Beginning Tuesday October

1st 2024, three brand new ambulances will be available

to provide emergency medical service in Fannin County. Overall this will increase the number of ambulances available to the public. Allegiance, a commercial

entity under contract to the County, will be responsible for the management and operation of the three new ambulances and crews. This service will be supplemental

to emergency medical service presently provided by the Bonham City Fire Department. Beginning Tuesday October 1st, the Bonham Fire Department will begin focusing on providing emergency medical service in the Bonham Fire District, which includes the City of Bonham.

SWEET POTATO HONEYBUNN CAKE with PECANS

Ingredients: For the Cake:

1 cup mashed sweet potatoes (cooked and cooled)

1 cup granulated sugar

1 cup vegetable oil

4 large eggs

2 cups all-purpose flour

1 teaspoon baking powder

1 teaspoon baking soda

1 teaspoon ground cinnamon ½ teaspoon ground nutmeg

½ teaspoon salt

1 teaspoon vanilla extract

1 cup chopped pecans

For the Icing:

½ cup mashed sweet potatoes (cooked and cooled)

2 cups powdered sugar

¼ cup unsalted butter, softened

1 teaspoon vanilla extract

¼ cup milk (as needed for consistency)

Instructions:

Preheat your oven to 350°F (175°C). Grease and flour a 9x13-inch baking pan.

Make the Cake:

In a large mixing bowl, combine mashed sweet potatoes, granulated sugar, and vegetable oil. Mix well. Add eggs one at a time, mixing well after each addition.

In a separate bowl, whisk together flour, baking powder, baking soda, cinnamon, nutmeg, and salt.

Gradually add the dry ingredients to the sweet potato mixture, mixing until just combined. Stir in vanilla extract and chopped pecans. Pour the batter into the prepared baking pan and spread evenly. Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted into the center comes out clean. Make the Icing: In a medium bowl, combine mashed sweet potatoes, powdered sugar, softened butter, and vanilla extract. Beat with an electric mixer until smooth and creamy. Add milk as needed to achieve a spreadable consistency. Ice the Cake: Allow the cake to cool in the pan for 10 minutes, then spread the icing evenly over the warm cake. Let the cake cool completely in the pan before slicing and serving. Serve: Slice the Sweet Potato Honeybun Cake into squares and enjoy this delightful dessert with its unique flavor combination!

N-Tex Sand & Gravel Donate to Cemetery

The Sunnyside Cemetery of Savoy members are still overwhelmed by the generous Donation of Gravel & Hauling for the roads in the Cemetery. This was done in memory of their (and our) friend, Billy Bob Sloan and his family. Billy Bob was so attendant to the Cemetery and always there when needed. He is now buried there and continues to be missed.

Dedication Ceremony

The Fannin County Justice of the Peace, Precinct One Staff, in conjunction with Operation Blue Remembrance will be placing a headstone marker on Constable Agnew’s grave. Constable Agnew’s grave has gone un-marked since his death in 1886.

Marker Text: Established April 1836 by five pioneers moving to Texas on the “Rover,” one of few steamboats to pass around snags and bends of Red River in this area, the colonists - from four states of the “Old South” - were Richard Locke, Dr. Daniel Rowlett, Daniel Slack, Edward and John Stephens. They were soon joined by Jabez Fitzgerald and Mark Roberts and families who traveled overland. Leader of settlers of Rowlett, planter and lawyer aas well as doctor, instrumental in creation of Fannin County, 1837. He served Republic of Texas in Army and in 2nd, 4th and 8th Congresses.

Oakwood Cemetery, Honey Grove

Press Release - The Honey Grove High School classes of the 1960s had a big reunion on July 27 with many out-oftown visitors. A lot of work had been done in Oakwood the week before, so it really looked nice that weekend. Several new headstones were set during July, and final dates were added to a few headstone, as well. Once a headstone is ordered, it usually takes at least 6 months for it to be delivered and set.

