MALACAÑANG announced yesterday that Synergy Grid and Development Philippines Inc. (SGP) has accepted the administration’s binding offer through the Maharlika Investment Corp. (MIC) for a 20 percent stake to secure a foothold in the National Grid Corp. of the Philippines (NGCP).
MIC, mandated to manage the Philippines’ sovereign wealth fund, will subscribe to preferred shares offered by SGP, majority shareholder of transmission and grid operator NGCP. The President witnessed the signing

MIC’s maiden investment represents a vital opportunity for the government to regain greater influence over the nation’s critical power infrastructure to ensure that Filipinos have access to reliable and affordable power.
NGCP has exercised full authority over the management and operations of the nationwide transmission system since January 2009, a critical public utility, under a franchise granted by Congress.

Similarly, House Assistant Majority Leader Jay Khonghun of Zambales warned against the dangers of electing leaders who will compromise national sovereignty in the face of China’s illegal incursions.
Khonghun, the House Special Committee on Bases Conversion chairman, pointed to recent surveys showing a growing number of Filipinos opposing China’s aggressive actions in Philippine waters.
Specifically, a Pulse Asia survey commissioned by the Stratbase ADR Institute revealed that 73 percent of Filipinos would not support candidates perceived to be pro-China, reflecting a nationwide sentiment of distrust towards the foreign power.
Similarly, an OCTA Research survey in March 2024 found that 76 percent of Filipinos view China as the country’s “greatest threat,” underscoring deep-seated concerns over territorial integrity and national security.

Ballots for overseas voting, local absentee voting, midterms, and parliamentary elections for the Bangsamoro Autonomous Region in Muslim Mindanao and Cagayan Valley will be printed first.

administration – to clear his name after being included in the Duterte administration’s drug watchlist despite no drug charges being filed against him.
The Ombudsman also ordered Mabilog’s dismissal in 2017 for “serious dishonesty” after he was found guilty of failing to explain a significant increase in his wealth, amounting to over P8.9 million.
With the executive clemency granted by Mr. Marcos, administrative penalties have been lifted, paving the way for Mabilog’s potential return to government service.
“This is an exercise of the President’s power of executive clemency, which covers administrative matters. There was no criminal prosecution in this case,” Bersamin said.
In an interview with RMN Iloilo, Mabilog described the executive clemency as life-changing.
“The letter was dated January 15, 2025, but I only received it on the afternoon of January 24. When I saw it was from the President’s Office, I immediately called my wife so we could read it together. We were overwhelmed with happiness upon seeing that the decision favored us,” Mabilog said.
“I thank God for guiding me through this journey and for blessing me with this moment. I also extend
my sincere thanks to President Ferdinand Marcos Jr. for acknowledging my efforts and contributions to Iloilo City... This is a new beginning for me and my family, and I could not have reached this moment without their unwavering support and the prayers of the people of Iloilo City.”

TWENTY of 29 former and active police officers who were ordered arrested for their alleged involvement in a botched P6.7-billion drug case have been arrested and placed in the custody of the Philippine National Police (PNP) as of Monday (Jan. 27).
PNP spokesperson Brig. Gen. Jean Fajardo said 10 of the apprehended policemen were still in the hands of the arresting units, nine were in the PNP Custodial Center, and one was at the Manila City Jail.
Of the nine who are still at large, four are in active duty status, three are retired, and one has been dismissed from the service.
“As of today, we still have nine to account for. That is what the PNP Criminal Investigation and Detection Group and other units are working on,” Fajardo told reporters at Camp Crame in Quezon City.
Fajardo noted that the PNP has not received surrender feelers from those still at large.
“I was talking to Gen. (Nicolas) Torre and he assured the PNP leadership that they won’t stop until the remaining nine have been accounted for,” Fajardo said.
“It is in their best interest to surrender like what the others did so that they can have the opportunity, as a matter of due process, to give their side of the story,” Fajardo added.

A NATIONAL defense analyst warns Philippine authorities that China would do anything save the use of military might to maintain its presence in the disputed West Philippine Sea (WPS).
“This is part of what we call Chinese greyzone operation. The Chinese Coast Guard and military militia will do every means, measures, short of actual use of force. In a way, it is not new because it has been consistent,” said Prof. Renato de Castro in mixed Filipino and English.
Castro, who teaches international studies at the De La Salle University, indicated that Beijing’s bullying tactics at the WPS were expected. China intends to show us that they are unhappy with us over the unfolding of events in the disputed waters.
Among the potential causes of Beijing’s displeasure or anger was the Philippines’ deployment of the US Mid-Range Capability (MRC) or Typhon system.
The Typhon is a mobile, ground-toair missile system designed to enhance the United States Army’s long-range strike capabilities.
Developed by Lockheed Martin, the Typhon features a modular design, enabling it to launch a variety of missiles, including the Tomahawk Land Attack Missile and the Standard Missile 6 (SM6), with ranges between 240 kilometers (150 miles) and 2,500 km (1,550 miles).
As a result, the system can target military bases in southern China, the Taiwan Strait, the South China Sea, and parts of the Western Pacific. That is why Beijing is expected to continue to express dismay over the deployment of the Typhon systems provided by Washington starting last April, Castro said.

