DEPARTMENT of Social Welfare and Development (DSWD) Secretary Rex Gatchalian reassured Filipinos on Thursday that the government’s financial aid programs will be insulated from politics, especially during the campaign period.
On the sidelines of its event with the Department of Tourism (DOT) in Pasay City, Gatchalian emphasized that social workers will be on top of implementing all state-funded welfare programs, from the assessment of qualified beneficiaries to the distribution of the aid itself.
“Hindi ito magagamit sa pulitika dahil ang nag-a-assess kung sino ang qualified o hindi qualified, kung magkano ang ibibigay, ay ang mga social workers natin (This will not be used for politics because the ones assessing our beneficiaries and how much they will receive will be our social workers),” he said.
Gatchalian expressed confidence in the training and professionalism of social workers, who are the ones engaging with potential beneficiaries. He assured the public that the DSWD financial aid programs will continue despite the election ban.
The Commission on Elections (Comelec) already advised the DSWD against letting politicians join its relief missions. It has also ordered the suspension of the Assistance to Individuals in Crisis Situations (AICS) during the campaign period.
The poll body, however, exempted 28 state-funded social welfare programs from the election spending ban provided that politicians running in local and national positions this year are barred from participating in any DSWD financial aid distribution activity.

shabu recovered in Cebu port inspection
AUTHORITIES arrested a 63-year-old mother and his son for possession of 25 kilos of shabu worth P170 million in a routine seaport inspection in Cebu City on Thursday morning.
The Philippine Drug Enforcement Agency said the duo had travelled from Masbate to Cebu City by sea, and were on board a roll-on roll-off ship when its agency’s K9 inspection team, along with the police and Philippine Coast Guard, discovered the illegal drugs inside the suspects’ vehicle at Pier 4, Cebu City at around 7:30 a.m.
Authorities identified the suspects as a certain Edward, the 41-year-old car driver and his mother, a certain Edna, from Barangay Ermita in Cebu City.
Recovered during the inspection were one big brown carton box that contained the 25 kilos of shabu with an estimated average market value of P170 million, two identification cards, one unit os sedan car and three smart phones. Rio Araja

ant Abigail Binay on Thursday announced her plan to advocate for tax exemptions on the 13th month and overtime pays of workers in both the private and public sectors.
These tax exemptions, she said, would provide significant relief to workers and their families by increasing their disposable income, which they can use for basic necessities.
“Exempting overtime pay and the 13th month from taxes will boost the disposable income of workers, allowing them to purchase
food and medicine, provide allowances for children in school, and meet other essential needs,” she said.
Binay also highlighted the long-term economic benefits of such exemptions.
“It will create a domino effect. Increased consumer spending will drive sales and foster business growth, which, in turn, will lead to higher revenue collection for the government. Any revenue loss from these exemptions will be offset,” she said.
“Reducing the tax burden on workers will help Filipino families, particularly those in the low to middle-income sectors, avoid falling deeper into poverty amid escalating inflation,” she said.
Currently, the Tax Code sets a cap of P90,000 on the total amount of the 13th month pay and other additional benefits, such as the 14th month and performance bonuses, to be considered non-taxable income. Any amount exceeding P90,000 is classified as taxable income.
The mayor also noted that completely exempting overtime pay and the 13th month from taxable income would aid Filipino families in the low to middle-income brackets in coping with rising inflation.

Ex-general’s steady hand at this civilian office
NEWS about the Office for Transport Security (OTS), an agency under the Department of Transportation, rarely hits the headlines.
But that’s the way Undersecretary Crisaldo “Aldy” Nieves likes it. He is not one who seeks the spotlight, but his quiet yet decisive leadership at the OTS has been steadily steering the agency toward fulfilling its crucial role in safeguarding the nation’s public transport systems.
When Nieves was appointed Administrator of OTS last year, he has kept the agency largely under the radar. Despite its low public profile, OTS plays a vital role in ensuring the security of air, land and sea transport across the country.
Given the increasing complexity of our transport systems, and the attendant security threats, the agency needed a leader who could manage the risks and guide its strategic direction.
Nieves, a former general from the Philippine National Police Academy Class of 1989, is well-suited for this responsibility.
His background in law enforcement gives him a keen understanding of security dynamics, enabling him to approach the agency’s challenges with both a practical and strategic mindset. With a track record of handling sensitive operations, Nieves brings invaluable expertise to the OTS.

