CHINA MUST NOT INTERFERE IN TYPHON PURCHASE—NSA

SAYS MISSILE LAUNCHER A DETERRENT, NOT A SECURITY THREAT

THE decision to acquire the Typhon missile system is only for the Philippines to make and not for any other country to interfere with, National Security Adviser Eduardo Año said on Saturday.

“As a sovereign nation, the Philippines has the right to determine the most appropriate measures to safeguard its security and the well-being of its people. Just like any other nation, the procurement of defense systems, including the Typhon missile launcher, is a step toward strengthening our deterrence capabilities and ensuring that we are prepared to defend our territory when required,” Año said in a statement.

China earlier issued a stern warning to the Philippines, saying there will be consequences if the acquisition pushes through.

PBBM ISSUES SCHED ON SOKOR TARIF

PRESIDENT Ferdinand Marcos Jr. has issued Executive Order (EO) No. 80 to implement the Philippine tariff schedule under the Free Trade Agreement (FTA) with South Korea.

The EO, signed by Executive Secretary Lucas Bersamin on December 23, modifies import duty rates on certain goods to align with the commitments outlined in the Philippine Schedule of

Tariff Commitments under the PH-KR FTA.

Under the directive, all goods originating from South Korea, listed in the Philippine tariff schedule, will be subject to specified

import duties at entry.

These goods must also comply with the agreement’s Proof of Origin and other applicable requirements.

“All originating goods from the Republic of Korea... shall be levied the rates of duty as prescribed therein, subject to the submission of a Proof of Origin,” the order stated.

The FTA, signed during the 43rd Association of Southeast Asian Nations (ASEAN) Summit in Indonesia in September 2023, aims to enhance economic cooperation and trade by reducing or eliminating tariff barriers.

It is part of a broader effort to attract foreign investments and secure preferential trade terms beyond those available under existing agreements.

President Marcos ratified the FTA on May 13, 2024, and the Senate concurred with its ratification on September 23, 2024, through Senate Resolution No. 1188.

The agreement underscores the commitment of the Philippines and South Korea to strengthening their economic partnership, fostering trade, and addressing competitive challenges in global markets.

PH EMBASSY IN KUWAIT ‘SHOCKED’ OVER DEATH OF CHILD

THE Philippine Embassy in Kuwait said it was “shocked” over the tragic death of a young Kuwaiti child reportedly involving a Filipino domestic worker in the household.

“The Philippine Embassy in Kuwait is shocked and deeply saddened by the tragic incident of a Filipino domestic worker involved in the death of a Kuwaiti child in her employer’s household. We extend our heartfelt condolences and prayers to the bereaved family during this difficult time,” the Philippine Embassy said.

According to reports from the Arab Times, the incident occurred on Thursday when the domestic worker allegedly placed the child inside a washing machine at the family’s residence.

The parents reportedly rushed to help after hearing the child’s cries and brought the child to Jaber Hospital, where medical staff confirmed his death due to injuries.

LOCAL GOV’T PLACES BILIRAN UNDER STATE OF CALAMITY DUE TO OLD BRIDGE

THE local government has placed the island province of Biliran under a state of calamity amid safety concerns over its primary bridge to the mainland of Leyte.

In a four-page resolution declaring the state of calamity, the Sangguniang Panlalawigan on Friday authorized the provincial government and concerned agencies to tap calamity funds as damage has been found on parts of the Biliran Bridge, GMA News reported.

The report said the declaration seeks to implement price control measures to stabilize the cost of goods, services and commodities; assist affected sectors including those in trade and logistics; and implement immediate repairs and enhancements to alternative transportation routes.

“Whereas, declaring a state of calamity will enable the Provincial Government to implement measures to stabilize the prices of goods and essential commodities, ensure the uninterrupted delivery of goods and services, and mobilize resources

to mitigate the adverse effects of the incident,” the document read.

