If your irrigation system has a leak, turning the controller off may not stop the leak - - you may need to turn the water off at the backflow prevention assembly. Simply turn one of the two handles to the upright or vertical position on the backflow prevention assembly. On newer systems, you can turn the water off at the PVC ball valve with a one-quarter turn of the handle. These valves only turn off water to your sprinklers, not the inside of the house. Finally, contact a licensed irrigator to repair the leaking parts. Pipes and Faucets Protect your exterior faucets from freezing by disconnecting your hoses and placing a faucet cover on. These items are inexpensive and can be purchased at any hardware store. If you have exposed pipes, be sure to insulate them with foam or other materials that can also be purchased at local hardware stores. Pools Swimming pools require year-round maintenance, including during freezing weather. Be sure that pumps continue to circulate water in your pool when temperatures are below freezing. If temperatures are expected to be below freezing for several days, your equipment is already damaged, or you lose power at your home, follow your winterization steps to drain certain portions of your pool equipment or contact a pool maintenance company for assistance. Set aside ¼ c. of the remaining marinade for later. Next, add the chicken to the remaining marinade. Cover and place in frig for at least 30 minutes or longer. Sear the chicken in a skillet till done. Finally, transfer the chicken to a serving plate and drizzle the remaining marinade over the chicken. Sprinkle the top with fresh chopped parsley and Feta cheese and add some fresh lemon slices. ENJOY!! When The Law Of Moses Was Taken Away

Some have certain beliefs that they refuse to let go, even when the Word of God says something different or even the opposite. We must follow the scriptures, for they are the words of God (2 Timothy 3:16). In matters of what the Bible says, we must “let God be true, but every man a liar” (Romans 3:4). Concerning the Old Testament and the law of Moses, the Bible teaches us that “if that first covenant had been faultless, then would no place have been sought for a second” (Hebrews 8:7). Though many today advocate that “Christians” are subject to part of the Law of Moses, such could not be farther from the truth! If one holds to part of the Law of Moses, “he is a debtor to do the whole law” (Galatians 5:3). Paul reminds brethren at Colossae, that Christ forgave their trespasses, saying, “having blotted out the bond written in ordinances that was against us, which was contrary to us:

and he hath taken it out that way, nailing it to the cross” (Colossians 2:14). Again, brother Paul encourages us to “fulfil the law of Christ” (Galatians 6:2). He further explains that “in Christ Jesus neither circumcision availeth anything, nor uncircumcision, but a new creature” (Galatians 6:15). And if “if any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new” (2 Corinthians 5:17). Consistent in his teaching, Paul informs the brethren at Ephesus, that Christ “having abolished in the flesh the enmity, even the law of commandments contained in ordinances; that he might create in himself of the two one new man, so making peace” (Ephesians 2:15). The inspired writer to the Hebrews wrote of the Lord, “And for this cause he is the mediator of a new covenant, that a death having taken place for the redemption of the transgressions that were under the first covenant, they that have been called may receive the promise of the eternal inheri-

tance. For where a testament is, there must of necessity be the death of him that made it. For a testament is of force where there hath been death: for it doth never avail while he that made it liveth” (Hebrews 9:15-17). It must be understood that Christ “might reconcile both (Jew and Gentile) unto God in one body by the cross, having slain the enmity thereby” (Ephesians 2:16). The “church, which is his body” (Ephesians 1:22-23) is the “one body” (Ephesians 4:4), which was “purchased with his own blood” (Acts 20:28). Jews, physically, and Gentiles, physically, can be “made both one” (Ephesians 2:14) and be “no more strangers and foreigners, but fellowcitizens with the saints, and of the household of God” (Ephesians 2:19). In dying on the cross, Jesus, ‘nailed the Old Testament to His cross’ (Colossians 2:14) and “purchased with his own blood” “the church of God” (Acts 20:28). Let us know the truth, love the truth, and teach the truth.

