Budget hearings: Millage to be set soon The countdown is on for millage rates in Jackson County to be set, and the Jackson County Board of Commissioners will be convening a 6 p.m. Thursday public hearing on the Fiscal Year 2014 budget proposal. Currently, the commission is considering the need for a .25-mill increase to help balance the county budget. If the board determines the millage should be increased by a quarter of a mill, the millage rate for property owners in the unincorporated area would go to 8.860 and those in the incorporated areas would see their millage rate rise to 10.120 mills. County Manager Kevin Poe, Finance Director Logan Propes and the county staff had drafted a budget proposal which would maintain the current budget but leave the county critically low on reserves. The county
would need to drain its fund balance below recommended levels with yet another year of declining tax digest values to weather. However, commissioners discussed the financial outlook and Chairman Tom Crow made the motion to raise the millage rate by a maximum of .25 mills. Commissioners Jim Hix, Chas Hardy and Dwain Smith joined in supporting the motion. Commissioner Bruce Yates was not in attendance at the Sept. 16 meeting. The Jackson County Republican Party is already taking aim at elected officials who may support a millage rate increase by asking for individuals to consider seeking elective office. However, Chairman Crow said on Sept. 26 that he has only received questions about the proposal. He said he had gotten no negative comments. “Overall very positive,”
he said in an email. Commissioner Hix indicated on Sept. 25 that he had gotten only limited feedback. “Most agreed that it may be necessary to maintain needed services,” said Hix, who indicated he has gotten “no feedback on curtailing any services.” When contacted last week, Commissioner Hardy also indicated he had not yet gotten any citizen feedback. Another public meeting on the county budget will be held at 10 a.m. on Oct. 10 so the millage rate can officially be set. Other entities will also be convening to set their millage rates on which ad valorem taxes are based. The Jefferson City Council, which has conducted several budget briefings, had been expected to consider the budget and millage

rate during meeting next Monday, however, a 5 p.m. Thursday called meeting will be held. According to City Manager John Ward, Mayor Jim Joiner will be out of town on Monday and he requested the meeting to be held when he can attend. Ward also noted that in Joiner’s absence, the mayor pro tem would preside, meaning the number of voting members would be only three since the District 5 post is currently vacant. Jefferson is proposing that its millage rate remain the same. The Jefferson City Schools Board of Education is proposing a millage rate hike and the Jackson County School System leadership was continuing to work with its budget to avoid an increase which may be inevitable due to state funding cuts and the impact of rising costs, most related to personnel.
JABA debate for Jefferson candidates set for Oct. 8 The Jefferson Area Business Association will host an Oct. 8 political debate for the contested Jefferson city elections. Candidates for mayor, city council District 2 and District 5 and board of education District 4 have been invited to participate. “The Jefferson Area Business Association is proud to be a part of Jefferson’s election process by hosting a political debate,” said Shawn Watson, president of JABA. “As the coordinator, it is my intention to host a fair and unbiased debate.” According to Watson, Tom O’Rourke has been selected as the moderator and no candidates have objected. Two candidates will have their names on the Nov. 5 Jefferson ballot for the District 5 post vacated by Roy Plott, who has qualified to run for mayor, with another individual being a certified write-in candidate. Don Kupis and Doug Turco qualified with City Clerk and Election Superintendent Priscilla Murphy while Stan Beeco will be campaigning for Jefferson voters to write in his name for the council position. Plott will be on the mayoral ballot with Darren E. Glenn.

Authority taps former member as owner rep

The popular Saturday morning parade, with Jeremy Maddox as grand marshal, drew a record number of participants and viewers. The Upper Oconee Basin Water Authority has retained a longtime authority member as its new owner’s management representative. Bob Snipes, who served as deputy manager of Unified Government of Athens-Clarke County until his retirement last September, has been involved with the multi-county water supply reservoir project since the beginning. He was chairman of the original basin group which began exploring the possibility of a regional reservoir to meet future water needs. The authority has talked about having its own representative in the past but never followed through on the idea. Elton Collins, who chairs the finance committee of the authority and is the Resource Management Commission’s representative to the authority, made the motion on behalf of the finance committee to enter into a contract with Snipes. Snipes, who will no longer be an Athens-Clarke County representative on the authority, will be responsible for protecting the authority’s interests and will serve as a liaison with the contract operator, currently Jacobs Engineering with Hill Baughman as the primary manager.
