The Lifestyle Variety Magazine for the Upper Valley Publishers Note: FOR THE RIO GRANDE VALLEY HR 4088 is possibly the single most negatively impactful piece of legislation being considered by the U. S. Congress. Careful study of this controversial bill should be on the A LIST for all Valley residents. In this issue we dig into the essence of it, particularly how it will, if passed, effect employers, American Hispanics & Undocumented Hispanics here in the Valley and nationwide. On the surface the “Secure America Through Verification and Enforcement Act” would link illegal immigration with Social Security, requiring employer involvement and criminal penalties. But the quick fix is loaded with HUGE budge costs for the Federal, State and Local governments, particularly regions like the Valley because local government involvement is mandatory. So, places like the Valley, where undocumented status is high, will need to spend more funds and contribute more resources. It seems that some legislators feel that it’s our problem so we should be the ones to pay for their fix. Even more worrisome, is the potential for unfavorable employment opportunities for Legal Americans with Hispanic Surnames, considering the high error rate at the Social Security Administration with some 12 Million errors now. Everyone saw what happened in Postville, Iowa. If your haven’t, see our blog on the issue at www.contempomag.com. We should not let shortsightedness and political expediency make the problem worse with increased taxes and incredible family hardships, or by making employers arms of the federal bureaucracy. Every Valley resident should take a long hard look at the consequences of this bill and take action to stop it’s passage. Now, Hate speech & Hate crimes are on the rise fueled by proponents of this legislation, who like Glen Beck of CNN, make comedic remarks and dance to Mariachi music while discussing the execution of an ilegal alien criminal in Houston. In all past efforts to resolve the immigration issue, the federal government did so in a humane and reasonable manner. But this effort, with HR 4088 will take an entirely different approach. Our webpage hits are shooting through the roof! We achieved over 20,000 hits for the month of July. That is up 5,000 over June. August hits should bring in about 22,000 hits. So what’s all the excitement about! Among lots of other things, several contempomag.com blogs have received national recognition. We are now hosting an on-line discount shopping mall at the site and have even more music videos of local talent. Jamie-Lynne, shown here at the State Capitol, has made it her ambition to make college educations available to all who desire it a reality, with the help of financial aid at the University of Texas in Austin. She had traveled all over the State visiting high schools & speaking with eager students about life’s possibilities. Her energy is mind boggling and contagious. We salute Jamie-Lynne for all her efforts and her parents, Joe and Dora, for raising another great Baby Boomer off shoot. Tropical Valley Landscaping with Hibiscus Best of Show Home Gardening with Jorge Oliver
Chinese, or Evergreen Hibiscus, (Hibiscus rosa-sinensis) offers an excellent source of summer landscape color and is one of our most popular tropical or sub-tropical flowering plants. In recent years, the popularity of hibiscus in Texas even appears to be on the rise, although insects, diseases and the possibility of injury during the winter place limitations on its use.
CHARACTERISTICS
Hibiscus plants are known for their large, showy flowers with deepcolored bases. The plants range from low, spreading forms to upright varieties reaching 20 feet in height. Some are compact and dense while others are open and thin. The flowers can vary in size from blossoms two inches in diameter up to 12 inches, with colors ranging from white to purple. The flowers of most varieties last only a day, with the blossoms opening early in the morning and wilting by late afternoon; however, the flowers of a few varieties remain open for two days. Most hibiscuses are odorless, but some of the basic varieties have a modest fragrance.