ALL housing units under President Ferdinand Marcos Jr.’s flagship “Pambansang Pabahay para sa Pilipino” (4PH) program promote climate resiliency, the Department of Human Settlements and Urban Development on Monday said.
“All 4PH projects are of good quality since aside from being compliant with the Building Code, the government is very much focused, along with the local government units in putting up housing projects,” Housing czar Jose Rizalino Acuzar said.
“The department ensures that our 4PH projects are not sitting in hazardous or disaster-prone areas, and that these are aligned with the approved Comprehensive Land Use Plans and Local Shelter Plans of our LGUs,” he added.
Mr. Marcos earlier directed the DHSUD to explore climate-resilient housing designs to mitigate the effects of natural disasters to human settlements and ensure the safety of beneficiaries of public housing.
The agency is also spearheading the “Plan and Do” or the “Planado” program that integrates climate change considerations into urban planning processes with a focus on developing sustainable and resilient communities through streamlined land use planning and coordination with various stakeholders.
The program ultimately aims to create cities that can better withstand the impacts of climate change like flooding and extreme weather events.
To date, 56 projects under 4PH are in various stages of development and construction, some already having completed buildings.
Acuzar said he is elated that the government is now reaping the initial fruits of the flagship housing program two years after its formulation.

THE Makati City government surpassed its 2024 revenue target by 31 percent, achieving a total of P24,151,652,347.20. According to the official report from the City Treasurer’s Office, local revenue sources accounted for the majority of collections from January to December.
Business Tax led the way with P11.9 billion, reaching 118 percent of the target, followed by Real Property Tax at P9.01 billion, which amounted to 184 percent of the target.
“Our financial performance in 2024 has exceeded expectations, thanks to our thriving business community and dedicated taxpayers. This achievement means that residents and stakeholders in Makati can look forward to more innovations and improved services this year, enhancing the quality of life in our city,” Mayor Abigail Binay said.
The Business Permit and Licensing Office said by the end of December, a total of 4,944 new businesses were registered, along with 35,076 renewed business permits.

AS HE promised, newly elected US President Donald Trump issued an executive order to deport illegal immigrants, which includes an estimated 350,000 Filipino TNTS (tago ng tago) out of the estimated 4.5 million Filipinos living there.
Most of the Filipinos who migrated to the US live in the western side of the mainland, away from the frigid winters of the eastern side of the country. Actually, the Trump EO is directed against those who cross the American border dividing the US from Mexico, which affects not only Mexicans but also immigrants from Central and South America.
Considering the great number of Filipino illegals or TNTs being deported, the Marcos government should be concerned on how to help the Filipino TNTs when they get deported, and how to help them.
Personally, I know of families here in the Philippines who are worried about sons and daughters who will be deported. Trump’s EO includes those Filipinos who entered into fake marriages in an attempt to get documented.
There had earlier been attempts by the US government to crack down on TNTs, but this time the Trump EO appears determined.
The problem now is that most of the TNTs are working and have jobs in the US. Santa Banana, that seems to be a big concern of the TNTS’ families left behind in the Philippines who have become dependent on the FIlipino illegals for their sustenance.
Actually, those Filipino TNTs went to the US in anticipation of the “American Dream,” thinking the US roads are paved with gold.
It’s easy for us Filipinos to say they deserve what they are getting because of being illegals, but personally, I pity them. I know many other Filipinos who would also like to live in America, but not now with inflation and the high prices, including homelessness, that have become a big problem in the US.
In another story of Filipinos living in the US, the recent and ongoing catastrophic wildfires in Los Angeles is another problem Santa Banana!
Insofar as Los Angeles is concerned, there are fears that sooner or later the well-known San Andreas Fault will cause catastrophic disaster.. Those living in Los Angeles never knew that catastrophic wildfire would hit Los Angeles. Well, now it is happening.
As of this writing, thank heavens, the wildfires have been 75 percent contained. Some 40 to 50 thousand acres were burned, including Pacific Palisades where the high-end houses are located.
My wife and I were very worried for our eldest son Vic and his family whose house in Glassell Park was threatened by the wildfires.
I can only quote what my son Vic had to say:
“The devastation in Los Angeles has dwindled down. Containment of the fires is now at 75 percent and climbing.
For those who have seen the devastation, words cannot describe the misery.
There had earlier been attempts by the US government to crack down on TNTs, but this time the Trump EO appears determined
“It was too much even for me to bear. The worst is over but the emotional and mental trauma has hit millions of residents who have lost everything, not only their homes and businesses, but the decades of memories burnt to ashes.
“A very small percentage (the affluent ones) of those displaced have the means to rebuild and start again, but the larger majority, what happens to them? Not only have they lost their entire livelihood, but they have also lost their means of income and some, their loved ones.”
Now will be the long tedious maze of rebuilding. What a mess. It is estimated the cost of the fires, the cost of rebuilding will be in the billions of dollars.
Let this be a learning experience for other cities and localities to learn and develop from this calamity. We will have more fires, more floods and more devastation to come. Are we ready?
This also serves as a forecast of events to come.
In every catastrophe in life, the good comes out from people willing to and eager to help with no malice and ill intent, but there are also people who prey on the disadvantaged. Where do you stand with this?

“What is being done to the Philippines is forcible stealing of its rights, sovereign rights, in the exclusive economic zone… [to which] the Philippines has the sole right to explore, exploit resources in, by China. And doing this… through muscle,” Teodoro said.
As the applause continues for Speaker Romualdez, one truth emerges: his leadership has undeniably shaped the 19th Congress into a productive, if not pivotal, institution. His ability to unite and inspire lawmakers reflects a political finesse that few possess.
But as we celebrate his achievements, let us not forget to question. What drives the glowing endorsements of his peers? What forces align to bolster his ratings?
And most importantly, will his vision for the Filipino people stand the test of time?