Someone left a dead dog in a black garbage bag inside the front gate. This is not the first animal that has been dropped off at Oakwood, along with a lot of other filthy items, over the years. Our volunteers work hard keeping the cemetery in as good a shape as possible. They should not have to deal with disposing of dead animals or trash left inside the cemetery. Please respect both our volunteers and our family and friends

who rest within the gates. August was a hot month with next to no rain, so there should not have been a lot of activity at Oakwood. Unfortunately, there was quite a bit of what were probably nocturnal goings on. Someone (or someones) stole over 5,000 gallons of water from the cemetery in August. Five thousand gallons of water is the typical monthly use for a family of four. If you need water, please, contact the city

James Lloyd Kirby

Bonham- James Lloyd Kirby was born November 28, 1946, to Lloyd and Johnnie (Burns) Kirby. Mr. James Kirby passed away September 16, 2024 in Paris, TX. James loved to shoot, fish, BBQ, and rooting for all Texas sports.

Mr. Kirby is survived by his sons, Lloyd Brian Kirby of Burleson, TX, Larry Dean Kirby of Burleson, TX, Jimmy Don Kirby and wife Shelly of Windom, TX, daughter Lisa Kirby Davis, sister Jeannie Dobson and husband Joe of Mustang, OK, 10 grandchildren, and 8 great-grandchildren. James is preceded in death by his parents Lloyd and Johnnie Kirby as well as the mother of his four children Patricia Louetta (Harrison) Kirby.

Interment will be held at Willow Wild at a later date.

Thomas Glen Tatum

Thomas Glen Tatum passed away with his family by his side on September 19, 2024 at Clyde W. Cosper State Veterans Home in Bonham, TX. Arrangements are under the direction of Wise Funeral Home, Bonham, TX. Glen was born on August 16, 1949 in Pulaski, TN to parents, Eugene and Marjorie Tatum. At the tender age of 17, Glen was drafted by the United States Army. During his service to country Glen learned the priceless lesson of hard work and dedication. He carried this trait throughout the rest of his life. He successfully owned and operated Tatum Excavating Co. until his retirement in 2011. Glen had a talent unlike no other. He could look at a piece of raw land and turn it into beautiful property. When he wasn’t working you could find Glen traveling and enjoying his motorhomes. He never met a stranger and was always willing to lend a helping hand. Glen was a man of faith and this could be seen in his dedication to his wife and children. He loved Carol, Jill, and Kyle with everything he had. His spirit will live on through them and the generations to come.

Glen is preceded in death by parents, Eugene and Marjorie Tatum, brother, Eugene Tatum, and sister, Jean Alston.

He is survived by wife, Carol Tatum, daughter, Jill Price (Scott), son, Kyle Price (CJ), brother, Bill Tatum (Peggy), sisters, June Phillips, Susan Cooper (Joe), Linda Callahan (Richard), and Carol Craig (Randy), and numerous nieces and nephews.

Please join the family to honor the life of Glen on Tuesday, October 1, 2024 at 1pm @ Wise Valley Chapel with Rodney Sprayberry officiating. A reception and gathering will follow the service at Wise Funeral Home from 2pm to 4pm. Come share a toast and memory of Glen as they celebrate his life. The family wishes to extend heartfelt gratitude to all the doctors, nurses, and staff at Clyde W. Cosper State Veterans Home. They took exceptional care of Glen and for that we are so thankful.

Thressa “Tracy” Agnes Hazzard went home to be with the Lord on September 20, 2024 in Denison, Texas surrounded by family. Tracy was born June 30, 1940 in Compton Rural, California at Bellflower Maternity & Convalescent Home to Sam Bylsma and Agnes (Buma) Bylsma. Her family lived on dairies in Southern California where she and her siblings all helped care for animals. She was a graduate of Anaheim High School and then went on to work at PacBell Telephone Company. Tracy married Monte on September 28, 1963 and shared fifty-eight wonderful years together. Tracy was introduced to Monte by his cousin while working underneath his car, at first Tracy only knew him by his feet. After they wed he was then drafted into the United States Army. He served overseas in Germany as a Chaplains Assistant, where he and Tracy got to travel a bit and visit new places and make some beautiful memories together. After her husband’s service in the military, they came home to Anaheim where she and Monte started their family. Tracy was a stay at home mother and housewife while all three of their sons attended school. When their youngest son was older, but still in school she decided to go back to work where she became a school secretary and retired with Anaheim School District. Tracy was a member of Zion Lutheran Church of Anaheim for sixty-one years, where she and Monte were part of a couples group and this is where they both became very close to their dear friends the Wimberly’s. She loved to spend time with her husband, sons and her four siblings. She also enjoyed going to La Vida Hot Springs with her children and sister(s).

