ECONOMY FORWARD Task Force The Greater Hall Chamber established the ECONOMY FORWARD Task Force to assist the Gainesville-Hall County business community in returning to the economic vitality for which it is recognized. The Task Force engages stakeholders from all facets of the economy – Government, Education, Healthcare, Economic Development, Small Business, Construction, Industry, Finance, Hospitality – to move our ECONOMY FORWARD, with a set of Strategic Initiatives. • Communicate a positive message for all sectors of our economy via social media spotlights and continued training and information sessions to help businesses thrive in Gainesville-Hall County.
• Serve as the JOB resource for business and continue to be the “Go To” Source for companies that are hiring locally.
• Expand workforce development initiatives by encouraging employers to implement intern, apprenticeship and work-based learning programs. Address internet access for all. Work with daycare providers on opening to support workforce availability.
• Focus on small business by promotion of "Buy Local" urging spending locally. Promote small business on social media, traditional media and Chamber marketing and communication. Continue to educate businesses with informative seminars on PPP loans, CARES Act, Main Street Lending, and other important issues.
• Serve as a clearing house for Best Healthcare Practices for Business Reopening by being a source for PPE equipment. Work with Northeast Georgia Health System and other organizations to promote awareness and safety during the COVID-19 pandemic and business reopening.
• Strengthen government partnerships with our municipalities (Gainesville, Hall County, Oakwood, Flowery Branch, Lula) and work on processes to expedite building and development permits. Promote spending on infrastructure projects and communicate regularly with State and Federal government representatives.
• Expand the use of e-Commerce for the NEW normal in business.
• Encourage construction of new infrastructure, transportation and home building. Push publicprivate partnerships projects forward.

Though challenging, this year proved to have some bright spots for the Greater Hall Chamber. As we start a new year, and yes, I will be serving as your Chamber Board Chair for another term, I reflect on how our Chamber stood out during a health crisis and unprecedented challenging times.
The Chamber has served as the business community's "Go To" resource for COVID-19 information. Working with the Northeast Georgia Health System, conferences were held regularly to inform Chamber members and the public of safety protocols, trends, best practices and how, together, we could battle the storm. Through Zoom meetings, social media and other means, our physicians have provided first-hand knowledge and information on the pandemic. Helping members stay up-to-date on state and local guidelines and providing resources for PPE (Personal Protection Equipment) to reopen their business has been a top priority. The Chamber has been educating businesses on PPP loans, CARES Act, and other funds with regular updates through experts like Perry Barnett, CPA, RUSHTON, the UGA Small Business Development Center and others. COMMUNICATION with our Chamber members has been of utmost importance. Chamber staff has pledged
to speak with each member personally to see how their business is doing and to see how we may help. Supporting our small business remains a top priority as we move to reopen and re-establish Gainesville-Hall County as the best place in the state, nation, and yes, UNIVERSE to do business. We've had great participation in Small Business Seminars via Zoom with programs on marketing in a crisis, communicating with customers, and more. We recently launched a "Buy Local, Eat Local" campaign to prompt all to support our area restaurants and buy from local businesses. The Chamber works very hard to help our existing industry by providing tools for human resources and a new JOBS web page connecting job seekers to the over 40 employers that are hiring locally. The passage of the Infrastructure SPLOST in November 2019 and the Education SPLOST in June 2020 will benefit our community beyond measure. I want to thank the voters of Hall County for passage of ESPOLST and realizing the importance of the once cent sales tax in propelling the local economy. The recently established ECONOMY FORWARD Task Force has developed strategies for us to maintain our strong, diverse economy. The Greater Hall Chamber is now open for business, fully staffed and ready to help all businesses. Join us as we make Gainesville-Hall County AGAIN the best place in the world to do business.

Record dual-enrollments at UNG
High school juniors and seniors, including home-school students, have access to a number of opportunities for enhancing their high school curriculum and to earn college credit prior to their high school graduation through the state's dual-enrollment program. Imani Cabell, dual-enrollment coordinator at the University of North Georgia (UNG) announced a new record of students graduating from the program. In the 2018-19 academic year, 14 dual-enrolled students earned their associate degrees. This year, the number jumped to 20, marking a 42% increase. "We have a different level of motivation from students," said Cabell. "They are avid learners," she said. "And they are using the program toward their long-term education goals."