“A Prayer For Facing Hard Times”

Hello everyone! As I’ve said before, one of my favorite scriptures to turn to for encouragement is John 16:33. Here, Jesus tells us, “These things I have spoken unto you, that in me ye might have peace. In the world ye shall have tribulation: but be of good cheer; I have overcome the world.” I use this passage for encouraging others quite a lot. Jesus knows the hardships that we face in life, and He is always there to get us through them. That being said, I feel led to share with you a personal experience from a few years ago. When the pandemic first hit, and I got the word that we were going to have to cancel

services, I was heartbroken over the fact that we couldn’t meet together as a church. So, I did the only thing I knew to do. I knelt down by my couch and prayed to the Lord asking Him to give me the strength and encouragement to face what lies ahead. When I had finished my prayer, I felt that it was incomplete. I looked up toward heaven, and as best I could, I started singing this song, which ought to be our prayer for when we face difficult times. “Lord, I knew a time like this would someday come my way, when in disbelief I’d watch my whole life change. I thought I’d have the words to tell you how I feel, but the only thing

my heart is telling me to say; Is Lord, stay close to me, as I journey through the darkness of this great unknown. Lord, stay close to me, though I’ve placed my faith in You I feel so all alone. My heart trembles like a child as I walk each scary mile, and the only prayer my lips can find to speak is Lord, stay close to me.” This song was made recorded by Legacy 5 in the mid 2000s. Hayes Equine JAN 2024 NL: The end of the old year was a rough time at the clinic. Dr Hayes treated an impaction colic every day for six days. The drop in weather temperatures made water sources very cold, causing the horses not to drink. Impaction colic is caused by the horse failing to drink water at the time it eats coastal hay, especially on a cold morning. By that evening the hay is impacted in the large colon, causing a blockage and colic. All of these horses’ guts shut down so they required iv fluids, which made for big vet bills. Prevention is simple. 1. Add a tablespoon or palm full of regular table salt to the horse’s feed am and pm. 2. Put a heater coil in the water trough. 3. Feed alfalfa with the coastal hay. Alfalfa hay has more moisture and does not impact. New Wound Treatment We have purchased a Phovia Blue Light device to help wounds heal faster. The photo converter gel is applied to the wound and the blue light is shined on the wound for two 2-minute periods. The gel absorbs the light and converts it to light energy, which is ca-

pable of penetrating the skin. This promotes healing, kills bacteria, and has an anti-inflammatory effect. We can do the Blue Light treatment once a week when we change the bandage. I had very good results using the Phovia light and the salt water treatment when treating a cut tendon. No Worming for Bots in January We used to worm for bots in January but with the strategic worming plan, we wait until April 15. If we worm in January, it kills only the bots because the other worms are dormant. These worms hatch in the spring around or after April 15. If we use ivermectin or Quest wormer at that time we are getting all the worms and bots. AAEP American Association of Equine Practitioners meeting highlights *Tylenol can be given to horses for pain. The dose is 18 500mg tablets for 1000lb horse *Previcox or Equioxx (Firocoxib) is a low dose daily pill pain medicine for horses which does not cause ulcers. It takes 24 hours after giving a firocoxib pill for it to be in full effect, then it lasts for another 24 hours. To reduce cost, the

pill could be given Monday, Wednesday, Friday only. Firocoxib has ¼ the pain relief that Banamine (flunixin) has. Banamine is 70% absorbed when given orally so be sure you give at least 10cc. It takes 1 hour to work, and lasts 12 hours. * Calvenza EHV1 (Rhino) vaccine can be given intranasal or in the muscle. Both routes produced systemic antibodies against EHV1. * Dexamethasone cortisone can be given to prevent vaccine reactions without decreasing the antibody response of the Flu/ Rhino vaccine for those horses that are sensitive to vaccines * EPM test titers are not reliable to test the effectiveness of EPM drugs at the end of treatment. The EPM antibodies that the horse produced when it got EPM, remain in the horse for 6 months post treatment. * Old mares produce better eggs when given omega oil supplements. You can use flax or Platinum Powder. There are many omega oil products on the market that will work. CASTRATION DATES Dates are weather dependent this time of year.

Class 1A Dodd City has become a Region III-1A Boys' Basketball Tournament regular during head coach Mike Scarbrough's brief tenure. The Hornets this season vie for a third-straight trip there via as many consecutive District 23-1A titles -- and, maybe, an even deeper postseason run -- with him again at the helm. Dodd City (17-7, 4-0), which has made seven-straight trips to the playoffs, were ranked No. 10 on Jan. 8 in the Texas Association of Basketball Coaches boys’ 1A poll.

