DA decides food security crisis

PNP file murder raps vs. Garma, et al

AUTHORITIES on Monday filed with the Department of Justice (DOJ) murder and frustrated murder charges against former Philippine Charity Sweepstakes Office (PCSO) general manager Royina Garma and several other individuals over the July 2020 assassination of retired police general and PCSO board secretary Wesley Barayuga.

In a two-page referral letter to Prosecutor General Richard Anthony Fadullon, the National Bureau of Investigation said “sufficient pieces of evidence were gathered to recommend murder and frustrated murder charges” against Garma, retired police colonel Edilberto Leonardo, and Jeremy Causapin alias “Toks.”

Also recommended for inclusion in the charges were Police Lt. Col. Santie Mendoza, former police officer Nelson Mariano, a certain alias “Lolo” and several John Does. Mendoza implicated Garma and Leonardo as masterminds of Barayuga’s ambush when he testified before the House Quad Committee (Quadcom).

The joint investigation was conducted by the NBI Organized and Transnational Crimes Division (OTCD) and the PNP Criminal Investigation and Detection Group.

The decision follows the NPCC’s assessment that despite declining global rice prices and import rice tariff reduction from 35 percent to 15 percent in July, local prices have remained stubbornly high.

According to data from the Philippine Statistics Authority (PSA), rice inflation soared to 17.9 percent in September 2023, far surpassing the government’s target of 4 percent for food inflation.

The cost of regular and well-milled rice rose by 19 percent and 20 percent, respectively, compared to the previous year. In July 2023, rice inflation was

just 4.2 percent. Under Republic Act No. 12078, an amendment to the Rice Tariffication Law, the Agriculture secretary has the authority to declare a food security emergency in response to extraordinary price increases.

This allows the DA chief to direct the NFA, which is legally restricted from selling rice directly to the public, to release buffer stocks to government agencies, local government units, and the KADIWA ng Pangulo program.

The goal is to stabilize rice prices and protect consumers from further price hikes.

“The power to initiate and act on impeachment complaints is the sole prerogative of the House of Representatives,” Executive Secretary Lucas Bersamin said.

“Out of respect for institutions, the President will not interfere in a matter over which a co-equal branch has exclusive jurisdiction,” he added.

Mr. Marcos earlier said the timing of the impeachment moves was “very poor” given the looming campaign season.

The three impeachment raps have been with the House secretary-general’s office for over a month now, but Velasco denied there was a directive to delay the proceedings.

“There is no instruction given to me (to delay action on impeachment complaints),” Velasco said.

“You know, I think we have given them enough time (to file the fourth), so we will have to transmit the impeachment complaints within this week,” Velasco added.

Velasco earlier said there were about 12 lawmakers from the majority and minority blocs who signified their intention to file the fourth impeachment complaint against Duterte.

A vote of at least one third or at least 103 legislators are needed to enable a verified impeachment complaint to be automatically elevated to the Senate.

The three impeachment complaints, however, have yet to gain additional support from lawmakers, Velasco said.

She emphasized that the inflationary impact of a significant wage hike could diminish the intended benefits by eroding purchasing power and potentially reducing job opportunities.

Similarly, Employers’ Confederation of the Philippines (ECOP) president Sergio Ortiz-Luis, Jr. said a P200 per day wage hike will cost employers in the formal sector an estimated P8.4 billion daily.

He explained that in order to absorb the sudden increase in their workers’ salaries, businesses have no other option but to pass the added cost on to consumers, which, in turn, will inevitably translate to higher inflation.

Ortiz-Luis also noted that many businesses, particularly the smaller ones, may not be capable of paying the additional 30 percent increment in their employees’ salaries.

Naval assets pitch in to control Cebu fire

THE Naval Forces Central (NFC) deployed troops to assist in controlling a huge fire in Lapu-Lapu City, Cebu.

According to the Philippine Navy, the NFC immediately dispatched a Disaster Response Task Unit (DRTU) along with a fire truck from the Naval Installation and Facilities – Central (NIF-C) to assist in controlling the fire, which had escalated to the Fifth Alarm.

The fire was swiftly controlled and extinguished through the coordinated efforts of NFC DRTU, Lapu-Lapu City Fire District, and other emergency response teams from the Lapu-Lapu City LGU.

The Lapu-Lapu City Fire District is currently investigating the cause of the fire, as well as assessing the extent of the damage. This rapid and collaborative response highlighted the readiness and efficiency of the involved units in preventing further casualties and damage.

Fr. Felloni passes away due to skin cancer

FR. Luciano Felloni, a Catholic priest and popular vlogger, died Sunday following a brief battle with cancer. He was 51.

The Argentinian priest passed away at a hospital in Metro Manila, where he had been receiving treatment in recent days.

