Bois D’Arc Lake Watershed Protection Plan Meeting

By Rose Schwartz

Wednesday, November 10, 2021, NTMWD Watershed Manager David Cowan called to order at 10:10 a.m., the fifth meeting of the Bois D’Arc Lake Watershed Pro-

tection Plan Meeting. The meeting was well attended with most of the Steering Committee present except for Dr. Johanna Delgado Acevedo of A&M Commerce and Director of Public Works for the City of Bon-

ham, Lance Capehart. Educator Nathan Melson, Citizen Landowner Carlos Pardo, and Ryan Klose with USDA NRCS (Natural Resources Conservation Service) attended via Zoom. Mr. Cowan began the meet-

ing with a quick recap, noting that there would be a need for the group to come to an agreement on feral hog numbers. He reminded everyone that the goal for the plan consists of nine chapters that will be based on EPAs

guidance of nine elements. Those being: 1. Identification of causes and sources of impairment; 2. Expected load reductions from management strategies; 3. Proposed management measures; 4. Technical and financial assistance needed to implement management measures; 5.

Information, education, and public participation needed to support implementation; 6. Schedule for implementing management measures; 7. Milestones for the progress of WPP implementation; 8. Criteria for determining successes of WPP implementation; 9. Water quality monitoring. Stressing that the mechanisms to address water quality issues are voluntary and not regulatory, Mr. Cowan reiterated that if the plan follows the nine key elements and is accepted by the EPA, it will become eligible for grant funding to implement management measures. After describing what was covered in chapters one thru five, he noted that the elevated bacteria levels found in the Honey Grove Creek and the upper portion of the watershed, are the driver of this process, and invited Stephanie deVilleneuve with Texas Water Resources Institute, to head up the discussion on what would be a reasonably accurate number of feral hogs in the watershed and other management measures. Ms. deVilleneuve cited the different studies dealing with the number of feral hogs in the state of Texas and asked for input from the stakeholders in attendance. Continued

level in a watershed. Once the number of 33.3 acres per hog was reached, Ms. deVilleneuve changed course to cover the material in Chapter 6: Strategies for Watershed Protection Plan Implementation. Reiterating that the management measures covered in this chapter are all voluntary, she started with the land management plans dealing with reducing livestock fecal loading into water bodies and what the plans are estimated to cost

Many participated in the discussion largely citing experience with hogs on their properties not being in line with the numbers noted in the studies cited. Mr. Cowan added that though getting to a consensus on what the true number of hogs is for the watershed is important, it is just a part of the issue in the reduction of the bacteria

($15,000 per plan – grant money.) The other Management Measures other than the bacterial levels coming from Livestock that was covered in chapter six were: Feral Hogs; Failing OSSFs; Pet Waste; Urban Stormwater; Centralized Wastewater; Illicit Dumping; Volunteer Monitoring; Soil Testing; Landowner Education; General Watershed Management. Funding available through grant monies was discussed for each of the categories and which organizations would be providing grant money with emphasis placed on how many failing OSSFs could qualify for grant money. Concern about the actual number of failing OSSFs that exist in the watershed as opposed to the number listed for possible grant funding was raised. After a discussion with input from citizens and County Judge Randy Moore, Mr. Cowan noted they could only stay in the scope of what can be done in this plan to fund what will happen in the future but said he would get with the county for a fairer estimate of systems that could be eligible for grant money funding to assist in the replacement of those systems. After going through each of the management measures and what kind of funding could be available to implement them, Ms. deVilleneuve went over the necessary amount of E.-coli to be reduced in order to attain the water quality goal of 126 CFU. Covering Chapters 7 and 8, Ms. deVilleneuve explained how the plan is to

get a Watershed Coordinator for all the implementation and tracking who will help with updating the plan as needed and keep track of everything involved. She described some of the educational programs offered that are listed in these chapters and how they are beneficial to the watershed and landowners Concluding with a summation of Chapter 9, she touched on the monitoring currently being done by NTMWD, the data being collected, and what that data tells you. Noting that this is a living plan and with things changing all the time, she said their recommendation for adaptive management is to have a formal review every five years to look at water quality. If two or more negative outcomes are resulting from that review, it will be time to look to make changes to the plan. David Cowan confirmed the number of feral hogs that were agreed upon and what percentage was agreed upon that will be needing to be removed. He noted the next meeting will be December 8th and said he will look to have the changes needed in the various chapters completed by then. Stating how things are wrapping up, he said these meetings would be coming to a close very soon (his goal is to have a completed plan to submit to the EPA by February) and received several positive comments from the stockholders about the good job he and his team had done in getting this plan to its near completion. The meeting was adjourned at 11:52 a.m.

