cate the public on the Commonwealth’s legislative process. Established in 1976 through a collaborative effort of the Massachusetts Senate and the University of Massachusetts, this two-day conference features presentations by Senators and staff on aspects of the day-to-day experience of legislators in the Commonwealth. Topics will include the history and process of the Legislature, the parliamentary role of the Clerk of the Senate and the future of the Legislature. The CLS culminates with a simulated legislative hearing and Senate session where participants are invited to use what they have learned and participate as “Senators” in the Senate Chamber in order to have a first-hand experience of the legislative process. Any resident of the Berkshire, Hampshire, Franklin & Hampden District who is interested in participating in the CLS should send their resume to the Senator’s Chief of Staff, Bethann Steiner, at Bethann.Steiner@ masenate.gov by Noon on Thursday, January 16, 2014. According to a study by T-Mobile, more than 40 percent of customers turn off data roaming completely to avoid those fees, and another 20 percent say they would if they knew how. “Wireless customers face a hard choice — use their phone when they need it and pay the price, or cut off communications to contain costs,” said Desmond Smith, senior product manager at T-Mobile. “In reality, with a little pre-planning, customers can find the right carrier and service plan that meets their travel needs, significantly reducing, or even eliminating, travel-related wireless charges.” Before you pack your bags and begin your travel adventure, spend some time researching the best wireless company, device and data plan to fit your needs and check that you have the right accessories too, including an international power converter. vice providers available, it’s difficult to know which one to choose. Especially if you will be traveling internationally, choosing the right data plan is not only about ensuring you have freedom and peace of mind (so you don’t come home to bill shock) — it’s also about making sure you choose a phone company that focuses on customer service and provides flexibility and choice. Ditch the burdensome contract — Several providers offer no-contract wireless service that gives you freedom and flexibility without being locked into a service agreement for a year or more. Make the world your network — Look for carriers, such as T-Mobile, that provide unlimited data and texting worldwide, freeing you from worrying about coming home to bill shock from outrageous roaming fees. Don’t break the bank — Some providers offer programs to help manage the out-ofpocket costs associated with purchasing new devices. Device upgrades — If you’re accident prone, likely to break or lose devices while circling the globe or just like to upgrade your phone frequently, look for protection and upgrade options such as T-Mobile’s JUMP! program. For $10 per month, you can protect your device and have the option to upgrade twice per year to the latest phone. Explore the extras — Prepaid international calling cards may also be available through your wireless provider. If your travels keep you in the States but your wireless needs take you beyond, some carriers offer plans that allow you to talk with friends, family or business associates across the globe. The Right Device Shopping for a smartphone or tablet doesn’t have to be stressful or complicated. Selecting the right device is simply a matter of asking the right questions and talking to the experts. A sales associate can help you select a phone that will best meet your needs. Several new options are now
available, and one in high demand is Google Nexus 5. When combined with a nationwide 4G LTE network, Google Nexus 5’s stunning, lightweight design, speedy processor and LTE capabilities offer users the best experience for staying connected. ~ Eating Healthy At Restaurants ~ Eating out is on the rise, and that can be a challenge to good nutrition. Many see eating out as a festive opportunity, while others are forced into it because of work or travel. At home, people have control over the ingredients and cooking methods, but that all changes when someone else is in the kitchen. It’s really important to have a plan as you approach dining out. Even if you eat out regularly, there are still ways to enjoy your food and not pack on the pounds. Your first step is ordering. Look for foods that have been cooked with healthier methods. Avoid foods that are deep-fried or sautéed in butter in favor of ones that have been baked or broiled. You can also ask for sauces and salad dressings on the side, allowing you to decide how much goes onto your food. If you’re really looking to cut back, don’t drink your calories. Alcohol and soda can add a ton of calories without any nutritional value. Reducing or eliminating them can keep your meal healthy. Don’t be afraid to make substitutions when ordering. Some highend restaurants may not allow it, but most will be happy to accommodate their customers. There is a world of difference between the amount of calories in pecorino and mozzarella cheese, and most restaurants will be happy to bake your fish instead of frying it. These minor substitutions can eliminate a lot of calories, so know before you go. The foods that benefit your diet at home-salads, steamed vegetables, lean meats-also benefit you when you are out. Once you’ve ordered, controlling how much you consume can be a
✭
great challenge, as restaurants have continued to increase portion size in order to increase perceived value. For many people raised on the idea of the “happy plate club,” it’s tempting to feel obligated to finish your whole plate. However, you can order a to-go box with your meal and put away half of it before you get started. Many people say that eating with chopsticks will slow you down and make you eat less. One of the simplest things you can do is to put down your fork occasionally. This will force you to slow down, and it will give your body time to recognize that you have eaten and are full, reducing the desire to eat. Finally, don’t nibble. An endless bowl of chips or bread or those few bites at the end of the meal can really add up quickly. Eating out doesn’t have to be a minefield of calories and bad nutrition. Following the fundamentals of good eating, including choosing healthy options, customizing them and controlling your portions and calorie intake, are the ways to eat healthy, whether you are at home or on the road.

