backlog. By securing land titles, DepEd aims to eliminate bureaucratic delays, ensuring that schools can be built on legally secured properties. Angara emphasized the importance of the legality of land ownership on where the schools will be built.

Taiwan secret service officer suspended
TAIPEI, TAIWAN – A police officer who was a member of a special service in charge of presidential security has been suspended and detained on suspicion of “leaking secrets”, officials said Thursday.
The man, identified only by his family name of Tsao, was on secondment from the Special Police Sixth Headquarters since May 20, when President Lai Ching-te took office, said Lien Ching-tzong, an official at the unit. He was detained on December 9 and suspended after “a court found that Tsao’s involvement in leaking secrets was serious and there was a risk of collusion”, Lien told reporters without providing details.
There has been a series of spying cases in Taiwan as China maintains military and political pressure on Taipei to accept its claims of sovereignty.
Taiwan’s Liberty Times newspaper reported that prosecutors in the southern city of Tainan suspected Tsao of “leaking President Lai’s private itinerary and security information to friends”. Lai’s spokeswoman Karen Kuo said that relevant units would cooperate with judicial investigations. AFP
Yoon ‘did not commit insurrection’ – defense
SEOUL – The legal team for South Korea’s impeached president argued on Thursday Yoon Suk Yeol did not commit insurrection during his dramatic imposition of martial law this month.
Yoon was stripped of his duties by parliament in an impeachment vote at the weekend after his short-lived declaration of martial law on Dec. 3, which plunged South Korea into its worst political turmoil in decades.
The Constitutional Court began proceedings against Yoon on Monday and has about six months to decide whether to uphold his impeachment.
Yoon is also being investigated by a joint team of police, defence ministry and anticorruption investigators.
“Where in the world does a leader declare an insurrection during a live press conference?” Seok Dong-hyeon, a spokesman for Yoon’s legal team, told a media briefing
Army chief joins military leaders in land forces summit in Japan
PHILIPPINE Army (PA) Commanding General Lt. Gen. Roy M. Galido joined top Army and Marine Corps chiefs from the Indo-Pacific Region in the 2nd Land Forces Summit (LFS) held in Camp Ichigaya, Shinjuku, Tokyo, Japan on December 14 to 15. Galido joined Philippine Marine Corps Commandant Maj. Gen. Arturo G. Rojas, Japan Ground Self Defense Force (JGSDF) Chief of Staff Gen. Yasunori Morishita, US Army Pacific Chief Gen. Ronald P. Clark, U.S. Marine Corps Forces Pacific Chief Lt. Gen. James F. Glynn and Australian Army Chief Lt. Gen. Simon Stuart in the said summit.
During the LFS plenary discus-
sion, military leaders from participating nations shared and exchanged views on their strategic environment assessments to develop a common understanding of the region’s security landscape.
The said forum provided a platform for the Philippine Army to strengthen its military alliance with the US and partnership with likeminded Asia Pacific nations within the framework of multilateral cooperation.
The LFS also opened avenues for PA to leverage international partnerships to strengthen its training and capability development in support of territorial defense operations. Rex Espiritu
THE Stratbase Institute lauded the ratification of the Reciprocal Access Agreement (RAA) between the Philippines and Japan, unanimously approved by the Senate on December 16, 2024.
This reflects the strong bond between the two countries, as well as their shared commitment to peace, security, and stability, the thinktank said.
The landmark agreement will strengthen the cooperation between the Armed Forces of the Philippines and Self-Defense Forces of Japan. It will facilitate collaborative activities and improve interoperability of the two nations, contributing to the strengthening of the Indo-Pacific’s security architecture. This is a necessary and strategic move forward to further uphold maritime safety and
ultimately safeguard stability in the region.
At a time when geopolitical tensions are intensifying, this strategic collaboration between the Philippines and Japan underscores the importance of partnerships that promote maritime security and safeguard national sovereignty. Both nations, as maritime states with firsthand experiences of external challenges to territorial integrity, recognize the value of strengthening defense ties to ensure a rules-based international order. The RAA serves as a clear state -
ment from the Philippines and Japan that our two nations will remain steadfast in the Indo-Pacific and will not be deterred by forces that seek to undermine the rules-based order.
The Stratbase Institute reiterates its full support of the RAA and believes that its ratification is a necessary step to protect regional stability amid emerging security challenges. As a cornerstone of a more resilient regional security architecture, this agreement signifies a collective commitment to uphold peace, stability, and the rule of law in an increasingly complex geopolitical landscape.
Huthis claim missile attack as Israel hits key Yemen sites
SANAA, Yemen –Yemen’s Huthi rebels on Thursday claimed a missile attack against Israel that was intercepted and prompted Israeli strikes on key infrastructure in Yemen including ports and energy facilities.
The Iran-backed fighters, who control most of Yemen’s population centres, have repeatedly launched missile attacks against Israel since the war in Gaza began more than a year ago. In related developments, Human Rights Watch on Thursday accused Israel of committing “acts of genocide” in the Gaza Strip by damaging water infrastructure and cutting off supplies to civilian s, which Israel dismissed as “appalling lies.” In a new report, which focused specifically on water, the New York-based rights group detailed what it said were deliberate efforts by Israeli authorities “of a systematic nature” to deprive Gazans of water, which had “likely caused thousands of deaths... and will likely continue to cause deaths”.
and Britain would always stand “shoulder to shoulder to ensure Putin cannot win.” Report of the aid package coincided with reports at least 100 North Koreans deployed to support Russia’s war effort in Ukraine have been killed since entering combat in December, South Korean lawmaker Lee Seong-kweun told reporters Thursday. Pyongyang has sent thousands of troops to reinforce the Russian military, including to the Kursk border region, where Ukrainian forces seized territory earlier this year.
“In December, they (North Korean troops) engaged in actual combat, during which at least 100 fatalities occurred,” Lee said, speaking after a briefing by South Korea’s spy agency.
“The National Intelligence Service also reported that the number of injured is expected to reach nearly 1,000.” In July, Britain’s new Labor government vowed to commit £3 billion a year in military aid to Ukraine until 2030-2031.
The new package will include £92 million for equipment to bolster Ukraine’s navy, including small boats, reconnaissance drones and uncrewed surface vessels, the defense ministry said in a statement. AFP
The war in Gaza was sparked by Hamas’s Oct. 7, 2023 attack on Israel that resulted in the deaths of 1,208 people, mostly civilians, according to an AFP tally of Israeli official figures. The Huthis belong to the so-called “axis of resistance,” along with Lebanese militant group Hezbollah, which has been weakened after a conflict with Israel and the loss of its Syrian supply line following former president Bashar al-Assad’s ouster.
Huthi spokesman Yahya Saree said the rebels had targeted “two specific and sensitive military targets... in the occupied Yaffa area”, referring to the Jaffa region near Tel Aviv, with “hypersonic ballistic missiles.”
Israel’s military had earlier announced the interception of a missile launched from Yemen “before it crossed into Israeli territory.” AFP

