A BEGINNER’S GUIDE TO CHATEAU ELAN – PART IV

WHO’S IN CHARGE HERE?

The neighborhood covenants still give the Declarant, Fountainhead, the power to make a lot of decisions in the various parts of the neighborhood even if a section has been turned over to the residents to manage. For example, modifications to homes must conform to the standards written in the original covenants, even though times and styles may have changed. In addition, Fountainhead can use any roads within the development for construction traffic related to any new development that it is involved in, e.g., the Brookstone development. Up until recently, the Brookstone development was accessed through the roads owned and managed by the Woodlands HOA. The covenants are written such that it gives Fountainhead the ability to use any of the roads as they see fit. All of the roads within the various gates are considered private roads, owned by the individual HOAs in which they are located, and so the residents of those HOAs are responsible for maintaining and eventually paying for the repairs of their roads. HOAs are also

responsible for their own gates, green spaces, etc.

If you’ve taken time out of your day to read the series of articles about the structure of Chateau Elan and you’ve made it this far, we are grateful for your attention. As one can see, the management of this neighborhood is quite complex, especially given the fact that at full buildout it will have over 1,000 homes. Why it was designed with multiple HOAs is a good question but one that will never be answered given that the original founder, Don Panoz, has passed away. Suffice it to say that it is the responsibility of each and every homeowner to know which HOA they belong to, who their representatives are, and to realize that some things are within their HOA’s control while others are not.

Spotlight on HOME OF HOPE

Did you know:

• 51% of children nationally who experience homelessness are under the age of 6?

• Two thousand kids in Gwinnett County Public Schools identify as homeless?

• Fifteen thousand extra housing units are needed in the next 15 years to meet Gwinnett housing need?

Since 1987, Home of Hope, in one form or another, has been serving at-risk children in Gwinnett County. The organization began in 1985 with three suburban moms who rallied together to raise $2.5 million for a shelter for abused children. More than 6,000 children were served from 1987 to 2002. The organization and the shelter have evolved over time and over the last ten years has served 350 families and 1,100 children. Their vision is to become a superior, self-sustaining, transitional living community for children and their mothers who wish to achieve their full potential in a loving and nurturing environment. The organization’s goal is to empower their clients with the necessary life skills to bring peace, success and sustainability to their lives for the rest of their lives.

Children are referred to Home of Hope by private and state agencies including DFCS and the Department of Juvenile Justice. In addition to housing, the 24-hour

shelter offers counseling sessions to residents and families, parenting classes, home-schooling when necessary, life skills training, home follow-up counseling, and runaway prevention and intervention. They offer a three-to-12-month transitional living program for children and their moms experiencing homelessness. Families receive room and board, customized plans and life skills training--all the resources needed to become independent and successful. Eighty percent of the organization’s budget goes directly to children and their moms. It costs $1,376 per person per month to stay at the home with eight to nine months being the average length of stay.

There are a number of ways to help Home of Hope. You can participate in sponsored events like the Golf for Good scheduled for September 10, 2024 at the Legends Golf Course. You can make a monetary gift of any amount; organize a food drive with your school or church group; make or buy weekly meals for residents; host a fundraising event; purchase items from their Amazon wish list; or assist with gardening, games or outings. All volunteers are subjected to a background check.

One of the best things about living in a place like Chateau Elan is that there are neighbors who are ready and willing to provide helpful information when you need it. The Chateau in the Know Facebook page is filled with examples of neighbors looking for suggestions on who to call for anything from appliance repair to pediatricians to window washers, and plenty of neighbors have jumped in and provided their personal recommendations. Thus, the idea for this referrals document was born. The information was compiled from comments made on the Chateau in the Know Facebook page when a resident would ask for recommendations. It is a dynamic document and will be updated periodically. Club features three hard, two clay, and four pickleball courts with weekly clinics led by tennis pro Alejandro Aguirre. The facility also boasts two bocce ball courts, a basketball court and beach volleyball court for use by its members.

Alejandro (Alex) Aguirre is Director of the Racquet Club. Alex has been playing tennis for 30 years, and a teaching pro for 17 years. As a certified ATP professional tennis coach with USPTA and PPR certifications, Alex was a topranked junior player in Venezuela and Texas and has held leadership roles at various Texas clubs. Alex excels in working with players of all ages and abilities, consistently seeking innovative methods to enhance their experience. Just moved here and no one to play with? Alex will do a free 15-minute evaluation of your skill level and introduce you to members of that same level.

The Tennis Center offers:

• Open Clinics for those looking to play in competitive match-like scenarios with points and games against a variety of players. Join Alex on the courts for advice on technique and strategy to take into your private lessons.

• Junior Tennis Programs for ages 4-14 that provide a detailed road map for tennis-specific goals at every age and ability level. Students will set goals and chart their progress through a progression of instruction and training that will take juniors from beginner to elite. These programs run year round.

• Summer Sports Camp where fun activities, fitness challenges, and new friendships create unforgettable memories and lifelong skills. Alex aims for a 4:1 student/instructor ratio.

• Tennis Wine Weekend includes 9 hours of tennis instruction, matches, a private wine tour and tasting and luxury accommodations.

Tennis, to the untrained eye, is a very simple game. To tennis fans, though, it’s complex; it’s brutal; it’s exhilarating; it’s beautiful. Even though the sport can be incredibly competitive, its essence is very social. It’s a great way to meet new friends who share a common interest. It’s a great sport for the whole family, no matter what your age. There is minimal equipment needed and luckily, here at Chateau Elan, there are a number of courts and people to play with and against.

There are a number of pricing structures, but Chateau Elan residents can join the Tennis Center for $100 initiation fee and $58 per month. This allows unlimited access to all of the courts and amenities, subject to availability. Guests of a member pay $15 each. Individual instruction and camps are extra.

Interest rates are still holding some buyers back at this time, we have seen a higher amount than in the past of cash buyers this year.

We have seen quite a few relocations to the neighborhood, many times it is not for a job but for personal reasons. We are seeing quite a few coming from California, Florida and the upper East Coast. Reasons we hear are that Chateau Elan has nice homes for a reasonable price compared to where they are coming from, the taxes are lower, weather is mild and the area is friendly and growing with conveniences.

Chateau Elan is a very unique and desirable place to call home, they simply are not developing communities like this any more. Homes that are well-maintained and updated are still the more desirable homes as many do not want to mess with projects for various reasons. Buyers are desiring neutral/light colors, less heavy drapery, less or no carpet, updated kitchens and master bathrooms.
