Leonard alumna Bennett continues career into fourth hoops year for Ouachita Bapt.

Jessi Bennett has extended her women’s basketball career into a fourth season at Ouachita Baptist University in Arkadelphia, Ark. The 2018 Leonard graduate, a 5-3 guard, started five of eight games before Christmas, averaging 23.125 minutes. She has totaled 28 points, 15 assists, 13 rebounds and seven steals. Leonard’s Jessi Bennett. Bennett has made 8-of-10 Ouachita Baptist courtesy photo free throw attempts and hit six 3-pointers. Earlier in 2021, she started seven and played in each of Ouachita Baptist’s nine games -- its schedule limited to in-state Great contests due to COVID-19 American Conference concerns. Bennett had a

team-leading 20 steals, averaging 4.2 points and 2.4 rebounds. In high school, Bennett made multiple advances to State in cross country, helped the girls basketball team win an undefeated district title en route to the regional quarterfinals during her senior season and was part of Leonard’s 2015 and 2018 State championship girls track teams.

This recipe is a really good one! CHICKEN BOMBS WITH A TWIST 1 pkg. boneless skinless chicken breast (3 in a package) 3 jalapeño peppers (Deseeded and cleaned) 1 package of bacon 8 oz. cream cheese, softened 1½ c. pepper jack shredded cheese Approximately 1 c. BBQ sauce Sprinkle of Slap Ya Mama Cajun Seasoning Remove chicken from package and slice chicken lengthwise while laying on a cutting board. Place each piece separately in between 2 pieces of parchment paper. Use a rolling pin to flatten chicken pieces until they are approximately 1/8” - 1/4” in thickness. Wash jalapenos, cut stem off,

cheese, and approximately 1 tsp. of Slap Ya Moma Cajun seasoning. Mix together until well blended and add mixture to jalapeños. Next lay flattened chicken on cutting board and season each piece with Slap Ya Moma Cajun seasoning. Lay filled jalapeno piece, cheese side down, on one side and roll chicken around jalapeno. Wrap two pieces of bacon (one at a time) tightly around rolled chicken and tuck bacon into itself until tightly closed to seal. Preheat grill to at least 300 degrees and place chicken bombs on the grill to cook approximately 2530 minutes. Turn chicken bombs on grill every 5 minutes. Add 10 minutes to grilling time by basting with BBQ sauce of your choice twice. Remove and let cool. Slice into ½” slices and enjoy! Please try this one because you will not regret it! For the next several weeks I will be sharing

with you memories from the final phase of my prisoner of war days. As I was to know later, the dangerous times that followed my capture were largely over. Many difficulties yet unknown to me were just ahead. Three weeks had passed since Sept 5, 1944 and I had arrived at Stalag Luft I where I would spend the remainder of my captivity – how long- I did not know. Even though the war was moving in the Allies’ favor. Only time would tell when victory would come and I would be free again. Stalag Luft I is the name of the prison camp. The word Stalag means prison. The word Luft means air and suggests that this was a

camp for captive allied airmen. The “I” means it was the first such camp to be established. I am not sure what my thoughts were after the first couple of weeks. The first thought may well have been one of intense longing for home, but at the same time one of a living hope. I am sure there was a fear of the unknown. But then there was a faith in the “Known One”. In spite of my fears I was determined to stay as positive as possible. I knew God had a plan for my life and I rested my faith in the thought that He was working the plan. I was to learn much later how true this thought was to be. My central thought in this week’s column

A special meeting of the Fannin County Commissioners Court was held Tuesday, December 28, 2021 at 8:50 a.m. for the purpose: To hold and attend a PUBLIC HEARING to hear comments regarding the application by BT Block Storage, LLC to designate certain property in Fannin County as a Reinvestment Zone eligible for tax abatement under Chapter 312 of the Texas Tax Code; 10-acre square shaped tract of land located in the northwest corner of Tax Parcel ID: 85219 – County Judge County Judge Randy Moore called the meeting to order and established a quorum with all

Commissioners present except Commissioner Lackey. Judge Moore explained that attorney Herb Bristow recommended creating a Reinvestment Zone before a hearing or meeting to determine the possibility of tax abatement. Debate and decision on the abatement will come at a later date. There were no public comments regarding the Reinvestment Zone. The meeting was adjourned at 9:04 a.m. Immediately following the Special Meeting, Judge Moore called the Regular Meeting of the Commissioners Court to order at 9:04 a.m. The Judge established quorum with only Commissioner