“With heavy hearts, we share the passing of Fr. Luciano Felloni today,” the Diocese of Novaliches said in a statement. “Please keep Fr. Felloni and his loved ones in your thoughts and prayers as we navigate this difficult time.”

In November 2024, during a gathering of Catholic vloggers, Felloni revealed that he had been undergoing treatment for skin cancer since last year.

SENATORS on Monday approved on third and final reading a bill that moves the first-ever elections for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from May 12, 2025, to October 13, 2025.

Senate Bill 2942 passed with 18 votes in favor, one against, and no abstentions.

The Senate bill stipulates that future BARMM elections, following the proposed October 2025 vote, will be held every three years, synchronized with the national elections starting in 2028.

Elected officials in the first BARMM elections will begin their terms at noon on October 30, 2025.

During the transition period extension, officials of the Bangsamoro Transition Authority will continue in their roles until their successors are elected.

However, interim members can be replaced by the President or have their term shortened if elected to another position.

Candidates who previously filed their certificates of candidacy (COC) for the parliamentary districts or submitted nominations for party representatives for the original May 2025 elections will automatically be considered as candidates for the October 2025 polls. New COC filings and nominations will not be accepted, and no substitutions will be allowed except in cases of death or disqualification.

SB 2942 also empowers the Commission on Elections to issue guidelines on candidacy filings if the seats originally designated for Sulu province are re-apportioned by the Bangsamoro parliament.

“The appropriate permits will have to be filed with DFA for any research to be conducted, more so if these are for economic reasons,” Trinidad said.

THE Philippine National Police (PNP) on Monday challenged one of its former officials implicated in the irregularities during the controversial P6.7-billion drug haul in Manila to surrender and face criminal charges.

PNP spokesperson, BGen. Jean Fajardo made the statement after former PNP Drug Enforcement Group (PDEG) chief BGen. Narciso Domingo, who is now considered a fugitive, claimed that scalawag cops are manipulating government officials and were behind the cases filed against them.

Domingo posted a 16-minute video on his Facebook account from an undisclosed location as he also called on President Ferdinand Marcos Jr. to look into their case.

Domingo is among the eight police personnel being hunted by police, Fajardo said. “Like what I said earlier, we appeal to the remaining eight former and active PNP personnel to respect the rule of law and anyway, they will be given their day in court. It would be in their best interest to just surrender and face the music,” Fajardo said.

Domingo, in his video, also lambasted current and former government officials for the injustice he claims he is suffering from.

Domingo was particularly critical of Department of the Interior and Local Government (DILG) Secretary Juanito Victor Remulla, whom he blamed for his current predicament.

PNP-HPG bares Jan. ’25 accomplishments

THE Philippine National PoliceHighway Patrol Group (PNP-HPG) reported that they recovered 76 stolen vehicles and arrested 45 suspects in January this year.

In a statement released on Monday, PNP-HPG officer in charge, Brig. Gen. Eleazar Matta said the recovery consisted of 59 cars and 17 motorcycles. Meanwhile, 14 criminal charges were filed against the arrested suspects. Matta also said their intensified crackdown involved a total of 17,185 operations, comprising 9,768 initiated operations and 4,417 joint operations with other law enforcement agencies.

The HPG’s law enforcement efforts also netted 420 motor vehicles and 2,534 motorbikes impounded, as well as the issuance of 9,857 temporary

operator’s permits, 5,895 ordinance violation receipts, and 24,883 traffic citation tickets.

Meanwhile, the HPG’s campaign against unauthorized vehicle modifications under Presidential Decree 96 resulted in the confiscation of one siren, 134 horns, 260 blinkers, 3,205 illegal lights, and 79 modified mufflers.

The HPG also apprehended 1,025 vehicles for violating the “No Plate, No Travel” policy.

The story of ‘The Manila Standard’

ON FEB. 11, 2025, the Manila Standard will mark its 38th anniversary, and it has its own story to tell.

I recall Manda Elizalde of the Elizalde clan, during the proclamation of 1081, on Sept .21, 1972, who was then chairman of the PANAMIN (Presidential Assistant on Cultural Minorities), went on self-exile.

Prior to that, there had been charges filed against Manda by his political enemies for alleged sexual abuse of women of the minorities which he allegedly kept on his yacht.

Recall that Manda discovered the Tasaday, in the highland rain forests of Central Mindanao, living as cavemen. Elizalde became famous worldwide for that discovery which was featured by the National Geographic Society.

More out of envy than anything else, Manda’s political enemies filed charges of sexual abuse on minority women against him when he ran for the Senate, and he lost in the elections.

Thus, Santa Banana, to avoid arrest, Manda went on self-exile to Costa Rica where his former college classmate overseas was the president.

