Commissioner Kopf wished everyone a Happy New Year and relayed his hope that everyone had quality time with their loved ones over the Holidays before noting it was a good time of the year. Judge Cunningham commented on how it was always good to reflect and look at one’s blessings. He stated, “looking forward we have a year full of opportunities to always do things better, learn from past experiences, and we have a court that can pull together to try to figure out what Fannin County wants, what it needs and what we can afford moving forward.” He concluded by wishing God’s blessings on all. 18. Adjourn: The meeting adjourned at 9:20 a.m. Immediately following the adjournment of Commissioners Court, Judge Cunningham, accompanied by Justice of the Peace for Precinct 1, Judge Louise Goodwater, administered the Oath of Office for the position of Constable for Precinct 1 to Robert Williams. Judge Cunningham then reiterated how, due to health concerns, Constable Holt had tendered his resignation before commending him for his years of hard work. Judge Cunningham then commented how he felt that with everything going on in the Middle East, and with the open borders and all the people coming into this country, that it is important we have as much security in place as possible before he presented Mr. Williams with the Bible he was sworn in with.

Tuesday, January 2, 2024, Fannin County Judge Newt Cunningham called to order at 9:00 a.m., the Regular Meeting of the Fannin County Commissioners Court. After Judge Cunningham noted that Quorum was established with himself and all County Commissioners present, Pastor Cody Nelson of the 7th & Main Baptist Church in Bonham led the Invocation. Pledges were led by Marine Veteran and Fannin County Civil Law Attorney, Andy Garner. 4. Introductions: Judge Cunningham recognized and thanked the Director of Tourism & Marketing for the City of Bonham, Melissa Maxwell for her part in the acquisition of the Courthouse display cases located just outside the courtroom. He then recognized the attendance of Robert Williams who was appointed by the court December 26, 2023, to fill in temporarily for the position of Constable for Precinct 1 until the March election, and who would be administered the oath of office at the conclusion of today’s court. 5. Public Forum: Fannin County Network Administrator Dustin Morrow spoke to apologize for failing to arrange to have someone carry on the Zoom program for the Court proceedings during the previous week while he was on vacation. Judge Cunningham accepted his apology while acknowledging that all the court could share in the blame for not assuring the Zoom program was taken care of during his absence and asserted the court would strive to do better in the future.

ROUTINE ITEMS: 6. Approve payment of bills – County Auditor: Fannin County Auditor Alicia Whipple noted the amount needing to be paid was $225,292.58. Commissioner Kopf then made the motion to approve payment with Commissioner Magness seconding the motion which passed. DISCUSSION ONLY ITEMS: 7. Discuss Courthouse display cases gifted to Fannin County – County Judge: Judge Cunningham noted he would pass on this until others involved with this were present. OPEN DISCUSSION ITEMS: Open discussion items will be passed on unless discussion requested by a member of the Court or a Citizen. 8. Subdivision Committee and Subdivision Policy – County Judge: Fannin County Citizen Jannie Bellows spoke to ask the number of recent subdivisions that are currently in progress in Fannin County (approximately 12) and to thank the court for their attention to ensure common

sense regulations are being applied for those developments. 9. Courthouse repairs County Judge: Judge Cunningham noted that while much had been done, there were still many repair issues needing to be done with discussions going on as to those items being addressed. 10. Justice Center - County Judge: Judge Cunningham noted the Fannin County Director of Maintenance, Ruben Moreno, had a call in to the parties who will be commencing the demolition on the site. A brief discussion ensued regarding the fencing of the area at such a time the demolition begins. 11. County budget and revenue sources – County Judge: This item was passed on. 12. Water issues affecting Fannin County – County Judge: This item was passed on. 13. Fannin County road issues - County Judge: This item was passed on. EXECUTIVE SESSION(S) IF NEEDED: 14. Pursuant to Texas Government Code, Section 551.071, Commissioners Court reserves the right to meet in Executive Session to consult with their attorney – County Judge: This item was passed on. 15. EMPOWER's PAL Program to Prepare Older Children 9/20/22 in 10/3/23 Substitute Care With Life Skills Needed