Lackey absent. 5. Discussion, consideration and action regarding Courthouse Restoration – Judge Moore – The Judge did not have an official update from Turner Construction. It was noted by County Auditor Alicia Whipple that some doors had been installed. Some County officials were to be given a tour to see the latest progress. 6. Discussion, consideration and action to move newly opened Election Precinct 17 to either Justice of the Peace Precinct 1 or Justice of the Peace Precinct 2 and to approve Order for final JP Precincts – County Judge – After hearing from JP Precinct 3 Kenny Karl concerning the

Executive Session: Deliberation regarding economic development negotiations – a closed meeting will be held pursuant to LGC Section 551.087 to (1) discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1) – regarding economic benefits of a reinvestment zone for BT Block Storage, LLC – County Judge The Court moved to Executive Session at 9:25 a.m. and returned to Regular Session at 9:46 a.m. 12.Discussion, consideration and action regarding

Executive Session and to approve Order designating the 10-acre square tract located in the northwest corner of Parcel ID 85219 as a Reinvestment Zone eligible for tax abatement – County Judge Commissioner Lane made a motion to approve the Order. Commissioner Magness seconded the motion. The Court approved the Order. 13. Comments by County Commissioners and County Judge Each Commissioner thanked everyone for attending and expressed hope that the holidays were good. They also wished everyone a Happy New Year. Judge Moore echoed their remarks and said he wanted to mention how much he appreciates all County employees. He stated they are dedicated and good workers. Judge Moore gave some Covid statistics before closing the meeting: 82 Active Cases this week. The total fatalities did not increase from previous weeks. That number is still at 154. Hospitality rate was 5.4% last week and is 7.85% this week. Judge Moore stated the CDC has reduced the number of days to isolate to 5 days. Judge Moore declared the meeting adjourned.

House Bill 2152 allows online registration renewals up to 12 months past the expiration date. Previously, Texans could renew expired registrations online up to nine months past the expiration

TCOG to Host Criminal Justice Grant Application Workshop

20, 2021 - Stephanie Davidson, Texoma Council of Government’s Criminal Justice and Emergency Planning Program Manager announced today a mandatory workshop on Wednesday, January 12, 2022, that will take place in the Eisenhower Room at TCOG. The free workshop is intended for those interested in applying for criminal justice grants through the Office of the Governor, Criminal Justice Division (CJD). The event will begin at 2:00 pm. “These funds help local agencies in their efforts to

prevent criminal activities in communities throughout the Texoma region,” stated Ms. Davidson. “This workshop will provide applicants with the latest information about eligible activities, the application process, and the funding timeline.” These grants are funded through the Victims of Crime Act (VOCA), the Violence Against Women Act (VAWA), the State Criminal Justice Planning program and the Juvenile Justice Delinquency Prevention Act. Organizations that are eligible to apply in-

clude state agencies, units of local government, non-profit agencies, Native American tribes, community supervision & corrections departments and councils of government. The workshop is offered to those who have never applied to CJD, as well as those who have previous experience with the CJD grant application process. No registration will be required. band birds of prey flocking to the Riverby Ranch mitigation site. Riverby is a 15,000acre former ranch in its third year of restoration. “We saw 10 turkey vultures, three or four red-tailed hawks, a couple of harriers and two kestrels within two minutes of turning the corner to Riverby so that was magical. The birds were welcoming us to Riverby,” PhD student Kelsey Biles said about the first time her research crew arrived on-site. With most American raptors declining in population, the chance to study them in an environmentally rich, protected habitat is rare. Trapping the raptors gave the students valuable experience with key safety and research protocols that will

Banding and collecting data by the students and faculty supports a variety of research efforts focused on the conservation of birds of prey, and it provides NTMWD key information on the success of its environmental improvements. Because raptors represent the top of the food chain, the presence and prevalence of many species indicate a healthy and thriving ecosystem. With the reduction of grasslands, raptor species are struggling. Birds are seeking refuge at Riverby which indicates a healthy ecosystem at work. Lake Ralph Hall 2021: A Year of Progress

