A Message from the Association Manager MAILBOXES

FREQUENT VIOLATION REMINDERS We understand that no one wants to receive those pesky violation letters! The most frequent violations that can be easily avoided are: GARAGE & YARD SALES Individual or neighborhood garage sales, moving sales, rummage sales, yard sales or similar activities within Windermere are prohibited. Community-wide events have traditionally been scheduled twice per year.

Please make sure that mailboxes are not faded and that mailboxes numbers are easily visible.

TRASH CANS They must be stored out of view from the street. They cannot be stored on the side of the house or by the garage.

Rule Update: Trash and recycling containers should be placed at the curb for no more than 48 hours. Generally, this is 24 hours prior to pickup and 24 hours after pickup.

Please make sure your yards and beds are properly treated for weeds and that pine straw or mulch is kept looking tidy and fresh. This includes the sides and back of your homes as well...Your yard is one of the first things that is noticed about your home.

IF YOU ARE PLANNING TO GIVE BASKETBALL GOALS, TRAMPOLINES, OR PLAY SETS AS A GIFT FOR THE HOLIDAYS, PLEASE REMEMBER TO SUBMIT FOR APPROVAL PRIOR TO INSTALLATION. The Application for Modification and the Architectural Guidelines Standards and Procedures are available on the Windermere website homepage. All homeowners who wish to make any modifications to their property are required to submit an Application for Modification. Applications can be submitted at any time and you will receive a decision letter in approximately 15 business days. Please plan ahead for all projects, including Holiday gifts. Once an Application is received it will be reviewed and decided on within 2 weeks. THE LAST DAY TO TURN IN YOUR APPLICATION TO BE REVIEWED FOR DECEMBER 25TH APPROVAL IS MONDAY, DECEMBER 7TH. If you need to add a rush to your application, the deadline for rush applications is Monday, December 14th. *Rush fees apply. Please note that the Office will be closed from Wednesday, December 23rd- January 1st and will re-open at 9:00 AM on January 4th. 6

ARC REQUESTS

Does your home need some work? Are you thinking about renovating? ...Not sure if your project needs approval? Most projects that are performed to a home or lot require prior approval from the Association. Contact us at Windermereactivities@comcast.net • As a reminder, the ARC Request process is outlined below.

FOR A COMPLETE COPY OF THE ARC GUIDELINES PLEASE CLICK HERE. Section 1.01 Modifications Requiring Approval Every structure or thing which is placed, erected, or installed upon any Unit and all improvements or other work (including staking, clearing, excavation, grading, and other site work, exterior alterations of existing improvements, or planting or removal of landscaping) which takes place within Windermere, must be in compliance with the Declaration and the Architectural Guidelines. New construction or any change or modification that is visible from the outside of a residence is subject to these guidelines and the authority and approval of the ARC. Section 1.02 Submittals (a) Process A three-step process as follows: (i)Complete online Application for Modification form (ii) Gather required supporting documentation (iii) Submit Application and supporting documentation to the Property Manager – PLEASE NOTE THE DATE RECEIVED BY THE PROPERTY MANAGER MAY DIFFER FROM THE DATE PRINTED ON THE ONLINE APPLICATION FOR MODIFICATION FORM

(b) Fee for the process There are no fees for the standard review process for ARC Applications. However, per the Financial Policies and Procedures Applications to the Architectural Review Committee for changes, alterations, additions, or deletions to property by delinquent homeowners will not be considered until all obligations for that individual property are resolved. Certain projects such as but not limited to, an addition to a residence, new construction and pool/courtyard

additions may require review from a licensed architect. These types of projects shall be subject to additional review fees as determined by the Board or their designee. The property owner will receive notification of additional fees once an application has been submitted and all fees must be paid prior to starting the review process. Fees are payable via check or money order. If you wish to expedite the standard review process for your ARC Application which would not require review by a licensed architect rush fees will be charged as follows: Approval in 2-4 Days once a complete form is submitted - $100 fee payable at the time of submission. Approval in 5-7 Days once a completed from is submitted - $50 fee payable at the time of submission. At the discretion of the Association Manager, certain projects may not be permitted to be rushed. Applications may be submitted at any time, with an average processing time of 14 business days. Please plan ahead for all projects, including holiday and birthday gifts. Failure to receive prior approval for any and all projects is subject to sanctions for violation including unapproved modification fines starting at $200. Please contact us at windermereactivities@ comcast.net if you do not receive a decision letter. Ensure all required documentation including but not limited to: (paint samples, roof shingles, plat/survey site, materials lists, renderings, etc.) are included with your application. Failure to provide the required documentation may result in the application not being accepted or delays in the processing time.

2021 LODGE RENTALS

Please note that the 2021 rental calendar will be available for bookings after January 1, 2021. As in years past, dates cannot be penciled in. Completed agreements and full payment is required to schedule all dates. January (only) 2021 dates can be scheduled beginning December 1, 2020.