Drawn game shows PH’s fighting spirit
By Peter Atencio
THE Philippine national men’s football showed something different when they played to another draw, a 1-all stalemate with outright semifinalist and two-time champion Vietnam on Wednesday night at the Rizal Memorial Stadium.
The Filipinos showed that it was a fighting team when action ended in a late night Group B fixture of the 2024 ASEAN Football Federation-Mitsubishi Electric Cup (AMEC).
“Today was a different game. Today was a 50-50 game. It was more of a battle,” said national team coach Albert Capellas as the Philippines came up with its best result against Vietnam in more than a decade. It marked the first time that the Philippines has scored against Vietnam since the 2012 AFF Suzuki Cup, where the Filipino side won, 1-0, on Chieffy Caligdong’s late goal.
Since then, the Filipino booters have conceded six games against the ASEAN powerhouse until Wednesday’s draw.
“We have to keep longer ball possession because when we put five passes between lines, we shouldn’t have lost, if we could do that on the last five-seven minutes, we shouldn’t have lost,” said Capellas.
Jarvey Gayoso, the son of retired Ginebra San Miguel cage star Jayvee Gayoso, cut short his honeymoon after getting married last weekend to join the national team.
And it paid off. After receiving a loss pass from Amani Aguinaldo, Javier Mariona headed the ball to Gayoso, who struck with a left-footed volley in the 68th minute to put the Filipinos in the lead.
The Philippines could have doubled the score, but Bjorn Kristensen, was called an offensive foul during his attack, after colliding with Viet Anh Bui Hoang.
“We shouldn’t have lost. But we are tired, the team was so tired, but they gave whatever they can,” added Capellas.
Ngoc Tan Doan swung things around for Vietnam in the 90+7 mark, when he found an opening by crouching low for a header in the right corner.

SUBJECT : Guidelines in the Evaluation of Requests for Commission on Audit’s Written Concurrence in the Hiring of Private Lawyers, Law Firms or Legal Consultants by Local Government Units
1.0 BACKGROUND
Section 2(2), Article IX-D of the 1987 Philippine Constitution provides that
4, 1995, which requires prior written concurrence of this Commission in the hiring of private lawyers or law firms by the Local Government Units (LGUs), provided that the condition under paragraph 3(i), Section 481(b), Article XI, Title V, Book III of Republic Act (RA) No. 7160 is present, to wit:
(3) In addition to the foregoing duties and functions, the legal officer shall: (i) Represent the local government unit in all civil actions and special proceedings wherein the local government unit or any official thereof, in his official capacity, is a party: Provided, That, in actions or proceedings where a component city or municipality is a party adverse to the provincial government or to another component city or municipality, a special legal officer may be employed to represent the adverse party.
On July 16, 2021, the Commission issued Circular No. 2021-0035 which exempts government agencies and instrumentalities, including government-owned or controlled corporations, from the requirement of written concurrence from COA on the engagement of: (1) lawyers under contracts of service or job order contracts; and (2) legal consultants, subject to specific conditions under Item 4 thereof and to post-audit of disbursements. However, the Circular does not cover requests of LGUs as there are specific provisions under RA No. 7160 that govern the representation of their cases through their legal officers.
The purpose for requiring COA’s written concurrence in the case of LGUs is to ensure the reasonableness of the amount of legal fees to be paid to the private lawyers or law firms, and the compliance with the condition prescribed under paragraph 3(i), Section 481 (b), Article XI, Title V, Book III of RA No. 7160.
In the review of the legal consultancy or retainer agreement entered into by and between the LGU and the private lawyer or law firm, it has been observed that the Commission lacks specific guidelines in evaluating requests of LGUs for COA’s written concurrence, specifically: (1) the absence of uniform standards to determine the reasonableness of retainer fees and other reimbursable claims of the private lawyers, including any increase thereof; (2) lack of prescribed documentary requirements to support the requests; and (3) lack of parameters and limitations in determining extraordinary and exceptional circumstances to warrant the hiring.
In view thereof, this Circular prescribes the guidelines in the evaluation, resolution, an disposition of requests for COA’s written concurrence, filed by LGUs and/or their officials in the’ official capacity, in the hiring of private lawyers, law £!lms or legal consultants.
2.0. PURPOSE
This Circular is issued to prescribe guidelines in the hiring of a private Iawyer, law firm or legal consultant to address an LGU’s urgent need for legal services in extraordinary or exceptional circumstances, and improve efficiency in government operations.

b) The hiring of a private lawyer or law firm cannot be avoided or is justified under an extraordinary or exceptional circumstance, or when the province may be deprived of its right to redress a valid grievance if denied of the legal services of a private lawyer or law firm.

4.4.6 Upon evaluation of the submitted draft from LAO, the General Counsel shall issue the LRR either granting, denying or modifying the request.

