FILIPINOS will be able to buy even cheaper NFA rice at P35 per kilogram under the food emergency declaration that took effect Monday.

The National Food Authority, however, stands to lose as much as P2.25 billion with the move.

NFA operations manager Roy Hontiveros said the agency would sell at least 150,000 metric tons of rice to local government units at below the procurement cost.

“Based on our actual buying price in 2024, the estimated loss is between P12 to P15 per kilo,” Hontiveros said.

The NFA rice will be sold to LGUs at P33 per kilogram, and will in turn be sold to the public at a suggested price of P35 per kilogram -- one peso less than the original estimate of P36 per kilogram.

He said that Chinese state media has been actively spreading questionable narratives about the West Philippine Sea dispute while simultaneously promoting social media content related to Vice President Duterte.

“During the peak of March to July, we have a Chinese state media monitor that actively broadcasts various and questionable information about the conflict in the West Philippine Sea,” Balbedina said. “And this is the latest one that we have that is a pro-China network of X accounts that amplifies anti-Philippine sentiment while pushing content related to Vice President Sara Duterte.”

Balbedina identified China Daily, China’s largest English-language newspaper, and its TikTok affiliate “Media Unlocked” as among the sources of AIgenerated disinformation content.

“Here on this channel, they upload videos that use AI and the content is questionable,” he explained.

He further revealed that after PressOnePH published investigative stories exposing the channel, it was flooded with negative comments from Filipinos, leading to its eventual takedown. However, it resurfaced shortly after, amassing millions of followers despite having no content.

Balbedina noted that many of these so-called followers were from Spanishspeaking countries and showed no interest in the WPS, raising suspicions that they were bot-generated or bought from online growth services.

He claimed that he was warned by US intelligence sources about being a target, has had his phone hacked multiple times, and has had to change phones three times.

He also alleged that other Philippine officials are targets, based on US intelligence. Romualdez said he has personally reported these matters of national security to President Marcos, at his own expense, due to the DFA not covering such trips.

Romualdez has previously warned about a China-originated smear campaign against Philippine officials, intended to strain relations with allies, citing examples like a fake recall order against him and misinformation about a flag-burning incident.

He also claimed cyberattacks against Philippine institutions began when President Marcos took office in 2022, with the President being “very concerned” and the government investing heavily in cybersecurity.

China has been publicly accused of cyberattacks by numerous countries.

The Center for Strategic and International Studies documented several incidents in 2024 alone, targeting governments including the Netherlands, the UK, Canada, Palau, Germany, Thailand, and the US. Eight countries, including the US and several allies, issued a joint advisory in July 2024 warning about Chinese statesponsored cyber activity.

The network of accounts, mostly operating on X (formerly Twitter), was found to be systematically posting content attacking President Marcos while boosting engagement around Vice President Duterte.

(The accounts are Chinese in nature, but they share the picture, there are words in Tagalog) A particularly alarming discovery was the resurfacing of the debunked “polvoron” video, which falsely alleged that the President was using illegal drugs.

PressOnePH investigators identified 107 suspicious accounts as of Feb. 4, 2025, that were spreading anti-Philippine sentiment, many of which had Chinese names and were created simultaneously.

“Yung posting activity po nila ay very reactionary sa oras at sa development sa ating bansa. So for example yung Polvoron video, sobrang dami po nilang basis nilabas yun. Right after napirmahan yung maritime zones law at yung baselines law,” Balbedina explained.

Apart from attacking the President, the network of Chinese-linked accounts also shared content criticizing US involvement in the WPS and framing Philippine efforts to assert its sovereignty as a US-led “proxy war.”

“Anti-Philippine sentiments po. Against West Philippine Sea efforts ng (of the) Pilipinas and against our President,” Balbedina stressed.

The same network of Chinese-linked accounts actively promoted content that favored Duterte, referencing two key news articles – one from Rappler on August 8 and another from Philstar on August 10 – where Duterte criticized the Marcos administration and made controversial remarks about cash, illegal drugs and partying.

The frequency of these posts appeared to coincide with negative news developments about Duterte.

So lumabas yung tweets nila nung naimplicate yung ilang family members ng Duterte family sa isang drug case. In response to these foreign disinformation efforts, social media platform X temporarily restricted some of the Chinese-linked accounts involved in coordinated attacks against Marcos Jr.

However, only 24 out of the 107 identified accounts were permanently removed.

Investigators also found evidence of fraudulent account creation, as several of these suspended Chinese-linked accounts had profile photos that were stock images or AI-generated pictures.

“A quick Google reverse image search of the profile photo used by one of the accounts flagged by PressOnePH revealed that it was a stock photo previously used in advertising,” the PresOnePH report revealed.

Despite these suspensions, the coordinated pro-China network remains active, finding new ways to bypass platform restrictions.

“Bumalik din po sa TikTok yung original nilang accounts na una pong pinasara. Binura po nila yung secondary account na well na may followers kahit walang content. Pero yung original account, tinanggal na po doon yung mga videos tungkol sa West Philippine Sea,” Balbedina said.

So far, the NFA has sent 53 letters to various LGUs, including those in Metro Manila and Cavite, to gauge interest in purchasing the rice.