Tracy and Monte also had a love for animals and over the years they had quite a few, but there was one that stole her heart and that was Yodi. They took Yodi on many trips that they both got to enjoy and then they were blessed with little Jack who got to come along. Tracy loved to have her hair looking very nice and when dad was still alive, he made certain she was at her hairdressers every week. She had a love for her family and always made everyone feel so welcomed. She passed along so many valuable things over the years to her sons and some of those are to love your family, to walk with the Lord and to be a good person. Tracy was a loving wife, mother, grandmother, great-grandmother and friend to many and she will be missed dearly. Her legacy lives on through her three sons; Craig, Randy, Todd, grandchildren and great-grandchildren. She is preceded in death by her parents; Sam and Agnes, husband; Monte and grandson Justen. She leaves behind her sons and daughter-in-law’s; Craig and Lynette Hazzard, Randy and Valarie Hazzard, Todd Hazzard, grandchildren; Richard, Anthony, Eddie, Brittany, Michael, Jasper and Jaslyn, great-grandchildren: Jesse, Jocelyn, Jackie and William.

The family in Texas held a family night/viewing on Friday, September 27, 2024 at 7pm at Cooper-Sorrells in Bonham, TX.

She was then be transported to California where her main service will be held and burial to follow.

Anaheim, CA viewing and service will be as follows: Hilgenfeld Mortuary-Anaheim on October 8, 2024 Viewing will start at 10am, Pastor will begin her service at 11am and at 12pm we will commence so that she can be transported to Riverside National Cemetery for her burial at 1:30pm. There will be no graveside services per moms wishes.

Margery Jean Lackey

Bonham-Margery Jean Lackey was born on July 23, 1932, in Honey Grove, TX, to Ray and Mary Johnson. Mrs. Lackey passed away September 22, 2024, in Bonham, TX, at the age of 92.

Services for Mrs. Lackey were held Thursday, September 26, 2024, at CooperSorrells Funeral Home in Bonham, TX, beginning at 10:00 AM. Pastor Brian Lackey presided. Interment followed at Arledge Ridge Cemetery. Serving as Pallbearers were Thomas Lackey, Nathan Melson, Jarrod Compton, Dusty Compton, Kenneth Russell, and Craig Richards.

Mrs. Lackey married the love of her life

Billy Gene Lackey on October 4, 1950, in Hope, Arkansas and the couple spent nearly 46 years together until the passing of Mr. Lackey in 1996. Jean loved to go camping and spend holidays with her family, especially her favorite holiday, Easter. She was very good at sewing, needle point, and was known to make the best chicken and dumplings.

Jean is survived by her daughters, Julia Ann Russell and husband Kenneth of Dodd City, and Cathy Jean Melson of Dodd City, as well as 5 grandchildren, and 12 great- grandchildren.

Mrs. Lackey is preceded in death by her parents, Ray Johnson and Mary Archer, her beloved husband Billy Gene Lackey, brother Arthur Johnson, sisters; June Williams, Alma Burkhalter, and Margaret Gaston, as well as her son-in-law Steven Melson.

The family requests that donations be made to The American Cancer Society.

Wilma Faye Pearce

Wilma Faye Pearce was born April 23, 1939, to Calvin and Eller (Bonham) Helms in Roxton, TX. Mrs. Pearce passed away September 20, 2024, at her residence in Honey Grove, TX. Graveside services were held Thursday September 26, 2024, at Hickory Grove Cemetery in Petty, TX beginning at 2:00PM. Bro. Terry Paul Cunningham presided.

Wilma was an experienced seamstress who worked at several sewing places in her career including, Bonham Sewing Factory, The Banner, and was a supervisor at Fannin Land. As a family-oriented woman Wilma always cherished spending time with her loved ones as well as gardening and tending to her flower beds until she was no longer able to do so.