Also in the resolution, the Sanggunian will formally ask the Department of Trade and Industry (DTI), the Department of Public Works and Highways (DPWH), and other national government agencies “to address the structural and economic issues” arising from the bridge’s status. A copy of the resolution will be submitted to the Office of the President.

A provincial task force on the Biliran Bridge has also been designated.

Ahead of Christmas Day, heavy equipment vehicles were temporarily prohibited from traversing  Biliran Bridge due to its unusual swinging. Video on 24 Oras on Monday showed wave-like movements on the bridge, while steel bars could be seen moving.

The Sangguniang Panlalawigan said the swinging of Biliran Bridge, constructed in 1975 nearly 50 years ago, “has raised concerns about its structural integrity and safety.”

DSWD RETURNS P658M BUDGET

THE Department of Social Welfare and Development (DSWD) has returned to the Bureau of Treasury ( BTr) the P658 million budget allocated by the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) for the fourth phase of the Moro Islamic Liberation Front (MILF) decommissioning process.

Undersecretary Alan Tanjusay of the department’s Inclusive-Sustainable Peace and Special Concerns (ISPSC) Cluster said these funds from the OPAPRU were originally intended for the provision of socio-economic interventions to another set or decommissioned MILF combatants as part of the normalization track under the Comprehensive Agreement on the Bangsamoro (CAB).

The DSWD, as part of the Task Force for Decommissioned Combatants and Communities (TFDCC) chaired by the OPAPRU, is among the agencies mandated to provide packages of assistance to decommissioned combatants (DCs) and their families in the form of cash grants, livelihood grants, and endorsement for skills training.

COMELEC: NUISANCE BETS

EXCLUDED FROM OFFICIAL BALLOTS

NUISANCE candidates will not be included in the printing of ballots for the May 2025 midterm elections after the Commission on Elections (Comelec) resolved all cases for local and national posts.

Comelec  chairman George Garcia said the  Comelec  en banc has already decided on all of the issues involving 114 nuisance candidates as of December 27.

He described the move as “a historic first,” explaining nuisance candidates were included in the ballots of previous elections since their cases were not resolved even at the  Comelec  division level.

Supposed to commence this month, the start of printing of the

official ballots for next year’s polls is set for Jan. 6, 2025.

“Our projection is the printing will run for 77 days, which means there must be, more or less, one million ballots printed per day,” Garcia said.

The poll body must be able to print over 70 million official ballots within a tight schedule, according to the poll chair.

The Comelec has also has upheld a decision disqualifying former congressman Edgar Erice

from running for Caloocan City’s 2nd District post in the May 2025 elections due to his continued criticisms of the automated election system (AES).

In a 30-page decision released over the weekend, the en banc affirmed its Second Division’s earlier ruling barring Erice from participating in next year’s polls.

“The integrity of elections is the cornerstone of democracy and any act that undermines this foundation cannot be tolerated. Respondent’s disqualification is not merely justified but necessary to protect the sanctity of our electoral process. This Commission must act decisively to ensure that the people’s trust in their democratic institutions remains intact,” the ruling stated.

The commission emphasized that Erice’s actions to discredit the AES were central to the decision.

The petition, filed by one Raymond Salipot, accused Erice of “deliberately spreading false and alarming reports, and circulating misleading messages to disrupt the electoral process and cause confusion among the voters,” as prohibited by the Omnibus Election Code.

Comelec highlighted the need to act decisively against Erice to safeguard public trust and prevent further attacks on the Commission’s credibility.

“In the face of such patent and continuing attacks on its integrity and the general conduct of the elections, the Commission is dutybound to act decisively to put an end to the baseless and malicious accusations hurled against it and to dispel the public alarm, doubts, and confusion intentionally sowed by the Respondent,” the en banc decision stated.

SOLON HITS FAILURE OF DUTERTE ADMIN ON PHILHEALTH RATES

TINGOG Rep. Jude Acidre said the failure of the Duterte administration to adjust PhilHealth case rates for six consecutive years is major factor behind the agency’s inefficiencies and inability to provide adequate healthcare services.

