County Offices Relocation Renovations Top Commissioners Agenda

1. Establish Quorum. The regular Fannin County Commissioners Court was called to order by Commissioner Gary Whitlock on Tuesday, January 14, 2020. A quorum was established as all commissioners were present at this time. Judge Randy Moore was not present. 2. Invocation. The invocation was given by Ken Ussery, interim worship minister at First Baptist Church Bonham. 3. Pledges. Pledges to the U.S. and Texas Flags were led by Commissioner Jerry Magness. 4. Introductions. There were no introductions this week. 5. Public Forum. Sandy Hood with the Fannin County Crisis Center thanked everyone for their support for the center’s Christmas project. The Crisis Center served 355 children for Christmas. She also stated that the Crisis Center is selling tickets for a playhouse that is located on the Bonham Square. Tickets are $3 each or 2 for $5 and are available at the Crisis Center. The drawing will be held Valentine’s Day, February 14th. 6. Discussion, consideration and action to approve the County Treasurer’s Financial Report for December 2019: Total Receipts for December 2019 were $2,617,061.07. Commissioner Lackey made a motion to approve. Commissioner Self seconded. Motion carried. 7. Discussion, consideration and action to approve County Treasurer’s Investment Report for December 2019 and Interest Report for Calendar Year 2019: The December 2019 Investment Report is as follows: Total Interest for 9 Texpool Accounts $4,632.94, Balance $3,366,413.93; Legend Bank ICS Account Interest $3,298.40, Balance $2,478,197.44; 2018 Go Bonds Interest $9,756.88, Balance $6,369,152.85; Operating Business Money Funds Interest $12.59, Balance $23,938.98. Discussion, consideration and action to approve the purchase of four County Commissioner Badges: These badges will be for each commissioner to identify themselves. Each badge will cost $131.50 which includes a wallet clip. The cost will come out of each commissioner’s budget. Commissioner Self made a motion to approve. Commissioner Magness seconded. Motion carried. 10. Discussion, consideration and action to approve the Final Plat for North Star Estates, Phase 3 in Trenton: North Star Estates is located on FM 181 and includes 14 lots. Commissioner Self made a motion to approve. Commissioner Lackey seconded. Motion carried. 11. Discussion, consideration and action to approve the use of funds from the Fannin County Contingency Fund (not to exceed $500.00) in addition to funds from Bond Supervision to complete renovations on the office for Bond Supervision located in the South Annex: This money is

requested to divide the room by building a wall with a locking door between the Bond Supervision office and the waiting area. Judge Laurie Blake spoke voicing her concerns about moving the Bond Supervision office to the South Annex. She stated that currently the District Court and offices are located at the South Annex which holds court hearings for CPS, civil and criminal cases. Judge Blake stated that

the office is overcrowded as it is and felt that moving the Bond Supervision office to this location will make the overcrowded situation worse as well as create a security issue. She invited the commissioners to come to the South Annex on Friday morning to witness the overcrowded situation first hand. After Judge Blake spoke, commissioners approved a total amount of not more than $1,750 to be taken

from the Contingency Fund for this renovation. Commissioner Lackey made

a motion to approve. Commissioner Magness seconded. Motion carried.

A few days ago, I was talking with my friend, Kay Burnett, and she said that her mother used to make a tamale pie with cornmeal in it. I thought back to my childhood days, and I think my mother used to make one, 10/4/16 too. I searched in my library of by Tommie Sue Turner recipes, but couldn’t find one with cornmeal. I did find one that sounds similar, but with grits. I thought this one was worth printing. If you have a tamale pie recipe that calls for cornmeal, will you please get it to me? For Commissioner, Fannin County Precinct 1 On March 3, 2020, the citizens of Precinct 1 can elect a new Republican county commissioner for Fannin County. I ask for your vote to be that commissioner based on what goals I would like to see happen in the county, my proven track record of improving and growing two important entities in the county, and my ability to work with others across the county. The second goal as your county commissioner that I would like to talk about this week is a program to Improve our County Roads – just throwing more rock on a road after a heavy rain is not a long-term solution. Roads require the correct drainage to prevent most problems which requires some basic understanding of water flow and culvert size to direct that flow. As a county commissioner you have access to a host of resources if you choose to use them in helping to make the correct decisions about where culverts and drainage ditches should be located. With a lifetime of experience from having lived on county roads and working on farms I also bring a degree in Chemistry that will be of invaluable help in understanding the best and most efficient ways to maintain the county roads. With a finite amount of money each year and an extensive road system a schedule will be made of the roads needing the most work, what type of work is needed, and the cost for each section. The public will be able to see this list on-line through either a county owned site or a site that I will maintain at my own expense. Having run interactive websites for many years this is an easy way for citizens to know when someone will be on their road working. It will also be a great way for citizens to report issues with a road when it happens or take photos and upload them to the website for later use by the road crew. Most every county road requires the maintenance of the brush and trees in the right-of-way and while not a pretty site we will let you know when it will happen, and we will also clean up the debris each day. In addition, we can work with the landowners to truly make the drainage what it should be to prevent just throwing gravel on the road after each rain. January Meeting of Democratic Women

