Lake Ralph Hall Zoning Commission – Nearing a Finished Regulations Manual

Thursday, November 17, 2022, Senior Fannin County Commissioner Jerry Magness, called to order at 5:30 p.m. a Public Meeting of the Lake Ralph Hall Zoning Commis sion. Quorum was established with all Commission Members present except for Jaylen Wal lace.
2. Discussion, consider ation and action to approve minutes from the August 22, 2022 meeting: A motion was made by Commission Member John Ed Shinpaugh to approve the minutes with Commission Member Jan Cooper seconding the motion which passed.
3. Presentation regarding draft Lake Ralph Hall Zon ing Regulations by Daniel Harrison of Freese and Nich ols: Project Manager Daniel Harrison of Freese and Nichols began a slide presentation of an overview of the 1st Draft of what will be the Lake Ralph Hall Zoning Regulations by explaining how a consensus would need to be reached dur ing this meeting on which of the two FLUM options (future land usage maps) would be the official Zoning District Map. The two choices included a map concentrating on residen tial districting with the second option having residential and commercial zoning addressed. The Official Zoning District Map and the reasoning behind
why zoning is needed with an explanation of how authoriza tion for zoning is given by the state to the county, is part of the information that is covered in the first of the ten sections.
After he covered the first sec tion, “General Provisions”, Mr. Harrison went on to explain in detail the remaining sec tions: Zoning Districts; Land Use Regulation; Dimensional Regulations; Development Regulations; Development Review Bodies; Application Submittal and Processing Pro cedures; Development Review Procedures; Relief Procedures (Special Exception Permits); and Definitions (definitions of terms used throughout the Lake Zoning Regulations.) During his presentation, Mr. Harrison explained some of the differences between the Lake Ralph Hall Regulations and those of Bois d’Arc Lake with the most noticeable differ ence being how the 5,000’ Buf fer Zone will go more along property lines and will not al ways go the full 5,000 feet that is allowed by law. Scattered throughout his approximately ninety-minute presentation, were questions posed by some of the attendees that included a request to explain House Bill 2439 which addresses build ing materials allowed in the construction of homes; why reference was made to “renew able energy farms” on one of the charts (“because in zon
ing you have to say what you also don’t want in there”); why certain parcels of land were needed by Upper Trinity; and if boat ramps will be allowed on individual lots. Commis sioner Magness interjected on the boat dock question with the explanation that a shore line management plan has not yet been constructed and the question of docks could not be answered at this time.

4. Discussion by Commis sion members on the draft Lake Ralph Hall Zoning Regulations: Towards the end of Mr. Harrison’s presentation a discussion ensued among the Commission members during the segment explaining the dif ferences between Bois d’Arc Lake’s regulations and Lake Ralph Hall’s regulations. In response to Fannin County Judge Elect Newt Cunningham commenting on dual zoning, Jan Cooper posed the question as to the handling of zoning in relation to where the City of Ladonia falls within the 5,000 ft zoning area. She requested
the line that goes through La donia be removed from the map to ensure it is understood that the City of Ladonia will do its own zoning. Mr. Cun ningham then questioned why certain areas on the map did not indicate zoning and asked for clarification as to where the county is allowed to zone from, calling into question the peninsula owned by the Up per Trinity Water District. He also asked how Commercial Property areas were selected, which began a discussion with John Ed Shinpaugh offering an explanation of his belief that commercial areas would logi cally be selected due to being near major thoroughfares or near major intersections.
5. Public Forum: Commis sioner Magness asked Com mission Secretary Malinda Allison for the names of those who had signed up to speak. The first speaker called to the podium raised questions re garding sewage regulation, the amount of cattle that will be allowed per acre and what the policy was regarding building near a natural gas line. The second speaker asked a ques tion of the possibility of hav ing a residence with a busi ness near a boat ramp and how
that might be allowed. The third speaker questioned how the zoning meeting had been advertised as she had only found out about it from word of mouth. She was advised the meeting information was in the Fannin County Leader and on Fannin County’s website. The same speaker then asked as to why the meetings were not being held in Ladonia which resulted in a discussion about
finding an acceptable meeting facility in Ladonia. The fourth speaker questioned why homes being built in the Lake Zone must be a minimum of 1,200 feet and why travel trailers were struck from Bois d’Arc’s RV Park Regulations as not be ing permissible.