Press Release - This year has been one of incredible progress on Lake Ralph Hall. Since Upper Trinity’s groundbreaking ceremony last June, significant activities have occurred on both the State Highway 34 bridge and clearing for the Leon Hurse Dam. Upper Trinity’s contractor, Flatiron Constructors, Inc., has placed approximately 100

beams (of the 371) needed for the new bridge to span the lake. Granite Construction Company has completed site clearing of about 500 acres to begin building the dam. Additionally, the Upper Trinity Board last month approved $12.5 million in contracts for design of a 32-mile conveyance system needed to move water from the lake into Upper Trinity’s existing system, along with associated support, administrative and maintenance facilities. None of this would have been possible without our partners — the City of Ladonia, Fannin County and Upper Trinity Members and Customers. We are grateful for their support and look forward to continuing this coordinated effort to properly plan, construct and place the Lake Ralph Hall project into operation. Likewise, the next few years will be exciting ones for us at Upper Trinity and Fannin County. Next year, the pace of construction for the Leon Hurse Dam and Hwy 34 bridge projects will increase, leading to a dramatically new look. Design of certain lake facilities, including the raw water pump station and pipeline, will wrap up, with construction starting shortly thereafter. In late 2022, certain environmental improvements are scheduled to begin as part of the overall mitigation plan for the reservoir.

Also, District staff intend to work closely with the city and county as they strive to finalize the comprehensive land use plan and zoning regulations for the area around the new lake. Once Lake Ralph Hall is finished in late 2025 and becomes operational in early 2026, it will provide a much needed, new water supply for the District’s rapidly growing service area. The lake will also offer a variety of activities—for visitors and residents alike. Hunting, fishing, bird watching, boating and similar activities will bring visitors and provide lasting economic benefits for Ladonia and Fannin County, as well as other nearby cities and counties. It will also help to improve the North Sulphur River and continue providing fossil hunting opportunities in the area. We look forward to these exciting developments as we honor the legacies of Congressman Ralph Hall, Mayor Leon Hurse and Thomas E. Taylor. During this season of gratitude and joy, we remember that it is thanks to the foresight of many before us that this lake is becoming reality. Bonham-Louis Morgan Todd, Jr., age 80 of Bonham, TX was born on September 24, 1941 in Palm Springs, CA to Louis Morgan Todd Sr. and Ruth (Taylor) Todd. He passed away on Monday, December 27, 2021 at his home with his family by his side. Louis was a graduate of Leonard High School Class of 1959 and he served honorably in the United States Army during the Vietnam Era. On July 26, 1972 Louis married Deborah “Debbie”

