Saturday, September 23, 2023, another surprising fact of the uniqueness of Bonham was revealed on the grounds of the Bonham City Park where Trade Days is held at the start of Bonham’s “Boid d’Arc Festival.” Mayor H.L. Compton, speaking from a makeshift stage, first welcomed everyone to the festival before noting that the first Bois d’Arc Festival was held in 1986 to celebrate the 150th Anniversary of our great State of Texas. He commended Jake Shockley of State Farm Insurance, Andrea Lappin and all those who worked on reviving the festival to be part of Bonham’s 175th Anniversary events. He then turned his attention to the celebration of the dedication of 3 historic Jefferson Highway site signs in Bonham noting how the Jefferson Highway was the first North to South Intercontinental Highway that went from Winnipeg, Canada to New Orleans, Louisiana and read the proclamation declaring September 23, 2023, as “Explore the Jefferson Highway Day.”

After Mayor Compton spoke, President of the Jefferson Highway Association, Roger Bell, detailed the historic significance of the highway, how its construction was largely a grass roots community effort as opposed to being a state or national project and how communities are once again bringing the route back as renewed interest in travelling historic routes grows. He concluded by thanking Melissa Maxwell and Jennifer Self of the Bonham Visitors Center for all their efforts to make this event possible.

Constituent Outreach Director for Congressman Pat Fallon, Erik Simien, took the stage and began by thanking God for the clear skies before reading the commemoration of the history of the Jefferson Highway that runs through Bonham, Texas, as America’s first North to South Intercontinental Highway that was part of the National Auto Trail System. He noted the U.S. flag was requested by the Honorable Pat Fallon to be flown over the capital in recognition of the importance of the Jefferson Highway. He then read a statement from Congressman Fallon that noted “as the City of Bonham celebrates its 175th Anniversary this year, we should always look to the past every now and then, to protect & preserve our nation’s history for future generations to come.” Mr. Simien concluded by presenting the mayor with a certification along with the accompanying flag that was flown over the capital.

Leonard's Parker Evans, as a sophomore, finished 39th in 12:58.9 last year in the Class 3A State girls' cross country race -- her first advance to Round Rock.

Trips to regional races later in the month will be available, as Fannin County high school runners vie early in October at district cross country meets.

Trenton will host and join Honey Grove and Sam Rayburn in competing in the District 142A races on Monday, Oct. 9, from

Dodd City's Jaden Mahar, as a junior, last fall made his first advance to State in boys' cross country.

1:30 to 4:45 p.m. In case of bad weather, Wednesday, Oct. 11, will be the alternative date.

Dodd City, Ector, Fannindel and Savoy will run in the 23-1A high school races on Wednesday, Oct. 11, at Miller Grove from 9 a.m.–noon.

Bonham and Leonard will compete in the 11-3A races at Bells on Thursday, Oct. 12, starting at 8 a.m.

Ector's Lydia Essary placed 30th in 13:32.2 last year in the Class 1A State girls' cross country race -- as a freshman.

The regional competitions for Fannin Class 1A and 3A qualifiers will follow on Monday, Oct. 23, with their 2A counterparts vying the next day -- all at Lynn Creek Park in Grand Prairie.

State qualifiers will run on Saturday, Nov. 3-4, at Old Settler's Park in Round Rock, with 3A and 1A races on the former day and 2A on the latter.

Road Work updates for Week ending 9/22/2023 As commissioner, I plan to let you know every week what we accomplished the week before in regards to our slogan "On the road to Recovery". As citizens, you expect us to be out working daily in the precinct and bringing our county roads back up to at least a minimum standard. With 192 miles of road to maintain in just precinct one our team of six people is out every day working to make this happen. While you may not see them on your road we want to assure you they are working and each week we will let you know what they accomplished the week before.

ber 22, 2023 the team was able to grade the following county roads: 1010, 1015, 1030, 1035, 1100, 1100, 1115, 1130, 1140, 1145, 1150, 1155, 1156, 1160, 1201, 1202, 1205, 1206, 1207, 1210, 1220, 1226, 1230, 1235, 1236, 1241, 1245, 1246, 1250, 1251, 1255, 1260, 1270, 1275, 1300, 1305, 1600, and 1605.

In addition, the team removed the remaining brush that was left from brush cutting on 2600. They also removed trees and brush from CR's: 2605, 1130, 1245, 1105, 1226, and 4010. Pot Holes were filled on 2605, 2005, and 1446.

Why haven't we graded CR 1410: This is a special road that has had major washboards for many years and grading currently with our existing equipment just wears out a set of $300 blades in a day. We are ordering some special blades that are serrated and

TXDOT put out the contract for a new bridge on CR 1020, the start date of construction is still up to the contractor. We are going to commissioners court on 9/26 to get permission to purchase a new tractor, mower, skid steer mower, and a set of fork lifts for the skid steer. We are proposing to trade in or out right sell a total of $56,000 in used equipment and purchase $112,887 in new equipment on the 2024 budget. You should see some mowing of the right of ways start occurring very soon if this goes through. This will deplete our new equipment purchases for 2024 to almost nothing. Even though I'm a little late sharing about dealing with heat distress with your dog, (since it's not crazy hot anymore), this is still important. - Last time,

we talked about recognizing when your dog is overheating, and that the first thing you should do is call the vet and tell them you're headed their way. Next we want to start to cool the dog down. Getting your dog into the shade, or air-conditioning is important. Offering him cool (not cold) water, and us-

ing a hose or wet towels to start cooling his head, neck, legs and feet. Carefully cool his tongue if possible, but don't let water run into his throat, because it could get into his lungs. If possible, get Max into a tub of cool [not cold] water and put a fan on him if you have one. - Knowing what your dog's temperature in this situation is important, and the most accurate way to take a dog's temperature is with a rectal thermometer. (Sorry.)