After Manda’s friend was deposed as president of Costa Rica, being a country where coups are prevalent like many other countries in South America. Manda ended his self-exile and went to Florida to reside.

After several months of publication, Manda started complaining that he was losing money. Thus, Manda wanted to sell the newspaper. He wanted to sell it for P5 million, and he found a buyer, the SORIAMONT, then headed by Andres Soriano Jr.

When the Sorianos totally pulled out their businesses, including San Miguel, from the Philippines, Ricky Razon was left owning the SORIAMONT.

After a while Razon decided to concentrate on his firm ICTSI, Razon decided to sell the Manila Standard to the Romualdez brothers, Philip and Martin.

Philip Romualdez finally decided to have his brother Martin, now Speaker of the House of Representatives. owning the Manila Standard.

TEHRAN – Iran revealed a new ballistic missile on Sunday that it said was capable of traveling 1,700 kilometers, unveiling it in a Tehran ceremony attended by President Masoud Pezeshkian.

State television broadcast images of the missile, dubbed Etemad, or “trust” in Persian, saying it had a maximum range of 1,700 kilometres (1,056 miles) and was “the most recent ballistic missile” built by the Iranian defence ministry.

Western countries have grown concerned over advances in Iran’s ballistic missile programme, accusing it of destabilizing the Middle East.

Iran’s missiles, including this newest design, are capable of reaching its archfoe Israel, which it targeted twice last year as the Gaza war spilled over.

“The development of defense capabilities and space technologies... aims to ensure that no country dares to attack Iranian territory,” Pezeshkian said in a televised address.

The ceremony took place on Iran’s national aerospace day and a few days before the 46th anniversary of the creation of the Islamic republic on February 10, 1979. Since the return of US President Donald Trump -- who pursued a “maximum pressure” approach to Iran in his first term -- Tehran has made multiple shows of force, including large-scale military exercises and the presentation of underground military bases.

At the same time, Tehran has signalled its willingness to restart negotiations over its nuclear program, which has been the subject of tensions with Western countries for decades.

Meanwhile, the government of Somalia’s semi-autonomous Puntland region said Sunday that US military strikes in the Golis mountains had killed “key figures” in the Islamic State group.

US President Donald Trump announced the air strike late Saturday, posting on the Truth Social platform that he had ordered “precision military air strikes on the senior ISIS attack planner and other terrorists” in Somalia.

IS has a relatively small presence in Somalia compared to the Al-Qaedalinked Al-Shabaab, but experts have warned of growing activity. AFP

Knott breaks own national 200-m record

NATIONAL Fil-Am team members Kristina Knott and Angel Frank got their indoor season started with great performances.

Knott, a double gold medallist in the 2019 Southeast Asian Games, broke the national mark in the women’s 200-meter event at the Dr. Martin Luther King Jr. Invitational on Sunday in Albuquerque, New Mexico.

The 29-year old Knott ran in 23.46 seconds, finishing fifth overall and improving on the Philippine record of 23.56 seconds that she recorded at the Arkansas Qualifier at the Randall Tyson Track Center in Fayetteville, North Carolina.

American sprinter Ramiah Elliott ruled the finals after crossing the finish line in 23.27 seconds. Knott was also in second in the women’s 60m finals after clocking in 7.34 seconds, with her time slower than the 7.26-second national record she achieved back in 2021.

Kenondra Travis of Texas took the gold with a time of 7.28 seconds.

Meanwhile, Frank clocked 37.03 seconds for sixth place in the women’s 300-meter sprints Orange and Purple Invitational at the Clemson Indoor Track and Field Complex, also on Sunday in Clemson, South Carolina. It was Frank’s fastest time in three years, after she came in at 38.84 seconds in 2022.

With teammate Delecia McDuffie, they notched 3:44.97 for sixth spot overall in the 4x400 meter relays in the same event. This is 14 seconds off Frank’s fastest, which was at 3:30.09, set in 2023, during the NCAA Division I indoor meet, with her teammates at the University of South Carolina.

delivered an overwhelming backnine performance on Sunday for a two-stroke victory at the Pebble Beach Pro-Am to capture his 27th career US PGA Tour title.

The 35-year-old four-time major winner from Northern Ireland made three birdies and an eagle after the turn to fire a six-under par 66 and finish on 21-under 267 at the famed oceanside course.

“Some people would argue that the golf courses I’ve won on are not up to a Pebble Beach or an Augusta or whatever, but to win at one of the cathedrals of golf is really, really cool,” McIlroy said.

“I knew today was going to be tough. It was going to be exciting. There were so many guys that were around the lead. And I guess with it being Pebble Beach, I had to put that to the back of my mind and just go out there and try to shoot a score, which I was able to.”