EMPOWER (https://3empower.org/) is providing older youth in substitute care within the Metroplex East region in Texas with a Preparation for Adult Living (PAL) program to ensure children have support systems and skills and information needed for when they leave care. EMPOWER is a child welfare collaborative and the Community-Based Care (CBC) contractor in Metroplex East, a nine county area that includes Dallas, Grayson, Fannin, Collin, Hunt, Rockwall, Kaufman, Ellis and Navarro

counties. EMPOWER’s PAL program provides training to support older children, aged 14 and older, with the skills and resources they will need to be healthy, productive adults. Services and support include helping children with: ●Looking for a job ●Getting ready to start a job ●Dressing for a job interview ●Learning etiquette, ●Learning about career workshops ●Setting up a profile and job searches online ●Leasing an apartment ●Opening a bank account ●Setting up utility services ●Getting a driver’s license, ●Counseling Preparation for college entrance exams ●Grocery Shopping ●Budgeting ●Accessing other resources

Children enrolled in the PAL Program have the opportunity to partake in interactive sessions to enhance life skills. EMPOWER collaborates with local businesses and organizations to demonstrate essential tools to children in the PAL Program before they transition into young adulthood. EMPOWER collaborated with an apartment complex to give children tours and explanations of leasing an apartment, emphasizing the importance of credit and finances. Next spring, EMPOWER’s PAL program will take a field trip to Dallas College to discuss financial aid options and the college application process. Participants also have the

opportunity to take hands-on courses on how to prepare basic, healthy meals and snacks to nourish their bodies and the importance of overall well-being. This holistic approach ensures the children are equipped with valuable knowledge as they navigate the transition from foster care to independent living. The collaborative is led by Texas Family Initiative (TFI) and is supported by local providers in North Texas including CK Family Services, Jonathan’s Place, The Bair Foundation and Pathways Youth and Family Services, all focused on meeting the unique needs of Texas children and families.

1 medium onion, chopped ¼ c. hoisin sauce 4 garlic cloves, minced 1 Tbsp. red wine vinegar 1 Tbsp. soy sauce 2 tsp. Thai chili sauce 1 can (8 oz.) sliced water chestnuts, drained and finely chopped 4 green onions, chopped 1 Tbsp. sesame oil 24 Bibb or Boston lettuce leaves In a large skillet, cook pork and onion over medium heat 6-8 minutes or until pork is no longer pink and onion is tender, breaking up pork into crumbles. Stir in hoisin sauce, garlic, ginger, vinegar, soy sauce and chili sauce until blended. Add water chestnuts, green onions and oil; heat through. Did you know that 85% of falls occur at home, and 44% of those falls are due to environmental hazards… like a loose area rug? Angela Story, PT and Rehabilitation Services Director at TMC Bonham Hospital, presented a highly instructive program on fall

prevention, which included fall indicators, (fear of falls, unstable when turning, etc.), and…believe it or not…she gave us HOMEWORK! After the meeting I returned home and made sure that pathways in my house were clear of clutter and cords. The Fannin County Retired Teachers and School Personnel Association shared holiday stories, and won door prizes. During

the business meeting we discussed the COLA that will begin in our January annuity, while enjoying delicious snacks provided by FCRTSPA members Janeen Karm, Doris McCullough, Willeen Burns and Janie Moore. The first Tuesday afternoon in 2024 began a new year for members of the local chapter of Texas Retired Teachers Angela Story, PT and Rehabilitation Services Director at TMC Bonham Hospital Courtesy Photo Association (FCRTSPA). Our next meeting will be Tuesday, February 6 at 2 PM. We will meet at the Bonham Public Library for our next exciting program. Please join us!

