Texas leaders create first new lakes since 1980s to accommodate booming population

By Brian Scott, Dallas UPDATED 1:39 PM CT SEP. 23, 2023

LADONIA, Texas — Ed Motley stands in the middle of

a large field, about an hour and a half northeast of Dallas, and looks on as heavy machinery pours concrete and workers build up the dirt embankments of the 16,000-acre construc-

tion site. What You Need To Know ● New lakes are being created in Texas for the first time since the 1980s ● The lakes will help to ac-

commodate the water needs of the state's booming population ● Lake Ralph Hall is one of two new lakes being created right now to service the booming population in the Dallas-

07/02/19

Fort Worth area. The other, Lake Bois D’Arc, is already filling with water right now ● Most of Texas’s major lakes are built, not naturally occurring

If you’ve ever wondered what it looks like to build a lake, he says this is just a glimpse. “They’ve been placing this concrete for about the last nine months,” said Motley, the project manager for Lake Ralph Hall. Nine months is just a small paragraph in the story of Motley’s lake, though. The longtime engineer first heard the name Lake Ralph Hall back around the turn of the millennium when he was tapped by state leaders to build a new lake for the Upper Trinity Water District – the district serving some of the fastest growing portions of the Dallas-Fort Worth area. Back in about the year 2000, Motley says leaders in the small community of Ladonia came to state leaders, including the late Rep. Ralph Hall, wanting to build a new lake to help bolster some interest in the town; the first new lake talked about in the state since Lake Ray Roberts filled in the early 1980s. “Sometimes it feels likes it’s been yesterday,” said Motley, remembering those early meetings that developed out the idea. “It’s been a very interesting ride.”

Road Work updates for Week ending 10/20/2023 As commissioner, I plan to let you know every week what we accomplished the week before in regards to our slogan "On the Road to Recovery." As citizens, you expect us to be out working daily in the precinct and bringing our county roads back up to at least a minimum standard. This week I want to relay a funny story about our newest employee mowing the right of ways and make a point. They just started mowing Monday and had no concept of just what is and is not a county road. They were sent to mow a county road that in their opinion once they got on it should not be mowed due to issues with the road itself. They were absolutely correct in their assessment but in an effort to put in a good days work they started mowing FM 898 which is a State road and was their return route back to the precinct barn. After a phone call from a person who saw them on the FM road, the em-

ployee and I had a discussion about what roads they were to mow: If it was totally paved, wide, and looked in good shape - it is not one of our roads. Some of our employees did not grow up here so give them a break if they do something like this - at least they are out working to improve something in the county and not sitting around the precinct barn. For the week ending October 20, 2023 the team was able to grade the following county roads: 1010, 1015, 1020, 1025, 1030, 1100, 1145, 1201, 1202, 1205, 1206, 1207, 1210, 1260, 1280, 1300, 1305, 1320, 1504, 1525, 4026, 4070,

Tree trimming on CR 1130 and part of 1135. We move to 1125 and 1150 next. Our special grader blades for 1410 have not shown up so we will grade the road next week with our existing equipment provided the rain does not hamper our efforts. I want to give a big shout out to Dusty Underwood and his plumbing crew for helping me patch a hole on CR 2520 that was caused from a water line repair and then someone driving a tractor through it. Dusty sent one of his team out with a mini excavator to help me try to patch it. We did the best we could at the time without rebreaking the water line. We did not get here in a day, a week, or even a year and it will take a dedicated team of employees, like we currently have, time to correct the issues. Dale McQueen, Fannin County Commissioner Precinct One 903-965-7030

Land Market Strong According to Local Expert

New Lakes Continued from page 1 The group certainly went big with the project and now, 23 years later, Motley said construction is moving along and his team hopes to start filling that new lake with water in the next couple of years, and that may not be a moment too soon. Lake Ralph Hall is one of two new lakes being created right now to service the booming population in the Dallas-Fort Worth area. The other, Lake Bois D’Arc, is already filling with water right now. “It’s badly needed for our water supply,” said Motley. Most of Texas’s major lakes are built, not naturally occurring, to give the people of the state the water they need to call it home. Motley said that even in the early 2000s it was clear that the water supply would need to grow if it was going to quench the thirst of the increasing population. Since then, the projections of growth have only gotten more intense for North Texas and the rest of the state. “A hundred thousand people moving to the area every year, a hundred thousand people, and they’re not bringing water with them,” said Motley.