Consider and take action on the draft Lake Ralph Zoning Regula tions: After noting that he was in agreement with Mr. Cunningham about regulations being applied equally, Mr. Shinpaugh made a mo tion to add the change to the Regu lations to move the zoning to the lower eleva tion level all the way to the water’s edge. His motion was seconded by Newt Cun ningham and the mo tion passed. He then be gan a dis cussion on the policy of requiring “utility con nection cer tificates” to be received by utility companies before elec tric ser vice can be provided for any landowner within the Lake Zone. Fannin County Commissioners CourtRecognizing Heroic Actions

Tuesday, November 15, 2022, County Judge Randy Moore called to order at 9:00 a.m., a Regular Meeting of the Fan nin County Commissioners. Quorum was established as all County Commissioners and County Judge were present. Invocation was led by Fannin County Treasurer David Wood son. Pledges were led by Com missioner Lane.
4. Introductions: Judge Moore asked Fannin County Sheriff Mark Johnson to in troduce the officer the court would be recognizing for re cent actions that resulted in a life being saved. Sheriff John son first commented on how all officers continually face many dangers going on in society be fore voicing how he was glad to recognize an officer for his good work. He then called Ser geant Jonathan McCann to the podium, where he presented him with a Life Saving Award in recognition of his bravery and lifesaving actions on Octo ber 27, 2022, when he removed an unconscious woman from a vehicle at the site of a multi vehicle crash and performed lifesaving resuscitation efforts on her until paramedics could arrive. After Sgt. McCann re ceived the Award, other law enforcement officers in atten dance joined him and the Sher iff at the podium for a photo.
5. Public Forum: County Clerk Tammy Biggar spoke to thank all those who volun teered their time and efforts in the recent election. She spe cifically noted her appreciation for Sheriff Johnson and his CID team; Fannin County Constable
Jimmy Helms; Fannin County Emergency Management Co ordinator Troy Hudson; Kevin Matthews of the Community Emergency Response Team; Keith and Marti Mumaw; and The Seventh and Main Bap tist Church of Bonham. Judge Moore commended Ms. Big gars for her diligent work with the election process that never fails to run smoothly under her watch. (After the meeting Ms. Biggars stated to me that she had forgotten to include in her mentions, Fannin County I.T. Director Dustin Morrows, who was an extremely essential part of the collaborative success of the election process.)
6. Discussion, consideration and action to approve pay ment of bills – County Judge for County Auditor: A mo tion was made, seconded and passed to approve the payment of bills.
7. Discussion, consideration and action regarding Hunt Energy’s interest in either leasing or acquiring oneand one-half acres of county property for a potential Bat tery Site – County Judge: Fannin County District At torney Richard Glaser came to the podium to expound on the ongoing discussion with Hunt Energy in reaching an agreement on the lease of this property. After noting a final survey plat had been requested by Hunt Energy, he suggested this item be passed on for a few weeks. After some discussion, it was decided this item would be passed on.
8. Discussion, consideration and action regarding ap proval of agreements with Frontier Communications
of America to provide dedi cated fiber internet access to the Fannin County Sher iff’s Office and have County Judge sign on behalf of the County – County Judge for IT Director: Fannin County I.T. Director Dustin Morrow spoke to explain how this has been an ongoing issue and to report on his discussions with Frontier Communications. He explained how a direct line ac cess to the Sheriff’s office has not previously existed, how Frontier Communications can resolve that issue and the ben efits, and the cost ($455.00 a month) involved in obtaining their services. He concluded his statements by expressing his recommendation for the county to take the steps neces sary to approve the agreement with Frontier Communications. After some discussion ensued on what would be needed to be done to go forward in obtain ing this service for the Sheriff’s office, a motion was made by Commissioner Lane to approve the agreement with Frontier Communications. Commis sioner Magness then seconded the motion which passed unan imously.
9. Discussion, consideration and action, per Texas Gov ernment Code §2054.5191, to enroll Fannin County em ployees [whose job require ments include a minimum of 25% of their time being spent on computers] into Cy bersecurity Training for 2023 through the Texas Associa tion of Counties and appoint County Administrator for the training – County Judge for IT Director: Mr. Morrows spoke on this to explain how
this training was the same as what was required in 2022. He noted that this is the registra tion for 2023 and though proof of the training will not be due until August of 2023, this gives the county ample time to get started and have all that is re quired to be done, completed by the due date. Judge Moore added his comments how this would be good to start at the first of the year as there are new county employees who would benefit from this training. A motion was made by Com missioner Self to approve the enrollment with Commissioner Lane seconding the motion which passed unanimously.