Investigators recommend Yoon be charged
SEOUL – South Korean investigators recommended Thursday that impeached President Yoon Suk Yeol be charged with insurrection and abuse of power, as they handed over the results of their probe into his ill-fated declaration of martial law to prosecutors.
The official charges against Yoon were “leading an insurrection and abuse of power”, the Corruption Investigation Office said after a 51-day probe into his Dec. 3 attempt to suspend civilian rule.
The CIO said it “decided to request the Seoul Central District Prosecutors’ Office file charges against the sitting President, Yoon Suk Yeol, in connection with allegations including leading insurrection”.
Yoon had “conspired with the former Minister of National Defense and military commanders on Dec. 3, 2024,” it said. PCG hails regional confab on sea piracy
THE Philippine Coast Guard (PCG) hailed the three-day cluster meeting of the Regional Cooperation in Combating Piracy and Armed Robbery against Ships in Asia-Information Sharing Centre (ReCAAP ISC) in Manila, Philippines, held Jan. 21 to 23.
ReCAAP ISC delegates based in Singapore and ReCAAP focal point governors from Cambodia, China, Vietnam, and Tha land, joined the event. Representatives from the PCG, the Philippine Ports Authority, the Maritime Industry Authority, along with Philippine shipping industry stakeholders and regional law enforcement agencies, such as the Malaysia Maritime Enforcement Agency (MMEA) and Indonesia Coast Guard (BAKAMLA), were also present. Ecowaste warns against toxic good luck charms

Waste Month, it analyzed several lucky charm bracelets with golden Pi Yao purchased from retailers in Quiapo, Manila for P35 to P95 each. Out of the 25 beaded and red string bracelets procured, 18 were found to contain Pi Yao components with extremely high cadmium content in excess of 10 percent (or over 100,000 ppm) as measured by the group using a handheld X-ray fluorescence (XRF) spectrometer.
In jewelry making, some manufacturers still use cadmium to add mass and weight to the item and make a lustrous finish, the coalition said.
The group noted that the World Health Organization (WHO) has recommended the elimination of cadmium in products such as toys, jewelry, and plastics to reduce cadmium releases, as well as occupational and environmental exposure.
None of the 25 lucky bracelets were properly labelled and none of the high-cadmium items provided any cadmium content information and precautionary warnings, keeping consumers in the dark about potential cadmium exposure risks, especially for children, according to the EcoWaste Coalition,
Padilla wants Bangsamoro part of school curriculum

Padilla has filed a bill seeking the inclusion of the Bangsamoro history, culture, and identity in school curriculum.
“In order to ensure an accurate and faithful instruction of the Bangsamoro history under the auspices of the Integrated History Act, this bill seeks to outline the approach to the formulation and creation of history courses or subjects pertaining to BARMM,” he said. In filing Senate Bill 2939, Padilla said the inclusion will provide the “impetus for a greater interest” among the youth to have a deeper understanding of the Muslim-Christian dynamics in the country.
The proposed legislation mandates the Department of Education to include Bangsamoro studies in Philippine history courses.
Key topics will cover the roots of the conflict in Mindanao, Muslim-Christian relations, and the aspirations of the Bangsamoro for self-governance.
In addition to the measure, Padilla also filed Senate Bill 2938 to address challenges in early childhood care and development.
This bill proposes amendments to Republic Act 10410, known as the Early Years Act of 2013.
Padilla highlighted that sociocultural activities are vital for young children’s social skills and sense of responsibility, and should complement existing programs on Good Manners and Right Conduct (GMRC) and values education.
The senator expressed concern over young children’s excessive use of mobile devices for entertainment, usually associated with developmental delays and poor academic performance.
Meanwhile, a survey by the National Education Association indicated an increase in disruptive behavior among students during the 2022-2023 school year.
Padilla’s proposed bill aims to enhance values, character, and spiritual development among young children. Under the proposed law, provincial governments are mandated to establish Provincial Early Childhood Care and Development Offices.
Senate okays bill on IBC 13 permit renewal
THE Senate on Wednesday (Jan. 22) approved on second reading a measure renewing the franchise of Intercontinental Broadcasting Corp. (IBC 13) for another 25 years.
Senator Raffy Tulfo, chairman of the Senate Committee on Public Services, sponsored Senate Bill No. 6505, said the new IBC management successfully turned around the network’s financial condition from losses to profits.
“Before the current management took over, IBC 13 was mismanaged, had a lot of debts, and was not profitable; in fact, it was even operating at a loss,” Tulfo said.
“When the new management came in, they made many changes, including purchasing new equipment. They are trying to modernize IBC 13 to better serve the public in terms of delivering news, information, and other programs that the public needs,” he added.
The senator noted that the modernization efforts have increased the channel’s value. He expressed optimism that the franchise renewal could raise IBC 13’s worth to P3 billion over the next 25 years.
Tulfo also said the franchise renewal would allow IBC to compete with larger networks and improve its service to the public.
“It will not only save jobs, but may also create even more opportunities. Additionally, the legacy of IBC 13, which many of us grew up with, will be saved,» said Senator Joel Villanueva, expressing his support for the measure.
The IBC franchise is set to expire in September 2025, making its renewal a pressing issue for the lawmakers.