Lynn (Scott) Todd in Sherman, TX. He was a maintenance contractor for Texoma Housing Authority in Bonham, TX and he also worked as a farmer with his dad. Louis was a life member of VFW Post 4852 and had served as Commander at the American Legion Post 283 in Bonham, TX. Louis is survived by wife, Debbie Todd of Bonham, TX; daughter, Jennifer Trusty and husband Max of Trenton, TX and daughter, Cindy Luevano of Savoy, TX. Grandchildren, Allison Trusty (Jake) of Denver, CO; Alex Trusty of Trenton, TX; Georginna Burch (Austin) of Gilmer, TX, David Lynn Reed of Longview, TX; Sarah Woods (Travis) Ohio; Malachi Luevano (Sara) of Kansas City, MO; and Kaylie Luevano of Sherman, TX; 8 great grandchildren, sister, Judy Todd Dixon and husband Robert of Tom Bean, TX; along with several nieces and nephews. Memorial Service to celebrate the life of Gary D Gibbs was held on Monday December 27, 2021 at 2:00pm at Central Christian Church in Sherman, TX. Mr. Gibbs was born in San Angelo, TX in Tom Green County on July 4, 1945. Mr. Gibbs passed away on Friday December 3, 2021 at Texoma Medical Center after along illness, he was 76 years old. Gary was born to James M. Gibbs and Maxine Cox Gibbs. At five years of age, he moved with his family to the YO Ranch in Kerr County, Texas. His father took the job as ranch manager for the Schrlener family. He said at one time, “I spent my growing up years on the greatest ranch in Texas!” He loved the Hilly Country of Texas. The family moved to Colorado when Gibbs was sixteen years of age as his father had ranching interests in that state. Gibbs made his home in Colorado for twenty-seven years before coming back to Texas to live. Rev. Gibbs had several careers in his lifetime. he was a Colorado State Trooper and Undersheriff of El Paso County, Colorado in the 1970’s. He was part owner of FIMPLE-GIBBS Inc in Denver, Colorado, an oil and gas leasing company with his longtime friend and partner John W. Fimple. The friendship still remains for well fifty years. Mr. Gibbs became an ordained minister in the Christian Church (Disciples of Christ) in June of 1984. He served churches in Colorado, Bonham, TX, and Farmington, NM, and his final church was First Christian Church in Van Alstyne, Texas. He retired from active service in December 2012 due to illness. He was an active pastoral minister for 32 years. He continued to be active in ministry, helping out when fellow clergy were on vacation. He also continued to do hospital visits and nursing home visits when asked He also officiated at many funerals when requested by his friend Tommy Scoggins at Scoggins Funeral Home in Van Alstyne. Gibbs started school in a one room rock school house on the Divide in Kerr County, Texas. He went from first grade through the eighth grade. He was always proud to say my first-grade school is still in operation. It has three rooms now instead of one. Gibbs attended Tivy High School in Kerrville through the ninth grade when he moved with his family to Colorado. He graduated from Hoehne High School in 1963. Gibbs served his country with honor in the U.S Army from 1966-1968. Gary was a graduate of Colorado State University in Pueblo, Colorado. Received his Master of Divinity in 1984 from the Iliff School of Theology in Denver, Colorado and did Doctor of Ministry work at San Francisco Theological Seminary at San Francisco at San Anselmo. Mr. Gibbs is survived by his wife R’Cella Dean Gibbs of the Home. Two children Karibeth Gibbs Abdelnour and husband Tony of Canyon, Texas. Two grandchildren Florence Abdelnour and Gabe Abdelnour of Canyon, Texas. Son Thomas Edgar Gibbs of San Antonio, TX and two Step children; Larry Renfrow and wife Melissa of Chicago, IL, Cressie Todd of Sherman, TX. and Step Granddaughter Sommerlan Todd of Bonham, TX. Gibbs was pre-deceased by his brother Glyn Gibbs of Houston, TX and his mother and father James and Maxine Gibbs. Surviving Rev. Gibbs are many nieces and nephews. His Sisters Darla Nickel (Carry) of Canyon, TX and Macky Pitts (John) of Midland, TX. Gibbs was chaplain of Mantua Lodge #209 in Van Alstyne, TX. Mr. Gibbs loved his brother Masons and cherished their friendship. Gibbs is also survived by many friends and members of the churches he served throughout his many years in service to the Lord Jesus Christ. WINNIE ANN CRAWFORD STEELE Winnie Ann Crawford Steele of Trenton, Texas passed away December 22, 2021 at the age of 100. She was born on October 28, 1921, to Jack Francis Crawford and Lillie Mae Crawford (Staton) in Detroit, Texas. Winnie married Norris Emmett Steele on June 28, 1942, in Leonard, Texas. She was a member of the Valley Creek Baptist Church. Winnie is survived by her son, Ray Steele and wife, Linda of Trenton, Texas; daughter, Ann Jackson of Wills Point, Texas; grandchildren, Lee Steele and wife, Celeste of Anna, Texas, Truett Steele of Trenton, Texas, Jay Jackson and wife, Mandy of Rockwall, Texas, and Joel Jackson of Celeste, Texas; great-grandchildren, Parker, Brittany, Jordan, Reed, Rhett, Rhenn, Devon, Jacklynn, and Ty; and great greatgrandchildren, Rome, Cameron, and Jordyn. MARY FRANCES (FIELDS) HAYES Mary Frances (Fields) Hayes, 91, of Ladonia, Texas, died peacefully December 22, 2021 in Honey Grove, Texas. She was born April 30, 1930 in Bartley Woods, Texas. Mary was the daughter of Virgie Leigh (Williams) Fields and Charlie Fields. Mary was a graduate of Fannindel High School and Marcum Hospital Nursing program. Mary served her community for over 40 years as a nurse at Marcum Hospital, Marcum Medical Clinic in Honey Grove, Wintermute Medical Clinic in Ladonia and finally retired from Smith Nursing Home in Wolfe City. She served her community in many ways over her beautiful life. She volunteered with the Ladonia Rodeo and Frontier Days Association, the Ladies Auxiliary of the Ladonia Volunteer Fire Department and most importantly, she served her beloved First United Methodist Church Ladonia in many capacities that are too numerous to mention. Mary influenced so many lives within the Ladonia and surrounding area by setting the example of Christian leadership, service, and her commitment to Jesus Christ. Mary is survived by her son, Jeff (Liane) of Austin, Texas; grandson Patrick Mulder (Lynn Hanson) granddaughter Morgan (Hayes) Pavlatos (Andreas) and daughter Riley of Bryan-College Station, Texas, Son-in-Law Carrol Mulder of Bonham, Texas. She also is survived by bonus grandchildren; Liane’s son Eric Miller and wife Rebecca and sons Jaxon, Nolan and Declan of Buda, Texas; Liane’s daughter Lauren Munoz and husband Mike and daughter London, Liane’s daughter Amy Miller, all of Austin, Texas. She is also survived by her brother Alvin L. Fields (Mary) of Honey Grove, Texas and numerous nieces, nephews, and close friends. She was preceded in death by her husband and best friend, Robert Hayes, and daughter Beverly (Susie) Mulder. A celebration of her life will be held at the First United Methodist Church Ladonia on Friday, January 7, 2022 at 11:00 am. Officiating will be Pastor Mark Bradley. RICHARD G. MILLS