Acidre made the remarks during a recent Committee on Good Government and Public Accountability hearing, where systemic lapses and leadership instability within PhilHealth were brought to light.

Eli Santos admitted under questioning that the last adjustment to case rates was implemented in 2012, despite a policy requiring reviews every three years. Throughout the Duterte administration, no adjustments were made except for increasing dialysis sessions to 144 annually.

“So during the entire Duterte administration, PhilHealth did not make any adjustment to the rates?” Acidre asked. Santos confirmed, “Yes, Mr. Chairperson.” Acidre pressed further, highlighting that this failure occurred as healthcare costs surged, particularly during the

COVID-19 pandemic, leaving hospitals underpaid and PhilHealth members underserved.

“This failure to adjust the case rates periodically as per policy—and if you count it, there should have been at least three adjustments over the past 12 years—has exacerbated PhilHealth’s inefficiencies. Members are frustrated because the premiums they pay do not reflect the benefits they receive,” Acidre said.

He illustrated the impact of inflation, noting that a conservative annual rate of 3% would amount to a 36% increase over 12 years. Instead,

stagnant case rates have eroded reimbursements and widened the gap between PhilHealth’s commitments and its actual services.

Acidre also scrutinized the leadership instability during the Duterte administration, where PhilHealth saw six presidents in six years. PhilHealth President and CEO Emmanuel Ledesma confirmed that such turnover hampered operations. “If you look at the administrations of President Aquino and President Duterte, that’s 12 years with 11 leadership changes. Clearly, there’s a breakdown in leadership,” Ledesma admitted.

DOH REPORTS MORE THAN 300 ROAD MISHAPS DURING CHRISTMAS WEEK

THE Department of Health (DOH) reported that more than 300 road mishaps were recorded during the week leading to and after Christmas Day, leaving at least three people dead.

In an update on Facebook, the DOH said it has monitored a total of 350 cases of road accidents from December 22 until 6 a.m. of December 28, GMA News reported.

The DOH said the number was 23% higher year-on-year.

“Of the total figure, three people died. Two of them suffered head injuries as they were not wearing helmets while riding motorcycles,” DOH said. The agency said that 63 of the total road accidents were cases of driving under the influence of alcohol, while 306 were logged as not using safety accessories.

A total of 239 cases, or about 68.3%, were motorcycle mishaps.

The Philippine Coast Guard (PCG) meanwhile reported a significant volume of travelers passing through the nation’s ports on December 27, 2024, as part of its “Oplan Biyaheng Ayos: Pasko 2024” monitoring initiative.

According to the  PCG, 206,821 outbound passengers and 184,996 inbound passengers were recorded across all ports, reflecting a busy hol -

iday travel period. The figures marked a slight decrease of 518 outbound passengers (0.25%) and an increase of 4,132 inbound passengers (2%) compared to December 26.

The  PCG  also noted an uptick in vessel and motorbanca inspections, with 1,685 vessels and 2,473

motorbancas inspected on December 27, representing a 5% and 16% increase, respectively, from the previous day.

EXECS DESCRIBE 2024 ‘TOUGHEST YEAR’ FOR BANGSAMORO

ONLY a handful of employees were seen standing at attention to the year’s last flag retreat at the center of the regional government in Cotabato City. A top regional official described 2024 as the “toughest year” for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). More importantly, BARMM Cabinet Secretary and spokesperson Mohammad Asnin Pendatun said the region is no longer the country’s poorest in more socioeconomic terms, citing recent data released by the Philippine Statistics Authority (PSA).