Mrs. Pearce is survived by her son Marshall Underwood of Honey Grove, daughter Julie McNeece and husband Roger of Paris, TX, grandchildren; Kelly Recheal, Cassie Ann, Amber Faye, Sarah Mechelle, Destiny Ann Mullers, Dustin Wayne McNeece, Matthew Aaron McNeece, Christina and Paul Steedman, 22 great grandkids, 3 great great grandkids, as well as her sisters, Teresa and Brenda Helms.

Wilma is preceded in death by her parents Calvin and Eller, husband Kenneth Pearce, and daughter Deborah Abston and husband John (Bear) Abston.

Olvin Neal Brown

Olvin Neal Brown passed away Thursday, September 19, 2024, in Lewisville, Texas at the age of eighty-nine. Neal was born Saturday, February 23, 1935, in Bonham, Texas to father, Virgil Brown, and mother, Ruth (Webster) Brown. He proudly served his country in the United States Army. Neal then built his career as a teacher and principal for the Irving Independent School District for 39 years until his retirement in 2000. In his spare time Neal loved traveling, fishing, and antique shopping especially for American Indian Artifact which he had an extensive collection. Above all Neal was a loving brother, father, grandfather, and great grandfather. Neal is preceded in death by his father, Virgil Nevil Brown, and mother, Ruth Lillian Brown. Left to cherish his memory is his son, Kerry Brown; daughter in law Julie Brown; sister, Kay Jestice; granddaughters: Megan Palmer, and Paige Esposito; great grandchildren: Truitt, Knox, Channing, Beckett, Dakota, and Nicholette; as well as numerous other family and friends who will miss Neal greatly.

Neal will be laid to rest at 2:00p.m. Wednesday, October 2, 2024, at Dallas Fort Worth National Cemetery 2000 Mountain Creek Pkwy Dallas, TX 75211.

oversee the raising and lowering of tent. I also want to commend the entire congregation for your faithfulness to attend, pray, give, and respond. You all are such a blessing! This week for so many of us was a “mountaintop” experience. Life is not lived on the mountain or in the clouds. Life is lived in the trenches. After Elijah’s mountaintop experience on Mount Carmel, he crashed and burned spiritually

and physically. An angel told him to rest and eat. As we come down off the mountaintop, let’s all rest physically and spiritually. Let’s feed on the Word of God and continue to “fix our eyes on Jesus.” In all of it, may we commit and resolve to keep the zeal, excitement, passion, and fervency of the revival spirit alive in our hearts. May the precious wind of the Holy Spirit and anointing continue to blow upon us!

Sunday Morning Re-Wind “A Good Steward”

Hello everyone!

The Bible tells us in 1 Peter 4:10, “As every man hath received the gift, even so minister the same one to another, as good stewards of the manifold grace of God.” When I read this verse, I was reminded of the Great Commission in Matthew 28. Stewardship is defined as the careful and responsible management of something entrusted to one’s care. In this verse, Peter reminds us that we should look at anything that we call “ours” differently from how the world sees it. Every good thing that we have is ours only by the grace of God, and is intended to be used for His purpose. We are called to spread the gospel in whatever manner that we can, whether it be through preaching, teaching, singing, or what have you. These things should be used as an opportunity to serve others, as believers. If we fail to use these gifts from God wisely, then we fail to be a good steward. Wisely using what he have in our service for Him, and to others, to fulfill His purpose, is what sets us apart as God’s people. The people that God has put among us are the people with whom we are called to share His grace. In 1858, William Walsham How wrote this classic hymn that comes from the message

in this verse. “We give thee but thine own, whate’er the gift may be; all that we have is thine alone, a trust, O Lord, from thee. May we thy bounties thusas stewards true receive and gladly, as thou blessest us, to thee our first fruits give.”

The Foundation Of God and Christ

Often times, the wise are prideful in their wisdom. The strong, many times, are prideful in their strength. The wealthy are prideful in their riches. Worldly wisdom, physical strength, and earthly wealth are not things to glory in. We find these words written by the weeping prophet, “Thus saith the LORD, Let not the wise man glory in his wisdom, neither let the mighty man glory in his might, let not the rich man glory in his riches: But let him that glorieth glory in this, that he understandeth and knoweth me, that I am the LORD which exercise lovingkindness, judgment, and righteousness, in the earth: for in these things I delight, saith the LORD” (Jeremiah 9:2324). Our aim in life should be to know and “to serve the true and living God” (1 Thessalonians 1:9). Moses continues to remind us that “In the beginning God created the heaven and the earth” (Genesis 1:1). We are again reminded in the New Testament that, “without faith it is impossible to please him: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently seek him” (Hebrews 11:6). As we understand, believe, and know God, so must we believe and know Jesus Christ.