hunters and anglers,” said Baumann. “A lot of landowners don’t realize the true market value of their property when outdoor recreational opportunities are involved.” Tracts with wooded acreage, prairie, pasture, tillable acres and water make for prime habitat for wildlife. Bauman’s expertise in Texas land comes from working as a Land Specialist for Whitetail

So the state’s water districts will likely have to build more lakes to keep up, and that’s more on top of those two going up near Ladonia. Jason Pierce, a spokesperson for the Upper Trinity Water District, said he’s heard about the "new lake" conversation happening across the Lone Star State as growth seems to be coming from every direction. Even with Lake Ralph Hall soon easing their burden, he said even his district is having to think farther out already. “It will get us until about the mid-2040s and then we will need an additional water supply to meet the growing needs of our service area,” said Pierce. It starts, though, with those two new lakes in North Texas. From there, we’ll have to see how the population grows and if the next legacy of another engineer like Motley is set to begin. “There’s so many aspects to building a lake. It’s one of those career things that you only get to do once in your life,” said Motley. With completion of his lake now in sight, he says it’s a larger mark than he ever imagined it would be when this all began, and one he couldn’t leave at a better time.

Properties Real Estate – the industry leaders in hunting, ranch and farm land. According to Baumann, world-class hunting for white-tailed deer, turkey, waterfowl and fishing attracts outdoor enthusiasts and investors from inside and outside Texas’s borders, and from the DFW metro area. “The time is right to market land as a hunting and recreational property,” said Baumann.

“As a national company operating in more than 38 states, we offer exposure to a nationwide network of outdoor enthusiasts and land investors – many of whom are already considering owning property in Texas.” To contact Whitetail Properties Land Specialist Corey Baumann call (469) 714-7716 or visit his agent page at WhitetailProperties. com

Center Bonham, Texas Short Term Rental Communities, including RV Parks, in Fannin County – County Judge: Judge Cunningham noted the regulations on this matter is currently being worked on. He noted his belief that people should be able to use their property as they like if that use is lawful and doesn’t interfere with other people’s property rights. Noting there are instances where regulations are necessary (like chemical plants and sexually oriented businesses), he voiced his hope to have something available on the county’s website regarding this matter in the next few days. Burk spent 30 days in the program and then continued her rehab journey in the outpatient therapy program at TMC Bonham Hospital. Memories of Rex Ray My twin brother, Hez had remodeled a house in the country to sell. It was across the road from an abandoned house that was partly burned. He didn't know people selling drugs had accidently set it on fire as they tried to hide their drugs when police raided the place. Hez was shocked when the druggies got out of jail and set up their business again. He learned a drug lord owned the house. Hez told him his problem, and asked if he could move the house to wherever he wanted. The drug lord was glad to have it moved to a place he liked better. Hez got him to sign a paper giving him permission. Hez met with farmers in the area with a plan. Some had children that had died in the house and had tried to get rid of it for many years. Hez talked to a TV station and told them the farmers were going to have their own 'Boston Tea Party.' The TV station filmed the farmers smashing the house with a bulldozer, hauling it away with trucks, and showed it on the news. The drug lord never retaliated even though the city made him pay for having his house moved to a landfill. Paid for by Rex Ray

Monday, October 23, 2023, the council chamber at Bonham City Hall was the site of the first of two meetings scheduled by BEDCO to provide Bonham’s citizens the opportunity to have their opinions heard regarding proposed building plans for Bonham’s future progress. Placed on the walls of the chamber were fifteen poster/ pics depicting the architect’s concepts of the various areas of Bonham (DOWNTOWN, SOUTH TOWN, BONHAM’S TRADE DAYS PARK, MID TOWN, ONEWAY STREETS, HISTORIC DISTRICT, TRAFFIC/ THOROUGHFARE AND PEDESTRIAN SIDEWALK DESIGN) to be engineered in the days ahead with aesthetically pleasing and connective landscape. Along with the photo/renderings marked

#1 through #15, was a form available for participants to write their comments regarding each of the architect’s proposals. Also on the form was a place to write one’s e-mail address to have the completed plan e-mailed to them. Architects Bruce Woody and Dasha Velasquez were on hand to answer questions, as was Allen Sanderson who is currently the chair for Bonham’s Downtown Advisory Group. Approximately twenty or so local government officials including City Manager Sean Pate and Director of Community Development Mark Kinnaird attended, along with various business owners and representatives of local organizations. BEDCO’s Executive Director Gayle Cooper noted there would be one more chance for public input for the plans on Monday, November 6, 2023, at 5:30 p.m. at Bonham City Hall.

