Commissioners Court Hears Presentation on Justice Center Options By Connie Estes Fannin County Judge Randy Moore opened the regular meeting of the Commissioners Court at 9:01 a.m. A quorum was established, as all Commissioners and the Judge were
present, except for Commissioner Lackey. The invocation was led by Rev. Shelton from Trinity Baptist Church in Bonham. The pledges were led by Maj. James Manis. There were no introductions and no one spoke in Public Forum.
6 Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19– Judge Moore gave the current numbers, as of the meeting date, for Covid cases in the County. 778 Total Cases,

His presentation was based on a $10 million project, which was simply a number he went used. There is no official estimated cost or even a plan at this time. He believes as the new lake fills, the growth will continue and could increase. Mr. McLiney recommended the Court hire an architect and begin to get some idea of what will be needed for the Justice Center and to be ready to move forward in the Spring of 2021. By hiring an architect soon, the studies needed could be done and the plans can be ready. Mr. McLiney recommended Certificates of Obligation instead of a Bond Election because it would be a faster process. Voters can still petition for an election but the project would move forward
quicker with Certificates of Obligation financing. Judge Moore said they need to plan for future growth when considering the plans for a Justice Center, not just plan for the current employees and offices. Mr. McLiney said he would prepare a Reimbursement Resolution, outlining how the County could pay itself back, in the event money is spent on the Justice Center prior to the County receiving financing for the Center. He will have that ready for the Court by the November 3rd meeting. 9 Discussion and update regarding Courthouse Restoration – Judge Moore gave a report from Turner Construction which included exterior work on masonry, lighting protection,