By Bro. Bill Beasley “I thank my God upon every remembrance of you.” - Philippians 1:3

While our attitude should be one of gratitude every day, it is still good to have a reminder not to grow careless in the giving of thanks. This is Thanksgiving week. Thursday will be Thanksgiving Day. You will note that our thought for this week’s column is penned in the scripture mentioned. For the past 49 years, I have had a special place in my heart for the people of First Baptist Church and Fannin County. The month

Sunday Morning Re-take

Hello everyone! What a wonderful service we had in God’s house Sunday morning! We had quite a few visitors! Thank you to all of our visitors for coming, and we hope you will come and worship with us again! The Lord tells us in 2 Chronicles 7:14, “If My people, which are called by my name, shall humble themselves, and pray, and seek My face, and turn from their wicked ways, then will I hear from Heaven, and will forgive their sin, and will heal their land.” In 1988, Jeff Steele wrote a song called “We Want America Back.” In this song, he does a narrative in which he explains some of the ways that our nation has turned away from God. The examples that he gives are definitely being seen in our nation today. I love the last line of the chorus, in which he wrote: “It’s time for the

army of God to arise, and say we want America Back.” This week I am once again drawn to one of my favorite hymn writers, Fanny Crosby. She has written quite a lot of beloved hymns. In this hymn she wrote: “Here from the world we turn, Jesus to seek: Here may His loving voice tenderly speak! Jesus, our dearest friend, While at Thy feet we bend, O let Thy will descend! ‘Tis Thee we seek.” If you are looking to find a good church home, we invite you to come visit and worship with us here at Central Baptist Church! We hope to see you this coming Lord’s day! Josh Stevenson Central Baptist Church Bonham, TX https://www.facebook.com/ cbcfannin

of November holds many rich memories for me. It was on November 30, 1941 that I committed my life to God’s call to serve Him through full-time church vocation. Romans 12:18 If it be possible, as much as lieth in you, live peaceably with all men.

Romans 12:18 recognizes that while we can’t control everything, we should try our best to seek peace. For instance, you can’t control someone else’s anger or vitriol, but you can control yourself. By controlling our words, our actions, and our conduct, we can encourage peace rather than discord. For example, as believers, we should purposely avoid provoking strife or fighting. Fannin County Commissioners Court – Lake Zoning Violations/Battery Storage

On the same day at 9:00 a.m., County Judge Randy Moore called to order the Regular Meeting of the Fannin County Commissioners Court. Judge Moore noted Quorum was established and then invited Fannin County Treasurer David Woodson to introduce his guests followed by Major James Manis’ guest. Mr. Woodson introduced Lead Pastor Larry Horn of the Solid Rock First Pentecostal Church of God on Hwy 121 in Bonham. He

in receipts, $349,439.93 had come from the Texas Historical Commission. A motion was made, seconded, and passed to approve the report. 8. Discussion, consideration, and action to approve Treasurer’s Investment Report for October 2021: Mr. Woodson gave a report of the interest amounts received from the month of October as $140.60 coming from the Tx Pool Accts, $152.19 coming from the 2020 Bond and $6.81 coming from the Operating Business Money Fund acct. A motion was made seconded and passed to approve the report. 9. Discussion, consideration, and action to grant a variance for a Special Exception recommendation from Bois d’Arc Lake Zoning Commission regarding the Bois d’Arc Lake Regulations for a side setback on Property ID# 78979 in Honey Grove: This item was addressed at length during the Hearing in the previous Special Meeting held this same morning. Judge Moore read the motion that was made during the Bois d’Arc Zoning Commission meeting as: “It was moved to recognize that this property is in violation of the zoning regulations but that coming into compliance is not practical as the entire residence would have to be moved, so, therefore, we the Planning and Zoning Commission recommend to the Commissioners Court to approve the variance after a $500 fine is paid” after stating the reason for the need to issue a fine for variances he asked for Di’s comments. She reiterated

