A BEGINNER’S GUIDE TO CHATEAU ELAN – PART II
WE HAVE HOW MANY HOA’S? WHOSE IDEA WAS THAT?
Last month, we discussed the Planned Urban Development in which Chateau Elan sits. Don Panoz (Fountainhead Development), the original owner, designed the structure of the development. The residential neighborhoods were set up under the governance of individual Homeowners Associations (“HOAs”). Fountainhead Development controls each of the HOAs until either a specific date or when a specific percentage of the lots in that neighborhood are sold. Fountainhead, as the Declarant, established the original Covenants, Conditions and Restrictions (“CC&R”) for each of the HOAs. Once the Declarant cedes control to a particular neighborhood’s residents, the residents can then elect their own HOA Board (all volunteer positions) and manage their own budget and administrative functions. However, the original Covenants, Conditions and Restrictions still control what can and cannot be done in the neighborhoods.
Chateau Elan currently has the following HOAs:
1. Country Estates: The entrance to this neighborhood is off Golf Club Drive just past the guard shack off Hwy 211, and entry is controlled by the gate on Burgundy Drive. The neighborhood consists of residences and lots on Burgundy Drive, Bordeaux Way, and Chablis Court. This HOA has been under resident management since May 2002. There are 47 homes with two lots remaining, and construction began recently on one of those lots with an estimated completion date in late 2024. Ron Patton is the current president of this HOA, but his term expires soon. Contact information: 1rdspr@ gmail.com.
2. Covered Bridge (including Brookstone Village):
Bridge neighborhood is at the end of Crimson King after the Covered Bridge (hence the name). Brookstone is the new neighborhood behind the new gate on Thompson Mill Road. The streets included in the HOA are Covered Bridge Drive, Lula Bridge Lane and Lula Bridge Court, Cork Street, Granby Way, and Rock Maple Drive. Covered Bridge will have 35 homes, Covered Bridge Phase 2 will ultimately have 59 homes, Brookstone is planned to have 66 homes, and there are 33 townhomes planned near Brookstone (these may become condos, not townhomes, so this number may change), for a projected total of 193 homes. The HOA is still
managed by the Declarant, Fountainhead, and will be until December 2042, or when it’s 100% built out, or when the Declarant otherwise decides. Gwen Gibson is the appointed representative. Contact information: 470-429-2017; ggibson@ chateauelan.net.
3. Executive Estates: This HOA has been self-managed since 1999. There are currently 192 homes served by the HOA. Streets include Golf Club Drive, Troon Way, Golf Club Way, Derby Lane, Ascot Way, Saratoga Court, Belmont Place, Tee Drive, Forest Glen Drive, and Forest Hill Court. Manor Homes, reached via the gate on Hwy 211 at the Par 3 golf course, is also included in this HOA; streets include Pinot Noir Drive, Pinot Noir Way, and Fleurie Lane. 4. The Legends: The Legends neighborhood includes Legends Drive, Legends Way, Legends Club Circle, Sam Snead Drive, Kathy Whitworth Drive, Gene Sarazen Drive and Gene Sarazen Way and is accessed through its own set of gates off Golf Club Drive and Tee Drive. Legends homeowners and Legends Golf Club members have access to the Legends neighborhood. There are 134 lots/homes in the Legends HOA. Alan Kloor is the president of this HOA. 5. Woodlands: This HOA represents about half of the entire neighborhood with 574 homes. It includes The Village, Oxley Village, Creekside Village, Sarazen’s Corner (Yoshino Cherry Lane), Allee Way, Sports Club Drive, Autumn Maple Drive, Scarlet Oak Lane, Shumard Oak Drive, Legacy Maple Drive, Mountain Oak Drive, Crimson King Drive, Weeping Oak Drive, Nutall Oak Drive, Northern Oak Drive, Vesper Oak Drive, October Glory Drive, and Tuscarora Lane. The Woodlands HOA was turned over to the residents from the Declarant in January 2021, and the initial Woodlands Board was elected. Steve Scarborough is the current president of the Woodlands HOA and will serve through the end of 2024. Because of its size, the Woodlands HOA employs a professional community management company to handle the day-to-day management and billing activities. Community Management Associates

Fountainhead still owns some random lots in the neighborhoods. They also own the Chateau Elan Real Estate Office at Route 211 and Golf Club Drive, the Sports Club, and the Legends Golf Course and Club. The HOAs do not have any ownership in any of those buildings or land, nor do they have any control over the properties owned by Wheelock Capital.

Spotlight ON LIGHTHOUSE FAMILY RETREAT
Did you know that this year in the United States, more than 15,000 families will hear the unbelievable news that their child has been diagnosed with cancer?
As they make their way through treatment, each family will face a thousand battles aside from the one happening with their child’s cellular biology. Mom and dad might seldom see one another save for passing in the hospital parking lot. Mounting medical costs can be overwhelming on their own and even more so if one of the parents quits their job to manage the care. Siblings might feel loneliness from an understandable lack of attention. Friends and neighbors will want to help, but they won’t really know how. Because of these realities and so many more, the family unit bears unimaginable weight and is exposed to profound risk.
Lighthouse Family Retreat is a faith-based nonprofit that exists to strengthen every family living through childhood cancer.
Lighthouse Family Retreat’s goal is to strengthen families through programmed weeklong and weekend retreats, all designed with the family in mind. The goal is to have the family leave any of the retreats restored with memories that will last a lifetime. Weeklong retreats are a seaside respite for families living through childhood cancer. Each week provides deep rest, relational connection, great laughter and palpable kindness. Weekend retreats allow families living through childhood cancer a weekend away from the chaos in their hometown or surrounding area. These 3-day retreats are community building and memory making. For 22 years, Lighthouse has taken more than 3,000 families on various retreats.
Families living through childhood cancer often do not have support as they walk through this dark journey. Lighthouse wants to help these families find support. Their Community of Care program focuses on serving the entire family—the child in treatment, siblings, and parents. The Community of Care program will mobilize volunteers within the family’s community or virtually to provide them with support during their journey of childhood cancer. Some of the things that the Community of Care provides are:
• Prayer and Check-ins: The Care team will check in and look after the family through phone calls and texts to let them know they are not forgotten. They will pray for the family daily.
• Meals and Notes: Everyone needs a break from time to time.
Receiving meals and words of inspiration on this journey can change the outlook of someone’s day.
• Care packages: Providing families with some fun is a treat. The Community of Care creates fun, memories, and surprises to strengthen the family on their journey.
Life with childhood cancer exists outside of a Lighthouse retreat, so Lighthouse has also put together a number of resources with families in mind, ranging from the community of care to podcasts, blogs and much more. One of the best things about living in a place like Chateau Elan is that there are neighbors who are ready and willing to provide helpful information when you need it. The Chateau in the Know Facebook page is filled with examples of neighbors looking for suggestions on who to call for anything from appliance repair to pediatricians to window washers, and plenty of neighbors have jumped in and provided their personal recommendations. Thus, the idea for this referrals document was born. The information was compiled from comments made on the Chateau in the Know Facebook page when a resident would ask for recommendations. It is a dynamic document and will be updated periodically.