A dog's normal temperature is about 101.5°. At 104° he's in trouble. - Continue to check his temp every few minutes, and if his temperature gets to, or below 104°, stop the cooling process, because further cooling can cause complications, like blood clotting or a body temperature that’s too diminished.

- When his temp gets to 104°, load him up and head to the vet, even if he seems to be recovering, because the vet will have a number of tests to do.

According to PETA, 149 dogs died this year from the heat, and there were 740 heat related rescues. This is more than twice as many as last year. And there were probably more than that, because many of these heat related incidents go unreported.

- Heat stroke in a dog is an extremely dire situation. Many dogs never recover, so we have to be particularly careful careful in the heat, especially if we have a dog with a short nose, like a Boxer, or Boston, Terrier or Bulldog, as these dogs are more susceptible to heat stroke, being inefficient panters.

Fannin County Commissioners Court –Seeking Solutions for County Challenges

Tuesday, September 26, 2023, Fannin County Judge Newt Cunningham called to order at 9:00 a.m., the Regular Meeting of the Fannin County Commissioners Court and noted Quorum established before leading the court in an Invocation. Pledges were led by Major James Manis, Retired. There were no Introductions.

5. Public Forum: Executive Director of Bonham Chamber of Commerce Samantha

Lumpkin spoke to first thank the court for the recent donation (Capital Credit funds) and to inform the court that the Autumn in Bonham Bike Rally is scheduled to be held Saturday, Oct 7, 2023. After noting the course will run near the lake through Ravenna, Ector, and

Savoy she asked anyone caring to volunteer, sponsor, etc. to contact the Chamber for more information. She also requested neighbors close to the route to secure their dogs for safety’s sake as well as asking for consideration from motorists. President of FCRW Rosemary Clemons spoke to advise that Monday, Oct 1, 2023, the Fannin County Republican Women’s meeting will be held at the Legacy Ridge Country Club due to a flooding problem at the Life Center where it is normally held. A meet & greet will be held at 5:30 p.m. prior to the meeting at 6:00 p.m. Citizen Mike Nejtek spoke to remind people of the tent revival being held at Calvary Baptist Church. Creative Arts Center Board Member Diana Young

spoke to thank the court for their recent donation (Capital Credit funds).

6. Discussion regarding EMS report for August 2023 – County Judge for Scott Ridling, Fire Chief: Bonham Fire Chief Scott Ridling led a discussion where he noted there had been 432 calls with 328 people transported to the hospital and 104 calls not resulting in transports. He also noted there is currently an ongoing effort to recoup the partial Medicare payments, the department is fully staffed, and the department is still waiting on the delivery of one ambulance.

7. Discussion, consideration and action regarding current Burn Ban in Fannin County – County Judge: After a brief discussion regarding how much of the county was still extremely dry (though some parts received rain recently;) and per the advice of Fannin County’s Emergency Coordinator Troy Hudson to have the ban extended, a motion was made by Commissioner Magness to extend the burn ban 2 weeks with Commissioner McQueen seconding the motion which passed.

8. Discussion, consideration and action to approve payment of bills – County Judge for County Audi-

tor: Fannin County Auditor Alicia Whipple noted the amount needing to be paid was $126,206.39. A motion was made by Commissioner Kopf to approve payment with Commissioner Magness seconding the motion which passed.

9. Discussion regarding submission of annual training per Government Code 2256, Public Funds Investment Act for the County Auditor – County Judge for County Auditor: Ms. Whipple noted how the training was a requirement of the Public Funds Investment Act.

10. Discussion, consideration and action to allow Texas Department of Transportation to install security cameras in their office areas at the 1203 E. Sam Rayburn Drive location; DPS to pay, no expense to County –County Judge: Commissioner Magness made the motion to approve with Commissioner Self seconding the motion which passed.

11. Discussion, consideration and action to sell, purchase and trade in the following equipment for Precinct 1 for a total of $112,886.63 before trade-ins and sale, $56,886.63 from line item 210-621-571, Purchase of Equipment, after

sale and trade-ins; to occur after October 1, 2023 for 2023/2024 budget – Commissioner Precinct 1 for

Purchasing Agent: Fannin County Purchasing Agent Edwina Lane and Commissioner McQueen explained how these actions would allow for the purchase of newer equipment. After some discussion Commissioner McQueen made the motion to approve with Commissioner Magness seconding the motion which passed.

Discussion, consideration and action to go out for bid for a John Deere motor grader for Precinct 2 – Commissioner Precinct 2 for Purchasing Agent: After Ms. Lane explained the need for this, Commissioner Self made the motion to go out for bids with Commissioner Kopf seconding the motion which passed.

13. Discussion, consideration and action to approve the Sheriff and Constable Fees for 2024; no change from last year – County Judge: After Judge Cunningham commented on this, Commissioner Magness made the motion to approve with Commissioner Self seconding the motion which passed.