The Enduring Scriptures

By Mike Dickison Minister for the Ivanhoe Church of Christ

Jesus stated, “Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil” (Matthew 5:17). He was fulfilling the Scriptures of what we know as the Old Testament. The Lord understood that the things that happened, were done because “the scriptures must be fulfilled” (Mark 14:49). Jesus was betrayed “that the scripture might be fulfilled” (John 17:12). When Jesus went to Jerusalem just before his death, He said “Behold, we go up to Jerusalem, and all things that are written by the prophets concerning the Son of man shall be accomplished. For he shall be delivered unto the Gentiles, and shall be mocked, and spitefully entreated, and spitted on:

And they shall scourge him, and put him to death: and the third day he shall rise again” (Luke 18:31-33). As touching the resurrection of the dead, the Lord asked, “Do ye not therefore err, because ye know not the scriptures, neither the power of God?” (Mark 12:24). We see the power of God’s word when Christ declared “the scripture cannot be broken” (John 10:35). Consider the Endurance and Finality of the words of Jesus, as he states that “Heaven and earth shall pass away, but my words shall not pass away” (Matthew 24:35). Consider the Power and Importance of the words of Jesus, as he states that “He that rejecteth me, and receiveth not my words, hath one that judgeth him: the word that I have spoken, the same shall judge him in the last day” (John 12:48).

Sunday Morning Re-take

“Ready Or Not, He’s Coming Back” Hello everyone! The Bible tells us in 1 Thessalonians 4:16-17, “For the Lord himself shall descend from heaven with a shout, with the voice of the archangel, and with the trump of God: and the dead in Christ shall rise first: Then we which are alive and remain shall be caught up together with them in the clouds, to meet the Lord in the air: and so shall we ever be with the Lord.” Did you ever play hide and seek when you were a child? The one thing you would always hear was, “Ready or not, here I come!” In this passage, the apostle Paul is writing to the church in Thessalonica concerning the Lord’s return, to gather His children home to be with Him. We, as Christians, ought to be looking forward to this day. The question is, are you truly ready for that day? Have you accepted Jesus Christ as your Savior? If not, I hope and pray that today will be the day that you do. It is the best decision you will ever make in your life, and you can be sure that you are ready for the day when He says, “Ready or not, here I come!” I feel led to go in a slightly different direction for this week. I originally had something else in mind, but as soon as I started writing this article, the Lord laid this song on my heart. This song was recorded by Gold City, and released in 2000.

“The hour is approaching when the souls of man will hear. A mighty shout resounding in the sky. In power and great glory King Jesus will appear, and take His children home to paradise. It will be a celebration, for the ones who chose His name, but total separation, for the ones who turned away. Are you ready for the trumpet? Are you ready for the call? Soon the angels will assemble to usher in the Son of God. Will come and find you faithful? Will He know your name at all? Every moment brings us closer. Are you ready for the call?” If you are looking for a good church home, we invite you to come visit and be a part of our worship at Central Baptist Church. Visitors are our honored guests, and we hope to see you this coming Sunday! Bro. Josh Stevenson

Peter, by inspiration, helps us to understand the Long Lasting and Eternal word of God. Christians are reminded that they are “born again, not of corruptible seed, but of incorruptible, by the word of God, which liveth and abideth for ever. For all flesh is as grass, and all the glory of man as the flower of grass. The grass withereth, and the flower thereof falleth away: But the word of the Lord endureth for ever. And this is the word which by the gospel is preached unto you” (1 Peter 1:23-25). John, by inspiration, helps us to understand the Importance and Necessity of following the Holy Bible, the scriptures. Christians are reminded that “the world passeth away, and the lust thereof: but he that doeth the will of God abideth for ever” (1 John 2:17).