Is it time to cancel your mortgage insurance? (Family Features) Mortgage insurance is a policy lenders may require you to buy when you take out a home loan. This policy will protect them should you default on payments. Although you must pay the premiums, the insurance policy offers you no protections. If the house were to go into foreclosure, only the lender's interest in the property would be addressed. Anyone making a down payment of less than 20 percent of the appraised value or sale price of a house is required to purchase mortgage insurance. Several companies underwrite private mortgage insurance, known as PMI. The main government mortgage insurer is the Federal Housing Administration. Most people aren't even aware how much this insurance premium costs them each month. Consider one couple who made a 10 percent down payment on a $200,000 house. They were required to purchase mortgage insurance on the
$180,000 borrowed and were charged an annual premium of 0.50 percent. The insurer multiplies the loan amount by 0.005, for an annual premium of $900.00. That works out to a monthly payment of $75.00. It's important to keep track of your loan balance and home value. Once you reach the point where the loan-tovalue ratio hits 80 percent, ask your lender to discontinue the PMI premiums. Federal law requires lenders to tell the buyer at closing how many years and months it will take for them to reach that 80 percent level and cancel PMI. But fluctuations in home values or making extra payments may mean you hit this point sooner than expected. Lenders must automatically cancel PMI when the balance hits 78 percent. Talk to several mortgage lenders when shopping for a home loan. They will be able to educate you on mortgage insurance and explain potential tax savings. Lenders may also offer suggestions on how to avoid PMI payments altogether.

Curse You Powerball By JAY BERGER Zack sat hunched over the morning newspaper, sipping the last dregs of his third cup of coffee. Spread out in a fanlike arrangement, alongside the paper was his lottery tickets. Powerball was drawn two nights ago. According to last night’s TV news, a single winner had not come forward yet. Zack thought to himself, The next time I am a winner, will be the first. Somehow, that seemed too philosophical for 6:00am. I’ll check this quickly; I have to get to work. After checking the first two tickets, Zack had but one of the winning numbers. On the third ticket, he had zero. However, when he scanned the fourth, he had the first number (3); the second number (11); the third number (34)—Hey, I’m already a winner! Zack drew a deep breath when the fourth number (41) matched. Zack stood up as the fifth number (49) was also correct. Zack grew weak in the knees as he looked at the Powerball number (13), and it was on his ticket. This can’t be right, thought Zack as he went back to check the numbers again: 3, 11, 34, 41, 49, and 13. It slowly dawned on Zack that he was a big winner. Check that, a big, big, big winner! At the bottom of the column, the notes said the jackpot was now $190 million dollars. As fast as his rubbery legs would carry him, Zack headed for the bedroom, shouting, “Louise, wake up, wake-up! We’re rich! We’re rich!” Louis rolled over, opened one eye, and tried to focus on what Zack was screeching about. After a few moments, Louise got out of bed, put on her glasses and with the ticket in one hand and the newspaper in the other, Louise began to do the oneperson tango. “Everything we’ve ever wanted is available to us now! When can we call the lottery office and get the money?” Louise asked. Zack replied, “Probably
around 9:00am if it’s like most offices. I think we should take the lump sum, not spread out over 20 years. We can handle the money as well as any financial advisor. I’m going to call my boss and tell him I won’t be coming into work now, or in the future.” Louise headed for the bathroom, calling over her shoulder, “I’m going to get dressed, and we are going out for a celebration breakfast.” At 9:00am, when Zack called the lottery office, the recording came on, announcing that the office was closed over the weekend and Monday was a state holiday. They would reopen at 10:00am Tuesday. That was okay with Zack. He had hid-