Cabell said while a majority of dual-enrolled students earn their bachelor's degrees at different institutions, UNG retains a higher number than other schools. Most higher education institutions in Georgia retain between 19% and 22% of their dual-enrolled students, but UNG has one of the largest rates in the state at nearly 37%. Cabell says the retention is due to ensuring students feel connected to campus and treating them like regular freshmen. They can join clubs and organizations and participate in intramural sports.Dual-enrollment students also have access to academic advisers on all five campuses. Mar-Jac Poultry and New Holland Knowledge Academy have been education partners for several years, and the company has graciously donated supplies for many school projects and events. This year New Holland set a goal to raise $20,000 for a playground project. Award to Georgia Powder Coating Georgia Powder Coating, based in Gainesville, was recognized in Product Finishing magazine’s “Top Shops Benchmarking Survey” for powder coating in 2020. The publication honors the top 50 most well-rounded companies in North America annually. WorkSource Georgia Mountains supports local industry apprenticeship
At the Hall County-based Georgia Poultry Laboratory Network (GPLN), testing requirements are carried out daily for the poultry industry. In the state-of-the-art facility, GPLN receives samples from live birds across the state and performs testing and evaluations under strict guidelines. The lab is filled with technical systems for water, gases, air, climate control, incineration, cryopreservation, refrigeration, sterilization, waste disposal and testing equipment including robotics. In 2019, John Groves, GPLN Facilities Director, engaged in a project to acquire the skills required to maintain this technology. An apprenticeship program in Industrial Maintenance was launched and supplemented with instruction at Lanier Apprentice James Maddox at Technical College (LTC). Apprentice James Maddox is now Georgia Poultry Laboratory Network completing the first year of a two-year program. He remains a full-time GPLN employee while engaging in on-the-job learning and taking courses at LTC. Upon completion, he will receive U.S. Department of Labor Certification in Industrial Maintenance and two Technical Certificates of Credit from LTC. James is on track to be proficient in what his employer needs, ensuring a win-win for both he and GPLN. PPG Oakwood Expansion
Alex George, PPG plant manager, announced the company is nearing completion of its expansion at their Oakwood facility, that has prompted the creation of 25 new jobs, with just over half of the positions left to be filled. PPG’s Oakwood facility employs approximately 85 people and manufactures and distributes wellknown architectural paint brands including GLIDDEN® paint and PPG PAINTS™ products. To mark National Manufacturing Day, organized by the National Association of Manufacturers (NAM), PPG often partners with students from Hall County Schools to promote labor opportunities, connect with future generations of manufacturers and ensure success of the manufacturing industry. Northeast Georgia Health System Medical Park 2 Now Open in Gainesville
Tourism Industry Report Gainesville City CVB and Lake Lanier CVB Over 100 people tuned in for the Chamber Issues Committee's Hospitality & Tourism webinar in June with Stacey Dickson, president, Lake Lanier Convention & Visitors Bureau, Robyn Lynch, director, Gainesville CVB, and Regina Dyer, manager, Gainesville CVB. Stacey Dickson reported that $950,000 in hotel/motel taxes (all paid by visitors) are collected annually, with $380,000 dedicated to destination marketing, in their service area – Hall County, Lanier Islands, Oakwood, Flowery Branch and Buford. The unemployment rate was 73% for those working in Hall County’s hospitality industry in April 2020 (height of the shutdown due to the COVID-19 pandemic) by far the worst-hit industry affected by the pandemic. She noted that while the U.S. economy was in the midst of a recession, the travel industry was in a depression. Dickson said, “The good news is that, as businesses have reopened, unemployment in the industry is more in the 25% range, so we are definitely rebounding." Because of Hall County's tangible outdoor assets – Lake Lanier, parks, golf courses, hiking trails, farmers markets (Jaemor) – even in the midst of the pandemic, Lake Lanier CVB's inquiries for information about travel have never been higher. Visitors to Hall County parks were up 500% in spring 2020, as compared to spring 2019. Gainesville-Hall County's newest healthcare destination – Medical Park 2 – is now open and home to Northeast Georgia Physicians Group Family Medicine, Internal Medicine, Surgical Associates and Pulmonology. Jeff Gill is a native of Bristol, Tennessee, and a journalism graduate from East Tennessee State University in Johnson City, TN. He worked at Bristol Herald Courier and Marietta Daily Journal before arriving at The Times in Gainesville in 1994. He held editing duties until 2000, when he switched back to reporting. Over the past two decades, Jeff has covered education, business, growth and development, government and transportation. He was won several awards over the years, including the Associated Press' Best Investigative Reporting in Georgia and is a two-time Georgia AP Story of the Year winner. Residential Beautification Awards Hall County Residential Beautification Award Recipients Guy & Annette Hinton at their home on Teal Landing Road in Gainesville. Five years ago, Guy and Annette moved to a North Hall subdivision where the previous owner, a well-known gardener, had planted numerous “character” and other exotic trees. The Hinton’s expanded the woodlands to create shade and deer proof gardens and continued planting unusual specimen trees. Today the home features numerous varieties of maple trees, a native weeping redbud and a 200 foot Bald Cypress. Red Shouldered hawks nest high in a huge oak and a water feature provides endless hours of entertainment for the birds and squirrels. The lawn also hosts flowers for every season, from many hundreds of Lentin roses to vintage bearded irises, calla lilies and showy lime light hydrangeas. Guy’s newest garden features ferns and several varieties of hostas. Gainesville City Award Recipient Shantha McDonald at her High Vista Pointe home in Gainesville. Shantha finds joy in her garden with flowers and fresh vegetables. Her 10 year old garden features perennials, flowering trees, herbs and annuals. She grows eggplants, peppers, tomatoes, and lettuce in large pots and says, "my garden is my antidote for stress and any distress of everyday life." Shantha's interest in gardening started from a very young age as "agriculture and gardening runs in my family's genes." She became a Master Gardener in 2010 and is President of the Hall County Master Gardener Association. She has enjoyed associating with other master gardeners, exchanging ideas, exchanging plants, and attending continuing education programs, noting that it is always a pleasure to learn from her peers. 14