Ageless PH rider Galedo scores record Guam win
By Randy M. Caluag
MARK John Lexer
Galedo proved once again that age is just a number as he captured his fifth Tour of Guam title with a recordbreaking performance.
The 39-year-old rider from 7-Eleven Road Bike Philippines outshone 30 competitors, including defending champion Jaebin Yun of Korea, completing the challenging 105-kilometer course in a remarkable 2 hours, 47 minutes, and 57 seconds. With a mix of skill and endurance honed over decades of competition, Galedo conquered the gruelling route and held his own against younger, faster-paced rivals, many of whom were nearly half his age.
Adding a twist of fortune to his expertise, Galedo gained a decisive edge when Yun suffered a flat tire about 25 kilometers from the finish line.
This year’s victory was particularly special, as Galedo shattered his previous best time of 2:51, set during his fourth Tour of Guam title in 2019.
Beyond the accolades, the race also served as an ideal preparation for Galedo’s next major challenge: competing in the Masters’ Category of the Asian Cycling Championships in February 2025 in Thailand.
“I’m overjoyed. I dedicate this victory to the Filipinos who invited me and supported me here in Guam,” Galedo shared in an interview with RP2. “The pressure was intense, but my strategy and training paid off.”
Junior Warriors try to nail 1st cage title for UE in 39 years
ONE team will finally end a school’s long title drought today.
University of the East aims to secure its first basketball championship in 39 years, while University of Santo Tomas looks to break a 23-year dry spell in the high school ranks in the winner-takeall Game 3 of the UAAP Season 87 Junior High School Basketball Finals at the Filoil EcoOil Centre.
Tip-off is set for 10 a.m.
After a crushing 84-98 defeat in the Finals opener, UE kept its dream season alive with a gritty 76-70 victory in Game 2 last Sunday, capitalizing on the early ejection of UST’s Mythical Five member Andwele Cabañero.
Riding a stellar 15-2 run in their last 17 games, the Junior Warriors aim to end decades of heartbreak and deliver a basketball crown to the Recto-based program.
UE’s last UAAP basketball title came in Season 48 (1985) when the Allan Caidic-led squad toppled UST’s twice-to-beat advantage—adding historical intrigue to this final showdown.
For UE head coach Andrew Estrella, this game is the culmination of his team’s resilience and determination through a grueling three-month campaign.
“That’s the motivation—to bring UE another championship,” Estrella said. “As I’ve said, huwag tayo susuko. And then we won right now, so bakit pa natin ibibigay? Ang dami na namin pinaghirapan, both in and out the court. Bakit pa natin ibibigay kung nandito na tayo?”
On the other side, UST is determined to claim its first high school basketball championship since 2001.
Spikers’ Turf pledges full support for FIVB worlds
SPIKERS’ Turf tournament director Mozzy Ravena views the 2024 season as a success, with numerous emerging stars making their mark in both the Open and Invitational Conferences. While Cignal’s Bryan Bagunas and Criss Cross’ Marck Espejo grabbed the spotlight in the season-opening tournament, it was Jude Garcia who shone the brightest in the Open Conference, earning his first-ever MVP award. Players like Francis Saura and Rash Nursiddik of D’Navigators, Peter Quiel of PGJC-Navy, and Cian Silang of Cignal also stepped up, taking on bigger roles in their respective teams. Though Bagunas and Espejo were absent in the Invitationals, the league remained thrilling, with Garcia continuing his dominant performance on his way to securing a second consecutive MVP award.
A new wave of rising talents emerged, including Louie Ramirez (Cignal), Gian Glorioso (Criss Cross), Sherwin Caritativo (Savouge), Giles Torres (Savouge), CJ Segui (VNS), and Dryx Saavedra (FEU-DN Steel). Ramirez stood out amidst Cignal’s stacked roster, leading the team to its eighth consecutive championship and earning the prestigious Finals MVP award.
“Even if it’s a short one, I think it’s very successful kasi marami na naman tayong players na nakita like si (Louie) Ramirez, MVP of the Final, it’s just so much fun and alam mo ‘yung men’s game kasi medyo different siya doon sa women’s,” Ravena said. Glorioso, on the other hand, stepped up in the absence of veteran Kim Malabunga, who suffered a freak injury just minutes before their debut but later returned in the tournament. The former Ateneo Blue Eagle made an immediate impact, eventually earning his first Best Middle Blocker award.
PH Olympic Committee, Tolentino begin planning for 2025 on January 9
NEWLY-REELECTED president
Abraham “Bambol” Tolentino will call to order the new set of members of the Philippine Olympic Committee (POC) Executive Board on January 9 and after that the first General Assembly of the new year will only be a week later on January 15.
“Work starts in earnest,” said Tolentino, adding 2025 will be capped by the 33rd Southeast Asian Games in December, when host Thailand is expected to leave no stone unturned to emerge overall champion.
“That will be a tough SEA Games, but I’m confident our athletes, our national sports associations will deliver in Thailand,” Tolentino said.
There are dozens of international competitions lined up in 2025 with the Ninth Asian Winter Games set February 7 to 14 in Harbin, China, and the postponed Asian Indoor and Martial Arts Games
set in Jeddah at a still to be determined dates serving as highlights.
Tolentino said he expects the trajectory of Philippine sports to continue pointing upward following the historic haul of two gold medals from Carlos Yulo in gymnastics and two bronzes in boxing from Nesthy Petecio and Aira Villegas at the Paris 2024 Olympics.
“It was one historic year in 2024 that raised the bar that high, making the POC’s mission and vision even more challenging,” Tolentino said. “But it wasn’t impossible and my trust and confidence over the NSAs and my ‘Working Team’ could boost our athletes to achieve higher goals.”
Tolentino and his entire “Working Team” were the runaway winners in last month’s POC elections—the PhilCycling head earned 45 votes that represented three-fourths of the 61 voting members of the organization.
UPSIDE: The Philippines remains unbeaten in Group B of the ongoing AFF Mitsubishi Electric Cup (AMEC) 2024. The downside: We haven’t scored a win either following the heartbreaking draw, our third straight in the tournament, against perennial tormentor Vietnam at the Rizal Memorial Stadium last Wednesday night.
The Philippine Men’s National Football Team (PMNFT) took an unfamiliar lead against the visitors when newly-wed and substitute Jarvey Gayoso found the net in the 69th minute despite three defenders crowding him in the box and the goalkeeper.
The Golden Star Warriors, however, managed to score the equalizer in stoppage time after Patrick Deyto failed to clear a corner that led to Ngoc Tan Doan’s header.
The Philippines came to within 90 seconds of beating Vietnam and netting its first win in the tournament. The last time the Philippines beat Vietnam was in 2012 and since then, Vietnam proved to be a tough side to beat, especially in stoppage time where they always found a way to score a goal against us.
“No excuses, but I’m absolutely gutted right now,” Freddy Gonzales, PNMFT Manager,
said after the game.
Coach Albert Capellas too expressed disappointment after the hard-fought match. “We shouldn’t have lost, but we are tired. The team was so tired, they gave whatever they could.”
The PNMFT played its third game in seven days, including an away-match in Laos. Gonzalez also couldn’t help but rue on the missed opportunities that could have resulted in a better standing for the Philippine side in Group B.
“We should have been at the top of the group and could have rested everyone for the game in Indonesia, because only Vietnam, which still plays Myanmar, could beat us to the first spot on goal difference as they would have nine points as well with a win against Myanmar,” he explained.
The equalizer negated the game-long brilliance of Deyto, who made several excellent saves that could have given Vietnam a big lead and ended our campaign in the AMEC. Deyto, who has been the subject of bashing and criticisms for days now after Michael Baldisimo’s own goal against Laos in Vientiane last December 15, was given the task of defending the posts after long years of being the backup keeper for the national team. Deyto was also
blamed by not a few after Myanmar scored on a free kick in our opening game at home. But not many appreciated his efforts, despite the negativity and the hate, to keep the Philippines in contention after a series of misfortunes.
Amid the criticisms on conceding goals on set pieces, Coach Albert Capellas defended his players.
“I never will blame a player for a mistake. Never. All of them, they have my hundred percent support. A player who does not play is a player who does not commit a mistake. Football is a game of mistakes,” he said. The upside in the game against Vietnam? There are at least two major points. First, at least we managed to get a point, the first since 2012, against the Southeast Asian powerhouse and came so close in scoring a major upset.
Second, the Philippines is still in contention of moving forward past the group stage as long as it wins its final game against Indonesia at Stadion Manahan in Kota Surukarta.
As it stands, the Philippines has three points and is in fourth place behind pacesetting Vietnam with 7 points. Indonesia and Myanmar are joint second with similar 4 points. Laos has been eliminated in the competition with just 2 points in four games. A draw between Vietnam and Myanmar and a win for us against Indonesia will see us through to the knockout stage.
Despite the travel and a day to train in Kota Surukarta, facing a well-rested Indonesian team (the hosts are on a five-day break) and tens of thousands of hostile fans, Gonzalez knows the importance of winning the match.
“We will go for it,” he emphatically said.
Another upside, Randy Schneider, who plays midfield for FC Winterthur in the Swiss Super League, is already in the country to secure documents that will enable him to play for the country soon. Gonzalez told The Designated Kit Man that Scheider, who has been in the radar of the national team since 2020, will have his passport by the time this column comes out. Schneider is among several prominent high-profile

