Why we need to pass T-SPLOST
Hall County is accustomed to being ranked No. 1 in economic development, education, small business and industry. We enjoy a quality of life that is second to none. For all our success, however, our roadways have struggled to keep pace. From Flowery Branch to Gainesville, the price tag for highway improvements is so costly that it’s difficult to make ends meet without some assistance apart from property taxes or public bonds. Clearly, the most affordable and efficient option is the proposed Transportation Sales Tax, or T-SPLOST. T-SPLOST will actually SAVE money and time if the referendum passes on the November 5 ballot. Here’s how:
• T-SPLOST will raise some $390 million (a conservative estimate) over six years by adding an extra penny to each dollar spent locally. We can use that funding to apply for millions in matching DOT dollars from the state. Our buy-in with local dollars will also speed up construction of our most critical road projects – such as improving safety at dangerous intersections along Highway 365 or the long-overdue widening of Spout Springs and McEver roads in South Hall County. • Much of our growing traffic is caused by outsiders traveling here to work or visit our great restaurants and shops. So, it’s only fair that they should help pay for our roads. Some estimates say over 40% of the one-penny transportation sales tax would be covered by tourists and other visitors spending their money here. That’s free money!
• For every T-SPLOST dollar raised, that’s another dollar spared from our property taxes. In the face of rising home values across Gainesville-Hall County, T-SPLOST will help keep property taxes down.
When you add up all those free pennies, the case for passing T-SPLOST is obvious. However, I fear some misinformed voters may respond negatively to any mention of “tax” on the ballot. That’s why our Chamber and the Citizens for Better Transportation Committee are talking to neighborhood groups and civic organizations across the county to help people understand the critical importance of passing T-SPLOST.
Without T-SPLOST for our roads, I shudder to think about the state of our traffic and transportation system over the next 10 to 15 years. The risk of choking our strong economy is very real if our roads continue to lag behind. Currently, 110 counties in Georgia (out of 159) have already passed a dedicated one-penny transportation sales tax for their communities. We may be a bit late to the game, but I am confident our citizens will see the wisdom in using sales tax pennies as the best and most economical route to making our roads safer and less congested – and keeping our area economy moving forward. Let’s free our roads for a better future. Hall County and all our cities deserve nothing less.

Meet Chairman-Elect Tim McDonald
A native of Hall County, Tim McDonald was appointed President of Lanier Technical College in April 2021. He served as the college’s Executive Vice President since 2015 and was previously the Vice President of Economic Development, and Dawson Campus’s Dean. Prior to assuming these roles, McDonald taught Machine Tool Technology, now Precision Manufacturing. He also worked as a machinist with Windsmith (Peerless-Windsmith) and Chandler Equipment Company prior to his tenure with the college. McDonald holds a Diploma in Machine Tool Technology from Lanier Technical College, a Bachelor of Science in Mechanical Engineering Technology from Southern Polytechnic State University and a Master of Business Administration from Brenau University. He services as Vice Chair of the Chamber's Economic Development Division as well as Chair-Elect 2024-2025.

Humphreys Dr. Humphreys is the Director of the Selig Center for Economic Growth at the University of Georgia’s Terry College of Business, an endowed economic forecasting and applied economic research center. He serves as a member of Governor Kemp’s Council of Economic Advisors and previously served on Governor Deal’s and Governor Purdue’s Council of Economic Advisors. For more than 25 years, Jeff’s written the “State of the Economy” column for Georgia Trend magazine. He has published over 300 applied and academic studies and is best known for his economic forecasts. Nationally, he is known for his estimates of the spending power of African-Americans, Latinos and Asian-Americans. Dr. Humphreys grew up in Athens, attended the University of Georgia, and currently lives in Tucker.