14. Discussion regarding Sexually Orientated Businesses in Fannin County –County Judge: Judge Cunningham commented on how businesses that tend to have

negative effects on communities like junkyards, landfills and sexually oriented businesses, can have regulations set in place that would restrict where they can be located; what their numbers can be and set distances for them from neighbors and schools, etc. He explained the issue of a possible sexually oriented business located in Ravenna was brought to his attention causing him to put the matter of sexually oriented businesses in Fannin County on the court’s agenda. He clarified that before an ordinance could be applied, any facility in question would first have to be determined to be a business and secondly, must be determined to be sexually oriented. After his statements, five citizens would weigh in on why they were taking a stand against sexually oriented businesses in Fannin County with reasoning ranging from concern for their children and Christian conviction noting that such businesses do not represent nor serve the citizenry of Fannin County to concern that SOBs (sexually oriented businesses) statistically serve only to lower property value while causing an increase in crime. In addition to those five speakers, two attorneys offered their thoughts on the matter with Attorney Paul Ivy offering his advice detailing what could be done legally and Attorney Joe Moss offering advice outside of the secular law. After the seven speakers, Pastor Josh Lot of Ivanhoe Baptist church (where a petition written by concerned parishioners can be viewed) prayed for God’s protection and guidance for the county, elected officials and all involved with this matter and for changing hearts. Judge Cunningham noted the ordinance will probably be available for Commissioners Court that will be held October 10, 2023.

15. Discussion regarding Subdivision Committee and Subdivision Policy – County Judge: No significant updates.

16. Discussion regarding Courthouse repairs – County Judge: Judge Cunningham noted that a list of deficiencies needing to be addressed has been compiled and placed in a book in his office that details the history of each deficiency and its current status. Those wishing to view the book (and/ or tour the courthouse) can contact his office.

17. Discussion regarding Justice Center – County Judge: Judge Cunningham noted there would be a meeting Wednesday September 27, 2023, with the hope of getting things kick started. He commented on how they have been told the project should take around 18 months, but it has been suggested to him by construction personnel that it would more likely be a couple of years.

MITTIE ELIZABETH PARKER WINN

It broke my heart to lose you, but you didn’t go alone. Part of me went with you, the day God took you home.

Mittie Elizabeth Parker Winn passed away on September 27, 2023 in Plano, TX.

Mittie Elizabeth Parker was born October 16, 1932, to Ernest Newby Parker and Eula Leon Beauchamp Parker, in Ivanhoe Texas. She was raised in Ivanhoe and attended public school there. In 1947, after her father died, Leon moved she and MittieBeth to Bonham Tx where MittieBeth later graduated from Bonham High School. After high school, MittieBeth (who became known as Beth in her adult years) went to Commerce, Tx and attended East Texas State Teacher’s College (now Texas A&M at Commerce). It was here that she met Jack Lane Winn, and they married in Bonham on May 31,1952. Beth graduated from ETSTC in May 1954 with a degree in Home Economics. Jack and Beth had a daughter, Elizabeth Jean, born on April 23, 1953, in Commerce, and a son, Dan Parker, born on December 18, 1959, in Dallas. They settled in Dallas where Jack was the Assistant Manager of the SMU Bookstore, and after several years they returned to Commerce when Jack became the Manager of the ET Bookstore. They loved it in Commerce and were long associated with the university, until his retirement. They attended almost all the ET football games and hosted many university events. They eventually built their dream home on Maloy Rd, in Commerce, out of the city limits and on some small acreage. After retirement, Beth and Jack were avid cruisers and received many “mileage awards” from Holland America Cruise Lines which was their line of choice. They thoroughly enjoyed trips to Alaska, the Panama Canal, South America, Caribbean, Hawaii, Spain, Italy, France, Russia, and smaller stops along the way. They were blessed with amazing sites in their senior years. Beth was into crafting, making many beautiful items for friends and family, including her stuffed and highly decorated Santa Claus’ décor. She also loved making quilts; many being made from fabrics collected around the world on her cruising trips. Jack once laughingly said they were the only couple on Holland America who would miss an excursion so she could find fabric!

Beth was preceded in death by her doting husband, Jack, and her parents, Ernest and Leon Parker, along with many aunts, uncles and dear friends.

She is survived by her daughter, Elizabeth Stephens, her son, Dan Winn, her daughter in law Kelly Smith Winn, and her granddaughter McKayla Lane Winn. She is also survived by her cousins, Marvin and Jonelle Parker Osburn of Millbrae California. A private burial will be held at the Bettes Cemetery in Ivanhoe, Texas.

EMMA LEE ROBINSON

In loving memory of our mother Emma Lee Robinson. Emma passed away peacefully at the age of 96 on September 19, 2023, in Cincinnati, Ohio.

Emma was born December 19th, 1926, to the union of John and Beatrice Everidge in Hugo Oklahoma. They later moved to Bonham, Texas where Emma grew up. She attended Booker T. Washington School. She discovered in high school her talent for singing. Emma developed her talent with the help and encouragement of her teacher, Mrs. Sally McRuffin. Mrs. Sally took Emma under her wing and pushed her to perfect her talent. They traveled to many towns in Texas where she sang the blues and jazz songs publicly. Emma went on to graduate from Booker T. Washington High in 1946. She met and married Lane Robinson, and to that marriage were born 4 children. Emma joined Bradford Chapel A.M.E Church in Bonham, Texas and was passionate about doing the Lord’s work. She still loved singing; however, her focus had turned to gospel music. She was involved in a multitude of leadership positions helping to aid in the success of the church’s vision and goals. Emma also joined the church choir and sang to her heart’s content. Emma was involved in her community and never treated anyone like a stranger. She was a great team player but fiercely competitive. She worked with the Booker T. Washington High School Reunion fundraising committee. She was an avid fundraiser and often held the position of top seller of ads. She was always super successful at achieving much more than the set goal. She also participated in many of the BTW All Class Reunion Talent Shows. An all-time favorite, often requested song was her rendition of Jelly, Jelly, Jelly. She always did an outstanding job and received a standing ovation every time. Emma was a great cook and was affectionately known for her delicious bread pudding and peach cobbler. One of the fondest memories from some of her grandchildren was watching the Price is Right and soap operas like “the Young and the Restless” and “Days of our Lives.”

