REFLECTING ON ONE HUNDRED
Sesquicentennial of the American West Virginia’s Path toward Statehood Contributed by Kyle F. Wichtendahl The Floor of the Wheeling Convention from Harper's Weekly, July 6, 1861
T
he Civil War marked the explosion of long-standing geographic divisions, not only for the nation, but within the state of Virginia. In the decades preceding the war, growing cultural differences left northwestern Virginia, on the Ohio and Pennsylvania borders, feeling disaffected with the remainder of the state. While slavery surged in the Virginia piedmont, the mountainous region of the northwest was ill-suited to slave-based agriculture. Trade in the west was more closely tied with neighbors in Ohio and other westerners than with fellow Virginians near the Atlantic coast. This created a

cultural divide, as well as conflicting economic and political interests, between the two regions. Many westerners resented a government in Richmond which geographically remote, dominated by the eastern counties, and spent the majority of its funds on internal improvements and other projects in the eastern portion of the state. Following the firing on Fort Sumter and a call by President Abraham Lincoln for 300,000 troops to suppress the rebellion, a Virginia convention passed an ordinance of secession to withdraw from the Union. Although delegates from northwestern Virginia overwhelmingly opposed secession the ordinance easily passed without their support. Refusing to accept secession, delegates from 25 northwestern counties met in convention at Wheeling, [West] Virginia on May 13th and again on June 11th. The convention declared that Virginia’s secession was invalid, and therefore, the pro-secession government in Richmond was also invalid. The Wheeling Convention declared itself the only legitimate representatives of the government of Virginia and began reorganizing a state government loyal to the United States, selecting Francis H. Pierpont as its governor. The Federal Government recognized the Wheeling government as the legitimate government of Virginia. In July, John Carlile and Waitman Willey, appointed by the Wheeling government, were seated to represent Virginia in the U.S. Senate. In the summer of 1861, the unionist government in Wheeling began the process to form a new state in northwestern Virginia, initially to be called “Kanawha,” but changed to “West Virginia.” A popular referendum for West Virginia statehood was held in October and passed by an overwhelming margin, though the election was not without controversy. The votes for several counties in southern West Virginia were actually held among unionist refugees near Wheeling rather than in the counties themselves. In other counties, elections were enforced by Federal troops. Many pro-Southern residents were unable to vote against statehood because they were away fighting in the Confederate Army. A constitutional convention was held from November through February 1862 and a state constitution for West Virginia was ratified on April 11th. According to the U. S. Constitution, in order for a new state to be created from the territory of an existing state, it must

obtain the consent of the existing state’s government as well as the Federal Government. Because the Wheeling government was recognized as the legitimate government of the state of Virginia, the unionist legislature in Wheeling was able to give the needed consent on May 13, 1862. One hundred fifty years ago this month, in June 1862, the Federal Government began the process of admitting West Virginia into the Union as an independent state. On June 26th, Senator Benjamin Wade of Ohio, chairman of the Committee on Territories, moved to take up the bill to admit West Virginia. The bill passed the Senate on July and the House of Representatives on December 10th, and was signed by the President on December 31st. West Virginia’s admittance as a state was contingent on its abolition of slavery, as the Republican-controlled Congress would not permit the admittance of a new slave state to the Union. On June 20, 1863, West Virginia officially became the 35th state in the Union. When the war ended in 1865, many Confederate veterans from western Virginia returned to find that they had lost not only the war, but also their status as Virginians. JU NE 2012

erkeley Springs, a fountainhead of warm mineral waters frequented by Native Americans long before Europeans arrived in the New World, are at the heart of a mountain spa community in West Virginia’s Eastern Panhandle. First noted as Medicine Springs in 1747 on a map drawn by Thomas Jefferson’s father, the waters for many centuries have drawn visitors seeking health and relief from the stress of everyday life. In 1776, George Washington’s family and friends drew up a plat of 134 lots, named the streets, and incorporated The Town of Bath, invoking the muses of the renowned English spa. Yet the magic of the springs prevailed, and the town and surrounding area are known by their name – Berkeley Springs. The waters flow at a constant 74°F from the base of Warm Springs Ridge. You may still drink freely and fill your jugs at Lord Fairfax’s public tap, and wade in the ancient stone pools in the nation’s smallest state park. The town has endured cycles of notoriety, fashion, war and modern progress, but remains the Country’s First Spa, a quiet, friendly haven surrounded by West Virginia’s splendid outdoors. ß

H
edgesville is located in Skinner’s Gap on North Mountain, where the original Warm Springs Road (now WV9) passed through from Alexandria, Virginia to Bath (Berkeley Springs). An abundant spring drew the first settler and today serves as Town Spring marked by a protective structure. The spring is reportedly never affected by drought and the water is a persistent 57 degrees. In 1738, the Hedges family began to acquire land just east of the gap. During the French and Indian War in the 1750s, George Washington supervised the construction of a stockade fort in the gap called Fort Hedges. It was one of a string of forts constructed for protection against the French and their Indian allies.
