Lake Gordon & Koon Lake Located E of U.S. 200 S of Bedford in the Centerville area. A real mecca for fishermen. Espy House Built in 1771, served as Washington’s Headquarters in the fall of 1794 during the Whiskey Rebellion. The only remaining building in existence on its original site, occupied by Gen. Arthur St. Clair, President of the Continental Congress & first Governor of the Northwest Territory. Anderson House 137 Pitt St., Bedford. Built in 1814 by Dr. John Anderson, a portion was used for his office & in 1815, converted one-half of the house into a bank, whose original vault can still be viewed. Red Bridge The covered bridge just south of Mercersburg on Rt. 416 was built in 1883 and is still in daily use. Mercersburg Home of the famed Mercersburg Academy, a private school whose campus is home to the log cabin birthplace of James Buchanan, the only native Pennsylvanian to become President of the United States.

Cowans Gap State Park Located 9 mi. NE of McConnellsburg. Over 1,300 acres includes a 42-acre lake for swimming, fishing, and boating, 232 campsites, 10 rental cabins, and scores of private cabins. Robert Kennedy Memorial Presbyterian Church Organized in 1741 at Welsh Run, SE of Mercers-burg on Rt. 416, one of the oldest churches in the Cumberland Valley. Greencastle Established in 1782, historical events include President Washington’s visit during the Whiskey Rebellion, and John Brown’s stay while working on plans for the Harpers Ferry Raid. Firemen’s Display Greencastle. The Rescue Hose Company displays the nation’s oldest workable fire engine built in 1741 and other early firefighting equipment. The Johnston Home Greencastle. Built in the late 1700’s by Dr. Robert Johnston, Surgeon-General during the Revolution. George Washington slept here during a visit at the time of the Whiskey Rebellion. Mason-Dixon Crown-Stone Marker Located S of Greencastle. Charles Mason and Jeremiah Dixon surveyed and marked the line between Md. and Pa. in 1765, placing stone markers at one-mile intervals, with every fifth mile marked by a Crown-Stone. This 105th milestone, is one of the few remaining left. Enoch Brown Park Just N of Greencastle. Massacre site of Enoch Brown, pioneer schoolteacher, and his ten pupils during the uprising of the Pontiac Indians in 1764. Martin’s Mill Covered Bridge Greencastle. One mi. W of Greencastle. The original bridge, built in 1849, crosses the Conococheague Creek. The bridge is 205 ft. long and approx. 28 ft. wide. Brown’s Mill Graveyard Near Greencastle. Monument built to the memory of Revolutionary War heroes pays tribute to the men who fought for independence. Corporal Rihl Monument Greencastle. Corporal William Rihl of the First New York Cavalry was the first union soldier killed on Free Soil in the Civil War, June 22, 1863. Brown’s Mill School Just N of Greencastle, E of U.S. 11. A complete furnished example of a country schoolhouse. Waynesboro Dates back to 1749. Located nearby is the SnowHill Nunnery with the cloistered buildings intact as they were used by the 7th-Day Baptists. Toll Gate House 323 E. Main St. Waynesboro. Built between 1844 and 1853. Now serves as the office for the Franklin County Chapter of the American Red Cross. A.T.H. & L. Museum S. Potomac St., Waynesboro. Happy 150th Birthday, West Virginia! THE ROAD TO WEST VIRGINIA STATEHOOD
B
eing a child of the Civil War, West Virginia’s road to statehood is unique. Tension between western and eastern Virginia can be traced to at least 1776 when the Virginia Constitution granted voting rights only to white males owning at least 25 acres of improved land. This qualification favored the eastern portion of the state. Also, the Virginia Constitution allowed 2 delegates per county, regardless of population. The western part of the state only had a few counties that were very large geographically, so representation in the House of Delegates favored eastern Virginia as well. Attempts to have western Virginia’s concerns addressed were merely temporary fixes. Conventions were held in Staunton in 1816 and 1825 and in Richmond in 1829 and 1850 to attempt to resolve the differences. The Virginia Constitution was amended in 1830 and 1851. While more white men were granted the right to vote and the western regions were given greater representation, along with more infrastructure improvement projects, these issues continued to divide the state. The catalyst that led to the final break between western and eastern Virginia occurred in 1860 with the election of Abraham Lincoln. States in the Deep South were convinced Lincoln would abolish slavery and they decided to secede from the Union. A majority of Virginia delegates initially supported staying in the Union until the attack on Fort Sumter 24 MARCH 2013
and Lincoln’s call for the states to furnish volunteers to put down the rebellion. These actions changed many people’s minds. On April 17, 1861, the Virginia state convention approved an Ordinance of Secession that voters would later approve. Many delegates from western Virginia were against secession. They met in Wheeling to discuss forming a government that would stay in the Union. Since the election for the Ordinance had not yet taken place, the western delegates resolved to return to their home areas and work to defeat it. When their efforts were unsuccessful, these pro-Union men returned to Wheeling in June, 1861. With the Union army in control of northwestern Virginia, these delegates formed the Restored, or Reorganized, government of Virginia. The Reorganized Government elected Francis H. Pierpont as governor. Others took seats representing Virginia in the U.S. House and Senate. By allowing these men their seats in Congress, the federal government recognized the Reorganized Government of Virginia as legitimate. In August, 1861, the Reorganized Government approved the creation of the state of Kanawha from 39 western counties. This was an important step since the U.S. Constitution requires that if a new state is formed from an existing state, the existing state must approve the formation of the new state. Voters in the 39 counties approved formation of this new state. THE VALLEY REVUE