The response from citizens concerning a wall around the courthouse has been negative. The Judge reported he only had only one yes and that was to prevent anyone from driving up to the courthouse. He stated a low wall of stone might be a good idea but could be discussed at a later date. 10 Discussion, consideration and action to approve the County Treasurer’s Financial Report for September 2020 – The Court approved the report presented by Treasurer David Woodson. 11 Discussion, consideration and action to approve the County Treasurer’s Investment Report for September 2020 – County Treasurer David Woodson gave the interest earned on all the County’s accounts. He reported that interest rates will not likely go up at all until mid or late 2023. The Court approved the Investment Report. 12 Discussion, consideration and action regarding a plaque inside the Courthouse commem-
orating the 47-year career, service and dedication of Margaret Polly Gilbert for Fannin County – Commissioner Self state he spoke with the ladies wanting the plaque and explained the County Clerk’s office will not be in the restored courthouse. He explained it would be better in the new Justice Center and the ladies were pleased and agreed. Commissioner Self moved to table the agenda item until the Justice Center is planned. The motion carried. 13 Discussion, consideration and action to accept the $600,000.00 one-time grant from Fannin County Hospital Authority for EMS – The grant needed to be accepted by the Court. The Court moved to accept. 14 Discussion, consideration and action to appoint two members of the Commissioners Court to the EMS Oversight Committee – The EMS Oversight Committee will be Judge Moore and Commissioner Self, who was volunteered by Commissioner Magness. Commissioner Self accepted and the motion carried. 15 Discussion, consideration and action to do a Rental Purchase Agreement for a 2013 Chase 621F Wheel Loader – Monthly rent will be $5,500 and if rented for three months, the rent payments will be applied to the purchase price. Total purchase price is $66,174.79. The Agreement was approved by the Court. 16 Discussion, consideration and action to approve the new Fannin County Application for Employment – Judge Moore explained the application was updated and covered more current programs. County Auditor Alicia Whipple said the application can be completed online and emailed. The Court approved the new application. 17 Discussion, consideration and action to approve the revisions in the Fannin County Employee Handbook dated 10-27-
2020 – The Court was grateful for the updated handbook. The revised copy was approved. 18 Discussion, consideration and action to approve Engagement Letter for Rutledge Crain and Company as outside auditors for fiscal year FY 2019/2020 and authorize County Judge to sign on behalf of Fannin County – Judge Moore explained this firm is not a financial group. They are auditors only. The Engagement Letter was approved by the Court. 19 Discussion, consideration and action regarding annual employee banquet – Judge Moore said Dale McQueen approved the use of the Multi-Purpose Complex for the banquet on November 23rd to allow proper social distancing. Purchasing Agent Michelle Case asked if an employee chooses not to attend, due to the Covid-19, would that employee have to work all day. The Court decided employees choosing not to attend the banquet would need to work until 1:30 on that day. The motion to approve carried. 20 Discussion, consideration and action to hire a part-time custodian – The Judge said Will Gordon has accepted the position and he comes with good recommendations. The Court approved. 21 Discussion, consideration and action regarding personnel or supplies for Covid-19 from the CARES Act Grant or other funding – Purchasing Agent Michelle Case said the Majestic 6 Theater has been set up for court cases and the first trial should be Monday, November 2, 2020. Emergency Management Coordinator Troy Hudson reported that free Covid testing will be set up at the Multi-Purpose Complex in Bonham. Week 1--- November 2 – 7, (Monday through Saturday) Monday – Friday 9am -7pm. Saturday 9 am -5 pm. Week 2--- November 9- 12 (Monday –Thursday) 9 am – 7 pm. The second location in the
County will be Honey Grove. November 19-21 (Tuesday – Saturday) Possibly at the Town Square. No appointment will be needed at these testing sites. Results are from 1-2 days but keep in mind testing in the state has increased and the response times could vary. 22 Discussion, consideration and action to approve payment of bills – The Court approved payment of the bills. 23 Comments by County Commissioners and County Judge Commissioner Whitlock encouraged everyone to wear a mask. He said the virus is real. He thanked everyone for coming. Commissioner Self said to be sure to vote. He said to bear with them on the roads while they are wet and drying out. Commissioner Magness said the handbook revisions are a move forward. It is very helpful to have the updates to the book and the employment application. He said the Covid testing coming to the County is a great deal. Judge Moore said the County is blessed with good employees and hard workers. The courthouse tour has been postponed because of the weather. Texas Eviction Diversion Program is starting a pilot program for assistance for those struggling to pay rent during these times. Fannin County is one of 20 counties selected out of 254 counties in Texas. The landlord and tenant must both agree to take part in the program. The details of the program may be accessed at the Justice of the Peace offices in the County, Bonham, Windom and Leonard. The Judge thanked District Attorney Richard Glaser for the Getting Ahead program they put together Monday night. He enjoyed the program and appreciates the efforts of Mr. Glaser’s office. Court adjourned at 10:16 a.m.

Mary Frances Simmons, age 87, passed away peacefully at her home in Honey Grove TX, on October 8th 2020, with her family by her side, after a long time battle with Alzheimer’s disease. Born April 10th 1933, Mary was one of twelve children born to Herbert Eugene Vessels and Mary Fadalia Wilkinson Vessels. They lived in the southern Fannin County farming community of Brawley Pool. She attended Bartley Woods School prior to graduating from Honey Grove High School. On December 17th 1950, she married the love of her life, Billy Jack Simmons. She and Billy Jack were blessed with three children: Cynthia Dianne, Sheila Kay, and Michael Jack. Mary Frances loved her husband and