ERIC Jed Olivarez and Johnny Arcilla leaned on their experience and determination to overpower their respective doubles partners and semifinal rivals, forging another head-to-head showdown – this time for the coveted Governor’s Cup National Open Tennis Championship title at the Iloilo Sports Complex courts.
The nation’s top two players, who have contested multiple Open titles over the past few years, marched into the finals with dominant semifinal performances. Olivarez, who recently defeated Arcilla in their title match in Parañaque, routed Vicente Anasta 6-0, 6-1. Olympic gymnast Levi Jung-Ruivivar has announced a temporary leave of absence from both school and gymnastics training to focus on recovering from an eating disorder.
The 18-year-old athlete, who represented the Philippines in the 2024 Paris Olympics, took to social media to share her deeply personal struggle and her decision to step back.
Jung-Ruivivar also revealed that she will take a leave from her studies at Stanford University for the winter quarter to prioritize her health.
“Hi everyone, I wanted to come on here today to share some deeply personal information,” Jung-Ruivivar wrote in her post. “I have decided to redshirt this season and take a brief leave of absence from Stanford (just the winter quarter) to heal from an eating disorder I have been struggling with. I will return to school and training before the spring quarter starts.”
She explained that opening up about her condition was important for her healing journey and to be transparent with those who have supported her.
“I feel the need to be honest with everyone who is part of my journey. Second, I believe by being transparent, I can minimize the
shame I feel around it.”
Jung-Ruivivar expressed how the disorder has impacted her life, even as she pursued her passion for gymnastics and her academic goals.
“I have been loving gymnastics and school, and both have been going well. However, I felt the disorder was infringing on my ability to fully enjoy these aspects of my life; it was pulling an abundant amount of my mental and physical energy away from the things I hold dear.”
Tracing her Filipino roots through her father, Anthony, who went to Hawaii as a young adult, Jung-Ruivivar initially competed as a member of the United States’ junior gymnastics team before joining the Philippine national team. She competed under the Philippine flag at the Paris Olympics alongside fellow Filipino-Americans Aleah Finnegan and Emma Lauren Malabuyo.