Emma was a loving wife, mother and a joy to all her children, grandchildren, nieces, and nephews. She is preceded in death by her parents John and Beatrice Everidge, husband Lane Robinson, four of her siblings (Robert Reed, Henry Everidge, Michael Everidge, Emma Jean Williams), one daughter (Debbie Ransom) and two grandchildren (Tamela Robinson, and Sanee Greenwood).

Emma is survived by her daughters (Linda Greenwood and Sue Robinson Wyatt), and son Gerry Robinson (Patricia). She leaves to mourn her siblings (Mary Helen Harris and Rose Anne Wilson), grandchildren, great grandchildren as well as a host of cousins, nieces, nephews and friends.

Arrangements are under the direction of Wise Funeral Home. The family received friends from 5:00 - 6:30 PM Friday, September 29, 2023 at Wise Funeral Home. The funeral service was the following day Saturday, September 30, 2023 at Bethlehem Baptist Church at 11:00 am burial followed at Fannin Memorial Gardens.

WILLIAM KYLE BLACK

William Kyle Black passed away on September 24, 2023 with his loving wife by his side.

William known as “Bill” was born to William Emzie Black and Bonnie Atrell Kyle on February 1, 1944. He was a native son, mentor, dog whisperer, and most notably a Marine. Bill served two tours in the Vietnam War and those who knew Bill personally recognized him as a man amongst men. More than his sizeable stance his presence commanded respect that others were readily convinced that he deserved, and rightfully so. Bill conducted himself with honor and integrity, he stood firm on his beliefs and was a man of conviction. Proud yet often quiet, a captivating story teller, he was easy to come to love with a little time and a grain of salt. Bill always owned a dog. As a commercial big rig owner/operator Bill often had a four legged friend with him as they drove over the road. His ability to speak to a dog was something out of a book. He no more spoke at a decibel to address a lady and his pup would listen and obey without a second thought. There were many things Bill was knowledgeable about and it wound take several pages to mention. From hunting to engines, guns to football, tactical approaches to the laws that govern the roads that he hauled his freight on. He could carry on a conversation with the best of them. If there were only one quality to choose and to put a spotlight on, it would be the way he led his family. He was known for his smoked Sunday briskets and notorious for his bellowing laugh that was undeniably from his soul.

Bill continues to live on in the hearts and lives of those he impacted most, his beautiful and adoring wife “C”, his 5 daughters, 3 stepsons one of which preceded him in death, his 7 grandchildren one of which is his namesake, and his 8 great grandchildren. In addition to these vast and incredible folks at the Bonham VA, we are forever humbled and gracious for your service to our patriarch. Bill touched so many lives and we close with this loving thought inspired by his legacy, “we are not the sum of our actions nor our words, more so the depth of love we leave behind in those who meant the most to us. It is through love we truly live, and because of that, truly never die”.

Arrangements are under the direction of Wise Funeral Home. Services will be held on Saturday October 7th at 10 am. Visitation the night before from 5 to 7.

EDWARD LAYTON CRELIA

Edward (Ed) Layton Crelia, 91, of Columbus, Texas passed away on September 22, 2023. Ed was born to William and Opal Crelia in Leonard, Texas on August 30, 1932.

On March 13, 1954, he married Jean Moore. Ed and Jean resided in Columbus, Texas for 46 years. They were blessed with 67 years of marriage, 3 children, 6 grandchildren and 11 great grandchildren.

Ed enjoyed a simple life. Ed was a Christian and had a genuine love for God’s creatures. His grandchildren and great grandchildren enjoyed helping him feed his special cows, that were treated as pets, and would eat out of their hands! Feed and corn were generously provided for the resident wildlife several times each day. Ed and Jean made it a priority to spoil their dogs, the last of which was Daisy, who will be present at his burial. Ed, in his later years, enjoyed coffee time with the group at Columbus Feed, where he loved to share his truck driving stories. He originally drove cross country independently and then worked for Texaco for the last 35 years of his career. For his dedication and excellent driving skills, he was selected as the Texaco Star of the Year in 1982 and won multiple Texaco Truck “Roadeos”. Ed’s goal in life was to work hard, live humbly, and provide for the family he loved.

Our family has a sincere appreciation for the caregivers, Dr. Klaus, and the staff of Columbus Oaks Healthcare Facility for the genuine care, compassion, and love provided to Ed in his last two years.

Ed is survived by his sister Glynell (Juan) Sewell of Bonham, Texas; his son Layton Crelia of Garrison, Texas; daughters Regina (Russell) Wicke of Columbus, Texas and Donna Krueger of Brenham, Texas; grandchildren Jeremy Crelia of Garrison, Texas, Tyler (Christine) Wicke of McKinney, Texas, Sarah (John) Stancik of Port Lavaca, Texas, Dannah Krueger of San Antonio, Texas, Lacy (Orly) Teran of Highlands, Texas, Riley (Kaitlyn) Krueger of Frelsburg, Texas; great grandchildren Alexandria, Noah, Logan, Titus, Madden, Kannon, Ethan, Layla, Liliana, Rex, and Landyn.

Ed is preceded in death by his wife Jean Crelia; parents William and Opal Crelia; brother Cramer Crelia; and sisters Joretta Crelia and Erlanna Hall.

Press Release - The Honey Grove Library & Learning Center will be open during Honey Grove’s annual Davy Crockett Day festival in downtown Honey Grove on October 7th. In addition to our normal operations, the library will have a variety of activities available for those of all ages!