BARMM Chief Minister Ahod Balawag Ebrahim in August declared: “The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is no longer the poorest region in the Philippines, as its full-year poverty incidence dropped significantly to 23.5 percent in 2023 (from 28 percent in 2021 and 52.9 percent in 2018),” quoting PSA reports released on August 15. In terms of the Gross Domestic Product (GDP), BARMM recorded growths in the current year PSA reports from its 2023 generated data. Lanao del Sur had the fastestgrowing GDP in the region with a 5.02 percent growth rate, closely followed by Maguindanao del Norte with 4.99 percent economic growth. THE Bureau of Immigration (BI) on Saturday reminded registered foreigners in the country to submit their annual report within the first two months of 2025.

The annual report is in compliance with the Alien Registration Act, which requires all foreign nationals with immigrant and non-immigrant visas to report to the bureau within the first two months of every calendar year.

Registered foreign nationals include those working, residing and studying in the country with alien certificate of registration I-Cards.

The physical annual report for the BI head office will be conducted at the 4th Level Center Atrium of Robinsons Manila in Ermita, and at the Government Service Express Unit of SM Mall of Asia in Pasay City, Mondays to Fridays (excluding holidays), between 9 a.m. and 6 p.m.

BI offices nationwide will also cater to the annual reporting.

CAYETANO ORDERS DESIGNATED FIREWORKS AREAS IN TAGUIG

TAGUIG City Mayor Laarni Cayetano has instructed village officials to establish designated fireworks display zones in their respective areas for New Year celebrations.

Cayetano encouraged members of the City Council and barangay captains, led by Liga ng mga Barangay President Jorge Bocobo, to ensure the implementation of Ordinance No. 87, Series of 2018. This ordinance designates firecracker zones and prohibits their use near residential areas and other fire-prone locations.

“There are penalties for those who violate the ordinance,” the mayor stated, urging her constituents to report any violators.

According to Section 2 of the City Ordinance, “it shall be unlawful for any person to distribute, discharge, explode, or cause to discharge or explode any firecrackers, pyrotechnic device, or similar devices outside the designated Firecracker Zones.”

Cayetano remarked that establishing common fireworks display zones could help reduce fireworks-related injuries.

City officials are reminding residents that violators may face penalties, including a fine of P5,000 or three to six months in jail.

DURING MARTIAL LAW BID

SEOUL – South Korea’s suspended president Yoon Suk Yeol authorized the military to fire their weapons if needed to enter parliament during his failed bid to impose martial law, according to a prosecutors’ report seen by AFP on Saturday.

The 10-page summary from former defense minister Kim Yong-hyun’s prosecution indictment report, which was provided to the media, also says Yoon vowed on December 3 to declare martial law three times if necessary.

Yoon, who was stripped of his duties by the National Assembly this month, is under investigation for his short-lived attempt to scrap civilian rule, which plunged the country into political turmoil and led to his impeachment.

Yoon’s lawyer Yoon Kab-keun dismissed the prosecutors’ report, telling AFP it was “a one-sided account that neither corresponds to objective circumstances nor common sense.”

As lawmakers rushed to parliament on December 3 to vote down Yoon’s martial law declaration, heavily armed troops stormed the building, scaling fences, smashing windows, and landing by helicopter.

According to the prosecution indictment report, Yoon told the chief of the capital defense command, Lee Jin-woo, that military forces could shoot if necessary to enter the National Assembly.

“Have you still not got in? What are you doing? Break down the door and drag them out, even if it means shooting,” Yoon told Lee, according to the report.

Yoon also allegedly told the head of the Defense Counterintelligence Command, General Kwak Jong-keun, to “quickly get inside” the National Assembly since the quorum for the martial law declaration to be lifted had not been met.

“So quickly get inside the National Assembly and bring out the people inside the chamber, and break down the doors with an axe if necessary and drag everyone out,” the report quotes Yoon as saying at the time.

After lawmakers rushed inside parliament and voted 190-0 to nullify Yoon’s declaration in the early hours of December 4, the report says Yoon told Lee, “Even if it’s lifted, I can declare martial law a second or third time, so just keep going.”