WHO ARE TEXAS MASTER GARDENERS? Master Gardeners are members of the local community who take an active interest in their lawns, trees, shrubs, flowers and gardens. They are enthusiastic, willing to learn and to help others, and able to communicate with diverse groups of people. What sets Master Gardeners apart from other home gardeners is their special training in horticulture. In exchange for their training, individuals who become Master Gardeners volunteer their time, working through their cooperative Extension office, to provide horticulturalrelated information to their communities.

IS THE MASTER GARDENER PROGRAM FOR ME? To help you decide if you should apply to be a Master Gardener, ask yourself these questions: ● Do I want to learn more about the culture and maintenance of many types of plants? ● Am I eager to participate in a practical and intense training program? ● Do I look forward to sharing my knowledge with people in my community? ● Do I have enough time to attend training and to complete the volunteer service? If you are a Fannin County resident and answered yes to these questions, this program could be for you. TRAINING If accepted into the Master Gardener program, you will attend an 8-week Master Gardener training course. Classes are taught by Texas A&M AgriLife Extension Service specialists, staff, and local experts. These classes begin on February 28, 2024, and go through April 17. They are held at the Grayson County Courthouse in Sherman and surrounding locations. There is a fee of $225 to cover the cost of the handbook and classes. The Fannin County program offers a minimum of 50 hours of instruction following the Texas A&M AgriLife EarthKind practices of landscape management covering soil and plant nutrition, insect, disease, and weed management; trees; vegetable and herb gardening, lawn care, plant selection,

composting, and water conservation. We also offer field trips that support the classroom training.

VOLUNTEER COMMITMENT In exchange for training, Fannin County participants are asked to volunteer time to their Extension program. Fifty hours of volunteer service, within one year following the training, is required to become a Texas Master Gardener. The type of service done by Master Gardeners varies according to community needs and the abilities and interests of the Master Gardeners. Our current volunteer projects include our annual Garden, Lawn and Home Expo that is held the second weekend in April, hosting half-day programs on various topics for the community several times during the year. We have installed a rainwater harvesting system to use for educational programs. The system will also be used to help irrigate a proposed demonstration garden in the area behind the Extension office. We are in the process of preparing the site for the various educational areas that will be added which will include a small orchard and vineyard, greenhouses, walking path, classroom space, and nature areas to name a few. Master Gardeners are working in conjunction with Extension Health and Wellness, 4H and Master Naturalists to provide this valuable educational facility for the use of Fannin County residents.

Texas Master Gardeners one year after they have completed the training course. During that year they must fulfill their volunteer commitment. In order to retain the certification, master gardeners must volunteer at least 12 hours and attend 6 hours of recertification education. A background check is required as part of the training and recertification process. Sandy Barber started work at the local nonprofit community art center on January 9, 2024. “I am so excited to start in this new position!” said Barber. “I am thrilled to be able to combine my experience and knowledge in running a nonprofit agency with my passion for the arts.” Barber remembers when the Creative Arts Center first opened. Her daughter Katie took art classes at the center as she was growing up. Her youngest daughter Cassidy was an active member of the Kidz Krew theatre program. Barber was an active theatre mom in those days and even ended up directing four Kidz Krew shows. More recently, Barber has taken watercolor classes and been a vendor at the Sweets, Spirits and Sparkles.

I often see dog owners choose a crate too large for their puppy. We want our pup to "have a lot of room", but ideally, you want one just big enough for Max to turn around in, and lay down. If a crate is too big, some puppies will choose to pee on one end, and sleep on the other. - I personally prefer the plastic type crates because they're less expensive, lighter and inherently "den like". Conversely the metal "cage type" crates fold up. If you choose the metal variety, it's a good idea to cover the top and sides with a blanket or towel, to give it a den-like feel. Some metal crates have a moveable partition you can adjust as he gets bigger. To get your puppy used to his crate, put some toys in there, along with his water and perhaps a piece of your worn clothing turned inside out. Also feed him in there, leaving the door open, allowing him to come and go as he pleases. This gives him a favorable notion about the crate. Twelve hours of this, is a decent break in period. On the first night with your pup, withhold water for a couple of hours before bedtime, and make sure he has peed before we go to bed. As you put him in his new crate for the night, say "kennel up!", put him in the crate, tell him he’s a good boy, give him a small treat and close the gate. Moving forward, you can use any cue besides “kennel up” for him to happily go into his crate, but I suggest having 'something' as a crate cue. More on this next time.