how the property owner had been unaware of the regulation and was asking to come into compliance with however the court decided. Judge Moore explained how this was just the beginning of the zoning enforcement process and why it was necessary. Being a member of that commission, Judge Moore made the motion to approve the motion as previously read with Commissioner Magness seconding the motion then commenting how this will be faced again as to how there must be a start to the enforcement of violations. Commissioner Lane also commented the Zoning Board had discussed ways to inform people subject to the Bois d’Arc regulations, in order to avoid these situations in the future. Commissioner Lackey questioned what role the District Judge had in the enforcement of fines. Di Hopkins explained that if the property owner wanted to come into compliance before the matter is referred to the District Judge they can do that. She continued that once referred to the District Judge, a fine of $500 up to $1,000 can be applied. A Fannin County citizen of CR 2150 asked what had been done so far to notify people of these regulations. After Ms. Hopkins noted that the appraisal district may be being used to send out notifications to all property owners in the 5,000 ft Buffer Zone and how other ideas are being looked into, Judge Moore asked Ms. Hopkins to get a notification to all the different news outlets as soon as possible. After more discussion on the best way to notify

Feeding people makes me happy. It’s just about as plain and simple as that. There are few things in this world that I delight more in than my family gathered around my table enjoying a meal. The truth is, food makes most people happy. I come from a long line of amazing cooks and I really enjoy cooking and sharing recipes. If you are wanting something different to replace Green Bean Casserole this one is good! GREEN BEANS GREMOLATA 1 lb. French green beans, trimmed 2 tsp. minced garlic (2 cloves) 1 Tbsp. grated lemon zest (2 lemons) 3 Tbsp. minced fresh flatleaf parsley

3 Tbsp. freshly grated Parmesan cheese 2 Tbsp. toasted pine nuts 2 ½ Tbsp. olive oil Salt & pepper Bring a large pot of water to a boil. Add the green beans and blanch them for 2-3 minutes, until tender but still crisp. Drain the beans in a colander and immediately put them into a bowl of ice water to stop the cooking and preserve their bright green color. For the gremolata, toss the garlic, lemon zest, parsley, parmesan, and pine nuts in a small bowl and set aside. When ready to serve, heat the olive oil in a large saute pan over medium heat. Drain the beans and pat dry. Add beans to the saute pan and saute, turning frequently for 2 minutes until coated with olive oil and heated through. Take off the heat, add the gremolata and toss well. Sprinkle with salt and pepper. Lay these out on a pretty platter to serve. I hope everyone has a blessed Thanksgiving! Please send me your favorite or unique recipes to Fannin County Leader at 224 N. Main St. Bonham, TX 75418 or email me: fclsales@ verizon.net

Tuesday, November 16, 2021, Fannin County Judge Randy Moore called into order at 8:50 a.m., a Special Meeting of the Fannin County Commissioners Court. A quorum was established as all County Commissioners and County Judge were present. 2. Hold and Attend a PUBLIC HEARING to hear comments regarding the Special Exception application concerning setback distance in the 5,000foot buffer of Bois d’Arc Lake: Judge Moore asked any wanting to speak regarding this matter to come to the podium to speak. A citizen of Honey Grove came forward and stated to the court that he was the person who had requested the Special Exception. He explained how he had inherited his land and when he had first started his plans to build, all the stuff that was going on was not in place. Working in construction, he had not thought he had any regulations where he lives. He extended his apologies for not having known. When he finished speaking, Fannin County Development Services Director Di Hopkins was asked by the Judge to explain what had happened. Di said the owner of the property had consulted with a construction consultant on where, on his property, would be the best spot to build a house. The consultant had recommended an area best for drainage. His property is in an area zoned agricultural and there is a 100-foot setback from all property lines. His house does not meet the 100ft setback requirement as it is only 50 to 60 ft away from his neighbor’s property line. Judge Moore asked if anyone else had anything to say and Commissioner Lackey stated he believes at some point this setback rule must be addressed. He went on that due to the shapes of some lots being triangular, that it would make meeting that 100 ft setback requirement unable to be met. Attorney Cunningham then stated that’s what the special requirement procedure is designed to address. Commissioner Magness added, “I think that’s basically what was discussed in the planning and zoning meeting the other day and I believe that all the members of the board felt the same way.” 3. Adjourn: Motion was made, seconded, and passed to adjourn at 8:56 a.m.

