PRESIDENT Ferdinand "Bongbong" Marcos Jr. said the timing of the impeachment moves against the Vice President was “very poor” given the looming campaign season.
Mr. Marcos, however, acknowledged the legal insight of his chief legal counsel, Juan Ponce Enrile, that junking the impeachment based solely on the position of one group would be a “very detrimental precedent.”

Marcos: Sex ed in schools ‘very important’
By Charles Dantes
PRESIDENT Ferdinand Marcos Jr. said he is supporting the implementation of a comprehensive sex education (CSE) program in schools, emphasizing its importance in addressing the country's escalating teenage pregnancy rates.
"These are all of the things that we need to address. And so, the teaching of this in our schools is very, very, very important," Mr. Marcos said.
"Children having children is a very difficult situation for both the child and the parent," he added.
The CSE program aims to tackle issues such as teenage pregnancy, sexually transmitted diseases, and gender-based violence.
The President noted that teenage mothers often lack the necessary knowledge to care for themselves during pregnancy and to properly nurture their children post-birth.
There are now ongoing discussions in Congress regarding the integration of CSE into the national education system.
Advocates argue that CSE is essential for equipping students with the knowl-

When it comes to awareness of the WPS dispute, respondents from Visayas recorded the highest rate at 96 percent, while Mindanao had the lowest awareness level at 87 percent.
The survey reported that awareness levels of the territorial dispute vary across age groups, ranging from 87 percent to 98 percent.
The highest awareness was observed among individuals aged 25 to 34, while the lowest was among those aged 45 to 54 and 65 to 74.
The survey was conducted from November 10 to 16, 2024 with 1,200 male and female respondents aged 18 and above, through face-to-face interviews.
Josue Raphael Cortez, a lecturer at the School of Diplomacy and Governance at De La Salle-College of St. Benilde, explained the high level of awareness among Filipinos, particularly regarding the dispute with China, can be largely attributed to extensive media coverage and the current administration's transparency.

DOE sees higher oil price hike at P2.60/l next week
By Alena Mae S. Flores
THE Department of Energy on Friday gave a higher oil price hike forecast of as much as P2.60 per liter for diesel next week based on the four-day trading in Mean of Platts Singapore.
“We will be expecting an increase in the prices of petroleum products next week,” DOE Industry Management Bureau director Rodela Romero said. She said gasoline products are expected to increase by P1.35 to P1.60 per liter, diesel by P2.30 to P2.60 per liter and kerosene by P2.30 to P2.50 per liter.
This was slightly higher than the forecast of Jetti Petroleum president Leo Bellas, who said early price movement indicators for the week of January 20 showed a possible increase in diesel of P2.30 to P2.50 per liter and gasoline by P1.60 to P1.80 per liter. Romero said several prices influenced the movement of prices in the world market, such as the impact of the US and UK imposing a new round of sanctions on Russian oil.
“This will result in a reduction of Russian exports thereby could push global crude prices higher in the near term, as the market adjusts to the loss of supply from one of the world’s largest oil producers. Likewise, there would be potential increases in shipping cost,” she said.

“The actions they are taking now are deeply destabilizing, they are forcing us to take counteractions because we have commitments to the Philippines and we have commitments to Taiwan that we intend to keep,” he said.
“If they want to destabilize the relationship or they want to at least create some pathway for stabilization of our relationship with them, they really need to stop messing around with Taiwan and with the Philippines because it's forcing us to focus our attention in ways we prefer not to have to,” he added. Rubio warned that any “miscommunication” or “some inadvertent conflict” that would emerge from China’s harassment in the West Philippine Sea [South China Sea] could then force the US to defend the Philippines as its treaty ally.
This week, Beijing drew Manila’s ire after it deployed a 165-meter-long coast guard vessel, dubbed “monster ship,” near Zambales, an example of the “harassment” the Senator from Florida mentioned in the hearing.
“The Philippines feels threatened by it, rightfully so. We’ve seen this on a daily basis with the harassment and so forth,” Rubio said.
“If, God forbid, there is some miscommunication or some inadvertent conflict emerges there and we have obligations to them [the Philippines], the impact that it will have on the entire globe is enormous and that includes Europe,” he added.

He suggested that the Committee on Health conduct the proposed inquiry. Rodriguez said the failure of Philhealth to reimburse hospitals over the past seven years was revealed in a recent Committee on Health hearing. The claims were either denied or returned to the hospitals “for correction.”