Potty Training with a Crate There are other routes you could take for potty training besides using a crate, but all of them would more than likely be more of a hassle and draw the process out unnecessarily. - Quite simply our dogs are den animals, and it's in their nature to "go to den". Dogs who don’t have crates, usually find other things to get under, like a desk, table or a bed. Some dogs will post up in a corner. Barbara Woodhouse, who had a TV series about training dogs in the 80s and wrote a number of books on the subject, was using wooden crates with straw in them, long before dog crates were commercially available. - A crate is absolutely the ticket for housebreaking, mainly because dogs have a natural aversion to soiling their den. Ultimately, your pup will come to see his crate as a haven of safe repose. When a crate trained dog has had enough of household activities or the kids for example, seeking privacy in his den is the most natural thing for him to do.

“Reef Balls” is a way of living with the fish. Well at least it is in Florida and other coastal regions were reef balls may be called “ETERNAL REEFS”. The cremated remains of loved ones are incorporated into marine grade concrete; heck….. some folks even have their fishing gear cremated with them. A husband and wife, the whole family and pets can be incorporated into one reef. A plaque (headstone/name(s) and GPS coordinates are embossed on the plaque and set on the outside of the reef. This is not as impersonal as it may sound. Eternal Reef memorials are very touching and meaningful. On the day the reef is to be placed family and friends

embark on a charter boat to participate in a ceremony and placement of the eternal reef. A passage from President John F. Kennedys’ book “Man of the Sea” and/or any Bible passage they wish is read……the boat horn sounds “farewell” and the family returns to shore. You can return anytime you wish by scheduling a dive boat to carry you there. The intent of the “reef ball” like those set in Lake Ralph Hall is to provide safe habitat for fish and associated fresh water creatures. The “eternal reef balls” provide habitat for fish, sea creatures and foster coral growth and in time a coral reef is formed; a resting place for love ones with ever changing scenery..……. now how neat is that.

The Apple Doesn’t Fall Far From The Pop-Up Blind Two Harris County game wardens responded to a request for assistance from the University of Houston Clear Lake (UHCL) Police Department when they were alerted to a suspicious person in a wooded portion of the campus. The campus police found a father and son, one of whom was holding a crossbow, in the process of cleaning a recently harvested buck. The officer detained the individuals and secured the scene until the wardens arrived. The officers and the wardens worked together to search the area and interview the suspects, when they discovered a pop-up blind, corn and drug paraphernalia. One of the men confessed to shooting

Cooper GOOD. Water lightly stained; 60 degrees: 1.00 feet below pool. Few anglers on the lake in, but those out there are catching blue catfish with cut bait. Fork GOOD. Water Stained; 49-52 degrees; 1.67 feet below pool. The bass bite continues to be slow due to the cold fronts rolling through. The shallow bite is the best bite using chatterbaits and square bill crankbaits in 2-4 feet of water. The bite just off shore is fair with Carolina rigs with smaller baits in 5-7 feet of water near depth changes. The crappie fishing on Lake Fork continues to be really good and in the full winter pattern. The shad are beginning to stack up more out in deep timber. Look for timber along creek channels in 48-58 feet right now. Seems like the majority of the fish are between the 515 West Bridge and the 154 Bridge. We have been seeing some single white crappie on pole timber and down in deeper Bois D’Arc trees. We are also seeing big groups of black crappie on taller trees that may be only 1530 feet below the surface. Lavon GOOD. Water lightly stained; 50 degrees; 1.74 feet below pool. Fishing patterns are holding steady. Crappie are 20-30 feet deep on brush and condos biting minnows and 1/16-⅛ ounce jigs. Suspended crappie are hunting threadfin shad, they will have little arches on your 2D, under the clouds of shad. Fish at the depths you see them at. Otherwise look for them in and around submerged structures. The color of the jigs does not matter. White bass are in 25-35 feet of water on main lake points, underwater, humps, or sometimes just out in the middle. Fish can be caught with minnows, live, minnows, live threadfin if you can keep them alive, or dead sticking jigs or white or chartreuse slabs. Ray Roberts GOOD. Water slightly stained; 48 degrees; 0.83 feet below pool. Brutal cold front in the forecast so remember the colder the water the slower presentation needs to be. Expect the bite to slow as well. White bass can be caught off the bottom using slabs in 48 feet of water. Crappie are in 20-25 feet of water in the creeks using minnows or small jigs. Bass are slow but slowly working an Alabama rig or jerkbait can land catches. Tawakoni EXCELLENT. Water lightly stained; 52 degrees; 0.03 feet below pool. Just after the new year we are seeing lots of hybrid and stripers active on the main lake. Best baits are soft plastics including flukes and swimbaits. The trophy catfish bite is in full swing. Fish up to 60 pounds are being caught in a wide depth range including 10 feet all the way to 50 feet of water. Fresh cut gizzard shad, bluegill and drum are the best bait right now. Texoma GOOD. Water normal stained; 55 degrees; 1.30 feet below pool. Striped bass fishing is great drifting flukes along the river channels in 60-80 feet of water. Glow and smoked shad colors working the best on a 2 ounce jig head. Fish will move towards the mouths of the rivers with the inflow of rain water. Crappie fishing is slow fishing jigs on brush piles in the little mineral arm of the lake 15-18 feet of water. Largemouth and smallmouth bass will be off the banks in 8-15 feet of water feeding on shad when the sun heats up the rocks midday. Catfishing is slow drifting cut shad in 15-20 feet of water. Fish the inflow of creeks and the rivers where fresh water is pushing in.