The report also included screenshots of senior defense officials’ messages from the day of the martial law declaration.

It said there was evidence that Yoon had been discussing declaring martial law with senior military officials as early as March.

The declaration followed a budget tussle between Yoon’s party and the opposition.

Days later, Yoon said in a speech that he apologized for the “anxiety and inconvenience” and promised that there would not be a second declaration of martial law.

Ex-defense minister Kim was arrested this month over his role in the failed martial law bid.

Opposition Democratic Party lawmaker Kang Sun-woo said in a statement on Saturday that “the prosecution has laid bare the undeniable ugly truth about Yoon Suk Yeol, the treasonous ringleader,” adding that he must be “arrested immediately.” AFP

Donald Trump filed a brief Friday urging the Supreme Court to pause a law that would ban TikTok the day before his January 20 inauguration if it is not sold by its Chinese owner ByteDance.

“In light of the novelty and difficulty of this case, the court should consider staying the statutory deadline to grant more breathing space to address these issues,”Trump’s legal team wrote, to give him“the opportunity to pursue a political resolution.”

Trump was fiercely opposed toTikTok during his 2017-21 first term, and tried in

vain to ban the video app on national security grounds.

The Republican voiced concerns — echoed by political rivals — that the Chinese government might tap into US TikTok users’ data or manipulate what they see on the platform.

US officials had also voiced alarm over the popularity of the video-sharing app with young people, alleging that its parent company is subservient to Beijing and that the app is used to spread propaganda, claims denied by the company and the Chinese government.

FRANCE ASKS INDONESIA TO TRANSFER NATIONAL ON DEATH ROW OVER DRUGS

JAKARTA — France has sent Indonesia an official request for the transfer of a French death row inmate who has spent nearly 20 years in prison, an Indonesian minister told AFP on Saturday.

Indonesia has in recent weeks released half a dozen high-profile detainees, including a Filipina mom on death row and the last five members of the so-called ‘Bali Nine’ drug ring. French diplomats have acknowledged that talks were underway for the transfer of Serge Atlaoui, a 61-year-old Frenchman arrested in 2005 at a secret drugs factory outside capital Jakarta. Jakarta has now confirmed it received the official transfer request.

“We have received a formal letter requesting the transfer of Serge Atlaoui,” senior law and human rights minister Yusril Ihza Mahendra told AFP.

He said it would be studied and discussed in early January after the holidays.

The French embassy in Jakarta declined AFP’s request for comment. Father-of-four Atlaoui has maintained his innocence, claiming that he was installing machinery in what he thought was an acrylics plant.

He was initially sentenced to life in prison, but the Supreme Court in 2007 increased the sentence to death on appeal. AFP

TikTok, with the government sharing in the sale price, and his successor Joe Biden went one stage further — signing a law to ban the app for the same reasons.

Trump has now, however, reversed course.

At a press conference last week, Trump said he has “a warm spot” for TikTok and that his administration would take a look at the app and the potential ban.

Earlier this month, the president-elect met with TikTok CEO Shou Zi Chew at his Mar-a-Lago residence in Florida.

— Gaza health officials said on Saturday that Israeli forces detained the director of a hospital in the north, which the World Health Organization said was put out of service by an Israeli raid.

“The occupation forces have taken dozens of the medical staff from Kamal Adwan Hospital to a detention center for interrogation, including the director, Hossam Abu Safiyeh,” the health ministry in Hamas-run Gaza said in a statement. The Gaza civil defense agency also reported that Abu Safiyeh had been detained, adding that the agency’s director for the north, Ahmed Hassan alKahlout was among those held.

“The occupation has completely destroyed the medical, humanitarian, and civil defense systems in the north, rendering them useless,”Mahmud Bassal, spokesman for the civil defense agency, told AFP.

On Friday, the Israeli military said it had launched an operation in the area of Kamal Adwan Hospital, alleging the facility was a “key stronghold for terrorist organizations.”