OPINION
Comprehensive sexual education is about life choices
RELIGIOUS and family groups are well within their rights to oppose the Adolescent Pregnancy Prevention Bill, now pending in the Senate, for its incongruity with their personal and moral convictions.
But nobody is entitled to spread falsehoods about a bill that uses a framework that aims to address adolescent pregnancies, the spread of sexually transmitted diseases, and genderbased violence.
In the past few days there have been impassioned arguments about how a bill authored by Senator Risa Hontiveros supposedly promotes promiscuity among young people by providing them access to contraceptives at a young age without parental consent, and by introducing concepts such as masturbation, thus encouraging sexual behavior among children.
A quick internet search using the key words “adolescent pregnancy prevention bill SB 1979” would point one to the web site of the Philippine Senate, where a downloadable copy of the proposed legislation is available.
Section 12 is clear that “Adolescents shall be allowed to access Sexual and Reproductive Health information and services. Provided that adolescents below 15 years old shall be required to obtain consent from their parents or legal guardians except when they have engaged or are engaging in sexual activity or are survivors of sexual abuse.”
Such provision of services, according to the bill, shall be based on the “principles of non-discrimination and confidentiality, the rights of adolescents, their evolving capacities, and as a life-saving intervention.”
Section 6 meanwhile is about age and development-appropriate comprehensive sexuality education. It tasks the Department of Education with “developing and promoting educational standards, modules, and materials to promote CSE in schools, communities, and other youth institutions.”
The goal, the bill says, is to normalize discussions about adolescent sexuality and reproductive health and to remove stigma at all levels. The Council shall ensure that the CSE is medically accurate, culturally sensitive, rights based, and inclusive and non-discriminatory towards LGBTQIA adolescents.
The CSE – a compulsory part of education -- shall include “age and development-appropriate topics such as, but not limited to: human sexuality, informed consent, adolescent reproductive health, effective contraceptive use, disease prevention, HIV/AIDS and the more common sexually transmitted infections (STIs), hygiene, health and nutrition, healthy lifestyles and health seeking-behaviors and practices, gender- sensitivity, gender equality and equity, teen dating, gender-based violence, sexual abuse and exploitation, peer pressure, women’s and children’s rights, digital citizenship and issues
like pornography, among others. The purpose of which is to equip them with the knowledge, skills, and values to make informed and responsible choices about their sexual and social relationships.”
***
CSE, according to the United Nations Population Fund (UNFPA), is a process of teaching the emotional, physical, and social aspects of sexuality, “The goal is helping children stay safe and prepare for the future. It leads to fewer pregnancies, less disease, and less abuse. It teaches young people about human development, reproduction and healthy relationships, and about how to recognize abuse, resist peer pressure, and understand consent.”
This is just the introduction in the page discussing the myths and truths about CSE. The site is hyperlinked; it’s good reading.
Sex is just a small part
Moreover, the academics Eva Goldfarb, PhD and Lisa Lieberman, PhD, from the Department of Public Health of Montclair State University in New Jersey, looked at three decades of research on CSE and found that “schoolbased CSE can lower homophobia and homophobic-related bullying, can increase understanding of gender and gender norms, can improve knowledge and skills that support healthy relationships, can build child sex abuse prevention skills, and can reduce dating and intimate partner violence.” Their study was published in the Journal of Adolescent Health.
There is, in fact, DepEd Order 031 series of 2018 online, the policy guidelines on the implementation of CSE at the Department of Education during the previous administration, then under Secretary Leonor Briones. I have no idea whether this was implemented or to what extent. Nonetheless, the Hontiveros bill sounds prospective in terms of the development of CSE policies reflecting the demands of the times. Ultimately, CSE is less about sex, per se, than it is about making life choices.
Not all young people have the privilege of having a reliable support system of family and friends. Many have to fend for themselves or cannot open up to their elders. And, let’s face it: what young person seeks their parents’ approval for engaging in sexual activity?
Adolescents, given the noise and stimulus of these challenging times, need to be guided, not solely about sex but about the consequences of their decisions and the dangers of misplaced self-worth.
Conversations about sex can be awkward for some, but guidance on life decisions, autonomy, responsibility, and the future is always good to have. adellechua@gmail.com
Inmates battling LA wildfires see chance for redemption
PACIFIC PALISADES – Inmate Jacob Castro cuts firebreaks in the hills around Los Angeles. It’s hard work, but having been in prison for 29 years, it is a chance for redemption.
“It’s the first thing I’ve done in my life that I’m proud of,” Castro told AFP during a short break from work. He is one of more than 900 inmates working alongside firefighters on containment or operational support in the complicated battle against fires that have ripped through Los Angeles, killing at least two dozen people and destroying homes.
Firefighters say the teams are invaluable -- but not everyone is happy they are there.
Billionaire reality star Kim Kardashian last week lashed out at the scant wages they earn, in a practice some have likened to slavery.
“There are hundreds of incarcerated firefighters, risking their lives to save us,” the “Keeping Up with the Kardashians” star wrote on so -