Comments by County Commissioners and County Judge: Commissioner Lane began her comments express ing appreciation for all who attended today’s court and how fortunate the county is to have the great law enforcement offi cers we have. She then com mended the Clyde Cosper Vet erans Home for the amazing job they did on their Veteran’s Day ceremony she attended with her mother before asking for patience with road work go ing on in her precinct and wish ing all a warm wonderful week. Commissioner Self comment
ed on his appreciation for short meetings before noting he too appreciated the work the Sher iff and all the law officers and first responders perform daily. He then extended thanks to Tammy Biggars for her, and all the volunteers involved in the election process before wishing all a great week with an exhortation to stay warm.
Commissioner Magness stated how glad he was for everyone’s attendance and commented on the Lake Ralph Hall’s P&Z Commission Meeting that is being held Thursday, Novem ber 17, 2022, and how the pub lic is invited. Commissioner Lackey voiced his appreciation for the recent rain and for the work law enforcement does for the community. He wished all
a safe and warm week. Judge Moore asked Sheriff Johnson to repeat the name of the officer who received the Life Saving Award. He then commented on the life saving work our law enforcement and first respond ers do daily and how good it is to know they can be counted on to be there when needed. He voiced his sincere appreciation for all the good work our law enforcement officers do.

TOPPING:
Preheat the oven to 350 degrees. In a medium bowl, use a mixer to whip together the mashed potatoes and eggs until completely blended. Stir in the sugar and milk. Pour this mixture into a 8 x 8 pan that has been sprayed with cooking spray. In a small bowl, mix
together the brown sugar, flour and pecans. Cut the butter into small chunks. Use a pastry blender to cut the butter into the sugar mixture until it is coarse crumbs. Mix the vanilla into the streusel topping. Sprinkle the streusel over the sweet potato mixture. Bake for 35 minutes or until the top is golden brown.
Want to make ahead for Thanksgiving or another special holiday? Not a problem. The casserole ingredients can be mixed and transferred to a baking dish. Cover and refrigerate until ready to bake but leave off the topping. When ready to bake, add your topping!
For larger crowds, this recipe should be doubled.

Bonham Volunteers begin Christmas on the square

TX (November 8, 2022) An event was held on Tuesday, November 8th to celebrate the re-dedication of Pecan Place, an affordable housing community for older adults, after a $1.6 million renovation project.
Speakers for this event in cluded Bonham Mayor H.L. Compton and a representative from the office of U.S. Con gressman Pat Fallon. The pro gram also included a ribbon cutting ceremony and a mes sage from Stuart Hartman, President and CEO of RHF (Retirement Housing Foun dation), Pecan Place’s parent organization.
Pecan Place, a HUD 202 community for seniors origi nally built in 1990, has 40 spa cious, one bedroom and stu dio, cottage-style apartments. Each apartment includes a full kitchen, living/dining area and full bathroom. Pecan Place is one of 17 RHF communities in the state of Texas.
The renovation project at Pecan Place included struc tural work, administration and common area improvements, and extensive updates to the
individual units like new bath room and kitchen plumbing fixtures, new paint, new appli ances, new cabinets and coun tertops, new light fixtures, and new windows.
The RHF Charitable Foun dation gave a $25,000 grant to Pecan Place to pay for new furniture in the commu nity room and a portion of the landscaping.