TOKYO – The chairman and president of Japan’s Fuji Television resigned Monday, weeks after a celebrity presenter and former pop star was accused of sexual assault.
Criticism has mounted from advertisers and the public over the scandal, which centers around TV host and J-pop megastar Masahiro Nakai.
A leading tabloid magazine reported last month that the 52-year-old Nakai had carried out a sexual act without a woman’s consent in 2023.
Nakai reportedly later paid the woman, who worked for Fuji TV, a lump sum of 90 million yen ($570,000) and the pair signed a non-disclosure agreement.
As pressure mounted, the broadcaster announced Monday that Fuji TV president Koichi Minato and chairman Shuji Kanoh were stepping down.
A growing number of top advertisers pulled their commercials from the network after staff were accused of trying to cover up the scandal.

Petition filed to probe alleged rape of prosecutor
TOKYO – Supporters of a Japanese prosecutor allegedly raped by her boss submitted a petition with 58,000 signatures to the government on Monday calling for a thorough investigation, organizers said.
Kentaro Kitagawa, who is in his 60s, is accused of assaulting the woman at his official residence in 2018 when he headed the Osaka District Public Prosecutors Office.
The woman says she was drunk and unable to resist, and Kitagawa was arrested and charged after she came forward with her accusations last year.
At the first hearing in October Kitagawa apologized for causing “serious damage” to the woman and said he would not contest the charges.
But in December he changed course, with his lawyer telling reporters that his client was unaware that she was unable to resist and believed there was consent.

Auschwitz-Birkenau has become the symbol of the murder of six million European Jews by Nazi Germany, one million of whom died on the site between 1940 and 1945, as well as more than 100,000 non-Jews.
On Monday, an official ceremony attended by around fifty survivors and 54 international delegations will mark the 80th anniversary of the liberation of the camp by Soviet troops.

Auschwitz was the largest of the extermination camps and has become a symbol of Nazi Germany’s genocide of six million European Jews, one million of whom died at the site between 1940 and 1945, along with more than 100,000 non-Jews.
On Monday former inmates, along with Polish President Andrzej Duda, were expected to lay flowers at the sprawling camp’s Wall of Death in the morning. Israel said Palestinians could begin returning to the north of the war-battered
Gaza Strip on Monday after a deal was reached with Hamas for the release of another six hostages, according to Prime Minister Benjamin Netanyahu’s office.
The breakthrough preserves a fragile ceasefire in the Israel-Hamas war, which has devastated the Gaza Strip and displaced nearly all its residents, paving the way for more hostage-prisoner swaps under a deal aimed at ending the more than 15-month conflict.
Israel had been preventing vast crowds of Palestinians from using a coastal road to return to northern Gaza, accusing Hamas of violating the truce agreement
by failing to release civilian women hostages.
“Hamas has backtracked and will carry out an additional phase of releasing hostages this Thursday,” Netanyahu’s office said in a statement, adding that three hostages would be released that day, with another three captives set for release on Saturday.
Palestinian leaders meanwhile slammed a plan floated by US President Donald Trump to “clean out” Gaza, vowing to resist any effort to forcibly displace residents of the war-battered territory.
Trump said Gaza had become a “demolition site”, adding he had spoken to Jordan’s King Abdullah II about moving Palestinians out.
KYIV – Ukraine on Sunday claimed a night-time drone attack on a Russian oil refinery south of Moscow, in the second attack on the same site in less that two weeks.
Kyiv has been launching drones into Russia throughout Moscow’s almost three years invasion.
Ukraine’s army said “the Defence Intelligence of Ukraine had hit the facilities of the Ryazan Oil Refining Company again.”
Kyiv said the refinery is one of the four largest in Russia and is used by Moscow’s air force.
“Explosions and a fire were recorded in the targeted area,” it said.
The regional governor in Ryazan -- Pavel Malkov -- said Russian air defence had “destroyed” drones over the
regin and that authorities were assessing the damage. Both sides in the war in Ukraine have rushed to seek an advantage on the battlefield with Donald Trump -- who has vowed to hold talks on the conflict -now back in the White House.
Menwhile, Russia said its forces had captured the east Ukrainian town of Velyka Novosilka in the embattled Donetsk region, almost three years into their offensive.
Russia’s military has been making steady advances on the battlefield in eastern Ukraine for months.

WASHINGTON, DC – Colombia on Sunday (Monday n Manila) backed down and agreed to accept deported citizens sent on US military aircraft, hours after President Donald Trump threatened painful tariffs to punish the defiance to his mass deportation plans.
Colombia’s leftist president, Gustavo Petro, had earlier said he would only take back citizens “with dignity,” such as on civilian planes, and had turned back two US military aircraft with repatriated Colombians. Trump, less than a week back in office, responded furiously and threatened sanctions of 25 percent that would quickly scale up to 50 percent against Latin America’s fourth largest economy. Petro initially sought to hit back and impose his own tariffs on US products, but by the end of the volatile Sunday he had backed down.
Colombian Foreign Minister Luis Gilberto Murillo told a late-night news conference that his country had “overcome the impasse” and would accept returned citizens. A White House statement said that Colombia has agreed to “unrestricted acceptance of all illegal aliens from Colombia returned from the United States, including on US military aircraft, without limitation or delay.”
“Today’s events make clear to the world that America is respected again,” it said.
“President Trump will continue to fiercely protect our nation’s sovereignty, and he expects all other nations of the world to fully cooperate in accepting the deportation of their citizens illegally present in the United States.”