Final stab for the ‘guerrilla’ POGOs
WE HEARD it loud and clear from the Presidential AntiOrganized Crime Commission or PAOCC this week, that at least 80 percent of the 400 Philippine offshore gaming operators or POGOs have ceased operations.
Which means there are still 80 resorting to what PAOCC said are resorting to “guerrilla” style of operations.
If anything, PAOCC Executive Director Gilbert Cruz said, during a Bagong Pilipinas program, “small-scale” Pogo operations in Northern Luzon, Visayas, and Mindanao are being monitored, adding around 27,000 of 40,000 POGO workers in the country have been deported by the Bureau of Immigration.
This year, even “small-scale operations” of POGOs are no longer allowed after President Ferdinand Marcos Jr. totally banned their operations during his State of the Nation Address in July 2024 and ordered them closed down completely by Dec. 31, 2024.
We heard Cruz say these smallscale operations will be pursued by PAOCC and other government agen-
cial media.
“They are on the Palisades fire and Eaton fire in Pasadena working 24 hour shifts. They get paid almost nothing, risk their lives... I see them as heroes.”
Inmates who work in firefighting earn between $5.80 and $10.24 per day, plus an additional $1 per hour
Inmates who work in firefighting earn between $5.80 and $10.24 per day, plus an additional $1 per hour when dealing with emergencies, according to the California Department of Corrections and Rehabilitation.
The pay is set by legislation that allows prisoners to receive wages well
below state minimums.
Liberal California had the opportunity to change this rule in a referendum in November, but voters rejected the proposal. Second chance’
The practice is popular with inmates, who told AFP they see it as a chance to help society -- as well as to shave time off their sentences.
“I love doing this, helping the community by making up for the bad decisions I made in life,” said Castro, who has a coveted spot in one of the fire training camps operated by the CDCR.
“It’s a chance to redeem myself.”
The inmate crews are distinguished only by their orange uniforms.
Deployed to perform manual labor, they can work shifts of up to 24 hours, just like firefighters.
They clear vegetation with axes, chainsaws and shovels, climbing up and down steep hills, removing dry fuels that spread the flames.
cies, and asked local government units and even ordinary citizens monitor and report them, after President Marcos told those on the chase there still remain “indicators” of small-scale POGO operations.
Small-scale POGOs typically operate in discreet locations like resorts, apartments, subdivisions, or gated communities. As Cruz said unusual surges in foreign nationals at private resorts and a spike in food deliveries indicate a POGO operation may be up.
The negative impact from POGO operations suggests vigilance on the part of everyone
President Marcos Jr. is on track in saying POGOs cannot continue without the involvement of local government officials, particularly barangay leaders.
Verily, coordination should be high in the discipline of government agencies, with a whole of government approach, in pursuing the remaining ball park figure of 80 doing the “guerrilla” style operations.
The small-scale operators will effectively be on the law enforcement officers’ radar screen since these operators would still need foreigners as partners and collaborators in shifting
“This is definitely some of the hardest work I’ve done,” said Maurice Griffin, who has already been in the service for three seasons.
“It really has made a difference in my life.
“I really appreciate the opportunity to not be in prison and be out changing lives and saving lives.”
For Santana Felix Nolasco, 28, the skills and the discipline he has learned have been invaluable.
“It’s a big opportunity for every single one of us here,” he said. “They give us a second chance for those that actually really want to change,” he said, his voice cracking with emotion.
‘Huge contribution’
The inmates are among thousands of firefighters from all over the United States, as well as from Mexico, who have been fighting the flames that forced tens of thousands of people from their homes and scorched 40,000 acres (16,000 hectares).
gears, as it were, for their operations.
A Department of Finance study earlier said POGO activities remarkably outweigh the economic and social benefits derived from the POGO industry because of the risks and negative impact like increased crime rates, social instability, and exploitation of vulnerable people associated with them.
The Anti-Money Laundering Council Report also indicated POGOs have been been defenseless against money laundering, fraud, and other illicit financial activities, and thus pose substantial threats to the integrity of the national financial system.
The President’s Executive Order, signed on Nov 5, 2024, underlines these risks, saying “The high reputational risks associated with POGO/ IGL (Internet Gaming Licensees) operations deter foreign investment and tourism, undermining the efforts of the National Government in promoting the country as a safe and sustainable investment and tourism destination.”
All POGOs/IGLs and other offshore gaming-related/auxiliary/ancillary services with issued licenses, permits were expected to completely cease operations, including the winding up of their affairs, on Dec. 31, 2024 or earlier.
The negative impact unleashed by POGOs since 2016, now punching Filipinos in the eye, suggests vigilance on the part of everyone.
“These guys put a lot of hard work in,” said Captain Joseph Cruz, who oversees a team working in the Palisades fire zone. “It’s a huge contribution.”
Firefighters and prisoners talk, laugh, eat and work together. It’s a “life-changing experience for me,” said Nolasco, who wants to change his orange prisoner’s uniform for the yellow uniform of the California firefighters when he gets out.
Cruz says seeing the positive effect on the men in his charge is “very rewarding.”
“The goal is to get a change of behavior, change of lifestyle, change of previous habits that unfortunately landed in them there in the first place,” he said.
“If I retired today, and I knew that I had a couple of guys that were able to get career paths after it, after leaving here... I would be happy.
“It’s a great thing, and that’s what I do it for.” AFP
Blasts in Kyiv as UK’s Starmer inks ‘landmark’ 100-year pact
KYIV – British Prime Minister Keir Starmer signed a “landmark” 100year partnership agreement with Ukraine during an unannounced visit to the war-torn country, seeking to shore up support for Kyiv before Donald Trump returns to the White House.
Loud blasts and air raid sirens rang out over the Ukrainian capital after Starmer’s arrival as air defense systems in central Kyiv repelled a Russian drone attack, officials and AFP journalists reported.
In Starmer’s first official visit to Kyiv since taking office last July, he pledged steadfast support in the face of the Russian invasion, and said any deal to end the fighting must “guarantee” Ukraine’s security and independence. And he later said that the UK would also discuss with allies deploying peacekeeping troops to Ukraine to help guarantee security following any ceasefire with Russia.
Ukrainian President Volodymyr Zelenskyy hailed the 100-year accord, saying he hoped for similar agreements with other allies.
“Relations between Ukraine and the UK are now closer than ever,” he said in his evening address.
The visit is the latest meeting that Zelenskyy is holding in a flurry of talks with allies before Trump’s return next week.
The incoming Republican has stoked fears that he will cut Washington’s vital military aid or force Ukraine to accept a ceasefire on terms that reward Russia for its February 2022 invasion. AFP
Israeli Cabinet to meet on truce after deal done
JERUSALEM – Israel’s security cabinet was set to meet Friday after final details of a Gaza ceasefire and hostage release deal were ironed out, Prime Minister Benjamin Netanyahu’s office said, with the United States “confident” the truce would begin as planned this weekend.
If approved by Israel’s Cabinet, the ceasefire agreement would take effect Sunday and involve the exchange of Israeli hostages for Palestinian prisoners, after which the terms of a permanent end to the war would be finalized. Away from the diplomacy, Israeli strikes killed dozens of people, Gaza rescuers said Thursday, while Israel’s military reported hitting about 50 targets across the territory over the past day.
Netanyahu’s office had accused Hamas on Thursday of reneging on key parts of the agreement to extort last-minute concessions -an allegation Hamas denied.
Then his office said early Friday a “deal to release the hostages” had been reached and he had ordered the political-security cabinet to meet later in the day.
“The government will then convene to approve the deal,” it added. At least two cabinet members have voiced opposition to the ceasefire, with far-right National Security Minister Itamar Ben Gvir saying that he and his party colleagues would quit the government -- but not the ruling coalition -- if it approved the “irresponsible” deal.
Far-right Finance Minister Bezalel Smotrich also opposes the truce, calling it a
Pyongyang warns of stronger action over Seoul’s drills with US, Japan
SEOUL – North Korea condemned on Friday joint military drills between South Korea, Japan and the United States held this week, threatening to respond by exercising its right to self-defense “more intensively.”
The trilateral exercise was held after Pyongyang launched in recent weeks what it claimed was a new hypersonic missile system and short-range ballistic missiles, ahead of President-elect Donald Trump’s return to office on Monday.
Pyongyang’s remarks came after the allies staged joint air drills, involving two US B-1B heavy bombers over the Korean peninsula on Wednesday.
North Korea’s foreign ministry expressed “serious concern over the provocations” by South Korea, Japan and the United States, Pyongyang’s official Korean Central News Agency (KCNA) said Friday.
The joint drills “clarifies once again” the North’s need to exercise its sovereign rights and security interests “more intensively,” it added.
North Korea “will strongly deter any military provocation planned by the hostile forces
and firmly defend the security interests of the state”, the ministry added, according to KCNA.
In other developments in the Korean peninsula, impeached South Korean President Yoon Suk Yeol on Friday again refused investigators’ efforts to question him over his failed martial law bid, as the deadline on his detention neared.
Yoon threw the nation into chaos on Dec. 3 when he attempted to impose martial law, citing the need to combat threats from “antistate elements”.
But his bid lasted just six hours, as the soldiers he directed to storm parliament failed to stop lawmakers from voting to reject martial law. In the following weeks, Yoon was impeached by parliament and resisted arrest while holed up at his guarded residence, before becoming South Korea’s first sitting president to be detained.
The arrest warrant executed in Wednesday’s dawn raid on Yoon’s residence allowed investigators to hold Yoon for just 48 hours. AFP
“dangerous deal”.
But US Secretary of State Antony Blinken, who has been involved in months of mediation efforts, said Thursday he believed the ceasefire would go ahead on schedule.
“I am confident, and I fully expect that implementation will begin, as we said, on Sunday,” he said.
Gaza’s civil defense agency said Israel pounded several areas of the territory after the deal was announced on Wednesday, killing at least 80 people and wounding hundreds since then.
Hamas’s armed wing, the Ezzedine al-Qassam Brigades, warned that Israeli strikes were risking the lives of hostages due to be freed under the deal, and could turn their “freedom... into a tragedy”.
The war was triggered by the Oct. 7, 2023 Hamas attack on Israel, which resulted in the deaths of 1,210 people, mostly civilians, according to an AFP tally of official Israeli figures. AFP
ROAD TO PEACE. Relatives and supporters of Israeli hostages held in the Gaza Strip since the Oct. 7, 2023 attacks by Hamas militants, gather in favor of the Gaza truce in front of the Israeli defenSe ministry in Tel Aviv. The United States said it was ’confident’ a fragile Gaza ceasefire and hostage release deal would take effect on time, even as Israel carried out new air strikes ahead
CHANTING SUPPORTERS. Supporters of impeached South Korean president Yoon Suk Yeol chant slogans during a rally outside the Seoul Central District Court in in the capital on Thursday during a review for the legality of Yoon’s arrest the day before. Yoon made history this week as the first sitting South Korean president to be arrested, ending a weeks-long standoff. But analysts say the country’s political crisis is far from over. AFP