Palestinian militant group Hamas denied its militants were present in the hospital, and charged that Israeli forces had stormed the facility on Friday.

The World Health Organization, meanwhile, said the Israeli military operation had put the hospital out of service.

“This morning’s raid on Kamal Adwan Hospital has put this last major health facility in north Gaza out of service. Initial reports indicate that some key departments were severely burnt and destroyed during the raid,” the WHO said in a statement on X. AFP

Starting in January, actor Diego Loyzaga found himself in the middle of controversy following yoga teacher Alexis Suapengco’s viral posts on social media. Suapengco, who was the mother of his daughter Hailey, had spoken up about how the actor had kicked her and their child out of his house for another woman. She also revealed that Loyzaga had threatened to stop giving financial support to their child if she didn’t take down her post. Fortunately, the two have since reconciled with them being seen together during Hailey’s christening in May.

February

The month of February saw actress Mariel Rodriguez under scrutiny for her nowdeleted post on Instagram where she can be seen undergoing a glutathione drip procedure at her husband Senator Robin Padilla’s office in the Senate, with netizens calling her out for the inappropriate display. Meanwhile, fans of showbiz couple Bea Alonzo and Dominic Roque were shocked over the news of their split which was confirmed by TV host Boy Abunda While Abunda faced criticism over sharing the news without the consent of the pair, both Alonzo and Roque later addressed the issue on social media, stating that they “mutually decided to amicably end” their engagement.

Right at the beginning of March, the entire entertainment industry was saddened by the tragic loss of award-winning actress Jaclyn Jose due to a heart attack. March also saw the controversy between Bangsamoro pop singer Shaira Moro and Australian artist Lenka as the former’s hit song “Selos” received a copyright claim from the latter as it used the melody of her 2008 track “Trouble Is A Friend.” The song was later taken down before being uploaded once more with the proper license from Lenka.

In April, K-pop girl group NewJeans and its now-former executive producer Min Hee-Jin were in the middle of an issue concerning entertainment company HYBE’s allegations of Min Hee-Jin attempting to take over ADOR, which is an agency under HYBE, as well as her complaints over creative similarities between NewJeans and Illit, a girl group under HYBE’s Belift Lab. Meanwhile, P-pop girl group 4th Impact was heavily criticized for opening a GoFundMe page asking for donations to support their 200 dogs. The girls later deleted the page and refunded all of the donations that were given to them following the backlash from netizens.

ALOCAL bakery from San Fernando, Pampanga makes Filipino-themed croissants to make the season more flavorful.

Bakers Champ is proving that Pampanga is not only the country's parol capital, but a culinary gem as well.

The bakery, which opened in November 2023, first went viral on social media because of their New York Rolls and Crozza, a pizzabased croissant.

In an exclusive interview with Manila Standard, Chef Wolen Superal, general manager of Bakers Champ, said he strives for innovation so Kapampangans can have a fun and delicious experience with their pastries.

"The flavors that we release are the flavors that I want to [eat]. These are my favorites –whatever is familiar to my taste," he said.

In celebration of “Paskong Pinoy,” the bakery's croissants are now available in holiday flavors such as Puto Bumbong, Bibingka, and Strawberry Parol.

The Puto Bumbong croissant is filled with puto bumbong, shredded coconut, and muscovado pastry cream baked on banana leaves.

The Bibingka croissant, on the other hand, is filled with moist bibingka cake, topped with salted egg pastry cream and a slice of salted egg, while the Strawberry Parol croissant is filled with vanilla cream topped with Baguio strawberries and pistachios.

Completing the revelry is a special buffet menu that features a slow-cooked steamship beef roast that comes with a choice of sauces; lechon pork belly roll, and a hefty spread of cheeses and cold cuts, choices of terrines and antipasto; crudites, fish, and seafood choices on entrees; and a selection of desserts including a premium chocolate fountain and special bibingka.