BSP slashes borrowing rate by 25 bps to 5.75%
By Darwin G. Amojelar
THE Monetary Board of the Bangko Sentral ng Pilipinas (BSP) said Thursday it cut its key interest rate by 25 basis points to stimulate economic growth, while keeping inflation within the target range.
The Monetary Board said it decided to reduce the BSP’s target reverse repurchase (RRP) or overnight borrowing rate to 5.75 percent from 6.0 percent.
It followed the US Federal Reserves’ interest rate reduction by 25 basis points to a range of 4.25 percent to 4.5 percent.
The peso, which tracks the differential between the Fed and BSP rates, closed at a record low of 59 against the US dollar Thursday.
The BSP said the interest rates on the overnight deposit and lending facilities were also adjusted to 5.25

percent and 6.25 percent, respectively.
“Inflation is projected to stay within the target range over the policy horizon. The risk-adjusted inflation forecast for 2025 has risen slightly to 3.4 percent from 3.3 percent in the previous meeting,” the BSP said.
It said the risk-adjusted forecast for 2026 is unchanged at 3.7 percent.
“Inflation expectations remain wellanchored,” the BSP said.
“The balance of risks to the inflation outlook continues to lean to the upside due largely to potential upward adjustments in transport fares and electricity rates. The impact of
lower import tariffs on rice remains the main downside risk to inflation,” it said.
The Monetary Board also said that domestic demand is likely to remain firm but subdued.
“Private domestic spending is expected to be supported by easing inflation and improving labor market conditions. However, downside risks in the external environment could materialize and temper economic activity and market sentiment,” the BSP said.
It said that on balance, the withintarget inflation outlook and wellanchored inflation expectations continue to support the BSP’s shift toward less restrictive monetary policy.
“Nonetheless, the monetary authority will continue to closely monitor the emerging upside risks to inflation, notably geopolitical factors,” it said.
THE Philippines posted $2.3 billion in balance of payments (BOP) deficit in November 2024, a significant increase from the $216-million shortfall recorded in the same month last year, the Bangko Sentral ng Pilipinas (BSP) said Thursday.
It said the BOP deficit in November reflected the national government’s net foreign currency withdrawals from its deposits with the BSP to settle its foreign currency debt obligations and pay for its various expenditures and the BSP’s net foreign exchange operations.
The BSP said despite the deficit in November, the cumulative BOP position registered a surplus of $2.1 billion from January to November 2024.
This level, however, was lower than the $3-billion surplus recorded from January to November 2023.
The BSP said the decline in the cumulative BOP surplus was due to lower net receipts from trade in services and net foreign borrowings by the government. This was partly muted by the continued net inflows from personal remittances as well as net foreign portfolio and direct investments.
The BOP position reflects a decrease in the final gross international reserves (GIR) level to $108.5 billion as of end-November 2024 from $111.1 billion as of end-October 2024.
The November GIR still represented a more than adequate external liquidity buffer equivalent to 7.7 months’ worth of imports of goods and payments of services and primary income, the BSP said. It was also about 4.3 times the country’s short-term external debt based on residual maturity.

a record P1.62 trillion in approved investment pledges, a 47.27-percent surge from 2023. Meanwhile, the Philippine Economic Zone Authority (PEZA) announced P214.17 billion in investment pledg-
es, exceeding its P200-billion goal for the year by 7 percent. PEZA’s efforts focused on expanding ecozones, attracting high-growth industries and providing top-tier support services to investors.
Roque said the DTI is committed to building on the momentum created by the BOI and PEZA, as the country approaches the new year.
“We will continue to refine and implement forward-looking policies that attract investments in these key in-
dustries, ensuring that the Philippines remains a prime destination for innovation and growth. Our commitment is to create an environment where businesses thrive, sustainability is prioritized, and economic opportunities benefit all Filipinos,” she said. buffalo products from Japan
THE Department of Agriculture (DA) said Thursday it issued a temporary ban on the importation of live cattle and buffalo, as well as their products, from Japan over a recent outbreak of Lumpy Skin Disease (LSD).
DA Secretary Francisco Tiu Laurel Jr. noted the importance of the ban in safeguarding the country’s livestock industry.
“This ban is crucial to protect our local cattle and water buffalo populations from the LSD virus,” he said.
LSD is a viral disease that can cause severe illness and death in cattle. Symptoms include fever, skin
nodules, weight loss, swollen lymph nodes and fluid accumulation.
Japan’s Ministry of Agriculture, Forestry and Fisheries reported the outbreak in Maebaru, Fukuoka to the World Organization for Animal Health on Nov. 15, 2024. The ban covers a wide range of products, including unpasteurized milk and milk products, embryos, skin and semen.
Certain products, such as skeletal muscle meat, casings, gelatin, collagen and pasteurized milk, are exempt if they meet Philippine import and health standards.