Richard G. Mills, 63, of Bonham, passed away on Saturday, December 18, 2021 after a short battle with cancer. He was born in Pleasanton, California on March 2, 1958 to Lee Mills and Jane Mooney Mills. He was a “Jack of All Trades” and could do many things; if it was broken, he could fix it. Richard was an Auto Mechanic by trade; owned and operated a mechanic shop in Farmersville, Texas. He moved to Bonham, Texas in 2000 when he met Stacy Hamby; they married in 2003. During the last 17 years, he built and owned and operated Mills Corner Garage in Bonham until he sold his shop and retired in January 2021. His love of rebuilding and remodeling old cars took him to car shows where he won many 1st place awards and trophies. Richard was also an avid outdoorsman; he loved hunting, fishing, camping, hiking and skiing. Pretty much anything outdoors was right up his alley. He kept himself busy with his many hobbies and never had an idle moment. Richard was a very loving, caring and compassionate father, husband, brother and friend who was loved by many and will be missed by all who knew them. Richard was preceded in death by his father, Lee Mills, his grandmother, 1/4/22 Lucielle Meyerpeter and father and mother-in-law, Glen and Norma Hamby. Left to cherish his memories are his wife, Stacy Hamby Mills; children, Misty Mills McGuire of Greenville and Rachael Gibbs and husband, Cody Gibbs of Bonham; grandchildren, Brysin McGuire, Tanner McGuire and the soon to arrive, Colton Gibbs; his mother, Janet, 3 brothers, 3 sisters and numerous nieces and nephews. KENNETH CARL “PETE” FLANAGAN Kenneth Carl “Pete” Flanagan of Leonard, Texas passed away surrounded by his loving family on December 23, 2021, at the age of 84. He was born on July 14, 1937, to JT Flanagan and Lelia Evans Flanagan in Delba, Texas. Pete met the love of his life, Leveta White, at 8 years old. He married Leveta on May 19, 1956, in Leonard, Texas, sharing 65 years and 7 months of love and memories together. Pete committed 40 years to the Boy Scouts. He was a member of the Central Baptist Church in Bonham. During Pete’s free time, he enjoyed fishing, hunting, and traveling to all 50 states. He was also involved in missionary work to Old Mexico and the Philippines. He was preceded in death by his parents, JT and Lelia Flanagan; parent-in-laws, Nick and Effie White; brothers, Royce, Coy, and Floyd; sisters, Nell, Mary, and Dorothy; brother-in-laws, Marshall Gray, Troy Hamilton, Jack Clark, Glen Grounds, Joel Pitts, La Doil White and Curtis LaGrone; sister-in-laws, Velma Clark, Letha Flanagan, and Lois Flanagan; nephew, Robert Watson; and great-grandson, Bryce Hodge. A funeral service was held at 2:00 p.m., Tuesday, December 28, 2021, at First United Methodist Church, 206 North Main Street, Leonard, Texas 75452. Following the service, a procession made its way to Leonard Cemetery for a committal service. Pallbearers for Pete’s service were Danny Len Hodge, Darren Hodge, Darryl Hodge, Nick Campbell, Michael Flanagan, and Landry Nolen. A private graveside service will be held at later date for Gene Autry May, 83, of Nacogdoches, Texas, formerly of Bonham. Gene passed away on Dec. 21, 2021, at Nacogdoches Medical Center. Gene was born Sept. 25, 1938, to Forest Bedford and Anna Lee Landham May in the Danner Community of Fannin County. He attended North Fannin School and was a 1959 graduate of Bonham High School. After graduation, He joined the Texas Army National Guard. Gene served during the Cuban Missile Crisis. He was a member of the 49th Armored Division. Gene was a plumber for many years in Nacogdoches and around Texas. He loved flying model airplanes in his leisure time. He is survived by a son, Nevelle Ernest May; granddaughter, Taylor Nichole May and Chris Hughes; great-grandson, Carter Wayne Hughes all of Nacogdoches; brother, Allen May of Conroe; sister Wanda Spivey of Bellville, Ill.; sister in law, Nadine May Wix pf Bonham; several nieces, nephews, and cousins.