Press Release - More than 400 people attended the 18th annual “Justice Is Served” event at the Complex in Bon ham. Very early estimates are that the event raised at least $65,000 for the Fannin County Children’s Center.
The event theme was “Danc ing Through the Decades, Celebrating Three Decades of Serving Children.” Guests dressed in attire from previous decades and included tie dye shirts, poodle skirts, disco out fits, flapper dresses and neon outfits from the 80’s. Guests
bid on items in a large silent auction while a DJ played dancing hits from previous decades. Guests also had fun taking turns at the SMP Party photo booth sponsored by Fan nin Bank. Several local offi cials in the justice field served up the buffet style dinner. Five of the honorable serv ers were recognized for having been servers at 15 or more of the events over the years. They included 336th District Judge Lauri Blake, Fannin County Criminal District Attorney Richard Glaser, Fannin County
Sheriff Mark Johnson, Justice of the Peace Kenneth Karl and District Clerk Nancy Young. Ten sponsors who have gener ously supported the event for 15 or more years were also recognized at the event. They included DuAnne Bragg, Ray and Gloria Campbell, Clayton

JoAnn was born on April 7, 1938 in Fannin County, Texas, the daughter of the late John and Jewel Mason. She married Darrell Locke on June 10, 1955 at the First Baptist Church in Ector, Texas.
Surviving are son John of Cincinnati; daughter-in-law Jennifer Locke of Cincinnati; grandchildren Kristina and Jeurgen of Austin; numerous nieces, nephews and others that she touched with her beautiful and generous spirit. She was preceded in death by her husband Charles Darrell Locke in 2006 and son Stephen Dale Locke in 2021.