The Democratic Women and Men of Fannin County will be meeting at 6:30PM on Monday, January 27, at the Elizabeth May Room at the First United Bank at 120 W. Sam Rayburn for a two-part program. New and returning officers for 2020 will be sworn in during the initial session, facilitated by

special guests Alecia Hux and 8/10/10 Judge Joe Dale. Later, special guest Catherine Krantz, former Democratic candidate for the U. S. House of Representatives, will lead a group discussion. The topic for this month’s debate is “Can a Progressive Nominee Win the Presidency?”

Sheriff Mark Johnson is looking ahead …… Whether you agree or disagree with Bois d’Arc Lake, the law enforcement needs will increase and we must plan ahead. In January 2018, I was approached by representatives of North Texas Municipal Water District who advised that the contract entered into by Fannin County stipulated that the Fannin County Sheriff’s Office will provide law enforcement around the lake. With that in mind, my administrative staff and I started discussing our needs. Chief Deputy Tredway put together a needs analysis and as a team we put much thought into the manpower, equipment and training needs that would be required to adequately do the job. We considered the following factors: 1.) The area where the lake is being constructed is a rural area with limited infrastructure. 2.) There is virtually no reliable cell phone service or radio coverage in the area where the lake is being constructed. 3.) Equipment needs for public safety will be numerous, from vehicles and boats to life jackets and rafts. None of which are standard issue. 4.) Expected increase in call volumes once the lake is completed, especially for alcohol related offenses. 5.) Extensive training will be required for the deputies assigned to the lake to include search and rescue. We then presented North Texas Municipal Water District with our requests along with the rationale for each request. After many discussions and negotiations, a 10 year contract was entered into with North Texas Municipal Water District to provide the following for the Fannin County Sheriff’s Office: Personnel: A total of 4 Deputy positions were added with funding for salaries, benefits, uniforms, equipment and training. Two of these positions, a Sergeant and Deputy, were added immediately and will be paid through this contract for 10 years and the other 2 positions will be added in 5 years and paid through the contract for 5 years. The total cost allowed for this is $1,751,500.00. Emergency Radio Improvements: A one time payment of $400,000.00 was provided to upgrade the radio system in the Sheriff’s Office. The dispatch system is outdated and currently operates off two car radios connected to a computer and doesn’t have enough power to have clear reception and doesn’t reach every part of the county. We currently have radio coverage in approximately 65% of the county. We are currently adding two new consoles which will increase our radio coverage throughout the county to 90-95%. We will have a voice over IP system with much more clear communication. We will also have the ability to interrupt nonemergency radio traffic during emergencies to get information to the Deputies. The new system will also provide for better officer safety due to the ability to encrypt our radio traffic when needed. This will benefit all law enforcement agencies that use radio communication through the Sheriff’s Office. Vehicles and Special Equipment: A four door 4x4 truck with the necessary equipment, dive gear, a 27 foot middle console boat, an aluminum flat bottom boat, equipment for the boats, a 4 seat ATV 4x4 with necessary equipment, side scan sonar and funds for equipment repair and maintenance for a total of $356,000.00. Facilities: 1.) A deep access boat ramp and a boat dock owned by North Texas Municipal Water District and separate from public recreational areas and inaccessible to the public that will be located near the Reservoir dam to enable low water boat access. 2.) Office space and meeting space inside the District’s Lake Office that will be a multi-purpose facility available for the Sheriff’s use, a command center for emergency services and living quarters for Fannin County Sheriff’s Office personnel involved in or affected by an emergency. The finalized contract added $2,507,500.00 to the budget for the Sheriff’s Office. I have the experience and insight to lead the Fannin County Sheriff’s Office in to the future and meet the changing needs of the county in regards to law enforcement.