All of the astounding variety of hibiscus cultivars has been established by plant breeders. Most hibiscus varieties have been developed for a particular growth habit, size, shape and color of flower, and the ability to adapt to specific environmental conditions. Although the six basic colors are red, orange, yellow, white, lavender, and brown, breeding has created a wide range of color combinations and shades, and flower forms. Hibiscus flowers are basically characterized as single or double forms with variations in the number and arrangement of petals. Flowers that have been picked from the plant don’t need any water, but, if they’re going to be used in the evening, should be refrigerated until it’s time to display them.
PLACEMENT
Hibiscus are used in the landscape as informal hedges or screens, background or foundation plants, usually in a mass planting of a single variety. Selected varieties, called “standards,” may be trained to grow with a single trunk and are often used as attractive specimen plants for patios, terraces, and flower gardens. In areas that are subject to frost, hibiscus can be grown in pots and brought inside for

the winter. Many of the basic, non-grafted varieties will come back from the roots if a frost kills the upper plant. When a hibiscus plant dries out to the point where the leaves wilt for more than one day, the leaves will dry up and fall off; however these leaves will grow back rapidly. Dropping leaves is a method the plants use to reduce moisture loss.
PLANTING
Hibiscus require about a half-day of sunshine to perform well. Containers should be used with a potting mix consisting of peat moss, perlite, vermiculite, and pine soil conditioner to insure both good drainage and moisture retention. Dolomitic lime should be added so that a pH of about 6.5 to 7 is present in the mix. Hibiscus require regular watering, especially in the afternoon heat. Both a time-release fertilizer and a water-soluble fertilizer, each with minor nutrients, should be used from April through October. The first should be applied about every 6 to 8 weeks as a top dressing and the latter once a week.
SENSITIVITIES
Hibiscus are cold sensitive and MUST be protected from freezing temperatures. The leaves are usually shiny. This is in contrast to the perennial hibiscus that dies to the ground every fall. The top is removed and the plant sprouts again from the underground roots. The perennial hibiscus is root hardy, meaning that it will come back from the root after the top dies. If you are in the midst of the preview sales or if you caught the fall runways, you know that this coming season is full of separates in moody colors. Congress, Closing In On HR 4088, Controversial IMMIGRATION Legislation with BIG VALLEY IMPACT
A Critical Look at Implications for Upper Valley Residents By Tony Magaña
The controversial Congressional bill HR 4088 otherwise known as the Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 is coming closer to becoming law. It now has 154 sponsors and there is currently a petition in place that would skip the normal review by various Congressional committees and bring the issue up for direct vote on the House floor. There is likely to be at least 200 votes for the bill so far based upon the petition’s progress.

To help enforce the law it provides for: (1) increased alien detention facilities; (2) additional district court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.
Taking into consideration of the above it has been estimated that this law will not result in lower taxes or improved employment for legal workers, and will in fact require additional taxes from the average family of at least $74 per year.
On the surface after reading this you would think that this bill would stop illegal immigration by dealing with the problem of illegal employment and help the nation’s economy right? Well let’s examine the evidence:
The Social Security Administration admits that there are at least 12 million to 18 million records which are incorrect. Errors in records will result in the instant job loss and possible arrest perhaps even deportation of American citizens with Hispanic last names because there is no immediate appeal process. At the best even if no arrest occurs it will be illegal for a person found to have a Social Security error to work until it is cleared up.

This law will not only be wasteful and detrimental to our economy but will also encourage and create a government sponsored discrimination program. Lawful residents and citizens of the United States who look different or sound different will be denied services and fearful of government authorities. OK so you need to get a laptop for your child to go to college. This is much easier than you may think. First, if your child will not be carrying the laptop around, which they most likely will not be, get one with a 17” screen. This will be good for the homework in their dorm to see what they are writing. Make sure it is a dual-core processor, preferably AMD or Intel. Make sure it has a card reader, Bluetooth, and wireless built in, and at least 2 gigs ram and you’re ready to go! I personally prefer the HP or Compaq models.