The Greater Hall Chamber joined Georgia’s effort to grow new business connections with South Korea as a delegation traveled this summer to meet with executives at the global headquarters of new and existing businesses. The delegation included representatives from Carroll Daniel Construction, Rochester DCCM, Lanier Technical College, Jackson EMC, Georgia Power, Turner, Wood & Smith Insurance and Wilheit Packaging. The week-long mission featured a Georgia Night in Seoul, hosted by Governor Brian and First Lady Marty Kemp, and meetings with existing Hall County industries in the Seoul area. The group toured CJ Foodville’s headquarters and their flagship bakery in Eumsung, Korea (similar to the facility being developed in the new Gainesville 8 Business Park). Several members of the group flew to Osaka, Japan for meetings with Kubota and Tatsumi. Kubota Manufacturing of America (KMA) opened its headquarters in Gainesville in 1989. In 2023, a 700,000 square foot, technology-driven manufacturing facility opened to manufacture mass produce front end loaders for all sizes of Kubota tractors. Kubota employs over 3,000 Georgians. Tatsumi Intermodal opened its Gainesville location in 2001 and offers both large scale and small temporary storage space to industries locally and across the globe and employs 100.

Carol Burrell, who has announced plans to retire as president and CEO of Northeast Georgia Health System (NGHS), was recently honored with a Lifetime Achievement Award from the Atlanta Business Chronicle Health Care Champion Awards. At the beginning of her 20 year tenure, there were 32 employed physicians. Today, she oversees a medical staff of over 1,400 and some 12,000 employees. Under Burrell’s leadership, NGHS has grown from one hospital in Hall County to a total of five hospitals across the region, including one of the state’s only Level I Trauma Centers. The system also now includes the sixth-largest multi-specialty physician group in the state (Northeast Georgia Physicians Group) and the state’s most forward-thinking heart and vascular program (Georgia Heart Institute), as well as one of Georgia’s largest graduate medical education programs. Ken Gossage, Director of Good News at Noon, announced the organization recently graduated five residents from their Transformational Life Program (TLP). The TLP was started in conjunction with the opening of the new facility and campus in December 2022 and offers participants the opportunity to get off the streets, stabilize and move toward healing, growth and a flourishing life. TLP is for single homeless men or women that desire to leave the homeless lifestyle and complete a rigorous, one-year program of change. Gainesville was awarded Tree City USA's Longest Active Growth Award for 32 years of supporting the program. Presented by the Arbor Day Foundation to participating Tree City USA communities, the growth award recognizes major milestones and annual activities in five categories that combine to build sustainable, long term community forestry programs. Recognizing green communities across America since 1976, Tree City USA is one of the Arbor Day Foundation’s oldest programs. Lancaster Music celebrates 75th Anniversary
Lancaster Music Company in Gainesville is celebrating 75 years of being family owned and operated. In 1949, Wendell and Mary Lancaster started a jewelry business in Downtown Gainesville. Because of Mary's love of music, they purchase an existing music business nearby. After 25 years, they sold it to their son, Joey Lancaster, who was only 19 and in college. The company moved to its present location on Pearl Nix Parkway in 1986. In 1995, during a public tour of the White House, Joey offered the use of pianos for upcoming events, and the first of many pianos were delivered to the White House for the Christmas tour, an annual delivery that continued for many years. Services were then added to Camp David where they had a new grand piano custom made for the chapel and the first grand piano to Laurel Lodge. Lancaster Music continues to provide a grand piano to Camp David. Lancaster Music provided a Yamaha keyboard for the Rolling Stones Bigger Bang Tour, which was also used in their Super Bowl Halftime Show performance. Emily Lancaster Waldrop is now the third generation to be the President and General Manager of Lancaster Music and recently traveled to Los Angeles to receive an award from the National Association of Music Merchants celebrating 75 years in business. lancastermusic.com

A New Veteran, founded by longtime Chamber volunteer Andrew Davenport, is a nonprofit dedicated to providing veterans with the knowledge and benefits of which they are entitled. Andrew wears many hats. As a combat veteran with the U.S. Army, he served his country with honor in Iraq in support of Operation Iraqi Freedom. Back home, he's a dedicated dad, cheering on his son's soccer and basketball games and offering endless support of his daughter's gymnastics feats. He's a pillar of the community, serving on the Greater Hall Chamber Board and volunteering behind the scenes and serving on various nonprofit boards. His calm demeanor and unwavering support make him a trusted confidante for both veterans navigating civilian life and others facing tough choices. He believes his service didn't end when he took off his uniform; it simply took a new form, one focused on building a stronger future for his family and his community. Andrew is a graduate of the Stand-To Veteran Leadership Program of the George W. Bush Presidential Center as well as a graduate of Leadership Hall County.