stated Pastor Horn and his Co-Pastor wife Terry Horn, have been here for 2 ½ years. Pastor Larry Horn then gave the Invocation. Major James Manis, retired, introduced Major Louise Goodwater, retired, who served in the U.S. Army. Major Goodwater, retired, then led the Pledges. 4. Introductions: No introductions. 5. Discussion and update regarding Texas A&M AgriLife Extension Family and Community program highlights: Fannin County Texas A&M Agrilife Extension Agent Bethany Arie spoke to give an annual update of things going on with the different programs at her office. She began with Family Community Health and highlighted a favorite occurrence this year which was the youth/kids cooking contest at Fannin County Fair. Describing the contest as super fun and another opportunity for youth to participate in the County Fair including those who may not have livestock projects, She hopes the County Fair contest becomes an annual event. She said the contest helps to teach life skills, public speaking presentation skills and hopefully attract more kids into the 4H program. Cooking contests have been conducted in the 4H programs for about 10 years but this is the first one for all kids in the County. There were 62 children to participate who after being given one ingredient along with a few tickets for items from a grocery store set up for them, were very adaptable with their creations. They had to present their finished product to the judges and explain what they made, how they made it, and what nutrients were good for the body. After her presentation on the County Fair Cooking Contest, Ms. Arie invited all to the Open House happening Thursday the 18th and noted that the AgriLife Extension program was pretty much back to normal with all their series programs; especially noting that the “Do Well Be Well” diabetes class will begin in February. Anyone interested in that class, or any other beneficial classes offered, should contact the Texas A&M AgriLife Extension Office at the Darrell Hall Education Center at 2505 N. Center St in Bonham. 6. Discussion, consideration, and action regarding Courthouse Restoration: There not having been an official update received from Turner Construction, Judge Moore spoke about the visible progress of the Restoration and some of the work happening on the inside. Commissioner Lackey added that there is about a week and a half left of the stonework to be done. 7. Discussion, consideration, and action to approve Treasurer’s Financial Report for October 2021: Fannin County Treasurer David Woodson went over the report he had sent to the Commissioners specifically noting that of the $486,925.70

the other two percent (2%) is used for utilities, office supplies and pest control. The FCCM demographics show 2156 households, are Fannin County residents of that 34,000+- population that do not have enough to eat on a daily basis. A large number of these residents work, however because of low pay fall within the parameters of that below the poverty line. The FCCM operates 4 days

a week 8-12, closed on Tuesday to receive food. It serves all residents of Fannin County regardless of race, color, creed, religion, political beliefs, age or disability. It is unrealistic to think that there are so many food-insecure people and think that as a society we should sit by and watch residents in Fannin County go hungry because of the lack of food.

relief to Americans and repair the economy. “The new American Rescue Plan funds will benefit families who have recently been affected by Coronavirus through infection, unpaid leave of absences and those impacted from lingering long-term symptoms from the virus,” stated Judy Fullylove, TCOG’s Energy Services Director. “There are many people who are not aware of these resources who may qualify for relief.” TCOG’s utility assistance program includes the co-payment of utilities for a specific period of time while learning ways to conserve energy. Services also include a case management program with the goal of transitioning families off welfare by providing assistance with the cost of expenses such as education, training and other necessary supplies and supportive series. Households that are income eligible may receive utility assistance with electric, natural gas or propane bills for as long as funds are available. Applicants must be a resident of Collin, Cooke, Denton, Fannin, Grayson, Hunt, or Rockwall counties. If you are not a resident of one the listed counties, contact your local Community Action Agency (CAA) to find out whether emergency assistance funds are available.