DESPITE dropping their last game in the tournament, the Philippine National Futsal Team still managed to catch the last bus to the AFC Women’s Futsal Asian Cup 2025 in China. The Filipinas 5 suffered a close 2-1 loss to group winner Australia, for their only defeat in the Asian Cup Qualifiers. The team actually finished tied for second place, but eventually fell to third against host Uzbekistan due to goal difference. Just the same, the Philippines’ record of 7 points (two wins, one loss and one draw) gave them the best thirdplace team output in Group C and the ticket to the finals, slated to unfold on May 7 to 18 in China.
“A lot is riding on this team performing, at least for John (Gutierrez, Philippine Football Federation president) and futsal,” said by a noted follower of the game in a recent chat with The Designated Kit Man.
Which is true knowing that before the Asian Cup qualifiers started, a lot of controversy and even more
unanswered questions surrounded the nationa l women’s futsal team. A fact that Gutierrez himself vowed to answer once the campaign in Tashkent is finished. Now that the team has accomplished its task at hand despite so much noise, I think it is time to set the record straight on some questions. I believe these questions, while some are moot and academic, still deserve to be settled on record. This early, I would like to remind the federation that a conflict of schedule in November needs to be addressed too soon. While the presence of Filipinas or the Philippine Women’s National Football Team (PWNFT) mainstays Katrina Guillou, Bella Flanigan and Sara Castañeda are very invaluable in the futsal team, as they practically carried the nation’s hopes in Uzbekistan, they might not be available once the inaugural 2025 FIFA Futsal Women’s World Cup begins later this year. For Castro’s part, helping and supporting young athletes is an advocacy very close to his heart. For one, he was once at the receiving end of those help and guidance, particularly from incumbent 1Pacman representative Mikee Romero. “Since first campaign ni Boss Mikee nandon na ako so maganda ‘yung programa nila para sa mga kabataan sa sports. Kung ‘di mo na maitatanong isa rin sila sa tumulong sa akin nung PBL days ko so ‘yun ‘yung give back ko sa kanila kasi sila rin naman ‘yung unang tumulong sa akin,” recalled the TNT playmaker. Through 1Pacman, Castro is hopeful that the support for Philippine sports would reach even the far-flung barrios of the provinces.
Cup, on the other hand, will start from November 21 to December 7, also this year. The Philippines will host the biggest futsal event of the year.
I don’t think coach Mark Torcaso, who also served as one of Rafa Merino’s able lieutenants in the Tashkent campaign, will be open to lending his players to the futsal team, while also donning the colors for the national women’s football team. Aside from the obvious reason that even if the remotest possibility will allow this to happen, the physical and mental toll on the players will be unimaginable.
“The window for the Filipinas is from November 24 to December 2. They are preparing for the Asian Cup and the SEA Games. So no chance anyone (Filipinas) will play futsal,” another source told The Designated Kit Man. Like what they always say, the battle has been won, but the war is not yet over. Between now and November, the PFF have time to figure this out and hopefully come up with the best possible solution that will give us a fighting chance in the Futsal World Cup and at the same team, continue the gains and stature of our Filipinas in both the SEA Games and Asian Cup. FILIPINA tennis star Alex Eala won 27 points off her first serves in bringing down Dutch Arianne Hartono, 6-2, 6-1, in the first round of W100 Bengaluru Tournament in India.
Relying on her powerful groundstrokes, the 19-year-old Eala scored her third straight win over the 163rd-ranked Hartono since their last meeting in Canberra a few weeks back.
Eala, who is seeking to improve her new career-high of 133 in the live WTA rankings will next deal with Dalila Jakupovic of Slovenia in the next round. Winning 11 points on her second serves, Eala found little trouble in putting away Hartono, whom she turned back, 6-3, 6-3, in the second round of the Canberra event.
Eala was previously at no. 136 last week and quickly climbed higher following her short stint in the Australian Open. ALMOST all provinces and highly-urbanized cities (HUCs) in the Philippines already recovered from the COVID-19 pandemic in 2023 in terms of gross domestic product, according to the Philippine Statistics Authority (PSA).
Based on the results of the 2023 Provincial Product Accounts, all economies from Visayas and Mindanao already have GDP levels exceeding pre-pandemic levels in 2023, while three economies in Luzon are still recovering.
“When combined, a total of 112 out of 115 economies in the Philippines already have GDP levels exceeding pre-pandemic levels in 2023, an improvement from the 92 economies in 2022 and 28 economies in 2021,” the PSA said.
The results of the 2023 PPA also noted that five economies, including one from Luzon and four from Mindanao, have not experienced a decline in GDP even during the onslaught of the COVID-19 pandemic in 2020.
The PSA released for the first time the results of all the PPA of all regions in the Philippines, covering 82 provinces and 33 HUCs from Nov. 9 to Dec. 11, 2024. The PPA is a mechanism to compile the GDP) at the subregional level.
The special release highlights the economic performance of all provinces and HUCs in the Philippines by major island group.
The country’s GDP posted an annual growth of 5.5 percent in 2023, expanding its value to P21.05 trillion from 2022. Among the major island groups, Luzon accounted for more than two-thirds or 69.0 percent of the national GDP in 2023. Meanwhile, Mindanao and Visayas shared 17.1 percent and 13.9 percent, respectively.

DA bringing cheaper rice to major groceries, supermarkets in NCR

THE Department of Agriculture (DA) will bring affordable rice to major groceries and supermarkets in Metro Manila, Secretary Francisco Tiu Laurel said Thursday.
The DA met with representatives from supermarkets, groceries and convenience stores on Tuesday to discuss a government-led initiative to stabilize rice prices and enhance accessibility for Filipino households across the nation.
“This is a solution that we believe will stabilize rice prices faster and
more efficiently. But we need to find the right balance to operationalize this properly and secure everyone’s cooperation,” said Tiu Laurel. He said the DA would work with over 3,200 retail outlets including SM, Robinsons, 7-Eleven, Puregold and MerryMart for the initiative. It will be piloted in Metro Manila, where rice prices remain high despite the reduced tariffs and declining global rates. THE Department of Transportation (DOTr) is eyeing an underground railway system in Cebu province to ease traffic congestion.
DOTr Undersecretary for planning and project development Timothy John Batan led discussions with Cebu Governor Gwendolyn Garcia and the provincial government for the construction of a Cebu subway early as 2024.
Batan said the project was conceived as part of the agency’s masterplan for the province to decongest its roads and encourage the use of public transport.
“Now it will go through the feasibility study. One of the directions we are taking is the involvement of the provincial government of Cebu so that it can be compatible and appropriate to the needs of the people of Cebu,” Batan said over DOTr’s radio program Sakay Na! on Radio Pilipinas.
Batan said unlike in Metro Manila, Cebu has narrow roads, making construction of an elevated rail line not feasible.
“Unfortunately, when we looked at Cebu, there is no long and wide road where we can build an elevated railway. That’s where the idea [of the Cebu Subway] came from. Actually, the subway is in the master plan for Cebu,” Batan said.