FITCH Ratings said the Philippine government initiatives to develop the Islamic finance industry are likely to support the sector’s growth in the medium to long term.
The government is looking to incorporate sukuk in its 2025 financing mix, after its 2023 maiden sukuk, rated ‘BBB’, raised $1 billion.
The five-and-half year sukuk issuance helped the sovereign to diversify funding, tap GCC Islamic investors, deepen its debt capital market and establish a reference curve for other Philippine issuers to issue sukuk, Fitch said.
The government also aims to boost financial inclusion among Filipino Muslims, who form about 6 percent of the population but are largely underbanked. Islamic banking is estimated to have below 1-percent market share in the majority-Catholic country.
The 2023 sovereign sukuk is the only sukuk issued by an entity in the Philippines to date. However, growth is anticipated in the long-term. Investors from the Middle East took up around 30 percent of the issuance, which was part of the country’s broader agenda to develop Islamic finance and diversify its investor base.
Fitch said the issuance could encourage government and privatesector entities, including financial institutions and corporates, to explore sukuk issuance, which would help the development of the local sukuk market.
Ferronoux buys Okada’s 9.4 hectares for P4.31b
FERRONOUX Holdings Inc., a listed shell company owned by businessman Michael Cosiquen, is acquiring a 9.4-hectare property owned by Okada Manila-led Eagle1 Landholdings Corp. for P4.31 billion.
The deal will be implemented through a property-for-share swap, Ferronoux said in a disclosure to the stock exchange Thursday.
Under the plan, Ferronoux will issue 918 million common shares at P4.70 per share to Eagle1. In exchange, Ferronoux will acquire three parcels of land owned by Eagle1 in Barangay Tambo, Parañaque City. The properties are valued at P4.31 billion.
“The real properties are adjacent to the Okada Integrated Casino Resort. Currently, a portion of the property is being used to house the support facilities of the Okada casino complex, which will eventually be vacated once construction of the master-planned development commences,” Ferronoux said.
Ferronoux also said it plans to jointly develop the property with Eagle1 to realize the full potential value of the land.
The property-for-share swap is subject to approval from the Securities and Exchange Commission (SEC).
Ferronoux hopes to obtain the SEC approval by the first quarter of 2025.
To accommodate the share issuance, Ferronoux will increase its authorized capital stock to P2.5 billion, equivalent to 2.5 billion common shares, from P550 million, equivalent to 550 million common shares. Jenniffer B. Austria
SM Prime raising P25b from bond issue in 2025
By Jenniffer B. Austria
PROPERTY developer SM Prime Holdings Inc. (SMPH) plans to raise up to P25 billion next year from the issuance of fixedrate bonds.
SMPH said in a disclosure to the stock exchange Thursday it submitted
to the Securities and Exchange Commission (SEC) an application to issue and sell up P20 billion, with an over subscription option for another P5 billion worth of bonds.
The offering consists of 3-year Series Y Bonds due 2028, 6-year Series Z Bonds due 2031 and 10-year Series AA Bonds due 2035.
The bonds will be issued as second tranche from the company’s P100-billion bond shelf registration program approved by the SEC in June.
Meanwhile, SMPH also disclosed that its planned bond offering was assigned a
rating of PRS Aaa by Philippine Rating Services Corp. (PhilRatings).
The rating for SMPH’s outstanding bonds amounting to P137.8 billion was maintained at PRS Aaa.
PhilRatings assigned a stable outlook for the ratings of the proposed and outstanding bonds.
PRS Aaa is the highest rating assigned by PhilRatings, denoting that such obligations are of the highest quality with minimal credit risk and that the issuing company’s capacity to meet its financial commitment on the obligations is extremely strong.
THE Philippine stock market posted its seventh straight day of decline, after the US Federal Reserve delivered a hawkish rate cut and signaled fewer-than-expected adjustments for 2025.
The bellwether Philippine Stock Exchange index closed at 6,395.60, down by 73.48 points, or 1.14 percent, from previous trading, while the broader all-shares index lost 28.25 points, or 0.76 percent, to settle at 3,671.75.
MOBER, the country’s pioneer in green logistics, tapped BDO Unibank Inc. (BDO) to finance the acquisition of 60 new electric vehicle (EV) trucks.
The landmark agreement marks a pivotal step for sustainability in the Philippines.
The deal brings Mober’s current fleet to 110 EV units, reinforcing its leadership in eco-friendly logistics and setting a new benchmark for the industry. Mober has been at the forefront of driving sustainability in mid- and last-mile logistics. The company serves an impressive roster of bluechip clients, including IKEA, Nestlé, Maersk, Monde Nissin, Starbucks and Kuehne+Nagel, offering innovative solutions that align with its global net-zero commitments.
“This is a historic milestone not just for Mober but for the entire logistics industry in the Philippines,” said Mober chief executive Dennis Ng.
“With the addition of these 60 EV trucks, our fleet now stands at 110 units, bringing us closer to our goal of 240 units by the end of the first quarter of 2025. Supported by our proprietary Battery Management System [BMS] and Transport Management System [TMS], we’re ensuring not only sustainability but also efficiency and reliability for our clients,” he said.
Aside from expanding its fleet, Mober is also setting the precedent for innovation in the commercial EV space in the country. Its state-of-the-
US and Asian stocks also retreated amid the grim outlook from the Fed. While US Fed reduced rates by 25 basis points on Wednesday to between 4.25 percent and 4.5 percent as expected, Fed chair Jerome Powell hinted fewer cuts next year due to stubborn inflation despite easing price pressures. The market was earlier expecting four rate cuts in 2025. All indices ended in the negative territory, led by mining and oil, which dropped 2.37 percent as gold prices declined, property by 1.68 percent and industrial by 1.37 percent.
Value turnover reached P5.86 billion, with 72 advancers against 126 decliners.
Ayala Land Inc. declined by 4.05 percent to P24.90, while BDO Unibank Inc. rose 3.5 percent to P148. The peso again hit the bottom of 59 against the US dollar Thursday. Meanwhile, Asian equity markets sank Thursday following a severe selloff on Wall Street that came after the Federal Reserve halved its rates outlook, while the yen weakened as the Bank of Japan decided against a hike. All three main indexes in New York were sent spinning Wednesday -- led by a rout in high-flying tech titans -after the Fed delivered what was described as a “hawkish cut” in rates. Some suggested the retreat may have also been fueled by presidentelect Donald Trump’s opposition to a spending package aimed at averting a fast-approaching US government shutdown.

GS1 PHILIPPINES, a leading authority on local barcode standards, is advocating for the use of barcode technology in healthcare to streamline workflow for health professionals, strengthening the aim for enhanced patient safety.
The push for innovating healthcare comes as the World Health Organization’s Global Strategy on Digital Health 2020-2025 highlights the transformative potential of digital transformation in healthcare. Technologies like tools for data
storage and exchange, remote data capture and virtual care are proven to enhance health outcomes by improving medical diagnoses, treatment decisions, digital therapeutics, clinical trials, and fostering evidence-based knowledge for healthcare professionals.
Building on this global vision, GS1 Philippines calls for leveraging global standards and implementing barcode technology to enhance digital information accessibility for healthcare workers to attain efficient workflow and address medical supply chain inefficiencies.

ACEN Corp. said Thursday its Australian unit won a 936-megawatt wind power project in New South Wales that will be able to power up to 500,000 homes.
“The central government, the Australian government actually bid out capacity contracts to enable renewables…Valley of the Winds, that’s our project…This is in Central West Orana. This is the green energy auction equivalent [in the Philippines]. It’s a slightly different structure, but it enables these renewable projects. So, we won that. So that’s huge. That’s a very big project. That’s the latest in Australia,” ACEN president Eric Francia said.
By using GS1 Standards, health manufacturers and distributors can record data in clinical systems, enhancing the speed and accuracy of data capture. Healthcare providers can leverage these barcodes for patient identification, medication administration, and tracking of medical supplies and equipment, optimizing inventory management and streamlining overall workflow.
The Commonwealth government of Australia announced that 19 projects were selected as part of a national tender process for its Capacity Investment Scheme last week. The tender ensures enough new affordable and reliable electricity will be brought into the grid to meet demand between now and 2030. ACEN said ACEN Australia’s Valley of the Winds project was successful in securing a Capacity Investment Scheme Agreement (CISA) in the latest and largest tender round. It said Valley of the Winds is the biggest project awarded a CISA to date. Project