Fannin County Commissioners Court – Persevering for the County By Rose Schwartz Tuesday, January 9, 2024, Fannin County Judge Newt Cunningham called to order at 9:00 a.m., the Regular Meeting of the Fannin County Commissioners Court. Quorum was established with all County Commissioners present. The Invocation was led by Judge Cunningham and Pledges were led by Major James Manis, Retired. There were no Introductions. 5. Public Forum: Major Manis spoke to inform the court of the passing away December 31st of a former Fannin County District Attorney’s Office employee, John Hunt Sr. He noted that Mr. Hunt’s funeral service would be held at the Luella First Baptist Church with services beginning at 9:30 a.m. Saturday 1/13/2024. Last to speak was a resident of CR 2610 who spoke to encourage attendance at an open candidate’s forum that is being held Saturday the 13th at the Armory (Roy Floyd Center) from 7:00 to 9:00 p.m. ROUTINE ITEMS: 6. Approve payment of bills – County Auditor: Fannin County Auditor Alicia Whipple noted the amount for bills was $232,397.63 with the last payroll being $371,569.68. A motion was made by Commissioner Magness to approve payment with Commissioner Self seconding the motion which passed. 7. Approve minutes from 09/26/2023 (R), 12/19/2023 (R), 12/26/2023 (R) and 01/02/2024 (R) – County Clerk: A motion was made by Commissioner Magness to approve with Commissioner Kopf seconding the motion which passed. 8. Report of monies collected by the Justice of the Peace Precinct 1 office for December 2023; $13,717.50 – County Judge (for JP 1): Informational only. 9. Report of monies collected by the Justice of the Peace Precinct 3 office for December 2023; $3,565.70 – County Judge (for JP 3): Informational only. 10. Report of monies received by the District Clerk’s office for December 2023; $19,471.35 – District Clerk: Informational only. 11. Report of scanning hours logged by Fran Matchett at the District Clerk’s office per agreement made on 09/12/2023 for 5% part-time pay increase – District Clerk: Fannin County District Clerk April Gibbs explained how this was records management documentation that was for report only. 12. Report and update of Indigent Healthcare Activity for 2024, Quarter 1 - Indigent Healthcare Director: Fannin County Director of Indigent Healthcare Mark DeMay, began his report by noting there currently are more patients coming off the program than coming on. He credited that to the fact that the program is successfully helping patients get the treatment they need to get well and back to work. He noted his department is below budget by approximately $10,000 and called attention to how he is below budget in every category (there are six) except two, “hospital-outpatient” and “prescription drugs.” He expressed frustration with the lack of more being done by the Federal Government to lower drug costs. He concluded his report on a high note regarding obtaining transportation for the indigent to their medical appointments through federal grants. He expounded on how