PH stocks edge higher following Wall Street’s performance
PHILIPPINE stocks closed higher Thursday on positive cues from Wall Street’s overnight performance. The Philippine Stock Exchange index rose 30.52 points, or 0.48 percent, to close at 6,378.86, while the broader all-shares index inched up by 6.81 points, or 0.18 percent, to settle at 3,705.34.
Philstocks Financial Inc. research head Japhet Tantiangco said bargainhunting also helped the local market rise for the second straight trading day. Four of the six sectoral indices ended in the green. Financials rose 1.14 percent, followed by holding firms which improved 1 percent, mining and oil by 0.94 percent and industrial by 0.17 percent.

THE Department of Transportation (DOTr) said Thursday it expects to complete the feasibility study for the Manila Bay-Pasig RiverLaguna Lake (MAPALLA) Ferry System by mid-2025.
“We can see that the feasibility study will be completed by the first half of this year. “The rating is in line with the Philippines’ ‘BBB’ Long-Term Foreign-Currency Issuer Default Rating [IDR], which has a stable outlook and was last affirmed on June 7, 2024,” Fitch said.
Officials did not specify the size of the offering, but Finance Secretary Ralph Recto earlier said in a Bloomberg interview at the sidelines of the World Economic Forum in Davos the government was planning to raise $3.5 billion in the first half of 2025.
“We’re only looking at tapping something like 3.5 billion dollars this year. Mostly dollar. There will be Euros I suppose, but mostly dollar. Like I said, it’s only roughly about 3.5 billion dollars,” Recto said.
Recto said the Bureau of the Treasury was in talks with eight banks to help with the foreign bond sale.
The BTr issues global bonds to fund the country’s budget. These include dollar bonds, euro-denomi-
nated bonds and samurai bonds.
The BTr issued in August 2024 a $2.5-billion triple-tranche of 5.5-year, 10.5-year and 25-year global bonds. The proceeds from the sale of these bonds will be used for general budget financing and refinancing programs. It also issued in May 2024 10-year and 25-year global bonds.
Recto said, however, the government would limit foreign borrowings to reduce the country’s exposure to foreign exchange risks. The recent depreciation of the peso against the US dollar bloated the foreign component of the government’s debt last year.
Data from the BTr showed the national government’s outstanding debt reached P16.09 trillion as of end-November 2024, up by 0.4 percent, or P70.70 billion, from the end-October 2024 level due to net financing and the impact of local currency depreciation on the valuation of foreign-currency-denominated debt.
NEA facilitates P1.8-b loans for 36 electric cooperatives

(NEA) said it facilitated P1.8 billion worth of loans, benefiting 36 electric cooperatives (ECs) in 2024.
This is higher than the loans to ECs reaching P1 billion in 2023 based on data from NEA’s accounts management and guarantee department (AMGD).

The NEA said in a statement the bulk of the funds worth P1.19 billion went to the capital expenditure projects of 30 ECs.
These ECs serve consumers in Bataan, Bohol, Bukidnon, Camarines Sur, Capiz, Cebu, Davao del Sur, Iloilo, Leyte, Masbate, Misamis Oriental, Negros Oriental, Northern Samar, Nueva Ecija, Romblon, South Cotabato, Sultan Kudarat, Sulu, Surigao del Norte, Surigao del Sur, Tarlac and Zamboanga del Norte.

Bohol I Electric Cooperative, Inc. (BOHECO I) borrowed P13.33-million as calamity loan to finance the rehabilitation of the Janopol Mini-Hydro Power Plant, which was damaged by super typhoon ‘Odette’ in 2021.
The NEA, under the incumbent administration, provides financial assistance to its partner ECs through its enhanced lending program, which aims to ensure their operations will continue for the benefit of their memberconsumer-owners.
The ELP includes regular, calamity and concessional loans, stand-by and short-term credit loans, single-digit system loss, renewable energy and modular generator sets loan.
Batan said the transport agency is working with the Public-Private Partnership (PPP) Center for the MAPALLA Ferry System, which is seen to provide commuters an additional and efficient transit system by utilizing the arterial rivers of Pasig and Marikina and Manila and Laguna Bay.
“[We’re] making the most of what’s already there because the rivers are already there, Laguna Bay and Manila Bay. We just need to put in a high-capacity ferry system,” he said.
The project’s first phase, according to Batan, will cover a 30-kilometer stretch of the Marikina River and Pasig River, which will also have at least 32 ferry stations.
He said it would run on 40 electric ferries, which can accommodate 100 to 150 passengers in a single trip. The ferry system will be patterned after the Chao Phraya River Ferry System in Bangkok, Thailand and New York Ferry System in New York City.