Plus many of our own downtown businesses will have live music, food and drink specials all day long!

The 2023 Fall Festival is organized by Denison Area Chamber of Commerce with the assistance of City of Denison. Many volunteers and staff work throughout the year to bring this festival to our city and over 150 participant booths bring excitement to the day’s events including demonstrators and food booths. Last to speak before heading out to the three different sites where the historic signs would be revealed, was a member of the Jefferson Highway Association, Chuck Toney who advised attendees that a year from this October, there would be a collection of 45 privately owned, fully restored military vehicles that would be driven from Canada’s border to New Orleans along the historic highway with Bonham being designated to be one of their stops. He noted it would be a one-time opportunity for citizens to view a rolling museum of military vehicles when they

come through town in October of 2024. Those interested can obtain more information on this event from the Jefferson Highway Association.

Before heading out to the three sites, Mr. Bell noted a limited number of commemorative postcards would be stamped by the association at each site for those in attendance with the first site being the “Magnolia Oil Gas Station” (currently the United Motors Garage owned by Pete Phillips and located at 301 N. Main St.), the second site being the Powder Creek Bridge and the third and last site being the Sam Rayburn House.

At the first site, owner Pete Phillips noted he had bought the historic station several years ago to prevent the building from being demolished by another who might not have cared about its historic relevance. He called attention to the colored tiles on the columns of the station that became visible after a hardy cleansing, that matched the colors on the historic Magnolia Oil Gas Station sign.

At the second site, Roger Bell and Mayor Compton expounded on the importance of retaining and protecting historic bridges and other sites of historic value. Melissa Maxwell gave a shout out to the Fannin County Museum of History with special recognition to its Director Malinda Allison whose research was highly instrumental in the success of their project and encouraged everyone to visit the amazing museum.

The third and last site for the Highway site sign was the Sam Rayburn House where the “Farming Heritage Day” event was in full swing. Families were milling about the booths where attendees could learn about farm activities, as well as visiting local vendors displaying their wares while Parks & Wildlife staff were showing kids how to construct paper butterflies at their booth. Being a state historic site, there are other historic markers located at the Sam Rayburn House but those wishing to view the Jefferson Highway site sign can find it on the west side of the impressive house. Assistant Site Manager, Stacie Flood, spoke of the importance Mr. Rayburn placed on the road systems as he was a huge proponent of people being able to travel and get around without them getting “stuck in the mud.”

In the Wikipedia’s information about the “Palm to Pine” Highway (the nickname given the Jefferson Highway due to there being palm trees on one end of the highway and pine trees on the other) there are 39 cities listed that are located along America’s first “NORTH/SOUTH HIGHWAY SYSTEM ROUTE” with three of those cities listed being in Texas. Bonham is one of those three.

for Open Arms Shelter. The Board is very excited to person with such a diverse and experienced background. Becky is retired from the Fannin County Fam-

ily Crisis Center where she was the Director for seven years. She was employed at the Crisis Center for 17 years and also worked as counselor for the women, men and children who had been affected by family violence.

Since retirement, Becky has been active in many things at Boyd Baptist Church. Becky and her late husband, Don, led a Sunday School Class, participated in distributing food for Fannin County, helped the church builders for two years, participated in the Judgement House at the church, and have done

much traveling.

When waiting on the Lord to let her know what she should do next, she was asked to think about being a member of the Open Arms Shelter Board. After praying Becky felt the Lord was calling her to help with the homeless in Fannin County. She is excited to be working with a faith-based organization.

Chandler Fox started work on

September 11,2023, as the Administrative Assistant for Open Arms Shelter. Chandler served as a volunteer for the shelter in the summer of 2021, and accumulated over 20 hours of volunteering. His volunteer experience helped to bridge into his employment with the shelter.

Chandler believes that Open Arms serves as a ministry first and foremost. Every person who comes through our doors

should be presented with the relief and support that is offered by Jesus Christ; “Then Jesus said, “Come to me, all of you who are weary and carry heavy burdens, and I will give you rest. Take my yoke upon you. Let me teach you, because I am humble and gentle at heart, and you will find rest for your souls. For my yoke is easy to bear, and the burden I give you is light.” Matthew 11:28-30

Besides his involvement in the shelter, Chandler has also volunteered for Texas Parks and Wildlife over the past several years. Many of those hours were committed to our local state park, Bonham State Park. Chandler is still currently volunteering with TPWD, and is currently serving as the park ambassador at Cooper Lake State Park-South Sulphur Unit.

Judge Cunningham discussed the possibility of the sale of some County property, the start-up of hotel taxes, the possibility of assessing some fees (work involving engineers that developments should be paying for) and noted the county is looking for money that does not come from the taxpayer before adding monies have been received back from the Fannin County Museum that will go towards improvements needed in the courtroom.

Comments by County Commissioners and County Judge: Commissioner McQueen noted how there has been no rain in Pct 1 and advised those wishing to conduct burns to hold on because the county needs to receive rain for the burn ban to be lifted before voicing his thanks to the county. Commissioner Self noted his appreciation for everyone’s attendance and the discussion that was had noting he would like a copy of the statement made about the importance of strong men and wished everyone a good week.

Commissioner Magness stated he was ready to get on with the new year and thanked everyone for their attendance.

Commissioner Kopf thanked everyone for their attendance and input before commenting on the work his crew is getting done. Steve Mohundro was singled out for his long-time membership in the club, as was John Burnett, Joe Moss, and Mary-k Ashley Wilson.