Nikrooh, Sheila and Rick Hart, Michael Jack Simmons, and her granddaughter Leyla Dianne and husband Josh Shipman, and many wonderful nieces and nephews. She is also survived by siblings Leeman Vessels, Ima Gene Parham, Betty Anderson and husband Milam. She is preceded in death by her parents, her husband, sisters Lorena Elizabeth Vessels, Opal Miller, Katherine Bell, Dorothy Hand, and brothers James, Loyd, Edwin, and Calvin Vessels. She was laid to rest in a private ceremony at Oakwood Cemetery in Honey Grove TX, on October 17th 2020 under direction of the Bright Holland Funeral Home with Rev. Craig Clark officiating. Texas entered eternal rest October 24, 2020 at home surrounded by her family. Patsy was born August 28th, 1943 to Thelma and William Prater in Atoka, Oklahoma. Patsy had 2 children, Ricky and Tracy. She later married “Roy” Sonny Davis. Patsy has been a resident of Trenton, Texas for over 30 years. She devoted her life to being the matriarch and glue of her entire family. Her sacrifice and commitment to her children, grandchildren, and great children, can not be over stated. After retiring from DLM company she opened a crafting and floral shop in Savoy, Texas where she took pride in her gift for making all things beautiful. Her interest also included gardening, reading, baking, and spending time with her family. Patsy is proceeded in death by siblings, Elbert “Pete” Prater, Dovie Leeper, Roselin McGarrah, and Tommy Prater. She is survived by sisters Mary Thomison and Betty Saunders, Sons, Ricky Murphy and Tracy Hass, Grandchildren Paul & Kerry Murphy, Harold, Priscilla, and Brandi Hass. She is also survived by 9 great grandchildren with 2 more on the way. She was laid to rest next to her late husband Roy “Sonny” Davis at Leonard Cemetery in Leonard, Texas on Friday, October 30th. She will be forever loved, remembered, and so very dearly missed.

Bonham- The graveside service for Mary Frances Kennedy, age 86, of Bonham, TX were held at 2:00 pm Saturday, October 31, 2020 at Willow Wild Cemetery. Bro. Cary Kinnaird officiated. Mrs. Kennedy joined our Heavenly Father on Wednesday, October 28, 2020 while at her home. Mary Frances (Wilson) Kennedy was born on May 7, 1934 to Howard Franklin and Ola Lily Wilson. She married Wesley Clarence Kennedy on September 27, 1952; he preceded her in death on January 6, 2011. Mary was valedictorian of her senior class. She worked at Bonham Manufacturing. She also worked (and retired) as a cashier for Safeway. Mary was an active member of Corinth Baptist Church as long as her health allowed. She enjoyed worshipping at the church and was very involved in Corinth’s Circle of Friends Women’s Ministry. In this ministry she helped make blankets and other crafts for shut ins and residents of area nursing homes. She was an awesome cook and enjoyed making meals for her family for many years. She was well known for her pies and cakes and would bake them for other families for the holidays and special occasions. She also enjoyed sewing and

baskets. Rick Bankston donated a hand carved eagle made of oak. Dr. Lee Schreiber donated an autograph of Roger Staubach that has an interesting back story. In 1963 Staubach won the Heisman Trophy playing for Navy. He was set to be on the cover of Life Magazine on Nov. 29, 1963. One week before that, President John F. Kennedy was shot and the cover of Staubach never made it to press. The autographed Life Magazine cover comes with two seals of authenticity. A trip to Hot Springs, Arkansas will also be up for bids. Donated by Steve and JoAnna Collida, this trip includes two nights at the Doubletree Hotel by Hilton overlooking Lake Hamilton. The trip includes breakfast, lunch and dinner allocation, plus a fabulous Sunset Cruise (approximately 2 hours) with adult beverages and hors d’oeuvres. Producers in the Rio Grande Valley have been busy playing catch-up on planting coolseason crops including onions, leafy greens, carrots and kale, said Juan Anciso, Ph.D., AgriLife Extension vegetable specialist, Weslaco. September was very wet, start-
ing with rains generated by hurricanes and tropical storms, he said. But now, following days of sunshine and above-normal temperatures, planting operations are at full speed.
The planting window is critical for cool-season crops like onions, cabbage and carrots because of the time they take to mature. Onions take 160-170 days from seed to harvest, Anciso said. Cabbage takes 90-110 days, and carrots take 90-plus days for fresh market and 150180 days for fields destined for processing. Acreage for onions has declined in the last five years, from around 10,000 acres to 6,000 acres this season, Anciso said. Grower diversification has led to much of the changes. Crops now include everything from spinach, parsley, cilantro, collard greens, okra, celery and more, he said. Crops produced in the Rio Grande Valley are destined for major hubs around the state –