Mrs. Wanda Leigh White, age 82, of Honey Grove, was called home Sunday November 13, 2022.
She was born August 23, 1940, in Pearsall, Texas to Mary and Cecil Cudd.
Wanda was preceded in death by her husband Doyle White, brother Carlos Cudd, and her parents Mary and Cecil Cudd.
She was a member of the First Baptist Church of Honey Grove. She loved the Lord and her family.
Wanda is survived by her sister Jackie Faye Landa and husband Richard of Natalia Texas, son Jason White of Honey Grove and daughter in law Christy, Daughter Pam Clendening and son in law John of Woodbine, Texas. Grandsons
Ross McDonald and wife Heather of Manteca, California, Austin McDonald and wife Kimberly of Mathis, Texas and Sawyer Clendening and wife Samantha of Crowley, Texas. Cooper FAIR. Water lightly stained; 78 degrees. Fishing con tinues to be similar, as the water temperature cools look for fish to move shallow chasing bait fish. Catfish are good on noodles. White bass fair chasing bait balls over the lake with jigs, small spoons, anything flashy. Crappie are slow to fair on main lake brush piles and standing timber with jigs and minnows. Bass are fair along grass ledges and standing timber with crankbaits. Fork FAIR. Water Stained; 65 degrees; 6.85 feet low. Bass fishing is slow with only a few bites a day. Suspending jerk baits are best worked over creeks and ditches in 7-10 feet. Vi per XP Jigs in purple passion or black and blue are good on big timber along the edges of creeks in 8-10 feet of water. Bluegills are slow in 20-25 feet of water on brush. White bass are slow on one ounce slabs in 15-25 feet of water humps and main lake points. Ray Roberts GOOD; Water is clear; 60 degrees; 2.00 feet be low. Fishing patterns are similar. White bass are good fishing in 25-30 feet of water jigging with slabs with a bucktail trailer. Blue and some channel catfish are fair mixed in with whites us ing cut shad. Several catches of blue catfish while slabbing for white bass. Crappie are good scattered from shallow and deep in brush piles biting in minnows. Bass are good shallow with crankbaits, and soft plastics in 10 feet of water.
Tawakoni GOOD. Water lightly stained; 70 degrees; 3.30 feet low. Lake Tawakoni water temps have dropped to that magi cal 70 degree mark. When this happens a lot changes on our lake. Eggs start developing in our white bass and striper, and they begin feeding more often and more aggressively. These fish have been good under seagulls using swimbaits on cloudy windy days. On clear calm days fishing is tougher and requires fishing with slabs off the bottom in 15-20 feet of water. The trophy blue catfish are starting to turn on. We are seeing big blues starting to be caught in that 15-30 feet range on big open flats drifting cut shad. Crappie have been good suspended on deeper main lake timber with jigs out fishing minnows. Large mouth bass have been good shallow on topwaters at daylight and quickly transitioning to a shallow rattle trap and weightless fluke bite near docks and retaining walls.
Texoma EXCELLENT. Water stained; 65 degrees; 1.92 feet below. Striped bass are good under birds from 20-60 feet of water all over the lake on slabs and swimbaits. Report by John Blasingame, Adventure Texoma Outdoors. Striped bass are excellent on swimbaits, flukes and live shad. Lure fishing has kicked off fishing under the birds. The bite has been better on the west end of the lake between the islands and 377 bridge. Crappie are fair on paddle jigs and live or dead minnows in 18-25 feet of water fishing brush piles in the Little Mineral Arm of the lake. Catfish are fair on cut shad in 40-50 feet of water for eating size fish and drifting big cut shad in 10-20 feet of water catching big blues. Largemouth and smallmouth bass fishing is great on live shad along the south end of the lake on the boulders and gravel bars. Also catching them on top waters late in the evening on the banks near creeks.

Pepé Le Chew The Mount Pleasant law enforcement of fice received a call from a man in the Winfield area who need ed advice. He and his 5-year old grandson were outside and there was a small, young skunk eating food with their cats. His grandson started hand feeding the skunk, and after a minute, the skunk bit him on the finger and toe. The caller wasn’t sure how to handle the situation and asked if a game warden should come pick up the skunk. The office clerk advised the caller to take the grandchild to the hospital immediately and told him what to do to have the skunk checked for rabies. Lat er that week, a local vet office called the Mount Pleasant law enforcement office to let them
know the skunk tested positive for rabies. The incident was reported to the department of health services and the local sheriff’s office.
Blinded by The Light A Montgomery County game warden was notified of road hunting activity from a caller who said that he was awoken by headlights being shined in his window. He got up to see a vehicle turning around in his driveway. The caller claimed
that he was able to document the license plate and then went to sleep. The next day, he no ticed the shaft of an arrow and blood in his front yard. The game warden located the own er of the vehicle and received a full confession. The suspect admitted to shooting a buck in the caller’s yard. He also ad mitted to shooting at two other deer on the same night. Charg es of hunting deer at night and hunting deer with an artificial light were filed.