Ireland’s Shane Lowry, the 2019 British Open champion, birdied 18 to shoot 68 and grab second on 269 but missed out on a fourth career PGA title.

“I didn’t have my best stuff all day,” Lowry said. “I just hung in there. I said let’s try and make Rory win this, let’s not give it to him.

“When players like Rory McIlroy turn up and have their A-game they’re pretty much impossible to beat. It wasn’t my day but it has been a good week.”

Sharing third were past US Open winners Lucas Glover and England’s Justin Rose, who sank a 61-foot eagle putt from off the green at the par-5 18th to shoot 68.

Third-ranked McIlroy took only his second career triumph in California, the other coming at the 2015 WGC Match Play at Harding Park in San Francisco.

Earlier this year, Tancontian added to his growing list of achievements by winning gold at the 2024 Grand Prix de Sambo de Paris, following his triumph at the 2024 Dutch Open in March.

FIL-AMERICAN Emma Malabuyo and fellow Paris Olympian Jordan Chiles grabbed the balance beam and floor exercise honors as the no. 6-ranked University of California-Los Angeles Bruins fought back in the final rotation to repulse the no. 5 Michigan State Spartans, 197.300-197.200, on Sunday.

Competing before a crowd of 10,681 at the Pauley Pavilion in their home turf, the Bruins were behind by seven-tenths of a point before scoring a national-best 49.800 on the floor exercise during their ongoing Big Ten Conference women’s gymnastics meet.

The Bruins rounded off the performances off Malabuyo’s 9.95 score in her last rotation on the floor exercise, along with the decisive perfect 10.0s from Chiles, a member of Team USA’s Paris Olympic gold medal squad, and Chae Campbell.

This saw the Bruins taking their third straight triumph in the Big Ten 10 standings, giving the team a 6-2 win-loss overall record

in the NCAA Division 1 rankings.

The Bruins were down 148.200-147.500, when team members recorded the team’s highest floor scores in four years, off perfect 10s from Campbell and Chiles.

Backed by Malabuyo’s title-clinching 9.925 average in the balance beam, they were able to outscore the Spartans when action ended.

The Spartans went home with three golds, with the all-around title going to Nikki Smith (39.425). The vault title was shared by Olivia Zsarmani, Smith and Sage Kellerman (9.950), while the uneven bars crown went to Kellerman (9.925).

According to official stats, Malabuyo was the only other Bruin to score above 9.7 in the balance beam, when she earned a meet-winning 9.925 during the third rotation.

“I couldn’t be more proud of their resilience and their fight and grit in that moment. That said a lot about who our team is,” said Bruins’ head coach Janelle McDonald, who handled Malabuyo when she competed for team Philippines at the Paris Olympics.

project underscores our commitment to long-term solutions for urban mobility,” Bautista said.

Bautista expressed hope the project would be completed in the next two to three years.

Industry growth forecast for 2025

growth lowest in five months, says S&P Global

THE Philippine manufacturing sector sustained its growth in January 2025, on increased order and production, S&P Global said Monday.

S&P said the PMI for the Philippines—a composite single-figure indicator of manufacturing performance—reached 52.3 in January, down from December’s 32-month high of 54.3. While signaling a solid improvement in the health of the Filipino manufacturing conditions, the headline index was at a five-month low, it said.

PMI is a weighted average of five indices: new orders (30 percent), output (25 percent), employment (20 percent), suppliers’ delivery times (15 percent) and stocks of purchases (10 percent). A reading above 50 indicates an overall increase compared to the previous month, and below 50 an overall decrease.

S&P said new orders and output continued to rise in the Philippines, albeit the rates of growth moderating from December’s recent highs. Employment remained broadly unchanged for a second straight month. Firms were more active in raising their purchasing activity, however, with businesses recording another sharp monthly increase.

Holdings of purchases and finished items were also raised in anticipation of greater sales in the coming months.

Cost pressures remained historically subdued. Input prices rose at the weakest pace in five months, while output charges rose at a slight stronger pace than seen in December.

“The Filipino manufacturing sector started the year with a further and strong improvement in demand. Output grew again, albeit at a pace which notably weakened from December. If demand trends continue to improve as they have done, then employment growth could be on the cards in the months ahead,” said Maryam Baluch, economist at S&P Global Market Intelligence.

The Philippines’ gross domestic product rose 5.2 percent in the fourth quarter, resulting in a softer pace of growth in 2024 at 5.6 percent, the government’s target of 6 percent to 6.5 percent.

It said part of the reason for weaker growth came from lower inventories and the impact of several typhoons

on agriculture output in the fourth quarter, while the lower expansion of household consumption was likely due to lagged effects of a still-tight monetary policy stance.