The Ultimate South Texas Home Series By Ralph Magaña
The Outcome of making the Ultimate or Ideal South Texas home can no doubt be achieved in several different ways. We take a dual approach that favors two familiar styles, Eastern Mediterranean and Midwestern Ranch. One stresses spacial layout with form and function, while the other, surface availabilities and conditioning for the elements. Combining aspects of each in an artistic and practical way is the challenge. Any design should adapt well to it’s surroundings, make use of available materials and be eye pleasing inside and out. It should, in addition to achieving spacial needs, take into account the ability to sustain comfort at a reasonable cost.
DESIGN CONCEPT
A midwestern ranch design projects several distinct elements that fuse it to the surrounding environment. The most striking elements are: 1) A low roof pitch over single floor or double floor. 2) Deep covered patios on at least two sides of the structure. 3) Short stone base walls along the entire a perimeter wall and at column bases. 4) Wood or plastered walls above the stone base or column. 5) An open first floor layout with divisions for public, service and sleeping courters well defined. Exterior walls and attached windows appear dense and thick. Stucco, stone and wood used in combinations on the exterior wall surfaces are typical of the Midwestern Ranch design as are extended eaves. The original focus was to produce a strong, secure and comfortable dwelling that could withstand high winds, hots summers and cold winters. Local river stone and mortar for the foundation and low level exterior walls, wood planking for walls, floors and ceilings and slate for roofs were commonplace while extended eaves reduced rain penetration and offered greater shading for well utilized outdoor spaces. The Eastern Mediterranean look, where exposed natural stone is replaced by more brick covered stucco, clay tile roofs instead of slate and several floor levels instead of a single floor. Where hip roofs dominate a ranch style, flat roofs are more commonly mixed with hips and gables for an eastern mediterrain home. Roof tops and often curved balcony terraces allow for sunning and secure outdooring. Angular and curved geometric shapes characterize this style that is typically dressed in soft pastel colors and white. Both Midwestern Ranch and Mediterranean incorporate a relatively low roof pitch to minimize lumber needs and to enable the overhanging eave to extend further from the exterior walls. It is surprising to see many large new homes being built with short eaves that reduce soffit plywood and the length of roof rafters but end up giving the home an apartment look. An extended eave also enhances the silhouette, giving the elevation some horizontal dimension and an out of the box look. Ask your home designer more about these and other exterior design styles that acheive both asthetic and functional goals.
EXTERIOR FINISHES
One can achieve these exterior appearances with a number of rea-

sonably priced materials that don’t encompass expensive transportation costs. (I recall an order of debarked round pine logs from New Mexico that only cost $285 but the shipping amounted to over $270.) Limestone, from the Texas Hill Country, is a great choice for exterior stone work. It comes in various finishes from rough, to matt, to honed. As a stone it’s not as heavy as granite or other marbles. It can be used for exterior flooring or as a wainscot starter wall surface. It is hard to stain, is non-slip in the honed version and because it is light in color it can be walked on with bare feet on a hot day. Because it is formed on former sea beds you can find fossils of sea creatures on it’s surface. Synthetic stone products are excellent alternatives to natural stones. They are often produced using recycled materials, crushed stone waist and fillers that minimize weight and add some insulating qualities to this class of surface. These products are built to last and incur less transportation costs. They are more quickly assembled verses natural stone and therefore consume less labor costs to install. Styles are endless and include some resembling hard to find stones. There is however, nothing available for floor surfaces in this category. Many colors and shapes are available for walls and are on display at local showrooms such as Speculas in Pharr, a leading distributor of stucco & other exterior home surface products in our area. Another exterior surface widely used in both the Mediterranean and the Midwestern home is wall plastered stucco. Whereas traditionally applied stucco is on the wane, there is a growing surge in the popularity of the EFIS stucco process that relies on lightweight polystyrene foam as a base and a elastic cement/sand/color compound as a finish surface. It is an exterior building surface that has achieved wide acceptance that you can find on most commercial buildings erected in the last ten years. A majority of stucco homes now being built favor it (the most common U. S. brand is Dryvit) over traditional stucco because of it’s enhanced insulating qualities, ease and speed of installation, resistance to rust and it’s better ability to reduce air draft penetration. It too comes in an array of colors and textures. Red Cedar is the preferred choice for exterior wood applications. It is lightweight when compared to other soft and hard woods. The resins of Red Cedar also serve as an almost permanent insect repellent. Many find cedar too splintered to use on walls. Cedar planks come one side roughly sanded, the other side moderate. You can however achieve a longer lasting exterior finish on cedar if you sand it down finer for an unsplintering wall finish. Cedar can also be found as plywood sheeting used for exterior ceilings. You should not sand veneered cedar since the cedar ply is much to thin to tolerate sanding. I prefer a paint/stain to a typical painted finish to cover cedar. A paint/stain is transparent enough to see the attractive wood features but strong enough to protect the wood for a long period of time. If it comes blended with sealer it will not fade, discolor or darken for