PAL Interclub: Southwoods, Eastridge renew rivalry
AS the 76th Philippine Airlines (PAL) Interclub approaches next month in Bacolod City, all eyes are on the two powerhouse teams vying for the coveted regular championship—the Manila Southwoods Golf and Country Club and Eastridge Golf Club.
Manila Southwoods, the defending champion, is aiming for a fourth straight title. At the same time, Eastridge enters the tournament with newfound confidence following its impressive victory at the Fil-Am Invitational in Baguio City last December.
Last year, in Cagayan de Oro, Southwoods trailed in the first three rounds before delivering an explosive final-day performance at the Pueblo de Oro Golf and Country Club, burying Eastridge with a stunning comeback. With Shinichi Suzuki contributing an impressive 42 points, Southwoods closed with a 111-point round, securing a 13-point victory.
Suzuki will return to bolster the Carmona, Cavite squad’s chances. Still, long-time team captain Thirdy Escano admitted having difficulty assembling a complete roster with barely three weeks remaining before the event.
“We only have Shinichi and Zeus (Sara) who have so far secured spots for the team,” said Escano. “Some of our players may not be available because the Interclub coincides with two other major events.”
Escano explained that some of his players are participating in both the Asian Junior Masters qualifying and the Philippine Golf Tour qualifying, which has complicated team preparations. Nevertheless, Escano remains optimistic, stating they still have a strong pool of talented players.
In contrast, Eastridge enters the tournament with a virtually intact lineup, missing only Jhondie Quibol, who opted to play in the PGT qualifying. Three members of the Binangonanbased squad that claimed victory in the Fil-Am Invitational’s championship division—Rolando Bregente, Ronel Taga-an, and Jeff Lumbo—form the core of the team for the Interclub.
PSC to get budget of P1.3 billion
By Peter Atencio
THE Philippines is set to compete in five international meets this year and a big budget allocation that the Philippine Sports Commission is setting aside will be a big help to the country’s series of campaign this year.
Philippine Olympic Committee president Abraham Tolentino said this as legislators made provisions to give a bigger budget allocation to the government sports agency, amounting to P1.3 billion.
“That’s good for the athletes and the program. More budget, more athletes, more programs,” said Tolentino, following Wednesday’s General Assembly meeting of the POC at the East Ocean Palace Restaurant in Paranaque.
Sources said legislators at the Senate are finalizing the financial allotment to sports.
The Senate Committee on Sports, headed by Sen. Christopher “Bong” Go, initially had a budget proposal of P800 million, which has since gone up.
The POC hopes to send more athletes to the 33rd Southeast Asian Games, set from Dec. 9 to 20 in Thailand.
Tolentino has named surfing chief Dr. Raul Canlas as the chef de mission of the biennial meet.
The POC president said a deadline of Jan. 20 has been set for the submission of entries by number.
Meanwhile, 20 athletes will make up the Philippine delegation to the Asian Winter Games, slated from Feb. 7 to 14 in Harbin, China, while an undetermined number will be deployed to the World Games in Chengdu from Aug. 7 to 17.
The roster for the Asian Youth Games in Bahrain this October is being assembled, alongside the participants in the Esports Olympics in Riyadh from Dec. 7 to 14.
Cebuana Yaoyao bags silver at MTB XCO Cup in Thailand
By Randy Caluag
SHOWING grit and determination, national cyclist Shagne Yaoyao recovered from an earlier crash to bag the silver medal in the Women’s Elite CrossCountry event at the 2025 UCI Thailand Mountain Bike Cup in Kanchanaburi, Thailand.
Despite a challenging start marked by a crash during the opening lap that pushed her down to fourth place, Yaoyao powered through the competition.
The country’s top cross-country rider from Danao, Cebu closed the gap and overtook two Thai
rivals to secure her podium finish.
The competition opened with a strong performance from junior rider Alexandra “Lexi” Dormitorio of Coach D Racing-Philippines, who clinched gold in the 13-kilometer Women’s Junior Cross-Country event. Her triumph set the tone for Team Philippines’ commendable showing at the event.
Adrian Nacario and John Andre Aguja, both representing Go for Gold, contributed to the medal haul with silver and bronze finishes, respectively, in the Men’s Under-23 CrossCountry event.
In the Men’s Junior category, Thirdy Manaay of Go for Gold also shone, earning a silver medal after completing the 16-kilometer race just 50 seconds behind Thailand’s gold medalist Pongaryukun.
Team Philippines has amassed an impressive tally of one gold, three silvers, and one bronze medal.