“We think the weaker-than-expected Q4’ 24 GDP growth also reflected the lagged impact of tight monetary policy stance over the two years, aside from weather-related reasons on agriculture output,” said Citi economist for the Philippines and Thailand Nalin Chutchotitham.

Petitioner, in its Petition for Civil Forfeiture, alleges, among others; that on 3 December 2019, operatives of the Philippine Drug Enforcement Agency (PDEA) Regional Office 4-A conducted a drug buy-bust operation that resulted in the arrest of Naida Batuan Sarip (Naida) and Aina Sangcopan Dimapinto (Aina); that the surveillance report of PDEA revealed that Naida and Aina had bank transactions with Meirun Hong (Meirun) and Normanisan D.H. Farhan (Normanisan); that Meirun and Normanisan have been included in the list of personalities involved in drug trafficking and/or money laundering referred by PDEA to the AMLC for financial investigation and case build-up; and that De Rui Zhang and Lisa Ang Reyes, whose bank accounts are subject of two (2) separate drug-related petitions for civil forfeiture are included in the said list.

Petitioner also alleges that sometime on 2 December 2019, a female Confidential Informant (CI) came to PDEA and reported that Naida had asked her to look for a buyer of shabu for an amount of at least One Million Pesos (P1,000,000.00); that the CI and Naida are acquainted with each other since they both previously lived in Cotabato; that when the CI asked Naida for a job, after less than a week, the CI received a phone call from Naida telling the former to wait at Naida’s stall in Quiapo, Manila; that when they met, Naida offered the CI a part-time work which requires filling-out deposit slips, with details to be given by Naida via short messaging system (SMS) and messenger and collating the same; that every time the CI received said details, she would then Immediately fill-out the deposit slips and she will pick-up these up and return the same after hour or two for the CI to compile; that the CI filled-out deposit slips which she Compiled almost every day and then collected by Naida every Sunday; that during the debriefing, when IO1 Vina Velen Ignacio (IO1 lgnacio), who acted as poseur-buyer in the buy-bust operation, asked for proof about the foregoing, the CI showed pictures of deposit slips in her cellular phone: that she likewise showed a Palawan Express transaction slip and twenty-nine (29) deposit slips, the details of which are summarized as follows: Name Account No. Bank

Petition further alleges that during the buy bust operation IO1 lgnacio, the CI Naida settled to transact one (1) kilogram of shabu for One Million Pesos (1,000,000.00); that they agreed a down payment of Five Hundred Thousand Pesos (P500,000.00) would be deposited a day before the delivery on 2 December 2019 to the BDO accounts of De Rui Zhang and AV Chua Trading at Two Hundred Fifty Thousand Pesos (P250,000.00) each; that they likewise agreed that the balance shall be deposited on 4 December 2019 to other BDO accounts under the names of Nahji Abdul and Delica Buy and Sell; that after an hour, the team leader of the operation instructed the CI to call Naida to discuss a change of their terms, citing IO1 lgnacio’s preference to hand over the money simultaneously with the delivery of the shabu, that on 3 December 2019, Naida and Aina were arrested by the PDEA operatives: that accordingly, after the inquest proceedings, a case for violation of Section 5 in relation to Section 26. Article II, Republic Act No. 91645 was filed against Naida and Aina docketed as Criminal Case No. 19-68276 entitled People of the Philippines versus Naida Batuan Sarip and Aina Sangcopan Dimapinto; and that said case is pending before Branch 139, Regional Trial Court, Antipolo City.

Petitioner likewise alleges that based on PDEA’s referral of the case, petitioner, through AMLC Secretariat, issued a Resolution No. 64 authorizing AMLC Secretariat to file an ex-parte petition for issuance of freeze order; that petitioner filed before the Court of Appeals an Ex Parte Petition for Issuance of Freeze Order on monetary instruments and properties relative to different bank accounts and personal and real properties owned by different individuals; that the Court of Appeals issued the solution dated 4 May 2022 ordering the concerned bank/s to freeze the bank accounts and properties involved; and that simultaneous thereto, Resolution No. 64-A was issued authorizing AMLC to conduct bank inquiry into said bank accounts;

Petitioner avers that the financial investigation conducted by AMLC Secretariat revealed that Meirun Hong, based on her know-your customer (KYC) documents with BDO, is a vegetable vendor; that surveillance on her business located at 116 C. Cordero St., Between 3rd and 4th Ave.. Caloocan City disclosed that she is engaged in a small scale selling of recycled containers, ice chest coolers and other items; that her business ocçupies and approximate area of sixteen (16) meters only; that considering the limited income that she could possibly earn therefrom, the amount deposited to her account on a regular basis, lack logical and economic justification; that investigation disclosed that her transaction from year 2009 to 2019 had an abrupt increase in terms of total amount deposits and withdrawals from year 2018 to 2019 and that it was the same year when the subjects were arrested for drug trafficking; that clearly, the amounts in her personal bank accounts and accounts with co-depositor Kualie Wu are not commensurate with her declared business of selling fruit and vegetables; and that Meirun likewise received a check from AV Chua Trading who is also a respondent in the previously filed petition before the Court of Appeals.