Rodney Stanford officiated. Burial followed in Willow Wild Cemetery in Bonham, Texas.. Don passed away Tuesday night, Dec. 21, 2021 at his residence. Don was born May 12, 1949 in Sherman, Texas, the son of William “Mack” Williams and Jessie Lee Franklin Williams. He was a 1967 graduate of Whitewright High School and attended Grayson County College. He served on the Whitewright School Board. Don married Becky Eaves Watson on June 29, 1990. He was a member and song leader at Bethel Baptist Church in Whitewright for a number of years. He later became a member of Boyd Baptist Church in Bonham where he sang in the choir, was a part of the men’s quartet and taught Sunday School. He loved to play his guitar and sing. Don was a rural mail carrier and enjoyed woodworking and puzzles. Don was preceded in death by his parents. Donald leaves to cherish his memories, his wife, Becky Eaves Watson Williams of Ector, TX; two sons, Brett Williams (Darla) of Whitewright and J. D. Bonham-Bobbie Ruth (McDonald) Chisum, age 71 of Bonham, TX was born on December 29, 1949 in Bailey, TX to Alec and Zetta (Ingram) McDonald. She passed away on Tuesday, December 21, 2021 at Texoma Medical Center in Bonham, TX. Bobbie married Ellis Mack Chisum, on April 12, 1971 in Hooks, TX; he preceded her in death on December 27, 2017. She worked as an LVN at various nursing homes in Fannin County for over 50 years. Working as a geriatrics nurse had a large influence in her career. Work was important to her as well as her family. Bobbie was all about helping others. She loved her family and friends and is a member of Calvary Baptist Church.

She is survived by daughter, Annie Chisum, daughter, Samantha Stephens, son, Johnny Mack Chisum and wife Jennifer; grandchildren, Angela Shields, James Shields, Aryona Shields, Cory Stephens, Julie Harrison, Katlyn Burr and Tyler Burr; 3 great grandchildren; sister, Mary McDonald and brother, Johnny McDonald. Special End of Year Bonham City Council Meeting 1/4/22 – Community Needs

Tuesday, December 28, 2021, Mayor Pro Tem Kevin Hayes called to order at 5:30 p.m., a Special Meeting of the Bonham City Council in Mayor HL Compton’s absence. A quorum was established. 1. Consider and take action to select administration/project delivery service provider(s) to complete application and project implementation for the CDBG-CV, CRP (Community Development Block Grant – Coronavirus – Community Resiliency Program) funding administered by the Texas Department of Housing and Community Affairs (TDHCA): City Manager Sean Pate explained that this was about the CDBG grant that had been typically used for wastewater projects and how this was a new category created in response to the Coronavirus Cares Act funding. The money allocated to that state agency was targeted for the specific use of future community/senior centers that could play a role in future pandemic/catastrophic events. With a January 19th deadline for filing, Mr. Pate said it was looked at if Bonham could apply for the grant and one potential area that stood out that could be used for the grant request was the Bonham Visitor Center at 327 N. Main St. Not-

ing a large downstairs basement and an upstairs area needing renovation that has never been used to its full capacity, he said the opportunity exists for that space to be renovated for future needs in the event of future catastrophic events mandating a need for a community gathering spot (vaccinations, warming area, shelter from tornadic activity, etc.). After he summed the agenda item, Mr. Pate asked the council for a motion to have Grant Works apply for this grant for funding for the community. A motion was made by Councilman Wayne Moore to award Grant Works to complete the application and the project implementation for the CRP Grant. A motion was seconded by Councilman Michael Evans and passed. 2. Consider and take action to select engineering/architecture service provider(s) to complete engineering/architecture services for the CDBG-CV (CRP) funding administered by the Texas Department of Housing and Community Affairs (TDHCA): City Manager Sean Pate continued how this agenda item was related to the previous item and noted that after the council went out for proposals, the engineering firm of KSA Engineers Inc. was the only firm that presented a proposal. He explained how BEDCO is working with