Jesus encouraged His disciples by saying, “Let not your heart

be troubled: ye believe in God, believe also in me” (John 14:1). Jesus said that “God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life” (John 3:16). Those that believe in Christ “should not perish.” James wrote that “the devils also believe, and tremble” (James 2:19).

Peter, speaking of Jesus, said, “Neither is there salvation in any other: for there is none other name under heaven given among men, whereby we must be saved” (Acts 4:12). The Lord told His disciples that “All power is given unto me in heaven and in earth” (Matthew 28:18). What does the Lord say about salvation? It has been established that everyone must believe in Jesus Christ. Jesus taught more than just faith. He preached repentance (Matthew 4:17). In fact, Christ said “except ye repent, ye shall all likewise perish” (Luke 13:3). Paul helps us to understand the importance of repentance by proclaiming that God “now commandeth all men every where to repent” (Acts 17:30). No one is left out.

Jesus stated that “Whosoever therefore shall confess me before men, him will I confess also before my Father which is in heaven” (Matthew 10:32). After the death, burial, and resurrection of Jesus, Paul stated” That if thou shalt confess with thy mouth the Lord Jesus, and

shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation” (Romans 10:910). When the Ethiopian “eunuch said ‘See, here is water; what doth hinder me to be baptized?’” (Acts 8:36), then “Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God” (Acts 8:37). Jesus commissioned his disciples to “Go ye into all the world, and preach the gospel to every creature. He that believeth and is baptized shall be saved; but he that believeth not shall be damned” (Mark 16:1516). Jesus tells us by what authority the disciples were to baptize. “Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost” (Matthew 28:19). Peter “commanded them to be baptized in the name of the Lord” (Acts 10:48). Are we building a foundation on what Jesus said, or just on what we like? If Jesus is the Son of God, which He is, and if Jesus has all authority, which He does, and if Jesus is the only way to heaven, which is true, then why wouldn’t we follow what the Son of God, who has all authority and is the only way to heaven, says?

Tuesday, September 24, 2024, Fannin County Judge Newt Cunningham called to order at 9:02 a.m., the Regular Meeting of the Fannin County Commissioners Court. Quorum was established with all County Commissioners and County Judge present. The Invocation was led by Judge Cunningham and Pledges were led by Commissioner Magness. There were no Introductions.

7. Approve minutes from 06/25/2024 (R) meeting – County Clerk: Commissioner Magness made the motion to approve with Commissioner Kopf seconding the motion which passed with Commissioner Kopf and Commissioner Self abstaining from the vote as they were not present that day of court.

8. Approve Treasurer’s Financial Report for August 2024 – County Treasurer: FC Treasurer David Woodson reported the total receipts to be $549,353.15 with the property taxes bringing $97,741.55, and the sales tax influx being $182,697.98. A motion was made by Commissioner Kopf to approve with Commissioner Magness seconding the motion which passed.

9. Approve Treasurer’s Investment Report for August 2024 – County Treasurer: Mr. Woodson noted the interest received on the TexPool accounts was $65,548.67 with the 2022 Bond bringing in $17,773.65 and the interest for cash in the bank bringing in $16,071.09 which resulted in a total of $100,072.41. He noted the average interest rate for the month on TexPool was 5.2977% but with the Fed cutting the interest rate recently, we can expect the interest rates to change. Cancel or extend current Fannin County Burn Ban – Emergency Management Coordinator: FC Emergency Management Coordinator Troy Hudson explained how the recent rain did little to move the drought index and noted that some parts of Fannin County received much less rain than others before noting that he and the county’s Fire Chiefs recommended the burn ban continue for at least another week. A motion was made by Commissioner Magness to extend the ban one more week with Commissioner McQueen seconding the motion which passed.