Petition likewise avers that based on the return submitted by Metropolitan Bank & Trust Co. (MBTC) on 18 May 2022, the bank account with owned by Rongze Li or Zhenjian Li with account number 7009510083 was tagged for receiving funds from Meirun in the amount of P100,000.00 and that considering the above discussion, evidence exists that the funds in the bank account mentioned represent, relate and involve proceeds of the unlawful activity, that is violation of R.A. 9165.

In addition, petitioner contends among others that AV Chua Trading is registered under the name of Aaron Valdea Chua that investigation and evaluation disclosed that AV Chua Trading’s transaction shows that the glaring difference of the amount transacted in year 2019 and year 2020; that AV Chua Trading is one of the accounts named with De Rui Zhang by naiad to IO1 Ignacio, that Naida through the CI has in her cellular phone photographs of deposit slips under the name of the latter along with De Rui Zhang, Lisa Reyes Ang, Lisa Ang Hardware; that such fact leads to the conclusion that AV Chua Trading is a recipient of illegal drug proceeds; that AV Chua Trading owns MBTC, EWBC and BDO accounts; that based on the returns submitted by BDO and MBTC, the bank accounts detailed below were tagged for receiving funds from AV Chua Trading which are likewise covered by the freeze order, to wit:

PHILIPPINE stocks closed higher Monday as bargain-hunting helped snap the local bourse’s five-day losing streak.

By the closing bell on Monday, the benchmark Philippine Stock Exchange Index (PSEi) reached 5,883.04, up by 20.54 points, or 0.3 percent, from Friday’s finish. The wider all-shares index also climbed 14.29 points, or 0.41 percent, to end at 3,534.61.

The local stock barometer rebounded after it plummeted by more than 4 percent Friday on softer-than-expected Philippine gross domestic product growth in 2024 and less dovish signals from US Federal Reserve.

The peso, however, slid to 58.66 against

the US dollar Monday from 58.36 Friday after the Bangko Sentral ng Pilipinas hinted at more rate cuts this year.

Regina Capital Development Corp. head of sales Luis Limlingan said the stock market’s rebound was tempered by US President Donald Trump’s announcement of new higher tariffs against Mexico, Canada and China effective Feb. 4.

“Philippine shares got off to a lukewarm start despite the sell off last Friday as investor sentiment soured after the announcement that new tariffs on major trading partners would be implemented, raising concerns about trade tensions and economic uncertainty,” Limlingan said.

Investors will also await the release of Philippine inflation rate for the month of January, which is slated for release on Wednesday.

TWO things happened recently that gave rise to the thought of disconnection in the minds of thoughtful Filipinos. One was the airing of allegations that the 2025 General Appropriations Act (GAA) submitted to the President of the Philippines for approval was a heavily pork-laden document, with spaces for appropriations left blank and unprogrammed projects—projects with no certified funding—switched with programmed projects. The second thing was the filing of a bill seeking to convert the National Economic and Development Authority (NEDA) into a regular Cabinet department, complete with a secretary and undersecretaries.

Where lies the disconnection? It lies essentially in the fact that legislature has the power of the purse—the power to tax and direct public spending—while the Executive Department of the government, of which NEDA is a part, merely executes the expenditure decisions of the legislature. The Executive Department proposes, the legislature dispossess.

The differences between the functions and powers of Congress and the Executive Department with regard to the making of the annual national budget are best shown by the cases that have been filed by various private groups to declare the 2025 GAA unconstitutional. Besides the switching of unprogrammed items with programmed items, the petitioners cited

non-compliance with the Constitutionally mandated primacy of education in the National Expenditure Program (NEP) and the failure to provide a subsidy for national health insurer Philhealth.

After a quick review of the GAA proposal approved by the Congressional bicameral committees (bicam), President Ferdinand Marcos Jr. signed the bill into law.

If the bill seeking NEDA’s conversion into a regular Cabinet department is approved, national economic planning in this country will have come almost full-circle. National economic planning in the Commonwealth era was done by a National Economic Council (NEC) headed by a chairman and a bipartisan board of directors. That structure remained in place until the late 1960s, when it was replaced by a NEDA governed by a director-general/ Secretary of Socio-Economic Planning and a board of directors composed of Cabinet members and private-sector figures. In the latter part of the martial law regime, NEDA became an entire-Cabinet entity –with the Chief Executive as chairman – in the belief that national economic planning needed a whole-of-government approach. What improvement in national economic planning in this country can reasonably be expected from the conversion of

NEDA into a regular Cabinet department?