Equine Protozoal Myelitis is an infectious neurologic disease of horses in North America. EPM can affect any horse and cause irrevers ible damage to the brain and spi nal cord if left unchecked. Today we know EPM can be caused by Sarcocystis neurona and Neospora hughesi (possum parasites). 75% of healthy horses in the US are car rying antibodies to EPM but only 1% succumb to clinical disease. S. neurona makes up 85-95% of the cases. The number of horses with exposure to this parasite as evident by the antibodies in their blood serum sample is 84% to S. neurona and do not have neuro logic clinical signs. Horses ex posed to the organism can mount an immune response and develop antibodies, but some cannot. Those horses that do succumb to clinical illness seem to be either immune compromised or unable to prevent the protozoal organisms from en tering the central nervous system (spinal cord).
More than 1/3 of healthy horses in the US (41% in the south) are positive on serum blood test for Neospora hughesi. Once it is in the horse it stays forever and can be transmitted from dam to offspring. During times of immunosuppres sion, such as pregnancy, the or ganism is reactivated and, in some cases, will cross the uterus- pla centa and infect the fetus. It is not uncommon for a horse with neuro nal neosporosis to have comorbid ity with metabolic, endocrine, and other chronic infectious diseases. It is thought that these comorbidi ties suppress the immune system enough to allow for an effective reemergence of the dormant N. hughesi with subsequent invasion of the neuro system (spinal cord). Toxaplasma gondi can play a role in some EPM cases. More research is being done on it.
EPM is caused by the horse in gesting feed or water contaminated with possum feces. Feeding on the ground, or in feeders and eating the spilled feed on the ground, can re sult in exposure. At night, if a pos sum comes by to eat the feed, it can pass feces and contaminate it. If a

Risk factors for EPM
1. Age. Young performance hors es and old horses.
2. Sickness. Horses with a sup pressed immune system
3. Career. Vigorous exercise, training, travel, and competition.
4. Environment. Wooded areas, previous history of EPM on prem ises, summer, fall, feeding on the ground, drinking from a pond con taminated with possum feces.
5. Pregnancy.
Signs of EPM
1. Asymmetrical weakness
2. Ataxia (unbalanced in the hind end, wobbling).
3. Incoordination
4. Localized muscle atrophy.
Diagnosis
Diagnosis is by neurologic signs, blood test, spinal fluid test for anti bodies, and response to treatment. The earlier the disease is caught and treatment begins, the better the outcome.
Treatment
Treatment is with Diclazuril (Protozil oral pellets by Merck), Marquis paste, or Rebalance liq uid. Treatment with compounded pharmacy drugs (Totrazuril) have not been tested by the FDA for effectiveness and safety. Antiinflammatory drugs (Banamine, Bute, DMSO) are essential to help reduce the inflammation of the neurologic system (spinal cord). Antioxidants, such as vitamin E, are often recommended for horses with neurological and neuromus cular conditions.
Prevention
EPM can be prevented by not feeding horses on the ground. Clean up spills from feeders to limit the horse from digesting contaminated feed. Provide fresh drinking water in a trough. Do not use a pond as the primary water source. Minimize stress, travel. Diclazuril (Protazil by Merck)
given at a low dose or once a week provides blood levels that inhibit S. neurona.
In a study, young horses 1 month to 1 year were give a low dose of diclazuril daily for a year. The horses in the control group 88% had positive blood tests for EPM while only 6% of the diclazuril treated horses had positive blood tests. We know that a horse must test seropositive on the blood test to develop EPM so in theory we have reduced the risk of treated horses developing EPM. Since the horse is a dead end host (the horse does not pass the parasite in their feces), there is minimal risk of drug resistance developing.

Rodriguez’s MVP award leads Lady Hornets’ almost-sweep of 19-1A v’ball superlatives

Those Lady Hornets garnering superlatives included: offensive player of the year, junior Kadyn McCarley; defensive player of the year, senior Lindsey Mauppin; libero of the year, junior Addyson Chaney; top newcomer, freshman Addison Weeks; and coach of the year, Lindsay Carter Giles. The almost-sweep of the
superlatives came after Dodd City (27-12, 4-0) reached the regional quarterfinals for the second time in the last three seasons. Overall, it equated Dodd City’s 28th postseason in the sport in the last 33 years.
Junior Alyson Bogard received the setter of the year award, after Savoy garnered the district runner-up postseason berth, increased its playoffs streak to eight years and extended Gilmer Union Hill to four games in the bi-district round.