left the parking lot smiling looking like millionaires. The next stop was the realtor. Zack and Louise had visited a new development of new homes—four bedrooms, three-and-one-half baths, three-car garage, pool, Jacuzzi, marble kitchen, library, $900,000 to $1,500,000. With all the extras, Zack and Louise came up with a house costing close to $2,000,000. The money to hold the deal was easily handled. After all, they were multi-millionaires. The boat show was on at the Coliseum. The two newly minted rich people stormed through the show. There wasn't a thing that caught their eye. They would have to special order their yacht. That would have to wait until next week. As they left the exhibition hall, Louise asked Zack, “Do you still want to do that European trip we looked at but couldn’t afford?” Zack answered, “We can do it now, in our own chartered jet.” By this time, the dynamic duo were exhausted and headed home. That evening, the discussion went on: “How about a vacation home?” “Where?” “Is one enough?” “Shouldn’t we place the children in private school?” “Should we put money aside for charitable good works?” “Do we need a chef, housekeeper and gardener?” Sleep was impossible for the newly wealthy twosome. They had to decorate their See Berger, Page 12

The room erupted with cheers and Zack along with Louise were escorted into the director’s boardroom. Photographers and media people were summoned. At the appropriate moment, the director asked for the winning ticket. Zack had removed it from his boot earlier and he solemnly passed it along to the director. The director read off the numbers aloud, and there was stunned silence in the room. Slowly, the director turned to Zack and Louise, “This is not a winning ticket. These numbers were drawn three weeks ago. Your newspaper printed a retraction along with the correct number on Sunday, and radio and television did the same as well. There was a loud cheer for the well-dressed couple; and they were escorted to the director’s office. Media had been assembled as well as photographers. The director called for Zack to produce the winning ticket. Zack took off the boot containing the ticket hidden under the insole. Unknown to Zack water had
seeped thru the bottom of his boot into the insole. What Zack pulled out was little pellets of paper that in no way resembled a lottery ticket.

Although for some small projects sandpaper sheets will do, you'll get the best results using a quality orbital sander (there are many options in the $50 to $100 range, well worth the investment if you'll be doing more projects in the future).

and roughens the wood, while the finer grits smooth the wood and create a pristine surface. After sanding, use a tack cloth to wipe down your piece and remove the dust. 3. Now you are ready to add color. For this project, a series of colors in the new Cabot Premium Wood Finish line were used, including Mussel Shell, Stormy Teal, Riverbed and Coffeehouse. The products in this line are waterbased stain and sealers so they dry quickly, and are good choices for a DIYer because they stain and protect at once while providing high-quality, beautiful results. These finishes also offer smooth application without the need for a primer or conditioner and a simple soap and water clean-up.
If you will be using multiple colors, as with this project, tape off areas to make crisp lines. Use a brush to apply the product, and allow to dry as described on the package directions. Use ultra-fine grit sand paper, such as 300 grit, to lightly sand the first coat. Finish with a second coat. Tips: For a richer color, use the finest sand paper possible to remove as little stain as possible between coats. Apply more layers for a darker look, or only one coat for a distressed look. For additional DIY project ideas for your home, including tips and how-to videos, visit www.cabotstain.com.

Advantages of smaller tires out weigh disadvantages BY TOM AND RAY MAGLIOZZI Dear Tom and Ray: I'm going to buy a 2014 Ram Laramie pickup. I have a choice of 17-inch or 20-inch tires. I don't plan to drive offroad much, if at all. I do plan to drive several thousand miles around town and then perhaps 10,000 miles towing a travel trailer that weighs about 7,500 pounds. My thinking is that the 17-inch tires would weigh a lot less and so would provide better mileage around town. They also might be quieter rolling down the road. Another nice feature is that my wife and dog have short legs, so getting into and out of the truck will be easier. What I'm wondering is: What effect will the smaller tires have on mileage on the highway as I tow the trailer long distances at 65 mph? -Stewart TOM: You'll get better mileage on the highway, too. I think you're right to lean toward the 17-inch wheels, Stewart. We're generally opposed to people supersizing their wheels. Or their french fries, for that matter. RAY: Smaller wheel-tire combinations provide better mileage (city and highway), better acceleration and a quieter, more comfortable ride.
TOM: So why, you ask, would anyone give up all those things and pay extra to get ginormous wheels? RAY: 'Cause they look cool! Have you seen those 20-inch bad boys on the Ram, Stewart? I was grunting and growing a forehead ridge after just a few hours of driving around with those. TOM: The other reason people opt for larger wheels is that, up to a point, they can improve handling. Usually as a wheel gets larger, the tire's sidewall (or aspect ratio) gets smaller, so the total diameter of the wheel-tire combination stays about the same. RAY: This is so the speedometer stays accurate and, more importantly, so the wheel-tire combination fits inside the wheel well and doesn't scrape! TOM: And by the way, since the wheel-tire combination usually ends up being about the same size, your dog and wife might not get much help from the smaller wheels in terms of getting into the truck. Definitely get the running boards so that they have a step! RAY: Or mount a large slingshot in your garage and launch them into the vehicle. TOM: But in terms of cornering, when a tire has a