For safe viewing, bring eclipse viewing glasses (ISO 12312-2 rated) or a pinhole viewer. A limited number of safe viewing glasses are available for purchase at the Park Headquarters on a first come, first served basis. All day visitors may enjoy fishing (fishing license not required), swimming, boating, picnicking, hiking, and mountain biking. Panther Row

The 30th in a series of articles for the 175th Anniversary of Bonha

The blocks on Main Street south of what is now Sam Rayburn Drive have historically been called Panther Row.

The area was originally called Post Office Row, because the Post Office was there for 30 years, moving around 1885.

Then the area began to be called “Panther Row” around 1895.

Although the origin of the name “Panther Row” is not documented, some think the name came from a whiskey with the name “Panther” sold at the saloon.

In the late 1800s these blocks were very busy with many stores. The still lovely First National Bank building was built in 1883.

Just south of the bank was the first location of Saunder’s Drug Store. South of the drug store was Mr. Rosenbaum’s dry goods store.

And further south was a saloon, a billiards parlor and a gambling hall.

The Sanborn map from 1888 shows saloons and billiard halls.

Closer to the railroad depot were hotels. It must have become a rough area, because newspapers reported on fights there. Someone remarked “A full grown panther would have been scared to walk down that way alone.”

Legends abound that there were a number of shootings, knifings, and killings along the row.

One documented incident occurred on December 27, 1930 when Fannin County Commissioner Sam Powers was shot and killed on Saturday night about 8:30, when a number of persons were still shopping or attending the nearby movie theatre.

Even into the 1960s many parents and grandparents

did not allow their children to walk down Panther Row. Into the 1970s there was a popular pool hall there.

By the 1980s many of the buildings had deteriorated and the south half of the block was demolished. However, at this time life has returned to Panther Row with the Visitor’s Center and shops and restaurants. And Bonham’s draft Downtown Master Plan envisions the redevelpment of Main Street south to the Fannin County Museum of History and Powder Creek Park.

He then went on to detail that two checks written to Trace Development were for grants on buildings downtown, he touched on paving improvements going on at the airport and the repaving of a lot in downtown that the city took over from the county and concluded by noting they were waiting on clarification on a sewer/water project they are funding before asking for questions. Executive Director Gayle Cooper added that regarding a question brought up during a recent City of Bonham meeting regarding two checks written, one of the checks in question was to Neighbor’s Place Winery which was a reimbursement grant (work completed in the back adding additional square footage and a new A/C) and the other to D Magazine was for a two-page ad that will be coming out in a special No-

She stated that meetings scheduled to receive citizen input regarding the Master Downtown Plan would be held Monday, October 23, 2023, and Monday, November 6, 2023, at 5:30 p.m. She concluded her report by noting that downtown grant requests are still being submitted and added the Local Economic Development Guidebook provided to each board member that was created by the Texas Economic Development Council, was also on online and she would be glad to send the guidebook (that explains and expounds on the job of “economic development”) to anyone. A discussion was sparked when a question was posed about advertising in the Texas Highways Magazine that touched on the Jefferson Highway, the running ad of “Big D to Little B in Under an Hour” in Business Expansion Journal, the expansion of Hwy 121 and the need for more housing in Bonham.

Luke makes known the reason for preaching the gospel in the words of the Lord to Saul, “To open their eyes, and to turn them from darkness to light, and from the power of Satan unto God, that they may receive forgiveness of sins, and inheritance among them which are sanctified by faith that is in me” (Acts 26:18). Hide — A Hale County Game Warden learned that a bull elk had possibly been killed from the roadway. He suspected it was the same elk that had been spotted a couple of weeks back. After a lengthy investigation several charges were filed on two subjects who admitted to killing the elk after they had learned the warden was going out of town for a few days. They learned the hard way that just because the game warden can’t be seen doesn’t mean the suspects will get away. Teamwork — On opening day in Hardeman County, game wardens apprehended three hunters who were 130 doves over the limit. A little later that evening, they caught six more hunters who had 78 doves too many. Earlier in the evening, one of the game wardens had found four hunters with 40 doves over the limit in Wilbarger County. The rest of the weekend they found three more hunters double-bagging and a game warden also caught two men hunting on a baited field.

On Aug. 20, a Harris Co. game warden received information that a field near Cypress had been baited and that the subjects might already have been hunting earlier that week. The warden located the field and found cracked corn and milo along with dove decoys hanging on the barbed wire fences. The following Sunday, the game warden watched the field in the evening and observed four subjects shoot skeet for an hour before the temptation of all the doves got to them. The subjects shot doves until 8:15 p.m. before deciding to pack it up. As the game warden made contact with the surprised subjects, he overheard one say: “I told you guys this was not a good idea.” Cases and restitution pending.

A new study conducted by Texas A&M AgriLife Extension Service shows new tools can help slow them down.

A warfarin-based toxicant, according to researchers, can be an effective option for landowners in controlling feral hog numbers and damage to their property.

The two-year study took place on 23 sites in 10 counties across various regions of the state. During the trials, researchers were able to reduce feral hog numbers effectively and efficiently with diligent application of the product.

Research efforts were led by Dr. John Tomeček, AgriLife Extension wildlife specialist, and Michael Bodenchuk, director of Texas Wildlife Services.

“Texas A&M AgriLife Extension Service was tasked with evaluating the product’s ability to reduce feral hog numbers and damage in regions across the state and seasons of the year,” Tomeček said. “We found that it can be highly effective when utilized correctly and saw no access to the toxicant by non-target species when all feeder devices functioned properly.”

AgriLife Extension is the first to test the warfarinbased toxicant in a real-world application.