many years. For color selections it is safe to pick colors named for the woods they will be used on. For red cedar I pick “Red Cedar” Paint Stain because it is formulated to make it’s best appearance on cedar and since it is the natural color of the wood it will take longer to discolor verses a stain that was really meant for another wood species. Cedar post and beam lumber is available in stock sizes that can be used to decorate the exterior. It weathers much better than similar sized decorative pine lumber of the same dimensions. While knotted pine looks great for a year or two, it quickly begins to degenerate and darken, even with standard maintenance care. Cedar, although a great weather beater, is best used where there is some protection from the sun, wind and rain if you want it to look good for decades.
ROOFING SELECTIONS
A Mid Southwestern/Mediterranean home can incorporate a number of roof types that can identify the spaces below and offer an attractive sillouette of the home elevation. Concrete and composite roof tile are premium roof surfaces that work well with this look. These concrete cast replicas of traditional clay come many colors and styles. (About the only thing that can damage them is golf balls). Concrete tiles are not nearly as brittle as clay tiles but do require more frame support than lighter materials. Flat roofs, characteristic of many Mediterranean designs, serve as a great way to create contrasts on the roof and enable greater ceiling heights below. A concealed pitch below a parapet wall makes for drainage to scuppers or floor drains. Now, there are many new composite materials providing much longer protection from the elements. Modified bitumen is one with a tough surface that resembles a car tire tread. One advantage of the flat roof is that it can conceal items on it that are out of view if the parapet wall and ceilings are high enough. Solar panels, skylights, a/c condensers and others can be located there. Flat roofs also help create interior volume by enhancing vertical dimensions. Wood shingles, more typical of homes in the Northwest and South-

Many styles and varieties are available for front and patio doors. Much that applies to doors also applies to windows when it comes to preferred materials with a lot of reason to favor Vinyl over wood or aluminum frames. Although more expensive than aluminum, they are less costly than most wood windows. Yet, they provide unbeatable insulation qualities and with premium brands, operate more smoothly and with less noise. Although in appearance some may reflect a more contemporary design because of the large stiles, it’s advantages out weight this factor easily as maintenance is generally a non-factor with

eastern United States will have greater maintenance requirements over time. Cedar shingle products are good for reducing heat gain but tend to look better with other home design concepts. Concrete tiles generally also absorb less heat because of their content and because a 3/4” air buffer is created by the nailers that separate the tile from the decking. Warm, entrapped air is naturally ventilated out through this gap allowing it to “breath”. A layer of crushed white granite stone is applied to the surface of modified bitumen to reduce radiant head gain and protect the subsurface materials.
EXTERIOR DOORS & WINDOWS
The ultimate exterior door is one that looks great & operates well now and ten years later. It should be available in painted and stained versions and offer primary resistance to heat gain and drafting, so the frame should be resilient and come with premium weather striping. For natural woods, I prefer red oak and mahogany doors and jambs. Red Oak can take on just about any stain and can achieve more defined redness than a birch, white oak or ash if that’s what you are shooting for. Mahogany is traditionally treated with a clear sealer and varnish for a natural look that enhances light refections within the grains. You should avoid staining it as it will likely darken more than you wanted. Exterior front entry designs should provide as much protection as possible from the sun and rain when using natural woods for a lasting finish with minimal maintenance. In the Valley we are fortunate to have a number of custom door makers that anywhere else would charge an arm and a leg. However, one should get references from prospective suppliers regarding quality, fit and timeliness. It’s a good idea to visit their shops to see work in progress. The obvious advantage is that you can design the door to your specifications with a custom door maker.