The primary purpose of the Amenities within Windermere are to promote fellowship among property owners. The use of the facility is generally intended to be limited to owners, their families and their personal guests. The Lodge is generally available for rental for private events by Windermere owners Weekdays (Monday-Thursday) and Weekends (Friday-Sunday). Reminder on Holiday Decorations Holiday decorations are both permitted and encouraged and will not require approval by the ARC. However, such decorations may be installed no sooner than forty-five (45) days prior to the holiday and must be removed within ten (10) days after the holidays for which they are intended. With respect to Christmas lighting displays, they should not be illuminated until the day after Thanksgiving. ARC reserves the right to require the removal of decorations which do not comply with these guidelines or which, in the judgment of the ARC, pose a potential public safety risk

2021 Association Dues Reminder Coupon booklets for the 2021 Association Dues were mailed out in November. If you have not received your coupon booklet please contact us right away so that we can assist you in making your payment. Failure to receive coupons or to notify us if you have not received them will not be considered a valid reason for making a late payment and late fees will still apply.

Again, this year, you have two options for payment of association dues: You may pay the entire amount of $1,100.00 at one time, using both $550.00 coupons. Or, you can make two (2) payments of $550.00; the first payment is due January 1st and the second payment is due April 1st. Please remember that assessments are due and payable on the 1st of the month. Payments received after the 1st of the month are considered late and are subject to a 10% late fee.*Please allow at least seven (7) business days for receipt and processing of your payment. Payments are not posted instantly whether they are mailed to the lockbox, paid on-line via your personal bank, the First Service on-line payment service or dropped off at the Lodge. A MESSAGE FROM THE FINANCE COMMITTEE

Dear Windermere Homeowners, In our annual budget, there is a large item called Replacement Reserves. This item is not seen on most financial statements, so the question has arisen, “What are Replacement Reserves?” Our overall HOA strategy is to ensure that Windermere continues to be the premier community in south Forsyth county. One of the ways your HOA does that is by sustaining the value of the community’s common assets and amenities by regularly replacing them at the end of their economic life. We fund that asset replacement through our Replacement Reserves.

IN THE BEGINNING... In 2013, when the Windermere developer formally turned over the homeowner association to the homeowners, the financial package included a cash account with funds to replace our key infrastructure and amenities into the future. This was our initial Replacement Reserves. When an owner purchased their house, effectively they bought into not only the HOA’s assets, but also the Replacement Reserves to keep them at the current standards. REPLENISHING THE FUND... As a practical matter, the replenishing of this Replacement Reserve for the commonly-owned HOA assets should be included in the annual budget. If it is not, then a large and vital part of the community’s annual budget is not being addressed. If the Replacement Reserve replenishment is not properly planned, then special assessments will likely be necessary when assets need to be refurbished or replaced. As time goes on, assets and infrastructure are replaced routinely and the fund balance begins to decline. If the account is not re-funded, eventually, special assessments would need to be imposed on all homeowners to cover the costs. From the beginning, your HOA board has put a priority on avoiding special assessments due to the negative impact on home prices . WHAT IS A RESERVE STUDY? The fairest and most equitable means to replenishing the Replacement Reserve fund is by having every homeowner contribute their fair share over the period that they benefit from these commonly-owned assets. “Everyone who lives under this roof pays their fair share towards the replacement of the roof. ” A Reserve Study determines what that “fair share” should be. A Reserve Study details the common community facilities and infrastructure components that require periodic replacement. The Study includes a general view of the

condition of these items and an effective financial plan to fund projected periodic replacements. • Inventory of assets Owned by the Association that will require Replacement over the next 30 years. • Estimates of the normal economic life and the remaining economic life of those assets • Financial Plan to funding for the asset replacements We hire a firm with professional reserve engineers to perform our Reserve Study annually to ensure that the replenishment of our Replacement Reserves is budgeted accurately so that the funds to maintain our association are always there when needed. And so that Windermere will continue to be the premier community in our area.

Protect Yourself from Porch Pirates this Holiday Season The Holiday season brings good cheer, chilly weather and, the dreaded porch pirates. Santa’s elves are not the only ones working hard this season as thieves are working overtime to steal packages from doorsteps! Don’t become one of the 11 million people who had packages stolen from outside their homes last year. In addition to home security systems with doorbell cameras, the major package shipping companies offer options on how you can thwart porch pirates and ensure your packages are kept safe: AMAZON.COM Use an Amazon Locker: The company has installed lock boxes in well-known locations like stores and other secure sites. In-home delivery: By using the Amazon Key Smart Lock Kit, couriers can drop packages off inside Prime members’ homes. The system works in tandem with an Internet-connected door lock and camera. This is available in select cities. In-car delivery: Prime members can have couriers put packages inside eligible vehicles with Amazon Key In-Car Delivery, which is also available only in select cities. NEWS FROM FORSYTH COUNTY CHAMBER