Bonham Chamber of Commerce photo The Family of Donna Glasscock acknowledge with grateful appreciation your kind expression of sympathy. We want to extend our heartfelt thanks to our family and many dear friends who have reached out to us, prayed with us, fed us and comforted us during this difficult time of sadness and loss. Donna (Mom) was such a special person who is loved and cherished and will forever be missed. Her legacy will live on for years to come through her children, her grandchildren, her nieces and nephews and their children. She found joy in doing little things every day to protect and provide for her family and friends. One of her very favorite times each year was Thanksgiving, where she invited family (and often times others she considered her extended family) over for a delicious Thanksgiving feast; one that she spent days and nights preparing. We ask you, in memory of Donna, to carry on that same thankful and giving spirit this Thanksgiving with everyone you encounter. We are grateful for your continued prayers. Reggie Smith announcing his Re-Election candidacy for Texas State Representative

In 2018, you elected me to represent you in the Texas House. I wasn’t elected to simply mark time, but rather to advance the conservative agenda and deliver real, tangible results for the people of our district. In just two legislative sessions, we have scored many conservative victories of which we can be proud - - from huge investments in border security to “Constitutional Carry” and 2nd Amendment protections to roads and infrastructure projects to public education investments to the “Heartbeat Bill” and legislation to defend the unborn to legislation to protect against voter fraud. This is important work to which I am committed. My family is as well. Thus, I am running for re-election to keep up the fight. We ask for your prayers and continued support as we work to defend and advance the values that make Texas great! Reggie Smith

Commissioners Court Special Meeting – Redistricting / Executive Session By Rose Schwartz Monday, November 15, 2021, Fannin County Judge Randy Moore called to order at 10:00 a.m. a Special Meeting of the Fannin County Commissioners Court. A quorum was established as all County Commissioners and County Judge were present. 2. Discussion, consideration, and action to approve Order Adopting Redistricting Plan for Commissioner Court Precincts: Judge Moore explained how this item was spoken of in the previous week’s meeting. He noted that at the last Commissioners Court, the Commissioners of Precincts 2 and 4 had concerns that some of the redistricting lines that were initially drawn would make the boundaries difficult to figure out. Commissioner Self contacted Robert Bass of Allison, Bass & Magee LLP with those concerns and Mr. Bass redrew the lines in question and sent the redrawn map to the Court. TCOG (Texoma Council of Governments) printed the maps for the Commissioners Court. After explaining the purpose of the meeting, Judge Moore invited anyone interested to come to the front to view the maps on display. Commissioner Self further clarified for those in attendance, how each precinct is supposed to touch the county seat which is Bonham and how the amended redistricting map will allow each precinct to be within an acceptable deviation percentage rate of a balanced population with the highest percentile being at 2.53% (the constitutional maximum any precinct can deviate is 10%.) A citizen of Precinct 1 had concerns that all the lakes would be in the Precinct 3 area. His concern was later lessened as it was pointed out that Lake

A motion was made by Commissioner Magness and seconded by Commissioner Lane to enter into Executive Session at 10:48 a.m. Motion passed. 4. OBITUARIES MARY LOU REYNOLDS

Graveside services for Mary Lou Reynolds, 74, of Denison, Texas were held at Noon on Monday, Nov. 15, 2021 at West Hill Cemetery in Sherman under the direction of Dannel Funeral Home in Sherman. Mary left earth’s bounds and entered her Heavenly Home as she fell peacefully asleep in the embrace of her Savior, Jesus Christ, early Wednesday morning, Nov. 10, 2021 Mary Lou was born March 23, 1947 in Bonham, Texas, the daughter of Ruben Herschel Goodwin and Lee Frances Fogle Goodwin. She attended North Fannin, Gober and Bonham schools. She married Daniel Dennis “Danny” Reynolds on May 2, 1979 at Hagerman Baptist Church. Mary was employed at Texas Instruments in Sherman for over 20 years before retiring to become a full-time homemaker and mom to Danny’s two sons, Chris and Seth. Then life as she knew it changed forever when her precious daughter, Casey Nichole, her sweet Angel girl, was born. The family lived in Hagerman, Austin and Whitesboro for many years prior to settling in Denison. A strong, God-fearing matriarch, Mary was the very foundation that their family was built on; her love made their house a home. She was always joyful, had a contagious laugh, and appreciated the small things. She made sure her children were safe and secure, under Momma’s wings and loved them unconditionally as Jesus does. Mary loved spending time

