A Message from the Board of Directors
Your HOA Board has been very active in pursuing a solution to the silt clogging all the lakes in our community. Our primary focus for pending legal action remains Lake 3 behind the lower tennis courts, but any solution for Lake 3 will influence the turnover of Lakes 2 and 4 (still owned by Newland), and Lake 1 by extension. We conducted a Town Hall Meeting at the Venue July 19, to explain the silt issue and answer questions, but there were only 100 residents in attendance (approximately) and 187 attending via Zoom. The numbers were disappointing, but it's a start. We need 75% of all residents to agree to allow the Board to file suit or we lose any leverage against Newland Properties and Strack, Inc. As of Friday July 30th, we had 520 signed or electronic affirmative votes which is 31.5% of all residents. This is WAY fewer than we had hoped for at this point, but we are starting a Get Out the Vote Committee to go door-to-door if necessary to collect votes. What can you do to help? Volunteer to work on the Get Out the Vote Committee! Talk to your friends and neighbors and ask if they have submitted their vote, and if they have not, strongly encourage them to do so.

Take a form to them, ask them to complete it, and you return it to the clubhouse if necessary. This is the most important issue our community has faced, and we need everyone to participate in some way. The bottom line is that our lakes are an asset to the community, but all HOA members are ultimately responsible for their management and maintenance. If we fail in our efforts to hold the developers responsible for their actions because we couldn't get enough votes to move forward, the financial burden for dredging the silt from our lakes will fall on all of us. The last estimate we had for dredging Lake 3 alone was $850,000, and the costs will continue to climb! In other efforts, the Board contracted with OLM, Inc to develop and manage our Landscape Contract RFP process. This is the HOA's largest vendor contract, and the decision was postponed due to some confusion among the bids, the changeover to the new board, a new property manager and the fact that the transition would be during the busiest time of the year for landscaping. The Landscape Committee has received new bids and will be interviewing vendors the first week of August. Our objective is to have a new contract in place for this fall.

TOP WAYS TO BE A CONSIDERATE NEIGHBOR 1. Maintain your yard. No reasonable person (at least nobody outside a covenantcontrolled HOA) expects every yard to be worthy of a magazine cover, but during the summer especially, your neighbors rightly expect you to mow regularly and do your part to minimize weeds. Please be sure to add pine straw or mulch around your street tree. Also offer to water neighbors' plants while they are away. Hopefully they will reciprocate the offer. 2. Control your pets and pick up after them. Let Fido get some fresh air during the summer in a securely fenced yard. Also invest in some obedience training so he doesn't just bark all day while you are at work. There is a leash law in Hall County. Also, pick up after your pet even in your own yard. No one wants to smell the aroma coming from your yard on a hot summer day. 3. Let kids be (good) kids. Let the kids play outside during daylight hours and introduce them to the neighbors, both for courtesy and safety. Don't let them play in neighbors' yards without permission, and teach them that yelling is generally inappropriate and unnecessary especially if they are playing outside early in the morning or later in the evening. 4. Don't smoke out the neighbors. Talk to the neighbors and pay attention to the prevailing winds before lighting a bonfire or starting a backyard cigar-ofthe-month club. 5. Turn down the music. Try to keep your tunes from drifting beyond your property lines. Go out to the street and check if you can hear the stereo or garage band. If you are hosting a party, invite your neighbors (or at least warn them and give them your phone number to complain about noise). Please also be sure to follow the County noise ordinances. It's best to follow the golden rule and keep noise from disturbing neighbors. 8
6. Be a considerate driver: Don't creep through the neighborhood at five miles per hour. You'll look like a stalker. Don't speed through neighborhood streets or ignore stop signs. More kids, pets and pedestrians are out in the summer, and it's all too easy to slip into autopilot mode in your own neighborhood and forget to watch for these hazards. Know and respect the speed limit, and always check the driveway, sidewalk and street carefully before pulling a vehicle out of the driveway. 7. Be a considerate parker. Park your vehicles in your garage or in your driveway. You should never park vehicles in the street where they block a neighbor’s driveway. They should not have to perform automotive acrobatics to get out of their driveway. Parking in the street also can obstruct other vehicles especially if someone is parked on both sides of the street. Parking in the street can also make it difficult to see children that may be running across the street to a friend’s house. Do not park on the street overnight or for long periods of time. Do not park in cut through or turn lane areas. 8. Take out the trash. Don't take out the trash two days early "just in case you forget." And don't leave out the trash if it doesn't get picked up for some reason. Contact Red Oak if they fail to pick up your trash on the specified day. Take out the trash the morning of your trash pickup to avoid attracting bugs and vermin. Store your trash can out of sight after your trash has been picked up. Storing your can on the side of your home is not acceptable if it can been seen by your neighbors or from the street. These are just a few ways that you can be a good neighbor and help to create a more harmonious community.

Sterling on the Lake Tennis and Pickball In response to the growing interest in pickleball in SOTL, the Tennis Committee has been renamed the Tennis and Pickleball Committee. Representatives from the pickleball community have been added as new members of the Committee to represent that group of players. The purpose of the Tennis and Pickleball Committee continues to be the support and facilitation of court sports for residents of all ages and playing levels. Facilities Updates - Shades have been installed in the seating area at the pavilion by Court 1 and Court 4. These should help block the wind and sun for spectators and at the food counters, which have been problems particularly during league matches. Many requests have been made from residents for the installation of LED Court lights. We agree that the current lights are not optimum for night play and many communities are transitioning to LED lights. We have submitted a proposal to the Board of Directors for replacement of the existing lights with LED Court lights - either all at once or a phasing in on separate court clusters over time. They are currently reviewing the proposal and assessing its feasibility in the overall Association budget.

Outdoor Modification Requests Most projects that are performed to a home or lot require prior approval from the Association. Please plan accordingly for all projects, including holiday and birthday gifts. Failure to receive prior approval may result in unauthorized modification fines. The Design Review process is outlined below: 1. DRC meetings to review applications are scheduled every 2 weeks. 2. Modification Application – can be found under the documents tab on www.sterling-life.com 3. Supporting Documentation – ensure all required documentation, including but not limited to, paint samples, roof shingles, plat/survey site, materials lists, renderings, etc., are included with your application. Failure to provide the required documentation may result in delays in the processing time. 4. Review Fee – there is a $75.00 review fee for most projects. Please confirm with the checklist if there are additional fees required. All fees must be paid prior to starting the review process. Fees are payable via check or money order. 5. All documentation (2 copies) and the review fee check must be received the Friday prior to the meeting date. All dates are subject to change.