DPWH completes segment of Cantilan-Madrid bypass road
THE Department of Public Works and Highways (DPWH) has completed another segment of the CantilanMadrid Bypass Road Project in Surigao del Sur, providing a crucial alternative route to alleviate traffic congestion along the Surigao-Davao Coastal Road (SDCR).
The agency said that a significant portion of the ongoing 8.65-kilometer bypass road project was already substantially completed with the recent accomplishment of additional
790-meter concrete paved section. From 2018 to present, the DPWH has completed the road opening of the entire bypass road stretch, and road concreting of 7.47 kilometers with cross drainage structures.
To complete the Cantilan-Madrid Bypass Road Project, a 75-linear meter bridge component and 1.096-kilometer remaining section need to be implemented together with the provision for guardrails, pavement markings, and streetlights.
In recent years, the growing traffic volume along the SDCR has highlighted the need for safer and more efficient road options. Additionally, remote barangays in the area require reliable access for daily commutes and transportation of goods.
To address these issues, the DPWH Regional Office XIII implemented the Cantilan-Madrid Bypass Road as a strategic alternate route to divert traffic and connect barangays effectively.

In response to these challenges, the BPI is utilizing technological innovations as a key strategy to enhance climate resilience and ensure food and nutrition security. The agency has been actively developing climate-
resilient crop varieties through crop breeding programs. Similarly, biotechnological techniques, such as tissue culture for mass production of true-to-type and disease-free planting materials are given emphasis. These
efforts aim to develop crops more tolerant to drought, heat, and flooding, ensuring consistent yields even under challenging conditions. Furthermore, the BPI promotes sustainable agricultural practices,
such as organic agriculture, conservation agriculture, and integrated pest management, to enhance soil health, reduce reliance on synthetic inputs, and mitigate greenhouse gas emissions. These practices improve environmental sustainability and bolster crop resilience and productivity. Strengthening agricultural research and development is another key focus area for the BPI. Nearly a century of developing innovative agriculture
BPI’s roots date back to 1930 when it became a distinct entity within the Bureau of Agriculture. This pivotal step, formalized by Republic Act No. 3639, marked a dedicated focus on plant research and crop production, laying the foundation for the agency’s crucial role in advancing Philippine agriculture.
The early years witnessed a period of organizational refinement. The Reorganization Law of 1932 (Republic Act No. 4007) streamlined the BPI’s structure, establishing divisions for administration, plant investigation, agricultural extension, plant sanitation, and plant propagation. This framework provided a more focused approach to addressing the evolving needs of the agricultural sector.
Subsequent years saw further organizational adjustments. In 1936, General Memorandum Order No. 186 outlined the merger of the Home Economics Division of the Bureau of Science with the Agricultural Chemistry Section of BPI, creating the Plant Utilization Division. It expanded the agency’s scope to encompass the utilization of plant products. Reorganization Plan No. 30-A introduced the Research Division in 1957, emphasizing the importance of scientific inquiry in agricultural advancement.
The latter half of the 20th century saw a continued evolution of the BPI’s structure and responsibilities. Presidential Decree No. 1050 in 1977 led to renaming the Crop Development Services Division to Field Trial Services, reflecting the agency’s growing emphasis on practical field applications. The establishment of the Pesticide Analytical Laboratory in 1978 underscored the growing importance of crop protection and the need for robust quality control measures. By 1986, the EDSA Revolution had brought about significant changes. Executive Order No. 116 placed the BPI under the Production Group and redefined its role. The agency’s responsibilities expanded to include production planning, crop protection, development of farm equipment, seed certification, plant quarantine, and formulating rules and regulations for plant health.

For over nine and a half decades, BPI has stood as a pillar of resilience and innovation, adapting to challenges such as climate change, pests, and urbanization. Sec. Kiko emphasized that this remarkable journey has been made possible by the dedication and ingenuity of BPI’s employees, whose unwavering commitment to farmers continues to honor and build upon the legacy of those who came before them.
As no institution thrives in isolation, DA-BPI operates within an interconnected ecosystem of farmers, institutions, researchers, and collaborators, fostering growth and innovation to strengthen Philippine agriculture.