However, only Navotas has confirmed its intent to buy, with other LGUs yet to respond.

The NFA said the rice will be made available on a pick-up basis.

The DA also reduced further maximum suggested retail price (MSRP) for imported rice.

Effective February 5, the MSRP for imported rice will be lowered to P55 per kilogram, down from the previous P58 per kilogram.

“We aim to reduce the MSRP further, with a target of P52 per kilogram by mid-February and P49 per kilogram in two weeks,” said Agriculture assistant secretary Arnel de Mesa.

Agriculture Secretary Francisco Tiu Laurel Jr. on Monday declared a food security emergency on rice, citing persistently high prices despite efforts to reduce production costs and lower tariffs on imported rice.

Data from the Department of Agriculture showed that rice prices in Metro Manila markets ranged from P41.24 to P59.14 per kilo as of February 1, while Kadiwa outlets were selling rice at P38 per kilo.

President Ferdinand Marcos Jr.’s Executive Order 62 earlier lowered rice tariffs from 35 percent to 15 percent until 2028 to help reduce prices of the staple grain.

Along with price reductions, the DA said it will continue to closely monitor the rice supply and market conditions.

The petitioners argued that the UA is already part of the national expenditure program (NEP) under the proposed new appropriations and also in the Budget of Expenditures and Sources of Financing (BESF) under total new appropriations.

They said it is part of the General Appropriations Act (GAA) which was subject to the President’s veto message for conditional implementation.

They noted that UA increased the total new appropriations from P4.3-trillion to P4.75 trillion citing the bicameral committee report for the 2024 GAA.

The petitioners also said that the same provision as well as the Department of Finance (DOF) Circular 003-2024 violates the constitutional right to health.

On Oct. 29, 2024, the Supreme Court issued a temporary restraining order blocking the transfer of the remaining P29.9 billion unused funds of Philhealth

The first tranche of unused funds, amounting to P20 billion, was transferred on May 10, followed by the second tranche of P10 billion on August 21. The third tranche, totaling P30 billion, was transferred on October 16.

In a statement, the Department of Finance said the 2024 GAA specifically mandated the DOF to issue guidelines to implement the sweep of the excess and idle funds of government-owned and -controlled corporations (GOCCs) to finance the imposed appropriations in excess of what the executive branch had originally proposed. This includes critical health, social, and infrastructure projects.

The DOF also said it consulted the Governance Commission for GOCCs (GCG) and sought the legal opinions of the Government Corporate Counsel

(OGCC) and the Commission on Audit (COA) to ensure full compliance.

It likewise reviewed and studied the provision to determine its merit, assessing if it will help in growing the economy.

An extensive review of the financial statements of all GOCCs was conducted and revealed that PhilHealth had accumulated a substantial sum of excess, unused, and idle funds over the past few years, amounting to PHP 183.1 billion.

However, the DOF exercised a prudent and moral decision to limit the return to the excess, idle, and unused government subsidies from 2021 to 2023, thus arriving at PHP 89.9 billion.

As of December 19, 2024, PhilHealth has remitted PHP 60 billion in excess funds, about 78% of which were used to finance critical health projects. These include the Public Health Emergency Benefits and Allowances

for Health Care and Non-Healthcare Workers during the COVID-19 pandemic (PHP 27.45 billion); the Medical Assistance to Indigent and Financially Incapacitated Patients (PHP 10 billion); the Procurement of various medical equipment for Department of Health (DOH) hospitals, local government units (LGU) hospitals, and Primary Care Facilities (PHP 4.10 billion); construction of three DOH 
health facilities (PHP 3.37 billion); and the Health Facilities Enhancement Program (PHP 1.69 billion). The rest of the excess funds also financed government counterpart financing for foreign-assisted infrastructure and social development projects that will accelerate the delivery of healthcare services to remote areas and enhance the health and well-being of Filipinos by ensuring food security.

Palace, Congress told to comment on budget

THE Supreme Court

(SC) has ordered the House of Representatives, Senate, and Executive Secretary Lucas Bersamin to comment on the petition challenging the General Appropriations Act (GAA) of 2025.

Petitioner Victor Rodriguez and several others are challenging the constitutionality of the GAA 2025.

The petitioners argue that the GAA is unconstitutional for failing to allocate mandatory funding for PhilHealth, unlawfully increasing appropriations beyond the President’s recommendations, and allocating the highest budget to infrastructure over education.

In addition, they claim that it is unconstitutional since the Bicameral Committee Report on the General Appropriations Bill contained blank items.

President Ferdinand Marcos Jr. warned last week that the government would “shut down” if the SC favors the petition.

Meanwhile, in a separate interview with Manila Standard, lawyer Michael Yusingco explained that “if the GAA in its entirety is declared unconstitutional, then it would mean a failure to pass a general appropriations bill.”

He cited Article VI, Section 25 of the Constitution which provides that “If, by the end of any fiscal year, the Congress shall have failed to pass the general appropriations bill for the ensuing fiscal year, the general appropriations law for the preceding fiscal year shall be deemed re-enacted and shall remain in force and effect until the general appropriations bill is passed by the Congress.”

Yusingco, who is also a constitutionalist and independent policy analyst, clarified there can never be a government shutdown but there will be severe disruptions.

