Fannin County Children’s Center, which is focused on promoting safety and improving the lives of abused and neglected children. “I was very pleased to nominate Sandy Barber as this year’s Angels in Adoption nominee for the 4th District of Texas. She’s done amazing work on behalf of abused and neglected children in Fannin County, and it’s important to recognize the positive impact she is making in our community,” Ratcliffe said. The Angels in Adoption program provides an annual opportunity for U.S. Representatives to honor families in their home district who change lives through dedication to adoption or foster care. Barber was invited to Washington to attend an annual awards ceremony for Angels in Adoption nominees from across the country. While in the nation’s capital, she visited Ratcliffe’s office, where he presented her with a certificate to recognize her nomination. She also thanked Ratcliffe for his recent participation in Justice is Served, which raised record-breaking funds for the Fannin County Children’s Center, and for his work in Congress on behalf of children in need.

served during the month of November. Both have been remembered throughout my lifetime and before. What is known as Veterans Day now was first known as Armistice Day celebrating the peace treaty officially ending WWI. The second legal holiday is Thanksgiving. Veterans Day was the focus of our attention this past Monday. We will observe Thanksgiving on November 28th. My topic for this week is “A Veteran Speaks.” I am a veteran of World War II. I want to respond to the

lar Fannin County Commissioners Court was called to order by Fannin County Judge Randy Moore on Tuesday, November 12, 2019. A quorum was established as all commissioners were present at this time. 2. Invocation. The invocation was given by Reverend Doc Hanna. Reverend Hanna has been in ministry for 24 years and currently has a prison ministry. 3. Pledges. Pledges to the U.S. and Texas Flags were led by Major James Manis. 4. Introductions. There were no introductions this week. 5. Public Forum. Bill Roberts from Bailey appeared in public forum and stated that he wanted

meeting was not an uncontested route as reported by Mr. Gyger. Mr. Roberts stated that the route was very much contested and the Public Utilities Commission is the one that made the final decision on where the route went. 6. Discussion and Presentation by Mark McLiney of SAMCO Capital Markets, the County’s financial advisor, on financing options to pay for continued work on the County Courthouse Restoration Project and other related matters – Commissioner Precinct 4. Mark McLiney, with SAMCO Capital Markets, presented to the court potential options to fund the additional costs for the Fannin County Court-

proved for a rental purchase option on April 4, 2019; remaining balance is $46,046.92 – Commissioner Precinct 4. Commissioner Lackey made a motion to approve. Commissioner Whitlock seconded. Discussion, consideration and action to approve the First Amendment to the Tax Abatement Agreement between Fannin County and BT Coniglio Solar, LLC which was approved on June 11, 2019, and have County Judge sign on behalf of the County – County Judge. I appreciate all the people around the county that are helping. The census is very important for us as it defines our state districts. 3) He received a letter from TXDOT which urges drivers to help end the streak of daily deaths on Texas roadways. November 7, 2000 was the last deathless day on roadways in Texas. For 19 years straight, at least 1 person has died every single day on Texas roadways. TXDOT is launching a campaign to end the deadly 19 year streak. Judge Moore reminded everyone to always wear seat belts, do not text while driving, never drink and drive, drive the speed limit and practice defensive driving; 4) Justice is Served was successful with almost 600 in attendance; 5) Relay for Life had a good kickoff event; 6) Recognized and thanked the veterans in court and asked them to stand. The 124 honorees will come from all over the country, including only 3 from Texas. Barber expressed her deep appreciation for the award and looks forward to traveling with her husband to the nation’s Capital later this week. “This work we do is a team effort,” said Barber. “We have an amazing group of women on our staff, a dedicated and hard-working board, devoted volunteers and great professional partners with CPS, law enforcement and other fields. We also have so many generous donors who make our work possible.” Barber also talked about how amazing and encouraging it was to see so many people attend and give to this fundraiser event. Funds raised from the event will help the Children’s Center keep up with the growing demand for their services. Barber said there are still a few children without a CASA volunteer advocate and their Children’s Advocacy Center still has a waiting list for therapy. The Art of Kay Carrel at the Creative Arts Center The art of Kay Carrel is featured in the Creative Arts Center’s East Gallery this month. Kay Carrel is a well-known local artist. From the time she was a child, always carrying a tin of watercolors and a full pack of crayons, Kay has loved art. Now, her favorite media are watercolors, acrylics, casein, pastels and ink. Horses are a favorite subject for her, inspired by her life on her ranch. Landscapes are a theme she often uses, painting plein aire (outdoors) whenever possible. She has taken many workshops with Internationally known water media master Stephen Quiller in Creede,Colorado and after spending time in Tucson, Arizona, Kay developed an appreciation for painting bold desert designs using cacti and wildflowers as models.

Renovation in the basement is progressing with the installation of temporary lighting and a staircase, and removal of bookcases. Duct openings have been cut in the walls and the basement received a thorough cleaning. Updates will continue as we receive them.

We have been helping citizens for over 10 years that find it difficult to provide Christmas Dinner for their families. Each year we serve between 100-

150 families. Applications for Christmas Dinner boxes can be picked up at Fannin County Family Crisis Center at 118 East Sam Rayburn in Bonham, between 9:00am to 5:00pm, Monday – Friday. Sign-up starts on December 2nd and ends December 16th at 5:00pm. Applicants must bring proof that they reside in Fannin County and a picture ID.

Last spring, Bonham advanced to the area round -- having their postseason prematurely halted by eventual Class 3A statechampion Emory Rains. Shackelford garnered a Class 3A all-state honorable mention in 2019 from the Texas Sports Writers Association, first-team all-district notoriety in 10-3A and shared the team offensive most valuable player honor. She received the same notoriety in 11-4A and also shared the offensive team MVP honor in 2018, as the Lady Warriors made their third-consecutive Region II-4A quarterfinal advance. As a freshman, she earned a 11-4A second-team alldistrict selection.