After the awarding, the city sports team, with PSC representative in Baguio Dr. Willy Occidental, sat with Bachman who gave updates on new plans and developments for this year’s edition of the national sports events Gonzales said that the cash prize will be infused into the city’s sports development programs mostly for the purchase of sports equipment for the use of the athletes.
Tabuena has new man on the bag for PH Open
MIGUEL Tabuena is wasting no time in giving himself the best shot to win the revival of the Smart Infinity Philippine Open next week, as he goes through his yardages with a new caddy and taking his new man on the bag around the Manila Southwoods Masters course everyday.
Kenneth Quillinan, an Irishman who used to carry the bag of Sang Moon-bae in the US PGA, was broken in by Tabuena and his team at the Masters on Thursday. He will be with the Filipino star for his next three events as the team would love to have that partnership going off with a bang next week.
“He’s been around the big tours,” Tabuena said of his caddy before playing nine holes at the Jack Nicklaus masterpiece south of Manila where the 2025 Asian Tour season kicks off starting Thursday. “It (playing nine holes) was OK.”
Tabuena, the 2016 and 2018 champion, has all the motivation he needs heading into Open week: “I’d love to have my name written on that trophy more than two times. But it’s going to be tough because a lot of very good players--all those who kept their (Asian Tour) cards save for a few--are coming over.”
The 30-year-old will be coming off a relatively longer layoff after the last season, and he and coach J3 Altea are going through everything to make sure that
his swing is where they want it.
“They exhibited great rapport out there, from what I saw,” Altea said of the Tabuena-Quillanan partnership.
“He just wants the curvature of his shots to be where they should be,” Altea added after Tabuena’s nine-hole practice before hitting for a couple of hours at the range, and doing putting practice with Quillanan looking intently. “So far, so good.”
Tabuena stands as the tip of the Philippine sword in the 72-hole championship at the Masters, a worldclass layout that will be made to play as a par-70, the first time that the course is set up that way.
The fourth and 15th holes have been transformed into long par-4s, where most in the field will be made to hit long irons or even hybrids to get to the green in regulation.
“That’s why I don’t think we are really looking at very low scores everyday,” Tabuena said. “The course has its getable holes, but there are some that are not. So we’ll see.”