CENTRAL Most counties reported short soil moisture. Crops and grasses were moisture stressed. Cotton and peanut harvests continued and neared completion. Pecan harvest was underway for early varieties like Pawnee. Livestock were in good to fair condition. Cattle prices trended upward, and sheep and goat prices remained the same. Armyworms came through but not as bad as expected. Wheat planting got off to a slow start with most producers waiting on some soil moisture. Producers were wrapping up small grains planting. Stock pond levels dropped drastically with the warm weather. Most row-crop farmers were finishing putting out dry fertilizer. NORTH Topsoil moisture ranged from short to adequate. Sporadic rain delivered 1-2 inches of rainfall with mild weather conditions overall. A cold front pushed temperatures into the mid-60s. Conditions were very dry. Some stock tank levels were dropping. Hay producers were making a last cutting. Some producers were trying to plant their cool-season cover crops. The calf market was stronger than expected. Feral hog damages were reported in Camp County.

Above Average Season Expected for Texas Hunters Ahead of General Deer Season Opener AUSTIN— Texas Parks and Wildlife Department (TPWD) biologists predict a fruitful white-tailed deer season in many regions of the state. Although conditions are drying statewide, rains in September helped to create an abundance of quality forbs and shrubs, both of which are critical for providing good deer nutrition. The general deer season runs from Nov. 7 through Jan. 3, 2021 in the North Zone and Jan. 17, 2021 in the South Zone. A special youth-only gun deer season is set for Oct. 31- Nov. 1 and Jan. 4-17, 2021. “Hunters in the Edwards Plateau, Cross Timbers and South Texas eco-regions can expect some of the best conditions,” said Alan Cain, the TPWD White-Tailed Deer Program Leader. “If dry conditions persist, hunters could expect to see increased deer activity around feeders or other key food sources.” The Edwards Plateau in central Texas has the highest deer population in the state with an estimated 2.37 million deer. An anthrax outbreak in 2019 resulted in some mortality events among whitetailed deer, however TPWD biologists suggest such losses provided long-term benefits. By reducing deer densities and bringing populations in line with the natural carrying capacity of the native rangeland, the population reduction should have resulted in healthier deer and more nutrition to help bucks in the area maximize antler production. The Cross Timbers region
in north Texas has the second highest deer population in the state and encompasses five Deer Management Units (DMU) with deer densities ranging from 14 to 88 deer per 1,000 acres. Fawn production in the Cross Timbers has been greater than 50% for the last 8 years and 2020 is expected to be at least average, if not above average, as a result of great range conditions. Hunters should expect to see plentiful numbers of mature bucks this year. Relatively mild temperatures and beneficial rains this spring set the stage for another good season in South Texas, especially in the eastern half of the region and south towards the Rio Grande Valley. Deer populations in the region are stable with most recent estimates numbering close to 438,000 deer. Hunters looking to pursue mature bucks should consider South Texas as antler quality is expected to be better than average due to good range conditions. White-tailed deer and mule deer are Chronic Wasting Disease-susceptible animals. As such, prior to hitting the field, hunters should review CWD information to find area testing requirements and carcass movement restrictions in CWD Containment and Surveillance Zones. Texas hunters are reminded to comply with carcass movement restrictions when harvesting deer, elk, moose or other susceptible species in CWD-positive states when transporting harvested animals back home.
Following a successful trip to the field, hunters can enter their deer harvests into the 30th annual Texas Big Game Awards (TBGA). The awards offer categories for first harvests, youth hunters, as well as scholarship opportunities open to any graduating high school senior, entering college freshman, sophomore or junior in an agriculture or natural resources-related degree plan. More information about the TBGA can be found on their website. Texas hunters can help Texas families by donating their legally harvested and tagged white-tailed or mule deer to participating processors as part of Hunters for the Hungry. Funds donated through the Hunters for the Hungry website or while buying your Texas hunting license can help promote the program and cover the costs of processing donated deer meat that goes to hungry families throughout the state. For additional late season deer hunting opportunities, county specific regulations and information on how to properly tag and report a harvest, consult the 2020-21 all-digital Outdoor Annual. Hunters now have access to their Texas proof of Hunter Education in the free Outdoor Annual mobile app for iOS and Android. It is required that every hunter in Texas (including out-ofstate hunters) born on or after Sept. 2, 1971 successfully complete Hunter Education.
Game Warden Field Notes
Oh, Crap(pie) Two Travis County game wardens were patrolling Decker Lake when they encountered two different groups of men fishing with cast nets from boats and jet skis. Upon further investigation, the game wardens found both groups in possession of multiple game fish including bass and crappie. The wardens took possession of the fish and donated them to a family on the shore. Multiple citations and civil restitution are pending.
Lights Out A Sabine County game warden observed a truck traveling on State Highway 87 near Milam, Texas with inoperable taillights and license plate lights. The warden initiated a traffic stop on the truck and upon contacting the driver and passenger, the warden located a white-tailed buck deer in the bed of the truck. After a brief interview, the warden was able to obtain a confession from the individuals. The deer was shot from the road with the aid of an artificial light. Both subjects were arrested for hunting white-tailed deer at night and hunting with the aid of artificial light. Cases Pending.
Prong Side of the Law Amarillo district game wardens made contact with three individuals on a side by side ATV. At first contact they admitted they had shot a doe pronghorn. After interviewing all three individuals the doe was shot approximately an
hour before and they were on the way to a different property to dump the carcass, in hopes that no one would find it. Citations for hunting in a closed season and invalid permit were issued.