Last season, the Lady Hornets reached their eighthconsecutive regional tournament in girls’ basketball after winning their 10thstraight undefeated district title to start their 12th-consecutive postseason.
The Hornets made their
first regional final advance in boys’ basketball since 2012 after their first district title since 2019. It equated their sixth-straight postseason.
At Ector, the Eagles last season made their eighthconsecutive postseason appearance, going as the thirdplace 231A boys’ qualifier after winning a playin over Fannindel. The Lady Eagles, the 23-1A third-place girls’ seed, returned to the
postseason -- after a rare absence in 2021 -- for their fifth trip in the last six years.
In Ivanhoe, the Lady Rebels last season produced their first district title and, with an area-round advance, longest postseason run since 2014. The Rebels missed a fourth-consecutive playoffs, competing in 14-2A where the postseason qualifiers had 10, nine and two teams with eight district wins.
At Honey Grove, the Warriors reached the bidistrict round last season in their second-straight playoffs after tying Wolfe City for third in 14-2A. The Lady Warriors missed the postseason while vying in the also highly-competitive girls’ 14-2A -- where the champion had nine district wins and ensuing three other postseason qualifiers each garnered eight.

November: Ector’s Essary competes at State XC

ECTOR -- Lydia Essary’s trip this month to the Class 1A State girls’ cross country competition didn’t surprise Ec tor head coach Blake Turner.
“I told her in August she had a chance to end the [cross coun try] year in State,” said Turner.
On Nov. 5, the freshman fulfilled his forecast.
Essary placed 30th in 13:32.2 in the season-finale event in Old Settler’s Park in Round Rock.
“It was really cool,” said Es sary, “for me to make it to State in my first year.
“I was a little nervous at first at State,” she said.
“I’m really excited that I ac complished it.”
Essary qualified individually on Oct. 25 for State, finishing eighth in 15:24.55 in the Re gion III-1A girls’ race -- a longer
course than usual -- in Lynn Creek Park in Grand Prairie. This fol lowed a fifth-place finish in 14:08 in the District 23-1A girls’ race at Miller Grove.
“She got dedi cated, did the boys’ workout and did some work on Saturdays,” said Turner.
“It’s really neat,” he said. “I’m really proud of her.”
Essary’s advance to the State cross country competition equat ed Ector’s first since Graham Shannon’s trip in 2014 -- and first-known by a Lady Eagle.
It came just four days after she competed in the school’s first postseason volleyball match -that completed Ector’s first sea son to field teams in the sport.
Said Essary: “It’s been chal lenging but cool to make history in volleyball and cross country.”

plans for additional emergency relief and pandemic assistance from the U.S. Department of Agriculture (USDA). USDA is preparing to roll out the Emer gency Relief Program (ERP) Phase Two as well as the new Pandemic Assistance Revenue Program (PARP), which are two programs to help offset crop and revenue losses for producers. USDA is sharing early informa tion to help producers gather documents and train front-line staff on the new approach.
“We have worked diligently to help agricultural producers bounce back from devastating natural disasters as well as the coronavirus pandemic through an extensive suite of programs,”