Metro Manila mayors support rice program
By Othel V. Campos
METRO Manila mayors pledged their support to the Department of Agriculture (DA) in broadening its affordable rice distribution network, providing vulnerable communities with faster access to reasonably-priced staple food.
DA Secretary Francisco
Tiu Laurel Jr. met with the Metro Manila Council (MMC) Thursday to discuss strategies for the distribution of National Food Authority (NFA) rice stocks.
“We are grateful to the DA for allowing us to participate in this initiative. Our role is to ensure that affordable rice reaches communities without delay.
Metro Manila LGUs are ready to bridge this gap,” said MMC president and San Juan Mayor Francis Zamora. Zamora and MMDA chairman Romando Artes expressed their commitment to the program.
As part of the KADIWA ng Pangulo’s Rice-for-All program, the initiative offers NFA rice at an affordable P38 per kilogram, targeting low-income households. The NFA holds 300,000 metric tons of rice in its inventory.
“This is about serving the people, not politics,” TiuLaurel said, addressing concerns over potential misuse of rice distribution by local officials and assuring the public that the program would remain nonpolitical.
Tiu Laurel also underscored the importance of moving existing rice stocks to make room for the upcoming harvest in February.
“By clearing storage space now, we ensure fair prices for farmers’ palay when the new harvest comes in,” he said.
World Bank, IMF expect PH to expand above 6%
By Darwin G. Amojelar
BOTH the World Bank and the International Monetary Fund (IMF) expect the Philippine economy to grow more than 6 percent annually in 2025 and 2026 despite the global challenges.
The World Bank, in its January Global Economic Prospects, predicted that the country’s gross domestic product (GDP) would expand by 6.1 percent in 2025 and 6.0 percent in 2026.
The IMF is more optimistic, as it maintained its growth projections for the Philippines at 6.1 percent in 2025 and 6.3 percent in 2026, following an estimated 5.8-percent expansion in 2024.
Both forecasts are within the Development Budget and Coordination Committee’s (DBCC) targets of 6 percent to 8 percent from 2025 to 2028.
Data from the Philippine Statistics Authority (PSA) showed that in the first three quarters of 2024, GDP growth averaged 5.8 percent, below the government’s target.
The World Bank also projected that growth in East Asia and Pacific would
slow to 4.6 percent in 2025 and 4.1 percent in 2026, owing to a further deceleration in China.
Growth in EAP excluding China is expected to edge up to 4.9 percent in 2025 before settling at 4.7 percent in 2026, reflecting buoyant growth in many major economies.
Compared with June projections, growth in EAP is expected to be 0.4 percentage point higher in 2025, partly reflecting policy support in China and strong economic momentum in some major economies.
“Risks to the regional outlook remain tilted to the downside and centered on adverse global policy shifts and weaker-than-expected growth in China—with spillovers to other countries in the region,” World Bank said.
New tunnel boring machine for subway project launched
THE Department of Transportation (DOTr) and the government of Japan on Friday launched a new tunnel boring machine for a section of the Metro Manila Subway Project (MMSP) from East Ave. to Ortigas in Quezon City.
DOTr Undersecretary Jeremy Regino and Minister for Economic Affairs of the Embassy of Japan Nihei Daisuke led the launching of CP103 tunnel boring machine (TBM).
The project is being implemented under the government of Japan’s official development assistance (ODA) through the Japan International Cooperation Agency (JICA).
CP103 is a 6.5-kilometer section from East Avenue Station to Ortigas Station, which is being constructed by Sumitomo Mitsui Construction Co., Ltd. Tunneling will begin at Camp Aguinaldo Station, the mid-point of the section.
GSIS housing program reaches 5,000 families
THE Government Service Insurance System (GSIS) said Friday it helped more than 5,000 Filipino families achieve their fundamental right to home ownership through its Pabahay sa Bagong Bayaning Manggagawa (PBBM) initiative. It said that in support of the government’s 4H housing program, it made the dream of having a home possible for more than 5,000 members and non-members through the Lease with Option to Buy (LWOB) and Housing Accounts Restructuring and Condonation Program.
“Home ownership is more than just shelter – it is a basic human right, even more fundamental than suffrage or the right to vote,”
said GSIS president and general manager Jose Arnulfo Veloso in a statement.
“Through our housing programs, we ensure our members have access to this life-changing opportunity while helping safeguard their future,” he said.
GSIS said that as of December 2024, the LWOB program had empowered 3,360 households to work toward owning their dream homes through reasonable means, with properties under the program valued at P2.84 billion.
The initiative helps GSIS sustain its commitment to provide affordable housing options for government employees.
Nihei said “the government of Japan takes great pride in supporting the Metro Manila Subway Project and is fully committed to our common goal of improving the quality of life of the Filipino people through quality infrastructure.” He said Japan, through its ODA, would continue to strongly support major railway projects in the Philippines such as the Metro Manila and the North-South Commuter Railway.

Manila Water’s east zone pipe network reaches 5,542 km.
MANILA Water Company said it extended its pipeline network to 5,542.17 kilometers as part of its efforts to reach and enhance its water services for more than 7.7 million customers in the east zone of Metro Manila and Rizal.
The company said it built over 96 kilometers of pipeline between November 2023 and November 2024. It said the expansion would support Manila Water’s network distribution from its new water source facilities such as the East Bay Water Supply System Phase 1 (50 million liters per day), Calawis Water Treatment Plant (80 MLD) and Cardona Treatment Plant (110 MLD).
“As the company makes significant investments in the construction of new water sources, it is imperative that these systems have a robust network distribution. In the end, this guarantees that our clients get the service they are entitled to,” Manila Water communication affairs group director Jeric Sevilla said.
The water company also made significant achievements in boosting its sewer network.
The company said it laid an additional 13.33 kilometers of sewer lines from January to November last year, bringing the company’s total sewer network to 482.31 kilometers where 307,492 services are connected.
These lines will ensure that wastewater from customers is properly processed at Manila Water’s sewage treatment plants before its release to waterways.

