There are some hopeful signs that New Hampshire’s real estate market may improve ever so slightly in 2025.
No one is predicting dramatic real-estate market changes in the coming year, due largely to the long-standing problems of not enough homes for sale across the state and not enough new homes being built.
But industry leaders and market-watchers say they’re nonetheless encouraged by data showing that home sales and new listings actually increased statewide in 2024 – and most signs point to that trend continuing into 2025.
Meanwhile, those same experts also say they’re hopeful a new Republican governor, Kelly Ayotte, and an expanded GOP majority in the Legislature can work together to more aggressively address the lack of housing construction in New Hampshire.
And the prospect of further Federal Reserve interest-rate cuts later this year, on top of last year’s rate cuts, could further help the state’s real estate market, officials say.
“New Hampshire is in pretty good shape,” said Adam Dow, chief executive of the Dow Group at Keller Williams in Wolfeboro.
“Things started picking up late last year. Business seems faster now than it did this time last year, much faster.”
Not everyone agrees.
“Sadly, I don’t see a lot of change – not with inventory still so low,” said Susan Bradley, associate broker at Coldwell Banker Realty in Gilford. “The lack of inventory is still the big problem.”
From closed sales to interest rates to new leaders in Concord, following are some of the trends and issues industry officials expect to see in the coming year.
Sales and Listings
According to the New Hampshire Association of Realtors, there was a welcome increase in home listings in 2024, after a long period of
falling deal counts and homes on the market. New listings were also up last year, by 7.5 percent, to 14,548.
Closed single-family sales were up down 5.48 percent through Nov. 30 compared to 2023, according to the most recent data from The Warren Group, publisher of The Registry Review.
And no surprise at all due to the huge home supply-and-demand imbalance in New Hampshire: The median single-family home price continued to climb last year, by 10.68 percent, to $487,000, The Warren Group reported.

Real estate records are organized alphabetically by registry, then town, then by street name.
The amount appearing on the same line as the street address is the purchase price from the deed. We print “No Amt Given” when the amount did not appear on the document we review. “No Street Given” appears in place of the street address when it was not available.
The volume, page of the deed and filing date appear for all sales.
The mortgage lender and the amount of the mortgage used to purchase the property are shown.
Any second mortgage (Mtg2) filed at the same time as the deed will also appear here.
In communities where we have a file of all properties from the assessor’s office, we provide additional property details when available. This is done by exactly matching the address and seller name from the new sales record with the address and owner name found in the property file. No descriptive data appears whenever there is any doubt that the two records are the same property.
The “Use” is based on the code the assessor assigns to each building on a parcel. Whenever there is more than one use code or more than one building on a parcel, we flag these as “Multi-use” and “Multi-bldg” respectively.
These deeds transfer title to the lender after the mortgage is foreclosed (unless there is a higher bidder at the auction.) The amount in these transactions is usually the amount of the outstanding mortgage that was foreclosed.

After Death or Divorce, What Happens to the House?

When a family member passes away, their loved ones sometimes become homeowners unexpectedly. If the inherited house was owned free and clear, with no encumbrances, the heirs can do with the place what they want. Typically, they sell it, but sometimes they move in and make it their own.
It becomes complicated, though, if there’s a mortgage on the property. And while it can take time to decide what to do with a house in such cases, the owner’s heirs should act quickly to make sure the monthly payments don’t skip a beat. Otherwise, the property could end up in foreclosure.
The same applies for anyone who ends up with a house after a divorce, or for domestic abuse victims whose abusers are ordered out of the house.
In all of these instances, there’s a lot you’ll need to know: the amount of the mortgage payments; where to send them; the loan’s terms, including the interest rate; and the number of payments remaining. You’ll need to know your rights.
Unfortunately, according to a new report from the Consumer Financial Protection Bureau, help from the loan servicer – the company hired by the lender to collect payments and pay your taxes and insurance – isn’t always forthcoming in such situations.
Loan Servicer Supposed to Help –But May Not
The report said some heirs face “significant challenges” when dealing with loan servicers, including months-long delays and strong-arm pressure tactics about refinancing the mortgage.
There are laws against this type of bad behavior. Federal rules and mortgage program guidelines require servicers to help successor-owners obtain the information they need to manage the existing mortgage and, if the new owner chooses, to assume the loan. Servicers are compelled to let you know what documents are needed to prove your ownership interest, and to process your requests in a timely manner.
But the CFPB has fielded enough complaints that it has seen fit to remind investors and servicers that they must comply with all applicable laws and rules.
According to the agency, people report being told they must refi rather than being offered options for managing the current mortgage. These folks describe “significant stress” at the prospect of taking on unexpected debt at a time when they are still grieving.
In one complaint, a Virginia woman who lost her husband said she had been trying to take over their joint mortgage so she and her children could remain in their familiar home. She said she supplied the required documents, “often multiple times,” but when she called for updates, she was given “inconsistent explanations for deficiencies.”
Then, she told the CFPB, the company tried “to strong-arm me into refinancing the mortgage.”
Many heirs also wait excessively long times for servicers to process their requests, the report said. Some complain that servicers repeatedly re quest the same documentation or fail to respond to inquiries. And when delays occur, they report incurring legal fees and becoming delinquent on the loan.
A Missouri heir told the CFPB that for 156 days after her husband passed, she had tried to assume their mortgage. The servicer acknowl edged her request but said it does not “have a program to remove a name from the loan. ... In order to remove a party from the loan, the loan
would have to be refinanced,” the servicer said. In some cases, servicers are refusing to release the original borrower from liability, even though that person is either dead or no longer resides in the house.
Some Servicers Push Costly Refis
Many successors report being told they cannot assume the loan, even when they demonstrate their ability and willingness to pay it. They describe “showing months or years of making ontime loan payments from their bank accounts, high credit scores, good income and lengthy employment histories and still being steered to a costly refinance instead of having their assumption promptly processed.”

