For those residents who are interested in a fun and invigorating exercise program that involves sitting in a chair, please feel free to join us. Classes are held on Mondays, Wednesdays and Fridays from 10 am to 12 noon in the newly refurbished Activities Room (formerly called the Children's Room). Reunion Country Club Patriot Academy Boys and Girls Ages 8-12 $10 Per Child, Per Day Saturday's 10:00 AM to 11:00 AM April: 2, 16, 23 & 30 May: 14, 21 & 28 June: 11 & 25 The Patriots Academy is designed for a range of junior golfers who are fairly new to the game to those more experienced. As the academy progresses, juniors will be grouped and instructed according to their skill level. Instruction will include golf fundamentals, etiquette and the rules of golf. Information and instruction given will build each session, and juniors will have a solid foundation of the game of golf when they have completed this session. Reunion Country Club’s Junior Golf Camp is a great way to introduce your child to the game of golf, help them improve their skills or take their game to the next level. Participants enjoy an active group setting with a team of dedicated professionals who will teach them the game of golf in a fun filled atmosphere. Instruction includes: full swing, short game, putting and chipping. Lunch and mid-morning snacks will be provided daily*. Campers should bring personal water bottle and golf clubs. Golf clubs can be provided upon advance request.

The cost for the camp is $175 per camper for members or $200 per camper for non-members. This can be paid online or at registration the first day of camp.

EMPTY NESTERS KICK OFF THE NEW YEAR The Reunion Country Club Empty Nester group got together for their first event of the 2016 year on January 16th with their annual Soup, Salad and Game Night. The event was hosted by Rebecca Hagler and Bob Eichelburger and featured various soups and salads provided by members of the group. As usual, the food was outstanding and was enjoyed by all. After the members of the group had enjoyed their meal and had finished with their social period, Judy Gasnier took the floor as the activity director for the evening with her selection of games for group participation. New to the Empty Nester group was Judy’s game of “Who Dat Man”. Weeks before the planned event, Judy sent out requests to the Empty Nester group asking for items of information about the individual members that was not
common knowledge to their friends or fellow members. It might be a particular accomplishment they had performed in the past or any other interesting tidbit of information that was particular to them. It was then the challenge of the membership to guess which bits of information matched the various members of the group. For instance, who would have known that George Hasaka once played golf with Bill Clinton? “Who Dat Man” was then followed by a spirited round of charades in which tables of members competed against one another. The kickoff event of the new year was successful as everyone enjoyed good food, the usual good fellowship and a lot of laughs in the playing of the games provided. Many thanks to all who contributed to the evening.

Neighbor of the Year for 2015 CANNON & JANINE BERRONG Congratulations to Cannon and Janine Berrong as the 2015 Neighbor of the Year. A plaque with their names (along with the previous winners) will be on display in the Meeting House foyer. The Berrong’s although not long term residents, moved in and they immediately became involved in our community. Cannon has served on the Landscape Committee, and for the past two years was the chairperson. Janine took over the Welcome Duties for new residents, both for new and resale buyers.

Also, very significant, Cannon’s construction company met all the standards to become a valid contractor to bid on all jobs within our community. Cannon was able to procure the bids for renovations to the Meeting House and Reunion Hall, out bidding his competitors. As a result, he provided outstanding quality at a cost which saved our community several thousands of dollars. Being a resident, he made sure the quality of work surpassed the basic bid requirements. Simply put, we are most fortunate to have the Berrong’s as residents and friends in the Reunion Community.

Neighborhood Watch ... KILL YOUR SPEED – NOT OUR KIDS Earlier this year, someone driving above the speed limit, hit and killed a Reunion resident’s dog. Yes, it was unfortunate and unexpected that the dog strayed into the street, but if the vehicle had been traveling slower this death might have been prevented. While this event is unfortunate and certainly traumatic, please imagine the grief and outrage if a child was hit, injured, or killed. Typically residents don’t like to admit they are the problem and find it easier to blame the community’s speeding problem on non-residents, no speed humps, no entrance gates, etc. In reality the most viable solution is to look in the mirror. The person looking back is probably guilty of speeding in the community at one time or another – late for work, need to get the kids to school, get home after a hard day at work, football game is on, etc. These are excuses but not reasons. The only viable solution to our speeding problem is for every Reunion resident to decide to support the required changes in attitude, behavior, and priority. Unfortunately, a substantial change of behavior by a significant number of Reunion residents has not happened and this unfortunate incident with the loss of life occurred. To prevent future incidents, we again ask that everyone make a personal decision to:

1. Never drive above the 25 mph speed limit in Reunion 2. Demand that every driver in your household drive no faster than 25 mph on any Reunion street 3. Be vigilant and when you witness speeding try to get as much information as you can about the vehicle: a. License plate number b. Make and Model c. Color d. Dents, scratches, etc. 4. Make note of the date and time plus any information about the driver and passengers 5. IMMEDIATELY report any speeding incident to the Hall County Sheriff’s Office a. Collision, Accident, Injury, etc. – 911 b. Speeding only – Dispatch at 770-5368812 6. THEN: a. Call your Block Captain b. Send an Email to reunionwatch@gmail. com c. Neighborhood Watch SPEED PREVENTION IN REUNION FEASIBILITY OF AVAILABLE OPTIONS* Reunion residents, in response to the ongoing problem of excessive speed by drivers on the community’s roadways, continue to suggest options to reduce or eliminate the problem. This document attempts to assess the feasibility of each.
speed-up between humps to make up for “lost time”. Other objections to speed humps include increased wear and tear on vehicles and decreased response times for emergency vehicles.
SPEED HUMPS
Hall County has three (3) Evaluation Criteria in their Multi-Way Stop Program. Criteria #3 is identical to the Speed Hump Criteria #12 previously stated. The level of excess speed determined in the Comprehensive Engineering Studies does not meet Criteria #3 for the installation of Multi-Way Stop signs.
Hall County has thirteen (13) Evaluation Criteria in their Speed Hump Program. Number 12 states: “The measured 85th percentile speed shall be greater than ten (10) miles per hour (mph) above the posted speed limit.” Comprehensive Engineering studies were conducted by the Hall County Traffic Engineering Division in 2007, 2010 and 2012 to determine Reunion’s eligibility for the installation of multi-way stop signs and speed humps. While there was a 24% increase in traffic volume, 2012 Vs 2010, the average speed in 2012 was 4-5 mph over the 25 mph posted limit (virtually identical to the average speed in the 2010 study). This level of excess speed does not meet criteria #12 for the installation of speed humps. It should be noted that if speed humps are installed on Grand Reunion, the roadway would be removed from the Georgia State Radar Permitted List and Hall County Sheriffs’ Deputies and local law enforcement officers could no longer use radar to enforce the speed limit. It should also be noted that Hall County receives monies from the State of Georgia for local roadway resurfacing; however, roadways with speed humps (and multi-way stop signs [see following Section]) are exempt because the State does not consider them as official traffic control devices. Thus all future resurfacing needs would require 100% funding from Hall County. While not impossible, it usually increases the wait time significantly which could create a situation whereby one or more Reunion roadways could require maintenance, e.g. resurfacing, pot hole repair, etc. for extended time periods. Statistics for the effectiveness of speed humps (and multi-way stop signs) are not entirely supportive of the opinion that they slow down speeders. While drivers do slow down approaching a speed hump, they tend to 30

ENTRANCE GATES
The following sections of the Declaration of Protective Covenants for Reunion would be relevant to the placement of gates at the Reunion entrances: Page 34, Article XIII. Golf Course, Section 4. Rights of Access and Parking: There is hereby established for the benefit of the Golf Course a right and nonexclusive easement of access … over all roadways located within the Community reasonably necessary to travel between the entrance to the Community and the entrance to the Golf Course … Page 36, Article XIV, General Provisions, Section 4. Amendment: This Declaration may be amended unilaterally at any time and from time to time by Declarant … In addition to the above, this Declaration may be amended upon the affirmative vote or written consent of Owners of at least two-thirds (2/3) of the Lots … No amendment to Article XIII, and no amendment to or in derogation of any other provisions of this Declaration benefiting the Golf Course, may be made without the prior written approval of the owner of the Golf Course In addition, the zoning for Reunion would need to be amended by the Hall County Planning and Zoning Commission. The Hall County Traffic Engineering Division would need to approve the design plans for the gated entrances and the Hall County Board of Commissioners and Public Works Department would have to agree to abandon the roads and right-of-ways. All roadways within Reunion would thus become the property of Reunion Country Club and the Reunion

Community NEWS HOA would be responsible for their maintenance. The Reunion HOA would also be responsible for the cost to install the entrance gates as well as all maintenance expense.
RADAR SPEED LIMIT SIGNS
PATROLS BY HALL COUNTY SHERIFF’S DEPUTIES AND GEORGIA STATE PATROL OFFICERS
Only devices certified by the Federal Highway Administration (FHWA) for use within public rightof-ways could be placed on Reunion roadways. Reunion Country Club would need to apply for, and receive, an approved permit from the Hall County Traffic Engineering Division for placement of these in Reunion. The Reunion HOA would be responsible for the purchase costs plus the cost of installation and maintenance. The cost is $3,000 to $5,000 for each sign and reported vandalism rates in communities have been high.
Georgia State Patrol Officers can use radar on any roadway in the State of Georgia; however, County and Local law enforcement officers can only use radar on roadways certified by the State of Georgia. Grand Reunion Dr is the only roadway in Reunion so certified. Therefore Georgia State Patrol Officers can run radar anywhere in Reunion while Hall County Sheriffs’ Deputies and local law enforcement officers can only run radar on Grand Reunion. Both Hall County Sheriffs’ Deputies and Georgia State Patrol Officers patrol in Reunion; however, their personnel are instructed to patrol in Reunion only when they do not have other pending duties. Most Hall County patrol vehicles are not equipped with radar units, but people tend to “slow-down” when they see a marked patrol vehicle so having a radar unit usually does not yield a great number of citations; yet, Georgia State Patrol Officers and Hall County Sheriffs’ Deputies have issued both warnings and citations in Reunion.
SPEED TRAILER
Speed trailers show each driver his/her speed as the trailer is approached. A request can be made for placement in a problem area; however, Hall County has one trailer for the entire county. It therefore can only remain at a location for a few days. The Hall County speed trailer does not record the speed or identity of the vehicle. It has been placed in Reunion multiple times.
SPEED LIMIT SIGNS
Radar speed limit signs (also called “driver feedback signs”) detect and display drivers’ velocity and provide active feedback making drivers aware of their speed.
SPEED LIMIT PAINTED ON ROADWAY Drivers often ignore Speed Limit signs, but painting the Speed Limit (“25 MPH”) on the asphalt of the Reunion roadways may be effective because drivers are almost always looking at the road surface while driving. Hall County Traffic Engineering does not paint speed limit markings on the roadway surface. ***** The Neighborhood Watch Committee is always interested in suggestions and input from Reunion residents. The number and placement of Speed Limit Signs within Reunion is in accordance with Hall County Regulations for residential neighborhoods; however, the Hall County Traffic Engineering Division plans to review the status of Grand Reunion to determine if additional Signs are warranted. At the same time they will review Cedar Springs, Hickory Branch, and Park Bench to determine the placement of Speed Limit signs.