with her family, especially her very special grandson, her baby, Tristan. Being his “Nana” and watching him grow into the kind, compassionate child he is was the joy of her life. Her favorite time of the day was when she and Casey prayed before going to bed. Mary’s fervent prayers have helped mold the person Casey is today. She enjoyed watching movies with her daughter. Her favorite movie was “Dirty Dancing” which featured a song very dear to her, “The Time of My Life” by Bill Medley and Jennifer Warnes. Mary was preceded in death by her younger sister, Deronda Lee Goodwin (2/21/1961), her father, her mother and bonus dad, Stanley Dodson, stepsister, Rhonda Dodson Lantz and father and mother-in-law, Dennis Jack Reynolds and Lorraine Avalon “Todi” Reynolds. Mary Lou leaves to cherish her memories her husband, Danny Reynolds of Denison, TX; her only child, Casey Nichole Reynolds Niroula (Dhiraj) and their children, Tristan Johnson and Adia Niroula of Denison, TX; sons, Chris Reynolds (Cyndy) and their children, Jaxson and Austin of Allen, TX and Seth Jackson Reynolds (Jennifer) and their children, Sterlyn, Parker, Madeline, Luke, Shianne and Christian of Pottsboro, TX ; brother, Jackie Goodwin (Regina) of Bonham, TX; step brother, Alan Dodson of Denton, TX; two step sisters, Phyllis Dodson Ceglia (Tom) of Durango, CO and Terry Dodson Bailey (Robert “Bob”) of Walnut Creek, CA; and 5 nieces and their families, Doris Whitworth (Charlie) of Whitewright, TX, Lea Dawnette Goodwin Faulkner (Shon) of Telephone, TX, Debra Kay Goodwin Thomas and Keri Deronda Goodwin, both of Bonham, TX; Rikki Jo and Eli, Micah, Taylor and Calvin Jr., and numerous extended family and friends. The family wants to extend a very special “Thank You” to Mary’s Earth Angels, Teresa and Tyesha Tinner, Peggy House, temporary sitter, Janet Graham and the tender graceful staff at Home Hospice. Your care and compassion were a beacon of hope each day.

It began the way most miracles do: by accident or the hand of God, take your pick. It might have been the weather, at least partly. For winter, the day had been almost balmy and warm. You know, sweaters instead of heavy coats. No mittens in sight. Then there were still some Christmas lights on the stores, and that little bunch of Girl Scouts out raising money in front of the Read Me Now bookstore. Jasper Blankenship was inside going through the books to fortify his cabin’s library for winter and sat, listening with a smile to the girls as they laughed and waited for customers that weren’t really coming along too briskly. “It’s a shame there aren’t more people out today for

those girls,” said Sarah McKinley, behind the counter. Jasper nodded and paid for his books, then walked out to the truck. He stopped and thought for a while, then brought out his violin, rosined the bow, and walked over to the sidewalk next to the girls. “You girls like fiddle music?” he asked. “Sure do.” And Jasper began playing fiddle tunes. Carla Martinez was driving down the street, headed for the Soup ‘R Market when she saw the Girl Scouts dancing with each other in front of their table to Jasper’s music. Before he’d had time to finish that tune, she’d returned with her guitar and joined the fun. Jim Albertson, the local school

principal, showed up with a harmonica, and he wasn’t bad at it. Dud got out his accordion and joined in the fun. By this time, it was getting dark in the street, and several people turned headlights on the area in front of the bookstore. Older people had joined the Girl Scouts dancing in the streets, and Delbert Chin from the Chinese restaurant across the street sent one of his girls out with a huge pot of coffee and paper cups. The party was on. It lasted until the cars’ headlights began to wear down the batteries, but during its brief lifetime, the street dance and mid-winter party cast a blessing on us all It must have been the weather.