The Getting Ahead program is for people who are living in poverty or unstable situations. It’s about building economic stability for themselves and a better future for their communities. The idea of “getting ahead” means action and movement – getting ahead of where they are now, toward a future that they really want. The program is sponsored by District Attorney Richard Glaser, the Fannin County Ministerial Alliance and Texoma Regional Foundation. The Getting Ahead Steering Committee is very grateful for the support provided by local businesses and churches. Striving To Be Pure, Like Christ

Striving to be like Christ is something that all Christians must do. He is our standard. He is our hero, our Savior, and our God. Christians are commanded to have love of a PURE heart. Paul wrote to Timothy, “Now the end of the commandment is charity out of a pure heart, and of a good conscience, and of faith unfeigned” (1 Timothy 1:5). We are to follow the “example” of Christ, “Who did no sin, neither was guile found in his mouth” (1 Peter 2:22). John recording the heavenly scene, describing those present who, “in their mouth was found no guile: for they are without fault before the throne of God” (Revelation 14:5). Christ and Christians are sweet unto God. Paul declares

that we should “walk in love, as Christ also hath loved us, and hath given himself for us an offering and a sacrifice to God for a sweetsmelling savour” (Ephesians 5:2). The message that Christians in Corinth received was that “we are unto God a sweet savour of Christ” (2 Corinthians 2:15). As children of God, we are to strive to reach our full potential in imitating our Lord. Paul explains that in Christ “dwelleth all the fulness of the Godhead bodily” (Colossians 2:9), and Christians are to “know the love of Christ, which passeth knowledge, that ye might be filled with all the fulness of God” (Ephesians 3:19). Church members are “to be conformed to the image of his Son” (Romans 8:29). Paul encourages us to spiritual minded by stating that “as we have borne the image of the earthy,

we shall also bear the image of the heavenly” (1 Corinthians 15:49). We are to be Christlike. When we behave as Christ behaved, when we put God’s will first as Christ did, when we love as Christ loved, when we suffer as Christ suffered, then we can begin to be in the image of the Master. Paul wrote that when we know the word of the Lord and follow His example, then we can “with open face beholding as in a glass the glory of the Lord” and can be “changed into the same image from glory to glory, even as by the Spirit of the Lord” (2 Corinthians 3:18). It is imperative that we strive to be pure, like Christ. Paul penned “That Christ may dwell in your hearts by faith; that ye, being rooted and grounded in love” (Ephesians 3:17).

Letter to the Editor

Impacting our Grandchildren’s Lives, by Voting Wisely Now Election season is upon us! This will be a loaded ballot, the likes of which we have not seen in Fannin County in many years. Many citizens are focused on the presidential race; however, many critical offices are up for election, right here in Fannin County. Of the county races, all ballots will show the candidates for 336th District Judge, Sheriff, Tax Assessor and District Attorney; however, depending on the precinct in which you live, there may be additional races listed for Commissioner (Precincts 1 and 3) and Constable (Precincts 1 and 2). As I campaign for certain candidates, whom I am passionate about electing, I often encounter citizens who state, “I don’t know what precinct I’m in,” or “Candidate ‘A’ has been a friend of my family’s, so I’m going to vote for him/her,” or “I don’t even know what that office does!” Some of these questions are easily answered, while others entail a little homework, on the part of the voter. All registered voters should have received a new Voter Registration Card, just before Christmas. There is a box on the right side of the card that informs the voter of his

precinct for Commissioner, Justice of the Peace, and Constable, all which may be different precincts. I am in the Precinct 4 Commissioner’s jurisdiction, and that is not a race that will be on this upcoming ballot. However, there are four county commissioners, each one casting a vote in weekly Commissioners’ Court for incredibly important decisions for our county, involving water, growth, infrastructure, and the like. Although my Precinct 4 Commissioner has the additional responsibility to upkeep my county road, ALL FOUR commissioners cast a vote on countywide affairs. Therefore, I am very much involved in the Precinct 1 and Precinct 3 Commissioner races; they do not maintain my road, but their votes in Commissioners’ Court affect me greatly. We all need to care about ALL Commissioner races, for this very reason. Commissioners do so much more than grade roads; they are making multimilliondollar decisions that will affect our descendants, for many generations. Because of the importance of all offices on our county ballot this year, we simply cannot vote for our friends