I haven’t read the ‘Whereas’ part of the proposal, but I dare say that little, if any, improvement in national economic planning can be expected from the proposed structural change.

Economic planning should not be a sterile, aspirational exercise. It should be much more than preparing a six-year development plan and helping draft an annual NEP. A largely sterile exercise is what this country’s economic planning becomes (1) when Congress fools around – through insertions, illegal transfers and deliberate numerical errors – with the Executive Department’s economic priorities and (2) when a highly politicized Department of Budget and Management (DBM) allows, and often participates in, fund releases and transfers that are clearly political in character. The record of national economic planning in this country leaves much to be desired. NEDA has good economists, social scientists and statisticians on its staff, but the administrative structure in which they operate militates against their being able to do a good economic-planning job.

Converting NEDA into a regular Cabinet department is not the answer to what ails national economic development in this country. As just another Cabinet department, NEDA’s policy recommendations are bound to be regarded with less respect than they are today.

What this country needs is not a national economic development authority but a national economic management authority (NEMA for short). NEMA would embody representation from Congress, in the manner of the Legislative Executive Development Advisory Council (LEDAC), and DBM would be absorbed by NEMA.

PSALM’s 3 Batangas lots fetch P473m

STATE-RUN Power Sector Assets and Liabilities Management Corp. (PSALM) said its three lots in Batangas province fetched a bid price of P473.16 million.

PSALM said in a statement Maibarara Geothermal Inc.’s (MGI) offer during the bidding on Jan. 30, 2025 was P473,168,100, the same as minimum bid price, which was conditionally accepted, pending the completion of the post-qualification process.

PSALM’s Privatization, Bids and Awars Committee said it would verify the accuracy and authenticity of the eligibility documents provided by MGI. Composed of three lots with an area of 58,911 square meters, the Maibarara property is situated in San Rafael, Santo Tomas City, Batangas, and Calamba City, Laguna.

The proceeds from the privatization will be used to settle the remaining stranded contract costs and stranded debts that PSALM had assumed from the National Power Corp. GSIS launches new loan buyout program

THE Government Service Insurance System (GSIS) on Monday launched a loan buyout program offering government workers a chance to consolidate their debts at interest rates as low as 6 percent.

GSIS president and general manager Jose Arnulfo Veloso emphasized the pension fund’s mission to shield members from excessive interest rates in the lending market.

“Through the MPL Max, we are throwing a lifeline to our members who are weighed down by debt,” Veloso said.

“This goes beyond consolidating

loans – we are helping our members rebuild their lives by creating a clear path to financial recovery and stability,” he said. The MPL Max program starts with a memorandum of agreement between the GSIS and the agency. Once signed, employees can combine all their loans into a single loan that offers lower interest rates and extended payment terms. MPL Max offers qualified borrowers the opportunity to borrow up to 19 times their salary or P5 million, whichever is lower, with payment terms extending up to 10 years.

BANGKOK, Thailand―The United Nations Development Program (UNDP) and The Coca-Cola Foundation (TCCF) have tamed to help address the growing challenge of plastic waste management in Asia, a region that is home to significant environmental opportunities and challenges.

Rapid urbanization, increasing demand for single-use plastics, and gaps in waste management infrastructure have contributed to a rising volume of plastic waste, making effective solutions more urgent than ever.

A significant portion of the world’s plastic waste enters the ocean through waterways in the region, posing serious threats to marine ecosystems, human health, and livelihoods.

Sixteen of the top 20 polluting rivers in the world are in Asia, and account for more than two thirds -of the global annual volume of plastics

flowing into the world’s oceans. In response to this urgent issue, UNDP and TCCF are scaling up efforts in nine Asian countries― Bangladesh, Bhutan, Cambodia, India, Maldives, Nepal, Philippines, Sri Lanka, and Vietnam―supported by a $15-million grant from TCCF to support UNDP’s initiatives across the region.

The three-year multi-country program recently launched in India will help improve plastic waste management, promote recycling, reduce plastic leakage into the environment, foster country-based solutions, and facilitate regional collaboration.

By adopting and disseminating best practices across the region, the program aims to inspire policy changes and community-level actions to reduce and help to eliminate disposable plastic and improve the livelihoods of waste workers. UNDP Philippines News

However, we would like to request for an erratum for said article (dated January 27 for online and January 28 for print) entitled “Greenpeace, other environment groups call for recycling.”

We are requesting that Manila Standard swap out the word “recycling” with “reuse.”

Our group is concerned about the use of the word recycling as it was not the topic of the recent 2025 Philippine Reuse Study Tour and Conference.