he finally obtained success (after three years of failed applications) with the help of Stephanie Chandler at United Way Texoma. Last week, the pilot program she agreed for United Way to fund with TAPS, was completed which resulted in Mr. DeMay receiving cash vouchers that can be handed out this month to the indigent needing to get to their medical appointments. He noted how this is a big win for those who, unlike many, have no way to get to their medical appointments. The court commended Mr. DeMay for his good work noting his “excellent job of taking care of our indigent population while also controlling the cost of the program.” DISCUSSION ONLY ITEMS: 13. Discuss proposed AT&T 149-foot monopole telecommunications tower on FM 273 in Telephone – County Judge: Judge Cunningham discussed communications received on this and how this could result in better service for Northeast Fannin County. 14. Discuss retirement of Tax Assessor-Collector and Chief Deputy on March 31, 2024 – Tax Assessor Collector: Fannin County Tax Assessor Gail Young along with Amber Southerland who is a Deputy in the Tax Assessor’s Office as well as being the uncontested candidate on this year’s ballot for Fannin County Tax Assessor, addressed the court to expound on the upcoming retirement of Ms. Young as well as the retirement of her Chief Deputy Tina McKenzie. Ms. Young explained how she needed the court to appoint Ms. Southerland April 1, 2024 (since she is running unopposed for tax-assessor collector in November) as Ms. Young’s resignation is effective March 31, 2024, and Ms. McKenzie’s resignation will also be effective as of March 31, 2024. She further explained the hiring process that needed to take place in relation to the transition that the office would be experiencing and how it would not affect the year’s budget. After Ms. Young’s explanation a discussion followed that confirmed the needed action from the court. A motion was made by Commissioner Magness to approve the hiring of positions mentioned in agenda 15 and 16. The motion was seconded by Commissioner Self and the motion passed. DISCUSSION, CONSIDERATION AND ACTION ITEMS: 15. Approve hiring fulltime Deputy Clerk for the Tax-Assessor-Collector office effective February 1, 2024 – Tax Assessor-Collector: See item 14. 16. Approve hiring full-time Deputy Clerk for the TaxAssessor-Collector office effective March 1, 2024 – Tax Assessor-Collector: See item 14. 17. Approve ratification of surety bond for Robert Williams, Constable Precinct 1; beginning date of 01/02/2024 – County Judge: A motion was made by Commissioner McQueen to approve with Commissioner Magness seconding the motion which passed. 18. Approve permanent move of polling location in Ector from the Church of Christ, 101 Cedar St., to the Ector United Methodist Church, 100 Church Street, Ector, TX in accordance with Texas Election Code 43.002 and authorize County Judge to sign notice for publishing – County Clerk: Fannin

County Clerk Tammy Biggar explained why this action was needed and how the county election board approves it. She further noted it is currently required for the polling location to be open the 2nd week of early voting during the primary, 12 hours a day that will include Saturday. A motion was made by Commissioner Self to approve the move with Commissioner Magness seconding the motion which passed. 19. Approve allowing Sheriff Department Deputies to accrue more than the maximum 120 hours of vacation pay due to staff shortages and the inability to use time accrued – County Judge: Ms. Whipple explained why this is needed. After a discussion ensued regarding alternative solutions to the problem, a motion was made by Commissioner Magness to pass on this and item 20 until the next session. Commissioner McQueen seconded the motion which passed. 20. Consider allowing Sheriff Department Deputies more than three months to use any excess vacation pay accrued – County Auditor: See item #19. 21. Accept or reject bids for Precinct 3 Chevy Silverado truck – Purchasing Agent: Fannin County Purchasing Agent Edwina Lane explained how 3 bids were received with 2 being unusable due to required documents not being submitted with the bids. She noted the bid Glenn Polk Autoplex submitted of $40,700 for a 2020 2500 Chevy Silverado was the bid Commissioner Magness asked to be voted on. Commissioner Magness made the motion to approve with Commissioner Self seconding the motion which passed. 22. Renew lease with Brazos Truck Leasing for a belly dump trailer at $500.00/ month for 6 months for Precinct 1 – Purchasing Agent: A motion was made by Commissioner McQueen to approve with Commissioner Magness seconding the motion which passed. 23. Renew lease with Brazos Truck Leasing for a belly dump trailer at $500.00/ month for 6 months for Precinct 2 – Purchasing Agent: A motion was made by Commissioner Self to approve with Commissioner Magness seconding the motion which passed. 24. Approval of Interlocal Agreement between Fannin County and the City of Leonard related to development and implementation of regu-