Marcos, MMDA discuss metro traffic plan

The CTMP, according to the Presidential Communications Office (PCO), aims to create an inclusive, people-oriented, and sustainable mobility system through optimized transportation infrastructure and effective traffic management.

Attendees at the meeting held Tuesday included MMDA chairman Romando Artes, Executive Secretary Lucas Bersamin, Interior Secretary Jonvic Remulla, Public Works Secre -

tary Manuel Bonoan, and Transportation Secretary Jaime Bautista. President Marcos has expressed support for the MMDA’s proposal to adjust government office hours earlier, potentially to a 7 a.m. to 4 p.m. schedule, to alleviate traffic congestion in Metro Manila, especially with the planned EDSA rehabilitation. He stated that the government is exploring the feasibility of the plan and will implement it if deemed effective, emphasizing the need for consultation with both traffic managers and commuters. “If it works, we’ll do it,” he said, adding, “So, if it turns out that everyone agrees to it, then I cannot see why it will be a problem.”

PBBM to BIR: Remain vigilant on public funds

PRESIDENT Ferdinand Marcos Jr. directed the Bureau of Internal Revenue (BIR) to remain vigilant in safeguarding and using public funds for projects that benefit the community.

“To the BIR, your mandate is clear—be watchful, be guardians of a system that ensures that every peso that is collected is channeled into programs that serve our people,” President Marcos said during the BIR’s 2025 National Tax Campaign kickoff in Pasay City on Tuesday.

President Marcos also praised BIR for surpassing its collection target for the first time in 20 years, attributing the achievement to strengthening enforcement and digitization efforts.

According to BIR, the agency collected nearly P3 trillion in taxes last year - the highest posted in two decades.

Navy warns Chinese ships spotted in Scarborough

THE Philippine Navy issued a warning to its Chinese counterpart against unauthorized maritime authorities in Bajo de Masinloc, a perennial flashpoint in the West Philippine Sea (WPS).

According to the Philippine Navy, its Northern Luzon Command (NOLCOM) through the Naval Forces Northern Luzon (NFNL) on Monday conducted regular maritime and sovereignty patrol and monitored the presence of China’s People’s Liberation Army Navy (PLA-N) ships in WPS. While conducting patrols at approximately 57 nautical miles southeast of Bajo de Masinloc, BRP Jose Rizal (FF150) warned off and issued consecutive radio challenges to three (3) China PLA-N ships spotted in the area. One of the said PLA-N was identified as the guided missile Jiangkai II Class Frigate ‘Dali’ (FFG-553).

“The presence of the PLA-N in the area reflects the People’s Republic of China’s complete disregard for international law and undermines the peace and stability in the region,” the Philippine Navy said.

BOC seizes P128-m smuggled fuel, tanker

GOVERNMENT agents on Tuesday seized in Subukin Port in San Juan, Batangas a motor tanker and several trucks carrying smuggled fuel valued at P128 million.

A composite team led by the Customs Intelligence and Investigation Service-Manila International Container Port said the confiscation consisted of 217,000 liters of smuggled diesel.

At P60 per liter, the 217,000 liters of fuel was estimated at P13 million. Additionally, the motor tanker was valued at P60 million, while the 11 lorries were valued at a total of P55 million, or P5 million each.

Customs Commissioner Bienvenido Rubio said the seizure of the motor tanker and trucks resulted from the swift and decisive action of the CIIS-MICP agents.

Enrile: Duterte’s bloody war on drugs illegal

IF NO less than Chief Presidential Legal Counsel Juan Ponce Enrile is now saying the Duterte administration’s bloody war on drugs was not a legitimate law enforcement policy, contrary to what its supporters believe, what does that imply?

From where we sit, it can only mean that the country’s judicial system can now go hammer and tongs after the former president and make him accountable before a court of law.

After all, Mr. Rodrigo Duterte no longer enjoys immunity from prosecution like when he occupied the highest elective position in the country.

Besides, the ex-president has admitted in testimonies at hearings on extrajudicial killings recently conducted by the Senate and House of Representatives that he really ordered the police to bear down hard on drug traffickers and drug users and even kill them if they resisted.

He also admitted ordering policemen to coax drug suspects to fight back to give them the license to kill.

The problem, as we know now, is the police killed thousands of drug traffickers and users even if they offered no resistance when accosted by law enforcers.

Duterte has even stated before lawmakers that he takes full responsibility for the 6,400 killings declared by the Philippine National Police as the official death toll between 2016 and 2022. But human rights groups here and abroad believe the death toll in Duterte’s war on drugs has actually reached between 25,000 and 30,000.

Enrile emphasized that to his recollection, the country’s “anti-drug law did not authorize killing suspected people with impunity.” Many of Duterte’s followers, he said, believed the bloody drug war was a legitimate law enforcement policy. “It was not,” he added.

The former Senate President and Defense Secretary stressed “our Constitution never authorized summary killings of (criminal) suspects…Even criminals caught red-handed are not authorized by law to be killed summarily unless they resisted with violence,” he pointed out.

Enrile explained the Bill of Rights of the 1987 Constitution clearly states no person should be deprived of liberty and reminded Duterte that in his oath of office as president in 2016, he promised to “preserve and defend its Constitution, execute its laws, do justice to every man, and consecrate myself to the service of the Nation.”