Largemouth bass are good on jigs, crankbaits, and spinners near heavy timber, roadbeds, brushy points, and rocky shorelines. The first step in soil testing is to collect the sample, but, for this article, let’s assume you have collected your soil sample, sent it to the lab and received your results. The information on the report may seem pretty confusing, leaving you to ask how to make sense of the data and use it to help you in your operation. Information on a Soil Test Not all labs report the same information, but most should report the basics: soil pH, lime recommendation (if needed), and soil test phosphorus and potassium. There may be other information on the report, such as soil test calcium, magnesium, sodium, CEC, nitrate-nitrogen, soluble salts and soil organic matter. These additional analyses can be very useful but are not reported by all labs or are considered optional tests with additional costs. Soil pH Soil pH It is extremely important since it governs root growth and solubility of many nutrients. The pH range is from 1-14, with a pH of 1 being most acidic and 14 being most basic. Most plants do best in a pH in the range of 5.5 to 7.5. There are exceptions since some plants prefer a more acidic soil and others do fine in a more basic soil. However, the vast majority of plants prefer a pH of 5.5 to 7.5. Soil pH is measured in
distilled water and reflects the active acidity in the soil. If the pH on your soil test report is less than 5.5, you may get a lime recommendation, depending on your crop. The lime recommendation is the amount of 100% effective calcium carbonate equivalent (ECCE) lime that is required to raise the pH to a level your crop prefers. The lime recommendation is calculated by analyzing the pH of your soil in a buffer solution, and it determines the amount of potential acidity in the soil. Some labs report the buffer pH and some do not. In either case, a lime recommendation is indicated on the report if lime is needed. The soil pH determines if you need to apply lime; the buffer pH determines the amount of lime needed. Phosphorus and Potassium Soil test phosphorus and potassium levels are included on almost all agricultural soil test reports. These values reflect the concentration of these elements that is extracted by a chemical solution, called an extractant. The primary soil test extractant used in the United States is called Mehlich 3, but not all labs use Mehlich 3. If labs use different extractants, the soil test values between them cannot be compared. The soil test values for phosphorus and potassium have no meaning unless research has been conducted to correlate these values with crop growth and yield. Fortunately, adequate correlation research exists for commonly used soil test extractants, and fertilizer recommendations can be made