The Lost Wall was originally painted in the 70’s on the Chamblee Building at the corner of Athens and Summit Streets in Gainesville. As the area later became a widened E.E. Butler Parkway, the building was torn down. The wall painting's purpose was to beautify the “entrance” into Gainesville, celebrate the nation’s bicentennial and represent our vibrant community. After extensive research, Karen Hawk, the original North Georgia College art student who designed the painting was found. A project of Vision 2030, a coming together of our community and a reproduction of the “red, yellow, black, and white” mural was painted on a 65 foot wall on the Midland Greenway in late June. vision2030.org

Good News at Noon Ministry
In 1987, following a 37-year career in education, Gene Beckstein sensed God leading him towards a new occupation: reaching out to those in need in his community. Along with his wife Margie, Gene placed a sign in their front yard inviting all who were hungry into their home for lunch. The word of their hospitality spread and, "Good News At Noon" was born. Today, hundreds are fed, clothed, housed, and ministered to each year. Good News at Noon, Hall County's oldest ministry to the homeless, is strategically located on Davis Street in Gainesville. Now led by Ken Gossage, director, and one other full-time staff person, Good News, pre-COVID-19, relied on an army of over 750 volunteers to Good News at Noon Director Ken Gossage carry on the ministry together. Good News and Denise Johnson, community coordinator, typically houses 20 men in their transitional prepare boxed lunches. shelter, serving about 100 meals each day (lunch & dinner), as well as providing showers, clothing and toiletries to the public. The ministry is funded soley by churches and donations. "The loss of over 95% of our volunteers due to the COVID-19 pandemic has been taxing," said Gossage. "We are starting to see some volunteers come back, but would much appreciate an appeal from the Chamber for local organizations to get involved at Good News at Noon in helping our homeless transition to a stable and healthy lifestyle." Census 2020: Shape Your Future The U.S. Constitution mandates that the Census population and housing count occur every 10 years. Census data guides how more than $675 billion of federal funding is distributed to states and communities each year to fund programs like Medicare and Medicaid, school lunches and health centers, and programs like WIC and SNAP. We all know people who benefit from these programs. Without claiming our share of federal funds, the cost of these critical services will be borne with state and local resources. Census data is needed to adjust political jurisdictions, and an undercount of our population could mean that we loose representation in the Georgia House of Representatives and the U.S. Congress. Hackers Holiday Highlights
A sold-out group of 116 players, scratch golfers and hackers, kicked off summer at the Chamber's Hackers Holiday Golf Tournament on June 19 at Legacy on Lanier Golf Club at Lanier Islands. Presented by OC Roofing Systems, the tournament included awards to the top team in three flights. The Carroll Daniel Construction Company Team was the1st place winner in the 1st Flight.