11. Approve moving

$15,000.00 from Contingency to Autopsies, 100-4254660 – County Auditor: Ms. Whipple explained why this move was needed for this account. Commissioner Kopf made the motion to approve with Commissioner Magness seconding the motion. Before the vote was taken, FC citizen Jannie Bellows spoke to inquire why there were so many autopsies. Ms. Whipple responded she could not point to one reason but that this account provides funding for the expenses involved in suicides, unattended deaths, motor vehicle accidents and the cost of removal of bodies and how it was just one of those unpredictable budget items. The vote was taken, and the motion passed.

12. Approve moving

$6,000.00 from Contingency to office relocation leases (100-518-4700) – County Auditor: Ms. Whipple explained how one of the buildings leased for county offices

had an increase in rent that began at the first of the year. A motion to approve was made by Commissioner Magness, seconded by Commissioner McQueen and passed.

13. Approve the 2025 Workers’ Compensation Renewal Questionnaire – County Auditor: Ms. Whipple explained how this is the yearly questionnaire for Workers Compensation Insurance. A motion was made by Commissioner Magness to approve that was seconded by Commissioner Kopf and passed.

14. Approve Preliminary Plat for Bois d’Arc Pointe on CR 2900 in Dodd City; Property ID#s 110544, 126177 and 126178 – Development Services Director: FC Development Services Director Di Hopkins noted this was involving 129 residential lots in Dodd City which each lot being a minimum of one acre. After noting how everything required had been done including an assessment by Hayter Engineering, she noted her recommendation for approval. A motion for approval was made by Commissioner Kopf, seconded by Commissioner Magness and the motion passed.

15. Approve bond reduction for the electric at Five Points and The Harbor at Five Points; $742,450.00 reduction – from $3,962,372.50 to $3,219,922.50 – Development Services Director: Ms. Hopkins noted all payments required by the electric company from the developer had been paid as the reason for the request for this reduction. After some discussion, a motion was made by Commissioner Magness to approve with Commissioner McQueen seconding the motion which passed.

16. Approve mutual aid

agreement between the City of Bonham and Fannin County regarding ambulance service – County Judge: Judge Cunningham explained how this agreement was basically stating how Allegiance Ambulance and the City of Bonham’s ambulance service may (strictly voluntarily) assist each other at times and how the billing will work at those times. He commented on the map that designates the areas to be served by Allegiance and noted once again they will begin their service to the county beginning October 1, 2024. After stating his belief that this was a good start for this service, a motion to approve the agreement was made by Commissioner Magness. The motion was seconded by Commissioner McQueen and the motion passed. OPEN DISCUSSION ITEMS:

Open discussion items will be passed on unless discussion requested by a member of the Court or a Citizen. 17. Subdivision Committee and Subdivision Policy – County Judge: Commissioner Self noted the committee’s scheduled meeting for this month was canceled and stated the meeting for next month will include receiving nominations for next year’s board members. 18. Courthouse repairs and litigation – County Judge: Judge Cunningham commented on work being done in the basement (leveling) and how they are currently working with the TX Historical Commission to approve the remedy for stopping rain leakage into the basement.

Gardening in October

Plant

There is still time to plant carrots, garlic, leaf lettuce, radishes, spinach and turnips, but get the seeds into the ground during the first week in October. Fall Asters are a beautiful addition to a fall garden, however, they will die back at the first frost.

Cool season grasses such as Ryegrass and Fescue can be planted now for a temporary winter cover. Perennial rye is easier to take care of than annual rye. Planting trees and shrubs at this time gives them several months to get root systems established.

Early October is a good time to dig and divide spring perennials such as phlox, daylilies, iris, Shasta daisies, coneflowers, gloriosa daisies, hardy amaryllis and hostas. Bulbs that require chilling for 45 days can be put in the refrigerator and planted in December. Plant winter annuals such as pansies.

Fertilize with a high ni

from trees and shrubs. Wait until February to do major shape-up work on shrubs. Continue mowing lawns until the first frost stops growth. Do not mow a lawn over-seeded with ryegrass or fescue until you can see the blades coming up. Mowing sooner can suck up the seeds. Prune old flowers off of lateblooming plants to keep them looking attractive.

Fertilize

If you haven’t done so already, fertilize warm season lawns the first week of this month. Feed fescue and ryegrass with high-nitrogen fertilizer in the middle of the month.