PHILIPPINE stocks rebounded Friday on bargain-hunting from previous day’s steep decline.
The 30-company Philippine Stock Exchange index climbed 86.60 points, or 1.38 percent, to close at 6,352.12, while the broader all-shares index advanced by 27.95 points, or 0.76 percent, to reach 3,703.73.

SM Investments board supports meritocracy
MERITOCRACY is advancing as an indicator of effective governance in today’s evolving corporate landscape, with a focus on qualifications, expertise and independent judgment to propel organizations forward and drive growth from the boardroom.
The adoption of frameworks such as merit, excellence and intelligence (MEI) in other parts of the world exemplifies the growing emphasis on ensuring that board members bring meaningful contributions to their roles.
At SM Investments Corp. this principle is illustrated as told from the lens of its independent directors. Tomasa Lipana, independent director and chairperson of SM Investments’ audit committee, highlights the importance of qualifications.
“You need to look at qualifications. A board member should add to the company’s reputation which is crucial for inves-
tors and other stakeholders,” he said.
This sentiment is echoed by lawyer Lily Gruba, independent director of SM Investments, who points to the natural diversity within the board as a product and clear indication of a healthy meritocracy.
“Ideally, the perfect meritocracy is blind to and independent of issues of gender, background, and race, at least where it is not relevant. This is the next level to aspire for in any organization—that it is composed of persons of merit, not just a collection of diverse personalities,” she said.
SM’s governance framework exemplifies its commitment to professionalization, accountability, integrity, fairness, sustainability and transparency. The company has been raising the bar on corporate governance by promoting independent judgment and fostering leadership that aligns with the highest standards.
The campuses will generate 479kWp, contributing to Xavier School’s energy savings and sustainability goals.
Launched in September 2023, the initiative underscores the school’s commitment to reducing its environmental footprint.
Xavier School’s confidence in SolX Technologies has been strengthened by the initiative’s success, ensuring a lasting partnership rooted in sustainability and expertise.
“We are excited to partner with SolX as we embark on this transformative journey toward solar energy,” said Dobbin Tan, Xavier School treasurer. “SolX’s expertise has empowered us to make well-informed decisions that enhance our operational efficiency while reinforcing our commitment to sustainability.”

DA asks SC to reverse fisheries ruling
By Othel V. Campos
THE Department of Agriculture (DA), represented by the Office of the Solicitor General, filed a motion with the Supreme Court to overturn a ruling that grants commercial fishing vessels access to municipal waters.
The DA called on the Supreme Court to reconsider its decision, emphasizing the need to protect smallscale fishers and preserve marine ecosystems to ensure the sustainability of fisheries and coastal communities. Under the Fisheries Code, mu-
nicipal waters are reserved for smallscale fishers.
DA Secretary Francisco Tiu Laurel Jr. revealed the move during a meeting with groups such as the Federation of Free Farmers (FFF), Oceana Philippines, Magsasaka Partylist, the Nation-
Metrobank reaffirms leadership in securities trading, investment
METROPOLITAN Bank & Trust
Co. (Metrobank) again demonstrated its expertise in securities trading and investment and wealth management, receiving recognition from the government and local and international award-giving bodies.
The Bureau of the Treasury (BTr) named Metrobank the top market maker for 2024 during its 127th anniversary celebration, recognizing top partners for securities trading.
This marked the fourth straight year that Metrobank received the award, highlighting its efforts in helping the national government meet its financing requirements and supporting the Treasury’s initiatives in enhancing Filipinos’ access to investment opportunities. Further affirming the bank’s investment and wealth management expertise and unparalleled market
insights, it also received accolades from the Fund Managers’ Association of the Philippines (FMAP) and the CFA Society Philippines. Metrobank also received recognition from regional finance publications Alpha Southeast Asia, The Asset and Citywire Asia.
At the recently held 2024 FMAP Awards Night, Metrobank was named the best fixed-income house in the country for the second consecutive year. Metrobank executives also brought home titles and were recognized as the best among peers in various categories of fixed-income and foreign exchange strategy and trading.
The CFA Society Philippines awarded Metrobank Trust for the outstanding performance of two of its unit investment trust funds (UITFs) relative to peers.
al Anti-Poverty Commission and the Philippine Movement for Climate Justice to address the ruling’s implications.
Drawing on his extensive experi
ence in the fishing industry, Tiu Lau
rel warned of the decision’s potential to harm small fishers and marine ecosystems.
“At depths of 7 fathoms, or 12 meters, corals are at risk, and our already scarce marine resources could face further depletion,” he said.
The Supreme Court’s First Division earlier upheld a Malabon Regional Trial Court ruling that declared the Fisheries Code’s preferential access provisions unconstitutional, following a petition
by Mercidar Fishing Corp.
Oceana Philippines vice president Gloria Estenzo-Ramos cautioned that allowing commercial fishing in nearly 90 percent of coastal waters could devastate marine resources and render tracking systems like the Vessel Monitoring System ineffective.
“This opens the door to increased illegal, unreported and unregulated fishing,” she said.
The DA cited initiatives supporting small fishers, including solar-powered ice plants, fish processing facilities and sustainable fishing practices like standardizing net sizes to prevent overfishing.
PSA integrates rural financial institutions in National ID project
THE Philippine Statistics Authority (PSA) said it launched the National ID Kabalikat project aimed at onboarding rural financial institutions as part of its effort to promote financial inclusion.
It said that under the initiative, it aims to reach out to rural banks, microfinance institutions and remittance centers and provide a venue for consultation to determine services suitable for integrating the National ID authentication service and onboard-
ing sessions for guidance on the process and required submissions.
“True to the National ID’s mission of enhancing financial inclusion in the country, the National ID Kabalikat assists rural financial institutions in serving individuals with limited access to financial services through reliable and secure authentication and identity verification services,” said PSA Undersecretary Claire Dennis Mapa.
“We envision a future where financial institutions nationwide are fully
integrated into the National ID system,” said Mapa who also serves as the national statistician and civil registrar general.
The PSA conducted National ID Kabalikat in Roxas City, Capiz; Antipolo City, Rizal; Cagayan de Oro, Misamis Oriental; and Cabanatuan, Nueva Ecija.
Assistant national statistician Emily Pagador sees the initiative as ‘a step forward in making meaningful change’ for communities.