Saturday, January 11, Board members of the Feeding Fannin Project gathered to thank the many volunteers who have given the organization so much time and energy. Since the initial trial distribution at the Resource Fair in April, over 300 households have signed up to receive fresh produce and groceries. In collaboration with the North Texas Food Bank, food is distributed at 2 site locations in Bonham and Honey Grove, with a program extension underway. Pastor Dana Coker of First United Methodist Church began the night with opening prayer. Then King’s Trail Cowboy Church Chuck Wagon Team of Whitewright served a fantastic barbecue dinner. Louise Goodwater, another great volunteer for Feeding Fanning, provided an awesome dessert. Catherine Krantz and Delano Smith, from Texoma Council of Governments and facilitators for the Feeding Fannin Program, welcomed the guests and spoke a few words about the tremendous and diverse group of citizens young and old who volunteer. Delano mentioned the comments he heard from residents at the distributions: “Thank God for what you all are doing, this was definitely needed.” “Thank you so much for the fresh fruits and vegetables. They are too expensive for me to purchase at our local stores.” He added thanks and acknowledged the impact the volunteers had on winning the NADO Award. National Association of Development Organizations honored the impact Feeding Fannin has made in the Fannin County community. Wanda Durelle Franklin, 86, of Midland, passed away on Wednesday, January 8, 2020 surrounded by her family. The family received friends on Sunday, January 12, 2020 from 4:00PM-6:000PM at Nalley-Pickle & Welch Funeral Home in Midland. Funeral service were held on Monday, January 13, 2020 at 1:00PM at Nalley-Pickle & Welch Chapel with burial followed at Serenity Memorial Gardens. Wanda was born on January 25, 1933 to Bernice and Clarence Melson in Elwood, TX. Wanda worked in Midland for over 51 years with her last 26 years at Loretta’s Answering Service. Although she loved her job, her greatest enjoyment came from the people she encountered, the friendships she formed and the family she served and loved dearly. Her entire life was devoted to the love for her husband, daughters, grandchildren and great grandchildren, but her greatest love was for the Lord! There is no doubt God truly told this woman “well done good and faithful servant“ when she went home to him on Wednesday. She was a member of West Kentucky Baptist Church where she faithfully attended for over 40 yrs. She is survived by brother, Joe Melson, sister, Katie Bethel (Jimmy) and brother-in-law, Paul Woolsey; daughters, Janie Caldwell (Jim), Letha Reynolds (Larry) and Nancy Pendleton (Danny); grandchildren, Kyle Carpenter, Craig Reynolds (Jennifer), Jennifer Pender (Daniel), Michael Caldwell, Sallie Seabaugh (Jeremy) and Katie Porter (Jacob); 15 great grandchildren and numerous nieces and nephews. She is preceded in death by her husband L.A. Franklin, her brothers Kenneth Melson and Dennis Melson and her sister Pat Woolsey. Pallbearers were Kyle Carpenter, Craig Reynolds, Daniel Pender, Danny Pendleton, Blake Bethel and Jerry Owens. Honorary pallbearers were Michael Melson, DeWayne Byerly and Charles Plunk. Bro. Kevin Lane was the officiant. Burial followed at Carson Cemetery in Ector, Texas. Hunter passed away early Saturday, Jan. 11, 2020 at his residence in Wolfe City, Texas surrounded by his family. Hunter was born on March 19, 1997 in Sherman, Texas, the son of Johnny Wayne Coldiron and

Jessica Ann Partridge Roys. He enjoyed the outdoors, especially fishing and hunting. Hunter had an artistic mind and would often use it to build and create new things. He was a gamer, like most boys. Hunter had a soft spot for animals of all kinds. He had a compassionate heart and was always helping others. Hunter was a member of Bois d’Arc Creek Church in Bonham, Texas. He had an unwavering faith in God and was very fond of his Young Adult Bible study group. Hunter’s kind heart and beautiful soul will be cherished always and most ardently missed. He was welcomed into Heaven by his Memaw and Papaw, Wilma and Harrel Coldiron, his Uncle, Ronnie “Bubba” Coldiron and great uncles, Gene Partridge and

