TI Cambodia conducts National Integrity System Assessment (NISA)

Expected results and impacts: 1. Increased awareness about corruption issues within key institutions and their weakness and opportunities to combat corruption 2. Conduct the National Integrity System (NIS) of Cambodia to find strengths and weaknesses of the key governance institutions in a country that are relevant to the fight against corruption. The findings will be used as recommendations to national institutions and relevant partners for actions.

Technical support from TIS Conduct Youth Integrity Survey (YIS) which aims 1) to get an extensive understanding of youth perception and experiences regarding integrity in Cambodia; 2) to capture youth specificities compared to older groups; 3) to enable international comparisons, particularly with regional neighbour, Vietnam. The findings will enable proof-based recommendations to be made. This will lead to focused advocacy on how to reduce the forms of corruption largely experienced by youths. In addition, initiatives will be developed on how best to engage youths to alter the status quo and join the fight against corruption. Launch the Corruption Perception Index (CPI) and the Global Corruption Barometer (GCB) as part of our campaign to promote transparency and provide recommendations to national stakeholders as well as development partners for actions.

Goal 2: To build and support partnership and coalition of civil society organizations to fight corruption more effectively Activity 2.1:

TI Cambodia works with development partners to organize high profile Annual National Anti-Corruption Conference (NACC)

Conduct the National Anti-Corruption Conferecnce (NACC). The conference will be conducted annually on relevant topics which include 1) the National Anti-Corruption Conference on Education Sector, 2) the National Anti-Corruption Conference on Judiciary Sector and 3) the National Anti-Corruption Conference on Business Sector. NACC aims at providing platforms for policy makers from government, national and international organizations to meet and discuss anti-corruption policy options and suggestions to promote integrity, transparency and social accountability. The conference will also be an avenue to share knowledge, experiences, and international and sectoral best practices among issue related to good governance and anti-corruption. Policy recommendations will be provided to relevant partners, especially the government and development partners for actions.

Activity 2.2: Expected results and impacts: 1. Improved coordination and cooperation among anticorruption stakeholders in making waves about the corruption issues and stronger demand for social integrity 2. Increased knowledge, expertise and experience about the anti-corruption tools resulted in more active and increased participation of the civil society organizations in fighting corruption

Build partnership and coalition with all relevant stakeholders from the government, CSOs, development partners and the private sectors to promote integrity and increase demand for anti-corruption through Anti-Corruption networking event, meetins cost with other NGOs implementing joint projects, workshops, advocacy campaign in relation to legal reform, law enforcement and building grass-root demand for transparency and social accountability. Goal 3: Engage citizens and young people in promoting integrity more actively Activity 3.1 In close collaboration with the Anti-Corruption Unit of the Royal Government of Cambodia, implement of all agreed outputs as outlined in the cooperation agreement for year 2 (2013-2014) below: Key activities:

The Ministry of Education, Youth and Sports (MOEYS) agreed to incorporate integrity subjects in the education systems (both formal and informal) 7. TI Cambodia promotes and supports youth to youth initiatives

Under strategic direction of TIC management team and the Youth Advisory Group, implement a wide range of activities which aim at empowering youths/citizens and engaging them in promoting integrity, social accountabilities and reducing corruption:

Direct joint activity costs for all 22 listed youth emowerment projects and activities

1. Conduct training on Young Professional Journalists which aims to promote better access to independent and accurate information, particularly on corruption related issues; 2. Produce Video Spots and Clips on anti-corruption to inform the public about the harmful impacts corruption has on society; 3. Broadcast video clip/spot on social network (facebook and YouTube), Tuk Tuk & radio_or other tools; 4. Organize 2 anti-corruption message contests on poem, song, clip,essay, drawing, photo for year 2 & year 3 (2 contests); Travel 5. Organize an exhibition of anti-corruption messages at CCF, the Embassies, metahouse ‌etc (2 exhibitions); 6. Campaign to promote youth paticipation in the fight agaisnt corruptiion through anti-corruption cards; 7. Organize 1 youth camp/event in partnership with youth NGO partners. 300 core youth teams will be built to train youths in their respective provinces through youth to youth initiatives; 8. Raise awareness to 100 garment/factory employees on their rights and the importance of their engagement against corruption in partnership with ILO-Better Factory Cambodia and unions/associations; 9. Through NGO partners, at least 10 training courses on social accountability, transparency and anticorruption will be conducted to commune councils in 5 communes in provinces; 10. Conduct at least 6 youth to youth training courses/lecture series on transparency, social Create work press/blog on citizens journalist accountability and anti-corruption training in Phnom Penh & provinces to at least 300 youths per year; 11. Through MoEYS, General department of youth & National Institute of Education with support from ACU, 2 workshops on social accountability, transparency and anti-corruption skill will be provided to at least 500 students of NIE in year 2 & year 3; 12. Organize a joint international youth camp with the Global Youth Anti-Corruption and intergrate the network into the ASEAN's youth network; 13. Organize the International Youth Day on 12 Aug in partnership with MoEYS; 14. Conduct assessment to pilot the School Integrity program with 3 primary schools in Phnom Penh; 15. In partnership with universities, provide presentation on Transparency & Anti- corruption to university students; M&E and field visits 16. Create and administer FB page "I AM CLEAN" & YOUTUBE channel+SMS; 17. With professional journalists , implement project which aims at promoting independent journalism and accurate information in Cambodia; 18. Conduct training to youth groups from political parties that have seats in the parliament; 19. Produce TIC's curriculum/study materials/tools on subject related to integrity and fight against corruption; and 20. Increase youth participation in civic life through social media. Goal 4: Build governance foundations, operational structures and processes for the establishment of a TI National Chapter in Cambodia Activity 4.1 TI Cambodia mobilizes eminent individuals to join and support its anti-corruption efforts

Conduct regular quarterly meeting with the Board of Directors (BoDs) to review achievements/progress to date and provide strategic direction to the management team for the next quarter. The management of TIC and BoDs actively engage with other leaders/activsts to build a stronger momentum against corruption.

Activity 4.2 TI Cambodia participates in regional and international events (meetings, training workshops and exchange visits) organized by TI and its partners

TI Cambodia and its core members have strong commitment and are working towards compliance with criteria and requirements of TI’s Membership Accreditation Policy

As recommended by KPMG, all recommendations have been implemented to ensure compliance and effective/efficient governance system. The followings are the recommendations: 1. Improved Results Assessment Framework, including specific goals and performance indicators 2. Framework, procedures and guidelines to select and provide financial support to partner organizations. 3. Fund Raising Strategy. 4. Revised Financial Management Manual, including procurement regulations.