Trump can usher in ‘economic golden age’ WASHINGTON—Donald Trump’s nominee for Treasury chief defended potential tax cuts and tariffs Thursday, telling lawmakers at his confirmation hearing that the president-elect could usher in “a new economic golden age.”
Scott Bessent’s appearance before the Senate Finance Committee, days before Trump returns to the White House, saw him fielding questions on issues that ranged from sanctions to central bank independence and competition with China. Bessent, a hedge fund manager, faced grilling by policymakers but is expected to see smooth confirmation to the top economic post, where he would play a crucial role implementing Trump’s economic vision. Already, the president-elect has vowed tax cuts, higher tariffs and a slash in federal spending.
Bessent said Thursday that Trump has a “generational opportunity to unleash a new economic golden age that will create more jobs, wealth and prosperity for all Americans.”
“We can usher in a new, more balanced era of prosperity that will lift up all Americans and rebuild communities and families across the country,” he added. AFP

IF there’s one thing we Filipinos have learned in the past month, it’s that natural calamities have become more destructive, unpredictable, and frequent in recent years. Beginning last October, the country was battered by six successive typhoons, bringing widespread flooding, damage, and losses. The devastation brought about by these natural disasters indicates the urgent need to level up our disaster and risk preparedness.
Dr. Cris Edward F. Monjardin, co-founder of the WEHLO project and program chair of Mapúa University’s Civil Engineering program, explained that it was important for citizens to accept the reality of climate change and its effects. According to him, this global crisis is the culprit behind the intensified typhoons and worsened flooding that the country experienced in recent months. An expert in disaster risk reduction and management, focusing on water resources and environmental management, Dr. Monjardin began studying the field when he received his Civil Engineering degree. His

They also inspired him to develop an innovative solution called WEHLO or Weather Environment and Hydromet Solutions, an international-standard weather monitoring system that local government units (LGUs) can use for disaster management. It uses a combination of sensors and models that LGUs can strategically install within their locality to help the community prepare immediately for different kinds of natural disasters.

ON Pinoy Music (OPM), the reunion of Pops Fernandez Martin Nievera the most eagerly awaited events. Despite no longer being in a romantic relationship, their strong on-stage chemistry and musical collaboration still fascinate and excite their fans.
Despite the excitement surrounding their performances, Pops and Martin want to make it clear that they have set boundaries. They don’t want to lead their fans to believe that they will get back together romantically.
“We call it Team Hopia,” Pops said with a smile, a sentiment Martin agreed with.
While many fans hope for a romantic rekindling, the two are adamant that they’re not pretending to be something they’re not.
Royal reunion: Concert King and Queen together again
“What they see is what they get,” Pops shared, emphasizing their commitment to honesty with their audience. Martin added, “Let’s not fool them just for the sake of money.”
Their upcoming concert, Always & Forever (a tribute to their 1986 movie of the same title, directed by Danny Zialcita), will be their first performance together at the SM MOA Arena. This will provide a fresh experience for fans, as Pops explained that the concert will feature new arrangements and songs, unlike past shows that often combined elements from their previous performances.
“I’ve been locking myself in my room, really trying to concentrate,” Pops said.
The 58-year-old entertainer is excited
about the opportunity to present something new to their audience, with a focus on fresh takes of familiar songs. Martin, too, has been rehearsing, knowing that the harmony on stage will rely heavily on Pops’ expertise.
“With Pops and me on stage, they’ll also expect songs from our era, the ‘80s,” Martin noted.
Both Martin and Pops are proud of the music they made in the ‘80s, with Martin confessing his deep fondness for the decade.
“Music for me was the best from the ‘80s. Even the playlist I listen to in the car is all ‘80s,” he said.
Their upcoming concert will not only be a celebration of their past but also a reflection of how far they’ve come since
their last joint performance in 2020.
While their musical partnership remains strong, personal changes have also shaped their lives. The two are now grandparents to Finn , the son of their eldest son, Robin Nievera. The arrival of their first grandchild has brought them even closer as a family. Pops, in particular, has found joy in watching her grandchildren grow.
“He’s such a happy baby,” she said with evident pride.
Meanwhile, as Martin approaches his 63rd birthday in February, Pops expresses her heartfelt prayers for his happiness and peace.
“My prayer for Martin is, whatever it is, may he find his peace and happiness always,” she said.