AirAsia PH expects to serve 300,000 during holiday season
By Darwin G. Amojelar
AIRASIA Philippines said Thursday it is prepared to fly over 300,000 passengers during the peak holiday season, or from Dec. 16, 2024 to Jan. 6, 2025.
AirAsia Philippines reported a load factor exceeding 80 percent, anticipating a significant surge in booking as Filipinos make last-minute plans to reunite with loved ones for the holidays.
“We expect a significant surge in guest volume this week as many of our kababayans are making last-minute bookings on their holiday plans.
While we recognize the excitement that comes with finalizing travel arrangements, we encourage our guests to book flights early as ticket fares increase closer to the travel date,”
AirAsia Philippines communications and public affairs head Steve Dailisan said.
“This time is also a good oppor-
tunity to secure your return flights in advance for after the holidays as flights will fill up quickly after Christmas,” he said.
As a guest-obsessed airline, AirAsia reactivated its “Always READY sa Pasko’t Bagong Taon” initiative, while strategically optimizing the working schedules of its essential staff to ensure smooth operations during this busy season.
Ground personnel manning the check-in counters were augmented with “on-standby” staff, while customer happiness desks were made easily accessible at key hubs to efficiently assist guests on their vari-
ous travel requirements and inquiries through the Ask Bo feature on AirAsia MOVE app.
AirAsia Philippines flies to 12 domestic destinations and 13 international destinations as of April 2024. It was officially launched as the fourth Airline Operations Center (AOC) of the AirAsia group in 2012.
AirAsia is a leading low-cost carrier with licenses to operate in five Asean countries—Malaysia, Thailand, Indonesia, the Philippines and Cambodia. The airline operates more than 200 aircraft and holds a significant orderbook for the next decade.
Hungarian companies explore PH investments
By Othel V. Campos
A RECENT business forum hosted by the Board of Investments (BOI) highlighted the growing interest of Hungarian businesses in the Philippines’ technology and manufacturing sectors.
The event, held on Dec. 3, 2024, brought together key government officials, industry leaders and business representatives from both countries.
BOI managing head Ceferino Rodolfo emphasized the Philippines’ attractive investment climate, citing the CREATE Act and CREATE MORE laws as key drivers of economic growth.
These legislative reforms offer long-term fiscal incentives and streamlined processes for investors.
“The Philippines offers immense opportunities for growth, collaboration, and innovation. I am confident that this collaboration will yield mutual benefits,” said Rodolfo.
Hungarian deputy state secretary for external economic relations of the Hungarian Ministry of Foreign Affairs and Trade Katalin Bihari noted the increasing interest of Hungarian businesses in the Southeast Asian market.
“We believe that there is still more room for improvement in our bilateral trade relationship. The main purpose of our business forum today is to work on it and achieve further results,” she said.
The Hungarian delegation consisted of five companies specializing in security printing, IT, agriculture, healthcare and smart cities. These companies expressed interest in exploring potential partnerships with Philippine firms.

year, we expect a more robust shareholder value, underscoring our dedication to meaningful and sustainable investments,” he said.
GSIS infused P1.45 billion in Alternergy last year and is listed on the PSE main board under the ticker name ALTP2.
GSIS’s equity infusion paved the way for the accelerated development of Alternergy’s Road to 500 megawatt growth target by 2026.
GSIS’s investment in Alternergy also helps fast track the government’s goal to increase renewable energy capacity share by 35 percent in 2030.
GSIS president and general manager Jose Arnulfo Veloso earlier said the agency’s growing commitment to sustainability “propels us to build a solid investment portfolio of renewable energy infrastructure projects.” “Alternergy’s strong emphasis on RE complements and supports this commitment,” Veloso said. Alternergy has five projects under construction. Its total generating capacity is expected to reach 311 MW by end-2025.
Alternergy is seen to undertake a second round of capital raising to complete its power projects in the pipeline. Alena Mae S. Flores

Peak travel tips for the holiday season
To help passengers navigate the busy travel period, the budget airline offers tips that hopefully will make every Juan’s journey smoother and more convenient:
1. Check the airport terminal assignment of the flight.
Before proceeding to the airport, passengers are strongly advised to check the details in their itineraries and boarding passes, especially the flight number and terminal assignment. Flight numbers begin with either 5J or DG: 5J flights: Operated by Cebu Pacific using larger commercial jet aircraft. These flights to and from Manila arrive at and depart from Ninoy Aquino International Airport (NAIA) Terminal 3.
DG flights: Operated by Cebgo using smaller turboprop aircraft. These flights to and from Manila currently operate from NAIA Terminal 2 (along NAIA Road, Pasay City). All DG flights to and from Manila have been relocated to NAIA Terminal 2.
2. Be on time at the airport.
Given expected heavier road traffic during peak travel season, passengers are advised to allot more time for traffic going to the airport. Passengers should be at the airport at least three (3) hours before departure for domestic flights, and four hours for international flights. Passengers traveling to Dubai are allowed to check in as early as seven hours before departure. Check-in counters close 45 minutes before the scheduled time of departure for domestic flights and one hour for international flights to ensure there is ample time for all necessary pre-flight procedures. After checking in, we encourage passengers to immediately go through immigration and final
security to avoid delays. Boarding commences 45 minutes before the scheduled departure.
3. Check in online.
Long lines may be avoided at the airport by checking in via the official CEB mobile app or via the Manage Booking section of the CEB website. Both options are available from 48 hours up to one hour before scheduled time of departure for domestic flights, and up to four (4) hours before scheduled departure for international fliers.

PPA conducts surprise drug test for employees
THE Philippine Ports Authority (PPA) recently conducted a surprise drug test for its regular and contractual employees on December 16 and 17, 2024, at its Head Office Building.
This initiative, in coordination with the Philippine Drug Enforcement Agency (PDEA), is part of PPA’s ongoing efforts to maintain a drugfree workplace according to PPA Memorandum Circular 04-2016 and enhance the safety of port operations during this critical time of year. The surprise drug tests were administered to nearly 1,000 employees, including both regular staff and contract-ofservice workers.
“The safety of our ports and the welfare of the public are always our top priorities. Our personnel must be fit for duty at all times, especially during the peak season when the demand for security and vigilance is at its highest,” said PPA General Manager Jay Santiago.
“We will take immediate action against personnel who test positive, as we have a zero-tolerance policy for drug use within our workforce,” he added.
Before the urine drug testing, a symposium was held for all participants to raise awareness about the detrimental effects of illegal drugs, their impact on job performance, and the overall security of port operations. Prior to the test today, all Port Management Offices (PMO) nationwide already conducted their surprise drug testing in their corresponding port areas in Luzon, Visayas, and Mindanao.
According to the agency’s records from the previous years, no regular PPA employee had tested positive for illegal drug use. In case of testing positive, the PPA follows a structured legal process wherein the individual(s) will be given due process, counseling, and even immediate termination depending on the case.