My wife made the offer, while I was watching NBA game replays on YouTube. It was very sweet of her to offer me the chance to watch games online as they happen, without looking for pirate broadcasts on Facebook or Telegram. But it was a quick “No” answer. I will risk getting sunburnt from playing basketball under the midday sun on courts without roofs and being scolded by my parents with the same spiel I’ve heard more than once:
Playing basketball and watching basketball made me a die-hard fan—of the sport and Michael Jordan and Alvin Patrimonio. During the time I was forming my own identity, basketball was a big part of who I am. I love basketball and I became good at it.
I remember when I was in my 20s, when I regularly played with men old enough to be my grandfather, and I thought to myself: I’ll play basketball until I die.
I didn’t account for my being a husband and a father, the rigors of a career and other endeavors, gouty arthritis, and the many other big changes in life you seldom notice happen, not until you surprise yourself one day by declining the offer of a loved one to pay for the privileges of being able to watch NBA games on the internet. Is the die-hard fan dead?

the last time I watched the PBA, and when I watch the NBA, it is mostly because there is nothing else to do. I felt like a stateless wanderer, watching basketball games just to see 10 players go through the motions, rooting for no one to win, and it is a terrible feeling.
Playing basketball became less frequent. You start to miss the Saturday schedules until you stop going altogether. Sometimes, you get that rare itch to shoot some hoops, so you join a group that regularly plays, sure that your commitment is only on a “when-I-feel-likeit” basis, and there is no obligation to be present all the time. You have very little time for basketball and with equally little motivation to play. But it is about to get worse when aches and pains become a regular reminder that your body is no longer as strong and youthful as it used to be. Despite my gout flare-ups becoming more and more frequent, I still put the effort into playing basketball—taped ankles, knee support, compression sleeves, and 120 mg of Arcoxia the day before a game often does the trick.
But now that I am slower and the least likely pick to complete a competitive five on the floor, I find my enthusiasm ebbing away. I force myself to accept the

Or is it simply inevitable—no degree of admiration or love is immortal in the face of circumstances that will change you whether you like it or not?
If the die-hard is dead, you have to live with it.
I recently came across a word that is new to me: eremition. It means “the act of gradually withdrawing from the lives of others to seek solitude and renewal.” Whatever relationship I have with basketball, I am sure without any doubt that I am slowly withdrawing from it. Certain, and saddened.
I stand at the harbor looking at the ship sailing seaward, knowing it will never return. It will never come back for that one mid-40s guy who chose to be left behind.

PARIS—David Lappartient said that if elected president of the International Olympic Committee he foresees meeting with Donald Trump and working to end Russia’s sporting exile.
Lappartient, the head of the French Olympic Committee (CNOSF) and the president of international cycling’s governing body, the UCI, is one of seven candidates vying to succeed Thomas Bach as IOC head in a vote in March.
Insiders see Lappartient, an IOC member, as one of the frontrunners along with British Olympic legend and World Athletics chief Sebastian Coe, and Zimbabwean Kirsty Coventry.
Spain’s Juan Antonio Samaranch Junior is also thought to have a chance.
Russia “are destined to naturally regain a place in the world of sport,” the 51-yearold Frenchman told AFP in an interview.
Russia was largely excluded from last summer’s Olympics in Paris following the invasion of Ukraine, but Lappartient sees them returning.
“Historically, Russians have always been a sporting nation and the very role and mission of the IOC is to unite people in a more peaceful way through sport,” he said.
“They are destined to naturally regain a place in the world of sport. There will be a decision to be taken in due course on the subject, but a country is not destined to be permanently excluded from the Olympic movement, that’s clear.”

THE Philippine Para Tenpin Bowling team bagged two bronze medals at the 2025 International Bowling Federation (IBF) Para World Championships, which were recently held at the Top Bowl in Hong Kong.
Jaime Manginga and Augusto Hernandez earned a bronze medal in TPB8 men’s doubles— a classification for wheelchair bowlers.
The other bronze came from the tandem of Kim Ian Chi and Samuel Matias TPB10 men’s doubles, a classification for standing bowlers with
upper limb disabilities.
They tallied 1,959 pinfalls in six games for an average score of 326.5 points, finishing behind gold medalists George Holscher and Nelson David Jr. of team USA, which got an average score of 369 in 2,214 pins.

The 33-year-old former world champion overwhelmed Mepranum with a series of sharp body punches, sending him to the canvas in the second round.
Referee Delbert Pelegrino counted Mepranum out, securing a decisive victory for Ancajas. With the win, Ancajas improved his

Officials of the Asian Development Bank (ADB) and Ayala Corp. sign a financing package of up to $100 million to support the conglomerate’s contributions to the development of an electric mobility ecosystem in the Philippines.

THE Asian Development Bank (ADB) on Monday signed a $100-million financing package to support Ayala Corp.’s procurement of electric vehicles and installment of charging stations across the Philippines.
The package includes a concessional loan from the Canadian Climate and Nature Fund for the Private Sector in Asia (CANPA). ADB’s financing, along with the concessional loan, will be used to develop a network of EVCS in the Philippines.
The blended financing features an innovative pricing structure aimed at accelerating deployment of EVCS infrastructure. A portion of the ADB financing will be allocated to procure electric vehicles from leading manufacturers for distribution across the country.
“This project is a significant step towards a sustainable and low-carbon future for the Philippines,” said ADB country director for the Philippines Pavit Ramachandran.
“By fostering the development of a robust electric mobility ecosystem, we are not only addressing critical environmental challenges such as air pollution, but also driving economic growth through the creation of green jobs, enhancing energy security, and promoting inclusive and resilient urban development,” he said.
Electric vehicle (EV) development is still nascent in the Philippines.
High initial costs, limited charging infrastructure and evolving technologies have posed significant barriers to adoption of EVs in the country.
Industry data showed that electric vehicle sales were expected to reach about 18,000 units in 2024, exceeding 2023’s 10,602 units. The government set a target of building 147,000 charging stations nationwide by 2040.
The Philippine government’s Electric Vehicle Industry Development Act and various tax incentives are helping create a more favorable environment for the growth of the EV sector, according to the ADB. The creation of an EVCS network is crucial for electric vehicles to become more popular. The EVCS to be set up with the ADB financing package will address gaps in EV charging infrastructure, thereby facilitating faster adoption of electric vehicles.