Cooper SLOW. Water lightly stained; 83 degrees: 1.00 feet below pool. Few reports and anglers on the water due to heat. Catfish continue to be good on shad. White bass can be caught with slabs in deeper water. This is the time of year birds start working the lake, so they can lead you to schooling fish.

Fork GOOD. Water Stained; 83 degrees; 2.34 feet below pool. The bass bite has been fair to good with the best bite early morning using topwaters, chatterbaits and flukes. Squarebill crankbaits continue to be fair in 3-5 feet of water on points and in front of weeds. Carolina rigs are fair in 5-7 feet of water using smaller baits.

Lavon GOOD. Water lightly stained; 84-86 degrees; 5.10 feet below pool. Crappie are stacked up on submerged trees in 8-12 feet of water, with a few deeper, but brush piles in 7-11 feet of water are gold. 1/16 ounce jigs are outproducing minnows. Bushy top submerged trees are fishing great, single branch trees will hold 1-7 fish. Condo and bushy trees hold up to 100 or more fish. White Bass are in 7-15 feet of water on flats and ledges, and main lake points and the very end of boat ramps. Some sporadic topwater action can be found. At the boat ramps 7 feet or deeper, look for white bass hunting the shad that are using the ramp as structure.

Tawakoni GOOD. Water lightly stained; 90 degrees; 1.54 feet below pool. Tawakoni continues to fish good as we begin to come out of our summer pattern. A series of cool fronts has cooled water temperatures to the lower 80s and we are seeing active fish feeding in many areas of the lake. The hybrid striper and white bass are herded up in big schools on many different lake points in 8-15 feet. Best lures have been slabs and small swimbaits.

Texoma GOOD. Water stained; 86-88 degrees; 3.22 feet below pool. Striped bass are hit-or-miss with smaller sized fish being caught under the birds, then blind casting shallow flats in 1-6 feet of water for larger fish. Best baits have been pencil poppers, slabs and now swimbaits are in play. Report by John Blasingame, Adventure Texoma Outdoors. Striped bass fishing is great. Big fish are along flats in 5-15 feet of water drifting gizzard shad, or working topwaters along the banks. Box fish are running the ledges in 30-40 feet of water on threadfin shad picking through a lot of smaller fish. Catfish are good drifting cut shad along flats in 15-25 feet of water and catching numbers on anchor in 30-40 feet of water off the bottom. Crappie are slow on minnows fishing brush piles in the little mineral arm using electronics to locate active fish.

Toxicant as a tool

Researchers conducted field evaluations of a lowdose warfarin-based toxicant to determine its efficacy across different regions of the state and to evaluate the product’s ability to help landowners prevent property damage and economic harm from feral hogs.

Over the two years, AgriLife Extension specialists worked with private landowners on recommended application methodologies to provide real-world testing conditions for the product and the suggested best practices.

Feral hogs were conditioned to the feeders and bait before the warfarinbased toxicant was added. The specially designed dispensers prevent access by non-target species, Tomeček said.

Once the product was applied to the bait, feral hogs in the field trials consumed lethal doses within five days of consistent access to the bait.

Tomeček noted the product is not considered acutely toxic to non-target animals if they do gain limited access to the bait. It’s also not found at lethal levels within the tissue of deceased feral hogs.

The key, Tomeček said, is to “correctly and consistently” use the warfarin-based toxicant.

The next phase in the study was to have landowners apply and manage the bait themselves after a trial period of supervision and instruction.

Landowners who followed the suggested maintenance schedule, checked the feeder routinely for mechanical issues and replaced the bait consistently reported sharp declines in feral hog numbers. Their damage levels over the seasons throughout the year were also down significantly. Landowners who did not follow the recommended protocols were less successful in curbing feral hog numbers on their property.

AgriLife Extension reported these results were true, “regardless of the season of the year or the region of the state where the trial was being conducted.”

Feral hog populations

The feral hog population is expanding at an alarming rate in the Lone Star State, leaving farmers and ranchers facing thousands of dollars in damages each year.

The most recent reports estimate over 3 million feral hogs cause more than $500 million annually in damage to agriculture and private property throughout the state. But the destructive species also degrades water quality and introduces E. coli, making the water unsafe to drink. Feral hogs also pose a threat to livestock and wildlife, preying on small animals.

The destructive species is now considered a national threat due to the liability they create for Texas waterways and native ecosystems.

Farm Service Agency Reminds Texas Livestock Producers of Available Drought Assistance

Producers in more than 200 counties may be eligible COLLEGE STATION, Texas, Sept. 12, 2023 – USDA’s Farm Service Agency (FSA) reminds drought impacted producers that they may be eligible for financial assistance through the Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program (ELAP), Livestock Forage Disaster Program (LFP) Emergency Conservation Program (ECP) and Emergency Haying and Grazing on Conservation Reserve Program to provide financial assistance to eligible producers for 2023 grazing losses due to a qualifying drought or fire and provide water for impacted livestock.

“Producers across Texas have been faced with another significant drought year causing considerable economic hardship as they go to great lengths to provide adequate feed, forage and water for their livestock,” said Kelly Adkins, State Executive Director for FSA in Texas.

“Producers who are eligible for the much-needed disaster recovery assistance are encouraged to contact their local FSA office to schedule an appointment to apply.”

Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program

For eligible producers in qualifying counties, the ELAP provides financial assistance for:

• the transportation of water to livestock;

• the above normal cost of mileage for transporting feed to livestock; and

• the above normal cost of transporting livestock to forage/grazing acres.*

*No payment for “empty miles.”