Ronnie Partridge. Hunter’s own words; “As my life keeps getting shorter and my Memory is dwindling, I just keep asking God to be with me in these tough times (not that I haven’t already been praying), I just keep asking for y’all’s prayers. My life has been abundant with testimonies from God! From everyone since I have been born to all my family and friends, I LOVE YOU ALL! I tried my best to be an inspiration to everyone I have ever known or met. This life is but a stopping point, a pause to sweet eternity with God! My destination is a far greater place with everlasting peace. God has so much more waiting for me in Heaven and you too. Always remember God is the one who holds your life in his hands!” Don’t worry about anything; instead, pray about everything. Tell God what you need and thank him for all he has done. His mother died of cancer when he was 4 years old. Subsequently, W.A. took a second wife Myrle. James is survived by his daughter and son-in-law Margie and Larry Shelton. They have done everything they could to make sure James was able to stay in his own home. Thankfully, he peacefully passed away at home in familiar surroundings. Also, he is survived by sistersin-law Marilyn Jackson and Pat McGee and numerous nieces and nephews. James was preceded in death by his beloved wife of 69 years Jo (only 10 months ago) and his daughter Marian, as well as five brothers Dean, J.W. (Bill), Fred,

At a later date inurnment will be held at Willow Wild Cemetery where Mrs. Lehde will be laid to rest with her beloved husband Hershal. Lenore married Hershal Lehde on April 21, 1967 in Arlington, VA and he preceded her in death on April 26, 2004. Lenore and Hershal both worked for the government in Washington, DC and after they both retired they moved to Bonham, TX. Also preceding her in death are her parents and son, Richard Carmichael. She is survived by her sisters-inlaw, Diane Lehde of Bonham, TX and Joan Robbins and husband Rickey of KS; numerous nieces and nephews and best friend, Darlene “Dot” Stevens. After military service, he worked as vice president of Sikes Construction Company for 35 years. He also became a partner in a real estate company JMS (Jackson, McDonald & Sikes). James loved the construction business. After retirement, James & Jo moved back to Leonard & were active in the 1st United Methodist Church. He supervised construction of a new parsonage & educational building for the church. He was also a member of the Masonic Lodge Grove Hill 373. James’ hobbies included hunting, fishing, bowling, reading and gardening. He & his wife Jo loved to travel and enjoyed gambling at casinos & playing poker. One of the things he liked most was to sit in the front yard on a hot day with family and friends and have a cold beer. James and Jo loved their pets: Waggles, Rags, M.G, Piggy, Tricks and his last dog Max who always watched over him. James will meet them soon on the Rainbow Bridge with all his loved ones who have gone on before. He will be missed by family and friends. Press Release - At last check, 3 children from Fannin County who are in foster care do not have a CASA volunteer advocate. The Fannin County Children’s Center is seeking volunteers for a variety of roles, including CASA advocates for children in foster care, CAC volunteers who supervise children at the center, Rainbow Room volunteers who organize clothing and other supplies, Honey Doers who help with minor repairs and maintenance and Hospitality Team who prepare food for various meetings and trainings. CASA, which stands for Court Appointed Special Advocates, is one of several programs offered by the Fannin County Children’s Center for the benefit of abused and neglected children. CASA is seeking adult volunteers who can complete training and pass background checks to be appointed by the 336th District Court to serve as Guardian ad Litem for children in foster care.

In that role, CASA volunteers regularly visit their assigned child or sibling group and gather information from parents, other family, teachers, medical personnel, therapists and others in order to make recommendations to the court on what will be in the child’s best interest. They prepare court reports and testify at court hearings too. Many volunteers successfully manage to volunteer while also working full time and spending time with their families. The Children’s Advocacy Center (CAC) is another program of the Children’s Center. Compassionate CAC volunteers are needed to supervise children, youth and families who are at the center for interviews or counseling. Other volunteers are needed for tasks not directly working with children, such as organizing clothes in the Rainbow Room, helping with light repairs and maintenance of the building and preparing food for various meetings and trainings. There will be an informational session on Tuesday, January 21 from 5:30 – 6:30 pm at the center at 112 West Fifth Street in Bonham. Community Development Director Andrea Lappin and CASA Program Director Amanda McDonald will present information about all the volunteer opportunities available at the center, as well as information about the application process and training requirements. Attendance at the information session is not a requirement to become a volunteer, however, it is a helpful step to learning more about what it takes to be a volunteer. Attending the info session will not obligate anyone to become a volunteer. The next training sessions for CASA volunteers will start in February. Participants will gain knowledge and learn skills needed to become an advocate for abused children in foster care. Participants will also be reading and completing activities on their own time. At least 2 hours of court room observation will also be required. All who successfully complete the training will take the CASA oath in the Fannin County District Courtroom. Applications are now being accepted for all types of volunteers at the Children’s Center.