Sting Operation In August, a concerned citizen contacted Montgomery County game wardens regarding a neighbor keeping an alligator in his back yard. The wardens responded to the home where the alligator was reportedly kept. The homeowner admitted to capturing an alligator 4 or 5 feet in length from Lake Conroe, transporting it home to show his kids and then releasing it the next day. The wardens inspected the property and noticed a room full of aquariums. Knowledgeable in aquatic species, one of the wardens identified the animals as freshwater stingrays, which are an invasive species and illegal to possess. Through further conversation, the homeowner also admitted to removing a small alligator snapping turtle from Lake Livingston and keeping it in a tank. As the largest freshwater turtle in North America and a threatened species, it is illegal to capture or possess one without a permit. After discussing the matter with the homeowner, he agreed to assist game wardens in

relocating the animals to better suited facilities. The turtle was donated to the Spring Creek Nature Center, which is permitted to possess native species and display them for educational purposes. The stingrays were transported to Moody Gardens to educate the public about different ecosystems and the harm that invasive species can cause to local wildlife. Hold the Pepper In September, a Bexar County game warden received a call from Austin communications about dove hunters peppering local residences with shotgun pellets. Upon arrival to the field, the warden observed two gentlemen hunting. As he drove up to the individuals, one of the gentlemen stood up and shot a bird that fell a few yards from him. The warden proceeded to complete a hunting check. He spoke with the individual and asked if he was aware of the type of bird he had just shot. The hunter did not know. The warden informed him that the bird was an American kestrel, a protected bird of prey, and is not allowed to be hunted or harvested. The warden

checked the other hunters in the group and discussed the issues around peppering, ensuring their shotgun pellets did not cross property lines. A citation was issued for harvesting a protected species. The case and civil restitution are pending.

warehouse facility with the capacity to be expanded in the future. He spoke about how by the end of March the plan is to add 75 additional jobs and how there will be a need for more workers. In response to Judge Moore’s question, Mr. Filipowicz explained Tongrun International is out of mainland China with over 2 million sq. ft. under production and over 1,500 employees worldwide. He asks that the county maintain the dialogue and partnership. Judge Moore advised that in any instances where he is not available, Commissioner Magness is the senior Commissioner but stressed that neither he nor Commissioner Magness is able to act, as requests need to be made an agenda item for a Commissioners Court Meeting to take any kind of action. Judge Moore voiced his excitement over the local growth of Tongrun and hearing the business is doing great but asked if the county providing a 50% abatement was expected. Mr. Filipowicz clarified that it was said they would speak with the county about the possibility of providing an abatement in certain instances. Judge Moore explained for future knowledge’s sake that for a company to receive a tax abatement, the company needs to speak with the Commissioners Court. No action was taken. 22. Comments by County Commissioners and County Judge: Commissioner Self thanked everyone for staying, commented that tax abatements are challenging but exciting regarding tax revenue for the county. Commissioner Magness was glad for the attendance and invited everyone back next week. Commissioner Lackey reminded citizens to use common sense in the high winds, gave a shout-out to Dodd City FD for all they do, and voiced his appreciation for all in attendance. Commissioner Lane echoed Commissioner Lackey’s wind cautions as there will be a few days of high winds (best not to burn anything in high winds), thanked everyone for attending, noted the work on CR 1215 will be ending this week, and wished everyone a good week. Judge Moore stated he had been a prescribed burner for many years with USDA and while driving at night recently, he noticed in Bonham an area full of smoke. He urges everyone to not burn at night and said the best time to burn brush piles is at daybreak. Stating the Covid active cases are at 14, fatalities are at 152 and hospitalization is 4.97%, he believes Fannin County is Blessed and doing well. He noted that November 30th is going to be a very short Commissioners Court Meeting. 23. Only Leonard remained alive in the 2021 high school football playoffs after the bi-district round. The Tigers (9-2) defeated Edgewood, 47-15, on Nov. 12 at Sulphur Springs’ Gerald Prim Stadium in a Class 3A Division II Region II bidistrict game. The win assured Leonard of equaling its 2020 run in the postseason. Meanwhile, Trenton, Bonham and Fannindel completed its seasons with bi-district losses. Class 2A-I Trenton (5-5) lost to undefeated Cooper, 52-22, on Nov. 12 at Texas A&M-Commerce.