with confidence from tests using these extractants. One thing to consider is that labs may not report soil test values in a similar fashion. Some labs report concentration of an element. The primary reporting value is parts per million (ppm). Other labs report a weight, usually pounds per acre (lbs/a). An acre of soil 6 inches deep weighs about 2 million pounds. Thus, the conversion is ppm x 2 = lbs/a, or lbs/a/2 = ppm. The only problem with having two reporting systems is that it can cause confusion if you send samples to two labs. It would be possible in this case for one lab to report twice as much nutrient as the other lab, and for both labs to recommend the same amount of fertilizer. Best Practices Soil testing is the best way to determine how much lime and/ or fertilizer is needed on your operation. For best results, collect samples properly, sample at least every three to five years, and collect samples at about the same time of year.

Undefeated 1A Falcons stay at No. 9 in D2 football ranks By Rich Hilliard Undefeated Fannindel remained ranked for a second-consecutive week in the Class 1A/ Six-Man Division II football poll compiled by Dave Campbell’s Texas Football for the Associated Press. The Falcons (7-0, 1-0) held onto the No. 9 spot on Oct. 26, after opening District 101A-II play on Oct. 23 with a 53-6 home win against Forestburg -- called a final at halftime. Balmorhea (5-1) remained atop the poll which also included No. 2. Freshman Kimberly Arreaga won, junior Kayla Wommack took second and sophomore Kelley Arreaga finished third to lead Trenton on Oct. 24 to a second-straight district championship -- this time in 14-2A and again via having the top three individual finishers. Additional regional-advancing members of Trenton’s girls district championship team and their places included: senior Catherine Finley, sixth; junior Kenzie Wommack, 10th; junior Karli Fife, 14th; and junior Julie Richardson, 16th. Seniors Sebastian Meek, Trevor Werner and Austin Booker complete Honey Grove’s advancing team. It equated the third-consecutive regional advance while running for Honey Grove for Urbe who qualified for State in 2019. It also marked the thirdstraight regional advance for Wolfe and Butler, secondstraight for Meek second dur-
ing high school for Werner and first for Booker. Additionally, three Sam Rayburn runners advanced individually to regionals via the 14-2A meets: senior Weston Whiteside and freshman Beau Bromley on the boys side and junior Avreigh Chaffin on the girls side. The regional advance gave Whiteside four in as many years of competing in the sport. It equated the third for Chaffin who was part of Sam Rayburn’s inaugural team of either gender in 2018 to advance to State cross country. The Region II-2A Girls and Boys Meets will occur on Nov. 10 at the Jesse Owens Memorial Complex on 9191 South Polk St. in Dallas. Girls will run at 11:30 a.m., followed by the boys at noon.

Senior Said Longoria finished sixth in 19:19 and sophomore Pablo Ruiz garnered 10th in 19:55.75 in the District 11-3A Varsity Boys race on Oct. 21 at Bells to qualify. It equates the third-consecutive regional advance for Longoria. Meanwhile, Leonard sophomore Triniti Zachary finished eighth in the 11-3A Varsity Girls race in 15:12.92 to advance. The Jesse Owens Memorial Complex in Dallas will again serve as the site for the Region II-3A
competitions. Zachary will compete at 9 a.m. with Longoria and Ruiz vying at 9:30 a.m. Lady Warriors edged in district v’ball play-in SADLER -- Bells defeated Bonham, 25-22, 21-25, 25-20, 15-25, 15-7, in a District 11-3A fourth place volleyball play-in on Oct. 27. Bells advanced to the Region II-3A postseason to face 12-3A co-champion Emory Rains in the bi-district round. Three COVID-19 district match forfeits to close their 11-3A slate -- and Bells’ simultaneous wins -- dropped the Lady Warriors into a fourth place tie with the Lady Panthers, necessitating the play-in. Both finished 11-3A play at 7-7.