Marking nearly a century of agricultural innovation, the celebration highlights BPI’s critical role in fostering a resilient, sustainable, and secure agriculture sector for the nation.
In his keynote address, BPI Director Dr. Gerald Glenn F. Panganiban emphasized the Bureau’s enduring commitment to addressing the challenges posed by climate change and global food insecurity. “The Bureau remains steadfast in its mission to develop and implement strategies that help farmers and the broader agricultural sector adapt, grow, and thrive,” Dr. Panganiban shared.
Milestone Accomplishments in 2024
Production Support Services:
• Distributed over 26,942 kilograms of vegetable seeds, benefiting 790 individuals and 217 groups, including white potato, lowland vegetable, and legume seeds.
• Provided 517,601 planting materials for fruit crops and alternative staple food crops to 520 individuals and 508 groups, bolstering food production and livelihood sustainability.
• Promoted eco-friendly pest management practices by distributing 10,494 biological control agents, such as earwigs, lacewings, and beneficial fungi, nationwide.
Urban Agriculture Initiatives:
• Established 10 urban and peri-urban gardens in Laguna, Guimaras, and Nueva Valencia, fostering food security and community resilience.
• Supported 2 school gardens and 1 community garden in Negros Occidental to encourage agricultural education and collaboration.

Boosting Agricultural Production and Innovation
BPI will enhance agricultural productivity through the establishment of tissue culture laboratories and the adoption of existing technologies from BPI Centers. A gene editing facility will be established to develop locally genetically modified corn with
insect-resistant traits. The Bureau will also focus on the development and promotion of modern agricultural technologies aligned with its R&D Agenda 2025-2030. Enhancing buffer stocking through sustainable innovations, such as solarpowered seed storages, is another key priority.
Integrated Pest Management
To enhance sustainable pest management for major agricultural crops, BPI will establish and promote village-type biological control laboratories to empower communities with localized and eco-friendly pest control solutions.
Biosecurity Initiatives
BPI is set to strengthen border controls to prevent the entry of new pests and diseases. Innovative tools such as drones, artificial intelligence, and other emerging technologies will be leveraged for advanced biosecurity efforts. The establishment of food safety laboratories across Regions 1, 2, 3, 4A, 4B, 5, 6, 7, 8, 9, 12, CARAGA, and BARMM, along with mobile food safety labs for Visayas and Mindanao, will further reinforce these efforts. The Pagkalinga Program, a multi-year development plan, underscores BPI’s commitment to food safety and security. Advancing Food Security and Market Access BPI aims to open more market opportunities for high-value crops while reinforcing measures to protect the agricultural sector from threats. These steps align with its vision of ensuring a resilient and thriving agricultural economy.
Agricultural Engineering and Smart Agriculture
In preparation for the White or Greenhouse Revolution, BPI will develop a roadmap for Controlled Environment Agriculture. The Bureau also plans to promote smart agriculture and expand renewable energy initiatives, including the installation of additional solar panels.
Seed Quality Enhancement
To improve seed quality, BPI will initiate the accreditation of nurseries and tissue culture laboratories. The construction of a new laboratory building for the National Seed Quality Control Services (NSQCS) in La Granja, as well as upgrades in Nueva Ecija and Iloilo, will support these efforts. Brewing success: Cup of Joe hits the Big Dome with ‘Silakbo’

WHEN I first came across
Cup of
Joe in July 2023, they were collaborating with Janine Teñoso for the single “Tingin.” The track quickly gained traction, becoming a staple on social media and Spotify.
A few months later, Viva formally introduced the band to the press, giving us a chance to learn more about their story and music. I learned that the band signed with Viva Records just a year after forming in November 2018 in Baguio. And that’s just such an amazing feat for these young students at that time.
Gareza (keyboard), Gab Fernandez (guitar), and CJ Fernandez (drums), the response has been overwhelming.
Fast forward to today, they boast nearly six million monthly listeners on Spotify, with their top five hits amassing over 100 million streams.
Last week felt like a déjà vu moment when I saw them again during an intimate press conference for their upcoming concert, Silakbo. This represents another achievement for the band following their first solo concert, Cup of Joe: Seatbelts On! at the New Frontier Theater last February. A year later, they’re set to perform a twonight show at the Araneta Coliseum on Feb. 8 and 9—a concert that sold out in just four hours.