McAllen Surgeon First in Valley to Use Adult Stem Cells in Back Surgery
New technology eliminates moral dilemma & creates perfect patient matches
A McAllen doctor has begun using adult stems cells in spine surgeries, and calls the new technique the first major breakthrough in the industry in more than 100 years. Dr. Ray R. “Trey” Fulp, III, a Spine and Pediatric Orthopedic Surgeon with the South Texas Back Institute of McAllen, recently began utilizing a new procedure that uses stem cells from a patient’s own body to accelerate bone healing. Understanding Perimenopause & Menopause As women approach middle age their bodies change. The monthly hormonal signals of the feminine hormones begin to wane at first causing disruption and ultimately cessation of the monthly cycle of ovulation and menstruation. For most women this occurs in their late forties to early fifties but for some it can occur in their thirties or even early sixties. The early disruption is called the “perimenopause’ which lasts until there have been no menstrual cycles for a year at which point a women is considered to be in menopause. As with so many things, the key is to set clear goals and then pursue them.

The cobbs are roasted whole over an open fire until they are just tender .then jicama is cut into round brush slices that are grilled long enough to form grill marks. The jicama is then diced to kernal size. They are combined in a mixing bowlwith fresh bell pepper, onions and cilantro. In a separate bowl, I whisk together lime juice, oil pepper sauce and salt. photo by Kathryn Ward Jamie-Lynne Brown graduated from McAllen Memorial High School in 1998. She received her undergraduate degree in Communication Studies with a double-minor in Spanish and Mass Communications from Southwest Texas State University, now Texas State University. While at SWTSU, Jamie completed sessions at La Universidad Autonoma de Coahuila in Saltillo, Mexico and Desarollo Educacion de Guanajuato in Guanajuato, Mexico. After graduation, Jamie began her career for the University of Texas at Austin with the Office of Student Financial Services. There she counseled students about financial aid opportunities. Then, in 2004 she was promoted to the Outreach Team that visits schools throughout the state informing them about financial aid opportunities for low-income students. She has championed a successful campaign directed at low income students with the message that “College is Possible and Financial aid is Easy”. She has coordinated the Austin Area Outreach Program, partnered with Austin ISD to provide updated college financial aid information to students in Austin and managed the UT-Austin outreach program which participates in Incoming Freshman Orientation helping students make the final transition from high school to college life. Now, Jamie is the Project Coordinator for Statewide Outreach, a collaboration between UT-Austin Admissions and the Office of Student Financial Services that informs students across the state about the benefits of attending UT-Austin and the ways to go about obtaining funding for it. “The Texas Outreach Project has not only provided me the opportunity to visit exceptional schools around the state, but also the chance to meet many students with dreams of seeing the world through a different lens. Once a student realizes their dream of furthering their education there is no way I am going to let money get in the way!” “My favorite area to travel to is the Rio Grande Valley, not only because

my family is there but students from the Valley are so appreciative when college representatives visit. The Valley has a culture like no other; my hope is that students from the Rio Grande Valley realize their potential and help to advance our culture to other areas of the state, country and around the globe. I take great pride in all that I have accomplished since high school. It is important to me that students from the Rio Grande Valley understand that there is an enormous world out there ready for them to explore. My goal is to give them the push they need to start their exploration.” “After working at UT-Austin the last 5 years, I realized that serving students and working in a university environment is where I want to be. In APRIL 2008 I was admitted to graduate school at the University of Texas at Austin’s Higher Education Administration Program. The knowledge and skills I will acquire through the program will give me that much needed background to successfully pursue my higher education goals. I will admit that balancing a full-time job and attending school part time is extremely difficult but, as someone very special to me has always said, “nothing worth achieving is easy.” “Without my education I have no idea where I would be or who I would be. I know that no matter where I end up in life, my educational and career accomplishments will ensure success. “The blessings I have received in the form of my family support and from my boyfriend, Steven has given me strength. When they tell me how proud they are of my work I feel a great sense of accomplishment. Without their continued support I have no idea what I would do. I have noticed when students find out they have been admitted to a college or university outside of their hometown, they immediately find joy in leaving their parents. The idea of (finally!) being on their own is overwhelming but exciting. I have realized that my mom, dad, and especially my “Mama” played a major role in me even beginning to think about getting a college education. They have been essential