THE Philippine Economic Zone Authority (PEZA) said it approved
P30.15 billion in new investments during its first board meeting in January 2025, representing an increase of 1,263 percent from P2.212 billion a year ago.
“This is a promising start for 2025. The strong growth in our investment performance for January highlights our commitment to reaching our target of P235 to 250 billion in investments this year. It’s an encouraging sign that we’re on track to success,” said PEZA directorgeneral Tereso Panga.
The January investments included 12 new and expansion projects covering five export manufacturing ventures, four IT-BPM projects and three domestic market initiatives, with an estimated export value of $32.177 million and potential to generate 3,270 direct jobs.
The projects are located in Metro Manila, CALABARZON, Central Luzon and Central Visayas.
“These projects will not only strengthen our export sector but also generate substantial local employment, driving inclusive growth,” said Department of Trade and Industry Secretary and PEZA chair Ma. Cristina Roque.
The United Kingdom emerged as the leading investor in January, along with key investors from China, the Netherlands, Australia and Malaysia.
Among the approved projects, two major ventures accounted for a substantial P29.014 billion in investments, while a standout project involves a domestic market enterprise investing in beverage production and distribution facility in Tarlac City.
“This major domestic market project will play a crucial role in strengthening Tarlac’s manufacturing and commercial hub. It aligns with our commitment to expanding regional investment opportunities and supporting the country’s broader economic goals,” Panga said.

businesses such as the Internet Transactions Act and the value-added tax on non-resident digital services.

PHILIPPINE Airlines (PAL) said Monday it will resume thriceweekly nonstop flights to Beijing Capital International Airport starting March 30, 2025.
“We are honored to serve the capital city of the People’s Republic of China, the diplomatic heart of the world’s second largest economy, as our contribution to strengthening air links to the Chinese mainland,” said PAL president and chief operating officer Capt. Stanley Ng.
“We believe that the ManilaBeijing service will help boost tourism, enhance trade and deepen the friendly ties between the Filipino and Chinese people,” he said.
The Philippine flag carrier will now have the widest network of flights from the Philippines to four cities in Mainland China. In addition to Beijing, PAL operates daily flights each to Shanghai (Pudong), Xiamen and Quanzhou (Jinjiang) from Manila.

Article II, Republic Act No. 91645 was filed against Naida and Aina docketed as Criminal Case No. 19-68276 entitled People of the Philippines versus Naida Batuan Sarip and Aina Sangcopan Dimapinto; and that said case is pending before Branch 139, Regional Trial Court, Antipolo City.
Petitioner likewise alleges that based on PDEA’s referral of the case, petitioner, through AMLC Secretariat, issued a Resolution No. 64 authorizing AMLC Secretariat to file an ex-parte petition for issuance of freeze order; that petitioner filed before the Court of Appeals an Ex Parte Petition for Issuance of Freeze Order on monetary instruments and properties relative to different bank accounts and personal and real properties owned by different individuals; that the Court of Appeals issued the solution dated 4 May 2022 ordering the concerned bank/s to freeze the bank accounts and properties involved; and that simultaneous thereto, Resolution No. 64-A was issued authorizing AMLC to conduct bank inquiry into said bank accounts;
Petitioner avers that the financial investigation conducted by AMLC Secretariat revealed that Meirun Hong, based on her know-your customer (KYC) documents with BDO, is a vegetable vendor; that surveillance on her business located at 116 C. Cordero St., Between 3rd and 4th Ave.. Caloocan City disclosed that she is engaged in a small scale selling of recycled containers, ice chest coolers and other items; that her business ocçupies and approximate area of sixteen (16) meters only; that considering the limited income that she could possibly earn therefrom, the amount deposited to her account on a regular basis, lack logical and economic justification; that investigation disclosed that her transaction from year 2009 to 2019 had an abrupt increase in terms of total amount deposits and withdrawals from year 2018 to 2019 and that it was the same year when the subjects were arrested for drug trafficking; that clearly, the amounts in her personal bank accounts and accounts with co-depositor Kualie Wu are not commensurate with her declared business of selling fruit and vegetables; and that Meirun likewise received a check from AV Chua Trading who is also a respondent in the previously filed petition before the Court of Appeals.
Petition likewise avers that based on the return submitted by Metropolitan Bank & Trust Co. (MBTC) on 18 May 2022, the bank account with owned by Rongze Li or Zhenjian Li with account number 7009510083 was tagged for receiving funds from Meirun in the amount of P100,000.00 and that considering the above discussion, evidence exists that the funds in the bank account mentioned represent, relate and involve proceeds of the unlawful activity, that is violation of R.A. 9165.
In addition, petitioner contends among others that AV Chua Trading is registered under the name of Aaron Valdea Chua that investigation and evaluation disclosed that AV Chua Trading’s transaction shows that the glaring difference of the amount transacted in year 2019 and year 2020; that AV Chua Trading is one of the accounts named with De Rui Zhang by naiad to IO1 Ignacio, that Naida through the CI has in her cellular phone photographs of deposit slips under the name of the latter along with De Rui Zhang, Lisa Reyes Ang, Lisa Ang Hardware; that such fact leads to the conclusion that AV Chua Trading is a recipient of illegal drug proceeds; that AV Chua Trading owns MBTC, EWBC and BDO accounts; that based on the returns submitted by BDO and MBTC, the bank accounts detailed below were tagged for receiving funds from AV Chua Trading which are likewise covered by the freeze order, to wit:

FILINVEST Land Inc. (FLI) and Filinvest REIT Corp. (FILRT) announced plans to enter into a property-for-share swap transaction valued at P6.26 billion.
FLI said in a disclosure the Philippine Stock Exchange it would sign a property-for-share swap where it will transfer its ownership over Festival Mall-Main Mall in favor of FILRT, in exchange for 1,626,003,316 primary common shares of FILRT at an issue price of P3.85 apiece.
Festival Mall-Main Mall, which has a gross leasable area of 121,862 square meters, is located in Filinvest City, Alabang, Muntinlupa City.
FLI said the primary common shares to be issued by FILRT to FLI will come from the unissued common shares of FILRT. This is subject to the approval by FILRT’s shareholders and regulatory agencies.
FLI and FILRT will execute a lease agreement for the property upon the Security and Exchange Commission’s approval of the transaction/

The selection of subject for each banknote denomination was done according to the subject’s place in the nation’s pantheon of heroes, with Dr. Jose Rizal’s face gracing the most widely circulated banknote. The faces of the two Commonwealth Presidents, Manuel L. Quezon and Sergio Osmena Sr., also were choices for the most widely circulated banknotes.
The faces of latter-day heroes were added to the list of subjects for post-EDSA Revolution banknotes. Three World War II heroes—General Vicente Lim, Secretary of Justice Jose Abad Santos and Josefa Llanes Escoda—were chosen to grace the P1,000 banknote. And as a tribute to their exemplary lives, President Corazon Aquino and her husband, Senator Benigno Aquino Jr., were chosen by the post-EDSA Revolution Monetary Board to grace the P 500 bill. Last year, the BSP changed all that. It redesigned and placed in circulation paper currency that no longer bore the faces of national heroes and pat Chief Executives. Gone were the faces of Jose Rizal, Apolinario Mabini, Manuel Quezon, General Lim, et al. The new paper currency now features all manner of Philippine flora, fauna and geography – plants, flowers, tamaraws, peacocks and Mayon Volcano, among other subjects.
As a result of this change in the BSP paper currency policy, Filipinos will henceforth go about their daily financial lives handling and looking at pictures of Mayon Volcano, exotic flowers and deer. The question that bears asking and answering is, does looking at these pictures, beautiful they may be, do anything to promote the effort to make the Filipino people an integrated community knowledgeable about their nation’s past and proud of their collective identity? The answer is a resounding No.

PUM expert Cees de Kreij, a consultant with over 20 years of experience in the Dutch coconut sector, held one-onone sessions with coconut farmers and cooperatives involved in coconut husk processing on Jan. 22, 2025.
PUM Netherlands, a network of volunteer senior business advisors, facilitated various capacity-building and product development initiatives. Their expertise benefitted around 25 DTI CFIDP-supported coconutbased enterprises and coconut farmers in the Davao Region. DTI 11 regional director Romeo Castañaga highlighted the development of innovative products like coconut husk-based substrates and growing media, which have strong demand in European markets. Davao Region ranks fourth in the Philippines for both the area planted with coconut and the production volume. THE Office of the Special Assistant to the President for Investment and Economic Affairs (OSAPIEA) reported a significant boost in tax collection from vape products, reaching P1.35 billion from January to November 2024, a threefold increase from P361.6 million collected in the entire 2023.
OSAPIEA Secretary Frederick Go, in a speech delivered by Undersecretary Joey Guillas, revealed that heated tobacco products (HTPs) alone generated P519.1 million in taxes in the same period, surpassing last year’s total of P459 million by 13 percent.
“While there are concerns over widespread smuggling and industry of excisable products, including cigarettes and vapes. Over the years, there has also been a shift towards heated tobacco products and vaping. However, regulation and the implementation of proper taxation measures for these new industries have not been able to keep up,” he said.
He said the Office for the Special Mandate on Vaporized Nicotine and Non-Nicotine Products (OSMV) has been actively working to curb the illegal sale of non-certified vape products.

Meanwhile, tobacco farmers are optimistic about meeting the government’s 2025 output forecast of 45.57 million kilograms, slightly up from the 2024 output of 45.4 million kg. Philippine Tobacco Growers Association (PTGA) president Saturnino Distor said at the 2nd International Illicit Tobacco Summit 2025 the local tobacco industry is hopeful about increased yields as farmers pivot from corn farming due to persistent pest issues.
“We are confident that tobacco yields will surpass the 2024 figures, thanks to improved farming practices and the shift of many corn farmers to tobacco production,” Distor said at the sidelines of IITS 2025. The average yield per hectare in 2024 was around 2.6 metric tons, but some farmers are producing up to 4 metric tons per hectare, he said.

The UNDP, New Zealand government and the National Commission on Indigenous Peoples (NCIP), officially launched the Indigenous Women and Girls–Leadership and Empowerment in Ancestral Domains (I-LEAD) Project in a signing ceremony here last week. The I-LEAD Project seeks to foster inclusive development, resiliencebuilding, gender equality and women’s empowerment by promoting leadership roles and economic opportunities for indigenous women and girls across ancestral domains, especially in Regions 11 and 12 in Mindanao. PLASTIC waste reduction advocates
kicked-off the Philippine Reuse Study Tour and Conference last week in celebration of Zero Waste Month in a bid to amplify the viability of reuse and refill solutions, as a way to address the scourge of plastic pollution.
The three-day event, consisting of a conference with reuse practitioners and other multi-sectoral stakeholders alongside site visits to reuse and refill programs across Metro Manila, was held at Hive Hotel in Quezon from January 20 to 22. It was co-organized by Mother Earth Foundation, Greenpeace Philippines, GAIA, Break Free from Plastic and Plasticdiet Indonesia.
The study tour aimed to address existing challenges and opportunities around reuse and refill systems, and show attending local government unit
and government agency officials as well as private sector representatives that reuse and refill are not just sustainable and necessary, but also practical and doable.
Over 164 million sachets, 57 million shopping bags and 45.2 million plastic labo bags are used on a daily basis in the Philippines, with prevailing e-commerce and food delivery practices worsening the crisis.
Environmental groups have long called for reuse and refill solutions alongside bans on single-use plastics, particularly sachets, as these not only create litter and exacerbate floods but also pollute water sources and break down into harmful microplastics that find their way into our food and bodies.