Would the DOJ take the cue from what Enrile has said and file criminal charges against Duterte?

Augmented defense spending

It is entirely correct for the Marcos Jr. administration to reinforce defense spending to allow the Philippine military to strengthen its capabilities and foster closer security cooperation with other friendly countries.

The goal is to increase defense spending to a minimum of two percent our gross domestic product. With an augmented defense budget, the Philippines can more effectively implement its Comprehensive Archipelagic Defense Concept which requires substantial funding for our military establishment.

Would the DOJ take the cue from what Enrile has said and file criminal charges against Duterte?

Under the CADC, our military aims to safeguard our territorial integrity in our 200-nautical mile exclusive economic zone or EEZ.

The national government has in fact allocated more funds to continue Horizon 3 of the Modernization Program of the Armed Forces of the Philippines focusing in acquiring equipment and weapons systems for external defense.

The recent deployment of the medium range Typhon Medium Range Missile System in the 2024 edition of the Balikatan joint Philippines-US military exercise was intended to train the AFP in operating this advanced weapon system.

The US decided to leave it in the country after the joint military exercise, to better acquaint our soldiers with its capabilities. We have even offered to purchase the missile system as part of our military modernization program.

While the deployment of the Typhon missile system here has made Beijing hot under the collar because it claims this will intensify the arms race and disturb peace and stability in the region, we need to beef up our defense capabilities to respond to rising tensions right in our EEZ.

The Philippine government is dutybound to defend national sovereignty and territorial integrity as directed by our fundamental law.

China cannot dictate to the Philippines what weapons we should get to defend ourselves from harm, in the same manner that we cannot tell them what weapons they can have to defend themselves from both internal and external threats.

TRAVERSING Paranaque and Pasay, cities that host the Ninoy Aquino International Airport, is the storied Paranaque River. Considered a major channel, it is one of the 17 principal river systems that drain into Manila Bay. During continuous rain or heavy downpour, Paranaque and surrounding areas including the Ninoy Aquino International Airport experience flooding. Motorists and airport-bound passengers have to bear with heavy traffic. In an effort to improve water flow and address perennial flooding at Ninoy Aquino International Airport and surrounding areas, San Miguel Corporation, through its Better Rivers PH initiative, cleaned up Paranaque’s waterways. Aside from the Paranaque River, the cleanup included Don Galo River, and their junctions with the San Dionisio and Villanueva creeks. It covered 1.9 kilometers of river channels.

As of Jan. 23, 2025, SMC reported 93,000 tons of silt and waste from

Paranaque rivers were removed.

SMC also de-clogged storm drain lines along Domestic Road and NAIA Terminal 4. This included reopening 54 manholes and constructing 10 new ones for better access and maintenance.

These upgrades are seen to sustain flood prevention efforts around the airport complex.

AGROUP of more than 1,500 private schools in the country has withdrawn from the National Task Force to End Local Communist Armed Conflict, the government’s task force created to supposedly fight insurgency.

The Coordinating Council of Private Educational Associations said it asked to withdraw from the task force which it only joined in November last year as one of two private representatives to the executive committee.

In a statement, COCOPEA said its withdrawal is “of utmost significance in preserving the essentiality of academic freedom and the vital role it plays in a democratic society.”

NEW ORLEANS—The Super Bowl hype began in earnest on Monday with the Kansas City Chiefs and the Philadelphia Eagles facing the media and each other at the Superdome - the venue for Sunday’s NFL showdown in New Orleans.

And it was clear from the outset that the local fans in Louisiana are rooting for the Eagles to end the Chiefs’ dream of an unprecedented ‘Threepeat’.

Not that the Chiefs are worried about being the villains of the piece.

What began as ‘Media Day’ -- a way to promote the game to the largest audience possible has become in recent years an event in itself.

Several thousand fans paid $20 for tickets in the stands to watch the players face a barrage of questions for an hour at a time.

“I didn’t anticipate doing so well so quickly. Competing here was definitely not something I anticipated. The season has been all about managing my expectations.

BIR bullish on meeting 2025 tax collection target of P3.23t

THE Bureau of Internal Revenue (BIR) expects to meet its 2025 tax collection target, citing intensified compliance efforts and ongoing digitalization initiative. BIR Commissioner Romeo Lumagui Jr. said the agency collected more than P2.86 trillion in 2024, up 13.33 percent from the 2023 tally.

Lumagui said the 2024 collection was the highest revenue collection ever recorded in the agency’s history and marked the first time in 20 years that the bureau reached the target set by the Development Budget and Coordination Committee.

Record number of new companies registered with SEC in 2024

THE Securities and Exchange Commission (SEC) said Tuesday it registered over 52,000 new companies in 2024, an all-time high, on the back of digital initiatives that made doing business in the country more efficient. It said 52,304 new companies were registered in last year, up 6 percent from 49,506 in 2023. This brought the total number of active SEC-registered companies to 527,710 at yearend.

“Digital transformation has always been one of the top priorities of the SEC to improve the efficiency of our services. Surpassing the 50,000-

mark in company registrations serves as a testament that we are on the right track in encouraging entities to legitimize their operations through registration with the Commission,” SEC chairman Emilio Aquino said in a statement.