Just like in I Love Lucy, I had a great time growing up around different cultures.” Jamie-Lynne, I noted speaks fluent spanish which she tells us has been a great advantage in her work. “To speak and understand spanish means that I can more clearly help thousands of students reach their potential here in the state.” “Sometimes transitions in life can bring you back home in a special sentimental way. I hope that for young students of the Rio Grande Valley, they too will find life’s transitions meaningful and that they discover a sense of purpose and a desire to achieve worthy goals, utilizing the skills and culture they cultivated in Valley.” Jamie-Lynne Brown is the daughter of two very proud parents, Joe and Dora Brown of McAllen, Texas who clearly instilled in Jamie a great mix of civic pride, worthy dedication and a sincere desire to help young people move up early in life, when it counts most. The Roar of Spinning Turbines is all that
is missing from this stunning restoration, but you won’t be disappointed. It’s been A 100 year transformation in the making for this First Rate Valley amusement, a site to behold. Located just off the River, in what was once the heart of Old Hidalgo, Texas this century old steam pump house played a big part in making the Rio Grande Valley “Magic” by elevating irrigation water from the Rio Grande River to canal height. From there, with gravity alone, the water could be transported to feed the expanding citrus, cotton and market crops at the turn of the century. This development along with the railroad at the time, provided one of the greatest influxes of people the Valley had ever experienced.
WHAT TO SEE & DO
Now you can visit this restored pump house in Hidalgo, which looks much as it did in 1905. You will find an amazingly clean, well restored facility that offers a surprising number of exhibits including steam turbines, tractors, water

treatment vats, an outdoor amphitheater and a fascinating miniature train display. It also is host to a birding center and a nature trail and botanical garden.
MODEL RAILROAD EXHIBIT
A real treat for kids of any age, the model railroad (circa 1960) is a scaled, on going work in progress. It is fashioned with a northeastern style common in Appalachia that includes a small town, a village, an industrial facility, a pump house lift station (resembling the one in Mission, Texas), a round house, rail yard and several passenger stations. The impressive layout can handle up to eight running trains at once. The designer, Arthur Nemes (pictured above) will invite guests for a close up if he is around, working on the project.
BOTANICAL GARDEN
The Botanical Gardens on site offer an easy stroll through a cloud of butterflies grazing on fresh pollen from the colorful and aromatic wild flowers all around. You can wonder off along the nature trail to see all kinds of native wildlife. In the main building of the old pump house you will find literally tons of exhibits of well preserved artifacts from the early 1900’s. A station pump, several early model tractors, tools, pump house artifacts and the model train layout are all inside. I was really impressed with how well kept the place is, giving one the sense that you have gone back in time as you enter the well restored facility. It was restored to it’s exsisting condition by McAllen architect, Teresa Morales, now architect of record for the City of McAllen. She won several prestigious national awards for the design including the National Trust for Public Historic Places Award.
GETTING THERE
It is located on the original site of the center of Hidalgo and is easy to find. Heading south on 23rd Street from McAllen, make a left before entering bridge traffic at the Burger King. Then, make a right on 2nd. Street in town and it’s just a few blocks straight ahead. It is open Monday through Friday from 10 AM to 5 PM and on Sunday 1PM to 5 PM. In addition to tours, events can be scheduled at the Old Pump House. By Ralph Magaña