A film about hope amidst dark times
DURING Green Bone’s recent media conference, National Artist Ricky Lee described the film, which stars Dennis Trillo and Ruru Madrid, as a tale that delves deep into themes of hope and redemption amidst adversity.
The film follows the story of Domingo Zamora (Dennis), a man
nearing release after serving time for the murder of his sister. However, his freedom is jeopardized by Xavier Gonzaga (Ruru), a newly assigned prison guard who is determined to keep him behind bars.
Dennis, intrigued by the film’s unique concept, shared, “It was interesting. No movie has used this kind of material before. I hope viewers will be as curious about why the film is called Green Bones as I was.”
For Ruru, Green Bones is a major turning point in his career as it is his first MMFF project.
“I sincerely appreciate it. I thought I’d be in an MMFF movie the following year while watching Firefly with Bianca (Umali) last year,” he said.
Directed by award-winning filmmaker Zig Dulay, known for his work on Firefly and the TV series Maria Clara at Ibarra and Sahaya Green Bones promises to take audiences on an emotional and thought-provoking journey.

The screenplay, penned by Ricky Lee and MMFF 2023 Best Screenplay winner Anj Atienza, was based on a concept by GMA Public Affairs’ JC Rubio
“This is a film about hope amidst dark times,” said the National Artist. “A movie that shows how, even in the darkest skies, stars will still appear. It tells us that even in a place as condemned as a penal colony, in the battle between good and evil, goodness will always prevail.”
The stellar cast includes Michael de Mesa, Ronnie Lazaro, Wendell Ramos, and Alessandra de Rossi, and features the special participation of Iza Calzado and Nonie Buencamino Mikoy Morales, Royce Cabrera, Sofia Pablo, Sienna Stevens, Kylie Padilla, Pauline Mendoza, Gerhard Acao, Raul Morit, Victor Neri, Ruby Ruiz, and Enzo Osorio complete the cast.

‘Bluey’ heads to the big screen
PRESCHOOLERS and parents hooked on heartwarming animated series Bluey might want to take a “tactical wee” to avoid any excited accidents: there’s going to be a film.
A feature-length version of the adventures of sisters Bluey and Bingo, and their parents Chilli and Bandit, is set to hit cinemas in 2027, The Walt Disney Company said Tuesday.
“ Bluey has become a global phenomenon, uniting families everywhere with its heartfelt stories of play, imagination, and connection,” Alan Bergman and Dana Walden, cochairmen of Disney Entertainment, said in a statement.
“We are so proud to... bring the magic of Bluey to the big screen – for real life!”
The Australian series, which began in 2018, features an anthropomorphic family of Blue Heelers – a type of Australian cattle dog – as they navigate childhood and parenting in a Queensland suburb.
Episodes offer gently instructive life lessons for youngsters on how to share or how to cope with not getting your own way.
But they are also popular with parents for their sympathetic portrayal of the real-life ups and downs of looking after little ones.
The show’s witty dialogue is shot through with wry observations that anyone who has ever hosted a children’s party – or just tried to get their offspring dressed and into the car – will instantly recognize.
“The door. It is right here. All we need to do is walk out of it,” laments the mother in one episode.
The Emmy- and BAFTA-winning Bluey is available in more than 140 countries, and is the most-watched series globally on Disney+, as well as the most-watched streaming show in the United States, Disney said. AFP

bets on Sofronio’s rise to fame
SENATOR Imee Marcos, who is seeking reelection, recently filed a Senate resolution aimed at recognizing and congratulating Sofronio Vasquez for his victory in the 26th season of The Voice USA
In Senate Resolution No. 1260, the senator described Sofronio’s win as an “international event,” noting that his supporters came not only from the Philippines but also from Indonesia, Singapore, Malaysia, and China.
“We need to recognize everyone who rises to fame and brings honor to the Philippines. We should acknowledge them. Sometimes it’s always the politicians or the athletes. Let’s not forget the artists because they truly bring pride and honor to the country,” she said during an intimate lunch with the entertainment media at Kamuning Bakery Cafe on Wednesday.
She also expressed confidence that Sofronio would continue to achieve greater success after his victory in The Voice USA.
“I’m betting on him,” she added.
The senator praised Sofronio as an example of how talent and determination can lead to success.
“Despite being rejected many times and going through difficult adversities in life, Sofronio used these experiences to turn the chair around, achieving the ultimate redemption anyone could imagine,” she said.
On another note, Senator Imee also reacted to reports of a Senate investigation into the alleged involvement of Maris Racal Anthony Jennings, and Jam Villanueva in drugrelated issues.
This stems from the Philippine Drug Enforcement Agency (PDEA) examining screenshots posted by Jam on social media, which allegedly hinted at illegal drugs. Reports suggest that the agency plans to question the three to clarify the matter.
Senator Imee agreed with this move. She said that artists admired by the youth should take care of themselves and their image
“They are held to a higher level of conduct and morality. The problem is, they are role models for the youth, and yet they’re the ones causing trouble. Let’s hope this doesn’t happen. They should take care of themselves and understand that their image is what young people look up to,” she noted.
FILIPINO or Pinoy pride is a phrase commonly heard these days, partly because we Filipinos tend to be vocal about it each time someone among us hits the big time on the international scene.
We recall the moment Pia Wurtzbach and Catriona Gray won their respective Miss Universe titles, or when Gilas Pilipinas bagged the gold at the Asian Games basketball tournament after six decades and after nail-biting, exciting games against erstwhile powerhouses Iran and China.
A few days ago, we brought out once more our Pinoy pride streamers after Sofronio Vasquez triumphed in Season 26 of the American talent competition
The Voice. He is the first Filipino and male Asian to bag the title, and you must have seen that video clip of him with Snoop Dogg, one of the coolest guys on Earth, circling him like he’s some god or something beyond human.
Sofronio was born in Ozamiz, Misamis Occidental to pure Filipino parents named Oniol Vasquez and Aida
“So, I heard there will be different investigations. First and foremost, I always tell our law enforcement: don’t be intimidated just because they’re celebrities or famous. Investigate them and impose the appropriate penalties. It shouldn’t be settled just because they have money, lawyers, or connections. That shouldn’t be the case. Investigations should proceed, and enforcement should even be stricter since they’re like public officials due to the admiration they receive,” she said.
Parojinog. He certainly grew up in the Philippines and even joined the local TV contest “Tawag Ng Tanghalan” of It’s Showtime fame, where he finished, well, seventh place.
I am using the words “raw” and “fried” in the title of this column entry not just for wordplay but to stress the point that we tend to overcook our sense of national pride instead of keeping it pure and natural, as in raw. There is a reason why, on social media, you can see jokes about celebrating a compatriot’s success when their link to being Filipino is so tenuous that it feels like the issue is being forced I found it a bit odd when some supposedly very Pinoy individuals living in the Philippines had the audacity to celebrate the Miss Universe victory
Can we say you can’t root for two countries in such a scenario? You can if you feel like it, but that doesn’t make much sense unless you’re an actual relative or friend of the Gabriels. Given that every headline-grabbing matter these days dissipates after a week, I hope Sofronio’s victory receives public attention for an extended period—on the level of Manny Pacquiao winning against a legendary foreign opponent. He is a pure Pinoy who has experienced what it truly means to be a Filipino, facing all the challenges of living in the motherland. He succeeded in America and made us all proud.
Don’t get me wrong—it is heartwarming when someone with Filipino roots who grew up elsewhere expresses their Pinoy pride. The problem, in my perhaps unpopular opinion, arises when 100 percent of Filipinos ride on it too much, to the point of sounding arrogant. You can tell when someone is genuinely happy for another’s success versus when someone uses it to elevate their status for personal gain.
I saw a couple of people on Facebook claiming they cried when Sofronio won. One thing I know is that they don’t treat people well and are very much all about themselves. So, I’d say they were trying to have their moment at the expense of a real winner.
Friends, we have to acknowledge the essence of Pinoy pride. Let’s lift each other up. Help that compatriot struggling in a foreign land. Don’t overlook anyone grinding daily amid the traffic of Metro Manila or in some remote province— they may desperately need your faith in them to find their star. Don’t preach or brag about what you’ve done and why you’re successful. The moment you say, “hindi naman sa pagmamayabang,” it’s often the cue to say something boastful.
Let’s be genuinely proud of our kababayans making it big abroad and excelling in global competitions. Leave out the toxic drama, grandstanding, and excessive showing off. And please, prioritize humility—it remains far more graceful than flexing.