What The Bible Says

About Character

Character is what defines you. It’s what people see in you. It’s what people will say about you after you pass away. Character is one of the most important things you have. How are you investing in yours? Do people see your faith in what you do? Is your character reflected in how you serve the Kingdom? Remember that when you pass away, Jesus will either say, “welcome brother/sister; job well done” or “I never knew you; be gone!” You have right now to decide where your future is. Romans 5:3-5 – “More than that, we rejoice in our sufferings, knowing that suffering produces endurance, and endurance produces character, and character produces hope, and hope does not put us to shame, because God’s love has been poured into our hearts through the Holy Spirit who has been given to us.” Proverbs 28:6 – “Better is a poor man who walks in his integrity than a rich man who is crooked in his ways.” Matthew 12:35 – “The good person out of his good treasure brings forth good, and the evil person out of his evil treasure brings forth evil.”

Covering tender plants with frost cloth or blankets during exceptionally cold nights is another helpful technique. Remember to remove the covers during the day to allow the plants to receive sunlight. Finally, consider the use of windbreaks to shield your garden from harsh winds and cold air, as these elements can severely damage plants. By following these winterization tips from Texas A&M AgriLife Extension, Fannin County gardeners can ensure their plants survive the winter and thrive when spring arrives. Prepare your garden today to enjoy a lush and vibrant landscape in the seasons to come. Fannin County, Texas - As the cold front of next week approaches, Fannin County residents are encouraged to think about protecting their plants from the biting cold. To help horticulturists safeguard their gardens and landscapes, Cody Maxwell, Fannin County Extension Agent offers recommendations for winterizing plants. With Fannin County's unique climate, understanding the specific needs of your garden and landscape is essential. The first step recommended by Texas A&M AgriLife Extension experts is to evaluate the plants in your garden. Identify those that are more vulnerable to the cold and require extra care. Properly mulching your garden is key to maintaining soil temperature and moisture levels. In Fannin County, a 2 to 4-inch layer of mulch can provide insulation, reduce weed growth, and protect plant roots from freezing temperatures. Additionally, pruning is vital to remove any dead or diseased branches, promoting healthier

part of the region. Because of the relatively consistent fawn production, buck age structure is generally well distributed across all age classes. Hunters focusing on mature bucks should not be disappointed with the upcoming season. Edwards Plateau/Hill Country Surveys show the Edwards Plateau has the highest deer population in the state, with an estimated 1.6 million animals. Hunters looking for opportunities to see lots of deer when afield should put this area on the priority list to hunt this fall. Harvesting does around Llano and Mason counties will be especially important to relieve browsing pressure on habitats by lowering deer densities and bringing the doe to buck ratio more in balance. Pineywoods Pineywoods population surveys estimate more than 330,000 deer throughout the region this season, which is higher than the previous three years. Habitat management is critical to sustaining deer populations in the Pineywoods. Properties that manage for quality habitat year-round often see more deer taking advantage of the environment during hunting season. Initial estimates show a lower density of deer between Houston and Beaumont, with improved population numbers near Tyler. Hunters should expect a few more bucks in the five-and-ahalf-year-old range compared to the younger age bucks. Rolling Plains The Eastern and Western Rolling Plains generally have a lower deer population than other regions. Severe drought conditions and low fawn recruitment in 2022 has led to a slight decline in the estimated population in this portion of the state. Sporadic fawn production over the last several years may create age gaps in some of the middle-age groups, but mature buck numbers remain steady. These regions should expect a great season for mature buck harvest and antler quality. Antler production is expected to be above average, especially on properties that have limited competition for resources during previous hunting seasons. South Texas Plains The South Texas Plains are known for mature bucks and above average antler quality relative to most other areas in the state. Harvest is expected to be up for 2023 with average to above average antler quality. Despite drought conditions in 2022 impacting the number of fawns surviving their first six months, the deer population has remained steady in South Texas. Many hunters passed on harvesting trophy bucks last season in hopes for improved habitat conditions in 2023. Biologists expect the two-and-a-half-year-old to five-and-a- half-year-old age classes to be abundant and offer plenty of opportunities to see mature bucks.