“In 2025, we will capitalize on the success of our digital transformation journey and explore other strategies that will bring our services closer to the public to contribute to the further improvement of ease of doing business in the Philippines,” he said.

The SEC said the bulk of newly-registered firms were stock

corporations, which accounted for 75 percent, or 39,146, of the newly registered companies.

Non-stock corporations comprised 21 percent, or 10,782. while the balance of 5 percent, or 2,376, were partnerships.

The SEC said the newly-registered one-person corporations posted a 27 percent growth to 8,640 in 2024 from 6,794 in 2023.

Nearly 40 percent, or 20,231, of the new companies were based in Metro Manila, followed by CALABARZON at 8,226 (16 percent) and Central Luzon at 6,141 (12 percent).

LISTED gaming firm DigiPlus

Interactive Corp. said Tuesday it is looking for a joint venture partner for its online gaming operations in Brazil.

DigiPlus chairman Eusebio Tanco said in a recent interview the company tapped a Brazilian bank to help find an industrial partner in the country.

DigiPlus secured a license to operate online gaming in Brazil in December 2024 and plans to launch its online gaming business by the fourth quarter of the year.

Tanco said while the company has sufficient resources to finance the rollout of online gaming in Brazil, it would need a strategic partner with knowledge about online gaming business in the largest country in South America.

“We haven’t identified a partner yet. The team is still on the search, looking at different companies there. We have an investment banker helping us. It’s a local Brazilian bank,” said DigiPlus vice president for investor relations Celeste Jovenir.

Jovenir said company formed a management team for the Brazil operation.

DigiPlus budgeted P660 million for its Brazil project, which will cover the gaming license and operating expenses for the first three months.

DigiPlus plans to initially engage in sports betting in Brazil, given the popularity of football in the region.

DigiPlus is one of the few applicants recently granted a gaming license to operate online games in Brazil. Only 10 percent of applicants were approved.

“The objectives of the share buyback program are to enhance shareholder value and to manifest confidence in the company’s value and prospects through the repurchase of the common shares of the company and through the return of a portion of the company’s capital to its shareholders,” Fruitas said.

“The share buyback program will not involve any active and widespread solicitation from the stockholders and will be implemented in the open market through the trading facilities of the Philippine Stock Exchange,” it said.

The company said the share buyback would not affect any of the company’s prospective and existing projects and investments. It will use internally-generated funds to finance the program.

Based on the stock’s closing price of P0.61 as of Jan. 31, 2025, Fruitas said it could buy back 164 million common shares from the market.

This will reduce the company’s public float to 35.81 percent from 40.75 percent.

Fruitas recently ventured into roasted chicken segment, with the acquisition of a controlling stake in a company that operates popular Filipino brand Mang Bok’s in November 2024.

The company was listed in the local bourse in 2018 with an initial public offering price of P1.68 per share.

PH stocks surge 3.5%, return to 6,000 level

PHILIPPINE stocks soared Tuesday to close above the 6,000 level while investors await key inflation data.

The bellwether Philippine Stock Exchange index jumped 206.02 points, or 3.5 percent, to close at 6,089.06. The broader all-shares index also gained 83.32 points, or 2.36 percent, to reached 3,617.93.

The peso also strengthened to close at 58.34 against the US dollar from 58.66 Monday.

Analysts said Asian shares climbed after US President Donald Trump delayed the implementation of higher tariffs against Mexico and Canada.

Local investors are also awaiting the release of January inflation rate which would provide signal on the next policy move by the Bangko Sentral ng Pilipinas (BSP).

“The January inflation print is crucial as this might influence the policy decision of the BSP on Feb. 13. A lower-than-expected figure may give them another reason to cut interest rates, in addition to the disappointing GDP print. However, we continue to see risks that could limit the BSP’s rate cuts to just 50 bps this year,” Bank of the Philippine Islands said.

PAGCOR closes 2 casinos in Cebu, Davao del Norte

STATE-RUN Philippine Amusement and Gaming Corp. (PAGCOR) said Tuesday it shut down the losing Casino Filipino site in Talisay, Cebu. Another site in Tagum, Davao del Norte would also be closed as part of the agency’s ongoing rationalization plan, it said. Employees of both venues will be returned to their mother units and other PAGCOR gaming sites and will continue working.

PAGCOR chairman and chief executive Alejandro Tengco said both gaming venues were incurring significant losses over the past years.

“Given the sustained financial strain, continuing operations at these sites is no longer feasible,” he said.

Casino Filipino Talisay, operated by Casino Filipino Cebu, incurred a net loss of P39.32 million in 2023. The bleeding worsened in 2024, with P49.56 million in net loss.

Casino Filipino Tagum, operated by Casino Filipino Grand Regal, suffered a P31.56-million net loss in 2023, which ballooned to P36.93 million in 2024.

Tengco said despite the operational shutdown of both venues, no employee would be displaced.

“While our decision was driven by mounting financial losses, safeguarding the welfare of affected employees through job reassignment and comprehensive support programs is our top priority,” he said.