lations in Extraterritorial Jurisdictions (ETJ) – County Judge: See item 26. OPEN DISCUSSION ITEMS: Open discussion items will be passed on unless discussion requested by a member of the Court or a Citizen. 28. Subdivision Committee and Subdivision Policy – County Judge: Judge Cunningham commented on how issues are being addressed by Freese and Nichols in the ongoing work on this. 29. Courthouse repairs County Judge: Judge Cunningham noted how some millwork is still needed as well as work in the basement, and the efforts to resolve the issues without cost to the county. 30. Justice Center - County Judge: Judge Cunningham noted how Channel 12 covered the commencement of the demolition work. 31. County budget and revenue sources – County Judge: Judge Cunningham briefly touched on “hot tax” and real estate movement while noting the county is open to revenue ideas. 32. Water issues affecting

Fannin County – County Judge: Judge Cunningham noted how he wants to see something done before the Summer. He also noted that Bois d’Arc Lake will not be opening in February as there has not been enough rain to allow that to happen. 33. Fannin County road issues - County Judge: No significant updates. CHARLES HARRIS KEENE SR. Charles Harris Keene Sr. passed away peacefully on January 5, 2024 in Durant, OK. Arrangements are under the direction of Wise Funeral Home, Bonham, TX. Charles was born on May 5, 1928 in Canyon, TX to parents Harris and Evelyn Keene. Charles grew up in Ivanhoe, TX where at the tender age of 16 he gave his life to Christ and was baptized at the First Baptist Church in Ivanhoe. He graduated from Bonham High School in 1947 and went on to attend Paris Junior College. Charles had a deep love for his country and enlisted in the United States Airforce from 1950 to 1952. While serving he traveled to St. Thomas in the Virgin Islands and Fairbanks, Alaska as a staff sergeant and flight engineer. He married Paula “Joyce” Sangster on May 25, 1956 and they had 3 children, Paula Kay, Charles Harris Jr., and Kardina Renee. After his time in the military he worked as a jet engine mechanic at Perrin Air Force Base in Sherman, TX until it closed. He then transferred to Tinker Air Force base in Midwest City, OK in 1970 and retired in 1985. Charles enjoyed working on his farm, raising cows, and watching the stock market. He enjoyed westerns and Sci Fi movies and watching the Texas Rangers baseball games. Charles is preceded in death by his parents, Harris and Evelyn Owens, daughter, Kardina Eaton, and brother Jack Keene. He leaves behind many that will carry on his legacy, wife, Joyce Keene; daughter, Paula Keene and husband John; son, Charles Keene Jr. and wife Brenda; grandchildren, Katie Clark and husband Nathan, Ethan Keene, Lauren Keene, Trey Keene and wife Kayla, Bobby Pierce, great grandchildren, Barrett Lee, Ryan Cole, Breelyn Nicole, Arlene Jane “AJ”, and Orlena Rue. The funeral service was held on Tuesday, January 9, 2023 at 1:00pm at Wise Funeral Home Chapel, burial followed at New Hope Cemetery, Ivanhoe, TX.

Jan. 10, 2024 – As the forecast calls for extreme winter weather to arrive in the coming days, Atmos Energy is closely monitoring the weather and staging our employees across our system. Colder weather may impact the amount of natural gas you use. Using energy wisely and making a few household changes may produce a big difference in how much you spend on natural gas and other energy bills. Here are some tips to help you stay safe and conserve energy this winter: • Never use an oven or a gas stovetop to heat your home. • Protect natural gas meters. Natural gas meters are weather-proof; however, to ensure that the meter keeps working smoothly, remove snow and ice from natural gas meters with a broom or brush. Never kick or chip snow and ice away with a hard object. Call Atmos Energy's Emergency Number,