Value of Business Investment in Forsyth County Increases by $527 Million: The Forward Forsyth economic development partnership announced today the results of recent analysis of the Forsyth County tax digest. The analysis reviewed changes in the tax digest from 2017 to 2019, the period since the Forsyth County Chamber and Forsyth County Board of Commissioners initiated a new economic development plan for the community. With only 10% of Forsyth County’s tax digest composed of businesses comprising 24% of the total assessed value of the tax digest, the remaining burden of local taxes falls to homeowners. The average homeowner in Forsyth County uses more in services than they pay in taxes. Local leaders knew that there would be difficult choices to make in the future unless we can increase new business investments and new jobs to lift the proportionate burden from homeowners. The county’s new Economic Development Strategic Plan and the creation of the Forward Forsyth economic development partnership are the result of an initiative by the Chamber and the Forsyth County Board of Commissioners to aggressively focus on increasing business investment in Forsyth County and balancing the tax digest. From 2017 to 2019, there has been an increase of $527 million in assessed value of properties owned by businesses. The 19% increase in assessed value is driven in part from adding 208 acres of land now zoned for new businesses (a 1.5% increase from 2017). “While this a long game that will take many years to implement, it is exciting to see these initial results.” said James McCoy, President & CEO of the Forsyth County Chamber of Commerce. “We are performing well ahead of the goals set back in 2017. It speaks well of the partnership and leadership of the community.” Forward Forsyth is executing tactics described in the Forsyth County Economic Development Strategic Plan to encourage developers to build new buildings for target companies to lease and marketing the community and availability of those buildings to target industries: technology, data services, e-commerce and distribution, advanced manufacturing and professional services.

Chris Grimes Named 2020 Charles Welch Award Recipient Forsyth County’s highest honor for civic and community leadership is the Charles Welch Award, distributed by the Forsyth Chamber of Commerce at the annual Chamber Celebration event. It is not awarded annually but is presented purely on merit when a community leader is identified who best exemplifies the same qualities that the late Charles F. Welch did. These qualities include service to the community without regard for power or recognition, a commitment to what is best for the community as a whole and a growing enthusiasm to continually make the community a better place to live. The Charles Welch Award was created in 1997 to honor Mr. Welch’s legacy. A long-time resident of Forsyth County, Charles F. Welch was a most dedicated citizen to his community. Not only did he own his own insurance agency, but he was once elected to the Cumming City Council and later to the Forsyth County Board of Commissioners. Charles was to be installed as Chamber’s Chairman of the Board of Directors. However, in the Fall of 1997, he lost a battle with colon cancer and was unable to serve. Charles was not only known for his leadership positions but also his sense of commitment and dedication to the community as well. His love for his home was truly exemplified to everyone that knew him. Many of his long time friends would say Charles had no enemies and they were correct. He was known to “check his ego at the door,” and believed in putting others before himself. As Charles was never able to serve as Chairman of the Chamber Board of Directors, his legacy is instead recognized with this award. At the 2020 Chamber Annual Celebration the Chamber’s Executive Vice President, Jimmy Lane, presented the Charles Welch Award to Forsyth County’s Emergency Management Director, Chris Grimes. Chris’ service to our community not only exemplifies all of the qualities associated with the Charles Welch Award but it is also intensely needed and rarely recognized. Chris spent countless hours ensuring that Forsyth County’s medical providers were well-prepared and well-stocked to serve the needs of those battling COVID-19.

Welcome to our new Pickleball Specialists! The Tennis Committee would like to officially welcome Robin Wolfe as our new Pickleball Coordinator. The pickleball courts have seen A LOT of action over the last six months, even during this never-ending quarantine! But we realize many of you are still wondering what this game is all about and how to get involved. Even though we are limited in our social activities right now, Robin and Bobby will be working on creating some fun, socially distanced ways for you to enjoy this increasingly popular sport. In addition to adding a Pickleball Coordinator to the Tennis Committee, Bobby has secured coaching from the premier pickleball expert in the Atlanta area, right here for you in Windermere. Many of you have already met Robin’s son Chris Wolfe. Chris is a

professional pickleball instructor who loves to assist players of all levels and ages improve their game. He has been playing and teaching pickleball for more than seven years and is certified by the Professional Pickleball Registry (PPR) at “Pro Certification”, the highest level of PPR certification. Chris is a 5.0 Paddletek sponsored player who has played in pickleball tournaments around the country. He received his bachelor’s degree in Sports Management from Florida Southern College and he currently lives here in Cumming. Human Foods Dogs Can and Cannot Eat I have brought this subject up a couple of times over the years, but always feel it is worth reminding over and over again. Dogs CANNOT and SHOULD NOT eat certain human foods. There are several that are okay which I will list below, as well. And with holidays just around the corner and more family members in town, it is easy to just throw a few bites to our dogs not realizing it could have very negative effects on his system. Plus, as your dogs age and take on more health issues, he may need to be on a very strict diet, per your veterinarian. Always consult him/her for the best choice for your individual pup. CANNOT!!