Office vacancy seen widening in 2025

OFFICE vacancy rates are expected to further increase through 2025 despite strong leasing activity and positive take-up in key Metro Manila districts, as companies continue to right-size their footprints, according to market research firm JLL Philippines.

JLL Philippines head of research and consulting Janlo de los Reyes said vacancy rate in the Metro Manila office market reached 19.6 percent as of end-2024, with projections indicating that it would rise to more than 20 percent by end-2025.

The BPO sector, which still accounts for a significant portion of office space demand, remained the largest source of both take-up and vacancy due to evolving work patterns and economic conditions.

Despite these pull-outs, key districts such as BGC and the Makati CBD continue to lead in terms of demand.

“Bonifacio Global City has been performing quite well with vacancy levels under single digits since the first quarter of 2024. We’re still seeing significant interest in this district

as it continues to be a preferred location for occupiers, especially with the ongoing ‘flight to quality’ from older buildings into newer ones,” de los Reyes said. He said, however, that even in the high-demand areas, vacancy rates continued to rise due to slower leasing activity in the fourth quarter of 2024, which only saw 70,000 square meters of space taken up.

De los Reyes said that while interest remains strong in certain locations, the market is still grappling with oversupply and elevated vacancy levels, which would continue to put pressure on rental rates through 2025.

AMA Bank seeks Bangko Sentral stance on reopening

AMA Rural Bank of Mandaluyong Inc. said Tuesday it is seeking a clarification on the Bangko Sentral ng Pilipinas’ (BSP) position regarding its pending second motion for reconsideration with the Supreme Court and the bank’s reopening.

The BSP, in a press release on AMA Bank Case on Jan. 30, 2025, said its pending second motion for reconsideration “does not prevent AMA Bank from reopening and paying its depositors and creditors.”

AMA Bank said, however, this contradicts the BSP’s own legal filings with both the Court of Appeals and the Supreme Court.

The BSP, in its comment/opposition filed with the Court of Appeals,

previously argued that AMA Bank’s motion for execution could not be acted upon due to the pending second motion for reconsideration before the Supreme Court.

The BSP, in its second motion for reconsideration filed with the Supreme Court, said AMA Bank could no longer be reopened under any circumstances after its closure was ordered by the regulator.

AMA Bank said given the apparent contradiction between BSP’s press release and its legal arguments, it is requesting the BSP to clarify whether it abandoned its second motion for reconsideration with the Supreme Court and its comment/opposition to AMA Bank’s motion for execution with the Court of Appeals.

AMA Bank said if BSP no longer stands by these filings, the BSP should formally withdraw them.

AMA Bank also seeks confirmation on whether the BSP’s press release should be treated as an official authorization for the bank’s reopening, in compliance with the final judgments of the Supreme Court and the Court of Appeals. If so, AMA Bank said the BSP should affirm this in writing.

Pryce posts P3-b income on higher LPG margins

PRYCE Corp. said Tuesday it posted a net income of P3 billion in 2024, up 30.4 percent from P2.356 billion in 2023 on improved margins of its liquefied petroleum gas (LPG) products in Luzon.

The company said in a disclosure to the Philippine Stock Exchange consolidated revenues also went up by 6.3 percent to P20.47 billion from P19.26 billion, with LPG as the largest contributor. Taal volcanic ash found effective for radiation shielding, study finds

RESEARCHERS from the Ateneo de Manila University and from National University- Mall of Asia Campus have found a surprising new use for the copious amounts of volcanic ash scattered across the Philippines: it can be used to shield against harmful radiation.

Radiation shielding is essential for hospitals, industrial sites, and nuclear facilities. These places use ionizing radiation for beneficial purposes such as in helping doctors treat sick organs and broken bones; looking for structural weaknesses in buildings; or helping sterilize food for longer shelf life.

Though useful, exposure to ionizing radiation can be harmful for prolonged periods—hence the need for shielding. However, currently available materials like concrete and lead can be expensive and environmentally hazardous. Construction materials made from volcanic ash offer a potential sustainable and

lightweight alternative.

In 2020, Taal Volcano erupted and covered large areas of Luzon with ash, posing serious disposal challenges. Instead of treating this pyroclastic material as waste, researchers Floyd Rey P. Plando, Myris V. Supnad, and Joel T. Maquiling investigated the potential use of Taal volcanic ash (TVA) in construction applications. They tested the physical and chemical properties of TVA-based geopolymer mortar and discovered that the natural presence of iron-rich minerals gave it strong radiation attenuation properties.

“Iron has greater interaction power because it contains more electrons. In addition, it is a dense metal due to its heavy and tightly-packed structure. High-electron and denser material,

such as TVA, has stronger efficiency in blocking hazardous X-rays and gamma rays,” Plando said.

“Moreover, the optimal blend of volcanic ash and aggregates result in effective photon (radiation) attenuation because of the resulting disorder (entropy) in granular matter microstructures,” Maquiling further explained.

Since volcanic materials are abundant in the tectonically active Philippine archipelago, this discovery offers a practical way to manage disaster waste while also enhancing safety in critical areas.

Further studies are needed to refine the material’s durability and optimize its shielding performance, but this breakthrough demonstrates that even byproducts of cataclysmic natural events can lead to meaningful and life-saving innovation.