and relatives because they are good people, whom we know. We must put friendships aside and really educate ourselves regarding the responsibilities of the office, and then vote for the person who has the skills to accomplish ALL aspects of the job, for the benefit of the citizens. If a citizen is unsure of the responsibilities of a particular office, a little research needs to take place! Attend “Meet and Greets” and forums where the candidates are speaking. Learn what is important to each candidate and what their plan is for the office in which they are seeking. In that regard, there is a forum scheduled on the morning of Saturday, January 20 (time TBA) at the Multi-purpose Complex. ALL candidates will be present at this forum and given time to present their plans for their prospective offices, if elected. Be there! Take notes! Ask questions! And then, let us all get out and vote. This is our county—become informed, so that we can all vote wisely for the candidates who are best equipped to serve Fannin County well.

AUSTIN — Today, Texas Land Commissioner and Veterans Land Board (VLB) Chairwoman Dawn Buckingham, M.D. announced that the VLB has approved an increase for the VLB home loan amount from $726,200 to $766,550. "Working to expand opportunities and support for Texans Veterans is one of my top priorities as VLB Chairwoman," said Commissioner Buckingham. "The VLB's most recent

home loan limit increase goes further than ever before to help our Veterans fulfil their dreams of homeownership, building strong families and reinforcing bonds with the communities they have so courageously served. The home openers for the girls will occur on Tuesday, Jan. 9, against 5A Sherman, with the varsity at 5:30 p.m. followed by the jayvee match at 7:15 p.m. A trip to Paris on Friday, Jan. 12, will follow, with the jayvee and varsity girls playing, respectively, at 5:15 and 6:15 p.m. Madison Norman will coach the Bonham girls this season and be assisted by Kay Aimes. JOAN ANNETTE BAKER Bonham-Joan Annette Baker, age 77, of Ravenna, Texas was born on January 21, 1946 in Ravenna, Texas to Floyd E. and Lucille A (Standifer) Robertson. Joan passed away on Monday, January 1, 2024 at her home surrounded by her loving family. Joan married Billy Royce Baker on April 14, 1977 in Dallas, Texas; he preceded her in death on February 26, 2003. She was a loving wife, mother, grandmother, great grandmother, sister, aunt, and friend. Joan is survived by sister Hazel Caldwell and husband Arthur of Bonham; nephew Scott Caldwell and wife Donna; niece Diane Sorrells; grandchildren Brandon Burns and wife Tara, Alyshia Burns and Julius Fugate, Neisha Atkinson and husband Chris; great grandchildren Dillan Pawcio, Jacob Pawcio Jr., Rawlee Gibson, Cerenity Burns, Haelie Atkinson, Olyvia Atkinson, Carleton Coleman Jr., Carcin Coleman, and Khloe Anderson. Bonham-It is with heavy hearts and joy in the victory of his long life, that we announce the passing of our beloved brother Asa Michael Norman, affectionately known as Mike, he was called home for eternal rest and gained his wings on Monday, January 1, 2024, twenty-one days before his 64th birthday. Mike was born on January 22, 1960 in Bonham, Texas to Asa Joe and Margarett Milendy (McDowell) Norman. He was a gift from God, a cherished soul, a compassionate hearted, and energetic spirit, his boisterous laugh was infectious and a joy to us all. Mike enjoyed playing with his wrestlers, listening to music, and above all spending time with his family. He could be sneaky, a trickster, and even onery at times but no one could stay upset when he would give you his little boy grin and laugh. Mike did not know a stranger; everyone was family to him. He is going to be