HARD and film plastics account for 91 percent of the collected wastes in Manila Bay, an environmental group said last week.
The EcoWaste Coalition, along with De La Salle University-Dasmariñas, shared in a press conference, the findings of its 2024 Marine Litter Monitoring Survey Report, which showed a 36-percent decrease in the volume of marine litter and a 42 percent reduction in the total weight of collected wastes from 2023 to 2024 in its 10 project sites.
These include Silangan, Rosario;
Timalan, Naic; Sahud Ulan, Tanza; Capipisa, Tanza; and Julugan, Tanza in Cavite. In the National Capital Region, the project sites include San Dionisio, Parañaque; and Tanza, Navotas. The project sites in Bataan are Cabcaben, Mariveles; Agwawan Beach, Barangay Simsiman, Mariveles; and Bantan, Orion.
Despite the decline in marine debris, seasonal data further indicated a 16-percent increase in litter counts during the wet months compared to the dry season.
“These findings demonstrate the progress we’ve made, but they also
highlight the urgent need for stricter waste management practices,” EcoWaste Coalition’s Enhancement of Marine Litter Management (EMLM) project officer Wes Lipana said.
“We have made significant strides in reducing litter, but the continuing dominance of plastics in our waste indicates the need for collective action―both from government bodies and the public.”
The group presented key actions to address the ongoing challenge of marine litter: strict enforcement of existing environmental laws, such as Republic Act 9003 or the Ecological
Solid Waste Management Act, and Republic Act 9275 or the Clean Water Act.
The initiative seeks to ensure accountability at all levels; expansion of information campaigns at the barangay level to raise awareness about waste segregation, plastic pollution, and sustainable disposal practices.
The group also urged everyone to take part in carrying out the proposed solutions by adopting more sustainable waste management practices in their daily lives to protect Manila Bay and other vital coastal ecosystems nationwide. PNA

“Until this year, my parents ran their business all on their own. We didn’t know this kind of help was available. Now we are more hopeful and more open to learning from other organizations,” recounts Fabja Lile.
Earlier, their family received training from the Rural Association Support Program (RASP), a local NGO participating in FAO’s SFS-MED project.
“They helped us not just with material things, like building a greenhouse so we can grow vegetables year-round, they also helped expand our minds,” Fabje adds.
The World Bank estimates that urban production in Albania is around 11 times greater than rural production, while the population living in cities is only 1.3 times than that living in the countryside. This is due to constraints such as insufficient infrastructure. Another challenge in rural areas— where the majority of cultivated land is made up of small family farms—is an inadequate labor force, as many young people migrate to cities or other countries in search of better economic opportunities.
Moreover, the ageing rural population struggles to keep up with technological innovations and changing consumer preferences.
Despite agri-entrepreneurs modernizing production practices, locally grown products still often do not meet the safety and quality standards and the demands of the market.
In identifying these key areas of the rural-urban gap, Albania set a vision for increasing prosperity through collective efforts in all the inter-related sectors surrounding agritourism.
To help achieve this vision, FAO’s SFSMED project convened farmers, agritourism entrepreneurs, micro-finance institutions, culinary
schools and other individuals in the agritourism industry to come together in an inclusive space, encouraging collaboration.
A key realization was the need to equip local youth with skills to become agrifood innovators of the future.
“The younger generation has the right attitude to implement better business models, but they lack experience and financing opportunities to start businesses,” comments Eldi Ceco, dialogue participant and head of the ABA Centre, a consulting and advisory business for farmers.
Helping young people foster their skills and find opportunities in the agritourism sector will not only bring new ideas and innovations for Albania but will offer young people an alternative to migrating for better economic opportunities.
Subsequently, the SFS-MED project also brought agritourism entrepreneurs together with agronomists, the local NGO, RASP, and a seed bank to promote partnerships and farm business networks. From these various connections, businesses received training on sustainable farming practices, including reduced
water and pesticide use, organic composting and drip irrigation.
The Lile family was able to increase the visibility of their business through labelling and showcasing their products in fairs. They also learned agritourism best practices from the SFSMED organized study tour to Puglia, a southern region of Italy.
This study tour showcased how their Italian counterparts combine organic farming with tourism, offering traditional cuisine based on locally sourced ingredients. It was chance for Albanian agritourism entrepreneurs to observe, learn and engage with the local Italian agritourism entrepreneurs.
Overall, the SFS-MED activities boosted smallholder farmers and agri-entrepreneurs in harnessing the growing demands of tourism in Albania in a way that helped them adopt sustainable farming methods, improve business practices and leverage shared learning to produce safer, higher quality products. When adopted at scale, reuse and refill can replace disposables and effectively reduce plastic waste. Reuse systems, together with the right policies to cut down plastic production and use, can address the plastic crisis at the root of the problem. Refill and reuse are feasible and easy to implement. Initiatives such as Kuha sa Tingi, Juana Zero Express, Back to Basics Ecostore and a zero waste carinderia in Manila, prove that these are viable sustainable business models, something that can be done alongside city-wide plastic bans. Groups believe these could all be replicated and scaled at the national level.
2025 declared as international year of glaciers
AS GLACIERS disappear at an alarming rate due to climate change, the UN General Assembly has declared 2025 the International Year of Glaciers’ Preservation (IYGP).
Co-facilitated by the UN Educational, Scientific and Cultural Organization (UNESCO) and the World Meteorological Organization (WMO), this global initiative seeks to unite efforts worldwide to protect these vital water sources, which provide freshwater to more than 2 billion people.
Glaciers and ice sheets hold around 70 percent of the world’s freshwater and their rapid loss presents an urgent environmental and humanitarian crisis.
WMO Secretary-General Celeste Saulo stressed this urgency, saying “Melting ice and glaciers threaten long-term water security for many millions of people. This international year must be a wakeup call to the world.”
In 2023, glaciers experienced their greatest water loss in over 50 years, marking the second consecutive year in which all glaciated regions worldwide reported ice loss. Switzerland, for instance, saw their glaciers lose 10 percent of their total mass between 2022 and 2023, according to the WMO.