Mel Gibson makes thrilling directorial comeback with ‘Flight Risk’

AWARD-WINNING actor Mel Gibson returned to the director’s chair with his latest film, Flight Risk.

Nine years after Hacksaw Ridge, Gibson delivers intense action in this high-octane thriller starring Mark Wahlberg, Michelle Dockery, and Topher Grace. Set against Alaska’s icy wilderness, the film offers a tense, gripping story.

Dockery plays Deputy Marshal Madolyn, assigned to transport mob accountant Winston (Grace). They board a Cessna plane piloted by a mysterious figure (Wahlberg), who claims to be “Daryl Booth.”

Daryl, a Southern-accented man with an over-the-top drawl, is revealed to be deceitful. He nearly harmed Madolyn, but the marshal was able to tase and subdue him.

journey of deception and survival. However, Daryl was the only one who knew how to operate the aircraft. Madolyn struggled to maintain control while Winston watched helplessly.

Despite the impossibility of radio communication in the mountainous terrain, she eventually remembered having a satellite phone and managed to contact her superior, voiced by Leah Remini. The phone then connected her with a pilot, Hassan (Maaz Ali), who attempted to guide her through operating the aircraft while engaging in flirtatious banter.

As Madolyn tried to control the aircraft, she also attempted to identify the mole within her organization. During the trip, Daryl repeatedly broke free from his restraints, leading to intense confrontations

throughout their journey. Gibson’s direction in the film is characterized by its intensity, drawing inspiration from the vibes of classic action thrillers from the 1980s and 1990s. Wahlberg’s nuanced portrayal of the villainous pilot introduces a compelling twist to the narrative. Dockery and Grace also deliver outstanding performances as they fight for survival in the film. While Flight Risk draws inspiration from classic action thrillers, it still feels fresh, thanks to its psychological depth and stunning cinematography. The Alaskan wilderness, both majestic and menacing, serves as a character in its own right, amplifying the stakes at every turn.

SINGERS Erik Santos, Christian Bautista, and Yeng Constantino will come together for Stories of the Heart , a two-night Valentine’s concert at the Newport Performing Arts Theater on Feb. 14 and 15. The Batangas leg kicked off with a lively parade and an opening ceremony, dubbed CCP Pasinaya: Insay Na Dine Sa Batangas , featuring local performers, and culminated with an exciting finale, Gabing Ala Eh . Both programs were held at Marble Terrace.

Holding the line: Elmer Borlongan and the virtues of drawing

ANY art professor worth their salt always emphasizes that developing drawing must become almost second nature to the art student. Drawing is a muscle that needs to be trained and developed.

In this day and age, where contemporary art focuses on experiential, conceptual, and performance-based approaches, drawing seems to have been deemed passé. Yet, it endures despite the shifting fads and trends of the fickle—and frankly, myopic—Philippine art market.

Among those who still value the skill of drawing is artist Elmer Borlongan, who spoke at Ayala Museum’s Zobel Art Conversations: Exploring the Creative Process on Feb. 1, just in time to kick off National Arts Month.

Borlongan emphasizes that drawing is about exploration, which is among the bedrock skills required to become a serious visual artist. He says drawing is allied to “Traditional approaches to painting [which] are really important.” One must go through the motions of learning to sketch the right way by studying anatomy and perspective.

The rigorous study of drawing, which involves the dynamism of a moving point and shifting line, would be the easy part. Borlongan opines, “The most difficult thing for an artist is searching for your identity.”

Drawing is a skill, yet mastering the skill is not enough. Technically, one can be a master at “capturing” reality. But is mimicry or imitation the point of art production?

Borlongan insists that art is about how the artist becomes enmeshed with the artwork: “[It is crucial to know] how you inject yourself.”

Many may disregard drawing as merely a primary skill mired in academic art, yet I argue that drawing is part of the implementation of another important approach to the process—

thinking and observing.

Anthropologists have written about drawing as a valid mode of seeing the world and funneling what you see onto pen and paper. Drawing is an act of thinking.

Borlongan shares this sentiment: “[Through drawing, I] interpret the subjects I have been working on; exaggerate the elements in my work.” Exaggeration is a cornerstone of artistic expression, from the willowy light extensions in the flight of ballerinas to the centuries-old Noh masks in Japanese traditional theater. The bulging eyes—some unsettling to look at—in his visual language of surly bald men are among the modes of exaggeration in Borlongan’s works.

Talks like these are vital in the wake of the emergence and entrenchment of Artificial Intelligence (AI). Some art students engage in AI “to help” their art production, believing it allows them to work at a more efficient rate.

Some scoff at drawing as not “contemporary,” and it shows in certain so-called contemporary artists who rely more on bombast than actual skill. I assert that the contemporary respects or acknowledges history as one approaches innovation. But all expressions are rooted in the formidable line of drawing. These are the building blocks of visual language, much like the alphabet forming the words that lead to sonnets, epics, and novels. One must go through the lines of drawing before crossing the line, hoping to find the visual identity they wish to populate—whichever surface they choose to draw on.

A brainchild of former CCP artistic director Chris Millado , the CCP Pasinaya was originally created in 2005 as a marketing tool to provide previews for the center’s upcoming productions and programs for the year. Through the years, the festival has grown bigger and become a venue for art appreciation and education, networking, and collaborations.