Home is where the heart cooks
Taking a peek inside the family-run cooking business even celebrities
HAVE you ever experienced tasting something and memories just start flooding in? Food feels like a universal language of love, a link to our past, and a common source of comfort and joy. A family-run culinary haven in Antipolo brings this sentiment to life, serving heirloom Filipino recipes that trigger nostalgia and celebrate Filipino heritage.
“Casa Ilustre is our mom’s passion project,” shares Jaimie Tintiangko, daughter of Vibian Tan the driving force behind the culinary venture. “As a natural cook and advocate of heirloom Filipino recipes, she had a clear vision of what she wanted Casa Ilustre to be known for.”
The story of Casa Ilustre began during the pandemic, a time of global uncertainty and personal reflection. As Vibian retired from her successful career, she sought a new path to channel her energy and passion.
“The pandemic coincided with our mom’s retirement,” Jaimie explained, “and as an entrepreneur she found herself wanting to channel her energies into something productive but worthwhile.” Noticing the rise of online food businesses, the family recognized an opportunity to share Vibian’s culinary gift. Her love for cooking and her desire to preserve traditional Filipino cuisine converged, giving birth to Casa Ilustre.
Vibian’s passion for cooking has been a lifelong companion.
“Cooking has always been her main outlet since she began working for the family business at a very young age,” Jaimie revealed.
Despite a busy life as a businesswoman, Vibian always found solace and fulfillment in the kitchen, expressing her love through elaborate meals shared with loved ones. This tradition echoes the spirit of their ancestral home on Ilustre Street in Santa Cruz, Manila, affectionately known as “Casa Ilustre” – a gathering place where friends and family connect over delicious food.
“No matter how busy our mom was with work, her love language and the main mode of gift-giving always came in the form of the heirloom Filipino dishes she would tend to for hours in the kitchen,” Jaimie reminisced.
The aroma of stews and rich hot cocoa filling the house during Christmas mornings created lasting memories for them.
Culinary historians
Casa Ilustre’s heirloom recipes are documentation of history passed down through generations.
“Heirloom Filipino recipes are essentially dishes that are informed by culinary traditions and preparations that have been passed down through generations either within families or communities,” Jaimie explained.
Growing up in a multicultural household, Vibian was exposed to a diverse range of culinary influences, further enriching her culinary know-how.

Kobe Paras on timeless style and essential role of accessories
By Angelica Villanueva
FOR basketball player and star athlete Kobe Paras, style isn’t just about fashion—it’s about blending functionality with a personal touch.
“Necklace, earring, bracelet—if I have a watch on, I feel like I don’t need anything else,” Paras says, underscoring the importance of simplicity and timelessness in his look.
Known for his prowess on the court and his sharp sense of style, Kobe has found an ideal accessory in watches. He then recalled his childhood affinity for G-Shock and Casio watches.
“As a kid, I used to rock a lot of G-Shock and Casio watches. It’s like a full-circle moment being here now,”
he shared, reflecting on the brand’s enduring appeal ever since.
What made G-Shock stand out for him was its versatility and unique design.
“They have a lot of designs, unlike other watches that stick to one look.
G-Shock is unique in a lot of ways, and they’ve proven it for years now,” said Kobe.
As a professional athlete, Kobe emphasized his values for practicality, and G-Shock fit perfectly into his lifestyle.
“It’s not just for me but for athletes worldwide. G-Shock works whether you’re by the beach, hiking, or working out,” he explained. In terms of personal style, the

This deep-rooted connection to the community and its culinary heritage is what sets Casa Ilustre apart. Among the many treasured recipes, some hold an extra special place in the family’s heart.
“During the holidays, she always makes it a point to make several batches of macaroni salad and embutido for gift-giving!” happily Jaimie recalled. The memory of their home transforming into a “Santa’s workshop” during Christmas, filled with enticing smells of holiday treats, speaks volumes about the love and dedication poured into every dish.
These recipes are pots and pans of Filipino culture and tradition. “The Filipino cultural practice of ‘magiliw na pagtanggap’ underpins every recipe that my mom has managed to learn,” Jaimie emphasized. This spirit of warm hospitality seems to shine through. Taste of home
These days, when speed and convenience become priorities, the food business offers an option. “Casa Ilustre is a reminder for us to slow down, savor, and find solace in flavors and experiences crafted with care, dedication, and time,” Jaimie reflected.
Through their food, they hope to bring out a sense of nostalgia, transporting customers back to simpler times filled with the comforting flavors of home.
This connects deeply with their customers. “The ones that struck us the most are clients who tell us that our food reminds them of specific moments in time and memories they have of their loved ones,” Jaimie shared.
The food business is committed to upholding timehonored traditions and using high-quality ingredients. By prioritizing local produce and fostering strong relationships with suppliers, they create dishes that are both delicious and ethically sourced.
Casa Ilustre envisions a future where their food continues to nourish people’s lives.
“Our vision for Casa Ilustre is to grow our business in a way that touches the lives of more people,” Jaimie stated.
They plan to achieve this by honoring their roots while embracing innovation. To ensure the legacy endures, they are committed to carefully documenting their family recipes.