DURING the grand press conference for their upcoming movie Ex Ex Lovers, the showbiz press revisited the long-standing rumors of a romantic connection between Marvin Agustin and Jolina Magdangal. They were asked directly if they had ever been in a relationship in the past.
Marvin and Jolina’s love team was one of the most popular pairings of the 1990s. Much like today’s onscreen couples, fans assumed there was something romantic between the two.
“The magic and chemistry of our love team worked because, back then, MU (mutual understanding) was a thing. I think you can call us as MU,” Marvin set the record straight.
“The reason we’re still here is that we never officially became a couple. That’s why we can still do a comeback film together. Unlike other love teams who became real-life couples and had intense breakups—making it difficult for them to work on a project again—we kept our relationship professional. We also stayed in touch despite living separate lives, and that allowed us to make this film.”
Jolina agreed, saying, “You cannot call us ex-lovers because we did not become a couple. I was vocal about my feelings, but that’s all in the past. My children know him as my best friend back then.”

205 has partially granted TV host and actor Vic Sotto’s petition for a writ of habeas data against director Darryl Yap over the teaser of the latter’s latest film, The Rapists of Pepsi Paloma “The Petition for a Writ of Habeas Data filed by Petitioner Marvic ‘Vic’ Castelo Sotto is hereby partially granted,” the court ruled.
The court ordered Yap to remove the teaser video for the controversial film from all online platforms.
“Respondent Darryl Ray Spyke B. Yap and any person or entity acting on his behalf, including the production team of Vin Centiments, are ordered to delete, take down, and remove the 26-second teaser video from online platforms, social media, or any other medium for having misused the collected data/information by presenting a conversation between two deceased individuals, which cannot be verified as having actually occurred,” it added.
However, in its ruling, the court allowed Yap to proceed with the production and eventual release of the film.
Sotto’s lawyer, Attorney Enrique Dela Cruz Jr.,
expressed gratitude for the court’s decision, saying they are pleased with the ruling to take down the teaser video.
The Eat Bulaga host initially filed the writ seeking to have the materials related to the film removed, arguing that the teaser falsely implicated him as an alleged perpetrator in the case of former actress Pepsi Paloma. Following the teaser’s release, Sotto also filed a criminal complaint against Yap for 19 counts of cyber libel.
Meanwhile, the filmmaker took to his Facebook account to express his gratitude to those who continued supporting the controversial movie.

The goal of the campaign is to encourage people to play games responsibly by focusing on prevention, education, and intervention, ensuring that gaming remains safe and enjoyable for everyone.
Each film shows a person facing a tough choice between spending their money on something necessary or gambling it away. These situations
are meant to make viewers think about their own decisions and help them recognize when gaming is becoming risky rather than fun.
The campaign encourages players to stop and reflect when they feel like they’re crossing into dangerous behavior, with the message: “If gambling is getting risky, take a pause, because gaming should always be fun!”
Additionally, DigiPlus has introduced tools to help players manage their gaming habits. These tools allow players to set limits on how long they play, when they play, and how much they can lose, giving them more control over their gaming activities to ensure they don’t exceed their comfort zones or get into financial trouble.
These tools are part of DigiPlus’ proactive approach to safeguarding players’ well-being, aligning with international standards for responsible gaming. By offering these features directly within the gaming platforms, DigiPlus is empowering players to maintain a healthy relationship with gaming, free from undue stress or financial pressure.

The ‘Pusta de Peligro’ initiative represents a year-long effort that involved partnerships with mental health professionals, financial coaches, and educators. These collaborations were integral in crafting a campaign that resonates with Filipino players, addressing their unique challenges and
experiences with gaming. At the campaign’s premiere, a panel discussion featured Teresita Castillo from the International Gambling Counselors Certification Board and financial coach Armand Bengco. The discussion centered on the importance of education, early intervention, and expert collaboration in fostering a responsible gaming culture.
This campaign builds on DigiPlus and BingoPlus Foundation’s history of responsible gaming advocacy. Previous efforts, such as the “Tamang Laro, Tamang Panalo” webinar series and financial coaching programs for jackpot winners, have set the stage for this new initiative to engage players on a deeper level.
DigiPlus and BingoPlus Foundation are set to extend the reach of the “Pusta de Peligro” campaign by rolling out the videos across digital platforms and encouraging communities to share the message. Alongside digital outreach, the campaign will include community workshops and live events, amplifying its impact and empowering more players to make thoughtful, informed decisions