This year, the CCP continued to feature its highly anticipated programs, such as the Cinemalaya Philippine Independent Film Festival and the Virgin Labfest, spotlighting innovative independent films and showcasing bold, original theater productions, celebrating the creative talents of Filipino filmmakers and playwrights.

“Over the past two days at the National Textile Convention, or TelaCon, we discussed our shared responsibility in moving towards sustainable systems and a circular economy. THE trend in this year’s artistic landscape in the country appears to be centered on exploration—venturing beyond familiar spaces and pushing the boundaries of the known.

Take CCP Pasinaya 2025, which expanded into the regions, partnering with local government units in Batangas, Bicol, Negros Occidental, and Davao del Norte to foster new cultural exchanges and make its programming more accessible to the public.

Scheduled for Feb. 21 to 23, the 2025 edition of Art Fair Philippines introduces a new, dynamic venue at Ayala Triangle in Makati City. This location not only enhances accessibility but also provides an immersive setting where art seamlessly interacts with the vibrant energy of the city. The move aims to elevate the fair’s impact, offering exhibitors and visitors a stimulating environment to explore contemporary art in innovative ways.

The 2025 edition also features “10 Days of Art,” an initiative highlighting a series of events across the Makati Central Business District to celebrate the best of Philippine contemporary art beyond the fair’s venue.

Another component open to all visitors is the ArtFairPH/Projects section, a collection of curated exhibits celebrating artistic excellence and innovation, reinforcing the fair’s position as a key player in the global art scene. Art Fair Philippines has invited Nazareno/Lichauco to design the ArtFairPH/Projects space and café this year.

Presented in collaboration with BPI, ArtFairPH/Projects features a remarkable lineup of established masters and emerging talents in Philippine contemporary arts, including Manny Garibay, Manuel Ocampo, Goldie Poblador, Ryan Rubio, and Jezzel Wee Continuing last year’s collaboration, the Embassy of Spain in the Philippines

back ArtFairPH/Talks, offering visitors several opportunities to deepen their art experience through a series of talks, panel discussions, workshops, and performance art.

Presented in partnership with the Ateneo Art Gallery and the Museum Foundation of the Philippines, ArtFairPH/Talks provides insight into artists’ works and lives, artistic processes, collectors and their interests, and other aspects of today’s complex art world.

A panel discussion on collection management from a collector’s perspective will feature Larry’s List, the world’s leading art market knowledge company that provides data, research, and access to contemporary art collectors.

For film enthusiasts, the Cinemalaya film Kono Basho will have a special screening at ArtFairPH. Directed by award-winning filmmaker Jaime Pacena, the film tells the story of a young Filipino-Japanese woman who travels to Japan to attend her estranged father’s funeral and connect with his Japanese family.

Another special screening will feature The F.A.T. Boys!! Episode 1: Each One Teach One, directed by American filmmaker Drew Milo. The film follows two friends on their travels. Shot during their stay in the Philippines, the premiere episode highlights La Union-based environmentalist Toby Tamayo, who welcomes the duo into his home and guides them through land he has reforested over the last decade with indigenous flora and fauna. Both ArtFairPH/Talks and ArtFairPH/Film will take place at The Executive Centre, the fair’s venue partner, located on the 6th and 8th floors of Ayala Triangle Tower 2.

For 2025, Art Fair Philippines introduces the ArtFairPH/Residencies Curator’s Grant Program, in collaboration with the Ateneo Art Gallery, the fair’s Education Partner. Since its inception, Art Fair Philippines has aimed to expand the local audience for contemporary art and highlight the visual arts in meaningful ways. Through this residency, the fair hopes to create more opportunities for Filipino artists. The three-week grant is designed to introduce selected international curators to the Philippine art scene. embrace surrealism as they explore the depths of their dreams and subconscious in Sinulid, the highly successful annual culminating event that showcases the knowledge, craftsmanship, and skills of the graduating Fashion Design and Merchandising (FDM) students of De La Salle-College of Saint Benilde (DLS-CSB).

Dubbed “Threaded Experience,” this latest and bolder iteration finds beauty in the unconventional, presenting a thought-provoking celebration of distinct creativity and individuality deeply rooted in the personal journeys of the young artists. With over a hundred looks, this batch promises a striking balance between symbolism and transformation, encapsulated in various ensembles, from ready-to-wear to contemporary and avant-garde.

A spectrum of experiences unfolds as femininity takes center stage. The selections explore different facets of womanhood, from the tender and nurturing to the fierce and bold, and everything in between.

Experimental pieces challenge inner conflicts, cultural struggles, and societal norms. Fluidity in non-traditional and non-binary silhouettes champions inclusivity and diversity. Courageous,

authentic, and eccentric identities emerge as style innovations break free from the constraints of gender stereotypes, competition, materialism, and perfectionism.

The event reintroduces fashion as a medium for self-discovery, storytelling, and transformation, revealing emotional depth behind every seam and stitch in handcrafted details and woven tapestries.

The next-generation designers venture into the otherworldly, using unconscious and irrational expressions to create designs that blur the lines between the worlds of the living and the supernatural. The result is a display of the surreal, the absurd, and the chimerical.