Domestic violence survivors also report that servicers continue sending account information to their abusers and require their consent for account changes, potentially creating threats to the survivor’s safety.
The CFPB report detailed a complaint from a Texas woman who had divorced her husband on domestic violence grounds and was trying to make their house payments to avoid going into foreclosure. Her ex tried to sabotage the process, and the lender didn’t help, either. All communications from the servicer were going to him and him alone.

Typical Mass. Starter Home Cost Surges, but NH’s Jump Is Bigger

The income required to afford a starter home across the nation has risen significantly since 2019.
“Two years ago, the mortgage market was an ultra-low-rate goldmine in which lenders were making big profits and the primary challenge was keeping up with demand,” Craig Martin, executive managing director and global head of wealth and lending intelligence at J.D. Power, said in a statement. “It’s the opposite today with high rates and a lack of affordable homes leading to a limited number of eligible borrowers. To effectively compete in the future, lenders need to set themselves apart by focusing on addressing customers’ unique challenges and meeting their needs rather than selling a product.”

Fairway Independent Mortgage Corp. ranked highest in mortgage origination satisfaction, with a score of 776, while Rocket Mortgage ranks second with a score of 759 and Citibank ranked third at 756.

2025 Could See Better Resi Market
Though sales and listing numbers remain at historically low levels, last year’s increases nevertheless leave some industry officials hopeful that deal activity will continue to pick up in 2025.
New Leaders in Concord
Industry figures interviewed for this story don’t expect radical policy changes from the incoming Ayotte administration and from the GOP-dominated legislature.
But housing was a major issue in last year’s state elections – and many believe Ayotte, who succeeds Republican Gov. Chris Sununu, and GOP lawmakers will be under added pressure
to pass legislation designed to boost housing construction across the state.
“We’re excited something might get done,” said Susan Cole, the 2025 president of the New Hampshire Association of Realtors and owner of Susan Cole Realty in Lebanon.
Cole said zoning changes at the local level, where there’s no shortage of opposition to new housing, need to be addressed by lawmakers in Concord.
“We need to get beyond NIMBY opposition,” Dow said. “I’m excited about Concord helping with new housing.”
What happens to mortgage interest rates in 2025 is up in the air.
According to an analysis from Realtor.com, the household income now required to afford the typical starter home in the United States is $70,164, up more than 100 percent from just $32,357 in 2019. In Massachusetts, the increase is similarly great as the typical starter home costs $562,560 which is an increase of 58 percent in the five-year time span.

“Though home price growth has contributed significantly to declining affordability, mortgage rate growth has exacerbated the issue,” Realtor.com senior economic research analyst Hannah Jones said in a statement. “While starter home prices climbed 53.7% over the last five years, payments more than doubled due to mortgage rates increasing from roughly 4% to almost 7%.”

Lower mortgage rates might encourage some buyers to reenter the real estate market –and higher rates might discourage some buyers from entering the market, she noted.
Dave Smith, owner of Harbor Light Realty in Sunapee, agreed interest rates won’t influence his lake-and-mountain area much.

All in all, Cole, the president of the New Hampshire Association of Realtors, said she’s pleased with how smoothly the changes went last year.
“I’m not hearing that much about it right now,” she said. “I feel like we crossed that [new commission] threshold last year.”
But Smith of Harbor Light said he sees continued confusion over last year’s commission changes.
“People used to know and understand” how agents were paid under old commission rules, said Smith. “The new rules have just added more layers to everything. You have to make more calls. You have to explain things more. It’ll be an issue for a while.”