Watch for Early season frost. On calm clear nights frost can form on leaves at temperatures in the high 30’s. Keep frost

work in the yard, but that the weeds loved? Continue to pull or cut weeds, preferably before they go to seed. Remember -- one year of seed, 7 years of weed. Now is the time to clean dead vegetation out of flower beds and garden beds; apply a 1” layer of compost to the beds and mulch for the winter. Check patio plants carefully for pests before bringing them in for the winter. Set pots in a tub of water for a few minutes to get rid of fire ants. While the weather is still good, prepare the place you plan to plant English peas now so it will be ready in late January/early February. Justice Center – County Judge: FC resident Kathy Whiteside, who had spoken in last week’s court to voice her opposition and to represent the opposition of other Fannin County residents of the sale of the 120 acres located close to the Multi-Purpose Facility in Bonham for the purpose of assisting in the funding of the Justice Center, once again addressed the court. After questioning the court on an approximate amount needed for the supplementation of payment for the center’s build; whether the modified amount of $13,500 per acre for the pastureland would possibly be reduced in future negotiations; as well as other points, Ms. Whiteside presented the court with a petition of 250 voters requesting the court rescind the decision to sell the land. A discussion ensued that included the questioning of the confirmation of the identity of the petitioners; the notation that while 250 signatures were significant, the court represents over 24,000 voters and the

Fannin County Special Education SSA and its member districts offer comprehensive special education services to eligible students ages three through 21 years and to children from birth through age 21 years who have a hearing or visual impairment. Children from birth to age three with other disabilities will be referred to appropriate agencies for services. All referrals are considered confidential, and services are provided at no cost. FC resident Tom Turner of Bonham whose association had given up the lease of the land for $1.00 per year (that association was entitled to the dollar a year lease for another 59 years) for this project, spoke to commend the court and encourage them to continue with the plans to sell the acreage before giving a history of the land in question that has historically provided approximately $750 for the maintenance of the Multi-Purpose Complex by lease income for grazing cattle. The discussion concluded with Judge Cunningham noting that a large group of individuals (farmers, attorneys, childcare advocates, judges, etc.) were consulted before their decision involving this land was made and the consensus was reached that the build of the Justice Center (without raising taxes) to move county employees out of scattered properties (some of those being rentals costing the county approximately $86,000 a year and some owned by the county with leaky roofs) was a priority.

FC resident Rusty Deets questioned the sufficiency of Bois d’ Arc Lake in severe drought conditions and what the charge for water from NTMWD in the future would be.

Self pursuant to Rule 202, and in support thereof, Petitioner respectfully shows the Court the following:

1. Introduction

Under Rule 202 of the Texas Rules of Civil Procedure, a person may petition the court for an order authorizing the taking of a deposition on oral examination or written questions either: (a) to perpetuate or obtain the person’s own testimony or that of any other person for use in an anticipated suit; or (b) to investigate a potential claim or suit. The trial court is within its discretion to find both actions applicable when the evidence supports both required findings. In Re Johnston, LEXIS 8165*, 2010 WL 3930603, at *5 (Tex. App.— Texarkana Oct. 8, 2010, no pet.).

2. Venue

Venue of this Petition is proper in Fannin County, Texas (the “County”) because the Petitioner anticipates the filing of a lawsuit in the County in which the Petitioner may be a party and the witness resides in Fannin County. Investigation of Potential Claims Against Multiple Parties

3. Status of Petitioner and person it seeks to depose.

Petitioner is a political subdivision of the State of Texas. Petitioner has undergone tremendous turnover of staff in recent years, resulting in a loss of collective “memory.” By this Petition, Petitioner seeks to obtain or preserve testimony and investigate potential claims that may be brought by it in the future. Allen J. Self is a current Fannin County Commissioner and took office in January 2019. Allen J. Self’s duties as a County Commissioner included involvement in the restoration of the Fannin County Courthouse (“Courthouse Project”). The restoration of the Courthouse was poorly handled and resulted in significant cost overruns. Decisions were made by the Commissioners Court that are suspect. Allen J. Self is one of two remaining Commissioners that were present and involved in the Courthouse Project from the early stages. While other current County Commissioners have cooperated in the County’s investigation of the suspicious circumstances surrounding the Courthouse Project, Allen J. Self has consistently refused to cooperate. Specifically, he has refused to be interviewed by the County Judge or the District Attorney, resisted providing documents and unsuccessfully attempted to quash a grand jury subpoena.