Recycling and reuse are two different concepts altogether with interventions happening at different parts of the plastic life cycle. Recycling occurs in the downstream phase of the product life cycle (post-consumer use/ disposal) while reuse systems are in the midstream phase.

Recycling, aside from overlooking the problems in the upstream and midstream phase (production and consumption), has its own set of problems which groups are concerned about. This includes microplastic release, transfer of toxic chemicals to recycled content, etc.

We are promoting plastic production reduction and reuse systems as upstream solutions that address the problem at source before environmental, social and health issues are created.

THE world’s political and business elite present in Davos on Wednesday faced an uncompromising address from UN chief António Guterres as he rounded on a lack of multilateral collaboration in an “increasingly rudderless world” at risk from two existential dangers: climate change and unregulated Artificial Intelligence (AI).

Guterres was speaking at the annual meeting of the World Economic Forum, the exclusive event held high in the Swiss Alps where senior politicians, heads of state and chief executive officerss of some of the world’s biggest and most influential companies rub shoulders.

THE Department of Environment and Natural Resources (DENR) will shortly issue a notice of violation on companies, and possibly revoke their business permits, for not complying with their goal to reduce plastic waste.

DENR data show that the Philippines is in a waste crisis and generates 61,000 metric tons of waste per day, of which 12 percent to 24 percent are plastics.

The bulk of this plastic waste ends up in landfills, dumpsites and the environment, contributing to climate and disaster risks, including frequent flooding.

The DENR recently launched the National Plastic Action Partnership (NPAP) Philippines to effectively address the country’s plastic waste problem.

Speaking at the launch in Pasig City, Environment Secretary Maria Antonia Yulo Loyzaga cited the significance of cooperation and partnership in addressing the worsening issue of plastic waste.

“The Philippines generates approximately 2.7 million metric tons of plastic waste each year.

and threatens biodiversity, the ecosystems’ integrity, sustainable livelihoods and public health.

“The NPAP aligns with our country’s national development priorities, specifically our broader goals of environmental integrity, economic resilience, and inclusive growth,” Loyzaga said.

A key goal of the NPAP is the strict enforcement of Republic Act 11898, or the Extended Producer Responsibility (EPR) Act of 2022, which requires producers to take responsibility for their plastic waste.

Companies have set targets of recovering and diverting at least 20 percent of their plastic footprints by 2023 and 40 percent by 2024.

DENR Undersecretary Jonas Leones said the NPAP would assess EPR implementation and improve compliance.

Tragically, a significant portion of this waste finds its way into our oceans, placing our country among the top reported contributors to marine plastic pollution globally,” she said.

POP-ROCK band Maroon 5 had nothing but good words for its Filipino fans as it made a triumphant return to the Philippines, launching their Asia Tour with a sold-out show at the Mall of Asia Arena on Wednesday, Jan. 29.

Presented by Live Nation Philippines, the Tourism Promotions Board, and the Department of Tourism, the Manila stop marked the group’s fourth performance in the country. Setting the stage for Maroon 5 was American alternative-rock band Culture Wars, whose lead singer, Alex Dugan, acknowledged the band’s recent Philippine visit as an opener for LANY To show appreciation for local fans, Dugan revealed an “I Love Cebu” shirt, referencing one of the cities where both bands had previously performed.

DJ Mailbox followed with a dynamic mix of chart-topping hits, including Bruno Mars’ “Uptown Funk,” The Weeknd’s “Blinding Lights,” and Jungkook’s “Standing Next to You,” keeping the audience on their feet before the main act. When Maroon 5 finally took the stage, they opened with “Animals,” immediately drawing cheers from the jam-packed arena.

“How are we doing, Manila?” frontman Adam Levine shouted, hyping up the Filipino crowd as he began playing his guitar before launching into “One More Night.” The Grammy-award-winning act once again lauded Filipino fans for their exceptional singing abilities.

Guitarist James Valentine took center stage during “Lucky Strike,” treating the fans to his special solo. Maroon 5 slowed things down with an emotional rendition of “Memories,” a tribute to their late manager Jordan Feldstein. As Adam encouraged the crowd to “fill this room with melody,” thousands of phone lights illuminated the arena, creating a sea of lights.

The set built back up with “Love Somebody” and the ever-energetic “Moves Like Jagger,” before the band briefly exited the stage. Their return for the encore was met with deafening cheers as Adam and James took to the extended stage for an acoustic version of “She Will Be Loved.” Closing the night with “Girls Like You” and “Sugar,” Maroon 5 left the stage with a final bow.

Asked about the process behind his first home collection, Libiran revealed that it took nearly a year to complete.

“It’s a long process, but it’s still amazing,” he shared.