“It’s so overwhelming because we didn’t expect this. Of course, it feels like we’ve reached another level. That’s why it’s still so surprising, even though we know we’ve already built a big following, especially from the foreign fans. They continue to amaze us with their support every time,” Gian shared.
The band’s concert promises a mix of new tracks from Silakbo and reimagined arrangements of earlier hits.
“We’ll maintain the energy of the crowd, even with emotional songs,” they assured.
Clocking in at around two to two and a half hours, the performance will highlight their evolution as artists and their dedication to delivering an unforgettable experience.

Right now, we’re still searching, but at least we’re getting closer to the sound, the feelings, and the image we want to have. There’s been growth individually and collectively as a group.”
Beyond their Araneta concerts, Cup of Joe is heading on a regional tour, with stops in Davao, Cebu, and Baguio.
“We want to explore more emotions and experiences through our music,” they said, hinting at an exciting future for their evolving sound.
Cup of Joe’s journey began in their senior year of high school in 2018, initially performing covers at school events before venturing into songwriting. Gian and Raphaell’s first single, “Nag-Iisang Muli,” unexpectedly resonated on platforms like Spotify and Apple Music. Since then, the band has consistently released hits, including fan favorites like “Sagada,” “Mananatili,” “Tingin,” “Misteryoso,” “Tataya,” “Patutunguhan,” and “Lahat ng Bukas.”

How non-minimalists can benefit from the lifestyle philosophy
EVERY year, it has been a running joke among some friends that the period from Jan. 1 leading up to Chinese New Year is just a “trial run” for all our resolutions. The real restart happens in late January or early February.
In case you’re one of us who have this excuse and subscribe to the idea, CNY this 2025 is happening next week (Jan. 29) and one of the things you can explore is your state of consumption.
A Gen Z short film competition that concluded last Saturday featured an entry that sends out that strong message about how our overconsumption of things leads to garbage disposal problems (and a whole lot more!). I was taken aback and prompted to revisit the concept of minimalism I discovered and tried to live out in 2010. Minimalism is a lifestyle that focuses on simplicity and deliberate elimination of anything excessive.
More than a decade ago, I tried to live simply and consume less. I did get the hang of it but got distracted along the way, especially with the rise of e-commerce sites and digital shopping platforms at the height of the pandemic! Retail therapy (a.k.a. buying small items I can live without) became a thing. Instant gratification arrived in the form of bubble wrap and cardboard boxes. To add to that, brand partners constantly send products as gifts or samples dressed up in fancy packages.
As I tried to declutter over the weekend, I was overwhelmed with gratitude for all the products I received but also felt so much guilt for accumulating clutter. I had to sort things out and give a lot of stuff away. Not only was it therapeutic, but it also reminded me of how little I needed from all that I was “hoarding.” My thought bubble was screaming, “This has to stop!” I thank YouTuber Christina Mychas, a purveyor of minimalism for her tips and insights. In a video she posted in August last year, Mychas said, “I wouldn’t call myself a full-blown minimalist anymore (more minimalist-ish these days!), but these ‘rules’ of minimalism are the ones I still follow to save money, buy better and live clutter-free.”
Mychas emphasized, “You don’t have to be a minimalist to benefit from minimalism. To me, it’s a set of values and habits that you can implement to improve and simplify areas of your life that need it.” To that, I agree. With the work
that I do, I cannot go extreme with minimalism but certainly, it can be incorporated into my way of life.
The minimalism enthusiast gave a rundown of her pointers in the informative episode.
Buy nice or buy twice: Invest in high-quality items to avoid frequent replacements, which can be more costly in the long run.
If it’s not a hell yes, then it’s a no: This way of thinking helps eliminate clutter and prevent burnout by only allowing things that truly excite you into your life.
Declutter before organizing: Focus on removing unnecessary items before attempting to organize your space, as true organization stems from reducing clutter.
If you don’t use it, you lose it: Regularly evaluate your belongings to ensure they bring joy or value. Otherwise, they should be discarded.
Wish list and wait: Maintain a wish list to separate impulse desires from actual purchases, promoting delayed gratification.
Have a place for everything: Keeping items organized and in designated places helps maintain a tidy environment and reduces stress.
Don’t buy a problem: Ensure that new purchases do not create additional issues, such as mismatched items or unnecessary clutter.
Have a why before you buy: Understanding the reason behind a purchase can prevent unnecessary spending and clutter.
Apply the “spark joy” rule: Inspired by Japanese professional organizer and consultant Marie Kondo, this rule suggests keeping only items that genuinely bring joy.
If I can’t pay for it in full today, then I can’t afford it: This principle encourages saving and reflection before making purchases, reducing impulse buying.