866.322.8667, if you have concerns about your meter. • Make sure external vents for dryers and other natural gas equipment are clear. Blocked vents for dryers and other gas appliances can lead to a dangerous buildup of carbon monoxide gas. Updated Property Tax Information Now Available for Texas Taxpayers (Bonham, Texas) — New and updated property tax information has just been compiled by Fannin Central Appraisal District and is available now to assist taxpayers. This property tax information is current and covers a wide range of topics, such as taxpayer remedies, exemptions, and appraisals, and has information for select groups, such as disabled veterans and persons age 65 or older. “Whether you are a homeowner, business owner, disabled veteran or taxpayer, it’s important you know your rights concerning the property tax laws” said Tylene Gamble, Chief Appraiser of the Fannin Central Appraisal District. “You can contact us about any property tax issues with full confidence that we will provide the most complete, accurate and up-to-date information available to assist you.” This includes information about the following programs: • Property Tax Exemptions for Disabled Veterans - The law provides partial exemptions for any property owned by disabled veterans or surviving spouses and surviving children of deceased disabled veterans. Another partial exemption is for homesteads donated to disabled veterans by charitable organizations at no cost or not more than 50 percent of the good faith estimate of the homestead’s market value to disabled veterans and their surviving spouses. The exemption amount is determined according to percentage of service-connected disability. The law also provides a 100 percent homestead exemption for 100 percent disabled veterans and their surviving spouses and surviving spouses of U.S. armed service members killed or fatally injured in the line of duty. • Property Tax Exemptions – Non-profit organizations that meet statutory requirements may seek property tax exemptions and must apply to their local appraisal district by a specific date. Businesses that receive tax abatements granted by taxing units; ship inventory out of Texas that may be eligible for the freeport exemption; store certain goods in transit in warehouses that are moved within 175 days; construct, install or acquire pollution control property; own and operate energy storage systems; convert landfill-generated gas; or store offshore drilling equipment while not in use may also be eligible for statutory exemptions. • Rendering Taxable Property - If a business owns tangible personal property that is used to produce income, the business must file a rendition with its local appraisal district by a specified date. Personal property includes inventory and equipment used by a business. Owners do not have to render exempt property such as church property or an agriculture producer’s equipment used for farming. • Appraisal Notices – Normally, taxpayers receive a notice of appraised value from the appropriate local appraisal district. The city, county, school districts and other local taxing units use the appraisal district’s value to set property taxes for the coming year. • Property Taxpayer Remedies – This Comptroller publication explains in detail how to protest a property appraisal, what issues the county appraisal review board (ARB) can consider and what to expect during a protest hearing. The publication also discusses the option to request limited binding arbitration to compel the ARB or chief appraiser to comply with a procedural requirement and the options of taking a taxpayer’s case to district court, the State Office of Administrative Hearings or binding arbitration if the taxpayer is dissatisfied with the outcome of the ARB hearing. • Homestead Exemptions – A homestead is generally defined as the home and land used as the owner’s principal residence on Jan. 1 of the tax year. A person who acquires property after Jan. 1 may receive the residence homestead exemption for the applicable portion of that tax year immediately on qualification for the exemption if the preceding owner did not receive the same exemption for that tax year. A homestead exemption reduces the home’s appraised value and, as a result, lowers property taxes. Applications are submitted to the appropriate local appraisal district.

• Productivity Appraisal – Property owners who use land for timberland production, agricultural purposes or wildlife management can be granted property tax relief on their land. They may apply to their local appraisal district for an agricultural special appraisal which may result in a lower appraisal of the land based on production, versus market value. • Residence Homestead Tax Deferral - Texas homeowners may postpone paying the currently delinquent property taxes due on the appreciating value of their homes by filing a tax deferral affidavit at their local appraisal district. This tax relief allows homeowners to pay the property taxes on 105 percent of the preceding year’s appraised value of their homestead, plus the taxes on any new improvements to the homestead. The deferral postpones the remaining taxes, with interest accruing at 8 percent per year but does not cancel them. • Property Tax Deferral for Persons Age 65 or Older or Disabled or Disabled Veteran Homeowners – Texans who are age 65 or older or disabled, as defined by law, or who qualify for a disabled veteran exemption may postpone paying current and delinquent property taxes on their homes by signing a tax deferral affidavit. Once the affidavit is on file, taxes are deferred, but not cancelled, as long as the owner continues to own and live in the home. Interest continues to accrue at 5 percent per year on the unpaid taxes. You may obtain a deferral affidavit at the appraisal district. • Notice of Availability of Electronic Communication –Chief appraisers and ARBs may communicate electronically through email or other media with property owners or their designated representatives. Written agreements are required for notices and other documents to be delivered electronically instead of mailing. • Protesting Property Appraisal Values – Property owners who disagree with the appraisal district’s appraisal of their property for local taxes or for any other action that adversely affects them may protest their property value to the appraisal district’s ARB. • Informal Meetings – Property owners can request an informal meeting with appraisal district staff to try and resolve their disputes prior to attending ARB hearings.