Honey Grove senior Tylar Lane signed her letter-of-intent on Nov. 12 to play first base for Texas A&M-Kingsville softball. Lane has played positions all over the softball field during her previous three years for Honey Grove, a bi-district finalist last spring after garnering the fourth and final Class 2A berth in District 15-2A softball. She earned a first-team selection in the infield for her efforts. Before COVID-19 truncated her sophomore season -- just after district play had begun -- Lane received newcomer-of-the-year notoriety in 13-2A as a freshman. The Tigers’ five wins equated Trenton’s most in a single season since its 2012 varsity football restart -and first campaign with that many overall victories since 1933. Class 3A-I Bonham lost, 49-10, on Nov. 11 to Gladewater at Sulphur Springs. The Purple Warriors (5-6) made their first postseason football appearance and won their most games in a single regular season in three years. The five wins also equated almost twice as many -- as the previous two seasons combined. Class 1A-II Fannindel (7-3) lost to Throckmorton, 87 -40, on Nov. 11 at Springtown.

Center. This amount was a huge increase over the previous best of $67,000 from two years ago. Nearly 500 people attended the event at the Complex. This year’s event was a Masquerade Ball. Many guests dressed up in elegant outfits and wore masquerade style masks to fit the event theme. Tables at the Complex were decorated with rich colors, feathers, and masquerade masks. State Representative Reggie Smith, 336th District Judge Lauri Blake, Fannin County Judge Randy Moore, Fannin County Criminal District Attorney Richard Glaser, Fannin County Sheriff Mark Johnson, several police chiefs and other local officials of the justice system served up dinner to the guests. James Dering led a jazz com-

bo that played upbeat jazz music while guests viewed and bid on about 200 items in the silent auction. Guests also had fun taking turns at the SMP Party photo booth sponsored by Red River Gypsies. Fannin County Game Warden Randolph McGee was the auctioneer for the evening. The highest winning bid of the night and in the seventeenyear history of this event was $5,300 for the Courage Item donated by the Board of Directors of the Children’s Center. Board Vice-President Faith Rich introduced the mystery item by describing the courage children have when they report abuse and neglect and encouraging the audience to have courage in bidding on the mystery item that would be worth at least $1,500 - $2,000. Bryant and Kimberly Smith won the Courage Item and lat-

er learned that they won a trip to Angel Fire, New Mexico. “I love Justice is Served and have some very special memories over the years,” said Kenneth Karl, Justice of the Peace, Pct 2. “I cannot imagine missing it. Last night though, as the last item was auctioned, I had tears. It just came over me: this is why we, my family, cherish Fannin County and its people. With the value of the unknown Courage item at no more than $2000, the bids went all the way to $5300. The true reason for the event was on full display. We do what we can, we give what we can, we come together, in the hope for a better tomorrow for our children.” Warrior Tire donated a trip for two to Nashville that sold for $3,600. A custom gate from Jason Garner Custom Welding also sold for $3,600 in the live auction. After the bidding ended, the crew from Jason Garner Custom Welding announced that two more gates would be made available to the next two highest bidders. The additional two gates brought in another $6,500 in all. First United Bank was the first ever presenting Diamond Sponsor of the event. Platinum sponsors included Jason Garner Custom Welding, TXB, McCraw Oil and Propane, B&B Service Center/ Driver’s Choice, Renlita Custom Opening Solutions, 4R Coatings, LLC and Bonham Chrysler. Funds raised from the event will help the Children’s Center keep up with the growing demand for their services as well as cover for recent losses in some grant funds. Proceeds will provide counseling, advocacy, forensic interviews and more to help children from hard places heal, grow and thrive. To learn more about the Children’s Center, including volunteer opportunities, go to www.fanninccc.org.