said Vilsack. “No matter how well we design these targeted efforts, we often find that some producers fall through the cracks or were harmed more severely than their neighbors. These new programs apply a holistic ap proach to emergency assistance – an approach not focused on any one disaster event or com modity but rather one focused on filling gaps in assistance for ag ricultural producers who have, over the past few years, suffered losses from natural disasters and the pandemic.”
ERP Phase Two will assist eli gible agricultural producers who suffered eligible crop losses, measured through decreases in revenue, due to wildfires, hurricanes, floods, derechos, excessive heat, winter storms, freeze (including a polar vor tex), smoke exposure, exces sive moisture and qualifying droughts occurring in calendar years 2020 and 2021.
PARP will assist eligible pro ducers of agricultural commodi ties who experienced revenue decreases in calendar year 2020 compared to 2018 or 2019 due to the COVID-19 pandemic. PARP will help address gaps in previ ous pandemic assistance, which was targeted at price loss or lack of market access, rather than overall revenue losses.
Emergency Relief Program Phase Two
ERP is authorized under the Extending Government Fund ing and Delivering Emergency Assistance Act, which includes $10 billion in assistance to agri cultural producers impacted by wildfires, droughts, hurricanes, winter storms and other eligible disasters experienced during cal endar years 2020 and 2021.
Phase Two builds on ERP Phase One, which was rolled out in May 2022 and has since paid more than $7.1 billion to producers who incurred eligible crop losses that were covered by federal crop insurance or Non-insured Crop Disaster As sistance Program.
ERP Phase Two includes
producers who suffered eli gible losses but may not have received program benefits in Phase One. To be eligible for Phase Two, producers must have suffered a loss in allowable gross revenue as defined in forthcom ing program regulations in 2020 or 2021 due to necessary expenses related to losses of eligible crops from a qualifying natural disaster event.
Eligible crops include both traditional insurable commodi ties and specialty crops that are produced in the United States as part of a farming operation and are intended to be commercially marketed. Like other emergency relief and pandemic assistance programs, USDA’s Farm Ser vice Agency (FSA) continues to look for ways to simplify the process for both staff and pro ducers while reducing the paper work burden. The design of ERP Phase Two is part of that effort.
In general, ERP Phase Two payments are expected to be based on the difference in certain farm revenue between a typical year of revenue as will be speci fied in program regulations for the producer and the disaster year. ERP Phase Two assis tance is targeted to the remain ing needs of producers impacted by qualifying natural disaster events, while avoiding windfalls or duplicative payments. Details will be available when the rule is published later this year.
Deadline for Emergency Relief Program Phase One
Producers who are eligible for assistance through ERP Phase One have until Friday, Dec. 16, 2022, to contact FSA at their local USDA Service Center to receive program benefits. Going forward, if any additional ERP Phase One prefilled applications are generated due to corrections or other circumstances, there will be a 30-day deadline from the date of notification for that particular application.
Pandemic Assistance Revenue Program
PARP is authorized and funded by the Consolidated Appropria
tions Act of 2021.
To be eligible for PARP, an agricultural producer must have been in the business of farming during at least part of the 2020 calendar year and had a certain threshold decrease in allowable gross revenue for the 2020 cal endar year, as compared to 2018 or 2019. Exact details on the cal culations and eligibility will be available when the forthcoming rule is published.
How Producers Can Prepare
ERP Phase Two and PARP will use revenue information that is readily available from most tax records. FSA encourages pro ducers to have their tax docu ments from the past few years and supporting materials ready, as explained further below. Pro ducers will need similar docu mentation to what was needed for the Coronavirus Food As sistance Program (CFAP) Phase Two, where a producer could use 2018 or 2019 as the bench mark year relative to the disaster year.
In the coming weeks, USDA will provide additional informa tion on how to apply for assis tance through ERP Phase Two and PARP. In the meantime, pro ducers are encouraged to begin gathering supporting documen tation including:
•Schedule F (Form 1040); and
•Profit or Loss from Farming or similar tax documents for tax years 2018, 2019, 2020, 2021 and 2022 for ERP and for calen dar years 2018, 2019 and 2020 for PARP.
Producers should also have, or be prepared to have, the follow ing forms on file for both ERP and PARP program participa tion:
•Form AD-2047, Customer Data Worksheet (as applicable to the program participant);
•Form CCC-902, Farm Oper ating Plan for an individual or legal entity;
•Form CCC-901, Member In formation for Legal Entities (if applicable); and
•Form AD-1026 Highly Erod ible Land Conservation (HELC) and Wetland Conservation (WC) Certification.
Most producers, especially those who have previously par ticipated in FSA programs, will likely have these required forms on file. However, those who are uncertain or want to confirm should contact FSA at their local USDA Service Center.
In addition to the forms listed above, underserved producers are encouraged to register their status with FSA, using Form CCC-860, Socially Disadvan taged, Limited Resource, Be ginning and Veteran Farmer or Rancher Certification, as certain existing permanent and ad-hoc disaster programs provide in creased benefits or reduced fees and premiums.