missed dearly by all who know him. Mike is survived by his siblings Corey Norman and Debra Henry of Bonham, TX; Mary Roberts and husband Ray of Telephone, TX; Sue Miller of Hendrix, OK; Mona Campbell and husband Larry of Bonham, TX; and Lorey Taylor and husband Lynn of Gober, TX. In addition, he is survived by numerous nieces, nephews, cousins, friends, and extended family and friends. Mike was greeted with open arms by those who preceded him in death, his parents, Margarett and Joe Norman, brother Gary Norman and brother-in-law Bruce Miller. He passed away on Friday, December 29, 2023 at Texoma Medical Center in Denison, TX. James married Kelly Marie (Hutcheson) Booe on August 4, 1984 in Plano, Texas. He served honorably in the United States Marine Corp from 1980 to 1983. James was a selfemployed computer specialist. He was a loving husband, father, grandfather, brother, and friend. James is survived by his wife Kelly Booe of the home, son James Booe of Aubrey, TX, grandchildren Danielle Nall and Macen Nall both of Bonham, TX; brothers William Booe, and Mark Booe; sisters Debbie Booe, and Cindy Monroe; in addition to numerous nieces and nephews. Beverly Ann (Hohenberger) Herriage,74, of Petty, TX, was born May 28, 1949, in Bonham, TX, to Harvey and Bobbie Hohenberger. Beverly departed this world, January 2, 2024, at her residence, surrounded by her loved ones. Funeral Services for Mrs. Herriage were held Friday, January 5, 2024, at First Baptist Church of Honey Grove, beginning at 2:00pm. Pastor Trevor Williams presided, Brother Gary Price assisted. Interment followed at Allens Point Cemetery. Serving as pallbearers were Jan Cummins, Keith Cummins, Todd Morrison, Benny Bowie, Ted Varner, and Mitch Lloyd. Serving as an honorary pallbearer was Chad Hohenberger. Beverly married the love of her life Doanld Herriage, on October 17, 1980, in Honey Grove, TX. Over the last 43 years the couple has built a beautiful life and family together. Mrs. Herriage took loving care of her mother for several years and was a devoted daughter, wife, mother, Nene, and friend. Beverly had a servant’s heart and always put everyone before herself even in her last days. Mrs. Beverly Herriage was a schoolteacher for over 40 years. She began her teaching career in Paris, TX, then went onto San Antonio, TX, but spent most of her years teaching in Honey Grove, TX. When she retired from being a schoolteacher, Beverly began teaching classes to help people receive their GED. She was a member of First Baptist Church of Honey Grove for over 50 years and served as a Sunday School teacher for several of those years. Mrs. Beverly Herriage is survived by her husband Donald of the home; mother Bobbie Jean Hohenberger of Paris, TX; daughters, Elizabeth Herriage Hasten and husband Matt of Lone Oak, TX; Emily Herriage Vega and husband Chris of Greenville, TX; son, Mark Herriage of Petty, TX; brothers, Harvey Hohenberger, Jr and wife Gail of Cooper, TX; Byron Ray Hohenberger and wife Sylvia of Dodd City, TX; sister-in-law Norma Riddlesperger and husband Clayton of Dallas, TX; grandchildren, Luke Hasten and Lauren Hasten both of Lone Oak, TX; Jaxon Vega of Greenville, TX; and Easton Herriage of Petty, TX. SHIRLEY JAYNE RAGAN Shirley Jayne Ragan, a long time resident of Bonham, Texas, went home to be with her Lord and Savior on Christmas Eve, 2023, at the age of 81. She was the youngest of three children, born to Louis and Cora Stephens. After graduating from McKinney High School, Shirley married the love of her life, Rayphord Glen Ragan, Sr. on June 10, 1960. She then went on to earn her Associate Degree from Grayson County Community College. She dedicated herself to caring for the youngest of patients as a Pediatric Nurse at Wysong Hospital in McKinney. She also worked in the field of Home Healthcare, ensuring that her patients received the utmost care and attention. In addition, Shirley became a Real Estate Agent, all the while pursuing her passion for antiques. She and Rayphord owned and operated three antique shops together in Bonham for many years. Shirley’s eye for detail and appreciation for history helped her acquire her

own interesting collection. Shirley’s faith was an integral part of her life. As a youth group leader at King Memorial Baptist Church in McKinney, she made puppets and created a puppet ministry, guiding and mentoring the youth to strengthen their spiritual journeys. She later became an active member of Calvary Baptist Church in Bonham. Shirley Jayne Ragan will be remembered as a strong woman with a zest for life who touched the lives of many through her dedication, compassion, and love. Her generous heart and unwavering faith will live on in the hearts of all those who were fortunate enough to have known her. Shirley is survived by her daughters, Debra and Leslee, son Rayphord Glen, Jr., and many grandchildren. Shirley was predeceased by her beloved husband, Rayphord Glen Ragan, Sr., her brother Louis and sister Alice. She will be laid to rest next to her husband at Ridgeview Memorial Park in Allen, Texas.