shorter sidewall, it's stiffer, so you get less flexing from the tires on turns. That's how larger wheels improve handling. RAY: But that same stiffness is what makes your overall ride harsher. TOM: And the extra weight of the larger wheels is what cuts into your acceleration and fuel economy. RAY: And here's one more strike against fancy, colossal wheels: Because of the shorter sidewalls of their tires, the rims are closer to the pavement, so they get bent and damaged more easily by potholes and curbstones. TOM: The replacement

cost for these larger wheels tends to send their poor owners into shock. RAY: That's why we keep smelling salts next to every lift at the shop.

TOM: So my advice would be to have a look at the truck in both configurations. Sometimes, very small or very large wheels can look out of scale on a vehicle. RAY: But if you're content with how the 17-inch wheels look on the Ram, that's what I'd go for. Happy travels. *** Used cars can be a great bargain, and reliable, too! Idling RV for 30 minutes is not only unecessary, it’s harmful By TOM AND RAY MAGLIOZZI Dear Tom and Ray: I manage an RV park but know nothing about diesel engines. Why does everyone who has a diesel start and idle it for 30 minutes before leaving? Even people towing nothing but a small trailer do that every morning before they leave. Why? -- John TOM: Because they’re inconsiderate knuckleheads, John. RAY: There’s no reason to idle a diesel engine in an RV for 30 minutes before hitting the road. TOM: In all weather but extreme cold, most diesel-engine manufacturers recommend idling the engine for 10 to 15 seconds before driving away gently. That’s SECONDS! RAY: Now, some RVs have air brakes and need to build up pressure in the braking system before driving away. But that also takes no more than about five minutes. Not half an hour. TOM: And lots of those RVs have (or should have) what’s called an “auxiliary air compressor” on board, which instantly gives the brake system enough pressure and eliminates the need for idling. RAY: Even if someone left his or her lights on, or otherwise drained the battery, it’s still better for the engine to drive the vehicle for an hour than to let it idle for an hour. TOM: Cummins, for instance (one of the major diesel engine manufacturers), warns in its owner’s manuals that excessive idling of the engine can cause carbon to build up on the pistons, piston rings, injector tips, valves and more. Which leads to expensive repairs and shortens the life of the engine. RAY: So, not only is it not necessary, it’s actually harmful! TOM: So if early risers at the RV park don’t care that they’re throwing away $4-a-gallon diesel fuel, polluting the pristine nature they’ve driven a long way to enjoy and annoying their formerly sleeping neighbors, perhaps they’ll be motivated to stop this dumb practice by being alerted to the fact that they’re actually harming their engines, not helping them. Pass the word, John. *** Bumps and potholes do more than merely annoy drivers. Find out what, and how you can ease the pain, by ordering Tom and Ray’s pamphlet “Ten Ways You May Be Ruining Your Car Without Even Knowing It!” Send $4.75 (check or money order) to Ruin, P.O. Box 536475, Orlando, FL 328536475. *** Get more Click and Clack in their new book, “Ask Click and Clack: Answers from Car Talk.” Got a question about cars? When it comes to 21st century multimedia platforms, “hyper local” is a term you hear a lot. It’s not a new idea. In fact, The Westfield News has been providing readers with “hyper local” news coverage of Westfield, Southwick, and the Hilltowns all along. Television, radio and regional newspapers only provide fleeting coverage of local issues you care about. TV stations and big newspaper publishers, after years of cutbacks and mergers, frankly aren’t able to provide in-depth coverage of smaller markets anymore.SHARE