Eligible livestock include cattle, bison, goats and sheep, among others, that are maintained for commercial use and located in a county where qualifying drought conditions occur. A county must have had D2 severe drought intensity on the U.S. Drought Monitor for eight consecutive weeks during the normal grazing period, or D3 or D4 drought intensity at any time during the normal grazing period. Producers must have risk in both eligible livestock and eligible grazing land in an eligible county to qualify for ELAP assistance.

Transporting Water, Feed and Livestock

For ELAP water transportation assistance, producers must be transporting water to eligible livestock on eligible grazing land where adequate livestock watering systems or facilities were in place before the drought occurred and where water transportation is not normally required. ELAP covers costs associated with personal labor, equipment, hired labor, and contracted water transportation fees. Cost of the water itself is not covered. The ELAP payment formula uses a national average price per gallon.

ELAP also provides financial assistance to livestock producers who incur above normal expenses for transporting feed to livestock and who are hauling livestock to a new location for feed resources due to insufficient feed or grazing in drought-impacted areas. For transporting feed or hauling livestock, the payment formula excludes the first 25 miles and any mileage over 1,000 miles.

Reimbursement Rates

The reimbursement rate for transporting water, feed, and livestock is 60% of the costs above what would normally have been incurred during the same time period in a normal (non-drought) year. Eligible

underserved producers with a CCC-860 underserved producer certification form on file with FSA may qualify for a 90% reimbursement rate. An online tool is now available to help ranchers document and estimate payments to cover feed and livestock transportation costs caused by drought and view the demonstration video.

Reporting Losses

Producers must submit a notice of loss to their local FSA office within 30 calendar days of when the loss is apparent. Producers should contact FSA as soon as the loss of water or feed resources are known.

For ELAP eligibility, documentation of expenses is critical. Producers should maintain records and receipts associated with the costs of transporting water to eligible livestock, the costs of transporting feed to eligible livestock, the costs of additional feed purchases, and the costs of transporting eligible livestock to forage or other grazing acres.

The deadline to apply for 2023 ELAP is Jan. 30, 2024.

Livestock Forage Disaster Program

The Livestock Forage Disaster Program (LFP) provides payments to eligible livestock producers and contract growers who also produce forage crops for grazing and suffered losses due to a qualifying drought or fire during the normal grazing period for the county. Eligible livestock include alpacas, beef cattle, buffalo/bison, beefalo, dairy cattle, deer, elk, emus, equine, goats, llamas, ostriches, reindeer, or sheep that have been or would have been grazing the eligible grazing land or pastureland during the normal grazing period.

More than 200 Texas counties have met the drought severity levels that trigger LFP eligibility for the 2023 program year. For LFP, qualifying drought triggers are determined using the U.S. Drought Monitor. A list of eligible counties and grazing crops can be found on the FSA Texas webpage.

To expedite the application process, producers are encouraged to gather and submit records documenting 2023 losses. Supporting documents may

include information related to grazing leases, contract grower agreements, and more.

The deadline to apply for 2023 LFP assistance is Jan. 30, 2024.

Emergency Conservation Program

FSA offers cost-share assistance to livestock producers experiencing severe drought conditions where water available for livestock has been reduced below normal to the extent that, without access to additional water, livestock survival is threatened.

Approved practices may include installing pipelines or other facilities for livestock water, constructing and deepening wells for livestock water, installing portable electric pumps and developing springs or seeps for livestock water.

A producer qualifying for ECP assistance may receive cost shares not to exceed 75% of the approved payment scenario rate. Eligible underserved producers with a CCC-860 underserved producer certification form on file with FSA may qualify for a 90% reimbursement rate. Cost-share assistance is limited to $500,000 per person or legal entity per natural disaster.

Additional Drought and Wildfire Recovery Assistance ELAP assistance is also available to producers impacted by wildfire. Contact the local FSA office for more information on ELAP resources for wildfire losses. Beekeepers can benefit from ELAP provisions and should contact their county FSA office within 15 calendar days of when a loss occurs or is apparent.

The Livestock Indemnity Program (LIP) provides benefits to livestock producers for livestock deaths in excess of normal mortality caused by adverse weather, including wildfire and ECP may also be able to assist with repairing or replacing fencing that was damaged by a wildfire.

The Tree Assistance Program provides cost-share assistance to replant or rehabilitate trees, bushes, or vines lost due to drought. Additionally, ECP funds may be available to help with water needs for vineyards and orchards during severe

drought.

The Noninsured Crop Disaster Assistance Program (NAP) provides financial assistance to producers of non-insurable crops to protect against natural disasters that result in lower yields, crop losses or prevents crop planting including crops planted and grown for livestock consumption such as grain and forage crops, including native forage. Eligible producers would have had to have obtained NAP coverage for the crop year in which the qualifying loss occurred.

FSA also offers a variety of direct and guaranteed farm loans, including operating and emergency farm loans, to producers who cannot secure commercial financing. Producers in counties with a primary or contiguous disaster designation may be eligible for low-interest emergency loans to help them recover from production and physical losses. Loans can help producers replace essential property, purchase inputs like livestock, equipment, feed and seed, cover family living expenses or refinance farmrelated debts and other needs. Additionally, FSA has a variety of loan servicing options available for borrowers who are unable to make scheduled payments on their farm loan debt to FSA because of reasons beyond their control.

Also, qualifying borrowers can request FSA to cover their next installment due or a recently missed installment. Borrowers who are within two months of their next installment may seek a cash flow analysis from FSA using a recent balance sheet and operating plan to determine their eligibility and can submit requests for cash flow-based assistance in person at their local FSA office or by sending in a direct request using the farmers.gov 22006 assistance request portal at farmers.gov/ ira22006cashflow.