of the American Civil War In November, 1861, a Constitutional Convention began in Wheeling. The convention changed the name of the new state to West Virginia. The boundaries for the state included the 39 original counties plus five additional counties and recognized seven more counties could join if their voters approved. Slavery was debated at the convention, however the constitution presented to the voters stated only that no slaves should be brought into the state or free persons of color be allowed to move into the state. After much deliberation regarding the constitutionality of the new state and its future stance on slavery, the U.S. Senate
approved the measure in July, 1862 with the Willey Amendment that called for gradual emancipation of slaves. The House of Representatives approved the bill for statehood, with the amendment, in December of 1862 and President Lincoln signed it on December 31, 1862. The Constitutional Convention quickly reconvened and approved the Willey Amendment. Voters approved the new constitution with the amendment added in March, 1863. Elections were held for governor and other offices in May of 1863, West Virginia officially became a state on June 20, 1863. For more, visit www.civilwar150.wv.gov
EARLY WEST VIRGINIA LEADERS Francis Pierpont is widely considered the founder of West Virginia. A successful attorney and businessman, Pierpont was strongly against secession of Virginia from the Union. He was a representative to the First and Second Wheeling Conventions in 1861. On June 20, 1861, Pierpont was elected as governor of the Reorganized State of Virginia, which claimed to be the official government for Virginia since the capitol in Richmond was in illegal rebellion. This reorganized government, with Pierpont in the lead, authorized the western counties to break away and form an independent state. After West Virginia became a state, Pierpont and the Reorganized State of Virginia moved to Alexandria, VA, where they would remain until the end of the war. Pierpont would go onto Richmond after the war to lead the civil government until General John Schofield was appointed the military governor of the state in 1867. Arthur Boreman was the president of the Second Wheeling Convention of 1861 and became the first Governor of West Virginia. Boreman started in politics in 1855 as a delegate to the Virginia General Assembly from Parkersburg. With West Virginia set to become a state in June 1863, Boreman was elected governor in May and would hold this office until 1869 when he resigned to become a U.S. Senator. Among Boreman’s

accomplishments were establishing a public school system for the state and creating West Virginia University in 1867. John Carlile, from Clarksburg, served in the Virginia Senate from 1847 to 1851. Later he would serve in the Congress from 1855 to 1857 and from March to July in 1861. He bitterly opposed secession as a delegate to the secession convention in early 1861. Carlile served in both Wheeling Conventions and was elected as the U.S. Senator for the Reorganized State of Virginia. His political career was ruined when he sponsored a bill that, if passed, would have required a new constitutional convention and the addition of 15 counties that had not previously been considered. With the southern sympathies in many southern and eastern counties and requiring that the statehood process begin again from scratch, many who supported West Virginia statehood thought this bill would fail. Carlile then opposed the bill for statehood with the Willey Amendment, which called for the gradual emancipation of slaves. His opposition was rooted in his belief that Congress should not impose requirements on the new state before allowing it into the Union. Despite calls to have him impeached, Carlile served in the Senate until March of 1865. After the war, President Grant nominated Carlile as an ambassador to Sweden, but the U.S. Senate refused to confirm him. MARCH 2013

erkeley Springs, a fountainhead of warm mineral waters frequented by Native Americans long before Europeans arrived in the New World, are at the heart of a mountain spa community in West Virginia’s Eastern Panhandle. ART AND EARTH EXHIBIT The Berkeley Arts Council and The Redbrick Gallery in Martinsburg, West Virginia announce the Third Annual Art and Earth Juried Exhibit in Martinsburg. The exhibit, which will be produced by the Berkeley Arts Council, will have the theme “Art and Earth: My Art – My World” and reflects the artist’s view of nature and the environment. The exhibit will be on display at the Redbrick Gallery, 404 West King Street, Martinsburg, West Virginia from April 21 – May 11, 2013.

edgesville is located in Skinner’s Gap on North Mountain, where the original Warm Springs Road (now WV9) passed through from Alexandria, Virginia to Bath (Berkeley Springs). An abundant spring drew the first settler and today serves as Town Spring marked by a protective structure. The spring is reportedly never affected by drought and the water is a consistent 57 degrees. In 1738, the Hedges family began to acquire land just east of the gap. During the French and Indian War in the 1750’s, George Washington supervised the construction of a stockade fort in the gap called Fort Hedges. It was one of a string of forts constructed for protection against the French and their Indian allies. The town was laid out in 1832 and established as Hedgesville by the Virginia General Assembly in 1836.