CAROL JANE DODSON

Carol Jane Dodson was born Carol Jane Rush on July 30, 1956 in Hobbs, NM to Rufus Teagle Rush and L. Doris Rush. She went to her permanent home in heaven on December 29th, 2023. Carol graduated from Irving High School in 1974 and Stephen F. Austin State University in 1978, where she performed in the Lumberjack Marching Band and belonged to the sorority Tau Beta Sigma. Carol received a Bachelor of Science degree in Interior Design. She spent several years working in the travel industry and married Leslie Roy Dodson on February 17, 1991. Carol worked for the Lewisville Independent School District for the past 18 years. She loved music and played the flute. Carol could sew anything she wanted to and was willing to help with most creative projects. She even sewed the girls dresses for the Marcus High School Band. Carol was an active member of the Trietsch United Methodist Church in Flower Mound and taught Sunday School as well as children’s choir. Her laugh was contagious and she will forever be missed. Carol is preceded in death by both her parents and grandparents. She is survived by her husband, Les, and two children, Caitlin Bunch and her husband, Gary, of Angleton, TX and Ethan Dodson of Copperas Cove, TX; three sisters: Linda Gayle Bryant of Albuquerque, NM, Alice Samsky of Denton, TX, and Joyce Lowe of Cushing, OK; and one brother, John Rush, of Georgia; plus several nephews and nieces. Arrangements are under the direction of Wise Funeral Home, Bonham, TX. A graveside service to honor the life of Carol was held on Thursday, January 4, 2023 at Willow Wild Cemetery at 2pm.

I am John Skotnik and I am asking you, the voters of Fannin County, to elect me to be your next Criminal District Attorney March 5, 2024 in the Republican primary.

I am a proud U.S. Air Force veteran. I am a graduate of USAF Squadron Officer School and the USAF Air Command and Staff College. Since 1999, I have continued to serve as a legal officer and member of the United States Air Force Auxiliary, the Civil Air Patrol. I am a life member of the Disabled American Veterans, the American Legion and the Vietnam Veterans of America. Since moving to Fannin County in 1987 to work and raise my family, I have served the public in various capacities to make this a better safer place to live. After graduating law school at Texas Tech, I have nearly 40 years of criminal justice experience including defending, prosecuting, magistrating, and judging the accused. I have dealt with almost every kind of felony, from capital cases, murder, robbery, all assaults and all misdemeanors, with and without juries. In my more than 4 years as an assistant district attorney in Fannin County, I handled over 1200 cases for prosecution and appeals. I was also responsible for all aspects of representing and dealing with the Commissioner’s Court and all other county agencies and departments.

In 2007 I became the presiding Judge of the Bonham City Court of Record and since then have disposed of over 10,000 cases; plus handling the magistrate duties with arrests, warrants and setting bonds on those arrested. As part of my magistrate duties, I order Bond Supervision of the accused in cases of violence, along with Protective Orders in a continuing effort to protect victims and the public. As a city attorney for small cities in Fannin County, I trained council members and city staff on governmental operations and grants. I assisted with the original startup and training of the Fannin County Family Crisis Center and CASA. I did the legal work to incorporate the Multi-Purpose Complex. My service further includes: Organizing 20 years ago the only monthly mental health jail diversion group in the 254 counties in Texas; 10 years as Chairman of the Fannin County Bail Bond Board; and 6 years on Bonham City Council as a member and then mayor. I feel an obligation to continue my service to the public. I will make you safer by using my energy and experience in the Criminal District Attorney’s Office and doubling the successful prosecution of violent crimes.