4. Potential Claims

The potential claims arise out of the acts and omissions of multiple persons involved with the Courthouse Project over a period of years continuing through the present.

Problems with Courthouse Project construction continue to be identified. The potential claims are against multiple parties, both legal entities and individuals, involved in the Courthouse Project. These claims may involve breach of contract, breach of fiduciary duty, conversion, intentional torts, error and omissions, misappropriation of funds, civil theft, negligence, deceptive trade practices, civil RICO, conspiracy, and fraud.

Tuesday, September 24, 2024, Fannin County Commissioner Doug Kopf who was elected to be President of the Fannin County Water Supply Agency in September of 2015, presided over the first attempted meeting of the agency since January 23, 2020. The meeting, held at 4:00 p.m. at the Derrell Hall Education Center in Bonham drew approximately 20 people with six or seven of the attendees being representatives of communities/agencies seeking to have their selected representative acquire a seat on the agency’s board. After leading attendees in an Invocation, Commissioner Kopf welcomed everyone before noting a difficulty existed in establishing a Quorum for the meeting as only two of the current 4 representatives of the FCWSA (himself and Bonham’s Director of Public Works, Lance Capehart) were in attendance. President of Gober MUD (municipal utility district), Jan Johnson and General Manager of Southwest Fannin County SUD (Special Utility District), John Keen, were not able to attend. Because Quorum was not able to be established, official business could not be conducted and voted on. However, Fannin County Judge Newt Cunningham noted a discussion could be had with those in attendance regarding what was needed to get the water supply agency “back on track.” He discussed how a “concurrent resolution” similar to the one used in 2005 when North Texas Municipal Water District first established the water agency would be needed. He also offered to have the legal document that would be needed, drawn up which could then go to each agency (City, Mud, Sud) that has the right to have a representative they vote on to be on the FCWSA, have their designee noted on the document. After Judge Cunningham discussed the specificities and first steps involved with a possible agreement with NTMWD and discussed how to go about determining how much water will be needed in the days ahead, the discussion turned to how water tables are going down and the increasing salinization of water wells is becoming a problem. Lance Capehart commented on the agreement the City of Bonham currently is operating under with NTMWD before Commissioner Kopf invited comments from the representatives of Bois d’Arc MUD, Trenton, Dodd City, Windom, Honey Grove, Leonard and Savoy. Comments about which agencies/communities are

currently members of the agency and what the projected costs of receiving water from NTMWD would be, ensued, along with the concurring thought that with the increased number of people moving into the county, providing potable water for the residents in the days ahead was a definite concern. During the conversation, Judge Cunningham noted how he wouldn’t mind if there were any engineers residing in Fannin County who might be willing to donate a few hours of their time to advise the county on what the future water needs might be, to reach out to him. After much discussion about the absolute need for future water (and in some

instances, current water) planning, and what is needed to re-establish a functioning Fannin County Water Supply Agency, it was decided to have another meeting November 21, 2024, at 4:00 p.m. with the goal of having the necessary paperwork to add the representatives from those agencies who have the right of representation on the FCWSA, and begin strategizing future water decisions. Savoy’s Mayor Roger Cada summed up the need for this agency by stating “if we don’t think things through ahead of time and things just get put in because we’re not planning ahead, it can actually hurt the cities as they expand quickly.”

Lady Hornets v'ball back in Top 10

Dodd City on Sept. 22 returned to the Top 10 in Class 1A in the Texas Girls Coaches Association volleyball rankings.

The Lady Hornets (1710) garnered the No. 7 spot in 1A, where Water Valley now holds the top ranking.

Whitewright ranked No. 23 in 2A, where Iola again led the poll that also included No. 4 Detroit and No. 13 North Hopkins.

Bells rose to No. 2 in 3A where defending 3A State champion Bushland stayed on top and Paris Chisum ranked No. 22.

Wimberley stayed atop the 4A poll which also included No. 17 Paris and No. 22 Texarkana Pleasant Grove.