the city on this and noted his confidence that this grant will be awarded to the city. With that, Mr. Pate read the resolution requesting the approval of KSA Engineering to be selected as the engineering/architecture company for the Community Resiliency Project. Councilman Timothy LaVergne II made the motion to approve with Michael Evans seconding the motion. Motion passed. 3. Consider and take action to authorize the City Manager to execute the First Amendment to the Interlocal Agreement between the City of Bonham and the North Texas Municipal Water District (NTMWD) stating the City will make improvements to the Lake Bonham Dam emergency spillway in lieu of NTMWD, and NTMWD agrees to pay the City a one-time payment for the improvements: City Manager Sean Pate detailed how this relates to the agreement between NTMWD and the City of Bonham and the design plans for Lake Bois D’Arc. He explained that a problem arose between the modification plans NTMWD had for the Lake Bonham Dam emergency spillway and the City of Bonham concerns that an “arched hump” in the middle of the channel way noted on their plans to be left behind, could cause future

flooding issues. After negotiating with NTMWD, it was determined that the City of Bonham could perform the modifications they felt necessary in lieu of NTMWD performing the work with NTMWD agreeing to pay them for the work. Director of Public Works, Lance Capehart, was on hand to explain that 95% of the work has been done with the channel having been widened and the grade lowered. Mr. Pate completed by saying that though not perfect, the work done would greatly improve the situation for the residents of Lake Bonham regarding future flooding situations. The total cost of the work done came to $189,000 and Mr. Pate asked for the council to authorize him to execute the agreement and seek reimbursement from NTMWD for the work the City of Bonham has done on this. A motion was made by Michael Evans, seconded by Kevin Hayes, and passed. 4. Adjourn: Motion was made, seconded, and passed to adjourn at 5:47 p.m.

Cooper GOOD. Water lightly stained; 55 degrees. Fall fishing is holding steady. Largemouth bass are good on deep diving crankbaits, black or red plastic worms, chatter baits, and football jigs. The white bass and hybrids are good over humps and flats using silver or white slabs and chartreuse swimbaits. Crappie are fair with minnows working brush piles and timber in 16-25 feet of water. Catfish are good on punch bait and chicken liver. Fork FAIR. Water lightly stained; 62-64 degrees; 5.74 feet low. The lake is down about four feet and is fairly dangerous to navigate, so be extremely careful out there. Largemouth bass are good on ViperXP jigs around creek channels and drop-offs on big wood in 5-10 feet of water. Chatterbaits still picking up a few on windy banks an points in 3-5 feet of water. Suspending jerkbaits continue to be ok around points an creeks in 5-8 feet of water. Lavon GOOD. Water lightly stained; 55 degrees; 3.83 feet low. Lots of boaters on the lake due to the Holiday and good weather. Crappies are good on jigs and minnows in 25-30 feet of water. White bass are good in 5-10 feet of water on windblown banks using swimbaits and spinners, or on deep humps using slabs. Blue cats are great drifting with cut bait in 25-30 feet of water. Bass are good on suspended crankbaits, jigs, deep diving

crankbaits and soft plastics in 10-25 feet of water structure and suspended. Ray Roberts FAIR; Water lightly stained; 57 degrees; 0.75 feet low. White bass are moving quickly in 20-28 feet of water on main lake points biting on one-ounce silver and chartreuse slabs, with better luck on smaller slabs because the smaller size is most similar to what they are feeding on. The bass are moving quickly, so the bite is best on the bottom using Alabama jigs in 30-35 feet, letting the bait hit bottom and slowly reeling up. The bite is best while the wind is blowing and dies down when the wind does. Crappie are good on main lake brush piles 20-30 feet on minnows, with bigger fish in the Buck Creek area in the standing timber around 20 feet with bait suspended in the 10-12 feet of water. Tawakoni GOOD. Water lightly stained; 57 degrees; 1.94 feet low. Eater size channel and blue catfish are good on cut bait in the shallows. Crappie bite is fair. White bass and hybrid bass are good on the flats. Texoma EXCELLENT. Water lightly stained; 56 degrees; 1.05 feet low. Fishing is about the same as we head into the holiday weekend. Striped bass are good in the main luck on Alabama rigs, with larger fish biting on swimbaits around structure. The dead stick bite is also producing. Winter is the best time to catch trophy catfish.
